The North Carolina Department of Public Safety's Juvenile Justice Division - Buncombe County District 28 kicked off their new program - Graduated Sanctions and Rewards. They are partnering with community program providers to build the continuum of rewards to offer for short, moderate, and long-term goals that will seek and reinforce the desired behaviors for court involved youth. District 28/Buncombe County is particularly excited about their partnership with Eliada in the Graduated Rewards and Sanctions Program. Eliada has offered their facilities to the staff to use as rewards for juveniles that have achieved both short term, moderate and long term goals. Eliada has opened up opportunities for rewarding experiences that will allow juveniles the chance to experience some things they may not normally have the opportunity to do. I
found
out
about
the
graduated
sanctioned
reward
system
from
cedric.
We
were
at
a
meeting
and
he
invited
me
to
come
and

part

group,

planning
phase
of
it,
and
we
were
really
excited
about
it,
because
our
mission
here
is
helping
children
succeed
and
we're
really
firm
believers
that,
as
a
community,
we
can
make
amazing
things
happen.

middle

depression:

what
you
can

what
you
got
wherever
you
are,
and
I
think
this
is
a
really
great
example
of
how
we
can
do
this
in
the
community.

can
create
an
environment
that
really
supports

young
people
that
are
going
through
these
programs?

full
wellness
center
over
here
that
we
had
restored
our
historic
barn
that

gym
facility,
climbing
wall
that

a
gift
to

agency.
The
park
building

is
a
great
place
for
meetings.

A
lot
of
attributes,
one
of
the
programs
that
we're
really
excited
about
and
you're
going
to
be
able
to
taste
some
of
their
their
wares
is
our
new
esta
program.
It's
a
program
that
helps
young
men
who
are
aging
out
of
the
foster
care
system
or
kids
that
have
been
in
long-term
residential
placement
a
little
bit
different
than
normal
transitional
living.
We
do
the
academic
instruction
here,
the
culinary
instruction
here
and
we
built
apartments
over
here
where
they
live
at
and
so
for
one
to
two
years.
They
get
that
support.

need
to
start
their
life
right
when
they
graduate
they'll,
have
certifications
and
serve
safe,
already
worked
in
co-ops.
Many
of
them
will
have
jobs
in
our
local
community.
We
get
them
permanent
housing
at
the
conclusion
and
most
will
have
about
fifty
five
hundred
dollars
on
the
savings
account

miracles

the

if

just

them

opportunity
and
that
support
and
one

things

we
say
to
our

lot

years

hard

world

lot

times

world
might
look
at
us

just
one
person
but
oftentimes
to
one

I'm
at
a
gathering
of
all
the
chief
court
counselors
and
the
jcpc
program
providers,
with
our
at
that
time,
secretary,
george,
sweat
for
the
department
of
juvenile
justice,
and
he
invited
us
there
to
share
his
vision
and
to
ask
for
questions
and
comments
he
had
about
the
way
things
were
running
well,
folks
got
up
and
did
what
they
do.
They
said
thank
you
secretary
for
doing
what
you've
done
and
they
got
up
and
said.

that
guy
turned
out
to
be
my
boss
about
eight
years
ago,
eight
years
later,
as
my
creator,
the
same
kind
of
passion
that
he
brought
that
day
to
the
mic,
to
ask
some
hard
questions
is

same
kind

passion.
That's
been
driving
our
port
services
section
for
some
time,
see
that
in
the
five
years
that
he's
been
director
of
court
services,
we
have
instituted
some
best
practice
changes
to
the
way
core
counsels
do
work
in
the
field.
That
is
unprecedented
in
my

expect
about
four
or
five
kids
a
year,
not
one,
and
then
it
happened.
I
think
two
years
in
a
row
and-
and
I
asked
judge
cash-
why
you
thought
that
had
happened,
and
he
said
well
mike

community.
We
believe
that
the
best
place
to
serve
a
child
is
in
the
community
and
engage
the
whole
community.
We
do
everything
we
can
to
make
sure
that
that
happens,
and
so
then
I
asked
judge
cash.

well,
how
do
we
get
other
judges
to
think
the
way
you
do
and
get
them
involved
in
their
community,
and
he
said
well.
First
thing
you
got
to
do
mike
is
tell
us
how
we're
doing.
Let
us
know
what
our
practices
are,
what
impacts
they're
having
so
so
we
were
in
the
process
of
beginning
sharing.
One
of
our
best
practices
is
get
data
out
across
the
field.
So
we
see
how
we're
doing
not
not
to
point
fingers
just
to.
Let
us
take
a
look
at
how
we're
doing
so.

nobody
beat

county
now.
Why
is
that
important?
Well,
the
research
says
that
when
a
young
person
gets
into
detention,
their
the
outcomes
for
them,
or
even
if
you're
controlling
for
all
the
other
factors,
the
outcomes
are
less
positive
and
buncombe
county,
embraced
that
initiative
and
and
hit
a
home
run
in
that
regard,
and
it
and
one
side
benefit
by
the
way.
Is
we
saved
buncombe
county
70
000
this
year
in
in
the
costs
of
sending
a
young
person
to
detention.

County
buncombe
county
is
five
percent
sorry,
so
these
are
just
indicators
that
buncombe
county
has
been
leading
the
way
in
in
community-based
as
programming
as
an
alternative
to
using
using
utilizing
resources
and
by
the
way
those
reductions
in
the
use
of
detention
took
place
before
we
closed
the
debunking
detention
center.
This
was
not
a
result
of
closing
the
bunker
detention
center.

We're
doing
a
better
job,
you
know,
we've
always
had
graduated
responses,
but
they
haven't
been
as
the
the
menu
has
not
been
as
rich
as
it
ought
to
be.
There
have
not
been
as
many
options
ought
to
be,
for
the
judges
to
use
so
we're
we're
creating
more
of
those
and
we're
creating
more
creative
sanctions,
and
certainly
rewards
for
behavior
have
been
very
in
very
short
supply.

So
we've
got
our
challenges
ahead
ahead
of
us,
but
I
think
in
buncombe
county
and
across
the
state,
we're
beginning
to
make
profit
progress
and,
as
we
look
at
the
at
the
risks
and
needs
of
our
children,
we've
all
heard
as
those
phrases
that
that's
how
we
assess
the
risk
and
needs
of
children
to
the
community
and
the
needs
they
have
and
we
have
to
address
those
those
needs.
We
also
need
to
look
at
what
their
interests
are
and
what
their
strengths
are.
So
what
is
our
ultimate
goal?

These
are
our
tools
for
keeping
them
moving
forward,
but
what
are
we
selling
with
with
these
rewards
we're
not
selling
that
the
need
to
spend
a
lifetime
on
a
dirt
bike?
How
much,
however
much
fun
that
might
be-
and
I
asked
the
question:
if
there's
an
age
limit
or
a
weight
limit
on
a
dirt
bike,
I
didn't
get
an
answer
because
I
thought
maybe
mr
geisler
might
take
it
for
a
spin.

Resiliency
one
of
the
factors
about
resiliency
is
the
prediction
it's
associated.
Resiliency
is
that
the
young
person
has
to
believe
that
he
or
she
is
good
at
at
least
one
thing
that
they
can
they
can
show
mastery
on
culinary
arts
is
one
example
that
doesn't
necessarily
mean
they're
going
to
do
that,
the
rest
of
their
lives,
but
once
they
know
they
can
achieve
this,
they
know
they
can
achieve
other
things
as
well.

second
factor
in
resiliency
is
having
at
least
one
person
who
is
constant
in
your
life,
who
believes
in
you
who
supports
you
and
encourages
you
to
go
forward,
and
all
of
us
have
had
that
in
our
lives,
and
we
have
to
provide
that
for
young
people,
I'm
going
to
share
one
story
with
you
that
will
bring
that
home.
A
third
factor
in
resiliency
is
that
the
young
people
believe
that
they're
part
of
something
larger
than
themselves
a
sense
of
altruism.

They
belong
to
some
set
of
values,
and
the
fourth
is
that
they
belong
somewhere.
Somebody
claims
them.
Why
do
there's
been
studies?
Why
do
kids
drop
out
of
school
because
they
don't
believe
they
belong

years
ago?
That
was
established
and
longer
this
project,
and
so
when
we
have
our
rewards
and
when
we
have
our
sanctions,
they
have
to
have
a
number
of
qualities
to
them.

It
isn't
it
isn't
the
severity
of
the
sanction
that
is
necessarily
going
to
control
the
child's
behavior,
although
it
does
certainly
influence
it's
the
predictability
of
it,
and
so
they
need
to
be
predictable,
whether
it's
a
consequence
or
reward.
Whatever
we're
doing
has
to
be
of
value
to
the
youth.
Whether
it
is
you
know,
a
sanction,
it's
got
to
make
an
impact
on
them,
and
one
of
the
things
we
find
out
is
that
juveniles
don't
mind
detention
so
much.

It's
got
to
be
something
that
they
value,
and
so
one
way
to
do.
That
is
involve
the
young
people
in
helping
to
establish
what
those
rewards
are
going
to
be.
It
has
to
be
fair
and
it
has
to
be
of
an
appropriate
intensity,
and
that's
that's
why
we
want
graduated
responses.
We
don't
want
to
have
a
young
person
who's
not
doing
well
and
he
gets
warned
and
warned
and
warned
and
warned,
and
then
we
lock
them
up
as
parents.
We
shouldn't
behave
that
way.

We
know
that
doesn't
work,
and
we
don't
want
to
do
that
here.
Similarly,
we're
not
going
to
give
a
child
who
pass,
who
gets
1a
on
a
math
test,
a
five-day
pass
for
he
and
his
family
to
disney
world.
So
it's
got
to
be.
You
know
proportional
to
what
the
rewards,
whatever
the
accomplishments
are,
or
whatever
the
behavior
is.

So
we
this
project
that
I
was
doing
in
raleigh
with
these
caldwell
scholars,
we
worked
with
a
group
of
about
half
a
dozen
kids
who,
as
part
of
the
community
service,
they
were
asked
that
they
would
help
us
use
them
as
guinea
pigs
and
we
tried
all
kinds
of
things
to
try
to
get
them
to
try
to
see
how
they
responded
to
it.
We
took
them
to
museums
and
and
like
something
I
thought
was
exciting.

Is
we
were
over
at
that
great
university
and
the
state
these
brilliant
students
took
these
youngsters
around
to
the
various
curriculum
areas
and
exposed
them
to
it?
And
I
you
know
it
was
exciting
to
me
not
because
I'm
a
graduate
of
it,
but
I
was
in
places
of
the
university
I'd,
never
been
that
didn't
turn
them
on
so
much,
and
I
can't
remember
what
some
of
the
other
things
were,
but
the
last
thing
on
on
the
of
our
experiment.

We
went
one
saturday,
the
one
of
the
caldwell
scholars
who
had
been
a
waitress
at
the
second
empire
in
raleigh,
which
is
a
five-star
restaurant.
I've
eaten
that
twice,
and
you
know
it's
that's
for
very
special
occasions
when
you
go
to
second
empire,
and
so
she
used
to
work
there
and
she
knew
the
executive
chef
and
she
talked
to
him
about
it.
An
executive
chef
agreed
to
allow
the
kids
to
come
in
on
a
saturday.

The
the
second
example
I
want
to
share
with
you
is:
we
had
a
a
homeless
young
young
man
that
we
were
working
with
and
he
the
news
observer
asked
if
we
had
any
kids
who
had
something
very
special
they
needed
for
for
christmas,
and
so
we
asked
this
young
man
what
he
wanted
and
he
was
homeless
and
we
were
had
him
in
that.
We
had
a
subsidized
department
off
out
in
the
community
and
he
was
going
to
school.

You
guys
got
all
these
resources
and
raleigh's
got
a
bus
system,
but
you
know
you
got
to
have
a
lot
of
time
to
use
the
bus
system
in
raleigh,
and
that
was
hard
for
him,
so
he
spent
over
two
hours
a
day
on
the
bus
going
to
and
from
school.
You
need
to
earn
some
money.
What
did
he
want
for
christmas?
This
kid
was
18
years
old.
He
won
a
bicycle.
D
So
he
wasn't
sure-
and
I
said
well,
if
it's
okay,
if
we
ask
people
to
you,
know
let
the
newspaper
tell
you
a
story
and
see
if
somebody
wants
to
give
a
bicycle
and
he
wasn't
sure
and
on
again
off
again,
so
I
thought
it
was
not
going
to
happen,
and
so
one
day
I
came
to
work
and
I
didn't
had
not
picked
up
the
paper
in
the
morning.
There
was
a
picture
in
the
paper
of
him
sitting
at
his
table
in
the
pizza
shop,
saying
his
blessings
over
his
pizza
was
going
to
eat.

People
want
to
do
something
for
this
kid
we
had,
we
had
to
tell
people
after
we
had
40
bikes,
we
just
couldn't
take
any
more,
and
so
they
we
literally
raised
about
20
000
over
that
one
story,
but
the
the
significance
of
that
story
is.
There
was
a
specific
ask
for
the
child.
This
is
what
this
kid
needed,
and
so,
as
we
go
out
to
the
community,
we
need
to
make
specific
asks
from
them.
Not
just
generally
support
us
in
general,
but
like,
but
very
specifically,
what
can
they
do
for
our
children?

And
then,
and
then
the
the
last
story,
I'll
tell
you
is
of
a
young
girl
that
we
had
referred
to
us
from
the
school
system,
see
because
we
all
know
we
don't
do
this.
The
courts
don't
do
the
by
themselves.
No
agency
does
it
by
itself
it's
a
collaborative
effort
and
buncombe
county's
gold,
gold-plated
example
of
that
we
we
got
a
call
to
our
to
our
agency.

That
was
started
from
an
awareness
of
a
schoolteacher
that
this
young
girl,
who
was
a
senior
in
high
school
grades,
were
dropping
and
she
had
been
a
good
student,
not
too
much
engaged
in
school,
and
she
got
the
school
counselor.
To
talk
to
her
found
out
that
this
young
lady
was
homeless.
She
was
sleeping
on
different
people's
couches
couchsurfing,
as
the
term
is
used.
D
So
they
referred
her
to
us
and
we,
our
staff,
put
together
a
program
for
and
found
her
some
place
to
live
and
subsidized
her
and
supported
her
and
counseled
her
and
the
school
worked
with
us
and
we
helped
his
child
graduate
from
high
school,
and
I
was
just
amazed
that
she
did
it.
It
was
so
inspiring,
and
so
I
asked
her
or
had
one
someone
that
I
I
don't
think
I
did.
Someone
else
asked
her
on
staff
again.

If
we
could
tell
her
story
not
using
her
name
to
the
community,
to
ask
him
to
get
involved
and
help
us
help
these
kids
and
her
response
was
yes,
I'd
be
glad
to.
But
you
better
hurry
up
because
I'm
going
to
college-
and
I
remember
saying
out
loud
from
my
staff-
where
did
that
girl-
get
the
idea
that
she
was
going
to
go
to
college?
D
She
had
no
money
she's,
you
know.
Where
did
that
come
from
well
sure
enough?
My
staff
worked
with
her
and
given
her
situation,
she
was
a
va.
She
was
eligible
for
every
grant
in
every
grant
and
every
subsidy.
She
had
a
lot
of
financial
aid
and
she
enrolled
in
college
and
every
quarter
haven't
asked
where
it
was.
We
got
a
check
in
the
mail
from
a
woman
who
used
to
be
her
middle
school
teacher
for
her
books
and
supplies.

That's
where
she
got
the
idea
she
was
going
to
college
for
all
four
years
and
when
she
graduated
from
college
I
was
out
of
town.
Unfortunately,
when
she
graduated
from
college,
she
had
a
graduation
party
at
that
teacher's
house
and
one
of
the
greatest
mo
one
of
the
most
emotional
moments
of
my
career
is.
I
was
at
a
restaurant
walking
into
a
restaurant
with
my
wife
one
day
and
somebody
yelled
out
hey
mike
and
I
turned
around
there.
She
was,
and
that's
the
first
time
I
ever
met
that
teacher.

All
we're
asking
them
to
do
is
to
give
a
little
bit
of
their
time
and
their
expertise
and
their
interest
to
these
young
people
and
it'll
make
all
the
difference
in
the
world
for
the
young
people
and
create
the
potential
of
a
broader
support
system.
For
what
we're
doing
all
of
us
in
the
work
that
we
do
to
create
resilient
youth
and
have
the
successes
that
they're
all
entitled
to.
