the
funeral
service,
the
grief
felt
across
the
world
arises
from
the
Queen's

Life
and
loving
service
now
gone
from
us.

certainly
did
touch
so
many
of
the
lives
of
so
many
people
and
I
recall
that
there
was
the
opening
of
a
wool
store
in
Geelong
many
years
ago,
where
her

Prince
Philip
were
there
opening

people
who
were
modeling
wool
clothing
and
my
son,
who
was
two
at
the
time,
was
there
and
the
queen
actually
spoke
to
him.

was

amazing

and
we
have

very
proud

turkey
and
to
qualify
selection.

gold
medals
Emily
is
currently
in
year,
10
at
the
MC
Robinson
girls
high
school,
and
she
has
been
training
in
karate,
since
she
was
five
and
a
half
years
old
and
she
started
comparing
when
she
was
eight
and
over
the
years
she
has
won.
Many
competitions
and
her
goal
would
be
to
represent
Australia
at
the
world.
Championships
is
absolutely
amazing
that
we
have
this.
This
young
woman
living
in
brimbank,
that
is
now
Australia
representing
Australia
in
Karate.
In
the
world,
so
congratulations
to
Emily
Nguyen
on
representing
Australia.

third
question

Marin,
who
asks?
Are
there
any
plans
to
upgrade
Familia
Drive
Reserve,
given
that
the
Lakes
Reserve
Flagship
park
has
been
recently
upgraded,
Familia
Drive
Reserve
is
a
large
area
and
has
a
capacity
and
potential
to
provide
the
same
enjoyment
to
many
residents
and
their
families.
A
Merely
a
drive
Reserve
is
classified
as
a
neighborhood
park
on
the
councils,
creating
better
Parks
policy
and
plan
and
was
upgraded
between
2014
to
2017,
the
new
playground,
basketball
court
and
extensive
tree
planting
consistent
with
a
neighborhood
park.
At
this
stage
there
are
currently
no
further
plans
for
improvements
at
the
Premier
Drive
Reserve.
A
Council
has
undertook
extensive
Community
consultation
as
part
of
the
development,
an
ongoing
review
of
councils,
creating
better
Parks
policy
and
plan
to
ensure
Community
views
are
considered.
Council
also
undertakes
Community
consultation
on
Park
upgrades
improvements.
Potential
community
members,
including
any
Community
groups,
have
an
opportunity
for
import.

next

we

The
state
Liberal
Party
announced
10
million
dollars
in
new
funding
for
The
brimbank
Aquatic
and
Leisure
Center.
If
elected
at
the
upcoming
state
election.
Can
this
Council
advise
if
any
commitment
has
been
provided
by
the
current
sitting,
State
MP
for
Saint
Albans
to
match
the
funding
commitment
promised
by
the
state
opposition.

of

businesses

seen
Council
rates
increase
at
a
time
when
they
can
least
afford
it,
with
cost
of
living
pressures,
increased
interest

and
lingering
downturn
post
covert.

mayor
now
deliver
on
her
campaign
pledge
to
waive
rates
for
those
that
need
that
most
need?

motion,

notes

bring
to
the
chamber
this
evening
is
request
from
the
VCA
a
non
not-for-profit
organization
that
deliver
charity
events,
home
care
service
for
Elder's
and
disabled.
They
do
cultures,
prop
programs
to
various
community
service.
The
group
established
their
Community
Center
in
brimbank
and
seek
your
understanding
and
consideration
under
compression
of
the
ground,
I
like
to
make
this
clear
that
this
motion
is
not
asking
Council
to
weigh
the
principal
rates
or
waiving
the
installment
interest
that
has
to
incur
these
some
are
being
met
by
the
VCA.

These
volunteer
groups
like
The
VCA,
are
valuable
groups
because
they
take
up
and
deliver
service
to
those
that
form
in
between
the
cracks
to
those
who
require
individuals
or
extra
attention
and
to
those
you
simply
don't
make
the
condition
needed
to
obtain
various
government.
Estate
Services,
the
VCA,
with
its
empathy
and
compassion
mortality,
has
taken
on
this
role.
It
is
an
enormous
task
by
any
definition.
Unfortunately,
funds
and
grants
don't
always
meet.
The
demand.

Any
fund
Rising
additional
operation
fund
during
those
years
were
put
into
subsidizing
these
community
services.
This
is
the
reasons
why
they're
behind
their
rights
and
charges
in
recent
time,
we're
structuring
a
new
community
sort
of
vci's
directions
is
to
fulfilled
application.
We
cancel
debts
in
the
past
few
years,
not
including
covert
lockdown
vcas
have
some
has
fundraise
and
paid
back
over
75
percent
of
the
debts.
Unfortunately
doing
so,
the
extensive
list
of
program
serversed
to
our
community
is
not
getting
meat
and
at
the
attention
they're
needed.
It
is
the
most
disadvantage
in
our
community.

That's
required
a
service
and
they
are
the
victims
counselors.
My
submission
to
you
today
is
that
when
you
deliver
your
decision,
I
ask
you
not
to
think
about
the
most
or
wave
you're,
probably
interest
for
a
non-profit
organization,
but
rather
ask
yourself
when
you're
delivering,
who
will
really
benefit
from
this
decision,
because
every
dollar
is
safe.
On
this
volunteers
group
is
a
dollar
going
back
to
our
community
in
more
way
than
one
food
as
Services
food
is
supplements,
food
assistance
and
food
that
need
all
daughters
needed
people
as
Council.

We
consistently
brainstorms
to
find
ways
to
meet
and
meet
the
people's
need
and
fund
services
and
prior
to
assist
the
community.
Here
we've
got
the
VCA
an
established
body
in
place
to
assist
out
its
residents
and
help
those
less
fortunate
Community.
They
are
here
because
they
recognize
they
need
our
help.
They're
exhaustive,
on
fundraising
activities
will
feel
the
debt
obligation
to
us
and
if
they
continue
any
further
for
extended
period
of
time
without
Council
intervention
would
greatly
affect
the
service
and
program
in
any
end
result
who
suffer
our
community.

a
couple

words:
I
think
councilor
Lou
has
covered
most
of
it,
but
as
a
non-for-profit
organization,
the
Vietnamese
Community
Association
of
Australia
has
been
an
avid
contributor
to
the
bring
bank
community
supporting
many
local
charities
and
the
most
disadvantaged
in
our
community.
I
therefore
support
this
motion
to
wave
the
entire
penalty
interest
amount.

community

council,
should

been

bit

active

area

sort
that
help
them
sort
these
issues
out,
but
they
shouldn't
be
penalized.

way,
this
money,

suggested

Council,
should
be
going
back
into
the
helping.

community

Council

especially
Community
groups

are
so
giving
and

done

understand
how
difficult
this
last
couple
of
years
have
been
for
everyone
and
I
think

VCA
for
all
their
hard
work
during
such
an
unprecedented
time,

want
VCA

know
that
so
many
residents
of
our
community
appreciate

that
is
why
I
will
support
councilor
lose
motion.

about
this
motion,
first
of
all,
I
would
like
to
acknowledge
the
charity
work
that
the
VCA
does,
as
well
as
the
various
community
services
that
it
provides.
However,
I
will
not
be
supporting
this
motion.
Council
has
been
working
with
this
organization
for
quite
a
few
years.
It
has
been
on
financial
hardship
since
2010
19
and
no
interest
has
been
charged.

In
addition,
a
payment
plan
was
entered
into
on
the
10th
of
January
2020,
with
annual
payments
of
ten
thousand
dollars
spread
over
the
four
accounts,
five
five
thousand
to
be
paid
in
January
and
July.
Each
year
on
May,
the
29
2020
go
with
hearty
payment.
The
federal
was
granted
for
all
accounts
on
the
6th
of
August
2021
Financial
hardship
was
granted
based
on
the
same
payment
plan
of
ten
thousand
dollars
into
in
August
2022.

Considering
the
fact
that
the
VCA
owns
four
properties
in
North
sunshine,
The,
Current,
financial,
financial
situation
with
brimbank
goes
beyond
compassion.
If
it
was
I
would
be
more
than
happy
to
support
it.
Rules

regulations

there
to
ensure
equity
and
fairness.
Other
members
of
the
community
are
more
or
less
in
similar
situation
and
are
required
to
pay
dependency
interest.

Council
can't
afford

during
our
induction,
as
counselors

remember

clearly
being
told
that
our
decisions
in
the
chamber
need
to
be
made
for
the
best
interest

whole
community
and
not
for
a
subgroup
of
the
population.
This
is
also
enshrined
in
the
Local
Government
Act
of
2020..

merchant

acknowledge
the
work
done
in
the
community
by
the
VCA
about
40
minutes

took
an
oath
that
I

act
in
the
best
interest
of

brimbank
community

consider
the
immediate
and
long-term
impacts
of
my
decisions.
I
would
make
decisions
fairly
and
without
bias,
and
in
this
situation
I

agree
that
we
will
be
setting

that

don't
support
the
waiver,
it's
just
I'm,
not
confident.

alternative

committee

regards

the
CEO
regarding
the
committee's
self-assessment

its
performance

seemed

me
that
this
was
really
good
timing
touch
on
these
things.

what
the
audit
and
risk
committee
does.

probably
all
know
this,

I

wanted

remind
you
about
the
sorts
of
things
that
we
do
look

note
also
that
we

look
closely
at
the
Integrity
agency
reports,
because
there
are
lots
of
them
and
they're
always
challenging
issues
raised
in
those
reports.

report

Council

regards
to
the
year
that
has
been
in
terms
of
the
annual
financial
report
and

annual
performance
statement,

of
which
get
audited

auditor
general

Victoria

the

the

independence,
the
importance
of
Independence
in
terms
of
the
members
of
the
committee,
and
we
always
consider.

interest

beginning
of
each
meeting
really
do
we
have
any
problems
or
anyone
able
in
needing
to
to
raise
an
issue
so
I
think
in
the
year
that
was
just
completed,
there
were
no
conflicts
of
interest
and
then
on
the
next
slide.

just
indicated,
there's
been
a
few
changes
of
membership
of
the
committee
during
the
year.

We
enjoy
excellent
officer,
support
I,
I
I'm
involved
in
a
number
of
audit
committees
around
the
state
of
Victoria,
and
this
is
a
critical
point
to
ensure
that
the
the
committee
is
successful,
and
so
we
know
that
officers
spend
a
lot
of
time,
preparing
papers
and
presenting
for
us.
We
really
appreciate
that
and
we
also
receive
excellent
support
from
the
CEO.

I've
just
noted
some
key
points
at
the
bottom
of
that
slide
about
the
things
that
might
be
notable
to
councilors
for
the
year.
That's
just
ended,
so
turning
now
to
the
the
reason,
I
guess
why
I'm
here
tonight
it's
about
the
annual
reporting
obligations
that
Council
has
whereby
I
think
tonight
you'll
be
asked
to
resolve
in
principle
that
you
will
approve
the
annual
financial
report
and
the
annual
performance
statement.
These
are
documents
that
have
been
around
for
a
long
time.

They
can
be
rather
boring,
but
they're,
important,
and
so
the
process
about
in
principle,
I
think
demonstrates
the
fact
that,
even
though
you
may
endorse
them
and
approve
them
tonight,
because
sometimes
the
audit
process
is
not
complete
in
the
sense
of
there
might
be
minor
adjustments.
I,
don't
think
that's
an
issue
here
tonight
because
everything
has
been
completed,
and
the
other
point
to
note
is
that
this
information
gets
on
to
know
your
Council
website,
which
is
something
that
draws
a
lot
of
attention
from
time

are

we

look

meeting

committee's
