Good
evening
calling
to
order
the
meeting
of
the
button
County
Board
of
Elections
for
Monday
November,
7th
2022
at
5
33
p.m.
Visitors.
Thank
you
for
joining
us
this
evening,
including
alumnus
jandos.
It's
good
to
see
you
John
and
I
know
that
we've
got
at
least
one
virtual
participant.
Thanks
for
those
who
are
tuning
in
online,
you
can
always
find
our
meetings
online
at
Board
of
Elections
in
Buckhead
County.
Tonight,
staff
is
absolutely
slammed
with
getting
ready
for
tomorrow,
so
we're
just
going
to
do
absentee
ballots.
B
We
are
going
to
do
minutes
tomorrow
at
our
two
o'clock
meeting,
because
we're
going
to
have
considerable
time
on
our
hands
tomorrow
afternoon,
but
let's,
let's
start
with
office
updates
and
then
dig
right
into
those
absentee
ballots.
Director
Duncan.
D
C
We're
setting
up
all
of
the
sites
as
we
speak
so
all
of
the
Chief
Judges
checked
in
yesterday
and
today
getting
their
supplies
and
instructions
and
they're
heading
out
to
their
sites.
Right
now.
Setting
up
we've
got
people
on
the
phone
lines,
helping
them
with
that,
as
well
as
Rovers
out
there.
If
they
need
any
help
for
voters,
the
polls
open
at
6
30
a.m
and
close
at
7
30
p.m.
You
need
to
vote
at
your
assigned
Precinct
and
you
can
call
our
office
and
look
or
look
online
for
that
early
voting
numbers.
C
C
C
I
know
that
some
of
you
like
to
or
are
interested
in,
visiting
polling
locations
tomorrow
and
I
just
wanted
to
give
the
warning
that
I
give
every
time
that
there
is
nothing
that
says
a
board
member
can't
go
out
to
a
polling
location,
but
just
be
mindful
that
if
the
issue
arises
while
you're
at
that
location,
it
could
be
conflict,
and
you
might
have
to
recuse
yourself
for
something.
E
C
Had
a
big
drop
out
flat
in
the
primary
we
had
a
similar
situation
happen.
We
had
40
backups
in
the
primary.
We
increased
that
to
50.
we're
in
the
same
boat,
though
we
we
used
up
all
of
our
backup
workers
and
now
we're
having
to
drop
drop.
We
won't
be
at
full
type
of
capacity,
we're
having
to
upgrade
assistance
to
judges.
So
I
I
think
that
the
next
election
we
need
to
at
least
have
100
backups.
If
we
can
find
that
many
people,
it's
a
lot
of
people
to
find.
B
Director
Duncan,
were
there
any
standard
reasons
given
for
for
these
dropouts
Karen.

Your
motion
is
going
to
stay
on
the
table
for
a
while,
because
I
don't
want
to
piecemeal
or
disapprovals
the
way
we
did
the
other
day.
I
want
to
do
them
all
at
once.
I
got
a
couple
here.
You
got
one,
you
got
any
disapprovals,
okay,

to

I,
don't

there's
any
controversies.

That
seal
isn't
it
and
you
can
see
that
person
improvised
on
the
envelope
considerably
and
as
a
result
required
signatures
are
not
there.
M
I,
don't
even
know
who
to
you
need
to
read
the
note:
a

Takes

I
B
F
I
B
I
guess
I'll
kick
off
the
discussion
by
noting
that
I
concurred
and
staff's
recommendation
for
disapproval
on
the
first
15,
but
I
would
like
to
approve
the
16th,
the
one
where
the
witness
the
second
Witness
did
not
write
his
street
address
on
the
envelope.
He
wrote
his
city
state
and
zip
code.
He
printed
his
name.
He
wrote
his
name,
but
then,
when
he
dropped
that
absentee
ballot
off
at
the
office
on
behalf
of
his
spouse,
he
signed
the
requisite
form,
including
his
address.
He
printed
his
name.
B
That's
the
one
right
there
did
everyone
take
a
look
at
that
I
I
have
to
admit
I'm
the
one
who
discovered
this
and
when
I
found
it,
it
was
flat
like
this,
but
then,
when
I
moved
it,
you
know
this
thing
popped
up,
so
I
don't
know
if
it
had
actually
not
been
sealed
ever.
Does
it
look
like.
J
B
A
B
A
L
B
B
E
B
C
D
F
There
were
a
number
from
early
voting
that
we
didn't
get
I
guess
they
just
didn't
know
the.
D
F
I
will
say
that
in
today's
mail
we
had
a
number
of
pieces
of
mail
that
came
through.
They
didn't
have
a
stamp,
they
didn't,
they
did
have
a
postmark,
but
so
that's
not
always
a
Telltale.
F
B
B
C
F
F
A
A
M
Want
to
talk
about
this
one
okay,
so
there
are
two
number
memos
that,
since
we
say
the
same
thing,
I
think
the
relevant
was
number
memo.
2020-29
that
says,
if
a
witness
or
assistant
does
not
print
their
address,
the
envelope
is
deficients.
M
There
is
a
provision
where
there's
a
missing
ZIP
code
or
City
or
the
city
and
zip
code
is
missing.
That
allows
the
staff
to
identify
the
address,
but
there's
no
similar
provision
in
here
that
says
that
they're
missing
a
street
address
that
we
can
ascertain
what
the
address
is
so
I.
Think.
If
we're
going
to
follow
the
number
memo,
we
would
have
to
say
that
the
envelope
is
deficient.
M
L
M
G
A
G
I
F
A
A
B
I'll
just
tell
you
where
I'm
coming
from
on
these-
and
you
know
everyone
gets
to
make
their
own
determination.
We've
got
this
one
where
The
spouse's
address
is
the
same
as
the
address
on
the
envelope
I'm
going
to
vote
to
approve
this
I
mean
I,
understand
what
the
law
says.
I
understand
what
we
got
here
and
I
believe
that
we
are.
B
Signed
on
the
wrong
line
where
the
witness
or
assistant
signed
in
place
of
the
voter
signature,
that
deficiency
cannot
be
cured.
So
that's
what's
up.
Otherwise,
if
all
required
information
from
the
witness
or
assistant
is
present,
but
not
on
the
designated
line
for
each,
for
example,
the
witness
or
assistant
printed
their
name
on
the
address,
and
they
printed
their
address
on
the
name
line
and
signed.
The
container
return
envelope
is
not
deficient
and
the
ballot
shall
not
be
spoiled,
as
in
any
other
deficiency.
B
B
It
would
not
because
it
would
not,
because
the
signature
this
person
filled
out
this
block,
except
for
the
signature,
filled
out
this
block,
but
had
the
signature.
Everything
is
identical
in
these
two
blocks,
except
for
the
lack
of
a
signature
in
the
top
one,
and
my
interpretation
of
that
numbered
memo
is
we
can
count
this
ballot.
Okay,.
M
B
Yes,
this
one
we'll
go
back
to
this
one
which
was
recommended
for
disapproval
by
staff
and
when
I
saw
this
one
I
concluded
that
it
should
be
approved
because
all
of
the
required
information
appears
on
the
envelope
and
the
individual
about
whom
we
had
a
question
on
address
provided
further
evidence
of
his
address
with
the
yellow
slip
when
he
dropped
off
the
ballot
for
his
spouse.
So.
B
On
that,
okay,
good,
before
we
proceed
with
this,
one
I
would
like
to
make
a
motion
to
disapprove.
The
15
other
ballots
recommended
by
staff
for
disapproval
or
confusing
I
live
to
confuse
it.
M
B
No
no
I,
just
I
I
want
to
get
a
chunk
of
15
of
them
done
and
we
reviewed
these
15.
There
wasn't
any
controversy
about
them
and
so
of
the
list
of
16
on
this
list,
I
recommend
disapproval.
I'm.
Sorry,
I
move
disapproval
of
the
top
15
on
this
list,
all
in
favor
of
disapproving
those
15
absentee
ballots.
Please
say.
D
B
B
It
is
the
one
where
the
second
witness
did
not
write
his
street
address
on
the
envelope
history
address
already
appeared
on
the
envelope
at
the
top,
because
it's
the
same
as
his
wife
and
he
noted
his
street
address
and
signed
it
when
he
dropped
this
off
at
our
office
and
so
I
move
that
we
approve
this
ballot,
all
those
in
favor
of
approving
this
ballot,
please
say:
aye
aye,
all
those
opposed,
please
say:
nay,
nay,.
L
Schultz
I
would
like
to
approve
this,
but
I
think
that
the
North
Carolina
General
statute,
163-231
A5,
requires
it
says
the
voters
should
do
all
of
the
following
require
those
two
persons
and
whose
presence
the
voter
Mark
the
voters
ballots
to
sign
the
application
and
certificate
as
Witnesses
and
to
indicate
those
persons
addresses
failure
to
list
a
zip
code
does
not
invalidate
the
application
of
the
certificate.
M
Yeah
I
I
agree
with
Mr,
Schultz
and
also
another
memo,
but
I
will
know
this
is
this
is
a
hard
one
to
to
do
definitely
sympathetic
to
the
Chairman's
comments.
It
does
there's
a
note
on
the
envelope
that
the
voicemail
is
left
on
eleven
five,
because
staff
had
recommended
disapproval,
so
the
voicemail's
already
been
left,
and
so,
if
they
heard
that
timely,
they
should
have
time
to
go
vote
which
holds
up
I
feel
a
little
better.
After
reading
the
note
from
the
staff,
okay
I
do.
B
Vote
to
disagree.
Okay,
so
to
recap,
we
had
a
motion
to
approve
the
ballot
in
question
and
that
motion
failed
by
a
one
to
three
vote
and
so
that
ballot
is
disapproved
and
all
16
that
were
recommended
by
Stafford
disapproval
have
been
disapproved.
B
B
B
B
In
three
cases
we
had
mismatched
Civ
I,
move
that
we
disapprove
the
three
absentee
ballots
that
were
viewed
today
that
had
mismatched
Civ
numbers.
All
in
favor
of
the
motion,
please
say:
aye
aye
all
opposed,
nay.
Thank
you.
Those
three
are
just
approved.
B
B
I'm
going
to
make
a
motion
to
approve
this
ballot,
believing
that
when
it
arrived
at
our
office,
it
was
sealed
and
I
based
that
on
the
manner
in
which
the
date
stamp
appears
on
the
envelope.
B
All
those
in
favor
of
the
motion
can
we
have
some
discussions.
Yes,
please
discussion,
questions,
comments,
Mr,
Carpenter,.
M
Yeah
I'm
I'm
not
inclined
to
prove
this
one
I.
Don't
there's
not
enough
for
me
to
say
that
this
has
been
sealed.
You
know,
I
think
having
a
sealed
ballot
is
one
of
the
most
integral
parts
of
the
process
in
a
server
selection
integrity,
the
the
facts
that
it
came
to
us,
unsealed,
I
I-
think
we
have
to
consider
as
a
king
to
us.
M
I
will
note
that
this
is
a
very
unusual
in
my
limited
experience
on
this
board
to
have
an
unsealed
envelope
like
this,
so
I'm
not
inclined
to
to
think
there's
a
problem
with
the
seal
itself.
So
I
would
vote
to
not
approve
this
because
it
was
not
sealed
when
it
came
to
the
ward.
All.
F
L
B
I
know
I
know
but
yeah
it
wasn't
mangled
in
transit.
A
B
B
So
the
the
motion
before
the
board
is
to
approve
this
envelope
all
those
in
favor
of
the
motion.
Please
say:
aye
aye,
all
those
opposed,
nay,
the
motion
carries
three
to
one,
and
so
this
will
be
approved.
This
has
been
approved
by
the
Board
of
Elections
and
last,
but
by
no
means
least.
B
B
B
J
B
M
L
B
Mr,
chairman,
okay,
so
everyone's
had
an
opportunity
to
review
the
envelope.
Okay,
I
move
that
we
are
not
this
one
you're
right
right,
I,
move
that
we
approve
this
absentee
ballot
because
it
has
all
the
required
information.
The
witness
completed
the
second
witness
block,
as
well
as
the
system
block
assigning
the
assistant
block.
All
those
in
favor
of
the
motion,
please
say:
aye
aye,
Anna,.
A
B
All
right
you're,
just
seeing
the
830
glaze,
yes,
okay,
so
that
motion
carries
for
for
nothing.
Thank
you.
So
this
is
good
for
approval.
B
I
B
B
B
N
M
B
All
right
colleagues
I
move
that
we
approve
the
10
military
ballots
that
were
reviewed
during
the
meeting,
all
those
in
favor
of
approving
the
10
military
ballots.
Please
say:
aye
aye
aye,
all
those
opposed,
nay.
Thank
you.
That
motion
carries
for
zero
I
further
move
that
we
approve
33
overseas
ballots
that
were
reviewed
at
this
meeting,
all
those
in
favor
of
approving
the
33
overseas
valves,
we
reviewed,
please
say
aye
aye,
all
those
opposed,
nay.
Thank
you.
The
motion
carries
for
zero
and
I
further
move
that
we
approve
765.
B
B
I
also
move
that
a
pursuant
to
the
discussion
that
we've
had
during
the
meeting
that
we
take
three
absentee
ballots
and
we
move
them
to
our
pending
file
to
be
resolved
at
canvas
these
three
being
moved
to
pending,
because
we
had
mismet
cibs
that
were
attributable
to
our
dual
mail
out,
stemming
from
the
lack
of
headers
on
some
of
the
ballots
that
were
distributed
very
early
in
the
absentee
process.
Let's
go
around
all
those
in
favor
of
moving
the
three
depending
please
say:
aye
aye,
all
those
opposed,
nay,
thank
you
and
that's
that.
C
So,
in
addition
to
all
the
reports,
maybe
all
the
things
we
normally
do
at
absentee
meetings-
we
still
need
to
complete
that
report
to
signing
all
the
polybanks
at
this
Monday
meeting.
We
also
certify
the
absentee
list
and
that
that
list
that
you
certify
is
all
of
the
absentee
by
males
and
the
One-Stop
applications
that
have
come
through
up
to
five
o'clock
today
and
then
that
list
gets
sent
out
to
the
precincts
in
the
morning.
Bye.
G
K
So
what
I
have
for
you
here
is
a
list
of
70
371,
absentee
ballots
that
have
been
executed
during
early
voting
for
approval
recommend.
Thank
you,
sir.
L
A
C
A
Asking
that
we
send
the
list
out
to
the
precincts
and
then
and
presumably
the
idea
is
to
check
that
against
those
people,
people
who
are
coming
in
and
applying
the
vote
to
make
certain
there's
not
an
overlap.

The
you
can
tell
where
the
printer
ran
out
of
the
paper
in
one
of
the
trays
we'll
have
to
fill
it.
Don't
drop
that
thing.

Basically,
we
will
adjourn
after
we
have
collected
everything
from
all
the
precincts
so
somewhere
around
11
pm
11
11
30.
That
tends
to
be-
and
we'll
start
the
meeting
here
at
two
o'clock
and
then
at
around
quarter
to
eight
or
eight
we'll
go
over
to
50
Cox
avenue
and
try
to
be
useful
the
board.
Well,
of
course,
the
staff
will
be
useful,
they'll
be
taking
care
of
business
all
the
time,
but
we
try
to
pitch
in
over
at
50.

Until
first
breakfast
on
Wednesday.

More
than
44.55
absentee
ballots,
I've
got
over
six
thousand
I
got
over
6
000..
To
recap,
meeting
of
October
4th
593.
B
meeting
of
November
4th
1277
today
808,
my
back
of
the
envelope,
gives
me
62.87..
So
I
was
alarmed
when
I
heard
your
number
I
was
like
I
know:
we've
done
more
than
that.
I've
sat
here
for
more
than
4
455,
so
I'm
going
to
go
through
my
my
notes
more
carefully
than
back
of
the
envelope,
but
when
I
see
everybody
tomorrow
at
2,
I'm
going
to
have
it
a
good
number
part
as
bad.
Thank
you
for
the
question.
Mr
Black
big
number
well
I,
actually
thought
it
was
more
than
62.87
for
that
matter.
I.

My
case,
my
client
owned
the
trailer
and
and
the
lady
down
here
at
the
park
just
was
running
the
land
actually
even
won
a
trial.

I'm
sure
that
they
will
be
contacted
most
of
those
have
already
been
contacted.
Unfortunately,
we
had
three
that
we
discovered
today
had
mismatched
civs,
so
they're
going
to
need
to
be
contacted
too,
but
everybody
else
has
been
already
and
even
if
we
haven't
spoken
with
the
voter,
we've
left
a
message
where
we've
sent
a
letter.
We've
we've
tried
to
get
in
touch
with
them
to
let
them
know
the
status.

All
right,
ladies
and
gentlemen,
is
there
any
more
business
to
come
before
this
board
tonight?
Professor,
no
good,
in
that
case
meetings
adjourned
at
9
16..
Thank
you,
everyone!
Thank
you!
Visitors,
yeah!
You,
you
gutted
this
one
out
and
I,
don't
know
if
anyone's
still
online,
but
if
you're
still
out
there.
Thank
you
for
sticking
with
us
and
we'll
see
everybody
tomorrow.
If
you
haven't
voted
already.
