we

hear
about
our
budget
priorities
thanks.

quick
description
of
the
process.
I
mean
we
had
a
public
Hearing
in
September,
I,
believe,
and
that
was
hearing
from
the
public
in
terms
of
input
on
what
the
budget
priority
should
be.
We
sent
a
survey
around
prior
to
that
hearing
and
actually
got
a
lot
more
public
input
than
we
have
in
past
years
when
it
was
the
simple
form,
and
so
we
really
used
that
data
to
inform
these
priorities.

That
said
that
the
survey
was
somewhat
leading
in
that
they
listed
priorities
from
from
past
years
and
then
other
categories
that
the
department
of
City
Planning
allows
for
us,
but
it
did
help
to
have
kind
of
input
to
to
back
up
our
priorities.

One
thing
that
I
continue
to
resist,
doing
and
hope
that
I
can
have
the
board's
support
on
this
again
this
year
is
the
Department
of
City
Planning
asks
Community
boards
to
prioritize
our
budget
priorities
which
is
redundant
but
I
just
resist
doing
that,
because
I
think
it's
ridiculous
to
say
that
food
stamps
are,
you
know
more
important
than
than
Adult
Protective
Services,
or
that
programs
for
merchants
are
less
important
than
the
flooding
concerns
they
have
when
it
rains
so
it
just.
It
doesn't
make
sense
to
have
priorities,
especially
across
agencies
compete.

Having
said
that,
you
know
there
are
some
things
that
we
can
put
up
higher
just
based
on
how
long
the
criteria
I
try
to
use
is
how
long
it's
been
on
our
list
of
of
budget
priorities.
For
instance,
the
the
police
precinct
house
has
been
on
the
the
list
for
about
three
decades.

We
can
also
talk
about
how
much
how
many
requests
we
get
for
Service
delivery.
So
that
brings
a
traffic
calming
stop
signs
traffic
lights,
that
sort
of
thing
into
the
mix.

We
can
also
talk
about
the
extent
to
which
the
consequences-
you
know
the
gravity
of
consequences
if
a
need
isn't
met
like
providing
food,
stamps
and
affordable
housing
and
that
sort
of
thing
and
then
also
I
use
where,
where

community
board
stands
in
in
terms
of
public
a
community
board
ranking,
you
know,
we
all
we've
all
heard
me
say.

Most
of
you
have
heard
me
say
that
community
board

ranks
last
59
out
of

Community
boards
in
terms
of
the
number
of
residents
who
have
to
walk
more
than
a
quarter
of
a
mile
to
a
park.
So
that
should
be
a
high
priority
for
us
and
yet
it's
hard
to
say
it's
more
important
than
addressing
flooding
conditions
when
you're
a
homeowner
or
a
business
owner
who
gets
flooded
every
time.

rains
more
than
an
inch

hour,
so
I

budget
a
little
bit
in
terms
of
the
format
I
where
they
make
me
say
that
this
is
our
first
priority,
because
if
I
don't
say
that
we
have

priority,
they

unfunded
mandates

provide
translation
services,

don't

funding

requests

houses

70th
Precinct
has
been
a

ongoing
problem
and

like
understand
flooding
issues

personally

curious

why
that's

a
community
board
expense
instead
of
something
that

NYPD
budgets
for

precincts
throughout

city

you

there's
never
a
sufficient
amount
of
parking
for
a
Precinct

might

be
something
less
considered

land

request

more
considered
about
like
the
culture
of
how
NYPD
uses
the
the
streets-based
sidewalk
space,

mean

know
it's
like
the
common
problem.

prison
think

not
be
able

pass
by
on
the
sidewalks
on
some
side
of
the
streets
because
there's
parking
there,
but
that's
also
present

people
have
much
more
parking

curious,
partly
like.

is

finding
a
bigger
space
for
that
like
such
a
like?
Do
we
think
that
will
really
help,

coming
out

community
board
budget
instead

statement

six
years
ago.

more

eight
years
ago,
DCP
Department
of
City
Planning,
started
making
us
write
our
district
needs
statement
in
tandem
with
our
budget
priorities,

that
there
was
a
match
which
made
sense,
but
the
reason
that
the
precinct
house
is
on
this
is
because
for
three
decades
this
is
something
that
the
community
has
advocated
for
the
board.
The
board
has
advocated
for
it.
It
was
supposed
to
have
been
done
in
in
the
late
90s
early
OTS
and
the
funding
fell
through
and
the
property
fell
through.

Nypd
has
acknowledged
it
as
a
need
and
so
to
keep
it
higher
on
the
priority
list.
Sort
of
just
holds
them
accountable.
Then
then,
lowering
it.
Having
said
that,
I
am
open
to
the
board's
Direction
on
dropping
it
in
terms
of
urgency.
If,
if
asking
for
something
for
30
years,
doesn't
make
it
feel
urgent
to
you.

want
to
add
that
the
situation
on
Lawrence
Avenue
is
unique
because
of
the
adapt
Network.
That
is
there,
which
uses
the
roadway
quite
heavily
twice
a
day
and
then
the
additional
schools
in

vicinity.

think
that
the
situation
is
unique
with
that
Precinct
pardon

ahead.

In
my
district,
when
I
was
running
for
city
council,
I
attended

HPD
briefings,
which
gave
me
an
opportunity
to
hear
feedbacks
from
stakeholders
and
neighbors
I'm
here
to
continue
to
support
the
vision
of
Denver
President,
also
who
recommended
that
the
site
be
moved
from
HPD
to
Parks.

We've
been
working
hard
to
understand
from
agencies
about
what
is
the
Bible
path
forward
for
us
for
this
future
of
the
site.
After
much
consideration
and
brainstorming,
we
thought
Cox
was
the
obvious
choice
because
they
are
one
of
the
agencies
that
has
their
own
capital
budget
and
a
robust
Community
engagement
process,
and
we
wanted
to
be
sensitive
to
this
historic
significance
of
the
land.
So
we
wanted
to
talk
about
landscaping
and
pox
has
the
record
for
doing
so
later
on
in
the
presentation.
They
will
also
explain
their
Capital
process
and
timeline.

before
on
several

need
to
work
together
on
this

be

we

funding
in
place
thanks
to
the
council
member,
we're
poised

start
design
of
this
project.

funding

just
transferred
into
our
budget
earlier
this
month,
our
processes

it's
been
added
into
our
Brooklyn
Capital
project
queue
for
fiscal
year
23..
So
that's
the
fiscal
year
that
starts
in
June
starts

July
ends
in
June,
so
we're
poised
to
start
designing
this
project,
probably
this
spring.
What
we're
doing
right
now
is
reviewing
all
the
documents
that
have
been
done
so
far,
all
the
the
historic
documentation,
all
the
testing
that's
been
done
and
working
to
bring
on
a
landscape
architect
in
our
Capital
team.

They

still
be
assigned
to
this
project
and
and
what
we'll
start
with
is
a
community
input
session
which
will
likely
happen
this
spring
and
the
plan
would
be.
You
know
to
have
that
input
session,
and
typically
we
work
through
the
parks
committee
and
the
community
board,
as
well
as
council,
member
and
we'll
work
with
the
tab
course
on
closely
designing
this
project
to
make
sure
that
the
open
space
that's
there
meets
the
community's
needs
and
desires.

Our
typical
timeline
and
process
is
it's
about
a
year
for
design
of
a
standard
Capital
project
at
Park.
So
if
we
start
in
in
the
spring,
which
we
will
it'll
be
next
spring,
we'll
have
so
spring
of
23,
we'd
start
design
bring
up,

design
will
be
complete.
We
would
then
enter
the
procurement
phase,
which
is
the
process
for
which
we
bring
on
a
contractor
to
actually
construct
the
park
in
the
open
space
and
that's
about
a
year-long
process
as
well
and
then
a
year
for
construction.

Milestones
would
be
designed
start
this
spring
design
completion
next
spring

then
construction
would
likely

the

of

our

generally,
we
have
been

part
of
a
lot

Heritage
spaces,

we've
done
work
around
Heritage
conservation,
particularly

Brownsville,

a
lot
of
that

taught

we've
talked
about
or
thought
about
is
when
you're
engaging
people.
So
when
you
get
into

someone
was
speaking
about
a

cultural
bearers

are

has

intergenerational
space
on
this

the
site
as

homage

Past,

one

our
things
that
are
where
we
that
really
like
we
run
off
of,

design
principles
run
one

reckoned
with
the
past

be
able
to

ensure

it's

important

us

have
sites

also
make
sure

sure
makes
it
clear

present

future
all
are
necessary

of
them
were
fragmented
and
we
weren't
able
to
do
any
DNA
testing
because
we
didn't

large
enough

where
they
are

you

reinter
them
on
the
site
and
to
do
in
to
do
that
in
a

respectful

libraries

people

grieve
