executive
matter,

decided

process
for
Wednesday
is
that
this
paper
will
go
to
cabinet
first

subject

views

full
council
at
the
following
meeting.
The
reconvene
cabinet
taking
place
after
cabinet
will
actually
make
a
final
decision
as
to
whether
or
not
to
proceed
with
the
scheme,
so
the
recommendation
so
effectively
full
council
is
scrutinizing
the
decision
of
cabinet
before
the
final
decision
is
made.

recommendations
are
set
out
in
the
papers

you
and
it's
basically
to
agree
to
proceed
with
the
devolution
deal
as
set
out
in
the
governance
scheme
and
the
issue
that
we
need
to
be
clear
about
for
Wednesday's.
This
is
a
deal
as
a
whole,
so
so
it
cannot
be
disaggregated
in
any
way.
It's
the
whole
scheme
on
or
nothing
but
I
know
Patricia
will
want
to
say
more
on
that.
So
what
cabinet
is
looking
to
do
is
to
agree
to
proceed
with
the
devolution.

are
set
out
in
the
governance
scheme
to
note
the
devolution
agreement,
which
Chris
and
Patricia
will
take
you
through
to
consider
the
governance
review
and
to
confirm
that
America
combined
Authority
is
the
best
approach
based
on
the
evidence,
and
that
would
actually
improve
the
exercise
of
statutory
functions
in
relation
to
the
area
and
secure
the
offer
within
the
devolution
agreement.
And
that's
the
legal
test
that
has
to
be
met.

Recommendation
4
is
that
the
proposed
governance
scheme
for
the
Meryl
or
thought
combined
authority
is
actually
published
for
public
consultation
under
Section
109
of
the
2009
Act,
and
that
that
is
the
scheme.
The
the
results
of
that
consultation
will
then
go
forward
to
the
Secretary
of
State
for
his
consideration.

all
we're
doing
is
launching
the
consultation
in
readiness
for
the
the
Secretary
of
State
to
consider
that
again
in
the
recommendations,
it's
asking
for
the
city
director
to
submit
to
the
Secretary
of
State
the
governance
scheme,
consultation
responses
and
any
further
consultation
responses
that
we
as
a
council
would
like
to
make
in
our
own
right.
What
that
also
means
is
that
individual
parts
of
the
care,
so
different
groups
can
also
make
consultation
responses,
but
obviously
we
as
a
council
will
make
our
own
full
response
as
well.

high

am
conscious
that
I

everybody

some
of
the

So
we
can
cover

of
the
detail
in
questions,
but
basically
only
evolution.
Agreement
I'm
on
the
devolution
agreement,
which
starts
on
page
and
that's
the
one
I
haven't
noted
what
page
it
starts
on

okay.

the
devolution
agreement
is
the
the
if
you
like,
the
original
offer,
which
came
from
from
government,
and
the
aim
of
this
Agreement
is
to
bring
resources
and
powers
together
in
a
way
to
address
the
challenges
of
the
area.
So
the
challenges
which
we
identified
using
the
evidence,
base
issues
around
congestion
issues
around
housing,
availability,
affordability,
skills
and
bringing
them
together
in
a
way
to
and
bringing
the
powers
together
in
a
way
which
addresses
our
areas
problems.

There
is
also
a
range
of
powers
around
housing
and
planning
and
transport
to
enable
us
to
better
have
the
control
to
deliver
our
joint
spatial
plan
and
drink
transport
plan
to
tackle
areas
needs
there's
also
the
potential
of
new
revenue
streams
in
the
form
of
a
supplementary
business
rate,
and
should
that
should
the
lab.
This
needs
to
be
agreed
with
the
blackboard
and
the
business
community,
but
there
could
be
an
additional
2%
business
rate
if
agreed.

addition,
there's
no
powers
over
existing
money,
so
I've
already
talked
about
powers
over
transporting
skills
and
that
fundamentally,
decisions
which
would
take
currently
taken
in
Whitehall
will
be
transferred
to
be
taken
in
the
region.
There's
protection
for
existing
city
deal
funds.
Then
your
money
will
be
on
top
of
the
existing
money
and.

We
have
you'll
see
in
the
papers,
there
has
been
a
risk
assessment
of
potential
risks,
but
also
this
mitigations
against
those
those
risks.
So
that's
the
the
high-level
devolution
agreement
shall
I
roll
on
and
cover
the
governance
review
and
the
scheme
chair
and
then
we'll
pause
there.
So
the
government's
review-
and
this
starts
on
page
and
I'm,
looking
to
my
team.

Fundamentally,

so
fundamentally
the
governance
review.
This
governance
review
is
is
required
by
legislation
passed
in
2009
and
amended
by
the
2016
cities
and
local
government
devolution
Act
to
demonstrate
two
things.
First,
the
geography
of
the
review
area
operates
as
a
functional
economic
market
area
and,
second
that
the
government's
Arrangements
proposed
will
lead
to
more
efficient
delivery
of
the
measures
to
improve
the
economic
performance
and
transport
systems
in
the
area.
C
So
I'm,
first
for
looking
at
the
functional
economic
market
area,
there's
no
instant
definition
of
a
functional
economic
market
area,
but
strongest
indications
are
that
there's
a
self-contained
labor
market.
And
then,
when
you
look
at
the
area,
you
can
see
that
81%
of
the
populations
living
in
the
the
three
authorities
also
work
there,
which
basically
indicates
that
you've
got
a
strong
functional
economic
market
area.
You
look
at
the
current
governance
arrangements,
which
are
are
complex.
C
The
mix
of
formal
and
informal
decision-making,
and
many
of
you
have
have
challenged
some
of
the
accountability
arrangements.
So
it's
it's
a
system,
that's
grown
organically
and
is
a
system
which
can
be
improved
upon.
So
the
paper
basically
sets
out
that
the
finding
is
that
the
most
efficient
arrangement
to
provide
transparency,
efficiency
and
accountability,
particularly
when
taking
into
account
the
need
to
deliver
on
new
powers
and
new
financial
controls,
would
be
a
combined
authority
with
with
a
metro
mayor.

I'm
going
to
conduct
and
bring
in
some
of
the
others.
First
of
all,
on
the
pages
we've
just
been
looking
at
the
copies
we've
got
and
we
can't
see
missing
pages,
but
we'll
look
into
that
and
we'll
come
back

you

just
make
sure
it's
it's
everything
that's
gone
out,
and
everyone
else
has
the
pages,
but
we've
certainly
got
them
on
the
versions
that
we've
got
in
front
of
us
and
others
are
nodding
as
well,
so
we'll
make
sure
you've
got
a
full

the
risk
assessment.

risk
assessment
is
set
out
in
the
paperwork.
What
we're
saying
is
it's.
The
deal
as
a
whole
has
to
be
accepted
as
a
whole.
We
cannot
take
out
separate
elements.
What
what
we
have
agreed
with
the
Lord
Mayor's,
that
any
comments
that
for
counsel
wish
to
make
that
they
wish
cabinet
to
be
aware
of,
then
those
can
be
taken
forward
as
part
of
cabinet's
decision
making,
process
and
representations
can
be
made.
But
in
terms
of
accepting
the
deal,
the
deal
comes
as
a
whole.

The
the
way
the
West
immigrant
Partnership,
used
to
work
up
until
probably
the
end
of
2011
beginning
of
2012,
was
that
it
had
as
the
middle
option
I
believe
on.
Your
three
options
shows
it
had
the
the
executive
members
of
the
relevant
for
the
relevant
compared
cabinet
places
sitting
on
a
sitting
on
a
partnership
board
and
I
have
to
say
that
it
was
pretty
robust.
We
we
had
a
mountains
of
papers,
I
remember,
but
we
actually
got
the
business
done.
There
was
no.
There
was
no
great.
H

The
personnel
changed,
certainly
in
the
two
and
a
half
years,
I
was
there,
but
nevertheless
it
kept
working
well,
the
officers
were
extremely
dedicated
and
we
had
we
had
some
very,
very
large
projects
and
very
large
strategies
and
policies
which
developed
and
to
sort
of
dismiss
it,
as
rather
cranky
as
I
think
that
expression.
That
second
piece
does
is
a
reflection
of
where
it
became
after
that
time,
when
resources
were
taken
from
it,
and
the
offices
were
deeply
aware
that
those
resources
were
going
and
regretted
it,
and
it
became
a
shadow
of
its
former
self.

The
first
options
can
be
covered
by
the
DEP,
but
somehow
or
other
additional
officer
facilities
are
going
to
need
to
be
found
to
manage
the
proposal,
and
that
the
moment
we
all
know
the
reason
that
the
Western
in
the
partnership
board
fell
over
was
because
officer
resources
were
withdrawn
and
I'm
I'm
very
concerned
about
that
extremely
effective
organization,
not
being
given
its
full
credit
and
a
model
being
found
that
wasn't
rather
more
similar
to
that.
Rather
than
imposing
another
layer
of
of
control.
In
order
to
make
the
governance
look
right.

So
a
different
type
of
governance
arrangement
is
what
we
were
looking
for
and
look
and
the
options
that
are
currently
available
include
combined
Authority
and
mayoral
combined
Authority,
and
it
was
felt
that
the
mayoral
combined
Authority
would
produce
the
level
of
integration.
The
level
of
support
of
accountability
and
efficiency
of
decision-making,
which
would
improve
the
current
arrangements,
we're
not
necessarily
saying
that
current
arrangements
are
fundamentally
flawed,
but
they
could
be
improved
and
we
are
suggesting
that
their
improvements
will
best
be
done
by
and
they
are
combined
Authority.

I
was
also
involved
with
the
West
of
England
and
actly
that
particular
Authority
refills,
who
didn't
always
play
awkward.
We
actually
got
a
lot
of
things
done
and
actually,
in
terms
of
transport
funding,
we
got
rather
more
than
30
million
30
million
pounds
a
year
coming
in
then
exactly
proposed
here.
I
had
a
couple
of
things
that
actually
come
up,
I'm
extremely
concerned,
because
certainly
the
previous
mayor
and
offices
when
the
present
mayor
wasn't
here
I
seem
to
indicate
that
the
bus
franchise
would
not
be
fully
followed
through.

Quite
frankly,
this
is
what
we
would
be
pretending
to
vote
for
this
for
mister
bus
franchising
and,
if
that's
not
clear
that
that's
actually
gonna
happen,
then
the
be
a
major
problem
as
far
as
we're
concerned,
I
think
also
the
reason
why
well
certainly
I
thought
I'd
agreement
actually
that
the
concern
about
the
way
this
is
actually
being
treated.
We
have
people
from
all
authorities
saying:
yes,
we
want
to
work
together.
We
had
a
model
that
was
working
pretty
well
before,
but
now
we've
actually
already
lost
one
partner
because
of
the
Metro
mayor
thing.

This
deal
because
they're
told
you've
either
got
to
vote
100%
for
this
or
get
nothing
which
isn't
normally
the
way
that
negotiations,
if
you
vote
for
it,
they're
voting
for
it
with
a
heavy
heart,
and
that
really
is
not
the
right
to
start
off
a
cooperation
and
a
proper
partnership.
So
I
am
extremely
concerned
about
the
way
this
is
acting.
You
put
forward
also
dislike
the
query:
the
30
million
pounds
for
30
years.
There
are
any
review
periods
in
that,
so.

Well,
I
think
the
answer
to
that
is
that
it's
going
to
it
will
be
available
if
the
bus
services
bill
is
finalized
and
become
its
place
on
statute
at
the
moment,
we're
relying
on
the
bus
services
bill.
We
don't
know
quite
what
that
will
say
able,
but
you
know
that
power
will
be
available
to
the
combined
authority
to
implement.
Hopefully,
if
the
bus
services
bill
goes
through,
so
I
think
you
know.
That
is
something
we
don't
have
control
over
at
the
moment,
but
would
be
something
that
we
could
have
control
over
subject
to
the
legislation.

This
is
like
tag-teaming
just
a
comment:
I
understand
that
franchising
is
included
in
the
bus
services
bill,
but
because
it
is
included
in
our
devolution
agreement
that
will
anticipate
the
provisions
of
the
bus
services
bill,
and
so
we
can
access
that
ahead
of
that
piece
of
legislation.
What
the
reason
why
we
include
energizing
in
the
devolution
agreement?
E
My
understanding
is
that
in
this
area
we
have
rising
passenger
numbers
and
so
the
need
for
a,
but
why
it's
so
urgent
as
it
is
in
other
areas,
but
it
is
a
negotiating
tool.
If
we
have
the
power,
then
we
can
use
it
if
we
are
not
getting
what
we
want
from
the
bus
companies
in
any
other
way.
So
it's
there
as
a
bargaining
tool
as
much
as
anything,
but
we're
not
has
yet,
which
is
why
we've
asked
for
the
power
in
the
first
place
now
to
come
on
to
the
they.

So
not
just
have
you
done
something,
but
what
you've
done
has
it?
The
positive
impacts
that
you
said
you
were
going
to
try
to
achieve
in
terms
of
economic
growth
in
terms
of
social
developments,
especially
tackling
inequalities,
and
also
in
in
terms
of
mental
enhancement,
to
make
that
economic,
the
edge
of
damaging
the
quality
of
life,
which
is
one
of
the
key
bonuses
of
living
in
this
area.

So,
yes,
there
will
be
Gateway
reviews,
but
we
are
making
sure
that
the
we
are
going
to
make
proper
use
of
the
investment
by
thoroughly
assessing
their
likely
impact
ahead
of
making
the
investments.
That's
why
we
are
producing
an
economic
model
which
will
be
able
to
tell
us
what
will
be
the
impact
of
particular
investments
in
terms
of
their
economic,
environmental
and
social
impacts.

To
tender
for
organizations
to
juice
the
economic
model,
which
will
take
least
six
months
to
develop,
and
we
will
be
going
ahead
with
that
procurement
as
soon
as
the
authorities
have
made
it
this
week.
So
now
we
don't
have
them
yet
we'll
have
them
in
place
in
time
for
the
investment
money
to
start
rolling
in.

And
three
comments,
like
my
question:
my
heart
depends
or
a
rather
than
you,
because
I've
asked
you
already,
which
is
about
the
the
money
for
the
transport
must
be
one
way
which
is
in
the
chords
and
the
four
nine
million
different

might
be
felt
a
lot
from
what
Gary
was
saying
about

things
like
metrobus.
It
turned
in
another

the

we've
been
doing
over
the
last
three
or
four
years.

of
schemes
are
of
a
great
scale,
but
this
is
the
start
of
a
bigger
conversation
with
government
in
relation
to
the
evolution.
We've
seen,
other
authorities
combined
authorities
around
the
country
start
at
a
position
and
then
build
upon
it.
Secondly,
what
we
need
to
do
would
be
able
to
take
that
envelope
of
funding
and
see
that
we
are
able
to
use
it
possibly
to
borrow
against
other
local
authority
or
the
combined
authorities
around
the
country.
Have
it
created
funds
off
the
back
of
that
as
an
investment
stream,
so
what
I
mean
by
that?

Sometimes
they
brought
them
together
and
created
revolving
funds
or
leverage
that
fund
with
other
investment,
to
create
more
delivery
capacity.
It's
a
start.
My
advice
is,
we
need
its
where
governments
conversation
is
towards
us
and
there
aren't
many
other
avenues
in
this
period
of
constrained
resources
to
have
a
wider
conversation.

I
think
just
to
add
to
that.
Patricia
can
confirm
this,
but
I
think
if
we
take
Manchester
as
an
example,
I
think
is
it
their
fourth
or
fifth
tranche
and
of
devolution
six
billion
pounds
it's
available
for
projects
and
has
been
used
for
projects.
So
actually
this
isn't
the
bank,
the
30
lots
of
30
million,
it's
actually
about
the
potential
bills
that
could
follow
on
afterwards.
That
has
to
be
what,
as
an
authority
and
as
a
region,
work
we're
aiming
for.

Prime
Minister
absolutely,
but
we
left
all
those
uncertainties.
We
would
never
put
forward
any
proposal
at
all.
So
actually,
this
is
about
assuming
other
things
remain
equal
and
moving
forward
and
I.
Think
that's
that's
where
we've
it
is.
The
only
show
that's
available
for
for
capital
funding
for
major
infrastructure
projects,
and
that's
why
to
me.
This
is
the
only
way
we
can
move
forward
because
it's
all
it's
on
offer
to
us
at
the
moment.
In
spite
all
the
things
that
might
not
be
as
perfect
as
we
would
like
them
to
be,
and.

three

again
I'm

heard
them
all
before
the
first
one
is.
It
is
the
scheme's
simply
being
about
economic
growth
and
you've
talked
in
some
of
the

about
good

Protection

view

vital-
that
Environmental
Protection
and

devolution

on
that
being
absolutely

coming

us

and
hold
the

for
that

a
monitoring
officer
for
the
combined
authority,
who
will
be
responsible
for
ensuring
that
the
scrutiny
arrangements
that
are
set
out
not
only
in
our
scheme
but
also
will
be
part
of
a
statutory
order
that
DC
LG
is
about
to
lay
before
the
house,
and
so
there
will
be
legislative
backing
for
the
scrutiny
arrangements.
There
is
dedicated
resource
within
the
combined
authority.

legislation
for
the
authorities
sets
out
a
minimum
number
of
direct
employees
of
the
combined
authority,
and
one
of
these
is
a
scrutiny
officer,
so
there
will
be
some
dedicated
resource
in
a
way
that
there
currently
is
not.
So
is
that
just
one
minute,
sorry
just
chronic
scrutiny
as
a
minimum?
Yes,
yes,
that's.

I
Infrastructure
needs
to
be
funded
and
a
lot
of
that
funding
is
planned
to
come
through,
come
via
pension
fund
infrastructure
investment,
a
lot
of
people
that
want
to
access
that
funding.
Don't
appreciate
that
actually
is
very
difficult
to
do
that,
but
I
wonder
whether
there's
anything
in
here
that
actually
facilitates
accessing
that
funding
or
would
borrow
access
as
ultimately,
we
really
just
want
to
get
our
hands
to
money.
To
do
some
really
cool
stuff,
don't
weigh
or
sexy
staffing
firm.

understanding
of
the
National
Infrastructure
Commission
is
that
loredana's
receives
it
from
the
Treasury
in
relation
areas
of
inquiry
to
progress.
The
economy's
growth
in
what
I
would
call
a
pan
regional
manner,
so
whether
that
is
transport
across
the
north,
liver
filter,
hole
or
whether
that's
the
rollout
of
5g
connectivity
have
been
the

90,000

homes

region,

likely

sense

not
to
just
keep
building
on
the
edge
of
Bristol
but
to
have
maybe
some
more
regional
hubs,

with
proper
connectivity
on
transport
networks.

will
keep
people
off
the
road
because
the
rates
are
going
to
be.

we're
trying
to
achieve
through
the
devolution
agreement-

it's
true

mayor
will
have
the
ability

plans

waters

Warfield
won't
get
the
kind
of
early
stages
help
that
we
nee
were
going
to
need
because
we're
really
struggling
with
the
amount
of
traffic
we
get
because
understandably
they're
going
to
have
to
prioritize
Henry
and
Brennan
tree.
But
that's
not
the
if
that
reaches
clogged
up.

all
know
that
if
there
are
two
routes
into
a
city,

if
one
of
them
is
blocked,

other
one

They're
not

wait

years
for

international
support

in

to
have

to

pound

grant

Heritage
Lottery

have
that
gap
and
there
are
cameras.

it's
our
view
that
six
hundred
thousand
pound
a
grant
to

will
be

grant

repairable

promissory
note,

will
see
them
over
the
gap

to

break
to
secure,

we
fund

amount,
perhaps
from
overseas
donations.

the
biggest
project
is
the
Colston
Hall,
and
the
proposal
here
is
that
we
take
what
is
currently
10
million
pounds
sitting
in
our
capital
program,
tier
2,
and
that
we
make
we're
at
least
1.6
million
of
that
say,
tier
to
10
million
pound
allocation
that
others
shouldn't
cost
and
hole
to
draw
down.
There's
some
of
400
nearly
500,000
from
the
Arts
Council,
which
is
in
itself
part
one
over
ten
million
pound
allocation.

The
Arts
Council
have
made
to
their
project
that
allows
us
to
move
to
our
IBA
stage
three
and
a
planning
application
for
what
is
a
major
major
project.
Now
there
are
a
series
of
risks
with
the
project
cost
and
all
not
least,
of
all
the
Bristol
music
trusts
ability
to
raise
all
the
additional
funding.
However,
ongoing
conversations
have
a
meant
that
they
have
shared
with
us
their
funding
strategy
and
that
there
is
a
degree
of
confidence
that
we
can
collectively
get
to
the
fifty
million
pound
target
that
they
have.

Now
that
will
be
subject
to
your
further
report
to
cabinet
in
May
next
year
and
we're
a
final
decision
as
to
how
we
go
forward
with
the
project
can
be
taken
now
in
the
short
term.

do
nothing
option
on
Colston
Hall
would
would
give
the
City
Council
a
liability
of
something
like
a
9.5
million
pounds
and
we
already
hired
phase
1
funding
for
the
staircase
and
for
a
part
of
the
development
that
money.

that
would
be
returnable
to
the
Arts
Council
and
we
currently
have
a
2.5
million
parent
maintenance
liability
on
the
whole
and
we
will
need
to
do
something
with
the
whole

as
a
matter
of
urgency.

coming
to
the
end
of
its
a
usable
life,
and
so
that's
the
kinetic
technical
background
in
terms
of
faith
finance
and,
if
that's
less
than
clear,
I'm
happy
to
try
to
dig
these
all
out.

lot
of

council
has
hired

agreement

council

compensation

hall

funded

for

including
predominantly
a
music
in
education
and
some
of
the
the
broader
programs
of

trust,

opposed
to
the
running

hall,

subsidy,

quite
it's
a
legal
mechanism.

intention
is
to
move
the
trust
to

fifty

developing

want
to
see

the

plan

take

the

nicety
between
the
two,

approach

taking

something
we
have
discussed

France
over
the
last
day
and
a
syriza
meeting
since
March

recognition

a
very
strong
word
to
use
in
this

if
there
isn't
assurance
from
you
that
that
lease
would
be
renegotiated

place

a
back-to-back
arrangement,
so
that
there
was
no
gap
and
we
know
what
happens
in
gap,
we
think.
