would
like
to
extend
our
deepest
condolences
to
the
family
and
friends
of
Demetrios.
Vegas
Dimitri
was
born
in
Greece
in
1927
and
arrived
in
Melbourne
in
1955.
He
worked
at
the
Victorian
railways
for
35
years
in
Spotswood.
He
married
his
wife
paraskevi
in
1957,
and
they
both
built
their
first
home
in
st.
Albans
in
1960.

Since
1960
Dimitri
was
a
highly
dedicated
Tia
and
eventually
became
a
life
member
of
the
first
built
Greek
Church
and
community
center
in
st.
Albans.
No
grants
existed
for
the
community
back
in
the
1960s
Dimitri
with
others.
Would
door
knock
to
all
the
Greek
community
residing
in
the
st.
Albans
to
collect
funds
to
build
their
beloved
church,
ayia,
paraskevi,
dances,
theatrical
performances
and
that

festivals
were
organized.
Demetria
was
present
for
the
lane
of
the
first
foundations
of
the
church
in
Arthur,
Street
Saint
Albans,
and
he
also
laid
one
of
the
first
bricks.

Demetrius
commitment
and
voluntary
work
for
almost
sixty
years
will
remain
known
to
the
great
community
of
st.
Albans.
He
was
a
trades
person
who
volunteered
and
did
many
odd
jobs
in
and
around
the
church
and
the
community
hall.
He
also
became
the
church
chanter
deepest
condolences
to
his
wife,
but
a
scurvy,
his
three
sons,
George
Spiros
and
Nick,
or
his
daughter-in-laws
Stella
Mary
and
Kathy
his
seven
grandchildren,

wishes

congratulate
called
the
United
Soccer
Club
on
winning
the
2019
Nike
Cup
for
the
third
consecutive
year,
and
also
just
days
ago.
They
sealed
the
Premier's
plate
with
a
5
kneel
win.
Calder
United,
Soccer
Club
was
formed
in
late
2015
and
was
born
out
of
the
Kindle
Park
soccer
club,
who
were
one
of
the
pioneers
of
female
football
and
had
its
first
all-female
football
team.

In
back
in
1975,
Coulter
United
was
formed
at
the
inception
of
football
victorious
in
PLW
competition
in
2016,
and
was
one
of
eight
clubs
originally
awarded
a
participation
license
in
the
Victorian
National
Premier
League
for
women.
The
club
has
grown
over
the
last
four
years
and
has
approximately
a
hundred
registered
female
players
across
five
teams
from
under
12s
through
to
seniors.
It
also
has
approximately
200
members
and
is
growing.

is
located
within
the
Horseshoe
Bend
Ward
of
Bryn
Bank
Council
and
is
regarded
as
the
leading
female
football
club,
not
only
in
the
West
but
in
Victoria
as
a
part
of
an
elite
football
program.
Its
primary
focus
is
on
providing
an
environment
to
enhance
female
footballers,
preparing
them
from
both
national
and
international
competition
and
a
selection
to
a
league
and
Mathilda's
level.

win
in

league

is

great

hours
locked

in

cells
at

police
station
for
stupidly
making
threats
over
the
phone
to
the
call
center
operator.

counsel
has
previously
and

currently
investigating
the
allegations
of
nuisance
barking,
and
today,
counsel
has
been
unable
to
substantiate
the
claims
which
have
been
made
by
the
complainant.
Counsel,
investigates
all
complaints
regarding
alleged
nuisance
created
by
dogs
barking
under
the
domestic
animals
Act
of
1994.
This
has
been
an
ongoing
situation,
since
his
complaint
was
first
raised
with
counsel
by
the
resident
on
the
26th
of
June
2018.
A

primary
part
of
this
and
all
similar
investigations
is
a
gathering
of
information
to
the
high
evidentiary
standard.
In
the
event,
the
matter,
if
not
resolved,
is
presented
to
a
magistrate.
I'm
advised
that,
since
submitting
the
public
question,
you
have
provided
additional
information
which
was
received
on
the
6th
of
August.
This
information
is
a
vital
component
and
will
form
part
of
the
ongoing
investigation
in
investigating
the
matter.
Other
residents
will

canvassed
regarding
the
complaints
made
by

continue

fulfill
its
obligations
to
investigate,
but
evidence
must
be
able
to
support
the
complaint.

it

council
does
not
support
the
airport
environs
overlay
over
moment
Airport
and
surrounds
in
order
to
protect
the
freedom
of

Bank
residents
to
use
their
property
as
suits
them.

making

environs
overlay

the
preliminary
draft
Melbourne

master
plan

owners
refused
to
leave
the
cat
in
at
night,
saying
it's
an
animal
and
belongs
outside
after
repeated
requests
and
complaints
to
council
I'm
being
told
there
is
nothing
that
can
be
done.

Ranger
investigated
my
complaint
and
visited
the
owners
and
they
have
denied
they
own
the
cat.
Why
is
it
up
to
residents
to
capture
these
cats?
We
have
lives,
work,
commitments,
children
to
look
after
errands
to
runn
and
chores
to
do.
We
need
counsels,
help
to
enforce
cat
curfews
and
make
sure
owners
are
doing
the
right
thing.

previously
investigated
the
implementation
of
a
cat
curfew
across
the
municipality.
This
was
considered
as
part
of
councils.
Domestic
animal
management
plan,
investigation
of
a
cat
curfew
with
other
councils
that
have
such
curfews
in
place
have
shown
them
to
be
less
effective
in
combating
issue
wandering
owned
cats
and
the
larger
issue
of
feral
or
semi
owned
cats.

advised
that
in
your
particular
situation,
other
residents
have
said
that
the
cat
does
not
belong
to
them
and
that
the
cat
would
then
fall
into
the
category
of
a
feral
cat
where
a
curfew
would
have
no
effect.
Council
does,
however,
offer
a
cat
shopping
program
which
might
assist
in
catching
the
offending
cat,
so
it
may
be
removed.
We've
been
more
than
happy
to
help
you
with
that.
So
if
you

our
animal
management
team
a
call
on

assistance

positive

the
feeder
football
club,
which

inclusive
foot
book.

inclusive
football
clubs
that

seen

people
of
all
abilities

able

play
football
professional

seen

lot

good
things
that
this
club
has
done
and
I'm
really
encouraged

we're

commercial
lease

think
that
fits
within

not
only
what
they're
doing,
but
also
with
our
own
policy
gambling
policy,

states
that
any

gyms

premises
are
based
on
past
history
and
core
business.

community
input
online,
but
no
changes
were
made
to
the
draft
planners
resolve
the
submissions

potential
investment
flowing

sunshine
super
hub
project,

Milton

railing
projects

piece

could
be

investment
that
might
come

the

recent

we
have
seen,
the
green
gully

rosalie

reserve
Delahaye

list
goes

even
this
weekend,
I
had
a
resident
contact
me
at

say
that
there
is
a
pocket

park
near
her
and
upon
looking

other
parks

Park
Policy
asked,

there's

possibility
that
we
could
look
at
upgrading
it
by
putting
some
equipment
in
so
that
children
can
enjoy.

is
the
the
bar
that
we've
raised
our
parks
to
that

the
opportunity

walk
to
a
park
is
something
that's
very
valued
by
our
community.

does.
Our
community
feels
that
walking
to
the
park

part

getting
into
a
car,
but

promoting

visit
all
our
parks
because
they're
all
pretty
special.

when

do
walk

park
and
we
drive
past
on
weekends,
we
see
them
brimming

footballs,
packing

picnic

enjoying

fresh
air
and
the
great
playground
equipment.

community

afford
expensive
entertainment.

offered

we

and

also
have

emerging
clusters,
including
the
arts,
recreation
and
creative
industries
and
professional
business
services,
a
series
of
outcomes
from
the
interviews
with
local
businesses
during
these
processes
identified
the
key
ways.

local
industry
clusters
and
they
included
advocating
to
state
and
Commonwealth
government's
for
infrastructure
funding
and
public
transport
improvements.

it
was
found
the
council's
business
networking

Networking
activities
that

conduct

regular
basis

highly
valued
by
local
businesses.
Planning
was
highlighted
as
a
key
local
government
function
that
should
be

protect
existing

industrial
businesses
that
may

facing
the
challenge

residential

said
the
council
had
a
role
in
investing

public
realm
to
create
a
sense
of

our
industrial
settings,
making

places

where
people
want
to

highlighted

importance

marketing

offer,
especially
to
counter
this
negative
stereotyping
of
sunshine.

into
the

percent

resident
workers

for

every

outside
the
municipality

workers
are
based
in
the
Melbourne
CBD
Broome

attracts
labour
from
many

its
western
region
neighbors

come

work

advocates
about
parking.
The
parking
strategy
outlines
six
overarching
principles
about
how
we
approach
park,

fairness,
access
for

affordability,

of
objectives
and
actions

four
key
themes,
including
parking
and
activity.

parking

engaged

Western
interstate
freight
terminal
is
a
project
that
is
dear

people

West's
heart.

particular
issue
getting
freight
from

ports
in

the
city,
trucks,
and
that
are
a
major
issue.
The
whiffed
lead
West
has
previously
supported
the
weave
being
developed
at
Riga
Nina.

connection

the
port-to-port
rail
shuttle
from
the
two
tribunal

proposed,

this
is
a

complex
project,
but
it

that
brings

through
this

rail
project

rail

Melbourne
Airport
announced
its
third
runway
would
be
subject
to
a
period
of
further
technical
consultation
with
the
government
Airlines
regulatory
bodies.
Following
a
detailed
review
of
the
proposed
east-west
alignment,
the
consultation
will
extend
through
at
the
second
half
of
2019.

Madam
mayor,
the
north-south
alignment
will
have
significant
packed
on
Bryn
Bank,
particularly
key
law,
key
Albert
sunshine,
north
and
parts
of
sunshine.
Other
areas,
Bryn,
Bank,
are
already
impacted
by
aircraft
noise
associated
with
the
current
runways
include
San,
Albans,
keel
or
downs,
and
key
law
council
is
concerned
about
the
potential
health
impacts
of
increased
aircraft
noise.
On
residents,
particularly
at
night
council,
is
also
concerned
at
the
potential
impacts
on
the
learning
environments
for
Bryn
banks,
student
populations
at
schools
located
within
the
areas
affected
by
current
and
projected
aircraft.

Noise
Council
endorsed
its
submission
to
the
draft
Melbourne
Airport
master
plan
back
in
2018,
which
was
a
draft
master
plan
at
the
time
at
its
ordinary
council
meeting
on
the
18th
of
September
2018,
where
Council
identified
the
following
outcomes.
Its
sought
from
the
draft
master
plan
Mel
that
Melbourne
Airport
acknowledges
its
role
and
responsibility
in
addressing
noise.

The
need
for
improvements
to
noise,
complaint
handling
practices,
the
need
to
address
noise
abatement
procedures,
particularly
at
night
night
time,
which
includes
noise,
sharing,
ensure
an
appropriate
network
of
environmental
monitoring
units,
including
an
emu
in
key
law,
improve
information
about
noise
and
also
engage
with
the
affected
community
in
Green
Bank
in
relation
to
the
short
term
noise
impacts.
During
the
time,
the
third
runway
is
being
constructed.

It
is
important
that
any
future
work
properly
considers
the
health
impacts
of
increased
aircraft
noise
on
the
residents
of
Bryn
Bank.
A
key
way
to
understand.
Aircraft
noise
is
through
the
appropriate
placement
of
noise
monitors,
Air
Services
removed
the
noise
monitor
located
at
Keele
or
village
in
2016.
Our
services
said
that
the
location
was
not
beneath
the
flight
path.
However,
it
is
apparent
that
not
all
noise
monitors
are
beneath
the
right
paths.

Keilor
village
is
already
impacted
by
aircraft
noise,
and
the
removal
of
the
noise
monitor
means
that
Air
Services
has
no
means
to
measure
this
impact.
It
is
imperative
that
this
noise
monitor
is
located
back
in
kilo
village
as
soon
as
possible,
so
that
aircraft
noise
impacts
on
cable
can
be
properly
considered.

Consultation
with
the
brim
bank
community
is
of
paramount
importance.
Council
therefore,
is
keen
to
understand
how
Melbourne
Airport
will
communicate
and
consult
with
REM
Bank
residents
and
that
the
engagement
is
appropriate
for
our
culturally
diverse
community.
We're
in
many
cases
English
is
a
second
language.
Noise
mitigation
measures
include
noise
sharing
through
airspace
design,
noise,
attenuation
and
other
approaches
that
have
been
adopted
in
communities
surrounding
other
Australian.

Airports
such
as
Sydney,
Brisbane
and
Adelaide
Airservices
Australia
need
to
be
more
transparent
and
more
open
in
assisting
the
local
communities
and
to
understand
what
options
are
available
to
them
and
considered
best
practice
elsewhere
in
Australia.

recognizes
that
Melbourne
Airport
provides
inflow
tackles
it's
time.

considerable
social
and
economic
benefits
to
surrounding
communities,
including
Broome
bank,

that
it
is
an
important
economic
driver
for
Melbourne
and
Victoria.
However,
it

Melbourne
Airport
is
a
good
neighbor
and
addresses
and
mitigates
the
amenity
impacts
of
their
growth
on
surrounding
communities.
It
is
important
that
Melbourne
Airport
continues
to
work
with
this
council
and
our
community
about
these
amenity
impacts
and
provides
further
information
about
the
findings
of
the
review
of
the
proposed
east-west
alignment
to
council,
as
well
as
the
consultation
outcomes.

Councillor,
toccatas
character
has
covered
most
of
the
issues.
I
guess
I
just
wanted
to
reinforce
that
the
airport's,
in
other
places,
whether
it's
nationally
or
internationally,
are
developing
noise
mitigation
strategies
to
try
and
deal
with
the
impacts
of
noise
in
this
particular
case
would
be
significant
increase
in
flights
to
and
from
to
and
from
Melbourne
forecasts
over
the
coming
decade
or
two
out
of
Melbourne
Airport.

That
noise
will
be
a
major
issue
for
people
in
the
pathways
we
have
green
wedges
around
the
airport,
to
the
west,
to
the
east
and
to
the
set
up
to
the
north,
but
a
very
much
lesser
one
to
the
south,
and
that
will
be
the
place
where
most
of
the
impact
is
felt.
So
we
do
have
some
I
think
some
issues
to
talk
about
with
it
with
the
airport,
but
also
the
airport,
is
advising
us
that
the
federal
government
has
responsibilities
here
and
the
I
guess.
The
air
services
organisation
also
has
responsibilities
here.

So
we
need
as
a
council
to
be
thinking
about
how
we
advocate
and
who
we
advocate
to
on
what
issues
and
sorting
that
out.
That's
why
I
think
the
decision
we
just
made
recently
to
join
the
mayor's
Aviation
Council
will
be
a
good
one.
It
will
help
us
with
some
of
that
also
well
I
think
around
emissions.
We
know
that
the
aviation
industry
is
a
significant
I
guess
contributed
to
emissions
worldwide
with
the
amount
of
travel
that's
going
on,
and
that
is
having
an
impact
on
climate
change.

We
do
need
to
make
sure
that
we
do
advocate
for
emissions
mitigation
strategies
with
the
airport
or
other
stakeholders
and
whomever
they
may
to
bring
back
medications.
We
see
all
sorts
of
innovations
happening
in
overseas
airports
and
communities
and
we
need
to
see
some
of
that
coming
to
Melbourne
I
also
look
forward
to
a
detailed
conversation
with
the
air
services,
people
about
the
lack
of
noise
regulation,
the
lack
of
a
decent
monitoring
framework
and
the
port
complaint
sampling
system.

Sunshine
Senior
Secondary
College
campus
in
Graham
Street
Albion,
is
a
well-known
local
school
campus.
It
is
a
beautiful
sight,
it
has
an
old
historic,
Art,
Deco
building
and
it's
been
a
place
of
Education
and
training
for
many
generations
of
people
from
this
area.

We
understand
that,
with
the
transformation
of
sunshine,
Secondary
College,
that's
going
on
across
Bryn
bank
for
sites
coming
down
to
two
that
the
sale
of
this
particular
site
and
the
sale
of
the
new
south
campus
in
Lingala,
Road,
imminent
and
I.
Guess
the
concerns
in
community
are
that
this
particular
site
at
Graham.
Street
is
one
of
strategic
importance
going
forward.
It
is
a
site
that
is
located
close
to
the
upcoming
sunshine
and
transport
superhub.
It
is
a
place
where
education
is
already
provided
alongside
a
primary
school.

It
is
a
place
where
we
work
community
sees
that
future
education
and
training
for
all
the
skills
development
needs
to
happen
in
this
community.
Going
forward
can
happen
and
happen
in
a
great
spot
and
I
think
the
importance
of
providing
education
and
training
opportunities
and
having
land
set
aside
for
future
generations
to
be
able
to
put
their
stamp
on
it
and
to
determine
exactly
what
is
needed
in
those
spaces
is
important.
Given
the
level
of
talking
that's
going
to
happen
around
here.

We're
also
requesting
an
update
on
the
state
government's
intention,
our
relation
to
the
future
of
the
senior
campus
and
we're
asking
that
the
state
government
conduct
a
strategic
land
use
assessment
and
accordance
with
the
varga
Victorian
government.
Land
use
policy
and
guidelines
at
Vargo
are
produced
not
so
long
ago.
Again,
we
can
only
highlight,
as
a
council,
that
this
senior
campus
of
Central
College
at
Graham
Street
is
a
strategic
location,
highly
valued
and
one
that
is
in
the
middle
of
this
sunshine.

Priority
precinct
and
proximate
to
the
future
sunshine
super
and
must
be
considered
in
the
future
planning
for
the
central
priority
precinct,
and
we
can
only
emphasize
the
importance
of
providing
future
education
and
training
and
other
public
uses
in
this
precinct,

that
this
current
location
is
one
of
high
value
and
high
need
for
retention.

and
