every
operator
shall
pay
a
daily
business,

tax

and

for

role

there

so
what
I
thought
I
would
do
just
because
this
is
a
new
project,
is
kind
of
zoom
us
out
to
a
10,
000
foot
level
and
answer
some
questions
from
that
perspective.
So
the
first
thing
is:
what
are
we
doing?

The
second
question
is:
why
are
we
holding
a
public
hearing
and
the
reason
we
have
to
hold
a
public
hearing
is
that
the
government
code
we
are
relying
on
section
42
1710,
which
allows
us
to
enter
into
a
sole
source
negotiation
with
a
design
build
requires
you
to
hold
a
public
hearing
and
to
approve
it
in
public
and
to
take
public's
comments
and
there's
also
some
pre-two-week
notifications
that
we
also
had
to
do
so.
Why
is
staff
recommending
a
sole
source
negotiated
contract
and
recommending
it
with
well-done
energy
solutions?
There's
two
reasons
for
that.

First,
one
is
that
willdan
was
selected
by
pacific
gas
and
electric
to
run
a
program
that
they
called
the
the
gk12
the
government
through
k-12
program,
and
it's
specifically
a
program
that
pg
e
was
required
to
do
as
part
of
their
regular
rate
setting
to
provide
funding
for
energy
conservation
type
projects.
We
just
happen
to
have
a
project
that
fits
very
neatly
in.
There
will
then
happens
to
be
the
person
who
firm,
rather
that
directs.

That
program
with
phd
they've
been
very
helpful
in
getting
us
to
access
that
money
and
also
they
have
the
turnkey
ability
to
design
buildings.
So
that's
the
reason
we
recommended
them
and
why
we
want
to
move
forward
with
them.
How
are
we
going
to
fund
this
project?
This
is
the
piece
that
I
think
is
really
interesting.
When
you
look
at
this
project,
this
is
going
to
be
somewhere
and
let
me
use
round
numbers
for
most
of
this,
a
650
to
700
000
project
285
000
is
coming
as
the
incentive
from
pg
e.

A
quarter
of
a
million
is
going
to
come
from
on
bill
finances,
which
is
basically
a
loan.
We
pay
back
at
no
interest
rates,
so
that's
a
huge
amount
of
money.
Well,
north
of
half
a
million
dollars.
That's
that's
free
to
us.
It's
brought
us
to
the
city
you'll,
see
on
there
that
we
are
recommending
a
transfer
of
funds
from
from
the
city's
general
fund
and
I'll
talk
about
that
a
little
bit,
because
it
might
be
a
little
confusing
at
the
initial
stage
of
this.

When
we're
doing
the
first
phase
of
the
design,
build,
wilden
has
done
their
very
best
job
at
estimating
what
the
design
costs
and
the
construction
costs
will
be.
But
we
are
not
anticipating
what
we
are.
We
are
anticipating
that
there
is
the
possibility
that
something
will
come
up
as
they
finalize
the
design
that
will
result
in
a
change
order.
So
that's
why
we've
recommended
that
the
total
amount
that
we
take
out
of
the
general
fund
and
allocate
to
this
includes
an
additional
65
and
that's
65.

But
I
just
did
want
to
explain
that
to
you
a
little
bit
because
I
know
oftentimes,
we
bring
contracts
to
you
and
they
they
feel
more
like
a
not
to
exceed
or
guaranteed
maximum
price,
and
here
we're
going
into
it
with
here's
the
dollar
amount.
The
contract
is
going
to
be
at,
but
it
could
be
60
000
higher
and
that
item
we
won't
bring
back
to
you.
The
city
manager
will
have
the
authority
to
do
that.

We
just
want
to
be
prepared,
and
we
don't
want
to
have
to
come
back
to
you
in
the
event
that
we
need
to.
The
last
thing
I
really
want
to
talk
about
here
is
why
we're
recommending
this
project,
so
first
of
all,
is
the
financing
which
I
just
spent
all
this
time.
Talking
about,
I
mean
we're
leveraging
over
half
a
million
dollars
of
somebody
else's
money
with
us
being
in
for
less
than
two
hundred
thousand.

So
that's
that
strikes
me
as
a
good
thing
to
do,
and
I
am,
of
course,
as
staff
trying
to
be
sensitive
to
the
fact
that
council
previously
did
not
fund
any
capital
improvement
projects,
but
it
just
seems
that
this
opportunity
to
leverage
other
people's
money
is
something
we
really
wanted.
The
council
to
be
able
to
consider-
and
the
other
piece
just
as
important
to
us-
is
that
the
whole
reason
we're
doing
this
is
because
we're
trying
to
get
rid
of
natural
gas
and
the
amount
of
greenhouse
gas
reduction
here
is
absolutely
incredible.

One
of
the
things
that
adrian
does
for
us
and
her
role
as
a
sustainability
manager
is
she
tracks
our
greenhouse
gas
emissions,
not
as
a
city
but
as
a
municipal
operation.
So
our
business,
our
buildings,
the
round
trips,
our
employees,
make
the
amount
of
travel
that
our
trucks
make
the
amount
of
gas
we
give
off
because
of
the
pool,
and
the
estimate
right
now
is
that
if
we
electrify
the
primary
source
and
heated
that
pool,
we
are
going
to
reduce
our
municipals
over
all
greenhouse
gas
emissions
by
25.

That's
just
an
incredible
amount.
This
just
seems
like
it's
too
much
for
us
to
pass
on.
So
that's
why
I'm
really
excited
about
her
and
all
my
staff's
excited
about
it,
and
I
think,
at
this
point
in
time,
I'd
be
happy
to
either
take
questions
from
staff,
or
the
mayor
would
like
to
open
the
public
hearing
week.

in
other

heating

so
this
is
just
transitioning
it

it's
a
little
more
intense
when
you're
doing
it

pool,

btus

more
because
you're
trying
to
you

it's
enthalpy

you're,
trying
to
warm
up
that
huge
body
of
water.
So
it's
a
little
more
intense,
but
the
confidence
level
is
very
high
that
technology
and
knowledge
is
caught
up.

we're
generating
right

want

get

a

pool
and

it

chilly
temperature

requires

to
wear
a
wetsuit
as
opposed
to
being
able
to
just
go
in
there
in
a

your
regular
swim.

year-round
or
the
pool
is
not
open
year-round.

much
I

support
of
this
as
a
frequent
user
of
the
swimming
pool,
including
tonight
for
our
first
nighttime
aerobics
class.
It
was
very
windy
and
kind
of
cold
outside,

really
nice

get
into
a
pool
that
was
82
degrees
and
there
were
you
know,
14
of
us
there,
even
though
there
was
23
signed
up,
and
I
just
want
to
say
that
I
love
water
aerobics
and
it
is
the
most
popular
most
used
adult
recreation
program
in
brisbane.

we're
still
dealing

is
we're
in
a
drought
and
one
of
the
orders
that

state
water
resources
control
board
came
about.
They
just
passed

section

the
water
code
that
requires
everyone
to
stop
watering
non-functional
turf
and
it's
an
issue
we're
going
to
have
to
struggle
with,
with
all
of
our
commercial
and
institutional
landscapes.

we've
known
that
this
was
coming
and
we've
been
working
on
it,
and
I
think
we've
had
conversations
with
council
before
that.
Third,
the
water
that
we
use
community
of
brisbane
goes
to
turf
and
landscaping.
So
with
with
our
city
sites,
we
intentionally
try
and
ratchet
them
down
and
and
the
problem
with
watering.

you
don't
you
never
get
it
quite
right?

you
dial
the
dials
back
a
little
bit
and
it
looks
a
little
brown
for
a
bit
and
then

green
it
up
a
little
bit
and
then
it
looks
wet

we're
struggling
with

we're
really

not

water
we're
really
not
trying

be
vibrant.

district
north

property

of
sierra
point.
Loan
that
point
north
is
public
right
away
from
that
point
south
to
lagoon

and
then
somewhat
further
beyond

district

activity
has
led
to
community
inquiries
about
the
police
department's
efforts
to
deter
crime
within
the
city.
The
increase
in
crime,
coupled
with
the
limited
personnel
and
the
brisbane
police
department's
commitment
to
providing
an
excellent
level
of
service
to
the
community
necessitates
the
use
of
additional
technological
options
to
detect,
call
prevent
and
deter
crime.

implementation
of
an
automated
license
plate
reader
program
will
aid
the
brisbane
police
department
in
its
investigative
efforts
in
the
following
ways:
locate
stolen,
wanted
and
subjective
investigation
vehicles
provide
leads
to
assist
with
investigations
into
crimes
submitted
within
the
city,
detect
vehicles
associated
with
with
missing
persons
and
at-risk
persons,
including
those
on
active,
amber
alerts,
detect
vehicles
associated
with
subjects
with
outstanding
arrest
warrants
or
otherwise.
Lawfully
sought
by
law
enforcement
brisbane
is
particularly
vulnerable
to
crime
as
its
neighboring
big
cities,
where
violent
crime
has
increased
tremendously.

police
department
has
identified
a
significant
pattern
associated
with
the
rising
and
property
crimes
which
indicates
brisbane,
is
being
targeted
by
out-of-town
subjects.
Victimizing
our
community.
Most
of
these
individuals
use
vehicles
to
enter

exit
brisbane.
These
cases
can
be
can
often
be
solved
using
aopr's
because
they
capture
suspect
vehicle
information,
which
often
provides
critical
information

further
investigations
with
the
advancement
in
technology.

common

which
will
provide
the
optimum
effectiveness
in
capturing

capture

vehicle
license
plates
using
optical

recognition
technology
under
strict
regulations
and
audit

for
lawful
law
enforcement
investigative
purposes
and
can
provide
critical
evidence
in
the
identification
and
location
of
subjects.

provide

with
the

needed
to

identification

system

being
utilized

1200
police
departments

united

alpr's
in
their

from
the
police

five
years,
the
city
of
brisbane
has
seen
an
increase
in
crimes
and
associated
with
the.
Although
the
city
of
brisbane
in
comparison
to
state
and
nationwide
has
a
low
crime
rate,
we
are
still
affected
by
these
crime:
spikes
to
aid
the
police
department
in
helping
address
neutralize
these
crime
spikes.
We
looked
at
21st
century
technology
tools
to
help
us
in
deterring,
investigating
and
prosecuting
these
response,
those
responsibles
for
these
crimes.
As
you
can
see
on
the
slide,
we
have
had
a
spike
in
stolen
vehicles
between
the
years
of
2018-2022.

The
increase
in
percentage
is
in
well
in
excess
of
100.
The
increase
began
in
the
beginning
of
the
pandemic
and
still
continue
as
we
enter
post
pandemic.
The
slide
also
breaks
down
where
these
crimes
of
stealing
stolen
vehicles
occur.
But,
more
importantly,
as
you
look
down
this
list,
it
shows
you
that
there's
no
area-
that's
not
prone
to
stolen
vehicles
within
the
city
of
this
we've
also
had
a
noticeable
increase
in
catalytic
converter
thefts
due
to
the
price
of
increase
in
materials
found
in
catalytic
converters.

crimes
involve
suspects
driving
into
our
city,
most
of
the
suspects
driving
into
our
cities,
a
fixed,
stolen
license
plates
on
their
vehicles
and
attempt
to
invade
identification
or
just
steal
other
vehicles
to
commit
these
crimes.
The
use
of
alpr
technology
will
notify
our
patrol
officers
when
these
suspects
driving
into
our
city
enter
our
perimeters.
The
early
detection
notification
of
these
vehicles
entering
our
city
can
help
deter
and
even
stop
crimes
from
occurring
within
our
city,
so

will

is
an

look
like
a
camera?
Yes,
but
it
doesn't
act
like
a
camera
that
we
are
used
to
today.
We
are
used
to
having
most
cameras.
We
possess
having
the
ability
to
take
videos
and
clear
pictures
of
people
in
our
surroundings.
All
pr
cameras
use
a
different
technology
than
your
normal
camera.
Automated
license
plate
readers
use
infrared
technology
to
capture
license
plates.
The
materials
used
to
print
license
plates
use
a
reflective
material
that
the
alpr
picks
up
on
and
digitizes
that
image
to
obtain
a
reading.

all
alpr's
also
use
technology,
digitized
shapes
and
images
associated
with
vehicles
that
the
system
can
then
take
into
its
database
compared
to
similar
images,
and
if
those
images
or
license
plates
are
tagged
as
being
stolen

associated

notify
our
officers
if
they
go
into
our
city,
because
it
is
the
way
the
system
gathers,
its
images

does
not

ability
to
take
digital
images

a
person
does
make
it
impossible
to

sedan
and

work,
bands
plus

carts
and
bicycles.

give
you
the
time
stamp

a

on

didn't

in
the

prior
to
developing

officers
four
times
that
amount
to
develop

lead

type
of
technology

would
need
to
develop

leads

primarily
neighborhood
canvas

for
witnesses

seen
the
crime

maybe

remember
exactly
their

neighborhoods

surveillance,
videos

lucky

to
find

clear
enough
to
see
a
license
plate.
Most
surveillance
cameras
will
record
the
crime,
so
we
can
see
actually
what
happened
and
maybe
the
sequence
of
a
crime.
But
the
images
captured
by
these
cameras
most

the
times
do
not
have
the
technology
to
be
clear
enough
to
obtain
an
image
to
see
a
license
plate.

don't
normally
get
the
plate

Lastly,
we
can
sometimes
do
what's
called
a
cellular
phone
ping
ward.

requires

officer

write
a
warrant,
go
to
a
judge
and
ask
for
all
the
cell
phones
in
that
area.
It
can
be
extremely
intrusive
on
what
cell
phones
within
the
area
and
this
process
would
generally
take
up
to
four
weeks
to
obtain
this
information.

is

police

in
san
juan
police
department.
Officers
received
another
from

system

vehicle
associated
with
burglaries
in
the
area
entered
their
city
officers
located
the
vehicle
based
on
the
alert
and
was
able
to
wear
able
to
stop
a
vehicle
and
initiate
investigation.

resulted

them
locating
drugs,
stolen
property
and
burglary
tools
in
the
vehicles.

a
result,
no
crimes
took
place
in
their
city,

an

earlier

people
kicked
in
the
door
of
an
elderly
woman's
home.
They
held
her
at
gunpoint
and
robbed
her
of
her
jewelry.
The
suspects
then
fled
in
a
vehicle
with
the
the
use
of
the
aopr
systems
that
were
in
place.

charger
that
came
into

arrested

the
collision

investigation.

probation
for
carjacking
out
of
controversy

and
how

crimes

deterred
because
it
is,

it's
a
cost
every
year
and
I
want

sure
it's

it's
worth
us
spending
the
money
on.

am
cautiously
willing
to
move
forward
in
the
event
that
we,
you
know,
evaluate
this
on
an
annual
basis.
