underground

freeway
in
one

was
another
part
of

significant
work
project
she
took
part
in
dorothy
costa
was
a
person
who

family

She
will
be
forever
missed

couple

things
that
councillor
borg
has
said,
but
I
too

notes

go

and
henry.
I
understand
that
he
was
known
as
harry
to
to
his
friends
and
the
the
foundation
of
the
green
gully
soccer
club
started
as
the
ajax
soccer
club
so
and
then
changed
its
names
later.

As
mentioned
earlier,
he
arrived
in
australia
from
floriana
in
malta
and
harry
gathered
a
group
of
young
boys
to
play
football
in
a
vacant
patch
of
land
near
his
new
home
in
some
auburns.

This
marked
the
formation
of
the
ajax
soccer
club
named
after
floriana
ajax,
his
hometown
in
malta,
and
I
think
I
recall
comments
about
the
grant
the
quality
of
the
grounds.
In
those
days
the
boys
would
have
had
to
have
done
things
like
emu,
bobs
to
pick
up
stones
across
the
ground,
as
they
were
fairly
rough
back
then.

Harry
formed
the
club's
first
committee
and,
as
mentioned
by
councillor
borg
holding
those
meetings
in
his
garage
by
1956,
the
under-12
team
was
registered
to
play
its
first
season
in
victoria
in
1957.
He
served
as
president
for
a
single
term
harry
was
awarded
the
order
of
australia
medal
in
1996
for
service
to
the
community.

have
spoken
to
people
at
the
green
gully
soccer
club,
who
certainly
miss
his
involvement,
and
I
would
like
to
pass
on
condolences
to
his
family
and
friends.

think
he
was
a
very
valuable
member
of
our

being

to
a
funding
shortfall
related
to
discovery
of
buried
asbestos
council's
fix
the
calder
campaign
has
far
results

far
resulted
in
100
million

unlocked
to

stage.

capital

million
investment
in
the
cold

likely

lead
to
massive
additional
investment

budget

millions

dollars
dedicated

brinbank
a
better
place
for
us

officers
have

following
up

state
government
department
of
environment,
land
of
water
and
pla

state
government

program
in
melbourne's
west.

the

contact

lack

funding
for
the
new
brimbank
health
and
well-being,
center
kielba
landfill
fires,
sunshine
super
hub
airport,
rail
link

noisy

local

regularly

ensure
advocacy

advocacy
has
been
enormously
successful

securing
a
number
of
wins
for
the
community.

regarding
the
recent
surveying
and
subsequent
roadside
spray
markings
that
have
carried
out
along
1.5
kilometers
of
sydney,
road
between
water
gardens,
railway

drive

heat.
It's
now
more
than
two
decades
with
its
major
residential
road
has
not
been
provided
with
roadside
drainage,
with
essential
curbing
and
guttering
along
this
busy
regional
bendigo
and
melbourne
metro
train
rail
corridor.

urgent
upgrades
and
no
more
band-aid
fixes
that
cost
ratepayers

the
brim
bank
community

ongoing

received

update

sydney,
road
sydnem
at
the
council
meeting
on
the
16th
of
february
2021.

council
cycling.
Their
walking
strategy
highlights
the
importance
of
shared
views
apart
from
water
garden
station
to
sunshine
and
council
has
been
progressively
implementing
the
development
of
this
shared
user
path.
Over
many
years
to
date,
council
has
created
a
shared
user
path
from
sunshine
to
margrave
street
in
centaubus.

saint
albans
road
bridge
near
gilmore,
road
to
the
western
ring
road
is
due
for
upgrade
this
financial
year
council
will
seek
to
extend
the
shared
use,
apart
from
margaret
street,

rafter
drive

possible
development
of
the
private
land
at
this
location
and
then
ultimately
extend
the
shared
user
path
over
the
taylors
road
to
connect
the
sydney
road.

this
occurred,
the
sydney
road
will
be
formalized
as
either

road
lane

off-road

for
cycling.

participation
rate
of
specific
groups,

this
is

comments

what's
coming
up

this
report,

do
note
that
the
applications
received

last
year

june

this
year

gone

So
that's
good
to
see.

because
that
represents
not
just
a
sign
of
development
in
the
municipality,
jobs
and
apprenticeships,
but
it
shows
confidence

municipality.

six
planning
appeals,
which
is
a
fair
number.
We've
been
fairly
active
at
vcat
and
three
of
them
there's

appeal
against
a
delegated
decision

refuse

planning

grant
a
planning
permit
for
the
use
and
development
of
a
child
care
center
was
unsuccessful
with
vcat
ordering
no
permit
issues.
So
there
was
a
success
for
council
on
that
one.

appeal

decision

refuse
to
grant

permit
for
alterations
to
an
existing
dwelling
and
construction
of
a
double-story
dwelling
again
that
was
successful.

was

an
appeal
against

It

attracted

50
objectives,

course

This
is
why
it
is
before
us
as
it
exceeded
the
number

application
has
been
to
a
planning
forum
and
we
have
heard
from
the
applicant
and
the
a
couple
of
the
objectives,
and
I
would
certainly
like
to
thank
the
applicant
and
objectors
for
making
their
time
available.
To
put
their
point
of
view
to
us,
we
have
a
very
complex
report
presented
to
councillors
which
we've
gone
through,
and
there
has
been
much
discussion
about
the
complexity
of
this
to
to
say.

Certainly
the
covenant
that
sorry
issues
that
have
come
up
it
is
covenants
are
a
private
planning
tool
and
our
planning
scheme
is
a
public
planning
tool,
so
we
certainly
do
have
regard
to
the
covenants,
but
they're,
not
part
of
our
planning
scheme.

This
the
wording
of
it
has
been,
in
my
opinion,
poorly
worded.
It
hasn't
achieved
possibly
what
some
people
may
have
been
led
to
believe
they
thought
was
going
to
occur
in
relation
to
restricting
a
number
of
dwellings,
but
in
fact
allowed
a
dwelling
and
a
what
you
would
have
called
at
one
stage.

granny
flat,
of
course,
what's
proposed
is
two
dwellings
which
sits
outside
the
wording
of
the
covenant,
and
there
has
been
legal
opinions
provided
in
relation
to
that.

So
accordingly,
the
interpretation
is
yes,
council
office
council
can
consider
this
application.
The
another
complication
is
the
number
of
vacant
lots
around
it,
which
the
residents
clearly
feared
would
set
a
precedent.
This
is
not
a
good
planning
consideration
for
council,
as
we
must
consider
the
application
before
us.
So
again,
there's
another
disappointment
for
the
for
the
residents
in
relation
to
this.

The
officers
have
prepared
a
detailed
assessment
of
this
application
and,
of
course
there
are,
there
are
two
double
garage
for
each
of
the
two
dwellings
and
space
for
two
car
spaces
in
front.
So
this
application
is
very
well
provided
in
terms
of
car
parking
and
verona.

Drive
is,
of
course,
a
major
road
through
the
subdivision,
which
allows
for
quite
good
access.

The
officers
analysis
of
it
shows
that
it
is
complying
with
the
covenant.
It
is
complying
with
the
brim
bank
planning
scheme

the
our
residential
design
requirements
in
that
regard.

part

development,

listened
to
local
residents,
concerns
and
understand
that
their
objection
to
this
specific
development
residents
have
told
me
that
their
cons,
construction
of
multiple
dwelling
in
this
particular
street
would
change
the
neighborhood
character
and
would
not

consistent
with
the
surrounding
street
scope.
They
have
also
raised
issue
over
on
street
parking,
and
the
pressure
of
building
multiple
dwelling
will
place
on
local
amenities
in
this
specific
area
they
have
raised
with
me
the
serious
concern
of
the
loss
of
character.
The
area
would
suffer
as
a
result
of
allowing
this
development
to
proceed.
A
Their
homes
are
surrounded
with
wide
blocks
and
have
maintained
that
type
of
neighborhood
character
for
a
very
long
time.
Some
residents
have
also
told
me
that
their
families
purchased
a
block
in
this
specific
area
decades
ago,
with
specific
intention
of
being
away
from
multiple
dwelling.
Developments,
planning
and
development
is
a
very
important
issue,
especially
to
local
residents.
A
That
is
why
it
is
important
that
we
as
a
councillors,
take
into
consideration
all
potential
issues
and
concerns
and
look
at
the
applications
very
carefully
and
consider
the
potential
impacts
in
saying
that,
after
keep
consideration
of
objection
received
in
relation
to
this
specific
development,
I
have
decided
to
vote
against
this
proposal.

support
the
integrity

taken

the
concerns
of
rate
payers

suburb's
unique
charm.

suburb
is
lined
with
lovely
family
homes
and
manicured
gardens.

to

floodgates

type

lovely
family-friendly
and
aesthetic

beautiful
estate.
Lots
of
these
families
have
been
in
this
estate
for
many
many
years.

remember
growing
up,

know
in
the
mid
80s
in
the
area,
and
it
would
be
a
huge
tragedy
to
see,
kill
or
lodge
transformed
and
to
be
over
developed.
So
I
urge
my
fellow
councillors
to
really
take
that
into
consideration.

to

is
that

removed

that
the

clear

this

allowed
council

consider
this
particular
application.

been
that

objectives
to
approve
the
mata
under
delegation,

that
still
stands
so
it's
with
vcat

subject
to
negotiations,

in
this
case

would

raised
initially,
were

operating

a
permit

two

didn't
really
sit
right
with

They
left
out
a
lot
of
the
issues
which
were
noise
and
odour
mitigation,
which
they
have
now
included
in
their
subsequent
response.

note
that
the

objections
come
from
one
place,
and
that
is
the
next
door
industry.
This
area
is
a
commercial
precinct
where
we
have
breweries,
we
have
all
kinds
of
things
and
it
creates
jobs
as
well.
So
I
took
all

that
into
consideration
in
my
decisioning,
but
I
also
want
to
know
that
the
the
odor
that
they
have
set
up,
what's
called
a
new,
a
scrubber
inside
to
help
mitigate
that
odor,
which
is
coming
out
of
the
parmesan
room,
which
is
quite
strong
to
help
combat
that.

are
taking
those
measures,
but
I
still
want
to
keep
keep
a
lookout
to
make
sure
that
that
is
actually
working,
because
we
have
to
be
mindful
that,
when
owners
do

impact
other
people
that
we

tight
controls

to
sell
off
the
the
tavern,
the
hotel
site
and
that
hasn't
been
achieved.

the

understanding

that

new
owners

like
to
have
a
clean
title
without
the
the
agreement
on
the
title,
as
that
might
represent
just
a
an
awkward
encumbrance
going
forward.
Now,
of
course,
what

officers
report

clearly
pointed
out
to
us
is
that
the
the
agreement
stays
on
the
remaining
of
the
bulk
of
the
water
gardens
title
and
that
relates
to
council's
arrangements
covering
council's
arrangements
for
access
to
the
council,
library,
building
and
matters
such
of
this
now.

This
is
not
something
that's
relevant
to
the
proposed
two
lot
subdivision
and
title
that
the
hotel
sits
on
all
relevant
to
the
sale
and
separate
ownership

that
land
and,
of
course,
it
is
not
relevant

norman
site
across
the
road
and
as
such,
it

quite
reasonable
to
remove

agreement

complications

the
biodiversity
strategy
and
the
waste
recycling
and
literature
strategy,
as
well
as
facilitating
community
building
initiatives

support
the
community
to
protect,
enhance

connect
with
the
natural
environment,
developing
a
conservation
asset
management
framework
to
identify
high
priority
conservation
zones
and
grasslands,
as
well
as
developing
and
implementing
compliance
initiatives
to
respond
to
reported
illegal
waste
and
dumping.

our

is

priority
for

invited

fantastic
program

food
bank
rocked
up

truck
in
sunshine

one
side
of
the
truck
they
had
veggies
on
the
other
side
of
the
truck
they
had
fruit.
It
was
a
trial,
the
amount
of
people
that
came
and
a
a
box
that
weighed
10
kilograms
that
could
fill
to
help
feed
a
family
for
a
week
now.
I
know
this
sounds
very.

know
something
that
we
take
for
granted,
but
to
see
the
the
look
on
the
people's
faces
where
they
could
take
this
healthy
food
home
and
build
meals
out
of
it,
and
I
was
looking
at
the
size
of
the
onions
because
I
thought
if
you've
got
a
big
onion,
you
can
baste
that
on
a
casserole
or
soup,
it
goes
a
long
way.
So
I
think
our
community
is
at
the
point
now
with
this
pandemic,
where
people
have
lost
jobs
and
everything
that
we
need
to
really
prioritize
programs
like
this
as
well.

to
be
number
one
priority
and

applaud
food
bank

taking
an
interest,
and
hopefully

be
rolled

areas

counsellors
sitting

impressed

despite

that
one
person
really
had

say

thought
we

doing
in
brimbank
and
in
the
future,
so
getting
all
of
that
feedback
processing.

is
a
massive
amount
of
work
for
all
those
involved
in
it
and
the
councillors
who
came
along
to
many
of
these
meetings
to
all
of
these
meetings.

always
a

present

changes
to

state
planning
policy

airports,

the
existing,

called
nasf
and
the
noise
contours,

means

end
contours,
where
there
is
a

be
expanded
and
to
include
almost
nineteen
thousand
new
residents.
The
message
have
requested
for
further
submissions
on
the
potential
planning
controls
to
inform
discussion
at
a
series

roundtable
discussions

august
this
year.
Council's
draft
submission

prepared
jointly
with
kim
city
council,
as
both
councils
share
similar
issues
and
concerns.

support
the
proposal
to
elevate

contours

planning
scheme
and

them

submission
contends
that
masak
has

achieved
an
appropriate
balance
between
protecting
melbourne
airport

enabling
appropriate
growth
and
development
of
brimbank
in
line
with
metropolitan
strategy.

issues
and
options
propose
new
planning
controls
that

in

discretionary

growth
in
our
community

developments

contours

be

dollars.

federal

listening
to

master
plan.
After
many
months
of
council
calls,
the
master
plan
holds

promise

road
map

greater
transport
connectivity,
high
quality
development,
environmental
responsibility

sense

celebrating
our
unique
community
character.

positive

things
to
come,
because
we
need
to
make
sure

victoria's
big

uncertainty
out

and

find
is

limited
financial
support

job

seeker

support
people.

Sydney
have
are
starting
to
receive
some
packages
of
support
for
the
businesses,
but
melbourne
we've
enjoyed
so
much
we're
still
waiting
to
hear

governments

packages
and
what
support
will
be

previous
lockdowns,
this
council
has
swung
into
action
quickly
by
offering
services
to
the
community,

as
flexible
service
delivery
models
implemented
by
the
leisure
center,
which
is
group
fitness
classes
available
on
center
youtube
libraries
doing

click
and
collect
to
your
door.

has
been
an
absolute
success
and
is
continuing
homework,
support
clubs,
job
seeking
support
clubs
via
our
youth
services.
All
resources
are
renewed
again

have

sport
and
recreation
interactive

weeks

when
lockdown
is
lifted,
numbers

restricted

temper
class
and

to

air
at

services
as
well
for
many
years,
and
it
leached
into
the
maribyrnong
river,
which
impacted

farmers

key
law

actually
devastated
their
farming.

businesses
so
now
what
we
have
is
two
years
of
continual
trucks
going
from
the
site
to
high
quality
and
dumping
this
soil
untreated
into
high
quality.
So
what
does
this
actually
mean
through
this
notice
of
motion?

Instead,
what
I

what
I

in
this

motion
is
call
on
the
state
government
to
investigate
alternative
technologies
that
reportedly
will
alleviate

need
for
tons

contaminated
soil
to

dumped

landfill,

treated
waste
anecdotally
contaminated
soil
from
the
westgate
tunnel

metro
alone

fill
the

Projects
such
as
north
east
link
and
suburban
rail
loop

soil

requiring
treatment.

recently
read
at
deakin:
university
will
gates
who
specializes
in
mineralogy
has
questioned
the
wisdom
of
sending
the
rock
and
soil
to
landfill.
His
research
shows
that
alternate
methods
exist,

as
pyrolysis
rotary,
kiln
technology
now
used
at
the
facility.
In
danny
now
called
renix,
this
treatment
facility
safely
heats
the
soil
to
600
degrees
in
an
industrial
furnace,
the
process
that
removes
pfas
chemicals
and
creates
a
product
that
is
a
viable
replacement
for
fine
aggregate
in
concrete,
which
is
worldwide
shortage
at
the
moment.

through
this

ask

concern
at
continuing
to
use
the
northwest
as
a
dump
site
for
toxic
soil
and

waste,

dangerous

budget

half
of

increase
on
the
same
period

previously
in
2019,
and
it

estimated
that
85
of
these
bets
are
now
made
online,
so

don't

someone
may
have

gambling
addiction

doing
it
in
their
bedroom.
They
could
be
doing

on
their
work
break.

don't
know,
and
this
is
what
concerns
a
lot

families

moment-

that

lot
of
these
sports
gambling
ads
are
targeting
young
kids,
normalizing
betting,

kids,
that
might
be
starting
jobs.

board

big
problem
that
people

facing

money
goes
overseas

multinationals

money

can

stays
in
our
community

gambling
company
companies
offer
a
range
of
inducements
to
attract
and
keep
customers
such
as
bonus
bets,
better
odds,
cash
rebates.
They
also
advertise
consistently
on
australian,
commercial,
tv
and
radio
and
if
you
think
there
are
more
ads
now,
you
are
right.
They
are
using
the
pandemic
and
they
exploiting
this
opportunity
to
push
it
harder
and
they
love
lockdowns,
because
they
know
that
people
will
just
turn
their
gambling
habits
onto
online
from
the
egms.

So
the
gambling
companies
themselves
spent
271
million
dollars
in
2020
to
to
advertise
the
commonwealth
regulations
on
advertising
in
australia.
They've
introduced
new
rules
which
banned
advertising
during
children's
programs
and
life
sporting
broadcasts
between
5
and
8
30,
but
we
need
to
get
tougher
on
this.
The
kids
are
still
hearing
these
ads.
Wherever
they
go,
they
are.
I
I
overheard
kids
that
are
playing
footy
saying.
Oh,
you
know,
let's
put
a
bet
on
this
footy
player,
to
kick
the
first
goal.
It's
becoming
a
normal
thing
and
it's
not
right.

cannot
afford
to
allow
children
to
think
that
this
is
a
normal
way

go

normal
pathway
through
our
electronic
gambling
policy
and
our
harm
minimisation
policy

status

leadership
council

alliance

gambling
reform,

several

recent
campaigns
to
end
gambling
ads

car

from

access

public
transport
access
to
this
park
