for
increased
rates
on
master
fee
schedule
for
the
park
and
recreation
section.
First
of
all,
the
purpose
is
to
ensure
the
users
of
services,
as
outlined
in
the
city's
cost
recovery
policy
pay
for
the
services
provided
by
the
city.

the
master
fee
schedule
every
year.
The
revision
is
allowed
up
to
the
inflation
increase
using
the
san
francisco
oakland
hayward,
california,
consumer
price
index
for
all
urban
consumers
of
noted
as
the
cpiu
for
all
items,
less
energy
for
the
12
months
to
the
previous
december.
In
the
previous
year
we
increased
two
percent.
So
this
year's
analysis
and
revision
allowed
up
to
an
increase
of
seven
percent,
which
was
the
inflation
increase
using
the
cpiu
through
december
2021..

in

looking

san
francisco
for
their
primary
parks
and
recreation
needs,

we

a

actually
ended
up
having
a
fall
off
in
revenue
because
the
the
rate
of
rentals
went
down
so
much,
and
I
just
want
to
make
sure
that
we're
sort
of
staying
kind

competitive,
because
I'd
like
brisbane

welcoming
place
and,
frankly,
being
a
little
bit
cheaper
than
your
neighbors,
often
gets
you
more
cookies.
In
the
long
run.

I
think
these
are
minimal,
raises
that
we're
asking
the
people
in
brisbane
to
to
pay
for
our
services,
which
given
excuse
me,
give
given
the
size
of
our
city
and
given
the
number
of
our
staff,

contrast
brisbane
with
surrounding
cities
that
we
offer
so
much
more
than
so
many
other
cities,
and
especially
since
we're
a
small
city.
So
I
have
absolutely
no
problem
asking
our
residents
to
pay
a
little
bit
more
for
the
great
services
that
they
actually
receive.

about
child
care
and
stuff
like
that
as
well,
I
mean
the

I
think
the
kids
in
our
after
school
programs
are
paying
like
a
dollar
fifty
an
hour
or
something
like
that
which
is
unheard
of,

you

off

everybody
in
our
city
council
for
the
decisions
that
made
the
past.

adopted
last
july
in
response
to
the
growing
social
and
economic
impacts
of
climate
change,
which
we
are
already
seeing
and
which
are
expected
to
increase
significantly
in
coming
years.
If
we
do
not
take
substantial
action,
a
washington
post
article
on
the
latest
united
nations
climate
report
in
april
summarized
a
conclusion
reached
by
scientists
in
waiting
so
long
to
take
action.
Humanity
has
denied
itself
any.

Before
I
dive
into
emissions
reductions,
I
want
to
take
a
moment
on
what
our
latest
emissions
inventory
shows
probably
recognize.
This
pie
chart
from
a
few
presentations
before

you'll
notice
is
the
large
green
segment
attributed
to
on-road
transportation,
aka
vehicle
miles,
traveled
or
vmt.

In

is
largely
lawn
equipment
like
leaf
blowers
and
lawn
mowers,

also
includes
things
like
construction
equipment.
Rail
and
yellow
is
both
caltrain
and
freight.
Rail
passing
through
town,
solid
waste
in
purple

remaining
sectors,
water,
waste,
water
and
stationary
sources,
which
are
things
like
backup,
generators
or
tiny
fractions
of
a
percent.

So
moving
into
modeling
how
we
can
meet
our
goals,
we
utilized
the
spark
tool,
a
high-level
emissions
reduction
tool
created
by
rincon
consultants,
the
team
supporting
the
county
right
caps
program.
It
identifies
the
most
significant
emission
reduction
opportunities
and
quantifies
their
impact
based
on
input
scenarios
and
compares
emissions
projections
from
these
scenarios
to
state
and
local
target
pathways.

The
straight
line
across
the

is
our
latest
emissions
estimate
red
is
the
businesses
usual
forecast
purple
our
adjusted
forecasts,
which
incorporates
expected
emissions
from
existing
state
laws
as
well
as
peninsula.
Clean
energy
green?

state
target
pathway
and
our
target
pathway
is
in
yellow,
as
noted,
spark.

Measures
for
the
building
sector,
those
actions
are
focused
on
electrifying
new
and
existing
buildings
in
the
on-road
transportation
sector.
Actions
include
shifting
travel
away
from
on-road
vehicles
to
active
transportation
such
as
bikes
and
pedestrians,
as
well
as
public
and
shared
transit,
and
then
converting
the
remaining
vehicle
miles
traveled
to
zero
emission
vehicles
for
both
passenger
and
commercial
vehicles.

Half
of
off-road
equipment
would
need
to
be
electric
we'd
need
to
reduce
landfill,
organics,
85,
decarbonize,
a
quarter
of
the
landfill
emissions
and
10
percent
each
of
water
and
wastewater,
and
finally,
we
could
increase
carbon
sequestration
by
planting
100
new
trees
now
most
likely
for
at
least
a
few
of
those
numbers.

just
rattled
off
you're
thinking,
I've
lost
my
mind,
so
let's
be
realistic,
but
still
very
ambitious.

hopefully
I
won't
get
laughed
out
of
the
room
for
them.
So
where
do
those
more
moderate
targets
get
us
all
told
hitting
those
targets
would
achieve
a
55
reduction
by
2030
rather
than
the
declaration

target.
This
is
not
the
straight-line
path
to
zero.
We
had
targeted,
but
it
does
still
put
us
ahead
of
the
state
goals.

The
next
building
code
cycle
starts
in
january
2023,
so
staff
is
participating
in
a
regional
effort
and
would
hope
to
bring
reach
codes
forward
later
this
year.
Our
first
step
would
be
to
close
loopholes
for
new
buildings
so
that
they
are
all
fully
electric.
Frankly,
installing
fossil
fuels
is
no
longer
a
smart
investment.

On
the
transportation
front,
there
are
a
lot
of
actions
we
could
take.
That
would
build
out
infrastructure
that
encourages
electric
vehicles,
walking
and
biking
educating
about
promoting,
educating
and
promoting
alternatives
and
advocating
within
the
region.
We
can
also
lead
by
example,
with
our
municipal
fleet,
which
we
have
already
started
to
do.

And
climate
adaptation,
in
terms
of
municipal
measures,
our
role
is
really
to
lead
by
example.
An
attack
on
all
fronts,
for
instance,
with
city
purchasing
and
contracting
working
in
sustainable
preferences,
utilizing
existing
resources
to
undergo
a
more
comprehensive,
zero
net
energy
study
for
all
our
city
facilities,
planning
for
full
conversion
to
a
zero
emission
fleet.

will
need
to
be
paired
with
continued
growth
of
budget
and
staff
capacity
to
implement
the
activities
I've
outlined
here
today,
and
also
for
climate
adaptation
strategies
which
have
not
yet
been
a
significant
part
of
our
work
and
I'd
just
like
to
close
with
this
quote
from
climate
leader
bill
mckibben,
reminding
us
all
that
now
is
the
time
for
action.
I'd
be
happy
to
answer
any
questions

hear

suggestions

priorities.

also
a
discussion
at
the
regional
at
the
bay
area,
air
quality
management
district
about
limiting
the
sale
of
gas
water
heaters
in
the
future.
I
believe
last
I
heard
that
proposal
was
still
being
discussed
and
looked
likely
to
not
take
effect
until
around
20
30.,
but
there
are
different
conversations
happening
out
there
around
those
types
of
things.

are
they
that
ban
will
go
into
into
effect
in
2024
for
new
ones.
It
doesn't
take
the
existing
ones
off.
You
know
out
of
the
community,
but
it
would
prevent
the
sale
of
new
ones
starting
in
2024,
and
so
that's
where
you
know
we
could
potentially
consider
something
like
a
buyback
program
that
would
encourage
people
to
get
rid
of
those
existing
gas
ones
sooner
paired
with
that
state
rule.

potential
large
developments
at
the
quarry
potential.
Large
development
you

seems
to
me
like
it-
would
be
prudent
on
our
part
to
really
look
at
what
are
the
green
building
standards
that
we
currently
have
in
place,

should

be,
you

should
we
be
updating
those
so
that
we're
not
negotiating
those
things?
But
those
are
just
you
know.
If
you
want
to
do
business
in
in
in
brisbane,
then
you
just
have
to
do
that
so
yeah

gonna
make
comment
here,
though
you
know
recently,
I
noticed
and
I'm
sure
other
council
members
have
noticed
the
area
by
the
mission.
Blue
nursery
is
now
a
moonscape,
and
that
was
well.
I
mean
it
had
mature
trees
there
and
it
was
green
for
a
significant
portion
of
that
property,
and
now
it's
you
know
emitting
carbon
rather
than
taking
it
in.
So
I
know
that,
isn't
you
know
you
right?

I'm
just
I'm
really
just
making
this
a
comment
in
general,
it's
a
public
setting
and
you
know
we
should
be
doing
better
right.
You
know
that
that
that
should
not
have
heard
the
way
that
it
did,
because
we
need
to
reduce
our
carbon
footprint,
and
so
if
there
was
something
in
place
that
said
hey
if
you're
going
to
reduce
x
amount
of
space
that
currently
has
significant
green.
You
know
the
significant
green
space.
You
know
that
this
that's
reducing
or
yeah.

the
requirements
which
are
through
variances
or
other
means,
which
I
have

seen
done,
and
so
I
think
just
making
sure
that
the
planning
commission
is
just
really
robust
and
sticks
to
their
guns

probably

important

do
on
that
front
in
regards
to
heat
pump
water
heaters
we're.
Never,
I
don't
think
we're
going
to
get
100
retrofit
because
it
requires
a
large
air
space
and
some
people
simply
do
not
have
this
air
space
to
accommodate
an
air
source
heat
pump.

think
the
most
valuable
thing
we
can
do
in
promoting
there's
two
things.
I
think
that
would
be
very
valuable
in
promoting
adoption
of
heat
pump
water
heaters.
One
is
setting
that
end
of
flow
date
for
gas,
because
people
you
know
when
a
water
heater
goes
out.
People
like
just
want
hot
water
again
and
and
there's
often
not
a
lot
of
thought
in
that
space.

think
we
really
need
plumbers
to
be
on
the
front
line
when
you
know
somebody's
in
crisis
because
they
don't
have
hot
water
to
say,
hey,
look,
let's
look
at
your
system
and
your
aerospace
in
your
home
and
see
if
a
heat
pump,
water
heater
would
be
an
option
for
you.
I
think
they
are
our
best
potential
and
ambassadors,
but
I
think
that
would
require
you
know,
probably
a
minuscule
effort
on
the
city's
part
to
get
them
all
on
board.

we
switched,
but
we
had
to
go
without
hot
water.
For
a
week
I
was
boiling
water
on
the
stove
for
a
week
and
showering
at
the
pool,
but
I
think
most
people
don't
have
that
patience,
and
so
I
think
we
need
to
have
a
different,
a
different
approach
and
that's
all
I
wanted
to
say
thanks.

for

quickly
and
by
that
time,
while
they
went
through
the
process
of
electrifying,
that
it's
something
that
I've
mentioned
to
some
of
my
staff
contacts
at
peninsula,
clean
energy
and
the
county-
and
I
would
love
to
see
a
program
like
that,
either
at
the
county
level
or
perhaps
regionally
through
bayern.
I
think
it
could
be
really
effective
in
helping
to
make
these
transitions,
which
can
be
very
tricky
possible.

would
just
add
to
what
you
said
that
there
are
rebates
for
low
income
to
upgrade
electrical
panels
if
you
actually
want
to
install
a
heat
pump.
Water
heater
and
one
other
thing
that
barbara
mentioned
that
I
I'd
want
to
address-
is
the
incentive
for
people
to
switch
over
I'm
going
to
give
you
the
incentive,
that's
going
to
tip
everyone
in
that
direction,
which
was
the
last
council
meeting.

mentioned.
The
the
global
price
of
natural
gas
went
up.
700
percent
we're
shipping
compressed
natural
gas
over
to
japan.
A
There's
estimated
there's
going
to
be
a
real
scramble
when
we
get
towards
winter,
and
I
think
we're
going
to
see
natural
gas
climb
so
high
everyone's
going
to
want
to
convert
the
heat
pump.
Water
heaters
also
are
more
economical
to
operate
in
the
testing
they've
done,
the
upfront
cost
may
be
higher,
but
through
the
course
of
the
life
of
the
unit,
it's
actually
going
to
save
you
money,
so
you
have
to
think
of
it.
That
way.
Anybody
else
council
like
to
make
some
comments.

think
for
us
to
reach
these
goals
in
an
achievable
way.
We
need
to
lean
on
the
state
and
our
counties
for
rebate
programs
to
incentivize
people,
but
the
bigger
problem
that
we
have
at
the
moment-
and
that
is
only
going
to
increase
over
the
next
couple
of
years-
is
our
lack
of
service
people.

to
have
my
one
of
my
units
charged
to
become
operational.

difficulties

that

capital

pushed

finding

meet
an
accelerated
climate

a
large
allocation
of
funds
towards
all
kinds
of
education
and
rebates,

so
absolutely

the

the

work

group

stakeholders.

anticipate
the
stakeholders
to
be
very
varied
in
this
one.

we've
talked
with
the
subcommittee
and
the
subcommittee
has
suggested
the
players

as
varied
as
the
people
who
are
at
the
zero
point
yacht
club,
the
people
who
own
boats
in
the
marina,
the
businesses
that
are
located
at
sierra
point,
as
well
as
community
members
in
brisbane
to
make
sure
that
all
of
our
everybody
is
heard.

also
are
looking
at
different
advisory
bodies
as
being
members
of
the
stakeholder
groups
that
we're
going
to
be
interviewing.
That
could
be
include
the
public
art
committee.
It
could
include
the
obviously
the
parks
and
recreation
commission,
the
planning
commission.
It
could
include
the
complete
streets
group
as
well
as
well
as
open
space.

It's
a
group
that
has
worked
on
various
bayer
bay
related
projects
in
the
past,
the
they
presented
different
projects
that
they
did
around
the
bay
and
the
subcommittee
thought
that
this
one
would
really
be
able
to
do
the
perfect
job
for
us
with
that.
If
there
are
any
questions,
I'm
more
than
happy
to
answer
them
or
to
have
the
committee
members
talk
about
their
experiences
working,
you
know
interviewing
the
different
groups.

scene

good
fit

get

diversity

participation

stakeholders

not
going
to
answer
everybody's
most
needed
wishes,
but
at
least
get
us
going
on
the
right
direction
to
get
a
well-used
and
thoughtfully
laid
out
space
that
can
be
active
and
serves
multiple
purposes.

of
conflict
with

been
just
to
cookie
cutter
urban.

flat
out
urban
for
my
tastes,
and
so
I
think
part
of
it
was
their
reasonableness

working

project
and
part
of
it
was
that
they
weren't
just
looking
to
pave
it
over
and
put
benches,
which
some
of
them
I
felt
were
didn't.

the
time
to
actually
know
what
the
on
the
ground
ambiance
is
there.

that
was
it
for
me.

considered

charge

What
we
do
for
that

we
notice

mailed
to
property
owners
and
rate
payers
no
less
than

a

are
also
going
to
do
a
scada
system.
Replacement
and
scada
is
the
supervisory
control
and
data
acquisition,
and
this
one

explain
just
a
little
bit.
It
allows
management
of
all
of
our
water
pumps
from
a
centralized
location
rather
than
needing
to
dispatch
employees
to
each
pump
station
to
make
changes
to
them.

The
plan
that
our
master
plan
calls
for
completing
approximately
20
million
dollars
worth
of
projects
over
20
years.
The
city
council
has
determined
that
if
we
should
do
about
five
million
dollars
worth
of
projects
every
five
years
to
make
to
split
this
over
a
period
of
time,
the
projects
would
be
funded
by
a
new
capital
charge.
That
would
generate
enough
funds
to
pay
for
a
five
million
dollar
bond
which
would
be
paid
off
in
20
years.

first
projects
were
approved
for
funding
in
the
year
2015
and
the
bonds
will
be
paid
off
in
the
year
2035..
The
second
set
of
projects
were
approved
in
2021
with
the
capital
improvement
plan.
As
I
had
said,
the
city
right
now,
the
city
is
undergoing
a
water
and
sewer
rate
study
to
determine
the
necessary
order
and
sewer
rate
increases
for
operational
purposes.

One
of
the
things
that
they
have
determined
by
looking
at
our
rates
on
the
operations
is
that
our
operational
rates
are
below
what
would
be
required
us
for
us
to
issue
a
bond
even
with
the
capital
charge
in
place.
Right
now,
we
are
not
covering
the
full
cost
of
our
operations
of
water
and
sewer,
and
our
infrastructure
subcommittee
is
working
with
the
consultant
to
bring
back
a
plan
for
increases
in
our
operational
rates,
which
we
will
bring
back
sometime
in
the
fall
this.

So
in
the
meantime,
the
city
will
use
funds
from
our
connection
fees
from
previous
projects
to
cover
the
cost
until
the
city
has
the
funding
capacity
to
bond.
If
at
that
time,
it's
considered
appropriate
if
the
interest
rates
are
right
and
there's
enough
enough
time
left
on
the
bond
to
make
the
bond
make
sense.

are
looking
to
implement
it
again
in
2022,
so,
as
you
see,
we
will
increase
the
charge
for
a
zero
use
for
somebody,
foreign
from
10
to
20,
and
somebody
who
uses
more
than
40
units
from
65

130.

anticipate
in
2026
or
2027.
We
would
do
this
again
2031,
we
would
do
the
fourth
of
our
charges
and
then,
when
we're
ready
to
do
our
capital
projects
again
in
2036,
the
charge
would
already
be
in
place.

pavement
maintenance.
The
city
has
received
a
grant
funds
from
cal,
recycle
to
utilize
recycled,
tires
to
cost
effectively
maintain

roadway
between
lagoon
and

overpass
an
asphalt
rubber,
cape
seal
was
applied
and
the
roadway
was
slurry
sailed.
Last
this
past
week,
striping
will
be
taking
place
next
tuesday
july
19th.

money

bay
lands

environmental
studies

going

bdi

insights
to
their
timeline
and
to
their.
What
they're
planning
to
do
out
in
the
bay
lands
as
far
as
toxic
and
remediation,
and
they
did
talk,
the
regional
water
quality
board
has
done
a
draft
document.

planning
to
be
adopted
later
this
month
or
in
august,
I
believe,
by
their
board.

landfills

respond

sea
level
rise

anything,
that's
shoreline.

water

plan

affect

landfill

point
landfill
those
regulations,

document
