pressures,

committee
will

wary
of
commenting

we

developed

Bristol
wants

sector

look
like
the
skills
range
over
the
next
10
15
years.
So
the
emphasis
I
think
should
be
switched
from
running
a
procurement
process
and
anyone
can
come
and
bid
a
process
through
which
we've
lost
capacity
and
lost
some
of
our
own,
but
local
voluntary
sector
organisations.

whatever
comes
out
of
that
process
comes
out
of
it.
So
one
where
we're
much
more
intentional
about
making
our
grants
making
process
on
our
procurement
process
deliver
what
we
want
in
terms
of
our
local
voluntary
community
sector,
and
that,
in
terms
of
what
we
want,
is
about
how
big
we
need
it
to
be,
particularly
in
the
face
of
cuts
to
public
services.

range
we
needed
to
have
the
communities

need
to
be
represented
in
it
and

geographical
spread

expectation

organisations

abolish

access

new
proposals

in

report
to
cabinet.

schemes

to

working
together
throughout
Europe
and

would
point

effect

the
result
of
the
referendum,
we

still

bound

TTIP,

and
Tessa.

telling
us,
they
were
going
to
be
doing.

deals,
bilateral
trade
deals

would
suggest
to

that
we

the
back
foot
in
negotiating
them

formula

them,

good
news

municipalities.

Brussels
last
week
and

very
striking
was

there's

absolute
void
at
the
moment

word
we

from
one

veep,

EU
VP's,

that
the
vice-president's
was
that
there
is
no
playbook
for
where
we
are
and
of
us.

we
know,
there
was
not
a
a
brexit
plan,
so
our
argument
was-

our
suggestion
was
that
while
there
is
the
void
we
as
Bristol
and
the
West
of
England
can
step
into
that
void
with
some
very
solid
propositions
of
deals
that
could
be
struck,
one
between
Bristol
in
the
West
of
England
and
EU
itself.
Secondly,
between
Bristol
rest
of
England
and
other
countries,
and
to
embrace
the
rest
of
England
and
other
cities
and
city
regions.

we're
looking
at
the
impact
and
we're
looking
for
those
opportunities
for
Bristol,
so
we're
being
very
proactive
in
stepping
into
that
void
and
we're
not
waiting
for
whatever
comes
out
of
whatever
deals
do
or
do
not
take
place
over
the
coming
years.

would
say
to
that.
It's
very
important
for
me
that
when
we
think
about
economic
development,
we
don't
lazy
the
slide
down
into
trickle-down.
We
think
about
the
right
kind
of
economic
development,
one
that
does
not
compound
inequalities
and
make
the
city
more
unaffordable.

frustration,

think
there
are
many
people
who
are
really
tuned
into
what's
going
on,
I
think
the
future
of
the
country,
the
future,
the
city
and
city
region
should
not
be
left
to
politicians
alone
anyway.

passion
and
expertise,

lobbying
on
the
doors
of
politicians
and
the
leaders
of
our
major
institutions,

health
service,
our
universities,
businesses
and
so
forth,

think
that's

approach

criticize

administration's
and
I'll
take
that
on
the
chin.

change

the
leadership

changes

announced
already

is
obviously
welcomed
by
everyone
who
signs.
So
obviously,
there
have
been
improvements
and
there's
been
some
kind
of
response
to
the
feedback.

the
existing
scheme,

we

now
still
has
flaws,

not

don't

parking

mayor
around

wouldn't

that's
the

some

the
issues

run

under
the
former
leadership,
it
was
somewhat
mocking

times

kind
of
range
of
issues,
so
that
may
not
have
happened
if
there's
some
something
there
that
they
can
be
taken
out
off.

it's
a
very
high

You

high
threshold
to
actually
get
that

you
do
need
something
there.
So
that's
just
some
feedback
on
that.

people
basically
want

their
voice
heard,
so
that

schemes

of

main
things
I've
noticed
is
the
absence
of
single
lines.

it's

like
quite
a
kind

technical
thing

like

cares,
but
you've
got
it

other
city,
whether
it's
your

or
you
know
any
town
anywhere.

have
single
lines,
even
in
the
Bristol
central
area,
there

lines,

obviously
that
does
enable
people
to

evenings
and
weekends
for
the
evening
economy
and
for
residents
who
maybe
can't
actually
have
a
permit
or
they
just
come
into
the
city.
All
those
events
on
when
there's
a
sudden
surge
so
I
think
that's
something
to
me
makes
no
sense
and
that's
maybe
part
of
the
one-size-fits-all
issue.

like
such
and
housing
quickly,
because
I
know
with
the
hospital
they
are
proposing
to
take
down
housing
and
build
a
multi-story
car
park,
which
I
thought
was
quite
striking
and
I.
Do
wonder
if
the
council
has
engaged
with
the
with
the
NHS
trust
applicable
whether
things
can
be
done
to
accommodate
everybody.

so
that
that's
a
key
point,
though,
can
we
please
engage
with
them?
And
the
final
point
is
cities
with
lower
car
ownership
rates
typically
have
non-road
alternatives
and,
as
far
as
I'm
aware,
the
sonne
all
of
the
rail
network,
around
Bristol,
hasn't
changed
since
the
mid
sixties.
Since
the
Beeching
cuts
there's
changes
but
they're,
always
in
the
future,
so
X
is
open
to
stations.

You

you
very

for

this

and
the
approach
on
RP
said
is,
is
actually
the
approach
that
we've
kicked
into
train
now,
just
putting
a
design
in
place.
We
were
not
talking
about.

committed
to

extending

scheme
as
a
matter
of
kind
of
blanket
roll
out
unless
we
were
given
a
very
clear
and
explicit
ask
from
a
community
and
that's
that's
a
high
bar.

not
going
to
roll
them
back
because
of
our
concerns
about
their
potential
costs
of
doing
so,
and
in
fact,
in
many
ways
there
are
pluses
and
minuses
to
RP
says
we.
Wouldn't
we
my
position.
Our
position
was
that
we
weren't
saying
in
and
of
themselves
they
were
a
bad
thing,
but
the
way
you
do
something
matters
and
the
way
you
do
or
do
not
respond
to
local
communities
and
their
knowledge
and
their
experience
of
how
parking
works
in
their
areas
matters,
so
that
engagement
was
something
that
I
would
challenges.

Rather
than
some
of
the
missing
line
words.
Now
it
may
be
that
they
come
back
and
said
you
know
what
it's
working,
fine
everyone's
got
used
to
it,
but
if
that's
what
they
come
back
with,
then
that's
what
they
come
back

that
they

back
and
ask
for
some
some
changes,
but,
like
I
said
earlier,
we
want
them.
We
want
the
councillors
also
to
take
account
of
the
cost
of
what
they
were
asking
for,
because
we
have
a
very
challenging
financial
envelope.

shrinking
all
the
time
to
work
within

a
local
authority.
So
pleating
from
user
is
not
a
one-size-fits-all
approach,
maybe
in
terms
of
allowing
speech
for
the
other
cancers,
if

I

there

talk
about
Hospital
and
the
rel
Networks
I'd
love
to
see
our
rail
network
in
the
city
opened
up,
we'll
look
up
with
devolution
opportunities.
They're
not
all
allow
space
for
other
councillors
to
speak.
To

mayor
colleagues
will
be
happy
to
know
that
I
also
won't
be
talking
this
month
about
railways
and
train
stations.
It's
my
pet
hobby,
but
maybe
not
in
this

Colleagues
will
no
doubt

never
exactly
been
a
fan
of
residents
parking
zones.
My
fear
was
always
when
I
used
to
live
in
Clifton
is
I
lived
there
cuz
the
lifestyle
I
like
the
cafes,
like
the
shops
and
everything
else
and
I
was
very
nervous.

still
am
nervous
actually
about
the
impact
it
has
on
custom
numbers
and
where
they're
actually,
for
some
businesses
that
are
struggling,
that
impact
that
affects
their
margin
and
for
some
of
them
that
could
knock
them
completely
out
the
market.
So
I
still
remain
concerned.
I
think
I'd,
actually
echo
what's
being
said
by
both
of
our
speakers,
and
thank
you
very
much
for
bringing
this
is
when
these
were
brought
in.

areas

money

start
it
by
thanking
the
petitioners.
Thank

for
raising
this
and
taking
the
time
to
be
here
today
to
present
it
to
us.
My
experience
in
other
sectors
before
becoming
the
councillor
has
taught
me
that
if
someone
is
unhappy,
the
best
thing
that
can
happen
is
that
they
come
and
tell
you
about
it,
and
so
I
think
we
all
should
be
thankful.

I'd
also
like
to
thank
those
who
submitted
to
some
of
the
statements
that
we
didn't
hear
in
support
of
their
own
local
scheme,
especially
those
who
were
brave
enough
to
put
their
hands
up
and
say,
I
didn't
like
the
idea,
but
now
I've
got
it.
I
actually
do
the
issue
of
parking
and
problems
with
parking
and
whether
a
residents
parking
scheme
is
the
right
solution
generates
a
lot
of
strong
feelings
when
I
was
campaigning
prior
to
the
election
in
May,
the
two
most
impassioned
conversations
I
had
were
on
the
subject
of
camp
parking.

had
one
man
practically
chased
me
down
the
street,
demanding
a
parking
scheme
for
his
road
now
and
never
mind
the
cost.
I
had
someone
else
demanding
that
I
commit
publicly
to
never
supporting
any
public
any
residents
parking
scream
anywhere,
regardless
of
what
anyone
else
wanted.
I
guess,
as
a
council,
you
can't
please
all
the
people
all
the
time.
I,
don't
doubt
that
the
way
the
schemes
were
initially
announced
prior
to
any
consultation
taking
place
was
a
part
of
the.

The
prices
are
set
at
a
level
that
allows
to
cover
the
costs
of
installing
these
schemes
and
enforcing
them.
I'd
like
to
reiterate
that
the
Greens
would
like
to
see
any
surplus
invested
in
local
traffic
improvements
so
that
the
people
who've
paid
into
those
schemes
get
to
see
the
benefits
and
part
of
the
strong
feeling
comes
from
the
fact
that
our
streets
are
important.
They're,
not
just
a
car
park,
the
streets
outside
our
home,
where
we
talk
to
our
neighbors,
where
we
build
our
community.

You,
firstly,
let's
remind
ourselves
that
there
was
a
residence
parking
scheme
put
in
before
the
previous
mayor
came
along.
It
was
put
in
any
Kingsdown
people
were
asked
beforehand.
Do
you
want
it?
They
said,
yes,
fine,
our
margin,
but
they
said
yes
and
actually,
if
you
go
back
to
them,
which
they
were
gone
back
to
some
well
afterwards
and
said
you
liked
it
and
increasingly
said
yes
as
time
went
along,
the
minor
amendments
rightly
made
to
it.
I
Unfortunately,
our
previous
mayor
used
that
an
excuse
to
bulldoze
in
all
sorts
of
schemes
where
he
didn't
ask
anybody
what
they
thought
put
them
in
in
a
ramshackle
way
and
caused
major
problems
in
some
areas,
so
we're
absolutely
not
against
the
principle
of
residence,
but
in
fact
we
start
bringing
the
scheme's
in,
but
it's
got
to
be
done
properly
and
also
I'm
afraid.
The
previous
colleagues
speaking
was
sadly
misinformed.
I
It
is
being
used
as
a
cash
cow
and
that's
one
of
the
reasons
why
residents
are
extremely
annoyed
about
and
very
auntie,
because
when
the
scheme
was
putting
in
Kingsdown,
we
charged
enough
to
cover
the
running
costs
and
to
have
the
scheme
operate.
The
mayor
then
came
along
and
said
that
won't
be
enough.
I'll
need
to
increase
the
charges,
a
lot
just
to
balance
the
books
we
found
out
some
while
afterwards
that
several
million
pounds
a
year
are
projected
to
be
made
on
the
on
the
annual
fees
as
against
costs.
I
So,
yes,
it
is
a
cash
cow,
and
that
does
make
it
more
difficult
for
the
mayor
if
he,
even
if
he
was
minded
to
the
take
it
out.
Also,
incidentally,
the
previous
mayor
failed
to
initiate
any
new
public
transport
scheme.
In
fact,
he
had
a
record
score
of
minus
one
on
on
Park
and
rides.
Apart
from
that,
there
was
no
new
scheme
brought
forward
at
all
and
you
cannot
keep
beating
people
with
a
stick
unless
you
bring
in
some
some
carrots
as
well
as
sticks.
I
So
we
looked
at
the
South
Mead
scheme
that
should
have
been
delivered
in
a
proper
way.
We
all
debated,
we
said
that's,
what's
needed
very
sensible.
In
fact,
I
think
the
previous
mayor
said
something
that
actually
agreed
with
in
a
debate
which
was,
you
know
not
not
very
normal.
He
said
it
should
have
been
done
on
the
planning
stage,
and
he
was
absolutely
right
that
there
should
have
been
the
condition
put
on
the
planning
so
that
local
residents
were
actually
protected,
and
these
schemes
have
got
to
be
there
to
protect
local
residents
and
local
businesses.
I
Well
I
said
earlier
in
questions
about
the
arena
about
the
areas
around
our
patch
that
are
being
potentially
very
negatively
affected.
We
want
this
dealt
with
before
the
problem
comes
along
and
I
heard.
The
mayor
quite
rightly
say
that
we
need
to
be
talking
and
reaching
out
to
the
assistant
cabinet
member
or
send
him
several
emails
without
response
I'm
reaching
out,
but
we
need
to
get
some
progress.

think
that's
not
only
good
for
the
for
the
parking
schemes
and
for
the,
but
it's
also
good
for
the
idea
of
local
democracy
that
who
you
elect
at
a
local
level
matters,
because
they
can
make
things
up
and
shape
life

committee

think
the
members
of
the
committee
pursued
it
as
far

possible
without
transgressing
that
protocol.

recommendation

hugely

governance

the
trading
companies.
The
council
has

emphasize
that,

value
for
money
of
Metrobus

well

note
that
the
report
recommends
that
there
should
be
monitoring
of
the
performance
of
the
trading
companies.
That's
clearly
important
I'd
like
to
endorse
that
and
also
recommend
one
other
thing:
a
further
report
on
the
value
for
money
of
Metro
bus,
the
reason
being
as
the
project
develops.

would
be
helpful
in
the
light
of
escalating
costs
and
additional
project
works
which
were
not
anticipated.
Its
costs
are
changing
so
I'd
like
to
suggest
that
those
non
budgeted
costs
the
value
for
money
taking
all
of
those
changes
into
account
should
be
looked
at
again.
I
hope
that
would
be
considered
by
the
committee
in
future
plans
to
meet
and
others.
But
overall,

The
aim
of
the
day
is
threefold:

maintained
in
Bristol?

What
are
the
options
for
ensuring
best
return
on
investment?
Which
areas
should
a
refresh
City
at
the
time
they
were
concerned
about
national
funding,
there's
also
an
element
of
picking
up
the
focus
given
to
culture
by
the
council.
The
report
points
out
that
culture
provided
three
percent
of
all
employment
in
Bristol
and
it's
calculated
at
260,
2.4
million
pounds,
gross
value
added
to
the
local
economy
in
2011
else.

Why
I
see
figures
with
more
than
a
billion
pounds
generated
locally
and
over
4
million
visitors
a
year
to
the
city
over
600
educational,
cultural,
experienced
had
by
children
and
2.7
million
of
those
of
all
ages?
Council
expenditure
on
culture
is
4.5
million.
A
pretty
small
percentage
of
the
total
council
spend
in
2014-15.
We
spent
some
nights
10
pounds
36
per
head
of
population,
which
is
substantial
and
all
the
other
courses
by
at
least
a
third
that
the
other
extremely
poor,
spends
nearly
five
times
as
much.

It
should
focus
on
improving
communication
and
connectivity
to
enable
better
coordination
between
cultural
and
arts
organisations,
projects
and
education
establishments.
It
should
be
developed
in
a
way
in
such
a
ways
to
assist
community
cohesion
and
intercultural

should
encourage
activity
and
projects
that
help
increase
social
interaction
between
different
groups
and
today
also
highlighted
significant
connections

lifelong

recognized
the
value
of
Bristol's
cultural
offer
in
all
its
forms
to
the
vibrancy
economic
well-being

the
city
of
Bristol.

such,
we
believe
funding
for
Bristol's
cultural
offers
should
be
maintained
insofar
as
impossible

of
a
culture
inquiry
day,
was
very
helpful
for
those
who
attended
to
gain
an
insight
into
the
role
and
scope
of
cultural
experiences
on
offer
in
the
city.
Speakers
and
contributors
were
from
a
wide
range
of
providers
and
the
day
was
a
good
springboard
for
further
planning
in
this
fight
through
part
of
the
city's
life.

The
day
turned
out
to
be
so
much
more
than
answering
the
original
questions
posed,
and
it
was
helpful
in
looking
not
just
at
the
economic
benefits
and
keeping
Bristol
as
a
leading
cultural
destination,
but
opened
up
the
discussion
around
well-being,
celebrating
diversity,
community
cohesion
and
accessibility,
so
I'm,
hoping
that
as
we
move
forward,
we
place
high
emphasis
on
culture,
nourishing
the
soul
of
the
city,
to
make
it
easier
to
overcome
social
and
political
barriers.
These
things
are
difficult
to
define,
but
are
nonetheless
vital.

Our
city
regularly
appears
near
the
top
of
national
surveys
as
the
best
place
to
live
or
set
up
a
business,
and
there
are
a
huge
range
of
activities
from
classical
to
contemporary
to
be
enjoyed
by
our
increasingly
diverse
population.
It
also
supplements
our
status
as
a
global
learning
city,
without
emphasis
on
lifetime
learning
opportunities
for
everyone.

So,
with
this
in
mind,
I
was
glad
to
support
the
cabinet
decisions
to
allocate
funding
to
the
Colston
Hall,
the
Old,
Vic
and
Sint
George's
refurbishment
product
projects,
to
supplement
the
amazing
fundraising
these
effort.
These
venues
have
already
undertaken
and
to
share
their
commitment
to
increasing
access
for
citizens
from
all
walks
of
life.
We
should
celebrate
their
partnership
working
with
other
groups
across
the
city
and
I.
Think
it's
been
very
clear
from
that
inquiry
day
how
vital
those
those
venues
are.

So
my
lord
mayor,
it
is
sometimes
easy
to
forget
that
culture
related
activities
generates
hundreds
of
millions
of
pounds
for
the
local
economy
and
they
are
significant
employers,
and
these
pursuits
also
disproportionately
attract
a
lot
more
external
funding
from
providers
like
the
Arts
Council
and
the
lottery
than
most
UK
cities.
So
we
really
are
building
on
a
strong
base.

I
can
so
we
are
all
for
the
the
thriving
cultural
offer
within
the
city,
but
and
we
support
their
Capital
of
Culture
bid
breaks,
Adorno
brexit
and
we
support
the
decision
of
for
a
steering
group
led
by
the
deputy
mayor.
But
can
we
make
clear
that
we
want
to
see
that
steering
group
take
note
of
recommendation
16
to
19
promoting
social
cohesion
and
intercultural
understanding,
because
the
true
capital
of
culture
includes
all
its
citizens,
it
allows
them
to
flourish
and
benefit
so
I
hope
we
take
the
guidance
from
this
inquiry
day.

been

Councillor

I
thought
it
was
extremely
useful
and
the
report
itself
sets
out
very
clearly
some
key
priorities
which
I'm
pleased
to
say
already
were
top
of
the
agenda
for
this
particular
administration.

So
I
think
I
would
say
that
in
some
ways,
there's
really
no
need
for
a
case
for
culture
per
se,
but
rather
an
argument
about
how
culture
is
defined,
who
it
is
for
what
it
includes
where
it
is
located
and
the
ways
in
which
we
make
it
resonant
accessible
to
the
widest
possible
population
of
our
city,
so
we're
defining
culture
and
abroad
as
possible
sense.
It
isn't
just
about
four
usual
suspects.
Of
course,
we
value
those
central
cultural
institutions
such
as
the
Colson
Hall
and
the
Old
Vic
and
st.

George's,
which
play
a
vital
role
in
the
the
vibrant
life
of
a
city
center,
but
we
also
want
to
see
culture
extending
to
the
farthest
corners
of
our
city
to
every
ward,
every
school,
every
neighborhood
partnership.
Now,
as
part
of
that,
one
of
the
very
first
things
I
did
on
almost
the
first
day
of
the
administration,
was
to
set
up
the
steering
group
for
the
European
Capital
of
Culture
and
to
get
together
quite
diverse
group
of
people,
all
of
whom
are
involved
in
culture
in
its
various
ways
across
the
city.

To
say
how
do
we
do
this
at
the
moment?
We
don't
yet
know
if
we
can
go
ahead
with
an
ECOC
bid.
We're
waiting
to
hear
is
Marvin
elaborated
earlier.
There
seems
to
be
a
vacuum
over
some
of
these
things.
We
hope
we
can,
but
whether
we
go
for
the
European
Capital
of
Culture
bid
or
not.
What
I
would
say
to
you
now
is
that
we
are
going
ahead
with
a
new
cultural
strategy.

So
if
European
Capital
of
Culture
bid
was
a
vehicle
rather
than
an
end
in
itself,
and
that
cultural
strategy
is
to
ensure
that
we
draw
on
the
creativity
and
talent
of
everyone
in
our
city
to
the
best
of
our
ability
and
to
those
ends,
and
the
steering
group
will
continue
to
work
on
that,
we
will
emphasize.
The
importance
of
a
cultural
infrastructure
will
include
both
the
private
and
the
public
sectors.

Both
have
an
important
role
to
play
and
we
always
hope
to
reach
them
to
every
part
of
a
city
and
to
see
culture
not
simply
in
terms
of
communities
of
place,
but
also
communities
of
interest
and
finally,
I
just
want
to
identify.
Then
the
priorities
which
we're
setting
in
the
steering
group
and
for
the
cultural
strategy
which
we're
going
to
be
developing
over
the
next
few
months.
First,
we're
going
to
improve
access
to,
and
participation
in
the
arts
and
culture
and
sports
sports
ooh
across
the
whole
city.

want
to
encourage
education
and
understanding
of
a
wave
of
Bristol's.
Quite
troubled
and
difficult
paths
shapes
this
presence
and
its
future,
not
to
disguise
that
or
to
simply
excuse
it,
but
also
to
recognize
it
and
sometimes
to
embrace
it.
We
want
to
encourage
and
sustain
a
high
level
of
cultural
education
across
all
communities
in
the
city,
and
we
will
be
using
schools
and
other
organizations
to
ensure
that
we
want
to
work
with
Bristol's
media
sector
to
promote
chlorella,
sea
and
diversity.

Standing
up
for
priorities
right
well,
I've,
read
the
report
and
as
a
party,
we
think
it's
very
fair
and
it
highlights
many
areas
that
we
agree
on
and
that
sort
of
importance
to
the
city,
such
as
equality
and
opportunity
and
equality
of
offer.
We
encourage
the
idea
of
developing
citywide
strategies
and
partnerships,
understanding
the
benefits
of
arts
and
culture,
cultural
activity,
not
just
an
economy,
but
on
well-being,
inclusion,
an
identity.
It
is
not
good
enough
if
sections
of
Bristol
feel
isolated
and
excluded
equally.

is
also
important
that
funds
are
allocated
proportionately
across
venues
and
locations
in
a
fair
and
balanced
way,
not
just
going
to
those
who
are
already
better
resourced
in
terms
of
staffing
who
are
better
able
to
apply
for
the
support.

use
of
empty
buildings
as
art
spaces
that
may
be
utilized
by
collectives
is
also
something
that
we
support,
as
well
as
the
idea
of
researching
widely
on
other
operational
models.

It
was
one
of
the
most
interesting
and
at
times
actually
exhilarating
inquiry
days.
I've
ever
been
to
and
I
I
think.
The
organisation
was
very
good,
I
very
much
emulate
what
Charlie

earlier
in
summing
it
all
up,
but
I'd
like
to
add
just
a
few
observations.
I'm
particularly
grateful,
incidentally,
Charlie
for
your
remarks
about
a
councillor.

cook,
who's
been
a
cultural
champion
in
the
city
for
many
many
years
and
certainly
missed.

observations
are
that
inclusivity.
This
is
one
of
the
greatest
opportunities
actually
arts,
culture
and
sport
for
that
matter,
of
some
of
the
greatest
opportunities
to
really
very
seamlessly
break
down
barriers
and
build
bridges
between
different
communities
and
different
ways
of
thinking
and
playing
and
enjoying
life.
So
this
is
presents
a
wonderful
opportunity
for
us
and
we
should
grasp
it
as
firmly
as
we
can.
The
other
thing
I'd
like
to
make
a
novel.
Don't
expect
me
to
say
this
I
guess
it's
an
observation
about
creativity.
Generally,
creativity
is
something
that
is
a
very
precious
beast.

has
to
be
nurtured.
It
must
not
be
stifled
by
well-intentioned
Civic
regulation.
It's
something
that
needs
to
be
recognized
for
its
energy
and
for
its
output
and
people
that
know
about
these.
Things
ought
to
be
allowed
to
get
on
and
try
and
make
the
best
of
this.
Rather
than
being
squashed
pretty
early
on
and
brought
into
line
and
various
other
things
and
I've.
Seen
that
happen,
sure
we
all
have.
The
third
observation
I
would
make
was
about
cost
it?

It
goes
to
pee
that
derive
income
from
some
up
from
visitors
and
and
and
people
coming
into
the
city,
which
is
why
we
very
strongly
advocate
the
ideal
of
a
hotel
tax,
a
visitor
tax,
and
we
also
need
to
find
some
way

the
report
touches
on
it,
to
find
some
way
to
actually
push
that
money
back
to
where
it
comes
from.
So,
in
fact,
it
can
be
reasonable,
sorry
recirculated
and
do
even
greater
works.
So
I
want
to
leave
you
with
this
prospect.

have
in
front
of
us
frankly
a
business,
a
business
that
actually
makes
phenomenal
sense
economically.
It
makes
wonderful
sense
in
terms
of
the
way
this

city
not
only
does
its

inclusivity
and

cultural
offer,

also
touches
so
many
other
aspects
of
all
the
works
that
this
city
has
to
has
to
perform
in
terms
of
well-being
and

right
across
the
board.

everyone

get
behind

that

what
it
is

we
need-

we

need
to
try

be
very
careful
with
the
pennies
and
Wizards
administration
didn't
cut
back
on
cultural
spending,
like
most
other
City
Council's
did.

we're
going
to
do
that,
we
must
be
much
cleverer
with
the
way
that
we
recycle
the
money
that
comes
out
of
this
wonderful
process.
The
end
of
this
equation.
It
needs
to
be
recycle
recirculated
back
to
the
beginning,
so
that
it
can
be
pushed
out
again
and
again
and
again.

the
cleverness
is
I,
think
and
also
letting
the
creativity
find
its
own
feet
and

grow

and

some
wonderful
examples
of
the
inquiry
day

all
of
us
every
weekend

opportunity

see
much
much
more
in
this
city.

well
at

and

make

need

robust
consultation

communities

undertaken

one
which
is
in
line

national
legislation,

it's
felt
to
be
quite
narrow
and,
in
fact,
isn't
quite
engaging
our
communities
as
we'd,
like
yesterday,

spoke

of
my
students
and
I
asked
them
the
question.
What
does
devolution
mean
to
you
and
they
gave
me
a
confused
expression
and
said?
Well,
we
don't
know
what
devolution
means
and
they
tried
to
work
out.
What
the
word
meant
and
kind
of
came
up
with
this
idea.
That
could
mean
to
denigrate,
devolve
and
try
to
play
through
the
term.

In
that
way,
one
of
our
biggest
challenges
to
have
that
positive
engagement
process
is
absolutely
the
language
and
the
barrier
in
access
to
that
consultation
process
very
much
by
using
the
word
devolution
and
when
we're
talking
about
engaging
our
communities,
we
need
to
very
much
be
thinking
about
how
we
use
our
own
language
when
were
having
conversations,
but
also
in
how
we
engage
our
our
citywide
partners
with
this.
So
this
motion,
firstly,

asks
and
calls
for
us
to
establish
a
citywide
engagement
program
and
in
consultation,
to
look
at
the
public's
devolution
priorities.

think
that

transport

Jobs

priorities,
but
we
need
to
understand
how
that
relates
to
both
the
general
public,
but
also
local
organizations

local
partners

an
example
taking
the
fire
authority.

connect
him
with
devolution

the
devolution
deal
they
receive
business
rates?
Business
rates
are

to
change.

we
have
those
positive
conversations
with

likes

the
Fire
Authority,

first

the
second
one

we

much
need
to

thinking

we're

scrutinize

combined
Authority

we

be

accountable

second
colors,

look
at
actually

we

terms
of
our

powers

deal

establish

work
with
our
partners

sure

our
voice
is

the
green
group
to
this
motion
to
ensure
that
we
aren't

talking

economic

the

government

approach
to

local
government

responses

far
and
up
until
the
time

the
closure
will
be
invalid
because
they
didn't
actually
know
what
environment
they
were.

to
comment

We
will

briefings

due

the
changing

need

in

in

we'd
all

him
in

issue,

test

Minister
has

surprisingly,

Greens
nervous
and
that
nervousness
includes
the
devolution
agreements.

seems
to
me
that
in
the
original
debate,
members
rather
held

noses
when
they
voted
for
devolution.

despite
this,
we
did
vote
for
it
and
it
looks
like
it
will
happen
in
that
light.
We
think
that
the
extra
protection
thus
offered
by
this
Labour
motion
is
a
good
idea
and
we
largely
applaud
points
made
in
it.
We
especially
agree
with
the
issues
around
consultation,
which
we
consider
would
have
been
very
inadequate
in
the
current
plan
and
also
scrutiny,
which
we
consider
likely
to
have
been
very
under-resourced
as
currently

As
greens,
however,
we
believe
that
the
decision
makers
must
be
mindful
of
the
environmental
aspects
of
the
decisions
that
will
be
made
under
the
newly
devolved
powers.
That's
why
we
proposed
this
amendments.
The
wording
of
the
amendment
we've
proposed
largely
mirrors
that
in
the
scheme
for
devolution
and
should
not
be
controversial.
We
note,
however,
with
some
suspicion
that
these
words
from
the
scheme
aren't
actually
in
the
devolution
agreement
itself.

We're
therefore
very
anxious
that
there's
a
mechanism
whereby
the
combined
authorities
consider
environmental
issues
when
they're
making
decisions
and
evaluating
the
results,
I
echo
the
mayor's
comments
earlier
when
he
was
making
a
comment
about
our
relationship
with
the
EC,
and
he
said
that
not
all
growth
is
good.
For
example,
if
you're
stuck
in
a
traffic
jam
for
two
hours
that
actually
increases
gross
domestic
product
of
this
country.
Bizarrely,
but
of
course
it
destroys
the
environment
and
puts
severe
stress
on
the
driver
and
the
people
breathing
in
the
polluted
air.

You
very
much
so
if
I
can
pick
up
on
a
point
site,
I
gathered
here
to
pick
up
on
that
last
point:
we
have
been
talking
a
number
of
people
in
the
city
about
the
right
kind
of
development
for
some
time.
Certainly
there's
a
very
strong
public
health
interest
in
this
with
all
the
work
that's
come
out
from
work,
such
as
a
spirit
level
and
so
forth.
That
says
you
have
to
do
things
in
the
right
way.

Otherwise,
not
only
does
it
cause
you
social
problems,
but
it
calls
you
financial
problems
as
well
with
all
the
services
that
kick
in
that
also
that
goes
for
both
our
our
human
infrastructure,
as
it
were
between
our
relationships
between
people
and
it,
and
it's
also
about
our
environmental
infrastructure
as
well.
How
we
live
with
the
planet,
so
I
was
I.

We
want
to
make
sure
that
those
are
absolutely
rooted
into
the
considerations
that
we
take
on
board
around
the
the
economic
development
plans
for
this
area
and
generally
I
do
actually
use
the
term
development
because
I,
because
to
me
it's
a
descriptor
of
something
that's
positive
and
intentional,
rather
than
just
about
you
know:
abandonment
to
growth.
You
know
any
cost.
I'd
say
to
this
question
of
consultation,
Tim

absolutely
take
the

So
what
I
had
hoped
was
that
that,
when
we
go
to
the
city
to
talk
about
the
evolution
that
actually
the
questions
we
ask
now
could
begin
to
inform
Devo
two
three
and
four
so
that
we're
beginning
to
reflect
the

genuinely
the
city's
priorities
and
engage
them
in
the
same
way
that
vari
said
people
don't
know
about
it.
This
is
always
a
challenge.
Is
it
undermines
the
democratic
legitimacy
of
decision-making
for
that
are
shaping
our
lives,
and
if
we
want
to
have
any
integrity
in
our
politics,
we
need
to
address
that.

hear
that
I've
sent
a
note
off
ask
what
we
can
do
in
the
next
few
weeks,
space
that
we
have
to
make
sure
that
some
integrity
and
what
I
might
suggest
is
that
we
can
also
look
at
because
the
questions
around
Evo,

or
so
restricted.

can
be
quite
explicit
about
DeVos,
two
three
and
four
and
start
having
a
much
more
meaningful
engagement.

at
that
and

suggest
that
some
of
the
strength
around
the
brexit
vote,
where
it
was
strong,

from
a
general
feeling
that
people
feel
they're
disconnected
the
decision-making

make
ties
that
aren't
there,
but

think
that's.

real
and

suggested
that,

sake
of
building
the
kind
of
society
and
relationships

a
strong
economy

making

that
people

only

our
institutions
are
reaching
out
to
be

power

its

first
I've
asked
everyone

read
the

I
cannot
claim
authorship,
I
spotted
it
from
amnesty,
but
I'm
glad
to
say
that
when
I
raised
the
subject
that
all
party
gender
conference
couple
weeks
ago,
it
was
readily
agreed
by
all
parties
that
we
would
have
full
support
for
it.
It's
extremely
concerning
that.
We
have
a
rise
in
here
crime,
since
the
referendum
and
extremely
regrettable
Bristol
is,
despite
occasional,
lapses.
I
A
great
city
to
live
in
and
our
number
of
incidents
are
lower
than
the
average,
but
one
is
too
many
and
we
must
make
certain
that
we
put
every
effort
into
reducing
problems.
One
of
the
reasons
I
reckon
for
this
problem
is
that
on
both
sides
of
the
referendum,
the
leaders
and
the
so-called
national
leaders
were
desperately
negative.
I
The
positive
cultural
benefits
that
we
get
the
positive
environmental
benefits
and
the
positive
interracial
benefits
that
we
get
from
the
European
Union
were
very
rarely
heard,
of
course,
and
I
think
that
that
might
have
led
to
a
much
better
debate,
possibly
a
slightly
different
result
at
the
end.
I
think,
unfortunately,
most
are
excluded
from
a
small
percentage
of
the
Predators
use
dog
whistle
politics,
and
that
has
not
helped
and
I
say
the
vast
majority
of
residents
were
not
in
our
area.
I
One
thing
that
I
would
like
to
point
out
as
well
is
that
under
the
last
mayor,
the
city
of
Bristol
partnership
was
effectively
downgraded
and
it
was
in
this
area
where
there
was
political
involvement
and
the
interaction
with
all
our
partners,
who
would
be
beneficial
in
preventing
problems
that
we
need
now
to
strengthen
our
efforts.
So
I'd
hope
that
the
mayor
will
take
that
on
board
and
that
we
look
to
make
the
positive
case
for
cooperation
and
for
tolerance.

history

much
as
any
other
United
Kingdom
cities
checkered
with
phases
to
which
we
are
not
proud

oddly

given
rise
to
what
I
believe
is
now
an
as
tolerant
and
inclusive
City,
as
anywhere
in
the
United
Kingdom,
where
all
should
be
welcomed
without
fear
of
hate
or
discrimination
for
reasons
of
race,
color,
belief,
age
or
ability.

diverse
communities,
cultures
fashions
music
that
make
up
the
Bristol
scene
are
very
the
very
reason
why
people
come
to
visit
live
in
all
work
in
our
city.
This
group
supports
the
motion
and
will
also
work
to
ensure
that
those
organisations
tasked
to
work
against
racism
and
xenophobia
have
access
to
the
resources
to
do
so
when
I
voted
to
leave
the
European
Union
I
did
so
on
a
principle
of
sovereignty
and
in
the
belief
that
we
can
do
better
without

burdened
by
the
shackles
of
a
poorly
regulated
and
administered
bureaucracy
based
in
cities.

our
own
center
of
government
me,
I
probably
felt
about
Europe
as
a
Scots
do
about
government
from
London.
I
did
not
vote
to
leave
Europe
because
of
a
dislike
of
foreigners
as
a
person
who
has
worked

well

years
with
the
Bristol
International
Student
Centre
I
am
only
too
aware
of
the
benefits
of
a
community
that
multiculturalism
brings
never
for
one
moment
did
I
or
those
of
my
colleagues
who
may
also
have
voted
to
leave
believe
that
winning
the
vote
would
lead
to
the
out
point
of
hatred.

we
welcome
this
motion
and
its
condemnation
of
racism
and
xenophobia,

anti-semitism,
homophobia
and
disabled

hate

they're
not
acceptable
in
this
city.
However,
I
feel
at
this
point

national

global
development

to
need
an

they

just
like

add
a
little
kind
of
extra
comment
to
the
hate
crimes
issue
a
few
weeks
ago
and
after
the
Orlando
shooting
I
was
at
a
Tec
conference
and
we
had
an
emergency
motion
on
hate
crimes,
particularly
after
this
terrible
crime
that
affected
not
only
kind
of
gay
and
transgender
population.
But
a
lot
of
the
people
in
the
in
the
club
were
not
white.

So
if
you're
kind
of
multiply
affected
by
hate
crimes,
it's
a
it's
a
it's
a
very,
very
significant
thing
and
I'd
like
to
offer
something
more
positively,
perhaps
to
say
that
on
reflection,
when
I
got
home,
I
thought
wow.
Bristol
has
a
fantastic
community
and
we
have
a
fantastic
Pride
Festival.
It
has
been
increasingly
one
of
the
best
in
the
country,
and
people
come
from
Taunton
Newport
bath
places
where
it's
not
quite
so
good
to
be
out
and
proud
on
the
streets.

just
celebrate
that
I'd
like
to
say:
let's
make
sure
we
don't
pull
the
funding
next
year.

we
keep
it
and
possibly
give
more
funding
so

perhaps
we

invite
UK
black
pride

participate
next

independent
organization,
they
only
really
operate
in
London,
but
they
would
be
very,
very
pleased

come

living

no
doubt
know
this

new

some
sense,
I
think
the
last
few
weeks
have
offered
it
it's
been
in,
but
almost
in
some
sense
you
can
see
it's
almost
a
pressure
valve
some.
Some
things
have
come
out.
We've
not
necessarily
been
appreciative
of.
What's
come
out
on
some
of
our
streets.

Sorry
I've
reported
a
bit
of
a
spike
in
in
in
in
hate
based
incidents.
Well,
I
would
say,
though,
is
we
had
a
meeting
the
other
day
and
we
don't
know
where
that's
going.
What
we
want
to
be
careful
about
is
that
we're
not
feeding
into
a
narrative
that
was
a
temporary
thing
is
going
to
die
down.
We
don't
know
so
we're
monitoring
it.
So
it
may
be
worth
me
talking
about
this
in
terms
of
the
brexit
working
group
which
again,
which
is
not
blaming
it
all
on
the
the
brexit
vote.

We're
not,
but
it
has
been
a
platform
for
us
to
have
a
look
at
our
city
and
I'd
say
a
couple
of
things.
One
is
that
what
interested
me
was
that
a
recent
meeting
guy
open
spoke,
Pro,
VC
University
of
Bristol,
about
the
the
we
were
looking
at
the
social
and
the
financial
implications
of
the
the
vote
on
Bristol.
The
first
thing
he
spoke
about
was
not
research,
grants
or
financial
implications.
It
was
the
impact
on
his
faculty
and
that
a
number
of
his
faculty
felt
destabilized
and
were
felt
very
concerned.
He
also
talked
about.
K
They
started
to
get
emails
from
students
from
India
and
China,
specifically
asking
if
they
should
still
come
for
a
couple
of
reasons.
One
is
the
welcome,
but
also,
although
all
they
might
feel
that
there
was
a
lack
of
welcomed,
but
secondly,
was
about
the
you
know:
the
standing
of
UK
universities
now
in
the
EU
and
your
access
to
research,
grants
and
research
opportunities.

But
it
struck
me
that
his
first
point
was
about
the
social
implications,
so
I
I
actually
went
up
to
university
the
other
day
and
gave
a
talk
to
students
and
faculty
I
expected
about
40
to
50
people.
We
had
about
600
turn
up
to
the
conversation
I
I
say
to
I,
see
that
should
say
something
that
feeds
back
to
something.

Nehru
said
if
faculty
with
these
and
good
social
standing
can
make
be
made
to
feel
vulnerable
in
recent
days,
then
for
those
members
of
our
community
who
don't
have
as
much
social
capital
who
aren't
well
established,
we
don't
necessarily
have
a
strong
public
voice
and
a
university
to
back
them.
We
should
be
appreciative
for
the
fact
that
there's
probably
a
lot
of
senses
of
vulnerability
around
there.
Whether
people
are
articulating
it
or
not.

So
it's
incumbent
upon
us
the
thing
to
get
on
the
front
foot
so
that
when
it
does
find
expression,
it
finds
expression
constructively
and
not
destructively,
as
it
could
do.
I
think
we're
also
saying
that
it's
really
important,
though,
as
we
do
approach
this,
we
don't
and
I
was
conscious
at
an
EU
discussion
over
there.
We
don't
end
up
demonizing
people
that
did
vote
to
leave,
particularly
when
we
start
talking
about
it
in
terms
of
class
and
race
lines
where
you
know
famously
we
talk
about
the
white
working-class
voting
to
leave.

I
think
we
have
to
recognize
that
there
are
very
legitimate
feelings
that
were
being
expressed.
They
got
expressed
through
the
vote
in
many
ways,
but
I
think
people
have
felt
left
out.
They
have
been
left
that
we
know
we're
a
city
in
which
inequality
increases
and
it's
increasingly
unaffordable.
So
we
have
some
very
real
challenges
that
we
need
to
take
on
for
the
sake
of
our
whole
city.

So
this
has
to
be
about
a
whole
city
approach
and
to
all
those
people
who
are
feeling
vulnerable
when
those
who
have
felt
potentially
left
that
in
the
in
the
past,
III
pick
up
on
something
that
Ruth
said
I
think
when
we
think
about
inclusion
and
diversity,
we
must
mature
our
conversation
beyond
the
old
touchy-feely.
You
know,
let's
eat
some
of
each
other's
foods
now
and
again,
and
enjoy
each
other's
cultures
to
to
saying
that
genuine
inclusion
is
about
economic
and
political
inclusion
as
much
as
it
is
about
social.

we
leave
the

question
of
power
and
ever
financial
inequality
unaddressed,
then
we'll
we'll
leave
in
place
the
fractures
that
the
underlying
fractures
that
actually
pull
communities
apart
and
we
have.

have
fantastic
people
in

city
who
are
working
on
this
and
we
have.

there
are
chamber
of
cats,
as
you
can
take
this
into
account
as

I
can
make
one

when
we
do
state
that
we
are
a
city,
that's
inclusive,

to
