Description
As the city continues to deal with the impact of coronavirus, the cost-of-living crisis and the many ongoing challenges facing cities worldwide, in this tenth State of the City address and debate, Mayor Marvin Rees looks at the city’s future and how the city is delivering for the citizens of Bristol.
He looks at the immediate and ongoing challenges – such as housing, mental health, transport, the need for warm places, climate change – as well as what he is embedding for the long-term development of the city, from improved business opportunities and investment to culture.
He will also reflect on the changing nature of the city, and how the city can continue to deliver under different governance arrangements.
The event will also feature a new poem from the Bristol City Poet, Kat Lyons, and presentations by the youth mayors Anika Mistry and Jeremiah Dom-Ogbonna.
Following the address, Mayor Rees will take questions and be in discussion about global challenges facing cities with city representatives from Toronto, Canada, and Kaduna State, Nigeria, as part of a new international project with Bristol Ideas.

of

who
don't
know
me
as
of
seven
and
a
half
weeks
ago,
I
became
the
vice
Chancellor
of
this
University
I'm
Evelyn
Welsh
I
have
been
in
that
other
City
London
for
the
past
30
40
years,
but
I'm
originally
from
New
York
city.

the
idea
of
great
cities
coming
together
to
do
great
things,
is
a
global
problem,
a
global
issue
and
one
where
I'm
delighted
to
see
that
we
have
a
global
audience
here
to
join
with
us
annual
mayor's
address.
And
it's
such
a
pride
and
pleasure
that
the
university
once
again
has
the
honor
of
Hosting.
This
important
Civic
event
as
we
Bristol
recover
from
the
impact
of
covid-19,
face
the
cost
of
living
crisis
and
the
many
ongoing
challenges.

little
bit
more

and
just
before
I

that

wanted
to
introduce

I
am
one
of
the
youth
mayors
of
Bristol.
I
am
14
years
old
and
I'm.
Currently
in
year,
10
at
CSD,
Trinity
Academy,
one
of
Bristol's
newest
secondary
schools,
which
you
may
have
heard
some
fabulous
things
about
already,
where
I'm
starting
My
GCSE
courses,
which
I'm
really
really
enjoying
I'd.
Firstly
like
to
thank
you
so
much
for
inviting
me
here
today
to
speak
to
you
all
and
also
tell
you
how
much
of
an
honor
it
is
to
be
here.

Speaking
on
behalf
of
the
youth
voice
of
Bristol,
as
your
youth,
mayor
and
I
am
very
proud
to
also
be
speaking
alongside
the
mayor
of
Bristol
Marvin
Reese.
Just
to
give
a
short
introduction.
The
Bristol
City
youth
council
is
an
elected
group
of
young
people
aged
11
to
18,
24
of
which
who
are
voted
for
in
the
Bristol
big
youth
vote,
as
well
as
six
area
co-opties
from
North
East,
Central
and
South
Bristol,
and
five
equality,
Youth
Forum
coopsies.

We
all
work
collaboratively
to
ensure
that
the
young
people
of
Bristol
feel
valued,
safe
and
included
in
their
communities
and
in
doing
so,
I
think
we
can
all
say
that
we've
made
some
great
friends
in
the
past
year
of
working
together
this
year.
Our
campaigns
are
your
health
matters,
aiming
to
improve
the
health
and
mental
health
of
young
people.
Youth
safety
support,
aiming
to
improve
the
safety
of
Bristol's
Youth
and
ensuring
young
people
feel
secure
in
their
local
communities.

I
would
love
it
if
all
young
girls
and
women
had
the
confidence
to
speak
their
minds.
However,
I
feel
we
need
to
display
our
intellect
our
experiences
and
our
potential
with
the
world
in
order
to
get
our
voices.
Voices
listened
to.
I
have
recently
had
the
most
incredible
experience
of
taking
over
the
role
of
Tom
Keith
roach,
president
of
UK
AstraZeneca.
For
the
day,
this
was
part
of
a
girl's
takeover
run
by
plan
International
as
a
celebration
of
international
day
of
the
girl
on
11th
of
October.

This
was
after
a
series
of
interviews
and
selection
criteria
that
I
was
chosen
as
a
finalist
for
this
role,
something
that
I
never
thought.
I
would
ever
have
the
opportunity
to
do
I
believe
there
needs
to
be
more
organizations
like
this
that
acknowledge
and
support
us
as
young
women
and
girls
and
amplify
our
voices
that
have
been
in
multiple
scenarios
ignored.

However,
youth
Council
isn't
just
about
the
development
that
we
make
as
a
result
of
our
meetings.
It
is
also
about
the
development
that
we
make
ourselves
as
people
Representatives,
students
and
Friends
I
can
proudly
say
that
we
definitely
help
and
support
each
other
with
the
things
that
we
do
both
in
and
outside
of
Youth
Council.

also
amazing
to
have
been
invited
to
meet
hrh
the
Princess
Royal,
where
I
answered
the
questions
she
had
about
the
work
among
young
people
and
what
we
are
doing
to
improve
our
city.
Earlier
this
year,
young
people
from
Bristol
City
youth
Council
were
given
the
opportunity
to
be
involved
in
judging
and
attending
the
young
hero.
Awards
too.

But
the
truth
is:
is
that
all
young
people
have
the
power
to
speak
out
whether
or
not
they
are
listened
to
or
engaged
with
is
determined
by
who
they
are
speaking
to
and
who
they
are
choosing
to
communicate
with.
Often
it
is
young
people
who
will
make
the
difference,
who
will
speak
their
mind
and
who
will
challenge
others.

met
so

thing
has
popped
up
time
and
time
again
the
importance
of
youthless
from
the
Inception
of
our
ten
years
in
February
22
till
now,
I've
seen
how
this
has
been
intervened
and
all
I've
done
so
far.
I'm
sure
Anna
he'll
be
able
to
say
the
same
from
being
together
young
people
to
talk
about
a
decent
youth
violence
in
our
city
to
ensure
a
youth
LED
approach
where
they
were
listened
to
by
important
and
influential
people
in
this
area.

May
you
ask,
as
young
people
are
disproportionately
affected
by
violence
in
Bristol,
as
well
as
ensuring
young
people
have
their
same
matters
that
concern
in
the
midst?
Secondly,
being
the
coach
of
the
one
city,
children,
young
people's
boards,
along
with
Asha,
which
has
this
to
be
in
public,
private,
voluntary
and
third
sector
Partners
to
work
in
the
best
interests
of
children
and
young
people.
By
being
on
this
board,
I've
been
able
to
truly
understand,
represent
and
been
the
best
interests
of
young
people
who
live
in
Bristol.

How
for
you
to
see
the
partnership
and
collaboration
that
has
led
to
even
stronger
relationships
formed,
admittedly
through
meeting
young
people,
All
Over
Bristol
at
youth
clubs
and
sessions
of
Labor
from
Southwestern
Northwest
to
Nell
area,
has
been
left
out
and
I've
seen
what
I've
seen
every
single
time
is
clear.
Young
people
have
a
lot
to
say.

Overall,
we
want
to
make
sure
that
children
and
young
people
can
express
their
views
on
the
decisions
that
are
important
to
them,
as
well
as
having
their
perspectives
and
experience,
experiences
voiced
and
heard
by
Representatives
that
they
value
trust
and
believe
in
that,
in
my
own,
words,
is
what
youth
council
is
about,
and
the
main
reason
as
to
why
I
applied
for
the
position
initially
is
what
we're
all
passionate
about
and
together.
We
believe
and
hope
that
we
can
change.

saying,

about
us
engaging

before

One
thing
that
that
film
just
reminds
me
is
that
we
have
to
do
that
on
purpose.
A
good
future
won't
just
happen
to
us.

It
happens
because
we
plan
it
and
then
we
pay
for
it
and
organize
ourselves
to
make
it
more
possible
and
I
just
want
to
say
thanks
also
to
City
Partners,
the
University
of
Bristol
to
my
cabinet
sat
in
the
front
row
as
well
to
my
children,
my
little
girl
having
a
picnic
over
there.
My
wife
actually
won't
like
me
for
that
later.

I
have,
to
be
frank,
I
do
not
pretend
that
we'll
be
able
to
hold
off
all
the
hardship
that
we
are
going
to
be
facing,
but
I
do
believe
that
the
work
we've
done
over
the
last
six
years
to
build
affordable
homes
extend
the
living
wage.
Tackle
hunger
has
been
a
real
investment
in
the
individual
and
Community
resilience.
We
are
really
going
to
need
and
what
we've
done
over
the
last
six
months
with
Partners
to
set
up
a
network
of
welcoming
spaces
in
communities
right
across
Bristol.

We'll
also
offer
real,
immediate
support,
and
if
you
don't
know
these
welcoming
spaces
are
Community
venues
that
people
can
go
to,
they
can
hang
out,
they
can
access
Wi-Fi,
they
can
be
warm
and
if
needed,
they
can
access
support
and
advice
on
anything
from
Finance
to
emotional
well-being,
Mental
Health
employment
and
skills.
I
want
to
thank
all
those
who
have
worked
so
hard
to
organize
that
Network.

If
you
take
City
Hall,
our
operating
costs
are
rising,
and
this
looks
like
a
best
case
scenario
of
us
having
to
find
around
30
million
pounds
in
Savings
in
2023-24.
That's
about
10
percent
of
the
city
council's
budget
worst
case
scenario
is
62
million
pounds,
and
it's
in
that
context
that
it's
important
I
believe
that
we
come
to
a
shared
understanding
of
what
Bristol
is
and
the
circumstances
in
which
we
find
ourselves.
G
And
that's
because,
as
the
proverb
says,
a
problem,
a
problem
well
defined
is
a
problem
half
solved,
but
it's
also
because
a
shared
understanding
will
make
it
more
likely.
We
can
agree
on
the
complexities,
the
contradictions
and
assess
the
trade-offs.
We
must
engaging
if
we
are
going
to
deliver
anything
at
all.
So
Bristol
is
a
city
of
42
square
miles.
G
G
we
have
a
15
billion
pound
economy,
two
world-class
universities,
thriving
business
sectors
and
the
highest
graduate
retention
rate
outside
of
London,
but
this
lives
alongside
entrenched
inequality,
70
000
people
living
in
the
10
most
deprived
areas
in
England,
including
19,
000
children
and
eight
thousand
older
people.
We
have
among
the
lowest
rates
of
people
going
to
University
in
the
country.

Moreover,
we're
a
city
with
a
history
of
under
delivery
Bristol
has
been
unflatteringly
described
as
a
city
that
succeeds
despite
itself.
One
of
the
more
serious
consequences
of
this
is
that
we
inherited
a
city
infrastructure
that
is
an
end
of
life.
Historically,
we
have
not
planned
ambitiously
for
performance.

Every
Journey
combines
success
with
failure,
but
we
learned,
as
we
went,
we
made
big
decisions.
We
grappled
with
complexity,
we
faced
the
headwinds
and
we
have
delivered
now.
Our
approach
is
changing
both
the
physical
City
and
the
nature
of
the
city.
So
let
me
talk
through
a
few
of
those
examples.
Temple
island
is
becoming
an
economic
Hub
at
the
heart
of
Temple
quarter.
We
secured
95
million
pounds
to
unlock
10
000
homes,
22
000
jobs
and
regenerate
Temple
meat
stations.

Three
new
entrances
will
help
double
the
capacity
of
the
station
to
22
million
passengers
per
year
and
restore
brunel's
station
facade
the
old
sorting
office,
the
chipped
tooth
in
Bristol
Smiles,
it
was
called,
is
being
replaced
by
the
University
of
Bristol's
new
campus
we've
started
our
own
housing
company
Gorham
homes,
building
268
homes
in
Romney
house
slot
Lees.
By
giving
Gorham
responsibility
for
housing,
delivery
and
social
homes,
we
can
build
homes
at
rates.

We've
got
developers
investing
in
the
Debenhams
in
Broadmead
and
the
galleries
with
really
exciting
mixed-use
project
projects.
We've
provided
1.3
million
pounds
to
support
small
business,
to
bring
vacant
properties
back
into
use
and
to
reanimate
our
high
streets,
Cotton
Hill,
King,
Street
and
Princess
Victoria
Street
pedestrianizations
have
helped
her
Hospitality
business
sector
recover.
We've
opened,
Addison,
Apartments,
five,
affordable
homes
in
Sea,
Mills
designed
to
meet
the
housing
and
support
needs
of
young
people
with
complex
physical
and
learning
disabilities.

We've
continued
the
work
to
build
a
mass
transit
system
that
will
transform
the
way
we
move
around
the
city
region.
Let
me
say
a
bit
about
that
that
the
economic
and
the
geological
assessment
work
has
been
done.
We're
about
to
commit
a
further
15
million
pounds
with
our
neighbors
to
take
this
work
to
the
next
stage.

Overground
and
underground
networks
are
fast,
efficient,
low
carbon,
Transport,
Systems
and
they're
essential
for
a
modern,
crowded,
City
bristolians
have
waited
long
enough.
There
cannot
be
any
u-turns,
no
shine
away
from
The
Challenge
of
delivery
for
those
who
come
next,
be
they
Bristol
councilors
or
the
combined
Authority.
We
know
what
needs
to
happen
now.
It's
there
for
you
all
to
complete
it.

We
continue
to
drive
inclusive
economic
growth
for
the
City.
Bristol
is
now
a
living
wage.
City
this
year,
132
more
employers
were
accredited.
That
means
over
1800
workers
have
been
uplifted
to
a
real
living
wage.
Around
50
jobs
were
created
at
Channel
4's
new
creative
Hub
in
finzel's
reach,
bottle
yard
studios
in
South.

Bristol
will
have
a
13.5
million
pounds,
expansion
creating
135
jobs
during
the
refurbishment,
with
nearly
900
jobs
created
over
the
next
10
years,
and
film
and
TV
Productions
filmed
on
locations
across
Bristol
generated
21
million
pound
for
our
economy
in
22,
20,
21,
22,
the
highest
for
a
decade.
The
strive
internship
program,
coordinated
dozens
of
paid
internships
for
black
Asian
and
minority
ethnic
University
students
living
or
studying
in
our
city
region.

Now,
in
the
meantime,
we'd
been
in
talks
with
LNG,
whose
plans
for
a
mixed
use,
development
on
Temple
Island,
including
homes,
hotel
conference
center
and
Retail,
were
predicted
to
generate
three
times
as
many
jobs.
Three
times
the
economic
value
and
twice
the
tax
revenue,
we
were
also
in
talks
with
ytl
who
were
offering
to
convert
the
brothers
and
Hangers
into
a
seventeen
thousand
seater
Arena
on
their
land,
at
their
cost
and
at
their
Financial,
Risk
and
I
had
to
make
a
choice
in
that
context
about
what
to
do
with
temple.
Island.

So
we
could
have
proceeded
with
the
decision
based
on
the
political
noise
or
we
could
make
the
right
decision
based
on
that
Financial
evidence,
and
we
made
the
right
decision
now.
If
we
had
built
the
arena,
we'd
have
carried
that
debt
and
that
new
building
into
the
lockdown
and
a
financial
and
reputational
consequences
of
that
would
have
been
considerable,
to
put
it
mildly.
Instead,
we
now
get
their
homes,
the
hotel,
the
conference
center
and
the
jobs
on
Temple
Island,
and
we
get
the
UK's
third
largest
and
Europe's
Most
sustainable
Arena,
and
what
this
demonstrates.
G
A
second
example
is
our
aging
City
infrastructure.
Now,
Bristol's
infrastructure
is
decaying
from
the
crumbling
Harbor
wall
to
a
collapsing
chocolate
path
to
at
least
eight
bridges
with
structural
flaws.
The
city
we
have
inherited
is
one
in
which
so
much
is
at
the
end
of
its
life
and
I
liken
it
to
taking
ownership
of
a
car
that
has
never
been
serviced
and
then
being
told
the
Campbell
urgently
needs
replacing
and
in
the
case
of
the
chocolate
path
it
actually
snapped.

Now
we
knew
from
our
engineers
and
Senior
highways
team.
There
were
structural
flaws,
but
we
didn't
have
the
money
readily
available,
so
we
made
the
right
safety
decision
to
close
it
in
December
2016.
just
months
after
coming
into
office.
Incidentally,
we
then
set
about
planning
the
funding,
but
in
early
2020
it
slid
into
the
river.
On
the
very
day
we
had
closed
the
contractor's
bid
for
the
repairs.
G
G
Now
we
build
relationships
with
developers
to
ensure
they
build
well
build,
affordable
mix,
tenures
and
protect
land
for
employment
and
nature,
and
some
get
built
on
Council
own
land,
in
partnership
with
developers
like
the
173
homes
on
botlock's,
Airport,
Way
and
185
Homes
at
lng's.
Bonnington
walk
both
of
those
were
stated
for
development
for
decades,
but
it
took
personal
conversations
at
mipim.
That's
the
big
property
developers
conference
that
happens
each
year
and
at
City
Hall
to
get
them
over
the
line.

Some
have
raised
concerns
that
we
have
got
involved
in
planning.
We
have
we've
been
elected
to
shape
the
city
and
the
outcomes
we
want
cannot
be
left
to
the
chances
of
a
developer,
aligning
with
an
out-of-date
local
plan
and
a
quasi-judicial
process.
We
don't
have
fear
with
the
legal
planning
Authority
process,
but
we
work
to
push
the
UN
sustainable
development
goals,
affordability,
targets,
mixed
tenures,
modern
methods
of
construction
and
active
frontages.

Now
we
need
to
understand
the
importance
of
this.
You
know
as
early
as
8
1963,
the
World
Health
Organization
said
that,
after
protecting
World
Peace
urban
planning
is
the
most
important
challenge
we
face,
so
we
have
to
be
there
and
what
all
these
examples,
I
believe
show
is
this
one
that
you
have
to
understand
the
process
and
make
the
systems
work.

You
have
to
be
prepared
and
able
to
take
evidence-based
decisions,
and
you
have
to
be
able
to
build
productive
relationships.
If
you
can
line
all
those
three
things
up,
you'll
be
able
to
deliver
on
the
Promises.
You
made
the
city
and
that's
the
challenge
for
all
those
and
what
comes
next
and
there
is
a
risk
to
Future
delivery.

2024
will
see
a
new
kind
of
political
leadership
of
and
from
the
council
and
I've
shared
my
own
concerns
about
that.
So
there's
no
need
to
me
to
share
them
again
here,
but
despite
that
there
is
hope,
structures
of
leadership
and
the
Styles
and
strategy
of
individual
leaders
are
important,
but
not
definitively
important.

The
truth
is
when
you
first
come
into
office,
you're
limited
in
your
insights.
We
come
into
power
through
a
system
of
retail
politics
characterized
by
making
by
the
making
of
promises
an
offering
of
solutions
to
problems.
We
think
are
important
to
you.
But
when
you
walk
through
the
door,
ideology
meets
pragmatism.
G
You
must
work
with
everyone,
including
unlikely
allies,
to
change
the
systems
and
processes.
You
can
control
and
influence
those
you
don't
so
that
things
get
done
all
the
while.
You
have
to
pray
the
economic,
political
and
social
forces
over
which
you
have
no
control
whatsoever,
such
as
inflation,
wider
stability
and
health
end
up
working
in
your
favor.

Now,
the
world
in
which
we
have
to
operate
is
characterized
by
complexity
and
nuance,
but
our
ability
to
lead
and
enable
change
is
squeezed
by
a
simplistic
and
binary
positioning
within
our
politics.
The
former
conservative
MP
Rory
Stewart
recently
said
the
things
that
matter
require
quite
complicated,
thoughtful
long
conversations
where
you're
learning
all
the
time
what
you
got
wrong
and
instead
of
which
you've
got
a
culture,
that's
developed
of
people
who
have
very
strong
opinions,
which
are
frequently
very
popular.

The
example
of
housing
shows
us
that
if
you
want
to
protect
land
for
nature,
you
have
to
build
that
density
and
height,
or
you
sprawl
and
lose
nature,
or
you
don't
build
at
all
and
you
compare
in
the
housing
crisis,
you
have
to
choose
your
solution,
but
you
then,
must
own
the
cost
now.
My
time
so
far
has
also
strengthened
my
understanding
that
leadership
and
our
city
are
collective
Acts.

We
have
identified
over
330
billion
pounds
of
low
carbon
and
Net
Zero
projects
across
the
UK's
largest
cities
and
we're
reaching
out
for
international
finance,
and
this
work
with
the
world
cities
is
essential.
The
battle
against
climate
change
will
be
won
or
lost
in
cities.
55
percent
of
the
world
now
live
in
cities,
and
this
will
be
two-thirds
by
2070.
cities,
consume
80
of
the
world's
energy
and
are
responsible
for
75
of
emissions.

Chaotic
and
inefficient
urbanization
will
increase
the
pressure
on
the
planet
but
more
efficient,
living
at
higher
density
that
our
cities
offer
can
minimize
the
resources

We

spent
the
day
in
Bristol.
What
what
have
you
thought
about?
The
city.

Another
thing
that
I
noticed
is
how
warm
people
are.
The
reception
was
quite
warm
and
I
really
loved
working
by
the
Waterside.
We've
got
a
river
that
crosses
our
city
and
divides
it
into
two
similar
to
what
you
have,
but
we
don't
have
the
walkways,
and
this
is
something
we're
thinking
of
doing,
providing
more
recreational
facilities
along
the
walk,
the
waterways.
So.

I
Course
we
have
stories
that
reflect
globe
and
Global
issues,
particularly
huge
focus
on
social
justice.
At
the
moment,
however,
we
don't
have
quite
the
same
support
in
Canada
generally
for
the
Arts,
as
in
perhaps
we're
somewhere
between
the
States
and
Britain,
but
we
rely
a
lot
on
donors
and
audience
as
well.
So
there
is
a
crisis
of
affordable
housing
in
Toronto.
There
is
challenges
from
Transportation,
like
many
other
major
cities
getting
and
our
artists
are
finding
very
hard
and
frankly
to
live.
I
As
a
matter
of
fact,
80
of
our
artists
find
they
believe
that
they
cannot
live
and
work
in
Broad
and
the
majority
of
them
are
65
of
them
live
below
the
living
wage.
So
that's
challenge
for
us.
I
would
say
it's
not
just
a
municipal
challenge.
It's
a
federal
Challenge
and
we've
been
lobbying
to
have
a
universal
basic
income,
or
you
could
also
space.
We
have
such
a
grooming.

But
I
would
say
this
is
an
Orange
City
and
Vision
that
we've
held
for
the
last
several
years
called
create
a
City
walk
by
Brock
is
about
giving
Princess
to
the
Arts
throughout
the
entirety
of
the
city,
and
even
though
we
don't
have
performance
spaces
outside
the
Delta
airport,
and
a
few
inside
we've
been
making
use
of
libraries,
museums,
big
program,
arts
and
Parks,
really
making
it
affordable,
free,
accessible
Arts
professionals,
activities
and
Community
engagements
or
activities
throughout.
You
know
this
very
large
city
in
3
million.

We
have
a
few
one
percent,
very
rich
people,
very
wealthy
people,
and
then
you
have
not
very
many
of
the
middle
class
and
almost
everyone
struggling
to
to
get
up
the
ladder,
so
it
is
in
equal,
like
in
most
cases
I've
had
the
mayor
speak
about
inequality
in
Bristol,
and
it
is
a
topic.
Almost
every
city
is
a
problem
every
city
faces.

We
haven't,
found
the
Silver
Bullet
that
probably
isn't
a
silver
bullet,
but
we
have
to
keep
working
towards
making
lives
better
for
those
at
the
bottom
of
the
ladder
and
ensure
that
we
hold
their
hands
and
ensure
that
there's
more
economic
opportunities
for
them
to
rise
up
and
be
able
to
contribute
more
to
the
economy
and
to
the
cities
in
which
they
live
and
be
productive.
Citizens
of
that
City.

Well,
we
are
I
mean
we.
We
were
already
one
of
the
most
socially
mobile
countries
in
oecd.
They
were
far
back
as
I
think
it
was
2013.
The
other
Melbourne's
report,
elitist
Britain,
suggested
that
our
background
was
a
bigger
predictor
of
where
we
end
up
than
than
talent
and
hard
work,
and
that
was
a
report
that
was
signed
off
by
Cameron
and
Craig
as
well
and
John
Major
as
well.
Again,
there
is
no,
there
is
no
single
intervention.

think
the
challenge
for
us
is
is
that
that
turgidness
of
Mobility
is
baked
into
the
way
our
system
works.
But
what
do
we
do
right?
We
picked
out
housing.
We
think
it's
one
of
the
single
most
significant
interventions.
We
can
make
across
Health
coherence
a
stable
place
for
for
an
educational,
Journey.
The
you
know,
a
head
teacher
of
a
primary
school
said
to
me:
if
there's
one
thing
he
could
do
for
his
children,
he'd
make
sure
everyone
had
a
kitchen
table.

The
point
was
a
home
and
a
plate,
a
home
with
enough
space
to
do
work.
It's
one
of
the
reasons.
Then,
we've
really
tried
to
back.
You
know:
we've
gone
on
a
with
Thrive
and
the
work
around
mental
mental
health.
If
we're
looking
at
life
course,
but
then
we've
made
some
interventions
actually
in
mid-career.
So
you
know
the
work
that
Asher
and
Christine
launched
with
stepping
up
first
of
all
starts
with
our
African
and
Asian
Heritage
people,
but
then
extended
to
women
and
disabled
people.

mean
60

of
those
people
within
the
first
70
went
on
to
get
promotions
within
nine
months.
So
he
said
there
was
a
stickiness
in
in
our
organizations
that
could
be
unlocked
with
a
little
bit
of
intervention
by
the
way
that
stickiness
isn't
unlocking
that
stickiness
isn't
just
for
the
advantages
of
the
individual,
that
was
talent
and
nobility
and
a
contribution
that
was
being
unlocked
in
there
in
there.

Yes,
the
whole
country
Nigeria
has
a
housing
deficit
deficit.
Now
of
about
21
million
kaduna
the
state
I
come
from.
Not
the
city
is
about
five
percent
of
Nigeria,
so
you
could
see
we
have
that
amount.
You
know
back
in
kaduna
State,
then.
If
you
look
at
the
city
that
I
administer,
which
is
about
40
in
terms
of
population,
so
we've
got
40
percent
of
that
number
that
we
need
to
address,
which
is
about
four
hundred
thousand.
We
are
not
building
enough.

Funding
for
infrastructure
is
a
worldwide
problem
again,
particularly
in
cities.
There
just
isn't
enough
government
funds
to
go
and
I
was
looking
at
the
budget
of
Bristol
this
morning
and
I
realized
that
Bristol
city
council
has
50
times
the
budget
of
kaduna
capital
territory
Authority
and,
conversely,
we
have
eight
times
your
population
about,
but
on
the
other
side
again
you
have,
you
have
eight
times
our
GDP
in
terms
of
looking
at
the
city,
so
you
can
just
see
the
problems
that
we're
facing
and
where
we're
coming
from.

The
government
is
building
houses,
both
the
state
government
and
the
national
government,
affordable
housing.
But
at
the
same
time
we
are
vigorously
pursuing
private
sector
Investments
and
we're
making
Headway.
And
hopefully
this
Administration,
where
the
governor
who
I
work
for
my
boss
is
leading,
would
build
or
would
have
built
at
the
end
of
it
next
year
about
20
000
houses.
But
it's
simply
not
enough
and
we
need
to
keep
doing
more.

It's
really
important
that
that
challenge
you
face
over
housing.
We
as
a
city
as
a
global
City,
cannot
just
see
that
as
an
overseas
distant
issue.
One
of
the
points
I
made
in
my
Ted
tool
and
and
that
we
have
been
working
on
with
award
economic
forum
and
and
with
core
cities,
is
that
bad
urbanization
in
the
Global
Science
will
cost
us
all
in
terms
of
climate
change.

So
we
have
to
find
a
way
of
getting
the
finance
to
leaders
in
the
global
South
so
that
the
kind
of
urbanization
Journey
that
they
go
on
is
one
that
is
not
chaotic
and
disorganized,
because
people
live
in
Islam,
but
it's
actually
organized
and
decarbonized
and
efficient
in
order.
So
that
is
HIV,
but
the
politics
of
getting
more
money
into
the
global
South
is
another
thing
that
we're
trying
to
work
out.
How
we
get
it
straight
into
your
hands
rather
than
through
the
national
government.

strategic
programs
for
Arts
organizations
to
vote
in
Grace
Greening
their
their
venues,
but
also
to
to
actually
create
content?
That
raises
the
the
issue
for
the
lives
of
the
public
I

Couldn't
give
you
any
facts
and
figures
of
that
now,
but
it's
certainly
well.
Of
course,
the
Arts
Community
is
deeply
concerned
about
a
climate
change
and
and
what
they
can
do
in
their
own
way.

that's

I'm
not
going
to
ask
everybody
the
same
question
because
I
want
to
get
it
through
as
many
as
I
can
I
want
to
talk
about
transport.
Marvin
talked
about
transport
in
his
in
his
presentation.
The
state
of
the
city
address
I've
been
in
Toronto
recently,
and
they
have
a
very
good
transport
system.
I
was
also
in
Lagos
a
few
years
ago,
and
your
transport
system
was
troubled.
I
would
say,
what's
it
what's?

I'm
happy
that
you've
visited
Lagos
and
you've
seen
how
chaotic
it
can
be,
and
perhaps
in
kadunate,
probably
is
even
worse
in
terms
of
the
having
those
multimodal
Transport
Systems
in
place,
because
you
are
just
not
looking
at
one
system
like
the
trains
or
the
buses
or
electric
vehicles.
You
have
to
look
at
it
from
all
angles
and
we
have
just.

The
state
has
recently
secured
funding
for
the
bus
rapid
transport
system
in
kaduna
state,
which
would
be
the
in
kaduna
city,
which
will
be
the
first
time
in
the
state
that
we're
having
a
bus
system
bus
rapid
system
from
the
French
development
agency.
We
have,
of
course,
put
in
the
work
over
the
last
three
four
years
trying
to
map
out
the
routes,
decide
where
the
buses
bus
stations
will
be
where
the
bus
stops
will
be
Etc.
But
we
have
crossed
that
bridge.

We
are
accessing
the
funding
and
from
next
year,
we'll
begin
to
build
the
infrastructure
that
will
allow
for
our
bus
rapid
system
in
kaduna,
and
this
will
help
us
LeapFrog
and
get
us
to.
Probably
we
would
once
that
is
done.
We'll
probably
have
the
most
efficient
transport
system
in
Nigeria,
and
this
is
something
we're
very
proud
of.
At
the
same
time,
my
Governor
has
been
working
on
a
light
rail
transport
again
in
kaduna
City,
because
kaduna
City
is
the
capital
city
of
the
state
of
kadunawa.
Come
from.
My
colleague
is
in
the
audience.

No
one
walks
away
from
the
table
with
everything
they
want
and
someone
wrote
a
line
that
I
really
appreciated
actually
actually

one
of
the
Ted
guys,
and
he
said,

you
sometimes
you've
got
to
use
dirty
tools

outcomes
all
right.
This
is
the
system
we've
got.
The
tools
that
are
available
to
us
are
the
tools
that
are
available
to
us
and
we've
got
to
make
the
best
of
it.

have
a
very,
very
vibrant,
Arts
Community,
we're
trying
to
put
them
together
now
as
a
city
and
see
how
we
can
come
in
to
support
them.
With
these
sort
of
things,
you
don't
try
to
tell
them
what
to
do.
This
is
Arts.
You
allow
them
to
do
what
they
want,
but
you
give
them
the
necessary
guidance.
You
give
them
Nursery
support
as
government
and
with
the
Arts
and
books
Festival.

We
have
seen
the
tremendous
increase
in
the
number
of
people
coming
up
to
go
into
the
Arts
and
see
it
as
a
something
that
they
can
make
that
they
can
be
productive
in
and
make
a
living
out
of
it,
and
we're
going
to
continue
to
encourage
that
in
terms
of
the
values
that
we
hold
there
to
we
hold
there
in
doing.
Our
work
in
kaduna
is
integrity
because
we
come
from
a
place
where
there's
low
trust
in
politics
and
politicians
we're
still
a
very
young
democracy.

So
unless
people
believe
that
you
are
going
to
do
what
you
see,
they
will
not
come
with
you
and
at
the
same
time
you
have
to
be
accountable.
When
you
are,
you
will
get
everything
right
when
you
don't
get
things
right,
you
put
up
your
hands
and
say:
okay.
This
is
not
quite
right
and
you
make
the
necessary
changes.
I
think
when
people
see
that
leaders
are
willing
to
do
that,
they're
willing
to
follow
them.
Like
I
said
we
live
in
a
very
low
trust.

Graciousness
again,
that's
one
of
the
reasons
we
talked
tonight
about
coming
to
a
shared
understanding
of
what
the
raw
material
is
that
we're
working
with
and
a
context
in
which
we
work.
So
let
me
give
you
an
example:
is
this
relevant
now
it's
kind
of
a
clean
air
zone
when
so
so
government
there's
there's
a
context
around
that?
Morally,
we
should
deliver
it
environmentally.
We
should
deliver
it,
but
also
there's
a
legal
threat
right,
so
we're
legally
required
to
deliver
it.

You
know
a
compliant
air
in
the
shortest
possible
time,
but
when
government
announced
that
one
of
the
points
we
made
was
hold
on,
we
need
to
do
this,
but
you've
got
to
realize
that
they
could.
You
know
good
things
can
have
negative
consequences
for
some
people.
This
is
a
very
blunt
tool
and
we
we
anticipate
an
impact
on
business,
low-income
people
in
particular,
and
we
need
we
need
to
negotiate
that.
Well,
what
we're?
Having
now
all
the
headlines
were.

You're,
delaying
the
political
debate
in
the
chamber
was
your
delay
in
no
acknowledgment
of
a
conversation
with
government
about
hold
on
what
about
the
unintended
consequences
of
this
and
how
we
mitigate
so
there's
no
engagement
with
the
complexity
and
the
Nuance
of
it.
It
got
to
a
point
where,
even
at
the
front
of
City
Hall
I
had
some
a
protesters.
Swearing
at
me
saying
you
don't
care
well,
wait.

You
know
we
do,
but
we
recognize
that
it
sits
in
a
context
in
which
you
could
do
lots
of
harm
if
you
do
it
without
thinking
in
a
in
a
in
a
raw
way.
Interestingly,
we
announce
the
Clean
Air
Zone
and
then
there's
a
massive
Lobby
saying
you
don't
care
because
there's
a
magnetic
impact
on
people's
incomes
all
right
now,
that's
quite
amusing,
but
actually
it's
really
poor
and
if
we
as
a
city,
don't
mobilize
and
start
saying.

Actually,
let's
look
at
these
issues
from
multiple
angles
and
and
not
just
take
the
opportunity
to
accuse
you
of
not
caring,
because
I
can
attack
you
on
this
line.
Then
we're
going
to
get
that
adversarial
position
in
binary
type
of
politics
and
actually
I'll
be
frank
with
you.
You
get
tired
of
chasing
to
try
and
explain
and
actually
I
mean
I
can't
I
can't
name
you
the
last
time
a
journalist
actually
interviewed
me
for
for
more
than
half
an
hour
to
actually
talk
about
the
international
issue.

What
you
normally
get
is
a
pre-written
story,
and
then
someone
says,
would
you
comment
on
the
story
I've
already
written,
so
there's
no
discussion
and
debate
and
investigation
that
undermines
the
quality
of
our
political
debate
and
I.
Think
the
other
challenge
about
politics
is
that
most
people
don't
interact
with
real
politicians
in
real
political
debate.
The
interact
with
the
journalistic
interpretation
of,
what's
going
on
and
too
often
is
clickbait
driven
summary
and
opportunistic
attacks.

I,
don't
mind
I'm
just
saying
I
might
be
wrong
in
all
that,
but
being
on
the
inside
having
come
from
the
outside.
That
seems
to
be
one
of
the
biggest
threats
to
the
quality
of
our
politics.
Apart
from
the
fact
that
there
are
some
politicians,
you
just
got
occupy
it
very
badly.
We've
just
seen
that
with
the
outgrown
PM,
but
that
is
a
challenge
for
us.
Well,.

Very
much
along
the
lines
we've
been
talking
about
tonight
about
housing,
affordability,
Transportation
decline
in
public
services.
I
mean
open
his
wrecked
havoc
on
our
budget
and
the
city's
flag.
Time
is
like
900
million
available
right
now,
but
we've
elected
it's
quite
darling:
we've
elected
nine
new
city
councilors.

Yes,
although
in
kaduna,
people
actually
think
that
I'm
young
I'm
just
35,
so
everyone
thinks
that
I'm
young,
you
know
the
youth
is
but
I
keep
telling
people
I'm,
not
a
youth
anymore.
Probably
I
was
a
youth
seven
years
ago,
but
in
Nigeria
and
in
the
kaduna
context,
people
think
I'm,
very
young,
so
I'm
already
the
youth
mayor
as
well.

The
main
mayor
of
the
city,
but
but
this
is
brilliant-
we'll
continue
to
encourage
our
young
people
because
you
can
see
their
thought
process
already
developing.
You
know
you
need
to
catch
them.
Young
and
I
have
learned
from
this
experience
and
will
look
at
even
if
you
don't
appoint
youth
males
by
giving
younger
people
more
roles
and
responsibilities
to
actually
participate
in
governance.
When
I
say
young
I
mean
people
in
the
secondary
school
and
in
primary
school
to
do
all
that,
but
in
kaduna
as
a
state
generally,
we
have
a
very,
very
young
team.

There
are
many
people
younger
than
me
that
are
holding
many
many
very
critical
positions.
There
are
also
many
women
in
fact,
in
the
cabinet,
in
kaduna
states
there
are
more
women
than
men.
We
men
in
the
cabinet
are
in
the
minority,
so
there
is
already
that
sort
of
a
foundation
for
Youth
and
women
inclusion,
and
we
can
only
do
more
of
that
and
we'll
continue
to
do
more
of
that.
But.

This
was
really
nice
to
do
that
made
me
feel
great.
Well,
we
we
go
to
government.
Quite
often
have
we
just
written
a
letter
to
government
I'm
now
chair
of
UK,
core
cities
and
the
lga's
city
regions
board,
and
we
have
actually
just
written
to
government.
One
of
the
things
that
we've
asked
them
to
do
is
to
make
sure
they
see
the
cost
of
living
crisis
we
face
as
a
national
priority,
National
Emergency
and
an
act
accordingly.

We've
asked
them
to
to
have
a
proper
understanding
of
the
role
of
local
government
to
I.
Think
too
often,
we
can
be
seen
as
a
delivery
arm
of
national
government,
just
another
government
Department
and
therefore
our
full
role,
not
just
as
a
collection
of
local
services
but
as
a
convener
of
place.
A
Setter
of
tone
and
enabler.

A
catalyst
within
a
place
is
not
really
understood
in
Westminster
and
Whitehall,
and
if
they
understood
that
role,
then
then
the
financial
relationship
would
would
change
accordingly
and
fair
enough
I
we
actually,
there
was
a
they're
kind
of
a
bit
of
a
kind
of
a
warmth
around
Michael,
a
warmth.
Don't
tweet
me
on
this,
because
I
love
all
my
being
called
a
conservative
and
all
that
as
something
but
actually
when
Michael
Gove
was
was
put
in.
You
know,
as
the
minister.

Actually
there
was
a
warmth
for
that
because
we
think
that
he
thinks
and
he
does
grapple
with
ideas
and
and
he
would
be
open
to
a
conversation
around
what
local
government
is,
and
we
did
have
that
chat
with
him
at
the
the
LGA
and
and
I
think
he
he
responded
quite
positively,
and
the
third
is
about
the
nature
of
our
funding.
I
said
in
the
talk
funding
is
too
often
built
around
National
agendas,
it's
short-term
and
it's
competitive.

We
need
long-term,
predictable
funding
based
on
the
evidence
of
what
it
needs
for
us
to
be.
What
we
need
I'll
give
you
a
classic
example
of
how
that
worked
for
Bristol
a
few
years
ago,
we've
been
doing
loads
of
work
on
child
hunger
in
the
city.
I
think
it
was
about
8
million
I'm,
looking
at
Asha
government
basically
said,
there's
eight
million
pounds
for
child
hunger
and
then
essentially
said
to
all
local
authorities
across
the
country.
Fight
for
that.

So
we
all
put
funding
bids
in
some
got
it
some
didn't,
but
those
that
didn't
get
it
well.
It
wasn't
based
on
the
fact
that
they
didn't
have
a
child
hunger
issue.
It's
based
on
the
fact
that
their
funding
application
at
that
time
did
not
please
the
people
assessing
it.
That's
not
a
strategy,
and
what
we
need
is
a
is
a
co-production
relationship
with
national
government.
That's
based
on
an
evidence-based
strategy,
rather
than
this
competitive
funding
round
every
year
on
year,.
