the
parks

Leisure
award
Australia
award
out

Excellence
I
would
like
to
congratulate

brimback,
Aquatic
and
Wellness
Center
on
receiving
two
parks
and
Leisure
Australia
Awards
of
Excellence
The,
brimbank,
Aquatic
and
Wellness
Center
was
awarded
the
community
facility
of
the
year,
which
recognizes
facilities
that
demonstrate
Innovative
features
of
design,
development
and
operation.
Environmental
stewardship,
which
celebrates
and
acknowledges
those
who
protect
nature
parks,
improve
climate
resilience,
ensure
sustainability
care
for
our
land
as
well
as
Champion.

these
areas,

brimbank,
Aquatic
Wellness
Center,
is
Australia's
first,
six
star
green
star
100,
renewable
energy-powered,
zero
greenhouse
gas
emissions,
Aquatic
Center
and
home
to
one
of

largest

solar
PV
systems
on
the
Australia
Aquatic
Center
scene,
glengar,
Road
pocket
park
and
the
Kerry
Street
nature
escape
a
project
in
Partnership
between
brimbank
city
council,
department
of
energy,
environmental
and
climate
action
and
Curry
homework
club,
where
finalists
in
The
Park
of
the
year
as
the
place
space
award
categories
just
wanted
to
write
out
that
I'm
very
proud
that
the
bulk
Leisure
Center
is
another
important
achievement.

people

saying
in
the
previous
Council
that
it
would
be
a
white
elephant
and

Remember
that
people
were
concerned
about
that
we
were
going
to
build
something
that
would
never
get
the
memberships
we
we
expected

memberships,

are
now
well
in
excess
of
ten
thousand.

aspiration
that
this
Council
showed
in
developing
Innovation
and
providing
a
co-located
Services,
which
wasn't
mentioned

thought,
was
highly
Progressive
for
our
Council
to

as
well.

our
strategic.

offered

brimbank,

funded

council's
capital
budget.

upgrades
consider
the
required
legislation,
including
disability,

support.
Inclusion
on
people
of
all
abilities
in
the
brimbank
community
council
provides
the
facilities
which
are
on
a
license
or
lease
to
brimbank
sports
clubs
who
they
provide.

services
to

community

the
facility
sports
clubs
are
supported
by
their
relevant
State
sporting
associations
in
developing
and
delivering
a
range
of
programs
to
suit
people
of
differing
abilities.

strongly
demonstrate

shape
our
ongoing
commitment
to
the
delivery
of
a
range
of
important
Council,
Services
programs
and
infrastructure
in
2023-2024
over
the
next
year.

Council
will
invest
significantly
in
capital
works
and
other
services
projects
and
initiatives
that
prioritize
our
community's
health
and
well-being
improve
our
Parks
roads
and
town
centers
upgrade
sporting
and
Community
facilities
focus
on
sustainability
projects
and
respond
to
climate
emergency.
This
budget
will
see
an
investment
of
55.9
million
dollars.

million
for
playgrounds
parks
and
Gardens,
2.2
million
for
improvements
to
community
facilities,
1.4
million
for
traffic
management,
830
000
for
Town
Center
improvements,
five
hundred
thousand
for
sustainability
projects.
Our
annual
action
plan

2023-24
includes
109
actions
that
respond
to
what
our
community
told
us
was
important.
The
delivery
of
these
actions
is
fundamental
in
processing
progressing.

exceptional
facilities

parks

we
build

what
our
community
want

need
right
now
coming

of
a
covert
pandemic.
The

demand
on
our
facilities
is
unprecedented:

growth

Sports
and
Physical
Recreation
and
Park
visitation
at
an
all-time
high.
So
it
makes
sense
that
our
Council,
where
possible,
through
strong
Partnerships
with
clubs
with
the
state
government
that
we
together
deliver
facilities
they
need.

are
at
the
precipice
of
achieving
this
with
this
particular
sports
club,
that
I've
mentioned
and
with
a
proud
100,
Year
history
in
football
and
Cricket,
a
club
that
has
grown
and
evolved
to
provide
Pathways
for
women
in
football
or
and
also
Cricket
I,
was
there
when
the
first
girls
qriket
team
began
with
the
under
Administration
and
I
have
seen
girls
grow
to
become
absolute
stars
with
one
currently
on
the
number
one
draft
pick
Montana
Han
coming
straight
from
our
community
clubs.
This
is
a
Grassroots
Club,
it's
reliant
on
volunteers.

It
receives
no
money
from
pokies,
it's
a
family
club
that
connects
many
parents
to
build
lasting
and
strong
friendships,
as
do
the
many
kids
who
become
lifelong
friends.
It's
an
important
interface
for
care
law
and
many
people
have
been
involved
in
some
level
or
attended
a
game
at
the
Village
But
as
time
progresses.
The
growth
of
this
club,
which
is
over
1
400
members,
has
made
the
the
current
Club
facility
unsustainable,
which
is
why
I
stand
here
today
to
provide
the
evidence.

It's
something
that
we
can
walk
away
and
be
completely
proud
of,
and
it's
over
subscribed-
and
this
is
the
same
with
all
our
clubs,
and
this
in
particular
requires
a
purpose-built
facility
within
its
footprint
through
a
stage
construction
plan
that
will
require
an
additional
monies
that
I've
had
I
have
now
added
within
this
new
motion,
but
we'll
need
to
pass
stringent
checks
and
balances
with
the
council
for
it
to
proceed,
which
require
requires
a
further
report
so
with
the
Indulgence

councilors

can
all
be
proud
of
at
the
conclusion.

believe

additional
money
that's
proposed
there
was
a
hundred

fifty
thousand
in
the
budget
for
this
there's
another
550
000
making
700
000,
which
matches
the
state
Grant
that's
put
forward,
and,
of
course,
other
groups
are
putting
in
including
the
club
putting
in
substantial
amounts
of
money
and
certainly
working
very
hard
to
make
this
proposal
a
reality.
The
staff
and
the
community,
the
club
counselors,
have
all
worked
and
I've
been
very
impressed.

hard
to
make
sure
the
checks
and
balances
are
in
place
to
see
this
project
will
go
ahead
and
will
be
successful
and,
of
course,
we
are
very
keen
as
counselors,
to
see
as
much
work
done
in
our
term
as
possible.

is
certainly
the
money
in
the
budget
to
do
this,
and
and
as
such,
I
too
would
like
to
thank
all
those
involved
in
achieving
this
result
and
would
also
like
to
support
the
proposal.

I

opportunity
to
attend
the
facilities
of
the
killer,
Sports
Club
a
lot
of
other
counselors,
including
tacos
here
as
well,
and

we
had
a
meeting
with
Minister
Ben
Carroll
as
well-
and
you
know
the
council's
very
supportive
in
helping
the
club
get
the
funding.
Are
they
required
to
upgrade
the
kitchen
and
toilet
facilities?
Furthermore,
and
as
I
could
tell
demand,
always
outstrip,
Supply
and
I'm
sure
lots
of
communities
and
Sport
Clubs
would
love
to
get
the
series
upgrades.

it's
very
tricky
and
difficult
task
on

terms
of
budget
allocation
and
Council
has
also
done
some
work
to
review
our
Sports
facility
development
plan
and,
as
you
can
see,
with
a
big
Council,
a
lot
of
facilities
and
as
with
anything
that
needs
to
be
rebuilt
or
with
our
recapitalization
works,
that
they
are
set
in
terms
of
needs
and
price.
If
we
are
to
update
things
strategically
and
with
this
review,
we
have
found
that
yes,
the
the
kitchen
and
toilet
upgrades
for
the
killer.
Sports
has
been
higher
up
in
the
list.

Renewal
works,
they
have
a
high
priority,
I
think
I
do
believe
they
have
an
urgent
priority
need
and
we
also
understand
that
whenever
we
build
something,
we
need
to
go
through
due
process.

three
hundred

state

and

I've

The
club
itself
has
raised
a
lot
of
money,

needs

tender

we
don't

outside
procurement
policy.

a
standard,

concerns

need

things

support

club

we

done
these
actions
of
it,

like

this
budget,

think
there

more
urgent
priorities.

been
lodged

is
an
extensive
checklist
of
checks
and
balances
that
this
process
has

go

However,
I
want
to
look
at
the
positive
outcomes
that

will
come
out
of
this
and

is
a
real
need,

we

money

planning
proposal
here
to
build
seven
double-story
houses
on
28,
rockbank,
Road,
28,
Rock,
Bank
Road
lies
between
the
cross
intersection
of
Lawrence
Street
and
a
bend
in
the
road
of
Rock
Bank
Road.
It
is
only
a
stretch
of
approximately
100
meters.
In
this
stretch,
there
is
a
16
properties
with
driveways
that
lead
onto
the
road.
There
are
27
houses
within
this
small
stretch
of
road.
The
residents
previously
objected
to
this
plan
for
nine
double-story
houses.

were
over
30
objections,
Council
refused
this
application.
The
applicant
appealed
it
to
vcat
and
it
was
refused.
This
is
a
new
application,
but
the
same
issues
exist:
a
mass
of
properties
within
a
small
stretch
and
a
proposal
that
does
not
fit
in
with
the
characteristics
of
the
neighborhood.
Although
Council
recommended
the
proposal
still
has
the
same
issues
and
concerns
the
objectives.
Last
week
at
the
planning,
Forum
spoke
up
about
accidents
involving
their
cars
due
to
the
already
high
density
of
properties.

three
Finance
report
in
May
to
receive
a
report
on
the
status
of
works
at
Sydenham
park.
There
are
a
number
of
projects
being
planned
and
delivered
in
Sydenham
Park,
and
this
report
provides
an
update
on
the
various
elements.
The
report
notes
that
Sydenham
Park
is
a
sensitive
site
due
to
cultural
and
environmental
factors
and
a
range
of
external
stakeholders.
Projects
within
the
precinct
are
being
delivered
by
staff
across
a
range
of
council
departments
and
involve
numerous
external
stakeholders.

Steering
group
has
been
established
to
Monitor
and
manage
these
projects.

consultative
committee,

Community
stakeholders,

also
being
established

appointment

large
part
of
the
park
for
a
driver
racing
course.

there

Calder
Park
Raceway
diagonally
opposite,

the
same
thing
and

remember
talking
to
Bob
Jane
about
it
and
concerned
that
we
were
going
to
lose
a
very
big
chunk
of
our
park
and
Bob
Jane
said
well.
Don't
worry,
Bruce
he's
not
very
good
he's
a
great
racing
car
driver,
but
he's
not
too
good
with
finances.

many
cases,
it
was
simply
just
making
sure
that
we
kept
this
incredible
Park,
which
is
our
largest
park,
and
it's
not
too
far
from
the
Keeler
skull,
which
set
the
Benchmark
for
the
started
to
talk
about
the
age

Aboriginal
settlement
in
Australia.
It
went
back
30
years.
The
park
itself
is
sets
in
a
Ravine
and
the
Confluence
of
Three
Rivers,
which
is
the
beginning
of
the
maribyrnong

belongs,

in
the
hills.

actually
starts
in
brimbank
park.

the

getting
it
up
for
Sydney
Park
master
plan.

changing
of

name
of
Sydenham
Park,
it's
some
distance
from
Sydenham,
and
this
idea
came
from
the
community
to
change
the
name
and
to
an
Aboriginal
name
and
I
think
that's
incredibly
appropriate
for
a
park
that
we
see
as
having
significant
conservation,
environmental
tourism,
well-being
aspects
to
its
sporting
facilities.

establishment
of
the
Sydenham
Park
consultative
committee-
again
this
is
an
innovation
of
Council
in
on
our
largest
park
that
you
do
have
various
groups
on
the
site
from
model
aircraft
to
golf
to
conservation
groups.
This
will
allow
a
whole
of
Park
approach
to
be
taken
for
its
future
consideration
and
development.

Sydenham
Park
master
plan
stage,
one
and
stage
two
works
well
of
course.
Later
this
year
we
will
all
have
the
honor
of
seeing
stage
one
opening
up,
which
is
absolutely
fantastic.
We've
seen
on
this,
our
largest
park
signs,
which
say,
keep
out
to
have
these
paths
open
and
to
allow
people
to
go
through.
This
is
fantastic.

Robinson's,
Homestead,
restoration
and
shearing
shed
one
of
our
most
significant
Heritage
buildings
in
this
municipality,
and
we
certainly
do
have
an
obligation
to
restore
these
buildings
and
convert
them
to
possibly
a
social
Enterprise
cafe
or
something
like
that.
It's
right
near
the
edge
of
the
Valley
from
that
edge.
You
can
see
the
airport
Melbourne
City.
You
can
almost
always
see
kangaroos
when
you
go
into
Sydenham
Park,
which
is
15
minutes
away
from
the
airport
and
what
the
tourists
really
do
want
to
see.

look
at
the
whole,
all
aspects
of
the
park:
Sydenham
Park
potential
community
and
Sport
Hub.
Of
course,
we
were
very
thrilled
to
get
five
hundred
thousand
dollars
towards
developing
the

sporting
concepts

park

local
member
Natalie
Hutchins.

much
appreciated
changing
the
name
of
Sydney
Park
as
I
mentioned
again.

is
something
that
will
have
to
evolve
through
the
Aboriginal
Community
representatives
and
the
community
and
there'll

process
to
go
through,
but
again

we
approach
the
voice
and
matters
like
this
and
the
particular
effort
that
this
Council
puts

our
indigenous
Community
changing
the
name
is
something
that
will
be
quite
exciting
for
us

see

me
one
of
the
most
exciting
openings
that
for
our
Council.
It's
a
key
progress
report,
which
has
been
absolutely
mind-blowingly
and
put
together,
surpasses

of
our
expectations.
When
we
sat
in
the
council
in
the
first
term,
we
were
looking
at
an
old
master
plan.

It
was
a
rocky
road
ahead
with
the
council
there's
a
lot
of
passion
in
this
particular
Park,
and
understandably,
we
can't
get
things
moving
fast
enough,
but
to
to
get
to
where
we
are
now.
I
cannot
commend
our
officers
for
the
amount
of
work
and
challenging
work
they've
put
in
to
get
to
this
stage.
This
park
is
perhaps
the
large
last
large
Vestige
of
unique
and
undisturbed
conservation
and
cultural
and
environmental
values
in
brimbank
to
get
to
ex
to
our
stage.

One
with
completion
of
the
new
shed
user
path
is
indeed
one
of
the
most
exciting
steps
that
I
have
experienced
and
looking
forward
to
that,
the
park
will
include
bridges
that
are
respectful
and
also
implement
the
no
dig
approach
respecting
rarunjury
values.

It
has
been
discovered
along
Jackson's
Creek,
all
along
that
area.
That
now
has
become
a
very
protected
area
because
of
the
the
values
this
will
translate
into
this
park
being
even
more
important
and
special,
the
cleanup
of
the
park
was
done
very
respectfully
and
collaboratively
with
archaeologists
indigenous
representatives
to
ensure
the
relocation
of
artifacts
that
were
uncovered.

will
be
an
ideal
place
to
escape,
have
a
picnic
or
just
even
look
into
the,
as
you
said,
the
kangaroos
freely
roaming.
This
is
an
exciting
first
step
to
make
the
park
accessible
in
a
respectful
way
and
to
learn
more
about
our
indigenous
cultural
heritage,
our
unique
biodiversity
and
our
history
spanning
millions
of
years,
some
of
it
showing
traces
with
the
rocky
escarpments
that
repeat
along
Jackson's
Creek,
which
will
be
renamed
also
to
big
water,
where
many
of
our
first
people
lived
fished
and
lived
in
harmony
with
the
land
and
with
the
waterways.

the
Victorian
government
in
its
latest
budget,
announced
it
would
slash
funding
for
public
transport,
the
Public,
Service
and
Health.
We
also
have
recently
heard
that
the
Melbourne
Airport
Rail
Link
will
be
on
hold
indefinitely
indefinitely
due
to
budget
blowouts
and
stalemates.
Where
does
this
put
Green
Bank
in
a
pre
in
a
pretty
poor
position,
in
fact
going
backwards
because,
as
our
population
continues
to
grow,
with
the
West
being
the
main
growth
Corridor,
the
services
that
are
vital
to
supporting
that
growth,
like
transport,
Health
Schools,
is,
is
in
fact
going
backwards.

This
is
why
I
have
put
this
urgent
notice
of
motion
to
acknowledge
that,
while
major
promise
projects
are
being
slashed
or
put
on
hold,
we
need
bus
reform.
Why
more
than
ever,
bus
reform
can
be
achieved
with
less
funding
and
time
as
well.
The
major
then
a
major
project
such
as
the
Melbourne
Airport
Rail
Link,
that
could
take
years
and
lots
of
negotiations
to
achieve.

We
already
have
buses
here,
but
what
we
need
to
do
is
improve
the
efficiency
and
the
movement
of
these
buses
to
activity
centers
to
job
jobs,
hubs
to
services,
to
hospitals,
to
where
people
need
to
get
to
to
tafes
to
schools.
We
have
examples
in
the
west,
where
we
have
no
bus
routes
in
major
thoroughfares
through,
for
example,
Deer,
Park
and
Ken
Lee.
Yet
we
have
courtesy
buses
taking
people
to
the
pokies,
that's
actually
insulting
to
our
community.
This
is
outrageous
and
an
indictment
on
the
people
in
the
west.

It's
in
in
very
important
that
a
25
minute
trip
to
a
major
activity
center
for
a
job
or
a
shop
or
for
shopping
in
the
west
equates
to
2.5
to
3
hour
bus
trip,
rendering
it
as
not
acceptable
option.
Why
so
many
people
in
the
west
have
become
so
car
Reliant
and
why
so
many
people
are
also
at
the
point
with
cost
of
living
struggling
to
maintain
cars
and
petrol.

It's
becoming
something
that's
quite
Out,
Of
Reach,
so
Mr
Mayor
in
Dr,
Laura
aston's,
article
planning
for
better
buses
in
Melbourne's
West
is
said
that,
with
the
cost
of
living
pressures
and
emissions
and
our
status
as
a
second
most
disadvantaged
municipality
in
Victoria,
creating
a
better
bus
connections
to
schools,
Services
train
stations,
City
centers,
the
airport
and
jobs
hubs
would
make
a
big
difference.
I'm
asking
for
bed
Carol
to
urgently
consider
the
focus
of
brim
Bank
to
become
the
home
for
better
buses
network
based
here.

these

swimming
and
learning

They
are
at
times
lesser
prioritized,
as
people
find
ways
to
stay
afloat.

brimbank
have
a
wonderful
and
equipped
bicycle
education
center.

This
Center
is
the
host
of
fantastic
programs,
which
include
the
very
revolutionary
Balance
Bike
program,
which
is
run
by
credentialed
trainers
in
teaching
kids,
how
to
learn
without
the
training
wheels,
which
is
the
proper
way
to
learn
how
to
ride
a
bike.
Whilst
this
bicycle
education
program
or
bike
Ed
as
it's
called,
is
run
out
of
schools,
there
is
the
option
to
run
it
out
of
a
bicycle
education
center
as
well.

Whereas
a
lot
of
schools
in
the
west
may
be
struggling
under
the
pressure
with
teachers
teaching,
they
may
not
have
the
facilities
and
bikes
to
teach
all
the
kids
at
all
levels
how
to
ride
a
bike,
whereas
our
bicycle
education
center
is
purpose-built
to
to
do
this
now.
The
way
the
program
works
now
is
that
children
come
with
a
bus,
and
the
major
impost
of
that
cost
is
the
bus
itself.

What
I'm
asking
is
that
the
trip
for
the
child
is
fully
subsidized
and
that
every
child
has
the
opportunity
in
brimbank
to
learn
how
to
ride
a
bike.

I
have
attended
classes
there,
where
kids
have
come
from
very
disadvantaged
backgrounds,
where
bike
riding
a
bike
is
not
something
they've
ever
done
or
ever
seen,
and
to
say
that
those
kids
walk
away
with
a
sense
of
confidence
and
Independence
and
freedom
from
a
few
hours
spent
in
this
bicycle
education
center,
where
it
gets
them
out
of
the
school
facility
and
into
a
place,
that's
quite
exciting,
where
they
can
actually
learn
in
real
traffic
management
environment
rather
than
a
school,
where
they're
probably
used
to
school
and
want
to
get
away
and
have
a
bit
of
an
Excursion
as
well.

So
I've
seen
the
kids
walk
away
and
the
teachers
have
told
me
that
many
of
these
kids
appearance
wouldn't
be
even
able
to
afford
a
bicycle.
So
this
experience
is
something
new
for
a
lot
of
the
children
from
called
and
disadvantaged
backgrounds,
but
it's
giving
them
giving
them
an
opportunity
to
learn
so
I
urge
fellow
counselors
to
support
that.
The
bicycle
education
center
is
fully
funded
and
also
sustainable
in
providing
bicycle
education
training
for
all
children
in
brimbank.

Department

Transport
and
planning
seeking
intervention
and
mitigations
till
now.
Nothing
has
has
really
been
done.
This
is
not
acceptable
and
the
daily
risk
continues
at
the
kilo
Park
Drive
called
a
freeway
off
ramp
out
of
desperation
as
risk
mitigation
measures
are
non-existent.
A
resident
has
written
to
me
again
with
the
support
of
all
the
users
of
this
off-ramp.
That
is
a
major
thoroughfare
to
many
motorists,
and
some
cyclists,
who
use
it
and
are
fearing
the
illegal
Maneuvers
being
undertaken,
could
lead
to
a
fatality.

Vehicles
are
clearly
using
the
far
left
lane
on
the
off-ramp
to
jump
the
traffic
queue
for
vehicles
wanting
to
get
access
to
the
old
Calder
Highway.
This
is
leading
to
many
road
safety
issues
and
collisions
at
the
at
the
heavily
used
intersection
at
Keel,
Park
Drive,
being
an
arterial
Road
under
the
management
of
the
state
government
and
Department
of
Transport
and
planning
the
signage
and
line
markings
that
you
see
is
not
enough.

has

contaminated
sites
listed
on
the
EPA
priority
register
in
both
public
and
private
ownership
requiring
various
actions.
There
is
also
an
unknown
number
of
potentially
contaminated
sites.
The
interests
of
Public
Safety
should
be
Paramount
to
council
and
risk.
Minimization
is
essential
to
manage
Public
Safety
and
to
show
a
duty
of
care
councils
should
also
minimize
their
own
risk
of
litigation
by
landowners
and
or
community
members.
A
There
are
examples
of
other
councils
having
a
policy
framework
to
manage
contaminated
and
potentially
contaminated
land,
which
is
publicly
available
on
the
council
website.
This
provides
a
transparent
and
consistent
approach
for
all
to
follow.
I
acknowledge
that
there
are
legislative
changes
from
time
to
time.
A
However,
policy
can
be
qualified
to
take
account
of
future
legislation,
changes
and,
in
any
event,
should
be
reviewed
and
updated
on
a
regular
basis
to
remain
current
and
relevant
I'm,
not
proposing
to
replace
the
existing
operational
framework,
but
to
investigate
whether
this
should
be
supported
with
a
council
adopted
policy
available
to
all
to
implement,
as
required
as
earlier
stated,
showing
a
duty
of
care
and
minimizing
risk
cannot
and
should
not
be
under
master
estimated
in
its
importance.

recommend

fire,

landfills

the

the

Fitzgerald
road
is
an
arterial
road
that
carries
large
volumes
of
traffic,
including

numbers
of
heavy
vehicles
that
provides
access
from
the
Western
Ring
Road
to
the
sunshine,
West
and
Durham
industrial
areas.

Avenue
is
a
major
local,
collector
road
that
provides
access
to
the
sunshine,
West
and
sunshine
area.
Motorists
have
difficulty
entering
and
exiting
the
Avenue
from
Fitzgerald
Road,
given
the
traffic
volumes.
This
creates
road
safety
issues
as
