C
We
are
convening
this
meeting
convening
this
committee
meeting
at
6
32
pm
my
co-chair
donald
loggins
and
myself
are
here
I'd
like
to
recognize
a
few
people,
if
I
may,
if
you
allow
me
to
we're
joined
tonight
by
our
chair,
emeritus,
mr
alvin
burke,
thank
you
for
joining
us
alvin,
we're
also
joined
by
our
current
chairperson,
ms
joanne
brown,.
C
I
think
the
board
staff
being
here
sean
campbell
and
anya.
Thank
you
very
much
for
for
facilitating
this
for
us.
As
always,
and
I'd
also,
I
see
here-
and
I
hope
I'm
not
missing
anyone
else,
but
I
see
here-
joel
disavow,
the
souve,
sorry
from
councilmember,
rita.
C
C
The
director
of
communication
for
the
department
of
sanitation
they'll
be
giving
us
an
update
on
services
in
the
area,
and
you
know
anything
we
can
look
forward
to
and
we're
also
joined
tonight
by
lauren
collins
from
the
flatbush
avenue
and
church
avenue
business
improvement
districts
as
she's
the
executive
director
who
will
present
be
presenting
us.
C
I
believe
a
plan
on
and
and
forgive
me
here-
I'm
not
looking
at
my
notes-
a
plan
on
the
new
curbside
initiative
from
the
department
of
sanitation
to
reduce
plastic
bags
on
the
sidewalks,
we're
gonna
begin
tonight
with
joan
so
donald.
I
don't
know
if
you
have
any
anything
you
want
to
add,
but
you
know
you
can
take
it
away
after
that.
D
I'm
gonna
share
my
screen
and
thank
you
all
for
having
me
tonight.
My
name
is
joan
burns
daily.
I
am
director
of
community
affairs
for
department
of
sanitation
and,
if
there's
anything,
if
you
wanna,
you
know
unmute
yourself
and
let
me
know
if
you
have
questions
as
I
go
through.
Otherwise
the
general
overview
of
a
lot
of
the
services
that
sanitation
offers
we'll
go
through
that
and
feel
free
to
interrupt
so
keep
new
york
city
clean.
That's
our
goal,
the
easiest
ways
to
follow
rules
and
avoid
the
fines
that
sometimes
come
with.
D
You
know.
What's
going
on
sorry.
C
D
Whatever
works
for
you,
so
that's
fine
with
me.
Thank
you.
So
you
know
the
basic
basics
that
sanitation
does
collection
every
day,
we're
asking
that
people
keep
their
waste
in
heavy
duty,
securely
tied
bags
for
trash
or
covered
bins.
D
All
trash
and
recycling
should
be
placed
curbside
in
front
of
your
building
between
4
pm
and
midnight
the
night
before
your
collection
day,
and
we
never
want
residential
trash
put
into
corner
litter,
baskets
or
beside
the
litter
baskets.
You
know
those
are
just
for
litter
or
you
know
things
that
you
have
on
the
go.
So
if
there's
a
litter
basket
on
a
commercial
corner,
we're
thinking,
you're
gonna
put
a
coffee
cup
a
newspaper
things
like
that,
not
household
trash,
so
household
trash
goes
out.
You
know
night
before
collection.
D
D
D
One
of
the
big
responsibilities-
and
I
know
this
is
extra
work
around
leaf
season.
But
we
want
you
to
regularly
clean
your
sidewalk
area,
18
inches
into
the
street,
so
homeowners
are
responsible,
not
just
homeowners.
Property
owners
of
all
kinds
are
responsible
for
18
inches
into
the
street.
Sweepings
have
to
be
picked
up,
put
up
put
into
suitable
containers,
and
we
don't
want
you
using
the
litter
baskets
for
that.
D
They
should
go
with
your
either
residential
or
business
trash,
depending
on
which
one
you
are,
and
our
enforcement
officers
check
the
sidewalks
and
gutters
for
cleanliness
in
residential
areas
between
eight
and
nine
am
and
six
and
seven
pm.
So
you
would
only
get
a
ticket
for
not
sweeping
that
eighteen
inches
during
those
two
one
hour
periods
of
the
day.
D
D
E
D
And
the
brooms
are
cleaning
in
the
sense
of
like
they're
they're
spraying
water
they're,
using
the
broom
on
the
bottom
and
they're
suctioning
up
the
stuff
that
they're
collecting
there.
And
then
you
know
emptying
out
so
just
a
general
overview
on
the
broom.
D
Okay,
another
thing
that
we
like
to
remind
new
yorkers
is
to
pick
up
after
your
pet
and
get
lots
of
complaints
about
dog
waste,
but
somebody's
leaving
it
there.
So
everybody
who
owns
or
is
controlling
a
dog
is
responsible
to
remove
any
feces
left
on
any
sidewalk
gutter
street
anywhere.
You
put
it
and
keeping
the
pets
on
a
leash
of
no
more
than
six
feet
long.
D
These
laws
are,
there
are
exceptions
for
dog
guide
dogs,
but
we
need
everyone
to
pick
up
after
their
pets.
It
is
a
huge
inconvenience
to
your
neighbors
and
you
know
fellow
new
yorkers,
when,
when
you
don't
do
that,
just
a
reminder
about
proper
mattress
disposal.
This
is
something
we've
been
doing
for
years
now,
fully
in
encase,
the
mattress
and
the
box
spring
in
a
sealed
plastic
bag.
Before
you
place
it
out
for
collection
to
help
reduce
the
spread
of
bed
bugs.
D
So
if
there's
something
that
I
don't
cover
tonight
and
you
don't
know
how
to
throw
it
away,
you
can
always
check
our
website
or
our
app,
and
it
will
tell
you
and
if
it's
not
there
get
the
item
to
me
and
I
will
get
it
at
it.
So
metal
cans,
aluminum,
foil,
foil
products,
caps
and
lids,
metal,
household
items,
pots
tools,
small
appliances,
bulky
metal
items,
all
of
those
can
be
recycled
for
glass,
it's
just
the
bottles
and
jars.
D
So
we
don't
want
ceramics,
we
don't
want
mirrors,
we
don't
want
windows,
those
items
we
can't
recycle
in
the
same
way,
but
bottles
and
jars.
We
definitely
want
out
with
your
recycling
every
week
and
then
plastic
lots
of
different
kinds
of
plastic
out
there:
bottles,
jars,
caps
and
lids
food
containers,
clam
shells,
plastic,
houseware,
stuff,
plastic,
toys.
D
Anything
you
can
think
of.
That's
like
a
rigid
plastic.
Some
of
the
nose
on
plastic
are
like.
We
don't
want
your
toothpaste
tube.
We
don't
want
plastic
bags
other
than
the
one
that
things
are
going
in
for
disposal
and
then
the
last
one
is
cartons,
cartons
or
sanitation's,
most
commonly
misplaced
recyclable
item.
D
Everybody
thinks
because
they're
kind
of
like
cardboard
that
they
go
with
the
paper
and
the
cardboard,
but
the
different
layers
in
those
cartons,
as
well
as
their
shape,
make
them
best
off
with
the
metal,
glass
and
plastic
recycling
for
us
to
be
able
to
sort
them
out
and
then
turn
them
into
something
new.
So
food
and
beverage
cartons
drink
boxes,
those
soup
containers
that
come
in
a
carton
now,
there's
even
some
water
cartons.
I've
seen
these
days.
D
D
Here's
another
example
of
the
sticker
that
sanitation
has
these
available
for
free
online.
If
you
wanted
to
order
them
for
your
home,
for
your
you
know,
building
to
give
out
at
the
community
board,
whatever
you
guys,
you
know
would
like
these
are
available.
We
have
a
website
with
all
of
our
brochures
and
items
that
you
can
get
this
stuff
out
at
e-waste
is
another
one.
So
tossing
out,
electronics
is
bad
for
the
environment
and
illegal,
so
we're
making
it
easy
to
dispose
of
electronics
safely.
D
We
always
suggest
donating
or
selling
items
first.
So,
instead
of
instead
of
throwing
something
away,
you
know
one
man's
trash
is
another
man's
treasure,
so
there
there's
some
life
left
in
your
items,
definitely
donate
that
otherwise
we
have
special
waste,
drop-off
sites,
safe
disposal
events
and
for
apartment
buildings
with
10
or
more
units.
We
have
a
program
called
e-cycle
where
we
work
with
the
property
manager
or
the
custodian
get
them
into
a
program
where
we
can.
They
can
call
us
and
we'll
come
pick
it
up
once
they
have.
D
You
know,
10
or
so
items
our
special
waste
disposal
sites
are
a
special
waste.
Drop-Off
location
in
brooklyn
is
in
point
it's
459
north
henry
street,
and
you
can
bring
lots
of
items
there.
Batteries,
automotive,
stuff,
motor
oil,
fluorescent
light
bulbs,
latex
paints,
mercury
containing
devices
and
electronics
that
I
was
just
talking
about.
So
lots
of
things
accepted
at
the
special
lace
drop-off
site.
That
site
is
open
from
10
to
5
every
saturday
and
the
last
friday
of
the
month.
D
If
there's
severe
weather,
you
might
want
to
check
and
make
sure
first,
you
know
in
a
snowstorm
or
something
we
may
have
to
put
staff
out
in
the
field
for
snow
when
we
wouldn't
be
there
for
this
special
waste.
Drop-Off
our
safe
disposal,
event
for
the
fall
is
coming
up
september,
25th
at
floyd
bennett
field,
we'll
be
there
from
10
to
four
it's
at
the
end
of
flatbush
avenue.
Right
before
you
hit
the
marine
parkway
bridge,
you
can
bring
all
sorts
of
items
here.
D
D
Those
items
require
an
appointment
for
the
cfc
removal.
We
don't
have
the
cfc
removal
team
at
the
safe
disposal,
events
and
it's
so
much
easier.
If
we're
just
going
to
come
to
your
house,
then
for
you
to
show
up
an
air
conditioner
or
a
refrigerator
all
the
way
to
an
event,
and
then
we
also
don't
accept
tires
at
these
events,
but
those
you
can
bring
back
to
your
local
garage.
It's
closer
than
going
to
an
event
anyway.
D
It
seems
a
little
early
to
talk
about
snow
and
ice,
but
and
put
it
in
here
just
because
it's
good,
for
you
know,
snow
and
ice
on
the
sidewalk
is
severely
dangerous
for
pedestrians
and
we
ask
that
without
pushing
snow
and
ice
into
the
street,
for
you
to
clear
a
path,
that's
at
least
four
feet
wide
and
remove
snow
and
ice
from
around
fire,
hydrants
and
sidewalk
corner
ramps
on
your
property.
D
If
the
snowfall
doesn't
end
until
sometime
between
5
pm
and
9
p.m,
you
have
14
hours
to
clean
it.
You
know
it's
9
o'clock
at
night.
Maybe
you
went
to
bed
already
so
we'll
give
you
a
full
14
hours
and
then
for
the
snowfall
ending
between
9
p.m
and
7
a.m.
We
ask
that
people
get
the
sidewalks
clear
by
11
a.m.
D
Yeah,
so
that's
the
snow
and
ice
portion.
Hopefully
we
don't
have
too
tough
of
a
winter,
and
this
won't
be
a
really
big
issue,
but
making
sure
that
you
clear
a
path.
That's
you
know
passable
for
people
with
disabilities
for
a
baby
carriage,
all
sorts
of
things
that
come
up
when
we
have
bad
weather
and
then,
if
you
have
questions,
I
am
a
big
believer
in
3-1-1.
D
Complaints
should
go
to
3-1-1
we'd
like
to
have
them.
You
know,
registered.
We
can
document
things
we
can.
You
know,
have
all
sorts
of
data
tracking
that
way,
but
in
the
case
that
you
need
to
escalate
a
311
service
request,
I
do
oversee
a
customer
service
unit
at
the
bureau
and
the
phone
number
and
email
address
are
up
here.
If
you
need
you
know,
if
you
need
to
escalate
something
that
is
my
last
slide.
So
I'm
gonna
stop
sharing
my
screen
and
take
questions.
D
Yep,
so
we
were,
we
are
experimenting
with
this.
We
have
a
couple
of
a
couple
of
bids
that
are
waiting
to
put
their
garbage
out
until
later,
we
are
looking
to
do
it
resid
for
residential
places
as
well.
It
would
have
to
pass
the
council,
I'm
not
sure,
where
we're
at
with
that
just
yet,
but
the
idea
is
to
get
garbage
off
of
the
streets
for
a
longer
period
of
time.
If
your
garbage
is
out
on
the
curb
at
4
pm,
and
we
don't
get
there
till
the
next
day
at
2
p.m.
D
You
know
that's
a
really
long
time
for
the
garbage
to
be
sitting
there.
So
if
there
are
people
who
need
to
put
it
out
by
6
p.m,
the
possibility-
and
what
we're
talking
about
right
now,
is
that
you
would
be
allowed
to
put
it
out
at
6
00
p.m,
in
a
container
so
that
it
has
to
be
in
a
sealed
container,
not
a
bag
on
the
street.
That's
like
feeding
the
rats
and
then,
if
you
didn't
want
to
use
a
container
we'd
ask
you
to
hold
it
till
8..
D
C
Just
quickly
elizabeth,
please
all
if
y'all
you're,
not
speaking,
please
meet
your
yourself
just
a
reminder,
and
if
you
have
a
question,
please
do
use
the
raised
hand
feature
on
your
device.
Thanks
elizabeth,
your
question.
F
Thank
you
so
much.
I
was
just
wondering
if
dsny
was
thinking
about
you
know.
You
mentioned
that
having
the
garbage
sit
out
for
such
a
long
time
creates
issues.
You
know
we
all
know.
F
We've
all
seen
garbage
bags
open,
we've
seen
rats
around
and
such
just
wondering
if
there
could
be
any
sort
of
like
residential
containerization
pilot
where,
instead
of
putting
you
know,
even
just
personal
trash
cans
out
on
the
street,
with
our
garbage,
we
could
collect
them
in
a
central
place
and
you
know
help
better
prevent
rats
and
other
problems
from
coming
from
our
garbage.
Thank
you.
So
much.
D
Yeah,
I
think
that
we
are
definitely
in
that
place.
We
have
one
pilot:
that's
going
to
start
later
this
year,
doing
that
on
a
residential
block
and
we'll
see
how
it
goes
and
if
it
takes
off,
you
know
it
it
could
spread
and
we'll
see
what
happens,
but
we're
definitely
on
that
path
of
you
know
trying
to
get
the
black
bags
off
of
the
sidewalk.
How?
How
can
we
do
that?
How
can
they
be
on
the
sidewalk
for
less
hours,
less
food
for
rats,
less
cleanliness
issues,
yeah
who's?
Next,
I.
G
C
That's
our
hand
up
that'll,
be
followed
by
the
carson
valentin
and
then
glenn
wallin
well.
G
A
G
Only
a
shoot,
there's
no
like
signage
for
recycling
or
like
trash
or
any
place
to
separate
it.
So
I
just
want
to
find
if
there
are
rules
for
that
or
or
what.
D
I
can
I'll
drop
the
link
in
the
chat.
There
is
a
whole
page
of
guidelines
for
apartment
buildings,
and
then
we
also
have
this
option.
It's
a
a
site
visit
request,
form
on
the
website.
You
could
fill
out
and
we'll
have
our
recycling
apartment
programs
team
come
out
talk
to
the
super
kind
of
explain
to
them
best
practices
give
them
the
opportunity
to
ask
us
any
questions,
because
you
know
there's
so
many
best
practices
out
there
and
available
that
our
teams
have
kind
of
become
experts
on
this.
So
we're
happy
to
do
that.
D
We
also
have
something
called
the
xero
waste
building
maintenance
training-
and
this
is,
I
believe,
it's
a
two-day
program
where
the
supers
can
sign
up
for
free.
It
would
just
mean
you
know,
maybe
being
away
from
the
building
for
a
bit
we're
on
zoom
for
a
while
after
covet,
I'm
not
sure
if
they're
back
to
in
person
yet,
but
I'm
sure
I
can
find
that
out
for
you.
D
G
D
Mostly
mostly
just
drop-offs
for
e-waste
and
hazardous
waste,
we
recommend
that
people
find
a
community
group
or
a
helpful
friend
or
neighbor
to
do
any
drop-offs
for
to
do
the
drop-offs
for
them,
because
we
don't
have
collection
for
those
items.
Okay,.
C
B
Thanks
also
just
to
piggyback
on
that
question.
As
far
as
the
safe
disposal
drop-offs,
you
mentioned,
that
tires
can
be
dropped
off
at
a
sanitation
garage.
Can
safe
disposal
items
be
no
just
tires.
D
B
Okay
thanks
for
for
that,
and
then
I
would
just
encourage
you
know
and
I'll
bring
this
up
at
budget
consultations
at
the
end
of
the
month
that
that
there
be
a
special
drop-off
location
added
in
south
brooklyn,
because
that
that
that's
far
that's
a
far
trip
for
this
district.
I
also
wanted
to
ask
you
about
manual
litter
patrol,
because
that
was
a
baseline
service
that
was
taken
out
of
our
budget.
B
Hasn't
put
hasn't
been
put
back
into
the
baseline
dsny
budget,
we'll
be
advocating
for
that
at
budget
consultations,
but
manual
litter
patrol
in
a
district
that
has
54
dead
end
streets
was
a
really
valuable
asset
in
providing
basic
service
and
and
that
you
know
that's
for
those
who
don't
know.
That's
just
sanitation
workers
getting
off
the
truck
and
using
rooms
and
regular
equipment
to
to
pick
things
up
off
of
streets
and
sidewalks.
B
We
do
have
some
city
council
funding
for
that,
but
I've
always
argued
that
city
council
funding
and
thank
you
to
rita
joseph
who
provides
most
of
it
in
our
district.
But
then
that's
only
for
the
part
of
the
district
that
overlaps
with
council
member
joseph's
district
and
I've
got
four
condom.
Four
council
members
that
cover
this
district,
so
it
just
is
a
bad
way
to
go
about
providing
basic
services
and
it
really
has
made
bk14
have
to
be
extra
creative,
which
they're
good
at
and
they've
handled
it,
but
it
shouldn't
be
through
special
funding.
B
So
any
any
comments
about
the
the
likelihood
of
that
coming
back
would
be
greatly
appreciated
and
then
I'll
leave
it
at
j.
No,
two,
more
sorry,
organics.
B
We
do
encourage
our
community
members
to
call
3-1-1
to
sign
up
for
organics,
even
though
it
isn't
being
offered
in
this
district
yet
because,
as
dsny
evaluates
the
the
expression
of
interest
that
might
help
tilt
tilt
in
our
favor
and
then
finally
I'll
say.
One
last
thing,
which
is
the
nighttime
collection,
has
been
a
problem
in
this
in
this
highly
residential
district,
and
I
understand
that
it
is
also
to
try
to
mitigate
and
control
the
rodent
population,
but
the,
but
the
cost
benefit
analysis
on
that.
B
Unless
we
have
data
that
shows
that
it
does
a
great
job
of
getting
rid
of
rats
really
quickly,
the
loss
of
sleep
in
our
neighborhoods
has
been
expressed
to
us
and
sort
of
grumpy,
because
they
haven't
slept
that
well
tones
and
I'll
leave
it
at
that.
Thanks.
D
Yeah,
no
thank
you
for
your
comments.
I
definitely
I
totally
value
the
mlp
service
as
well,
and
you
guys
have
a
great
garage
and
great
council
members
who
are
able
to
make
sure
that
you
know
the
streets
are
continuing
to
be
clean,
look
forward
to
talking
about
it
more
budget
consultations,
but
I
definitely
understand
where
you're
coming
from
there
the
overnight
service,
since
this
is
something
new
for
us
that
we
have
increased
the
amount
of
service
on
the
midnight
to
eight
shift,
we
are
still
figuring
out.
B
C
Thank
you,
sean
glenn.
H
Thank
you,
duane
I'd
just
like
to
comment.
H
You
said
that
when
it
came
to
cleaning
your
sidewalks
and
out
18
inches
into
the
street
that
it
should
be
done
on
a
regular
basis,
which
is
a
very
nice
statement,
but
it's
a
little
misleading,
because
let's
say
that
I
am
very
conscientious
and
every
day
I
go
out
at
10
a.m,
and
I
clean
up
that
has
opened
me
up
to
being
receiving
a
ticket
every
morning
and
every
evening
because
garbage
blows
in
so
it
isn't
just
a
regular
basis
because
your
your
inspectors
are
coming
out
in
the
mornings
right.
H
C
Thank
you
just
a
couple
of
questions
in
the
chat
I
want
to
make
sure
they
have
they
get
addressed
mostly
shawn
fell.
Acts
is
their
maximum
size
trash.
Can
that
will
be
collected,
often
with
larger
cans.
Some
trash
is
left
behind.
D
I
believe
it's
55
gallons.
I
mean
the
guys.
The
guys
are
required
to
pick
up
certain
amount
of
pounds.
It's
not
the
gallons
of
the
trash
can,
but
if,
if
two
people
can
lift
whatever
you're
putting
out,
they
should
be
able
to
put
it
in
the
truck
yeah.
So
I
wouldn't
want
you
buying
anything
larger
than
a
55
gallon
bin.
C
Good
to
know
and
eric
you
have
your
hand
raised,
I'm
assuming
you're
going
to
ask
your
question.
I
Yes,
thank
you
very
much
and
thanks
for
the
presentation,
my
my
question
comment
was:
is
about
school
trash
pickup
and
there's
been
some
helpful
links
in
the
chat
that
I've
seen.
But
I
I
I'm
reading
that
it's
daily.
I
I
just
you
know
today
was
the
first
day
back
and
you
know
I
walked.
We
walked
the
kids
to
school
and
we
walked
around
a
gigantic
pile
of
trash
that
was
nearly
blocking
the
entire
sidewalk.
You
know
coming
up
westminster,
we're
walking
to
ps217
at
westminster
and
newcar
and
right
across
foster
so
that
they
always
put
the
trash
out
there,
but
I
mean
there's
constantly
piles
of
trash
there
still
in
the
mornings.
I
I
Certainly,
you
know
we're
putting
stuff
in
the
bags
there,
but
I
mean
even
the
sidewalk
itself
that
all
the
kids
are
walking
past
is
just
disgusting
even
when
the
garbage
is
gone
because
of
the
enormous
amount
that
the
school's
putting
out.
If
there
were
some
kind
of
container
that
the
school
could
use.
I
D
Yeah,
thank
you
for
putting
it
out
there.
We
have
a
team
dedicated
to
collaborating
with
department
of
education
and
we
have
people
who
can
go
into
the
schools
and
do
a
lot
of
education.
There's
often
confusion
about
when
they're
supposed.
Maybe
it's
not
even
confusion
when
they
need
to
set
it
out
for
when
our
collection
is
and
when
the
custodians
have
to
set
it
out
based
off
of
space
constraints
inside
their
building.
We
might
not
be
picking
up
every
stream
of
garbage
every
day.
There
are
different
collection
schedules
for
every
school.
D
I
don't
know
that
one,
but
you
know
maybe
we're
picking
up
recycling
a
couple
of
days
and
we're
picking
up
trash
five
days,
but
if
they
put
it
out
too
early
or
too
late,
there
could
be
some
sort
of
issue
that's
causing
that
happening
there.
So
we
be
happy
to
discuss
with
the
school
and
you
know
make
sure
that
we
can
find
a
middle
ground
that
makes
everybody
happy
as
best
we
can.
B
Yeah,
I
just
wanted
to
jump
in
on
that
because
and
eric
I
wrote
that
down
the
the
school
collection
truck
doesn't
doesn't
come
out
of
the
bk14
garage,
it's
its
own,
it's
its
own
route
and
it
crosses
over
district
lines.
So
I
can
kind
of
double
check
with
where
that
particular
school
is
on.
You
know
which
route
that
it's
on.
We
also
have
like
some
of
the
best
supervisors
of
any
garage
in
brooklyn,
and
these
guys
will
happily
go
and
have
a
chat
with
custodians
and
try
to
to
work
it
out.
B
So
joan
and
again
not
just
not
step
on
your
efforts,
we
can
work
together
on
that.
That's
that's
not
usually
one
of
the
schools.
That's
brought
to
our
attention
as
problematic,
but
but
let's
snip
it
in
the
bud.
Since
it's
early
in
the
year,
yeah.
C
I
have,
I
hope,
I'm
saying
your
name
correctly
matey
with
a
question.
He
has
his
hand
raised
matey.
E
Thank
you,
dan
yeah.
This
is
maddie.
My
question
is
about
the
dog
waste.
Is
there
any
solution
or
enforcement
for
persistent
dog
waste?
That
is,
is
often
left
in
front
of
some
apartment
buildings.
You
know
we
can
ask
people
what,
but
if
it
doesn't
happen,
then
what
is
the
solution.
D
So
enforcement
is
the
solution
and
our
enforcement
efforts
are,
you
know
there
are
challenges
to
that.
There
is
an
entire
city
and
we
have
about
60
enforcement
agents
and
there's
also
people
have
to
be
willing
to
give
us
their
identification
when
we
stop
them.
So
if
we
stop
them
and
they
say,
I'm
not
giving
you
my
id
and
I'm
going
to
walk
away,
then
there's
there's
limitations
to
what
we
can
do.
D
However,
if
you
have
specific
locations
and
times
that
you
know
that
there's
you
know
every
day
every
morning
in
front
of
this
building,
you
know
I
know
my
neighbor
walks
their
dog
between
seven
and
nine
every
single
day
here
and
they
leave
it.
I
can
assign
an
enforcement
agent
there
and
we
can
try
to
get
them
and
some
continuous
ticketing
helps.
C
That's
good
to
hear
I
live
in
a
block
that
has
become
a
pathway
to
the
park,
so
one
of
my
questions
is
going
to
be
around
on.
How
do
you
actually
enforce,
because
I
know
you
guys
aren't
allowed
to
enforce?
Even
if
people
have
pictures
you
have
to,
the
officers
have
to
actually
see
the
people
in
person
command.
C
The
infraction
we've
had
a
lot
of
conversations
around
this
over
the
years,
but
you
know
it's
good
to
know
that
you
have
60
enforcement
agents
for
the
entire
five
hours
in
new
york
city.
That
seems
like
a
lot.
My
sarcasm
there.
D
D
J
C
I
do
have
a
question:
hopefully
it's
a
quick
answer
before
we
move
on
to
our
next
presenter
sean
stole
three
of
my
four
questions,
because
she's
always
thinking
two
steps
ahead.
My
question
is
around
sanitation
baskets
on
corners.
You
know
we
have
a
challenge
here
in
our
district
we
have
a
great
sanitation
team.
C
C
We
wish
they
had
more
trucks,
and
actually
I
have
a
sub
question
or
follow-up
question
as
well
thinking
back
to
the
mechanical
brooms,
but
what's
the
criteria,
especially
along
our
commercial
corridors,
to
be
able
to
place
more
trash
cans?
I
put
in
a
request
recently
and
it
was
denied
saying
that
a
particular
corner,
which
is
a
very
busy
commercial
intersection,
was
not
eligible
to
receive
a
trash.
Can
so
I'm
curious
what
the
criteria
is
it.
C
I'll
give
you
the
intersection
and
sean
could
say
whether
or
not
that's
an
area
that
has
had
complaints.
It
was
the
intersection
of
keaton
avenue
in
flatbush.
B
Yeah,
I
can,
I
mean
it
kate
and
flat.
Well,
first
of
all
I
mean
we're
gonna
fight
a
little
dwayne,
because
you
know
I'm
I'm
I'm
a
big
advocate
for
removing
baskets.
B
So
many
of
the
baskets
and
locations
where
we
put
baskets
then
become
magnets
for
for
illegal
household
for
drop-offs,
and
so
we
have
had
great
success
in
removing
baskets
and
finding
the
street
getting
cleaner.
That
particular
actually
lauren
might
know
about
this
particular
intersection,
because
I
feel
like
we
have
almost
like
a
basket.
It's
like
a
jack-in-the-box.
It
like
pops
up
and
disappears
and
pops
up
and
disappears.
So
we
can.
B
Certainly,
the
criteria
is
just
that
it's
in
a
commercial
area,
and
so
we
can
always
just
ask
the
garage
if
it's
been
gone
a
while,
we
can
ask
them
to
put
it
back,
and
maybe
behavior
has
changed,
they're
really
good
about
experimenting
with
taking
them
on
putting
them
off,
taking
them
on
putting
them
off
and-
and
sometimes
I
feel,
bad-
that
I'm
driving
them
crazy,
but
they'll,
but
we
can
revisit
that
corner,
but
I
would
want
to
confer
with
lauren
and
and
figure
that
one
out
but
yeah
anybody
in
the
community
who
wants
a
basket
somewhere.
K
G
K
B
K
Church
I'll
send
you
both
numbers
I'll,
send
you
the
numbers.
After
the
call
the
311.
B
K
C
I
think
I
think
some
strategic
placement
of
I
agree
with
you.
Sean,
like
you,
know
strategic
placements
of
baskets
around
the
district,
especially
to
avoid
you
know
having
them
on
every
counter.
It
does
create
a
problem
with
illegal
dumping,
but
strategic
placement
around
the
district,
especially
in
our
commercial
corridors,
helps
reduce
a
lot
of
the
trash
that
we're
seeing.
So
maybe
a
discussion
around
some
where,
where
the
placement
should
be,
would
be
helpful.
Okay,.
C
Then
I
had
sorry
go
ahead.
No,
it's
your
meeting.
I
just
have
one
question
of
questions.
You
said
to
joan
about
the
the
the
mechanical
brooms
around
the
city.
How
many
are
designated
to
the
cb-14
garage,
the
bk14
right
now
I'll
have
to
get
back.
If
you
don't
have
it
right
now,
that's
fine!
You
know.
B
A
D
B
Reached
out
to
the
garage
since
before
we
go
into
budget
consultations,
I've
asked
them
to
give
me
a
dear
santa
letter,
so
if
there
is
any
need
for
additional
brooms
or
spreaders
or
or
bobcats
or
any
of
the
you
know,
fels
any
of
that
equipment.
We'll
have
that
list
ready
for
the
commissioner
when
we,
when
we
all
meet
at
the
end
of
this
month,
you
know
again
those
brooms
do
not
vacuum.
B
So
the
problem
isn't
always
the
number
of
brooms
we
have,
but
the
numbers
that
are
operational,
because
especially
this
time
of
year,
when,
when
they're
sucking
up
leaves
which
they're
not
meant
to
do
they'll
get
clogged
and
then
sometimes
it
breaks
a
valve
and
then
they
go
down.
But
you
know
they've
been
pretty
happy
with
the
amount
of
equipment
in
the
garage
recently,
but
we'll
see
where
we're
at
this
year.
A
C
C
Long
way
to
travel
the
things
break
down.
Well,
thank
you
very
much
everyone
for
your
questions
joan.
Thank
you
so
much
for
this
presentation
and
all
for
the
links
for
the
community
to
be
able
to
get
access
to
some
of
those
materials.
Around
communication
of
of
you
know
the
different
rules
and
regulations
and
how
to
sort
your
garbage.
We
very
much
appreciate
it.
I
would
encourage
anyone
who
has
additional
questions
to
email,
the
board
at
info
cb14
brooklyn.com.
C
They
can
always
forward
your
questions
along
to
the
department
of
sanitation
and
knowing
sean
and
the
team.
They
are
dogged
about
getting
responsive.
So
please,
if
you
have
additional
questions,
make
sure
you
you
follow
up
with
the
community
board
dwayne.
D
Can
I
just
say
one
more
thing
sure
I
don't
want
to
mince
words,
but
we
had
mentioned
before
about
drop-offs
and
dumping,
so
illegal
dumping
and
drop-offs
are
two
very
different
things
for
dsm
y
that
we
think
the
public
doesn't
totally
get
yet.
So
I
would
love
to
jump
into
that
for
just
a
minute.
So
for
me,
illegal
dumping
is
something
that
happens
from
a
vehicle
and
we
can
give
a
fine
of
four
thousand
to
eighteen
thousand
dollars
and
impound
that
vehicle
if
they
are
dumping
waste
from
a
vehicle.
D
A
drop
off
is
me,
taking
my
little
plastic
bag
of
garbage
down
to
the
litter
basket
on
the
corner
and
dumping
it
there,
because
my
garbage
collection
in
front
of
my
house
is
not
until
you
know
later
in
the
week
or
something
so.
The
difference
between
illegal
dumping
and
drop-offs
is
huge
for
us
and
that
maybe
you
get
a
50
fine.
I
don't
remember
the
number
off
the
top
of
my
head,
but
drop-off
fines
are
so
different
than
illegal
dumping.
Fines
and
we
find
that
people
file
complaints
for
illegal
dumping.
D
When
they're
really
mean
to
file
complaint
for
a
drop-off
and
as
you
heard,
my
enforcement
resources
are
limited
and
I
don't
want
to
necessarily
be
sending
someone
out
thinking,
they're
catching
a
four
thousand
dollar
illegal
dumping.
Fine
and
they're
actually
only
going
to
get
a
you
know.
Fifty
dollar
drop
off
fine.
D
So
if
you're
ever
filing
a
complaint
for
someone,
that's
been
misusing
a
litter
basket
or
someone
that's
been
dropping
stuff,
that's
their
garbage
that
they're
hand
carrying
down
the
street
somewhere
that
they
shouldn't
be
that's
a
drop
off
illegal
dumping,
big
stuff,
coming
out
of
a
vehicle,
but
that'll,
be
my
last
note
and
you
know
happy
to
get
into
it
more
another
day
and
I'll
pass
the
pass.
The
mic
back
to
you
guys.
C
Again,
thank
you
so
much
and
thank
you
for
the
clarification
that
that
four
thousand
versus
fifty
dollars
is
it's
very
important
to
know
what
the
difference
is
and
how
to
communicate
that
to
the
right
people.
C
With
that
we'd
like
to
move
on
to
our
next
presenter
lauren
collins,
executive,
director
of
the
flatbush
avenue
bid
and
the
church
avenue
bid
here
to
present
on
the
I
guess,
the
bids,
participation
or
hopeful
participation
in
the
new
container.
Is
it
containerization
project
that
the
city
has
say
that
three
times
fast.
K
K
All
right
I'll
just
leave
it
like
that
hi,
so
I'm
lauren
alvarez
collins
from
the
church
avenue
bid
in
flatbush
avenue
bid,
and
we
are
hopefully
going
to
enter
this
containerization
program
that
dsny
the
department
of
sanitation
is
doing
as
a
pilot.
K
So
first
just
about
the
bids
for
those
of
you
who
don't
know,
we
cover
about
one
and
a
half
miles
of
commercial
properties,
on
church
avenue,
from
coney
island
avenue
to
flatbush
avenue
and
on
flatbush
avenue
from
parkside
to
cortelli.
So
we
have
a
little
over
460
businesses
and
260
properties.
The
two
bedrooms
work
together.
K
We
do
a
lot
of
sanitation
recently,
that's
a
big
part
of
what
we
do,
but
we
also
do
events
like
street
fairs,
business
development,
streetscape
improvement,
a
lot
of
copic
services,
especially
early
on,
and
then
one-on-one
one-on-one
assistance
with
our
members,
and
we
do
a
lot.
We've
actually
done
a
lot
with
sanitation.
For
a
long
time.
We
have
leadership
roles
on
two
quality
of
life
committees.
K
We
created
a
cleaner
community
program
which
we're
using
as
an
umbrella
for
lots
of
different
sanitation
components,
especially
working
with
residents,
and
I
know
we've
been
talking
a
lot
about
trash
baskets,
so
that
really
does
impact
our
district
we've
had
cleanup
days
and
we
monitor
sanitation
conditions
along
with
a
lot
of
other
things.
We
also
have
supplemental
sanitation
team
that
cleans
both
bids
so.
A
K
So
what
we're
trying
to
enter
is
the
city's
clean
curbs
program,
which
is
a
pilot
from
sanitation
department
that
allows
private
entities
like
bids
to
apply
for
the
opportunity
to
install
these
sealed
rodent-proof
containers
on
city
property.
The
city
really
encourages
us
to
put
them
in
parking
lanes,
which
I
will
talk
about
in
a.
A
K
The
primary
supplier
is
a
company
called
city
bin
which
has
been
making
these
for
years.
They're
rat
proof,
they're,
lockable,
sorry
about
that
non-flammable
weather
resistant
and
they
come
in
components.
K
So
these
are
the
locations
that
we're
looking
at
for
the
two
beds
for
church
avenue
bid.
We
would
love
to
put
one
off
church
avenue
across
east
17th
street
from
downtown
natural
on
church
avenue
off
ocean
avenue
by
the
smoke
shop.
So
if
you
know
that
area
diagonally
from
bank
of
america
and
then
for
flatbush
avenue
on
martens
off
flatbush
avenue
and
on
snyder
off
flatbush
avenue,.
K
The
first
location-
I
don't
have
a
rendering,
but
the
other
ones
I
do
so.
This
is
what
the
70,
the
one
on
east
17th
street
would.
This
is
the
location.
It
would
be
pretty
much
where
this
car
would
be,
and
these
locations
have
not
been
fully
approved.
They've
been
preliminarily
approved
by
d.o.t,
so
this
one
is
the
one
that
they
weren't.
K
K
And
this
is
what
they
look
like,
so
this
is
the
one
this
is
a
rendering
of
the
one
that
would
be
on
church
off
ocean.
So
I
don't
know
if
you
can
see
my
cursor,
but
the
way
they
work,
the
sanitation,
the
trash
baskets,
would
stay
there.
There's
no
difference
for
that,
and
the
way
these
are
used
is
this
door.
Here
is
one
that
would
be
accessed
well,
they're,
four.
K
This
would
be
accessed
by
our
sanitation
crew,
so
our
private
sanitation
would
collect
bags
from
one
to
two
blocks
in
each
direction
and
put
them
in
this
container,
which
would
be
locked.
We
have
a
combination
lock,
as
the
sanitation
department
comes
for
their
regular
pickups.
They
would
unlock
this
door
here
and
remove
all
the
bags,
and
I
believe
there
are
four
doors
along
that
line.
K
L
K
K
The
status
so
far
we
have
these
locations.
As
I
mentioned
we've
we
have
submitted
these
to
the
sanitation
department.
Dot
has
done
a
preliminary
approval,
but
we
haven't
done
our
full
application.
Yet
we
are
now
looking
at
cleaning
options
for
the
interior
and
exterior,
and
all
of
this
is
covered
under.
K
Which
for
each
bid
would
be
up
to
twenty
thousand
dollars
these
these
components?
Each
one
costs
with
all
the
pieces
cost
about
eight
nine
thousand
dollars?
It's
not.
It
is
not
cheap
and
the
cleaning
equipment
could
be
pressure
washing,
which
raised
some
questions
for
the
department
of
environmental
protection
about
drainage
and
they
have
their
concern
that
grease
would
be
collected
in
these
and
then
be
washed
out
when
we're
cleaning
them
and
go
into
the
catch
basins
which
causes
issues
and
requires
special
permits.
So
right
now
we're
trying
to
schedule
a
meeting
with
both
departments.
K
C
C
You
know
open
the
floor
up
to
questions
now.
I
see
carl
has
this
call
henry
says
that
has
his
hand
raised
followed
by
it,
looks
like
corazon.
You
had
your
hand
raised
so
in
that
order,
carl.
J
Awesome,
so
thank
you
very
much
for
that
dwayne
and
lauren
good
evening.
Thank
you
very
much
for
that
presentation.
The
question
I
have
I'll
be
brief.
One
of
the
renderings
of
the
proposed
bins.
I
forget
if
it
was
on
flatbush
or
church
or
ocean,
and
just
my
question
for
you
is
when
you
had
mentioned
that
d.o.t
had
given.
You
know
an
original
approval
to
your
knowledge.
Do
you
know
of
dot
and
also
checked
internally
if
they
had
any
sort
of
either
proposed
bike
lanes
or
other
plans
that
may
conflict
with
it?
J
Just
because
d.o.t
is
such
a
massive
entity,
and
so
you
know,
do
you
know
if
the
team
that
approved
it
checked
with
other
teams
that
hey,
yes,
we're
good,
but
we
also
didn't
check.
That
is
another
project
that
may
already
be
conflicting
with
it.
That's
my
question:
that's
all.
K
K
The
ones
on
flatbush
are
on
side
streets,
which
is
another
thing
that
dsny
encourages
is
that
they
be
on
the
side
street.
They
really
don't
want
them
on
the
main
avenues
with
the
one
at
church
and
ocean.
I
I'm
not,
I
don't
think,
there's
any
plans
to
put
a
bus
lane
in
that
part
of
church,
especially
since
it
was
just
addressed
a
few
years
ago.
So
there
are
none
on
that.
Besides
the
one
on
church
off
ocean,
the
other
ones
are
off
all
on
the
side,
streets
and
they're
they're,
actually
not
right
on
the
corner.
K
C
Thank
you,
carl
corazon.
G
Hello
good
evening,
I
I
just
wondered
about
the
private
sanitation
crew
that
you
mentioned.
Would
you
need
to
get
a?
I
guess,
a
separate
new
crew
hire
more
people
or
with
the
people
doing
the
bags
also
be
the
same.
People
who
push
the
I
guess
the
bins
already
around
and
sweeping
up,
but
are
they.
K
They
they,
hopefully
would
be.
We've
been
talking
about
that
for
weeks
now,
and
the
crew
is
pretty
small,
the
only
we
only
have
three
people
cleaning
both
bids,
so
one
person
on
church
and
two
on
flatbush,
but
we've
asked
them
about
this,
about
the
cleaning
and
also
the
transport
for
one
of
the
bids,
in
particular
the
the
person
who
does
it.
They
don't
feel
that
they
have
the
strength,
necessarily
move
the
bags
in
a
in
a
huge
container.
I
don't
know
if
you
know
what
a
tilt
truck
is,
but
it's
like
a
giant
wheelbarrow.
G
K
For
that
for
church
they
said-
maybe
it'd
be
better
if
they
put
the
bags
on
top
of
their
rolling
large
garbage
can
that
they
already
break,
but
they
would
be
doing
it.
It
will
cost
extra
money,
of
course,
and
that's
part
of
what
we're
trying
to
budget
as
well.
But
we
have.
We
do
have
sanitation
funding,
at
least
on
church
avenue
so
far
from
council
member,
joseph
and
also
from
assembly
member
bashar,
bushet,
okay,.
C
I
want
to
quickly
take
a
moment
to
acknowledge
that
we
have
been
joined
by
assembly
member
brian
cunningham,
brian,
mr
cunningham,
or
the
assembly
member
is
the
representative
for
the
43rd
assembly
district,
which
covers
a
portion
of
the
northern
end
of
our
district.
I'd
like
to
invite
him
if
he
would
like
to
to
speak
to
the
audience.
L
Hey
duane,
how
are
you
thank
you
guys
so
much
one
title
you
forgot
to
mention
was
former
community
board
member
of
community
ward
14,
so
just
happy
to
be
here.
I
know
how
important
committee
work
is
in
the
new
york
state
assembly.
L
I
also
sit
on
the
economic
development
committee,
so
it's
important
to
stop
and
hear
what's
happening,
I'm
commending
lauren
for
her
phenomenal
leadership
over
the
last
few
years
on
the
bid
and
just
here
to
listen
to
learn
and
take
back
some
ideas
and
figure
out
how
I
can
support
from
a
state
perspective.
Thank
you.
B
Thanks,
I
first
want
to
thank
lauren
for
being
extremely
patient
with
everything
I've
thrown
at
her
with
these
containers.
But
you
know
I
I
had
some
fears
that
this
was
not
a
plan
that
was
very
well
coordinated
in
an
interagency
way,
and
so
that's
why
the
conversations
with
dep
are
just
happening
now.
B
I
really
feel
like
it
should
have
been
happened,
that
those
talks
should
have
happened
in
the
formation
of
the
policy,
but
you
know
I
know
people
get
excited
about
new
things
and
then
rush
forth,
but
you
know
so
I
lauren
I
don't.
We
spoke
about
this,
but
I
don't
remember
with
the
with
putting
containers
on
the
side,
streets
and
the
side
streets
not
being
on
the
basket
routes.
B
Is
that
something
that
dsny
said
the
basket
that
the
sanitation
workers
would
still
be
able
to
service
them
that
they
would
either
be
changing
the
routes
or
somehow
service
them
off
the
basket
routes
if
they're
on
the
side
streets?
B
B
So
that
would
be
the
one
concern
that
I
still
have
and
then
and
then
the
street
sweepers
re
remain
a
concern
for
me
because
I
believe
it's
about
10
feet
approaching
the
container
and
then
about
10
feet
after
the
container
and
then
of
course,
under
the
container,
the
street
sweepers
will
not
be
able
to
go
so
on
the
streets
such
as
flatbush
that
do
get
dirty,
and
I
was
going
to
say
this
earlier.
I
mean
one
of
the
problems
with
street
sweepers.
B
Is
they
do
too
good
of
a
job
in
a
way
that
people
kind
of
don't
know
what
the
streets
would
look
like
if
there
wasn't
a
street
sweeper?
Unless
you
go
up
and
down
mcdonald-
and
I
should
have
figured
out
a
street
not
in
this
district,
but
you
know
where
it's
gunk.
It's
it's
like
this
black
oily
gunk
that
gets
stuck
in
the
curb
when
you
don't
have
a
street
sweeper.
B
So
I'm
concerned
about
that
still
and-
and-
and
I
don't
know
if
joan
is
still
on
this
but
gosh-
that
would
be
one
thing
that
if
we
have,
if
the
street
sweeper
can't
get
to
it,
but
we
still
had
mlp
that
would
medicate
that
concern
and
then
finally,
I
just
I
still
I'm
a
little
bit
dubious
about
the
how
rodent
proof
these
are
given
that
they're
a
few
inches
off
the
ground
and
they
might
be
rodent
proof
about
with
rats
getting
inside.
B
But
I
don't
even
care
if
the
rats
go
inside,
it's
the
rats
outside.
So
I
don't
know
if
that
has
been
something
you
were
going
to
talk
to
them
about
how
high
up
off
the
ground
they
are
or
what
you
know
what
that
does
in
terms
of
rodents
and
thanks
again
for
your
patience
as
I
keep
raising
flags,
that's,
okay!
I
would
love.
K
To
say
something
about
rats,
since
I
recently
retook
that
rat
training-
and
I
had
a
long
talk
with
the
woman
who
runs
it
and
I
think
as
far
as
yes,
it
is
raised
off
the
ground
and
there
is
room
for
rats
underneath,
but
I
think
it's
really
a
balancing
act
of
getting
all
those
bags
off.
I
mean
I
wish
that
there
was
a
way
that
it
could
be
straight
on
the
ground
but
they're
adjustable,
and
I
believe
it's
for
when
the
pitch
of
the
street
is
different.
K
I
think
balancing
getting
you
know,
potentially
both
sides
of
the
street
two
entire
blocks
and
we're
focusing
on
blocks
that
have
tons
of
bags
getting
those
away
and
and
locked
in
something,
and
it
is
a
pilot,
so
there
will
be
changes
along
the
way
and
also
actually
something
I
didn't
mention,
but
just
as
far
as
the
grease,
the
company
that
makes
them
is
looking
at
different
options
for
a
like
a
tray
to
capture
something
that
any
that
might
come
out.
They
haven't
created
it
yet,
but
I
talked
to
them
about
a
month
ago
about
that.
K
C
Thank
you
for
that.
I've
got
to
suggest
a
solution
we
should
just
like.
We
have
tree
guards
we'd
have.
We
should
have
skirts
that
can
be
added
post
placement
for
those
for
those
containers.
C
I
actually
wanted
to
ask
a
question
which
is
not
as
important
as
probably
some
questions
others
have
asked,
but
I
remember
seeing
the
press
conference
for
these
container
products
for
this
container
project
and
it
was
suggested
by
the
deputy
mayor
for
operations
that
there
might
be
an
opportunity
for
art
installations.
C
C
Even
though
this
is
a
pilot
project,
is
there
talk?
Have
you
heard
any
talk
about
any
kind
of
art
project
being
attached
to
these.
K
It's
being
yes,
that's
being
looked
at
for
next
year
through
possibly
through
dot's,
pre-existing
art
department,
I'm
not
sure
what
it's
called.
They
haven't
figured
out
a
material
yet
but
times
square
alliance
is
actually
testing
something,
as
I
mentioned,
I'm
on
the
co-chair
co-chairing
with
them
and
actually
probably
going
next
week
to
see
their
containers
and
how
they
clean
them.
But
they
are
they're
experimenting
at
their
cost,
with
some
kind
of
a
wrap
to
to
make
it
more
artistic
that
you
can't
do
so
far.
Unless
they
change
it,
you
can't
do
branding.
C
Yeah,
no
I'd
heard
that
not
no
branding
allowed,
but
you
know
always
an
opportunity
for
local
artists
to
you
know.
Possibly
you
know
bid
for
the
opportunity
to
you
know
if
it
comes
down
to
wrapping,
create
you
know
creating
something
that
can
be
placed
on
there
and
represent
the
artists
in
the
local
community.
My
head
is
always
kind
of
thinking
that
from
a
cultural
standpoint
and
also
you
know
over
the
years,
I
think
sean
and
I've
had
discussions
about
different
ways
to
get
art
into
the
commercial
corridors.
C
Just
to
beautify.
You
know
the
the
streetscape.
So
if
there's
an
opportunity
to
do
that
later
on
we'd
love
for
you
to
be
able
to
come
back
and
talk
about
that,
a
little
bit.
F
Hi
yeah
it
you
know
it
sounds
to
me
like
these
trash
bins
will
be
getting.
You
know
the
trash
from
other
bins
and
put
into
them
regularly
and
that
potentially
the
area
around
the
bins
could
just
be
swept
when
the
trash
is
being
collected
by
the
the
workers
doing
it.
I
know
that's
not
like
exactly
the
same
as
street
sweeping,
but
it
sounds
like
that
will
be
happening.
A
lot
more
than
street
scraping
would
and
could
be
a
good
way
to
solve
that
problem.
C
That's
a
good
suggestion,
all
right
unless
there
any
other
questions.
C
I'd
like
to
give
our
the
representative
from
council
member
joseph's
office,
mr
joel
disave,
an
opportunity
to
bring
greetings
and
any
updates
from
the
member's
office.
M
Hello,
dwayne,
hello,
sean
ellen
lauren,
joanne
nice
to
see
you
here,
because
these
are
people
that
I
talk
so
many
times
and
I
always
kind
of
like
I'm
always
happy
to
talk
to
them,
because
we
are
always
discussing
on
the
way
to
make
the
district
even
like,
even
though
community
board
is
kind
of
like
sure
many
districts,
but
like
a
way
to
make
district
40
cleaner
and
safer
and
more
attractive
to
everybody.
M
So,
in
terms
of
like
for
anything
that
we
discussed
here
about
sanitation,
these
are
things
that
consumer
memberships
have
like:
encourage
and
working
with
sanitation,
working
with
community
board,
14
sean,
specially
and
lauren
she's
kind
of
like
our
partner,
and
then
we
are
working
on
several
projects,
especially
for
the
three
gods.
I
remember
one
time
I
was
on
the
street
and
I
met
lauren.
She
was
on
the
street
because
we're
kind
of
like
counting
trees
and
where
we
need
to
put
three
gods.
M
So
we
have
a
project
in
ours
kind
of
council
members.
Joseph
has
a
project
where
she
will
be
putting
three
guards
in
in
places
like
trees,
where
we
don't
have,
because
the
issue
is
dpr.
Most
of
the
time
they
like,
oh,
they
will
plant
a
tree
but
will
not
put
the
triggers.
M
So
that's
what
we
are
doing,
so
we
have
a
project
called
one
block
at
a
time,
one
block
at
a
time.
So
we
are
funding
53
gods,
55
triggers
I
mean
it
might
sound
like
it's
not
a
lot,
because
we
have
a
lot
of
trees
without
triggers,
but
it's
quite
some
a
lot
of
money,
because
each
triggers
can
cost
up
to
2
000
per
regard.
So
we
for
now
for
this
budget
cycle,
so
we
are
kind
of
like
funding
55
of
them.
M
So
we
are
excited
about
that
and
then
looking
forward
to
see
if
there
are
other
projects
that
we
can
implement,
execute
and
make
the
district
better.
At
the
same
time,
I
would
take
the
opportunity
to
talk
about
pb,
participatory
budgeting.
I
am
sure
that
most
of
you
are
aware
of
pb
and
then
the
cycle
12.
It's
about
to
start
now
we
need
volunteers.
M
We
need
people
to
be
on
our
committee.
We
need
people
to
kind
of
involve
in
the
process,
especially
this
year.
We
want
the
people,
people
on
the
ground,
the
people
in
the
community
to
to
lead
not
the
office,
but
you
to
lead
the
conversation
because
you,
you
have
been
there
like
for
so
long
and
involved
in
community,
but
for
so
long
and
then
you
nee,
you
know
what
you
need
like
what
your
neighbors
are
asking
or
talking
about.
So
we
want
you
to
be
there.
M
Please,
please,
when
we
send
out
when
we
send
our
newsletter,
please
reply
back
to
us
and
sign
up
for
our
committee,
so
I
will
pass
it
on
to
dwayne
and
again
I'm
looking
forward
to
chatting
talking
and
staying
in
touch
with
you.
Thank
you.
C
Thank
you
for
those
updates.
I
just
want
to
bring
your
attention
a
comment
in
the
chat
from
our
chair
about
the
tree
guard.
She
says
she
has
recommendations,
so
I
would
encourage
you
to
connect
with
our
chair
and
actually,
if
others
have
recommendations,
should
they
be
reaching
out
to
the
council
member's
office
and
if
they
do
what's
the
email
address
or
phone
number
for
that.
M
So
I
will
put
the
information
in
the
chat
like
for
email
and
phone
number.
However,
I
know
that
both
joanne
and
and
sean
they
have
direct
connection
with
us,
so
they
can
call
us
like
any
time
so
whenever
they
want,
they
can
call
the
office
as
they
used
to
do
so.
I
would
put
the
information
in
the
in
the
chat.
C
B
B
You
know
we
go
back
and
forth
and
we,
when
we
send
some
mixed
messages
on
when
to
call
3-1-1
and
when
to
call
us
always
call
us,
but
sometimes
you
also
need
to
put
a
311
complaint
into
the
system
for
us
to
follow
up
on
it.
But
when
it
comes
to
sanitation,
most
of
the
work
that
the
garage
does
happens
between
6
am
and
2
p.m.
B
B
So
I
know
that
that
joan
mentioned
wanting
to
have
the
data
in
the
system-
and
I
get
that
that's
valuable,
but
in
terms
of
just
getting
your
garbage
picked
up
or
your
problem
solved
expeditiously
calling
the
office,
so
we
can
call
them
and
then,
if
it's
after
two,
we
usually
send
them
an
email,
and
I
usually
do
like
a
7
a.m.
Check-In
with
the
garage.
So
so
we
make
sure
that
they'll
get
it
the
the
following
morning.
It
just
is
the
most
expeditious
way
to
get
something.
That's
like
you
know,
an
immediate
need.
B
Call
us
we'll
call
them
and
they'll
take
care
of
it,
because
they're
they're,
just
terrifically,
responsive
and
for
bigger
policy
issues
and
stuff
like
that.
311
is
fine,
but
keep
us
in
the
loop.
Please
that's
it!
Thank
you.
Thank
you.
All.
B
C
I
just
want,
if
possible,
donald,
I
wanted
to
just
remind
people
of
a
few
things
upcoming.
Our
general
board
meeting
for
the
month
of
september
is
going
to
be
monday
this
coming
monday.
C
So
if
you
there
there'll
be
a
public
hearing
beforehand
at
6,
00
p.m
and
another
one
at
6
30
and
then
the
general
meeting
will
be
at
7..
If
you
do
not
have
the
links
or
please
you
know,
email
the
board
or
call
the
board
to
get
that
information.
C
There's
a
housing
and
land
use
committee
meeting
on
september,
19th
at
6
30,
again
contact
the
board
on
how
to
connect
with
those
meetings
and
then
there's
a
very,
I
think,
a
big
important
meeting,
especially
for
those
of
us
in
the
northern
end
of
the
district
there's
a
dot
meeting
regarding
the
bqe
interim
repair
detours
that
is
scheduled
for
september
22nd
at
6
30
pm
that
will
be
at
ps,
130
upper
school
at
713,
cayton
avenue
again
for
details
contact
the
board.
C
We
have
a
responsibility
to
make
sure
you
know:
we've
been
appointed
to
these
positions
to
help
get
the
word
out
to
the
community
about
resources,
and
I
think
we
have
a
responsibility
to
make
sure
that
we
let
folks
know
about
these
upcoming
meetings
and
encouraging
them
to
join
them
and
to
participate
at
the
board
or
engage
with
the
board
to
learn
how
to
participate
in
those
meetings.
So
please
take
the
opportunity
to
check
out
community
board
14's
website
and
the
calendar.
C
Thank
you
anya
for
dropping
that
in
there
right
on
time
per
usual.
But
I
encourage
you
all
please,
if
you're
not
already
on
the
board's
mailing
list,
get
on
the
board's
mailing
list
knock
on
your
neighbor's
door
and
get
them
to
join
the
board's
mailing
list.
At
the
very
least,
you
know
so
that
people
know
when
things
are
happening
and
what
things
we're
discussing
in
the
community.
In
the
past,
we've
had
folks
come
on
to
committee
meetings
and
board
meetings,
saying
they
didn't
hear
they
didn't
know.
C
No
one
ever
tried
to
reach
out,
but
I
can
assure
you
that
this
board
has
made
every
effort
in
the
past
and
I
know
they'll
continue
to
do
it
in
the
present
and
future
to
reach
out
to
the
community
to
get
the
word
out
about
important
discussions.
So
please
I
encourage
you
all
to
spread
the
word
all
right,
donald,
I
don't
have
anything
else
to
add.
C
Yes,
so
please,
you
know,
motion
to
adjourn
the
meeting.
Anyone
no.
C
Go
we
have
a
motion
from
florencia
anyone,
second,
that
second.
A
C
Well,
thank
you
very
much
folks.
This
meeting
for
community
board
14's
community
environment,
cultural
affairs
and
economic
development
committee
is
adjourned
at
7
44
pm
on
september
8th.
Thank
you
all
for
coming
out
and
have
a
good
night
and
welcome.
