speak
out
against
permit
parking
in
lower
Brisbane,
which
I
think,
if
approved,
would
eventually
lead
to
permit
parking
on
all
residential
streets
in
town
I've
been
out
of
the
country
for
a
while
I.
Don't
claim
to
be
an
expert
on
this,
but
I
do
have
some
concerns
about
why
I
think
this
is
a
bad
idea
number
one.
How
much
will
this
cost
and
who
pays
to
enforce
this?

The
city
is
on
the
verge
of
eliminating
the
senior
shuttle
according
to
today's
star,
and
now
they
want
to
pay
for
parking
enforcement.
I
question
whether
we
have
the
time,
money
and
resources
to
enforce
this.
We
are
not
Millbrae,
we
are
not
Hillsboro
number.
Two
people
are
very
unhappy
that
water
and
sewer
rates
are
going
through
the
roof.
Why
should
they
now
have
to
pay
for
parking?

Three
I
feel
that
the
purpose
of
this
is
to
punish
people
who
have
more
than
two
cars,
which
means
multi-generational
families,
people
with
teenagers,
the
poor
living
in
multi-family
housing
situations
or
those
who
have
an
extra
car
for
Family
Vision
permit
parking
does
not
guarantee
you
have
a
space.
That's
in
front
of
your
house,
it
only
allows
you
to
park
on
certain
streets
personally,
I
prefer
that
our
Police
Department
focus
on
crime
and
not
who
is
parked
without
a
permit.

already
have
a
solution
to
those
who
leave
cars
unattended
for
days,
call
the
city
and
they
will
be
red,
tagged
and
towed.
Those
who
are
disabled
can
request
a
handicapped,
blue,
curb
I,
believe
in
front
of
their
homes.
The
focus
of
this
committee
is
supposed
to
be
Street
safety.
To
me,
this
is
about
creating
an
environment
where
neighbors
report
on
neighbors
and
the
city
profits.
The
committee
is
supposed
to
be.
It
seems
to
me
like
Overkill
and
government
intrusion.

really
see
a
benefit
to
having
parking
permits,

off
the
top

going
to
change
in

people
still
people
park
on
the
street.
They
don't
use
their
garages
for
one
reason
or

street

parking

problem
trying
to
address
here
and
I
think

one
of
the
issues,
the
the
cars
in
the
streets?

think
this
is
sort
of
a
research
project
where
we've
brought
some
of
these
forward,
but
I
would
also
you
know
I
think
we'll
come
back
to
sort
of
whether
or
not
this
is
something
that
will
address
all
the
problems
and
what
aspects
of
the
problems
this
would
address
and
sort
of
how
we
view
that
moving
forward.
But
I
think
these
comments
that
were
brought
up
are.

also
we'll
continue

discuss

discussion
about
people
being
unhappy
with
parking

survey

field

find
out

there's

scarcity
and
somewhat
of
of
a
discarnation
on
parking.

one
of
the
aims
of
this
you

program
is
also
for
a
lot
of
people
to
encourage
people
to
you
know
start
start
to
clean
out
their
garage
and
see
if
they
could.

utilize
that
that
will
free
up
some
space
and
also
to
try
to
get
a
start
weighing
out
some
of
the
Bad
actors,
like
people
that
come
here
that
leave
their
car
and
they
and
they
go
to
the
airport
and
there's
people
that
have
not
just
two
or
three
cars.

have

lot
of
cars
but
having
you
know,
having
said
that
in
terms
of
the
the
cost
of
the
programs
nowadays,
because
there's
you
could
subcontract,
this
is
somewhat
feasible
and
a
lot
of
people
up
in
other
cities
are
doing
it

we
also
did
looked
at
a
lot
of
other
cities
and
we
got
some
of
their
best
practices
and
we
put
them
in
this
report.

so
that
was
one
of
them-
that
a
lot
of
cities
are
Contracting
all
their
business
to
to
take
care
of
this.

take

lot

resources
from
our
Police
Department
right
but

Think,
echoing
much
of
what
has
already
been
said,
we
we
started.
Looking
at
the
at
the
request
of
council,
we
started
looking
at
parking
in
about
the
middle
of
2020
and
the
first
two
things
we
did
was.
We
picked
six
random
blocks
within
Brisbane
and
we
conducted
over
a
two-week
period
morning
and
evening
parking
surveys
on
those
streets
and
what
we
found
on
those
streets
were
scattered
throughout
Central
Brisbane.

we
would
call
Old
Town
and
what
we
found
one
of
the
conclusions,
or
one
of
the
findings
of
that
survey,
was
that
there
was
a
99,
97
or
99
average
utilization
of
parking
available
street
parking
during
mornings
and
then
during
evenings
again.
This
was
time
to
be
just
as
people
were
leaving
for
work
in
the
morning
and
before
people
came
home
in
the
evening.

So
but
with
that
in
mind,
we
came
up
with
initially
a
public
outreach
program
and
when
we
reviewed
that
with
Council
Council
felt
that
the
problem
of
parking
in
the
city
was
severe
enough,
that
public
Outreach
type
of
programs
would
not
be
effective.
What
we
were
then
requested
to
do-
and
this
was
in
December
of
2021.

at
what
they
did
and
then
for
the
past
year
we
have
gone
through
and
reviewed
in
our
public
meetings.
What
each
of
those
cities
were
doing
and
discuss
this

parking
program
were
to
be
implemented,
how
it
could
be
best
be
done
here
in
Brisbane.

when
we
brought

staff
brought
the
agenda
item
to
Council
in
April
2021,
the
committee,
which

somewhat
different,

many
some
of
the
members
are
newer,
had
made
a
recommendation
to
have
a
six-step
program.
First
Step
was
the.
What
are
you
calling
it?

public
service
message
via
star
take
a
car
off
the
street
like
you'd,
get
some
type
of
recognition
for
creating
space
on
the
street
by
using
your
garage
for
parking
and
then
look
at.
If
that
helped
the
situation
and
then
the
second
step
was
to
implement
a
residential
street
sweeping
program
which
we
used
to
have,
but
the
street
sweeper
would
have
to
drive
up
the
middle
of
the
street
because
we
never
enforced
people
having
to
move
off
of
the
block
and
it
would
be
a
system
where
we'd
do
different
blocks
on
different
days.

most
people
would
be
able
to
find
a
place
to
park
on
that
alternate
day
and
then
see
if
that
helped
with
the
problem
of
the
storage
of
cars.
On
the
street
and
then
the
final
step
was
going
to
be
a
parking
permit
program,
if
all
those
other
things
didn't
work
again.
Looking
at
how
that
changed,
the
situation
and
I
think
the
committee
actually
also
suggested
at
the
time
that
there
be
a
vote
before
implementing
such
a
thing.
So
then,
I
went
to
council
and
Council
said
focus
on
the
parking
permit
program.

think
the
changes
that
we
recommended
last
time
are
included,
but
let's
just

it

all

community
goal
and
result

2022
city
council,
meeting
survey,
results
were
shared
and
the
committee
thought
staff
requested
feedback,
and
this

committee,

staff,
requested
feedback
from
Council
on
their
three-part
plan
in
current
one
encourage
residents

clean
out
and
park
in
garages
to
improve
street
parking
capacity,
to
implement
a
residential
street
sweeping
program
with
enforcement
and
three.
If
one
and
two
were
not
sufficient
to
implement,
then
a
residential
parking
permit
program.

the
cssc
was
directed
to
Ken
by
Council
to
focus
on
residential
parking
permit
program
to
be
brought
back
to
council.

tried
the
other
things
and
while
at
that
time
the
the

Last
Resort
step
in
our

recommendation
was
a
parking
program
at
this
point
in
time,
without
trying
the
other
items
that
we
had
recommended.

solution
is
that
we
put
this
in
the
context
of
what
our
original
recommendation
was,
which
was
the
six
point
plan
or
the
multi-point
plan,
and
rather
than
just
saying,

parking
permit

work
