The City of Brisbane held a Scoping Meeting on June 30, 2022 at 7:00 pm to solicit input from the public and agencies on specific topics they believe should be addressed in the Environmental Impact Report (EIR) for the Guadalupe Quarry Annexation and General Plan/Zoning Amendment Project. project
includes
the
closure
and
reclamation
of
the
guadalupe
quarry.

include

annexation
of
approximately
59
acres
into
the
city
limits
of
brisbane.

brief

going
to
start
off
with
the
purpose
of
the
scoping
session
and
then
we'll
talk
about
the
proposed
project.

is
being
proposed.

On
the
right
hand,
side

project
site
is
located
in
what
is
currently
unincorporated
san
mateo
county
within
the
city
of
brisbane's
sphere
of
influence.
The
project
site
is
a
total
of
146
acres
and
includes
the
existing
guadalupe
bay
quarry.

it

The
city
is
considering
an
application
to
annex
approximately
59
acres
into
the
city
of
brisbane's
city
limits
and
amend
the
city's
general
plan
and
zoning
code
for
that
59-acre
site.
The
project
would
include
closure
and
reclamation
of
the
existing
quarry.

But
it's
important
to
point
out
that
what
we're
reviewing
now
is
the
land
use,
the
the
general
plan
and
zoning
change
the
proposed
project.
The
current
proposed
project
does
not
include
development
of
the
site
or
any
facilities
on
the
site.
A
future
design
permit
and
environmental
review
would
be
required
for
any
future
development.

that
the
sql
evaluation
process
or
the
eir
evaluation,
it
begins
with
identifying
the
baseline
conditions
we
care
about.
What
is
the
current
condition
on
site,
as
well
as
cumulative
environmental
conditions,
we're
next
going
to
define
a
set
of
significance,
thresholds
for
each
environmental
resource
topic,
and
then
we
would
conduct
our
environmental
analyses
to
measure
the
change
between
the
baseline
conditions
and
conditions
during
and
after
implementation
of
the
project
and
then
make
a
a
a
finding
on
how
it
relates
to
that
significance.

apprenticeship
program,
construction
apprentice.
Apprenticeship
programs
are
a
proven
escalator
to
the
middle
of
middle
class
training,
tens
of
thousands
of
california
residents
every
year
at
no
cost
attack,
no
cost
of
taxpayers.
Joint
or
labor
management
programs
train
92
percent
of
california
construction
apprentices.

Apprenticeship
programs
grow
wages,
a
majority
of
apprentices
and
graduates
earn
a
living
wage
while
seeing
a
career
earnings
boost
of
nearly
of
a
quarter
of
a
million
dollars.
Apprenticeship
programs
success
depends
on
securing
work
opportunity
without
work
opportunities.
Apprentices
are
likely
to
leave
the
industry
for
lower
paying
careers.

the

sure

wouldn't
even
have

I
hadn't
written
to

I
have
a
lot
of
things.
So
I
don't
know
three
minutes
is
going

be
enough,
but
if
you
want
me
to
dial
back

like
five

I
will
but
the
first
thing
that
I'm
seriously
concerned
about
is
the
fragmentation
of
the
aquatic
habitat
all
along
quarry
road
and
all
along
south
hill
drive.

There
are
already
the
aquatic
habitat
along
quarry.
Road
has
been
severely
impacted
by
the
changes
made
in
the
quarry
over
the
last
couple
of
years,
where
they've
diverted
water
from
the
normal
channel
that
it
used
to
go
in
and
down
the
storm
drain
and
flood
our
plane
at
the
base
of
al
canyon
to
undergrounding
it
somewhere
and
diverting
it.
So
I
am
extremely
concerned
about
that,
especially
when
water
has
become
such
a
precious
resource.

There
used
to
be
a
large
sedimentation
pond
right
at
the
gates
to
the
quarry
that
would
have
hosted
a
huge,
coarse
frog
population
that
would
also
drain
down
into
the
drainage
ditch
that
runs
along
quarry
road.
I
am
extremely
concerned
with
that,
and
that
brings
me
to
the
part
of
being
very
concerned
about
the
the
exit
road
going
down
through
the
dolby
property,
also
because
that
crosses
another
waterway
culvert,
where
there
have
we,
where
we
have
had
frog
habitat
that
we
actually
did
restoration
on
on
my
birthday
several
years
ago.

So
I
know
that
this
is
this.
The
water
is
a
huge
deal.
The
quarry
is
a
huge
water
catchment
over
the
years
and
I'm
I'm
very
concerned
about
that.
The
reconfiguration
of
corey
road
to
allow
the
planned
use
of
having
trucks
and
machinery
is
of
extreme
concern,
because
both
al
canyon
and
buckeye
canyon
have
extremely
sensitive
habitats
that
we've
worked
really
hard
over
the
years
to
preserve
and
try
to.

They
would
be
allowed
to
build
three
warehouse
where
light
industrial
warehouses
of
the
nature
similar
to
what
is
in
crocker
industrial
park,
and
it
would
become
part
of
proper
industrial
park,
not
a
special
zoning
district,
like
is
being
proposed
now.
I
I'm
very
concerned
about
the
amount
of
light
pollution
coming
from
the
this.
This
quarry
with
not
just
truck
traffic,
but
also
traffic
of
the
people
who
would
be
working
there
and
a
large
parking
facility,
the
upper
benches
of
the
quarry.

I
wouldn't
characterize
it
as
undeveloped,
hillside
land,
it's
more
like
undeveloped,
hillside
cliffs,
where
it
has.
You
know,
90
foot
benches
where
it
has
been
quarried,
but
the
amount
of
light
pollution
coming
from
the
operation.

will
definitely
have
an
impact
on
the
endangered
san
bruno
elephant
that
makes
its
home
along
the
upper
benches
and
around
the
quarry.

The
part
of
the
quarry
that
is
being
quote
unquote,
donated
to
open
space
to
the
parks
is
actually
really
well.
It's
valuable.
It
is,
and
especially
for
the
san
bruno
elephant.
It
is
really
dangerous
area
and
the
reclamation
that
was
supposed
to
be
done
there
with
the
agreement
when
they
closed
the
quarry,
I
don't
think
is
going
to
be
done
and
that's
of
great
concern,
and
then
I
am
also
concerned
because
there
is
a
lot
of
new
information
since
the
last
eir
was
done
on
this
property
in
2005..

The
the
land
that
they're
proposing
to
develop
has
been
reconfigured
since
that
time,
with
the
dirt
they've
brought
in
with
some
additional
native
rock
being
taken
with
the
recycling
operations
that
they've
done,
they
buried
equipment
under
that
dirt,
completely
reconfigured
it,
and
so
I
want
to
make
sure
that
it
is
that
the
reclamation
is
done
properly
on
all
fronts,
so
I
don't
want
them
to
just
rubber
stamp.
What
was
done
in
2005..

These
three
things
should
also
be
basic
labor
standards,
which
are
one
the
use
of
apprenticeship
programs,
two
health
care
for
all
workers
and
three,
which
is
local
higher
as
more
and
more
of
our
construction
workers
and
and
workers
as
well,
which
we
just
heard
are
forced
into
super
long
commutes.
I
believe
local
higher
policies
can
help
bring
stability
to
families
and
the
community.

Ensuring
workers
can
spend
their
quality
time
with
their
families
and
participate
in
civic
and
community
life
instead
of
spending
hours
in
traffic,
as
we
just
heard
also
as
the
state
and
local
communities
look
to
reduce
carbon
emissions,
local
hires
should
be
part
of
any
green
or
sustainable
construction
strategy.
Now
I
would
slap
a
platinum
plaque
on
any
building
or
a
job
and
quarry
that
hires
local
construction
workers
to
do
that
kind
of
work
when
it
comes
to
health
care.

Construction
workers,
particularly
those
who
are
not
represented
by
a
union,
are
more
likely
to
lack
health
care
and
rely
on
government
safety.
Net
programs
depleting
what
is
already
overburdened,
so
policies
that
require
contractors
to
offer
their
workers.
Healthcare
will
raise
standards
in
the
construction
industry,
while
also
ensuring
that
employers
who
do
offer
healthcare
can
compete
on
a
level
playing
field
and
also
when
it
comes
to
our
apprenticeship
programs.
We
have
the
best
training
facilities
in
the
world.

development

residential

now

development
that
will
cause
even
more
noise

pollution?

then
we
are
already
dealing
with,
especially
since
the
community
already
let
their
feelings
be
known
against
development
of

quarry.

I

second
very
heartily

concerned
that
with
the
hcp
and
with
the
idea
of
giving
area
back
to
the
city,
as
we've
known

past

often
the
area

we
looks
to
be
reclaimed.

never
actually
really
happens.

area

butterfly
and

fauna-

concerned

the

bruno.
Mountain
watch,
he's
written
numerous
books

the
mountain
and
he
was
there
fighting
from
the
very
beginning
to
keep
from
them
from
shaving
the
top
off
the
mountain.
So
I
want
to
introduce
david
schooley
for
his
feedback
about
the
project.

the
vision
for
that
quarry
that
could
be
done
besides
some
sort
of
use-
and
there,
for
example,
is
a
sort
of
famous
quarry
turned
into
a
botanical
garden
in
canada?
There's
another
one
in
berkeley.
That
is
well
known,
a
very
beautiful
canyon,
because
everybody
ought
to
go
visit
compared
to
what
the
future
of
the
quarry
is.
Now
the
quarry
right
next
to
one
of
the
most
critical
habitat
exploration,
which
is
buckeye
and
all
canyon.
I
And
again
it
was
mentioned
about
the
elephant
in
the
upper
parts
of
the
canyons,
which
we
should
all
remember
that
this
habitat
this
creature
doubled
the
rare
and
endangered
species
on
the
quarry.
It's
like
an
inside
outside
feeling
about
all
of
us.
The
quarry
is
a
disaster,
but
here
a
rare
species
and
the
shady
moist
areas
of
the
quarry
became
something
an
advance
of
a
rare
and
troubled
activity.

I
came
in
late
to
the
call,
but
it
is
a
big
concern
of
mine
when
I
read
about
development
of
the
quarry
only
because
I've
lived
at
altamar,
which
is
on
the
ridge,
but
as
long
as
merrell
has
about
22
years.
It's
been
a
long
time
original
owner
and
the
noise
and
the
excessive
lights
and
everything
that
comes
with
added
population
is
disruptive.

Now,
on
the
one
hand,
I
think
you
know
I'm
very
glad
that
brisbane
allowed
the
ridge
to
be
developed-
or
I
wouldn't
be
here,
but
the
quarry
is,
I
think,
sacred
land
in
the
it's.
If
it
would
just
be
left
to
regenerate
itself
and
go
back
to
the
way
it
was.
Who
knows
what
that
was?
But
I
could
I
look
out
on
the
quarry
right
now
and
I
see
growth,
and
I
see
I
see
beauty
and
if
the
quarry
could
just
be
returned
to
its
natural
state.
I
think
that
would
be
beautiful.

when
I,

I
complain
and
believe
me,
I'm
very
vocal,
with
complaint
of
noise
from
proper
businesses
and
excessive
traffic
and
semi
trucks
parked
on
valley
turning
valley
into
a
one
lane
very
busy
street,
including
trucks.
The
the
level
of
governing
requirements
is
very
subjective
in
brisbane.

know
that
this
meeting
isn't
about
whether
or
not
we're
going
to
let
someone
develop
in
the
quarry
so
I'll.
Try
to
keep
my
comments
to
things
that
I'm
concerned
about
for
the
environmental
impact
review,
one
of
the
things
that
I'm
extremely
concerned
about
and
was
concerned
about
in
2006
when
we
defeated
the
no
quarry
housing
initiative.

Measure
b
is
the
rockfall
from
the
upper
benches
of
the
quarry,
in
particular
during
an
earthquake,
and
I
worked
at
150
chestnut
street
at
the
base
of
telegraph
hill
during
the
1989
loma
prieta
quirk-
and
I
don't
know
if
you're
familiar
with
that,
but
that
side
of
telegraph
hill
was
the
old
quarry
by
the
gray
brothers,
where
they
quarried
a
tremendous
amount
of
rock
and
at
that
time,
where
park
telegraph
is
now
was
just
a
big
hole
in
the
ground.
Where.

The
you
know
how
it
looks
and
everything
else,
so
I
am
really
concerned
about
that
with
the
truck
traffic
on
quarry
road.
Let's
talk
about
quarry
road
for
a
minute.
You
know
I
grew
up
here
and
the
quarry
trucks
used
to
come
down
quarry
road
at
a
high
rate
of
speed
and
come
in
through
brisbane
onto
san
francisco
street
and
make
the
turn
onto
visitation
and
scatter
gravel
everywhere
and
never
stop
at
the
stop.

I'm
also
concerned
with
animal
migration,
and
I
don't
just
mean
the
butterflies,
but
I
mean
like
coyote
and
fox
and
rabbit
and
other
animals
that
are
indigenous
to
san
bruno
mountain
and
and
cross
over
quarry
road
and
come
through
the
industrial
park
and
out
to
you,
know
the
bay
and
the
bay
lands.
And
yes,
they
still
do
that,
and
this
is
going
to
further
constrain
their
migration
and
also
further
disrupt
their
life
cycle.

With
the
amount
of
truck
traffic
and
light
pollution-
and
I
mean
light
pollution-
isn't
just
about-
oh,
I
want
to
see
some
pretty
stars.
It's
way
more
complicated
than
that
it.
It
interferes
with
migration
patterns
of
birds
and
insects
and
other
animals,
and
constantly
having
trucks
coming
in
and
out
of
brisbane
the
amount
of
traffic.

Who
knows
when
that
will
be
5
years
10
years
20
years.
But
how
long
will
this
facility
be
here,
5,
10,
20,
30,
40
years
I'll
be
gone
by
then,
but
our
children
won't
and
is
this
what
you
want
for
the
future
for
spain
for
this
being
a
freight
forwarding
facility?
It's
it's!
It's
kind
of
a
long
ways
from
the
freeway
and
kind
of
a
long
ways
from,
and
then
it's
the
last
mile
delivery.

So
that's
what
we
really
need
to
look
at
when
we
look
at
the
scope
of
this
project,
and
I
cannot
stress
that
enough,
not
just
the
misery
of
the
people
who
live
here
and
we're
going
to
have
a
lot
of
misery
coming
towards
us.

climate
change
and
development
and
development
pressure
and
high
speed
rail
in
the
bay
lands.

the
quarry
has
already
been
zoned
for
light
industrial,
commercial
and
yeah.
I
also
understand,
while
we
go
through
the
process
of
evaluating
you
know,
lighting

other
things
that
could
be
mitigated
and
I'm
sure
they
would
would
be.
The
one
concern
I
would
have
is
that
would
there
be
funding
for
ongoing
invasive
species,
removal
through
the
hcp
or
is
that
not
within
that
area?.

property
is
within
the
hcp
area.
It's
currently
an
unplanned
parcel
and
would
need
to
be
converted
to
a
planned
parcel
and
whatever
conditions
are
imposed,
as
part
of
that
could
include
payment
of
fees
on
an
ongoing
basis.
That's
been
done
in
other
projects,
notably
the
the
latest
project
up
in
the
northeast
ridge
and
other
properties
that
develop
in
the
acres.
