am
going
to
cover
a
lot
of
both
topics
in
my
initial
presentation,
but
as
I
thought
back
over
the
last
four
or
five
months.
It's
been
a
really
busy
time
and
if
you
were
going
to
tell
a
story,
you'd
almost
say
once
upon
a
time
there
was
a
400,000
square
foot
facility
that
was
making
it
like
Julian,
no
jobs.
No
activity
is
like
a
ghost
town.

Then,
if
you
fast-forward
today,
there's
that
campus
is
ready
to
employ
400
people
to
be
infused
with
125
million
dollar
investment
and
renovations
and
equipment,
and
it's
just
a
great
thing
for
our
community.
Those
renovations
are
expected
to
begin
immediately
and
Linamar
is
projecting
that
they
will
be
operational
by
the
first
quarter
of
twelve.
We
are
projecting
they'll,
be
operational
before
then,
just
based
on
the
activity.
That's
taken
place
with
them,
as
we've
gone
along.
So
tonight
we're
here
to
discuss
how
we
went
from
a
closed
Volvo
plant
to
a
vibrant,
Linamar
operation.

I
think
we
need
to
start
my
talking
about
who
is
Linamar.
Well,
there
are
publicly
traded
canadian-based
company,
that's
headquartered
in
Guelph
Ontario.
It
took
me
two
months
to
learn
to
say
that,
and
it's
spelled
so
strange
in
1996,
Frank
Hassan
front
frocks
started
linamar,
he
started
it
was
a
one-man
machine
shop
in
his
basement
and
the
majority,
even
though
they're
publicly
traded,
the
majority
of
the
stock
of
linamar
is
still
held
by
the
hustle
prawns
family.
Today,
linamar
employees
14,500
people
last
year
they
built
2.2
billion
dollars.

They
have
39
manufacturing
facilities,
they
have
five
research
and
development
centers,
they
have
14
sales
centers
and
these
are
spread
across
11
countries.
There's
a
very
large
organization,
Linda
Myers
revenue
goal
is
to
build
10
billion
dollars
in
the
year
2020
and
right
now
they
aren't
are
on
target
to
reach
that
goal
through
both
acquisition
and
and
growth.
This
facility
is
not
moving
anything.
This
is
all
new
business
that
they're
bringing
the
Buncombe
County.
If
you
look
at
the
company,
they
have
a
really
good
history
of
smart
growth.
They
have
an
employee,
focused
culture.

Employees
know
the
expectation
they
know
the
measures
for
everything
that
they
do
and
they're
very
clear,
that
their
performance
is
graded
on
that
and
management's
compensated
on
that,
and
they
have
a
great
history
of
community
engagement.
They
have
demonstrated-
and
this
is
one
of
the
things
I
really
like
about
them-
they've-
really
demonstrated
that
when
they
select
a
community
they
grow
in
place,
they
expand
in
guelph
is
a
good
example
of
that.
There's
23
plants
in
that
area
and
a
tremendous
number
of
their
employees
are
in
that
in
that
general
area.

Now
our
work
with
Linda
Mars,
industrial,
commercial
and
energy
division.
Us
and
we've
called
a
project
Isis
a
whole
time,
and
it
really
did
stand
for
for
exactly
what
the
the
codename
was
that
began
early
this
calendar
year
and
if
you
look
at
job
recruitment
retention,
recruitment
is
a
cutthroat
business.
Competition
is
fierce.
So,
unfortunately,
often
when
you're
going
through
this
process,
you
have
to
hold
a
lot
of
information
very
close,
and
you
have
to
work
quietly
to
bring
these
jobs
in
this
investment
into
reality.

When
Linamar
first
decided
they
wanted
a
facility
in
the
southeast.
They
focused
on
winston-salem
because
their
biggest
customer
for
this
new
product
is
going
to
be
in
winston-salem
they're
building
caterpillars
building
there
now,
but
they
soon
expanded
their
search
to
include
four
sites
in
North,
Carolina
and
four
sites
in
South
Carolina,
and
they
visited
all
of
those
sites.

Then
they
narrowed
their
search
to
Winston
actual
in
Greenville
South
Carolina.
After
a
little
more
work,
they
narrowed
it
farther
to
just
be
Asheville
and
Greenville,
and
all
of
us
know
that
green.
That
South
Carolina
period
is
very
aggressive
in
their
pursuit
of
jobs.
So
we
need
to
get
Linamar.
We
were
up
against
some
really
tough
competition.

We
worked
with
Linda
just
about
daily,
to
be
honest
with
you,
and
you
all
know
that,
and
march
april
may
and
june
often
are
closed
sessions.
This
was
the
economic
development
project
that
we
were
talking
about
because
things
change
on
a
daily
basis.
We
wanted
to
be
flexible.
We
wanted
them
to
be
in
Buncombe
County
and
we
wanted
to
do
whatever
it
took
to
get
them
here
and
grow
these
jobs
for
our
citizens.

After
all
of
the
work
and
early
May,
the
ice
team,
which
is
headed
by
Nick
Adams
who's,
the
president
of
the
ice
division
of
linamar
and
Kevin
Hodgins
visitors,
business
development
manager
took
their
proposal
to
the
Linamar
board.
Frankly,
we
didn't
know
what
their
proposal
was
going
to
be.
We
knew
what
we
hoped
it
would
be,
but
we
knew
that
they
were
taking
a
proposal.
That
meeting
lasted
two
days.
That
would
those
were
two
really
long
days
for
us
trying
to
figure
out
what
was
going
to
happen
well
shortly
after
that
meeting
mr.
Adams
mr.
F
Hodgins
scheduled
a
meeting
here
in
Buncombe
County,
and
we
were
in
the
conference
room
at
the
hell
of
Volvo
facility,
Commissioner
bailey,
and
I
were
there,
along
with
the
host
of
other
folks
and
I,
wouldn't
stay.
There
was
a
lot
of
anxiety
in
the
room.
We
didn't
know
what
they
were
going
to
tell
us,
and
and
I
personally
meant
to
being
really
anxious
to
to
hear
what
mr.
Adams
was
going
to
say,
he's
a
very
soft-spoken
man
and
very
deliberate
in
his
choice
of
words
and
as
he
started
his
update.

The
first
thing
he
told
us
was
that
the
linamar
board
had
approved
their
capital
investment
60
million
dollars
for
next
year.
We
were
really
happy
about
that,
because
we
thought
okay,
this
is
in
the
right
direction
and
then
next
he
told
us
they
weren't,
taking
any
of
their
location
options
off
the
table
loves
a
little
deflating
because
we
weren't
quite
sure
what
that
meant.
So
is
that
there
a
minute-
and
then
we
heard
what
I
considered
the
magic
words
at
the
moment
when
mr.
F
Adams
said
we're
now
focusing
all
of
our
efforts
on
asheville
facility,
so
I
don't
think
hearts
beat
for
about
five
seconds,
so
it
may
be
longer,
but
we
were
really
thrilled
about
that.
We
knew
there
was
still
plenty
of
work
that
had
to
be
done,
but
for
the
first
time
I
think
we
really
felt
like
it
was
ours
to
lose
and
we
weren't
going
to
lose
it
marijuana
we
were
not
know.
Is
it
that
we
wanted
to
bring
these
jobs
in
this
investment
home
after
the
discussion
that
took
place?

We
also
new
at
this
point
that
speed
to
market
was
going
to
be
a
critical
criteria
of
Linamar
and
we
knew
that
having
the
facilities
ready
to
occupy
at
the
Volvo
plant
was
going
to
be
our
biggest
way
to
deliver
that
critical
component
to
them.
They
needed
to
be
ready
to
go
to
market
very
quickly.
Caterpillar
was
moving
along,
so
we
had
to
do
several
things
to
make
this
a
reality.
The
first
thing
we
did
and
I
appreciate
you
doing
this
was
we
secured
the
facility,
it's
65.2
acres,
400,
5,000
square
foot
of
building
space.

The
building
was
on
the
market
for
nine
point
four
million
dollars.
They
had
a
recent
appraisal
for
nine
point:
four
million
dollars.
Well
we're
we
had
a
long
discussion
about
that
and
so
I
called
the
senior
vice
president
Pennsylvania
a
senior
vice
president
available
in
Pennsylvania
and
said:
look,
you
know
you're
leaving
our
community.

Would
you
ask
Volvo
to
donate
this
building
to
us
and
it
was
a
long
conversation
to
say
the
least,
but
he
said
okay,
I'll,
take
it
to
the
bomb
aboard
and
Sweden
and
they
were
meeting
I
mean
in
Europe
and
they
were
meeting
the
next
week.
Well,
they
did
call
us
back
the
day
after
the
reading
and
they
said
well,
you
got
a
lot
of
moxie,
but
no
we're
not
going
to
donate
it
to
you
will
sell
it
to
you
for
seven
and
a
half
million
dollars.

So
after
a
few
more
conversations
and
appropriate
phone
calls,
we
were
able
to
secure
the
building
for
seven
million
dollars.
Now
there
are
some
tax
advantages
that
Volvo
can
take
advantage
of
if
they
want
to
for
the
bargain
perch
for
the
bargain
sale.
If
they
want
to
do
that
in
our
documents.
Today,
we
are
asking
you
to
allow
us
to
sell
that
facility
to
linamar
early
in
the
calendar
year
for
8
million
dollars.
That's
an
internal
mechanism
for
for
linamar.

Each
of
their
division
stands
alone,
so
the
investment
that
they
make
at
the
corporate
level
goes
under
their
balance
sheet,
but
but
they
have
to
deal
with
their
profit
at
each
of
their
their
production
levels.
So
do
do
put
up
the
PowerPoint
we'll
talk
about
what
we're
going
to
get
and
what
we're
asking
you
to
give.

Okay,
our
agreement
linamar,
requires
them
to
add
400
jobs.
Only
three
of
these
people
are
coming
from
out
of
our
region.
Two
are
coming
from
Ontario
and
they
have
just
recently
hired
the
general
manager
who
is
in
town
today.
Mr.
Bailey
met
with
him
earlier
today,
so
that
the
general
manager
is
on
board
and
things
are
moving
along
there.
The
rest
of
these
will
be
local
hires
as
we
go
forward
now,
while
the
wages
will
vary,
the
average
wage
will
be
39,
seven
plus
benefits.

Linamar
has
to
make
125
million
dollar
investment
that
increases
our
property
tax
base.
This
will
be
made
in
both
renovations
to
the
facility
and
equipment
they'll
use
for
their
production,
and
in
return
for
the
these
jobs.
In
this
investment,
we
will
make
provide
a
net
incentive
of
9
million
dollars
which
will
be
paid
over
if
we
paid
over
for
fiscal
years
and.

The
investment
the
incentive
will
be
provided
by
both
city
in
the
county,
6.8
million
dollars
from
ice
and
2.2
million
dollars
from
the
city.
Before
we
make
any
payment,
though,
we
are
requiring
them
to
provide
us
copies
of
documentation
to
show
that
they
have
actually
made
the
capital
investment
because
we're
paying
a
this
incentive
a
little
different
way
than
we
paid
before.
The
first
payment
is
due
to
in
September
of
2011
and
two
months
from
now,
but
we
do
know
that
there
are
60
million
dollars.
Those
products
are
being
ordered.

Sorry,
yes,
it
is
it

It
will
lay
out
when
and
how
they'll
make
those
payments.
Now
we
are
required
by
general
statute
to
recover
over
a
ten-year
period,
any
incentive
that
we
provide
to
a
company
and
what
you
consider
in
the
payback
on
those
are
taxes
that
come
to
counties,
whether
that's
property,
tax
or
sales
tax
or
there's
an
assortment
of
others
that
are
much
smaller
than
those
two.

But
if
you
look
at
what
we're
expecting
here,
we
look
at
just
our
property
tax
and
know
that
the
incentive
will
be
paid
back
more
than
more
than
the
incentive
would
pay
back
in
the
ten-year
period
from
property
tax
clone.
So,
as
you
can
see
from
the
schedule
were
in
compliance
with
the
general
statutes.
So
you
didn't
take
the
PowerPoint
that
down.

It
specifies
how
much
they
pay
back
per
million
and
how
how
much
they
pay
that
for
a
job
per
job
that
they
don't
produce
now
I'm
very
confident
that
they're
going
to
over
produce
on
this
just
based
on
their
history,
but
we
do
protect
the
citizens,
investment
in
the
documents
that
you
were
asked
to
approve
tonight
in
the
economic
development
world.
This
project
has
moved
warp
speed.
It
usually
takes
18-24
months.
This
one
in
five
or
six
months,
went
from
it's
an
idea
to
it's
a
reality.

I
want
to
thank
a
few

before
we
start
the
public
hearing.
First
I
want
to
thank

It
took
a
lot
of
political
courage
to
go,
buy
a
building
when
there's
a
global
financial
crisis
going
on
and
not
be
able
to
tell
the
public.
While
you
were
doing
that,
so
I
applaud
you
for
taking
that
risk
and
stepping
out
there
and
now
the
deliverable
is,
makes
it
such
an
understandable
decision.

invested

a

impact

the
community
is

jobs
impacts
us
right

a
rippling

is
because
of

the

they

distant

not
thinking
so
everybody

we

the
lease
and
sale

So
the
first
matter
is
a
resolution
authorizing
the
county,
lease
and
self
facility
to
company
in
to
enter
in
and
lease
agreement
and
purchase
and
sale
agreement.
Dr.
Greene
went
through
all
the
particulars
of
the
Indies
are
what
are,
in
your
resolution:
findings
absolutely
400,
full-time
jobs,
the
average
salary
per
year,
their
investment
and
the
its
requisite
to
this
process.

response
to

this
company
would
not
come
here,
but

carpet

inducement
and
in

original

indicates
a
much
lower
numbers
than

out
that
I
indicated
only
based
on

they're
going
to
agree
to
on

state,
one
fund
paperwork
and
only
for
county
dollars,
and
so
obviously
that's
a
worst-case
scenario
versus
what
were
indicated
in
there.
So

Greene's
numbers
are
much
more
accurate
and
just
want
to
point
out
that
also
there,
the
motivation
to
hit
the
state
numbers
will
kick
it
off
during
the
first
three
or
four
years,
and
so,
while
our
numbers
look
like
a
large
ramp
up,
they're,
not,
and
so
then,
once
they
get
to
that
point,
they'll
be
committed,
and
in
here
and
I
think
that's
exactly.
We
want
them
to
be
in
terms
of
the
purchase
and
sale
agreement.

lease
agreement
is
a
is
just
call
it
a
triple
net
lease
they're
going
to
be
in
the
property
they're
going
to
pay
all
expenses.
All
insurance,
of
course,
during
the
lease
term,
will
have
to
have
insurance
on

premises
in
case
something
catastrophic
happens
at
the
end
of
that
lease
term.
They
will
purchase
it
on
them
before
the
middle
of
January,
only
12
for
the
8
million
dollars,
and
if
you
like,
if
you

particulars

lease

the
purchase,

is

investment

to

taxable

investment

property

customers
property
either
way.

regulations

might
put
people
off
and
prevent
them

am
very
happy

hear
that
linamar
is
a
family
company.
I
grew
up
in
Hershey,
Pennsylvania
and
I
know
what
one
man
can
do,
because
his
motto
was
business

matter

human
service
and
what
he
did
was
quite
remarkable.
Every
time
you
eat
a
candy
bar,
you
can
just
think
of
what
one
man
can
do
and
that
was
during
the
Depression.
Now
my
question
is
the
are
one
of
the
questions
is
the

ourselves,

not
going
out

getting
a
loan
on
that.

when
the
eight
million
dollars
comes
back,

out
will
come
right
back
in
the
door
in
about
four
or
five
months,
which
is
what
we
need
to
happen.
The
other
thing
on
this

full-time
positions

125
million
dollars,

the
timeline

would
be

at
the
three
million
dollars

county
through
its
budget
in
September

this
year

September
2014,
with
2.2
million
dollars
being
paid
back
to
the
county
by
the
city
of
Asheville,
the
callback
provisions
can
best
be
seen
and
explained
in
the
agenda

two
things:
one
is
the
right
down:
the
salaries
are
the
North
Carolina
papers.
There
are
trade
secrets
in
that.
We're
not
allowed
to
release,
says
I
will
see
if
we
can
have
that
schedule
and
make
that
one
public,
but
we
cannot
release
those
entire
documents.
The
other
thing
is,
we
have
general
statutes
that
we
have
to
follow.
We
can't
just
make
20
million
dollars
available
to
invest
in
without
a
significant
return
or
some
guarantee
of
return
on
this.

never
paid

out
on

to
claw
back
or
get
back

at

callback
