Description
Burbank Board of Education Meeting - August 3, 2023
A
B
Thank
you
good
evening
and
welcome
to
the
Thursday
August
3rd
2023
meeting
of
the
Board
of
Education.
We
are
going
to
begin
tonight's
meeting
with
first
our
land
acknowledgment,
so
we
acknowledge
the
traditional
ancestral
and
seated
territory
of
the
Chumash
tongva
fernandino
tatavian
and
First
Nations,
on
which
we
are
learning
educating
and
living
with
that
Mr
Jerry
Milady
will
come
forward
and
lead
us
in
the
Pledge
of
Allegiance.
Thank
you.
Mr
milady
you're.
C
Welcome
duck
yeah
Dr
Ferguson,
put
your
hand
over
heart
such
a
flag,
again,
I
pledge
allegiance
to
the
flag
of
the
United
States
of
America
and
to
the
Republic
for
which
it
stands.
One
nation,
under
God,
indivisible
with
liberty
and
justice
for
all
I,
didn't
mean
to
give
you
a
promotion.
B
Thank
you.
Thank
you
for
that
I'm,
sorry,
what
oh
okay,
just
an
aside
for
sarcasm!
So
with
that
we
will
go
to
good
sarcasm,
though
good
sarcasm.
So
with
that
we
will
move
to
item
number
five
on
our
agenda,
which
is
reporting
out
on
closed
session.
The
board
met
in
closed
session
earlier
this
evening
on
items.
B
I'm
getting
there
3A
and
3B
those
items
were
for
discussion.
Only
no
action
was
taken.
Oh
Excuse,
Me,
Miss
guiterio.
If
you
could,
please
take
the
roll
call
at
this
time.
E
B
Okay,
thank
you,
miss
guiterio,
all
all
board
members
are
present.
We
do
have
a
quorum
so
we'll
proceed
with
the
business
of
the
meeting
again
reporting
on
closed
session
item
3a3b.
Those
items
were
for
discussion.
Only
no
action
was
taken
onto
item
six.
Adjustments
to
the
agenda
do
I,
have
any
adjustments
to
the
agenda.
Dr
paramo,
yes,.
F
B
B
Any
items
from
my
colleagues
I
would
like
to
see
what
is
typically
called
employee
resource
groups
or
a
potential
setting
aside
of
funds
for
employee
groups
that
I
I
know
that
there's
been
some
feedback
around.
It
would
be
nice
to
be
able
to
kind
of
affiliate
associate
different
Community
identities
of
employees.
B
B
This
is
when
first
of
all,
we
do
have
some
retirements
and
thank
you
to
musiciterio
for
putting
it
in
the
script.
Nice
and
big,
like
don't
forget
the
retirements
and
I,
don't
I,
just
don't
put
them
in
the
right
spot
every
month.
So
anyway,
we
do
want
to
celebrate
the
the
long
tenure
of
Bobby
Howard,
who
is
a
lead
custodian
at
Burroughs,
High
School,
who
began
their
service
at
on
June
1st
1984
to
the
district
I
mean
wow.
What
a
10-year
of
service
so
definitely
a
career,
we're
celebrating.
B
We
hope
you
enjoy
your
retirement
and
all
that's
ahead
of
you.
That
is
quite
a
long
time
to
to
give
to
the
young
people
and
to
this
community.
So
just
our
our
biggest
thanks
to
them
I
will
we'll
do
the
announcements
at
superintendent's
comments,
which
I
think
actually
has
been.
Actually
you
know
why
don't
we
go
ahead
on
that
right
now,
so
why
don't
you
move
forward?
Dr
promo!
Please
excuse
me,
I'm,
just
making
sure
where
it
flow
is
kind
of
the
best
in
the
meeting.
F
Good
evening
board
president
Ferguson
vice
president
Emily
Weisberg
distinguished
board
members
staff
and
members
of
the
audience,
the
Burbank
Unified
School
District,
is
proud
to
announce
the
selection
of
Dr
Sarah
rachenko.
F
Sarah
demonstrates
highly
effective
communication
skills
and
develops
positive
relationships
with
all
educational
partners
prior
to
working
in
Human
Resources
Dr
richenko
was
a
substitute
teacher,
Elementary
teacher
and
curriculum
resource
teacher.
Most
notably,
she
served
over
15
years
as
an
exemplary
principal
at
both
the
elementary
and
middle
school
levels
and
demonstrated
transformational
leadership
in
these
positions
by
developing
Innovative
programs
and
dramatically
increasing
student
achievement.
Server
brings
a
tremendous
amount
of
knowledge
and
experience
that
are
vital
to
the
human
resources
department.
F
She
has
a
broad
range
of
skills
from
curriculum
and
instruction
compliance
and
credentialing
to
all
aspects
of
employee
relationships
and
management.
Her
positive
nature
and
enthusiasm
for
her
work
comes
through
and
all
she
does
a
reputation
as
someone
who
listens
to
and
respects
the
voices
and
opinions
of
others
is
critical.
As
our
new
assistant,
superintendent
of
Human,
Resources,
Dr,
richenko
earned
her
bachelor's
degree
in
Psychology
and
her
master's
degree
in
education
at
UCLA.
She
earned
her
doctoral
degree
in
educational
leadership
at
Azusa
Pacific
and
it's
my
pleasure
to
introduce
her
foreign.
G
Thank
you
so
much
good
evening,
president
Ferguson
and
board
members,
it's
my
pleasure
in
the
community.
It's
my
pleasure
to
be
here,
I
think
I'm
down
day,
12.
and
I've,
maybe
a
little
more,
maybe
14
actually-
and
it's
been
just
a
wonderful
experience.
The
community
of
Burbank
and
what
I
have
seen
so
far
are
only
only
exceptionally
positive,
hard-working
dedicated
individuals.
G
H
It's
so
exciting
to
have
somebody
with
so
much
experience
in
this
role.
I
can't
even
imagine
what
your
experience
as
a
teacher
and
a
principal
is
going
to
be
and
how
it's
going
to
transform
your
role
I'm
just
so
so
excited
and
I
appreciate,
just
in
the
time
that
I've
gotten
to
know
you
just
a
couple
of
days,
how
open
you've
been
I'm
really
looking
forward
to
meeting
everybody
I
think
it's
Monday,
but
just
really
excited
to
see
all
the
phenomenal
things
I
know
you're
going
to
bring
to
this
and
I.
H
Imagine
that
the
whole
Community
is
really
excited
because
they
know
that
you
understand
what
it's
like
to
be
a
teacher
and
a
principal
and
really
the
boots
on
the
ground
in
schools.
So
welcome.
Welcome
and
I
know.
I
Echo
everybody's
sentiments
that
the
board
is
here
to
support
you
and
just
please.
Let
us
know
how
we
can
do
that.
I
I
That's
compliance
and
you
need
someone
who's
very
detail-oriented
and
very
kind
of
willing
to
understand
all
the
rules
and
regulations
and
I'm
just
really
excited
that
you
have
that,
in
addition
to
this
really
great
history
of
coaching
and
hiring
and
really
being
able
to
see
the
potential
in
people
to
do
really
great
work
for
our
students
and
I
love
that
you're
focused
on
not
only
a
great
working
environment
but
also
on
student
outcomes.
So
welcome.
J
Coming
from
Pasadena,
we
are
much
smaller
and
our
budget
is
much
smaller,
so
there'll
be
some
challenges
working
there.
But
from
your
background
it
sounds
like
we're
in
good
hands
and
I
look
forward
to
getting
to
know
you
better
and
watching
how
things
evolve.
So
thank
you
for
coming
appreciate
it.
Thank
you.
B
So,
first
of
all,
welcome
welcome
to
to
start
right
now
in
its
in
and
of
itself
is
a
brave
Endeavor.
So
thank
you
right
at
the
beginning
of
the
school
year
for
members
of
the
public.
You
know
we
are
right.
It's
this
kind
of
deep
breath
where
we
have
to.
Oh
we've
got
holes
here,
holes
we've
got
you
know,
we've
got
to
fill
this
role.
B
We've
got
to
fill
this
role
and
we've
got
to
do
it
quickly,
and
so
somebody
in
in
your
role
is
obviously
in
high
demand
in
this
moment,
but
I
I
love
that,
in
you
know
your
first
kind
of
public
moment
in
this
community.
You
know
before
you
wrapped
up
your
comments.
You
made
sure
to
say
you
know
and
a
positive
work
environment.
B
It
matters
that
we
have
things
to
attract
talent
to
this
District.
We
know
that
compensation
is
not
going
to
be
something
we're
going
to
always
be
able
to
keep
up
with
so
paying
attention
to
culture
and
offering
what
assets
we
have
are
is
critical
but
I
love
that
you
prioritize,
that
it
speaks
volumes
of
your
values
and
and
you're
perfect.
Your
professional
background,
Dr
promo,
had
kind
of
given
us
the
the
list.
B
It
was
like:
oh
okay,
fantastic,
you
know
and
again,
I
I
think
there's
such
a
shortage,
real
true
shortage
of
talent
that
you
know
we
go
okay,
not
perfect,
but
enough
experience.
This
is
great
this
for
with
you
like
it.
This
is
you
you
bring
such
depth
of
knowledge
and,
and
history
and
I
know
that
the
empathy
you're
going
to
be
able
to
deploy
in
these
situations.
The
understanding
is,
is
what
we're
looking
for
and
is
a
part
of
the
culture
we're
trying
to
establish.
B
This
community
expects
that
so
just
wishing
you
the
best
of
luck
as
as
Dr
Weisberg
said
we're
here,
we're
here,
to
support
you
and
to
celebrate
you
and
and
to
really
drive
home
outcomes.
So
with
that,
oh
Dr
omronian.
Thank
you.
Yeah.
K
I
just
want
to
Echo
what
my
colleague
said:
congratulations
and
we're
here.
So
if
you
ever
need
us,
you
know
where
to
find
us.
So
thank
you.
Excellent.
G
B
B
There
is
so
much
excitement
to
see
students
back
on
campus
they're
frenetic
there
we
go,
but
but
really
there's
an
eager
to
both
meet
the
mission
again,
but
also
to
get
the
machine
up
and
running
again
so,
but
it's
a
hard
adjustment
so
to
again
to
all
of
our
employees
as
you
are
making
the
transition
back.
We
hope
you
enjoyed
your
summer.
B
We
hope
you
had
a
restful
summer
break
and
now
we
look
forward
to
celebrating
student
achievement
once
again,
so
we
need
the
very
best
of
you
and
we're
looking
forward
to
that
work
ahead
with
you
in
the
following
year.
B
With
that
we
will
go
to
a
few
more
announcements,
a
few
more
Community
announcements,
at
least
just
one.
So
the
is
there
a
slide
for
this
or
yeah
excellent.
If
we
could
get
the
slide
up
at
this
moment,.
B
H
B
Thank
you
so
much
Dr
promo
the
superintendent.
The
acting
superintendent's
office,
has
become
aware
of
the
passing
of
Janet
White
Janet
White
passed
on
February
8
2023
at
her
home
in
Burbank
after
being
hired
in
1992
Janet
worked
in
in
various
capacities
until
she
retired
in
July
29th
on
July
29
2016.
Janet
worked
as
a
school
aide
at
and
school
office
manager
at
Roosevelt,
Elementary
School
and
as
a
senior
secretary
at
John,
Burroughs
High
School.
B
Until
her
retirement
Janice
survived
by
her
son,
Stephen,
White,
daughter-in-law,
Kaylee,
white
and
son-in-law
romiro,
Janet's
sense
of
humor,
kindness
and
big
heart
will
be
deeply
missed.
I,
don't
know.
If
any
of
my
colleagues
got
a
chance
to
know,
Janet
I
will
tell
you
I
got
to
know
her
from
the
age
of
eight
on
Janet
was
a
fellow
band
and
color
guard
booster
was
always
there,
volunteering
at
every
hot
dog
sale
at
every
candy
sale,
no
to
mankind.
She
was
sassy.
She
was
tenacious.
She
always
has
always
had
the
best
gossip.
B
Her
passing
came
rather
suddenly
and
I
know
this
is
this
family
is
still
very
much
grieving,
and
so
many
of
our
our
campus
community
members
of
our
Campus
Community
are
grieving
as
well,
and
you
know,
Janet
was
an
amazing
human
being
who
lived
a
phenomenal
life
with
us,
while
we
certainly
had
her
I
think
she
was
also
my
aunt's
best
friend
at
one
point
in
time.
B
You
know
so
this
definitely
hits
close
to
home,
but
we
are
honored
this
evening
to
celebrate
her
memory
to
celebrate
her
service
and
the
lives
she's
changed
in
that
time
by
adjourning
the
memory
adjourning
in
her
memory
this
evening
and
we'll
prepare
a
certificate
to
to
give
to
the
family
as
well.
We
do
have
another
adjournment
that
I've
asked
for
to
come
forward
later.
B
At
this
time,
we
obviously
more
in
the
passing
of
Roy
Wigan,
a
community
activist
who,
a
long
time,
neighborhood
activists
fought
against
airport
expansion
in
a
number
of
years
for
a
number
of
years,
a
true
hero
in
our
community
on
a
number
of
fronts
and
is
somebody
who
quite
literally
ran
his
way
to
continue
giving.
So
we
will
be
likely
looking
to
the
next
agenda
to
adjourn
in
his
memory.
B
So
I
want
to
just
thank
staff
for
that,
but
I
didn't
want
that
this
moment
to
pass
with
Rory
Wigan
without
without
this
community,
knowing
that
he
is
on
our
his
family,
Angela
and
their
children
are
on
our
minds.
So
that
will
be
next
meeting
when
we
will
pay
tribute
to
that.
So,
thank
you.
So
much
and
tonight
again
we
will
be
adjourning
in
memory
of
Janet
White.
B
At
this
moment
we
will
move
to
item
nine,
to
request
to
I,
to
record
for
requests
to
address
the
board
right
now.
I
have
no
cards
for
the
first
period
of
public
comment,
which
is
on
agenda
items
only
looking
out
seeing
if
we
have
any
other
cards
at
this
time
on
agenda
item
on
an
agenda
item
nope.
Okay,
then
we
will
move
forward
no
board.
Member
responses.
This
is
superintendent
responses.
I
will
ask
that
we
incorporate
superintendent
comments
into
a
future
agenda,
but
Dr
promo.
F
Yes,
sir,
thank
you.
So
what
I'd
like
to
say
to
the
community,
particularly
are
teachers
at
Monterey
High
School
is
thank
you.
Thank
you
for
your
patience
and
trying
to
work
out
the
situation
with
the
payroll.
When
we
became
aware
of
it,
we
tried
to
mobilize
as
quickly
as
possible
to
find
a
solution.
F
Your
union
representation
was
so
Cooperative
and
so
kind
to
work
with
and
I'm
glad
that
we
were
able
to
work
with
our
staff
to
be
able
to
find
a
solution,
and,
honestly,
that
was
under
the
leadership
of
Mr
Andy
Cantwell,
who
was
able
to
help
us
to
get
this
resolved.
So
my
I'm,
hoping
that
this
provides
a
real
positive
way
for
you
to
begin
the
year
and
we'll
work
out
how
we
move
forward
with
the
change
in
pay
scale.
As
we
begin
this
new
school
year.
B
F
Sure
so
Monterey
High
School
used
to
be
a
year-round
school
and
what
they
did
a
couple
years
ago
was
they
moved
to
our
traditional
schedule
and
when
you
moved
to
the
traditional
schedule
and
instead
of
having
12p
periods,
you
have
you
move
to
11
pay
periods.
Now
we
prolonged
doing
that
for
a
couple
of
years
to
provide
for
a
transition.
F
This
was
supposed
to
be
the
year
that
we
moved
to
an
11th
11
month,
pay
period,
but
clearly
we
dropped
the
ball
in
communicating
that
with
the
teachers,
and
so
we
needed
to
adjust.
B
So
thank
you
to
Dr
promo.
Thank
you
to
Mr
Cantwell.
You
know
these
things
happen
in
as
as
transitions
occur,
and
so
one
we're
on
top
of
that.
We
have
systems
in
place
that
this
is
not.
This
is
the
only
group
that
is
on
an
11
month
or
on
a
12.
It
went
from
going
from
a
12
month
to
an
11
month
and
so
I
just
wanted
to
make
sure
that
that
was
also
saved
to
the
community
as
well.
B
So
again,
thank
you
to
Monterey,
thank
you
to
Mr
Cantwell,
for
your
flexibility
in
this
as
well,
and
then
Dr
Weisberg
had
a
comment
of.
H
Course,
yeah
I
just
also
want
Maxwell
and
everybody
in
payroll
for
how
quickly
they
move.
This
is
no
small
task,
so
it
was
what
I,
what
I
thought
was
really
impressive
is
to
see
the
first
email
come
in
and
to
see
how
quickly
Dr,
promo,
Mr,
Cantwell
and
payroll
reacted
to
resolve
a
pretty
huge
issue
that
must
have
been
really
scary
for
our
teachers.
So
I
just
want
to
commend
you
guys.
We
continue
to
be
understaffed
and
you
guys
to
continue
to
perform
like
your
department
of
a
million
billion
people.
B
Absolutely
our
thanks
to
payroll
and
and
to
Monterey
who
sometimes
feels
less
than
the
other
schools
they
feel
like.
They
manage
things
not
at
all
like
and
and
we're
sorry
that
this
inconvenienced
you,
but
we're
so
glad
that
everybody
jumped
to
attention
to
to
get
it
solved.
So,
thank
you
again.
Any
other
comments.
Dr
promo.
F
We
love
monetary,
we
love
and
we
love
Monterey
teachers
and
we
love
the
school
and
the
kids
love
to
be
there.
In
fact,
it's
very
difficult
to
get
them
to
go
back
to
their
home
school
because
they've
caught
up
with
their
credits
so
to
all
our
Monterey
teachers.
You
you
need
to
know
that
I
need
it
to
say
it
and
I
wanted
you
to
hear
that.
B
Ditto
and
with
that,
any
other
comments
are
quite
great.
Thank
you
very
much
for
for
on
the
spot,
responding
to
that
I
just
wanted
to
make
sure
we
were
communicating
above
and
beyond,
and
some
members
of
the
community,
if
they
heard
know
that
this
is
not.
This
is
not
a
district
that
goes
oops.
We
we
messed
up,
so
guess
what
we're
not
going
to
talk
about
it.
Quite
the
contrary,
we've
been
talking
about
it
quite
a
lot,
and-
and
these
are
not
coming
as
a
result
of
ill
intention.
B
These
are
coming
because
we
are
under
resource.
There
is
a
lot
of
different
balls
in
the
air
that
we've
got
to
make
sure
are
landing
at
all
times.
So
just
thank
you
again
to
all
of
our
staff
who
are
who
are
making
it
happen
every
single
year
and
every
single
day
and
to
Mr
kentwell
in
particular.
Thank
you
on
reports
of
the
board
we'll
go
to
item
10A,
the
Burbank
High
School
security,
fencing
update.
L
President
Ferguson
board
members
colleagues,
members
of
the
community
I'm
very
excited
this
evening
to
share
with
you
one
important
element
of
a
much
broader
plan
that
began
with
the
tragic
and
dramatic
event
on
March
6th
when
an
intruder
came
into
the
Burbank
High
campus.
Immediately.
Upon
that
event,
this
board
gave
very
clear
directive
to
Administration
to
develop
a
100-day
plan,
strategic
plan
to
improve
the
safety
of
all
of
our
campuses
and
so
in.
In
response
to
that
directive.
L
From
this
board,
former
superintendent
Matt
Hill
myself,
Dennis
Maxwell,
walked
a
number
of
our
campuses
but
obviously
began
with
Burbank
High
We
identified
a
number
of
vulnerability
points
on
the
campus,
where
we
felt
it
was
appropriate
to
limit
access
to
the
campus,
and
so
we
were
able
to
bring
to
you
a
plan
to
build
three
additional
fences
with
the
the
primary
focus
being
to
have
a
central
entry
point
onto
the
campus,
where
we're
able
to
better
track
students
and
other
visitors
onto
the
campus.
L
We
have
a
few
pictures
for
you
in
the
agenda
item
I
apologize.
We
don't
have
the
pictures
up
on
the
screen
this
evening.
But
again
this
was
a
really
important
Improvement
to
have
in
place
before
school
started,
and
so
we're
very
happy
that
on
day,
one
of
return
to
student
with
students
on
August
14th
at
Burbank
High
will
be
utilizing
a
single
point
of
entry,
similar
to
John
Burroughs
High
School.
B
Excellent,
thank
you.
Mr
Cantwell
and
I
can
tell
you,
as
somebody
who's
working
with
you
know,
hand
in
hand
with
former
superintendent
Hill
on
this
urgency
was
was
underscored
as
as
what
was
most
necessary
and
and
parents
in
these
Town
Hall
forums
that
that
we
conducted
these
listening
sessions
were
insistent
on
this.
Getting
done
so
for
many
folks
in
our
community
who
don't
know,
we
are
very
much
constrained
when
it
comes
to
on-site
construction.
B
On-Site
facility
improvements,
if
things
if
fences
are
above
a
certain
height,
if
things
go
beyond
a
certain
weight
in
some
situations,
we
then
have
to
defer
to
the
state
who
deals
with
kind
of
our
land
use
and
our
planning,
so
to
speak,
the
our
safety
that
can
take
a
project
from
a
month
to
six
months
to
nine
months,
even
longer,
and
so
it
takes
both
Innovation
but
also
being
realistic
and
saying.
Sometimes
you
need
an
18-foot
fence.
Sometimes
you
need
right
and
not
being
afraid
to
do
that.
B
But
I
want
to
thank
the
team
Mr
Cantwell
in
particular
Mr
Maxwell
as
well,
who
are
doing
this.
We
still
have
some
work
to
do
containers
to
move
things
like
that
that
I
I'd
like
to
see
done,
but
I
also
again
want
to
thank
our
City
of
Burbank
Partners
Vice.
B
B
That
you
know
are
absolutely
there
for
for
safety's
sake
and
that's
important,
but
also
our
points
of
Entry
that
we
just
don't
have
the
staff
to
cover
in
every
moment,
and
we've
got
to
be
realistic
in
stating
that
no
matter
how
many
cameras
you
have
that
doesn't
stop
somebody
that
just
tells
us
what
happened
after
the
effect.
So
we've
had
enough
what's
happened.
B
There
I
also
want
to
say
very
clearly
that
the
site
had
you
know,
was
doing
their
best
to
accommodate
a
lot
of
Demands
on
them,
and
so
I
want
to
give
a
shout
out
to
to
Julie
markson
over
at
Burbank
High,
who,
with
her
new
team,
has
just
been
phenomenally
responsive
to
the
feedback
and
in
moments
where
she
said
you
know.
Is
there
any
way
we
could
do
and
I
was
like
nope?
B
You
know
she
heard
that
and-
and
you
know
it,
it
has
been
conveyed
in
very
clear
terms.
This
community
expects
Improvement,
and-
and
so
she
has
been
more
than
receptive
to
that
moment
so
to
the
Burbank
High
School
Community,
hello,
Bulldogs
first
things.
First
I
will
ask
that
this
presentation
be
sent
out,
and
this
video
clipping
be
sent
out
to
Burbank
High
School
families,
along
with
the
photos
of
the
fences
improvements
so
that
people
know
we
are
determined
to
not
let
this
happen
again.
B
It
is
not
okay
for
people
to
feel
unsafe
on
that
campus
or
any
campus
in
this
school
district,
and
we
will
take
every
effort
and
every
measure
to
make
sure
that
that
our
kids,
that
our
staff
are
safe,
along
with
any
announcements
about
any
new
improvements
or
systemic
improvements
and
I'll
go
to
Dr
promo
after
that,
but
I
will
say
the
adjustment
to
one
entry
period.
One
entry
point
for
that
school
is
significant.
B
It
will
create
delays
on
the
first
day
of
school.
That
is
not
something
we
are
going
to
go
and
complain
about
the
principle.
This
is
not.
Everybody
is
accommodating
this
new
flow
at
Burbank
High,
and
we
need
to
realize
that
we've
had
how
many
security
instances
on
that
campuses
because
of
the
open
floor
plan
that
exists.
B
So
we
are
answering
that
by
restricting
to
one
entrance
so
get
to
school
early,
the
first
week
in
particular
when
things
are
chaotic,
we
are
encouraging
that
more
so
than
ever,
but
these
are
all
moves
that
have
been
made
to
improve
safety.
We
have
heard
your
feedback
that
it
is
unacceptable.
This
is
our
answer.
Don't
get
angry
with
us?
Don't
get
angry
with
our
staff
be
kind
to
them.
They've
spent
an
entire
summer
working
their
tails
off
to
get
this
done
to
the
City
of
Burbank,
who
showed
up
and
paid
for
half
of
this
fence.
B
That's
huge.
We
have
never
had
this
level
of
cooperation
in
the
past
decade
and
we
now
have
it
thanks
to
Nick
Schultz,
thanks
to
thanks
to
Constantine
Anthony
and
really
thanks
to
the
whole
Council
in
the
in
their
Spirit
of
kind
of
renewed
cooperation
between
the
district.
We
are
still
working
on
trying
to
close
off
a
few
of
those
entrances
and
those
the
fire
marshal.
Who
was
on
site.
Wasn't
somebody
who
was
throwing
up
a
bunch
of
fire
codes
at
me,
he's
like
I,
get
it
I
get
it.
B
Let
me
let
me
let
me
look
at
it.
Let
me
look
at
it
right
and,
and
that's
that's
a
problem
solver,
that's
not
somebody
who's
thrown
a
book
at
me
and
and
that's
what
I
need
in
this
moment
as
an
educational
leader
and-
and
that
certainly
was
my
experience,
but
I
do
want
I
wanted
to
take
a
moment,
because
this
was
very
board
driven.
The
response
was
directive
because
we
heard
Community
feedback
on
this
front,
wanted.
B
Thank
you
Mr
Cantwell
and
then
obviously
go
to
Dr
paramo
for
his
feedback
on
any
other
systemic
changes,
or
things
like
that
that
that
folks
and
parents
may
expect
to
see.
F
So
I
want
to
share
with
the
community
an
enhancement
in
our
Raptor
system,
but
before
you
do
I
just
like
to
speak
to
the
community
as
a
parent
four
or
five
years
ago,
John
Burroughs,
High
School
went
through
the
process
of
implementing
a
single
point
of
entrance
and
it
was
a
transition
and
it
took
several
weeks
for
us
to
get
into
the
swing
of
things
and
where
I
normally
might
have
dropped.
My
son,
Ethan
off
on
Parish
I,
was
now
having
to
drop
him
off
on
Clark
and
probably
three
blocks
down.
F
So
it
was
an
adjustment
and-
and
it
was
a
conversation
with
my
son
and
getting
him
to
understand
that
the
expectation
is
you're
going
to
have
to
walk
three
blocks
to
get
to
the
front
entrance,
because
that's
the
best
we're
gonna
do
and
that's
what's
going
to
happen
and
I
just
want
to
be
upfront
with
parents.
If
you,
your
family,
routine,
was
to
drop
your
child
off
on
Glen
Oaks
I,
don't
see
a
reason
to
not
do
that.
F
They're,
just
gonna
have
to
walk
down
the
street
and
hang
a
right
and
then
go
down
to
the
front
entrance
and
and
you're
just
going
to
have
to
accommodate
that
with
your
time.
Of
course,
we're
going
to
have
Grace
the
first
few
weeks.
We
understand
that,
but
we
want
to
see
your
children
making
the
initiative
to
get
to
school
on
time
leave
a
little
bit
earlier
so
that
we
can
get
them
through.
We
have
had
a
raptor
system
at
our
school
sites
for
a
while.
F
Now
what
we've
done
is
we
have
paid
for
an
enhancement
and
the
hat
enhancement
has
a
lot
of
pro
features
on
it
that
provide
additional
protections.
So
we
just
got
the
contract
approved
in
July,
so
we're
actually
moving
really
quickly,
although
the
public
may
not
think
so,
but
we
will
have
a
system
in
place
at
our
high
schools
on
the
first
day
of
school
and
they
will
be
given
a
lanyard
and
they
will
be
given
an
ID
card
for
free.
F
If
you
lose
it
or
misplace,
it
you'll
have
to
purchase
a
new
one,
but
you
get
the
initial
ones
for
free
and
when
you
walk
into
the
front
gate
there
will
be
stations
and
you
will
quickly
scan
your
ID
and
it
will
log
you
in
all
of
us
at
the
district
office
and
instructional
Services
has
tried
this
out.
They
set
up
the
unit
for
us.
We
got
fake
IDs
that
have
the
the
code
on
it
and
we
tried
it.
F
I
wanted
to
try
it
as
I
ran
by,
because
some
kids
are
going
to
run
by
because
they're
late
for
class-
and
it
is
very
responsive
system
I-
could
do
I
can
run
by
with
my
the
ID
card.
Sticking
out
in
the
scanner
would
pick
it
up,
so
I
am
expecting
it
to
go
well.
If
we
work
out
the
bugs
in
the
first
five
weeks,
six
weeks
of
school,
then
we'll
start
to
move
that
into
the
middle
schools,
and
that
will
be
our
next
spot.
J
For
one
yes,
thank
you:
will
students
be
required
to
wear
their
ID
cards
while
on
campus
that.
B
So
there's
a
lot
of
people
at
home
shaking
their
heads.
There's
people
in
the
audience
shaking
their
heads
right
now
about
like
the
logistical
challenge
of
keeping
those
lanyards
on
here's
the
deal
when
I'm
obscene
sorry
I
can't
be
back
and
forth
at
this
moment,
but
I
promise
you'll
we'll
get
to
you
when
I'm
looking
across
the
campus.
It's
very
easy
to
see
somebody
without
a
lanyard
on,
and
that
empowers
adults
to
make
a
difference
in
an
undermanned
system
so
to
all
of
our
parents
at
home.
B
Who
are
going
to
hear
I,
don't
want
to
wear
the
lanyard
I,
don't
want
it
right.
We
need
your
help.
This
is
the
answer
to
that.
Our
answer
is
the
ability
and
we
will
give
new
IDs
out
each
year,
but
we
need
your
partnership
in
this.
We
don't
need
to
be
calling
your
home
eight
nine
times,
because
your
kiddo
won't
wear
the
lanyard.
We
need
your
help
in
instilling
that
this
is
a
value
to
help
keep
these
campuses
safe.
B
B
We
need
your
help
now
to
make
this
a
family
value
and
a
value
at
home.
If
kids
lived
usacard,
we
will
be
forgiving
if
they
don't
if
they
lose
their
card,
guess
what
they're
going
to
have
to
go
through
another
step,
they're
going
to
have
to
check
in,
but
guess
what
we're
verifying
that
kid
belongs
on
campus
and
it's
really
hard
because
I
will
tell
you
this
I
want
you
to
go
to
the
AMC
this
weekend
and
tell
me
which
kid
is
18
and
which
kids
20.
B
B
B
You
two
have
a
role:
In
This
Moment
help
us
I
would
rather
never
I
would
rather
be
inconvenienced
by
a
card
and
a
lanyard
than
ever
have
an
intruder
on
a
campus,
and
if
you
agree
with
me
with
that,
I
think
we
can
all
agree
on
that.
One
put
the
dang
card
on
and
guess
what
here's
the
other
thing
there
will
be:
no
school
board
members
on
any
of
these
sites
without
badges
either
and
the
same
needs
to
be
upheld
for
our
staff.
This
is
a
culture-wide
situation.
B
B
B
H
How
things
went
to
see
what
changes
we
need
to
make
to
see
how
effective
these
were
so
I
also
I.
Think
that's
an
important
thing
to
note
for
the
community
and
for
everybody
else.
Is
that
we're
not
making
an
assumption?
This
is
a
perfect
solution.
It's
100
better
than
what
we
had,
but
we're
also
going
to
be
talking
to
people
as
the
year
goes
on,
to
make
sure
that
this
is
the
right
solution
and
what
changes
we
need
to
make
so
I
think
that's
just
important
to
note
as
well
specifically.
B
That's
happening
in
October,
you
know
so
that
we
are,
we
are
circling
back
up
with
site,
Administration,
so
I
just
again,
there's
a
date
on
calendar
to
check
in
we're
not
done.
This
is
not
oh
thank
gosh.
We
have
cards,
you
know
no.
This
is
an
ongoing
conversation.
What
happened
deserves
that
response.
Two.
J
B
B
F
F
It's
a
raptor
system.
Yes,
so,
yes,
the
students
have
been
made
aware
and
I've
actually
had
a
couple
very
positive
conversations
with
parents
who
have
logistical
concerns,
but
they
were
overall,
very
positive
that
we're
doing
this
so
I
I
felt
good
about
that
volunteers.
We
have
a
system
to
process
volunteers,
but
when
they
get
to
the
site,
we'll
have
to
issue
them
a
card
so
that
they
can
get
scanned
in
with
the
system
as
well.
So
this
will
pertain
to
everyone.
B
I
I
So,
first,
looking
through
the
pictures,
these
actually
look
very
nice
and
I
really
appreciate
that
right.
We
want
to
make
sure
our
our
schools
still
feel
like
nice
places
to
be
so.
The
other
thing
I
wanted
to
add
on
was
in
Dr
and
president
Ferguson's
comments
about
culture
right.
It's
not
just
adults
being
able
to
say
that
student's
not
wearing
a
lanyard,
but
the
kids
as
well.
Right,
that's
right!
In
a
lot
of
ways.
I
The
kids
sometimes
know
better
who's
supposed
to
be
on
that
campus
than
who's
not,
and
it
makes
it
really
easy
for
them
to
point
out
to
a
campus
security
officer
to
a
teacher
to
an
admin
and
say
you've
noticed
that
that
person
isn't
wearing
a
lanyard,
that's
right
right
and
then
they
don't
have
to
be.
I
They
don't
have
to.
You
know,
take
the
heat
for
pointing
this
out,
but
you
know
if
it's
all
of
our
jobs
to
keep
these
schools
safe,
and
this
I
think
is
going
to
make
it
a
little
bit
more
feasible
to
do
so.
So
thank
you
for
this
work.
J
It's
more
of
a
comment:
we
had
a
speaker
at
five
star
who
talked
about
what
you
just
said
most
specifically,
and
he
said
that
there's
two
kinds
of
people,
one
who
just
aren't
good
people
who
want
to
come
on
a
campus
to
cause
harm
and
then
there's
folks
that
just
need
some
help
right,
the
ones
that
want
to
cause
harm
word
gets
out.
You
know
like
there's
what
is
that
old
phrase?
J
There's
no
honor
among
Thieves
or
whatever
they
and
the
word
gets
out,
is
as
well
in
Burbank
they
notice
you,
they
pay
attention
to
you,
and
so
it's
not
the
easiest
place
to
go
and
cause
harm
to,
and
that's
kind
of
the
word
you
want
to
get
out.
So
absolutely.
If
there's
somebody
on
campus
without
a
badge,
adults
need
to
say,
can
I
help.
You
are
you
lost,
do
you
need?
You
know
the
office,
something
along
those
lines
or
let's
get
you
checked
in
or
whatever?
So
that's
a
good
thing
that
needs
to.
F
I
did
receive
a
message
from
Mr
Maxwell
and
he
wanted
the
community
to
know
that
the
storage
containers
have
been
moved
already.
B
Thank
you,
Mr
Maxwell,
I
love
that
so
we
had
storage
containers
that
were
adjacent
to
fencing
and
it
was
concerning,
as
folks
could
jump
over
jump
onto
the
storage
container
and
then
jump
on
and
gain
access
to
the
campus.
Obviously
these
are
shipping
containers,
so
they
are
not
minor
things
to
move
Mr
Maxwell.
Thank
you,
sir
I
hope
you're
enjoying
your
night
at
home
somewhere
and
please
stop
watching
the
meeting
anyway
again
I.
B
There
is
a
lot
of
Joy
here
it,
but
it
is
serious
and
but
I
am
so
thrilled
that
this
got
done
with
with
the
haste
that
that
we
expressed
and
what
this
community
expressed
very
clearly.
So
just
thank
you
again
any
further
questions
on
this
item.
Seeing
none
will
move
forward.
Thank
you
very
much
Mr
Cantwell.
B
Next
we
will
move
to
I'm
gonna
look!
Yes,
it
is
certainly
that
time
for
our
public
hearings,
so
we
have
public
hearings
on
item
11a,
11b
and
11c.
So
I
will
gavel
in
and
close
each
of
these.
So
forget
the
forgive
the
drama,
but
this
is
required
by
state
law
that
we
kind
of
conduct
it
in
this
way.
B
Actually.
No.
No,
no,
that's
not
the
amended.
Would
anyone
like
to
address
the
board
on
this
matter?
B
Seeing
none?
We
will
close
out
the
hearing
on
item
11a.
We
will
move
to
the
hearing
on
item
11b.
The
Board
of
Education
will
now
hold
a
public
Hearing
in
compliance
with
the
provisions
of
ab1200
chapters,
1213
statutes,
1994
ab2756
government
code
3547.5
to
allow
the
public
an
opportunity
to
comment
regarding
the
additional
2022-2023
wage
agreement
between
the
Burbank
Unified
School
District
and
the
California
School
Employees
Association
as
presented.
Would
anybody
like
to
address
the
board
on
this
matter?
B
Not
the
final
public
comment
period,
That's
Coming,
the
Board
of
Education,
will
now
hold
a
public
Hearing
in
compliance
with
the
provisions
of
ab1200
chapter
12,
13
sections
1992
and
ab
2756
chapter
52,
statues,
2004
government
code
3547.5
to
allow
the
public
an
opportunity
to
comment
regarding
the
additional
2022-2023
wage
agreement
between
the
Burbank
Unified
School
District
and
the
Burbank
Association
of
school
administrators
as
presented,
which
one
has
the
MN
and
I'm
just
got
it.
Thank
you.
B
I
was
like
me,
which
one
any
members
of
the
public
wishing
to
address
the
board
on
this
item.
Seeing
none.
We
will
close
that
final
public
hearing
with
that.
We
will
so
now
that
we've
had
the
hearing,
so
we
will
approve
the
items
so
Mr
Cantwell.
If
you
could
give
background
just
on
what
these
are
actually
for
items
kind
of
12a,
12b
and
12.
B
B
Yeah
it
was,
it
was
a
little
bit
of
sarcasm,
though
yeah
that
was
teacherized
I'll.
Take
it
I'll,
take
it
okay,
so
we
just
had
public
hearings
on
items
11a,
11b
and
11c.
Now
we're
moving
on
to
items
12a,
12b
and
12C
we'll
take
those
as
different
motions,
but
they
all
originate
for
the
same
reason.
So
I
want
to
see
if
we
can
consolidate
the
reports
into
one
to
save
everybody
time,
as
we've
got
some
folks
interested
in
last
period
of
public
comment.
Go
ahead.
Certainly.
L
L
Within
that
agreement
there
was
also
a
particular
provision
for
trigger
language
that
would
return
us
to
the
table
if
certain
events
occurred.
One
of
those
events
where,
if
our
ending
fund
balance
exceeded
25
million
dollars,
as
you
know,
from
the
multiple
reports
that
you've
received
over
the
past
six
weeks
related
to
the
accounting
error,
our
ending
fund
balance
indeed
exceeded.
25
million
actually
was
about
36
million
dollars,
and
so
that
meant
that
by
the
contractual
language
approved
on
June
15th,
the
teachers
had
the
right
to
an
additional
one
percent
off
schedule.
L
L
The
other
two
items
are
very
similar
and
it
is
to
try
to
put
our
classified
employees
and
our
administrators
in
the
similar
position
as
our
teachers,
and
so
as
a
reminder
in
March,
the
board
approved
a
five
percent
raise
for
our
teachers
because
of
the
increased
compensation
that
was
negotiated
with
BTA,
as
well
as
the
additional
funds
that
became
available
in
June.
L
With
the
accounting
error,
we
were
able
to
give
a
two
percent
on
schedule
to
those
two
groups:
retroactive
to
July
1
of
22.,
an
additional
one
percent
retroactive
to
January
1
of
23.
That's
what
we're
asking
you
to
prove
tonight,
as
well
as
a
one
percent
off
schedule,
and
so
again
now,
if
the
board
takes
action
on
these
three
items,
we
will
have
all
three
of
our
staffing
groups
receiving
a
total
of
a
nine
percent
raise
during
the
22-23
negotiation
cycle,
eight
percent
of
which
was
on
schedule.
One
percent
was
off
schedule.
B
Thank
you
very
much
questions
for
my
colleagues
I.
This
is
just
in
general.
This
was
a
lot
of
work
to
get
done,
but
we
showed
up-
and
we
want
to
thank
all
of
our
bargaining
groups
who
worked
with
us
in
this
moment
and
allowed
us
to
kind
of
do
our
Mia
culpa,
but
also
to
do
what's
most
important,
which
is
getting
these
folks
paid
so
that
we
can
remain
competitive
so
that
folks
are
not
worried
about
bills
in
the
back
of
their
minds.
B
While
they're
educating
our
young
people,
they
still
are
worried
about
bills,
let's
be
clear,
but
there's
a
little
bit
of
help
on
the
way
so
to
everybody
for
their
patience.
Thank
you
and
to
our
bargaining
groups.
Thank
you
as
well,
and
to
Mr
Cantwell,
Dr
promo
and
all
the
leadership
team
who
helped
facilitate
this
and
and
are
working
to
get
people
paid.

very,
very
much.
Thank
you.

board,
sarb
committee
members
for
the
2023-2024
school
year,
Dr
promo.
If
you
could
give
intro
on
this.
F
Yes,
sir,
so
sarb
every
year
at
the
beginning
of
the
year,
we
introduce
publicly
the
members
of
our
SARP
committee.
We
list
them
by
name
and
what
their
function
is
on
the
panel.
F
This
panel
is
brought
together
when
we
have
students
who
have
had
significant
loss
of
instructional
time
because
of
absences,
and
the
whole
idea
is
that
we
provide
the
right
people
in
the
room
to
address
what
the
issues
are
to
help
the
family
to
get
the
child
to
school
and
to
be
productive
and
healthy
at
school,
and
we
have
Advocates
on
that
board.
Dr
Jerry
Hansen
has
been
an
advocate
on
this
board
for
many
years
and
he's
a
great
asset
to
the
team.
H
I
want
to
thank
Dr
Primo,
just
for
clarification's
sake.
If
you
looked
if
you
look
at
the
members
of
the
sarb
committee,
one
of
the
questions
I
had
is
just
making
sure
that
we
had
student
Advocates,
because
if
you
look
at
it
you
see
a
lot
of
police.
You
see
a
lot
of
Department
of
Child
and
Family
Services,
and
so
my
concern
was
well
who's
there
advocating
for
our
kiddos
and
I
appreciated
the
clarification.
I
think
it's
just
important
for
everybody
to
hear
so:
Dr
Jerry
Hansen.
H
Absolutely
we
have
some
amazing
people,
April
Weaver
who's.
Our
principal
at
Monterey,
is
the
chairperson,
who
has
a
lot
of
experience
so
I
I.
Think
for
me,
it's
just
important
to
reiterate,
and
our
entire
student
services
team
is,
is
completely
invested
in
our
Student
Success,
so
I
think.
Sometimes
when
you
look
at
the
people
on
here,
you're
like
whoa,
this
looks
really
punitive,
but
it's
intended
to
be
restorative
and
it's
intended
to
be
a
process
by
which
we
help
students
get
on
the
right
path,
but
I
think
upon
first
look.
H
B
Thank
you
and
I
want
to
Echo
that
and
in
our
conversations
with
Dr
promo
I,
the
one
one
of
the
things
I
do
want
to
request,
and-
and
we
did
request
a
report
back
on
this
generally-
the
state
life
state
law
pretty
much
prescribes
who's
going
to
be
a
member
of
of
SARP
committees,
but
we
wanted
to
see
if
there
was
flexibility
to
add
additional
representation
so
that
one
there
is
an
individual
who
is
on
there
sprattle
off
the
name,
Dr
Jerry
Hansen,
who
absolutely
you
know.
B
We
know
to
be
a
phenomenal
advocate
for
young
people.
Having
said
that,
you
know
if
there
are
additional
ways
in
which
we
can
make
this
process,
one
that
is
focused
again
on
outcomes
and
not
on
you
know
not
just
feeling
punitive
as
Dr
Weisberg
referenced.
You
know,
I
think
that
that's
important
so
again
seeing
if
we
can
supplement
I
I,
don't
want
to
create.
B
You
know
an
additional
five
committee:
we're
not
just
expanding
for
the
sake
of
expanding,
but
really
are
there
additional
needs
that
could
be
answered
by
Prof
by
additional
Professionals
in
the
room
who
could
supplement
and
who
could
support
better
outcomes
and
better
recommendations.
I
think
that
that's
important
so
doctor
the
sponsor
cam
Carr
I
yeah,
it
started
with
Mr
Milady
I
blame
him.
He
made
me
a
doctor
Ferguson.
I
Can
so
it
meant
the
report
mentions
that
this
is
really
only
for
extreme
kind
of
chronic
absenteeism
and
truancy.
Can
you
talk
a
little
bit
about
because
I
know
the
definition
of
chronic
absenteeism
is
usually
like
10
to
15
absences
I
would
imagine
it's
significantly
more
than
that
before
they
get
to
sarb.
So
can
you
kind
of
talk
about
usually
how
how
many
students
actually
go
through
this
process
throughout
any
given
year,
like
what's
that
kind
of
average.
F
Sure
so
there
is
a
threshold
of
absences
that
a
student
would
receive
that
would
trigger
a
letter
home,
but
not
all
of
those
kids
would
land
up
in
a
SARP
hearing.
So
we
put,
we
have
intervention
specialists
at
each
of
our
sites
and
one
of
their
primary
function
is
to
work
with
these
kids
that
are
School
refusal.
F
So
it
we
really
don't
get
to
a
SARP
hearing
until
one
the
absences
are
starting
to
exceed
15
20,
but
also
that
we've
put
interventions
in
place
that
have
not
worked
and
that's
when
we
need
to
take
it
to
the
next
step.
Oftentimes.
We
can
figure
out
and
address
what
the
problem
is,
so
that
the
student
can
return
back
to
school,
whether
that
is
a
function
of
providing
Counseling
Services
through
the
Burbank
Family
Service
Agency,
or
connecting
them
with
their
counselor
or
services
at
school,
to
figure
out.
F
Why
they're
not
coming
and
put
those
things
in
place
to
help
them
to
be
there.
I
And
so
did
we
see
those
numbers
go
up
in
terms
of
students
who
made
it
to
us
our
hearing
for
the
last
two
years,
I
mean
I
will
admit
that
I
got
a
letter
home
because
my
daughter
missed
so
much
school
because
of
sickness
and
so
I.
Imagine
that
that
kovid
impacted
that
did
we
see
an
uptick
or
was
that
considered?
You
know
we're
doing
interventions
for
these
students
that
we
know
why
they've
been
out.
F
Definitely
an
uptick
and
you
can
see
it
in
our
chronic
absenteeism
rate,
which
has
gone
up
significantly
over
the
last
couple
years,
but
it's
in
proportion
with
every
other
school
district,
so
I
just
want
to
make
sure
that
I
see
that.
But
it's
still
a
goal
and
it's
still
something
that
the
county
is
keeping
an
eye
on
and
our
entire
District
leadership
team
has
been
involved
in
meetings
with
the
county
to
talk
about
what
our
data
is
and
how
we
need
to
improve
it.
F
I
Saying
attendance
is
very
important.
I
was
just
kind
of
curious
how
how
that
had
been
impacted.
So
thank
you.
B
Yep
any
further
questions
on
this.
If
not,
we
do
have
a
motion.
We
do
have
a
second,
so
I
will
move
forward
with
the
boat.
All
those
in
favor
say:
aye
aye
opposed
that
motion
carries
5-0.
Thank
you
to
all
those
who
have
agreed
to
serve
and
bless
you,
and
that
was
the
appropriate
way
to
sneeze
by
the
way
and
over
sure
anyway,
whereas
we
head
into
cold
and
flu
season,
everybody.
B
So
sorry
we're
added
there
item
12E
the
approval
of
the
employment
contract
for
the
interim
superintendent
of
schools
before
we
head
to
aimotion
I,
do
have
a
bit
to
just
want
to
point
out
to
members
of
the
public
out
of
disclosure
requirements
and
also
just
out
of
the
interest
out
of
transparency.
This
item
is
the
board's
discussion
and
approval
of
an
interim
superintendent
contract
for
Dr
John
paramo.
The
significant
terms
of
the
contract
include
the
following:
the
contract
terms
ends
June
30th
2024..
B
The
annual
salary
amount
is
260
642
dollars.
The
contract
provides
27
days
of
vacation
annually.
The
contract
provides
for
same
health
benefits,
as
received
by
other
certificated
management
employees
out
of
again
additional
transparency.
This
includes
a
masters
and
doctoral
stipend
of
4452,
the
stirs
contribution
of
50
632.95
and
a
health
insurance
cap
of
twelve
thousand
two
hundred
and
fifty
dollars.
That
concludes
the
summary
of
the
significant
contract
terms.
B
H
J
A
B
On
an
interim
basis,
so,
but
truly
we
are
grateful
to
Dr
promo
for
standing
in
at
this
moment
and
more
than
anything
I,
you
know,
I
I
think
we
as
a
board
are,
are
really
excited
and
looking
forward
to
drive
outcomes.
B
We
know
you
are
as
well
as
a
leader
and
and
we've
been
I,
think
very
excited
to
see
the
energy
that
you
truly
bring
to
the
work,
and
so
I
would
like
to
certainly
look
to
potentially
expedite
the
next
step
of
this
process
and
look
within
the
next
30
days
to
lock
down
our
next
superintendent
of
schools.
So
with
that,
we
will
have
that
come
back
as
appropriate
and
work
with
our
board
on
that
front.
So
thank
you
very
much.
B
H
Move
that
we
approve
the
Declaration
of
Need
for
fully
qualified
Educators
for
the
2023-2024
fiscal
year
as
presented.
Second.
J
J
Lausd
is
short
450
teachers
for
the
start
of
school,
so
this
allows
people
with
degrees
to
to
teach
on
an
emergency
credential
or
something
among
those
lines,
because
I
think
our
public
needs
to
know
that
very
possibly
as
we
go
forward,
there
may
be
a
very
qualified
person
to
teach,
but
it
may
not
be
where
their
background
is
or
something
along
those
lines.
More
of
a
desire,
and
my
am
I
in
the
right
direction.
Yes,.
J
This
allows
us
to
give
them
a
temporary
permit
and
be
compliance
with
the
California
Commission,
eventually
so
that
they
can
in
fact
teach
in
the
fashion
and
about
how
many
positions
do
we
need
to
fill.
You
were
looking
for
that
I.
G
J
J
Yeah,
that's
that's
good,
so
there's
there's
a
huge
issue:
it's
not
always
about
compensation.
Folks,
aren't
coming
in
teacher
preparation,
programs
aren't
being
filled
in
the
colleges
and
people
are
leaving.
So
we
need
to
start
talking
about
what
the
problem
is.
Otherwise
it's
only
going
to
get
worse,
I
think,
and
maybe
it
is
compensation,
I
I,
don't
know
it's
got
to
be
a.
H
H
A
lot
of
it
is
trying
to
figure
out
the
learning
loss,
post,
covid
and
about
a
million
other
things
so
I
think
we're
going
to
start
to
see
research
come
out,
but
I
think
you
had
done
something
important
Char,
which
is
not
that
people
are
are
leaving
Burbank,
unified,
they're,
leaving
education
or
they're
not
getting
into
it
at
all,
I
mean
I'm,
biased,
it's
the
best
job
in
the
world,
but
I
also
understand
how
burnt
out
we
as
a
community
are
I.
Think
part
of
the
problem
too.
Is
you
see-
and
we've
talked
about
this?
H
It's
not
just
student
Behavior,
but
it's
parent
Behavior
and
the
abuse
that's
being
heaped
on
teachers
and
administrators.
We've
all
been
impacted
social
emotionally
from
covid,
whether
you're
an
adult
or
a
kid,
and
so
I
think
how
that
begins
to
level
off
and
how
districts
respond
will
be
really
interesting
to
track.
But
for
me
I
mean
compensation.
H
Is
always
a
thing
but
I
I
think
it
extends
far
beyond
that
and
I
did
want
to
just
point
of
clarification
that
these
teachers
are
credentialed
they're,
just
not
perhaps
credentialed
in
English
they're
teaching
their
credentialed
in
history
and
now
they're
moving
to
English
and
often
with
the
PE.
Some
often
with
the
PE.
It's
people
who
are
doing
like
I
saw
like
Brendan
Jennings
is
a
good
example
of
he's.
H
J
H
J
J
B
Correct
so
this
is
not
a
lack
of
qualification,
making
it
qualify.
This
is
paperwork.
This
is
how
the
and
the
state
wouldn't
allow
this.
Frankly,
if
again,
this
wasn't
a
pretty
commonplace,
and
this
is
an
annual
Occurrence
at
this
point.
So
thank
you
again
for
everybody
weighing
in
on
that
and
for
clarifying
that
Gotta
Love
teachers
on
the
board.
They
will
help
inform
every
moment
which
is
great
and
and
just
absolutely,
and
it
helps
out
a
great
deal.
B
So
with
that
we
will
go
to
item,
so
we
will
go
to
a
vote.
I
have
a
motion
in
a
second
all,
those
in
favor
say
aye.
B
Motion
carries
five
zero
on
to
item
12h
approval
of
the
approval
of
the
teacher
assignments
for
the
2023-2024
year,
as
amended.
H
Wait:
12.
12h
boy,
president
Ferguson,
yes,
I,
move
that
the
Board
of
Education
approved
the
teacher
assignments
for
2023
2024
as
described
per
education
codes.
Four
four,
two,
five,
eight
point:

five

as
amended.
B
By
Dr
Weisberg
seconded
by
Dr
agacanian
to
approve
the
report
as
amended
any
further
discussions
or
comments
on
this
item.
B
Great
all
those
in
favor,
say,
aye
aye
opposed
motion
carries
five
zero
onto
item
12i
approval
of
the
50
re-child
Care
fee
reduction
for
unduplicated
students
paid
by
expanded
learning
opportunities
program
for
around
the
ballot
and
Boys
and
Girls
Club
of
Burbank
from
August
4th
2023
through
June
30th
2024.
Mr.
B
K
Moved
at
the
Board
of
Education
approved
the
50
reduction
in
fees
for
unduplicated
students
in
the
roundabout
Child
Care
Program,
and
the
agreement
between
the
Burbank
Unified
School,
District,
Boys
and
Girls
Club
of
Burbank
to
provide
child
care
services
at
a
50
rate
reduction
paid
by
the
expanded
learning
opportunities
program
not
to
exceed
750
000,
effective
August,
4
2023
through
June
30th
2024
and
the
authorities
signed.
These
agreement
be
exercised,
pursue
of
bus,
Dr
ar3314
as
presented.
H
I
know
always
no,
it's
not
a
question
per
se
on
this
I
thought.
The
report
was
really
helpful
and
I
think
Dr,
it's
cannabic
it'll
be
helpful
for
you
to
present
as
well
just
talking
about
sort
of
the
fiscal,
a
responsibility
that
of
the
district,
but
also
the
money
that
we're
getting
to
cover
it.
H
I
think
this
does
raise
a
larger
conversation
that
we
should
be
having
about
how
we
are
supporting
our
teachers
and
our
both
CSEA
and
BTA,
and
for
child
care,
how
we're
able
to
compensate
and
also
how
we're
able
to
prioritize
to
make
sure
that
our
staff
are
getting
their
kiddos
into
child
care.
I
know
it's
a
huge
issue,
so
I
think
this.
This
just
begs
a
larger
conversation.
I,
don't
know
when
we
can
have
it,
but
just
putting
it
on
the
radar
something
I'd
like
to
to
talk.
M
It
is
with
great
pleasure
they
bring
this
board
item
to
you
to
reduce
fees
for
the
boys
and
girls
club
and
for
ATB
by
50
for
our
unduplicated
students.
So
unduplicated
students
are
students
who
are
on
the
free
reduced
lunch
program.
They
are
students
who
are
English
Learners
students
experiencing
homelessness
and
our
foster
youth.
So
with
that
their
weekly
or
monthly
rates
depending
upon
the
organization
would
be
reduced
by
50
and
the
expanded
learning
opportunities
program.
Grant
would
pick
up
the
other
50
percent.
M
We
receive
about
four
million
dollars
a
year
for
the
we
call
it
elop
program,
and
so
the
elab
program
will
pay
not
only
for
the
child
care
during
the
regular
school
year.
But
then
elab
also
pays
for
summer
school
too
for
30
days
and
the
30
days
could
be
a
combination
of
spring
break
like
we
did
this
past
year
and
then
summer
school
25
days
for
a
total
of
30
days.
So
our
students
are
benefiting
greatly
from
the
elop
program.
M
We
expanded
child
care
this
year
too,
by
contacting
the
boys
and
girls
club
and
they're
picking
up
teak
transitional
kindergarten
and
kindergarten
students,
so
they
can
start
Child
Care
at
seven
o'clock
in
the
morning
till
you
know
8
30
or
9
30,
depending
upon
their
start
time
in
tkk.
We
call
it
and
they'll
pick
them
up
at
12
o'clock
or
12
30
or
1
o'clock
or
1
30,
depending
upon
their
dismissal
time
through
six
o'clock
and
once
again
it's
this
dismissal.
Sorry,
it's
the
reduction
of
their
fees
for
those
unduplicated
students.
M
H
I
Yeah
I
just
I,
wanted
to
thank
you,
because
I
I
was
following
up
with
one
of
the
parents
who
staff
members
who
asked
us
about
access
to
a
roundabout
for
staff,
and
she
mentioned
that
you
all
were
able
to
to
figure
out
a
solution
with
boys
and
girls
club
and
so
for
people
who
have
not
had
a
kindergartner
for
a
while
or
did
not
have
their
child
in
after
school
care
for
kindergarten.
I
That
is
the
hardest
year,
because
a
lot
of
places
do
not
start
after
school
care
until
first
grade,
and
it's
also
the
year
that
we
have
a
shorter
schedule.
I
So
it's
just
it's
really
hard
on
Kinder
parents
and
so
I
love
what
you
guys
have
done
with
boys
and
girls
club
to
increase
access
for
Kinder
parents.
It's
it's
just
really
hard
when
your
kid's
done
with
school
at
12
30
in
the
afternoon.
If
you're
trying
to
work
a
full-time.
A
I
M
I
So
great
because
I
know
you
know
before
that
it
was
really
you
did
ATV
or
you
did
the.
Why
I
think
those
were
really
the
only
two
options.
M
I
And
asked
well:
ASD
only
starts
at
first
grade,
that's
true!
So
for
Kinder
it
was
really.
You
did
not
have
options.
So
this
is
super
exciting,
because
I
know
I
know
read
over
the
Y.
Has
a
long
wait
list
for
her
for
that
for
that
small
group
that
she
can
put
in
Kindred
first
and.
M
Then
part
of
this
agreement,
too,
is
that
the
Boys
and
Girls
Club
is
going
to
be
going
ahead
and
hiring
gate
monitors,
so
we're
going
to
have
physical
bodies
at
a
particular
entry
point
at
all
14
locations
across
the
district,
where
you
have
child
care,
where
they're
going
to
be
able
to
man
the
gate
starting
at
seven
in
the
morning,
all
the
way
through
six
o'clock
at
night.
So
we'll
have
a
gate
monitor
there
too,
that
will
let
parents
pick
up
their
children
through
that
gate,
monitor
system.
B
K
Thank
you,
president
Ferguson
I'm
very
also
excited
about
this,
because
you
know
recent
studies
show
there's
a
big
challenge
when
it
comes
to
you
know
daycare
not
only
shortage
of
it,
but
also
you
know,
affordability
of
it
I'm
very
proud,
we're
doing
this.
It's
become
a
very
big
issue,
especially
for
2023
now
facing
a
lot
of
parents
and
Working
Families.
Now
just
for
clarification,
not
every
District
does.
M
B
Thank
you.
I
certainly,
first
want
to
thank
our
our
partners
at
the
boys
and
girls
club
for
this
work,
huge,
just
and
and
I
think.
Obviously,
we've
had
the
conversation
about
safety
we
had
this
earlier
tonight,
but
that
gate
monitor
is
a
bigger
D.
It's
amazing,
the
Small
Things
that
help
just
having
a
human
being,
an
adult
standing
by
a
gate,
is
dramatic
in
in
terms
of
I'm
sorry,
also
interfering
with
parent
altercations
that
occur
outside
these
Gates.
B
They
I
it
truly
helps
all
things
I
have
found
in
my
experience
and
and
I
would
like
to
kind
of
EX
they're
already
helping
in
this
regard.
They're
already
supporting
us
in
this
way
and
I
think
that
that's
important
what
we've
identified
in
our
walkthroughs
at
the
secondary
level
different
is
that
there
is
always
a
human
system
and
a
technology
system,
and
when
those
two
are
kind
of
together,
they
tend
to
be
less
foolproof
than
or
a
little
bit
more
solid
than
when
one
stands
alone
right.
B
You
can
have
an
adult
that
has
to
use
the
restroom
takes
off
for
five
minutes
and
that's
when
it
happens
right,
but
if
they
can't
scan
in
at
that
moment
or
they
can't
it's
when
Tech,
not
when
they
scan
and
then
get
verified
by
a
human.
That
is
when
you
tend
to
have
the
most
comprehensive
supports
and
safety
in
place.
So
I
I
would
like
to
get
to
a
place
where
there
is
a
technology
component
that
can't
be
fooled
and
a
human
being.
B
Who
can
verify
what
the
technology
is
telling
us
and,
and
that
doesn't
have
to
be
overnight
and
I,
don't
want
to
be
greedy.
Having
said
that,
with
kid,
safety
I
am
going
to
be
greedy,
so
thank
you
to
our
partners
at
the
Boys
and
Girls
Club.
I
think
this
is
the
standard
we
need
to
get
to
at
a
minimum
level
and
thank
you
for
taking
that
and
helping
us
get
there.
B
But
let's
figure
out
the
technology
that
matches
this
so
that
way,
any
campus
access
again
we're
piloting
this
on
a
lot
of
fronts,
with
the
Raptor
system
to
see
if
this
is
going
to
work.
This
is
a
pilot
should
this
be
successful.
I
would
like
to
see
this
deployed
quickly.
So
thank
you
for
that.
Thank
you
for
the
feedback
on
that
we
do
have
a
motion
in
a
second.
Are
there
additional
questions
on
this
item?
B
K
B
Moved
by
Dr,
Armand
and
I
did
that
again
seconded
by
Dr,
Weisberg
I
I
think
it
was
because
of
the
Manny
of
the
Year
nomination.
B
Moved
by
Dr
agakani
insected
by
Dr
Weisberg
any
further
discussion
on
this
item,
seeing
none
all
those
in
favor
say:
aye
aye,
aye
opposed.
That
motion
carries
five
zero
on
to
the
consent
calendar,
which
is
items
13A
through
13
t
as
presented.
We
don't
have
amendments
on
the
desk
at
this
time.
President
Ferguson
Dr
Weisberg.
B
H
For
13t
anybody
with
an
Eagle
Eye
who's
been
reading.
Our
agenda
I
just
wanted
to
highlight
what
this
is,
because
it's
really
frustrating.
This
is
thirty
thousand
dollars
that
could
have
been
used
for
something
else
in
the
district
for
our
students
for
our
teachers
and
our
staff
instead
is
being
given
to
a
person
who
is
weaponized
by
others
to
force
us
into
districting
same
person
who
force
is
gonna
about
to
force
the
city
into
districting.
H
It
is
really
unfortunate
that
we're
seeing
over
and
over
again
people
try
to
politicize
our
district
and
the
teaching
and
learning
that
we're
trying
to
do
with
our
kiddos
by
doing
things
like
this.
So
not
only
do
we
as
a
board
I,
think
feel
like
this
read.
This
districting
is
disenfranchising
voters
and
costing
us
time
and
energy.
It's
also
costing
us
money,
and
so
it
didn't
feel
right
to
let
this
go
without
saying
something
about
how
frustrated
I
am
thirty
thousand
dollars
isn't
a
lot
of
money,
but
it's
money.
H
B
J
B
Yeah,
let
me
just
handle
so
what
I
will
say.
I
I
want
to
say
yes,
that,
no
matter
what
there
was
a
price
to
pay,
we
were
either
going.
We
were
told
you
can
either
do
this
by
a
date
certain
or
we're
going
to
take
you
to
court,
and
then
we
would
have
spent
tens
of
thousands
of
dollars
on
an
attorney
ultimately
to
lose
more
than
likely.
B
There
is
the
reason
why
districting
is
required
is
because
of
the
California
Voting
Rights
Act,
which
was
passed
in
particular
to
protect
communities
that
are
typically
disenfranchised
by
at
large
communities.
B
So
what
you
will
have
is
a
concentration
of
registered
voters
on
one
side
of
the
neighborhood
or
one
side
of
the
community,
and
that's
not
necessarily
a
population,
that's
representative
of
the
entire
population
of
the
community
and
as
a
result
of
that,
those
folks
who
are
not
typically
represented
in
those
structures
do
not
get
elected
to
public
office
and
because
they
do
not
get
elected
to
public
office.
You
usually
see
one
set
of
people
ruling
over
other
sets
of
people
that
breaks
up
in
a
million
different
ways.
B
The
new
districts
that
are
in
place
I
want
to
thank
Mr
Cantwell
and
our
our
our
demographers
and
everybody
who
helped
us
build
this
Dr,
Weisberg
and
I,
for
instance,
live
into
districts
that
are
obviously
two
different
districts.
You
can't
tell
me
that
one
side
of
Chandler
is
one
community
and
the
other
side
of
Chandler
is
another.
Yet
that
is
where
the
lines
will
be
drawn.
So
I
grew
up
in
that
in
mag,
Park
I
grew
up
in
the
91504,
which
I
see
so
many
fans
from
here
tonight.
B
You
can't
tell
me
that
our
interests
aren't
joined,
that
the
flight
path
over
the
91501
or
the
91505
can't
change
if
the
airport
is
directed
a
little
bit
differently
to
impact
than
I-1504.
You
know
what
I
stand
with
my
brothers
and
sisters
and
everybody
else
in
the
91504,
because
I
never
want
them
to
be
impacted
by
the
airport
and
the
way
I
was
growing
up.
So
we
are
one
community
and-
and
this
has
been
a
reminder
of
nope-
we're
going
to
divide
and
put
artificial
lines
all
over
the
place.
B
Having
said
that,
because
we
because
we
chose
to
draw
lines,
we
are
not
spending
tens
of
thousands
of
dollars
and
tens
of
thousands
of
dollars.
In
addition
to
that,
we
are
spending
30
I'm.
Sorry,
we
are
spending
30
000
under
this
agreement,
but
we
are
not
spending
hundreds
of
thousands
of
dollars
to
somebody
who,
as
as
you
described,
right
and
as
I
agree,
it
doesn't
deserve
it.
B
Instead,
we
are
spending
that
in
the
classroom
we
are
keeping
that
money
in
the
classroom
so
painful
as
it
is,
and
it
is
painful
and
the
board
will
be
continuing
to
do
work,
hopefully
to
put
in
policies.
So
that
way
we
don't
have
school
versus
School
Board,
member
versus
Board
member
fights
for
resources,
because
that's
what
these
laws
do?
B
You
know
I,
think
that
that's
going
to
be
important.
I
will
note
that
the
city
of
Santa
Monica
is
suing
to
invalidate
the
components
of
the
California
Voting
Rights
Act.
That
would
invest
that
that
require
this
districting
that
is
now
before
the
state
supreme
court
and
the
spray
state
supreme
court
will
weigh
in
on
this
item.
B
If
they
choose
to
toss
the
item
out
or
declare
the
law
unconstitutional,
then
there
will
be
a
new
conversation,
I'm
sure
in
many
communities,
I,
don't
doubt
the
validity
or
the
intent
of
California
Voting,
Rights,
Act
I
think
it's
important.
We
protect
and
give
everybody
voice
in
our
democracy.
That's
what
makes
it
vibrant
that's
what
makes
it
worth
it
and
that's
what
makes
it
legitimate,
but
when
you
have
communities
like
Burbank
I,
think
it's
like
17
square
miles
and
suddenly
we're
drawing
lines
down
the
middle
of
it.
B
It
becomes
really
challenging.
This
is
a
coalition
Community
as
it
is,
you
cannot
get
elected
if
you
are
one
person
or
another
from
one
group
and
if
you're,
just
relying
on
one
group
or
another,
you
have
to
build
coalitions
to
win
and
and
that's
what
it
should
always
be
about,
but
small
communities
like
Burbank
should
not
be
punished
because
we
are
those
kinds
of
communities
so
great
shout
out
to
Dr
Weisberg.
It
is
a
deficit,
but
it
is
also
a
win
that
we
are
not
paying
more
so
with
that.
B
B
Look
at
that
it
is
8
30
and
we
are
done
with
the
business
of
the
meeting
for
every
item
that
is
agendized,
and
now
we
get
to
go
to
public
comment,
which
is
what
every
we
have
a
large
audience
here
tonight
for-
and
this
is
for
any
item
within
the
jurisdiction
of
the
Board
of
Education,
the
we
will
accept
cards
until
the
final
speaker
has
spoken,
and
this
period
is
for
three
minutes
on
any
item.
B
N
Good
evening,
so
I
want
to
say
that
I
recognize
and
respect
that
it
is
within
your
discretion
to
delay
the
study
session
regarding
the
development
of
high
density
housing
at
Horace
Mann,
but
please
recognize
and
respect
that
it
is
within
our
discretion
to
come
to
these
meetings
and
express
our
questions
and
concerns
regarding
that
matter,
and
that's
what
we're
doing
so
I
want
to
give
you
a
brief
background
about
me.
So
you
can
understand
why
I'm
here
and
I'm,
why
I'm
passionate
about
this
topic.
N
I've
devoted
the
last
10
years
of
my
life
to
affordable
housing
policies
and
programs.
I've
collaborated
with
housing
leaders
across
California
and
part
of
been
part
of
multi-departmental
and
disciplinary
task
forces
to
address
the
very
complex
issues:
Empower,
impacting
housing,
affordability
and
access
in
2021,
taking
advantage
of
remote
learning
opportunities,
I
enrolled
in
a
three-month
certification
program
on
diversity,
equity
and
inclusion,
to
ensure
that
the
policies,
programs
and
recommendations
that
I
work
with
are
developed
through
a
Jedi
lens
share
this
for
two
reasons:
one.
We
are
not
that
different
at
our
core.
N
N
We
are
looking
forward
to
that
study
session
so
that
we
can
share
our
opinions
why
the
horse
man's
site
misses
the
mark
on
these
really
critical
components
and
perhaps
hear
from
you
regarding
the
values
that
you
believe
it
brings.
But
since
that's
been
delayed,
I
sent
to
Mr
Ferguson
the
email
on
Tuesday,
accepting
his
invitation
to
meet
and
discuss
this
matter.
I
look
forward
to
hearing
back
from
you,
Mr
Ferguson
I
also
want
to
say
that
when
I
met
with
Dr
Weisberg,
she
asked
a
good
question.
N
What
are
you
scared
of
I
didn't
want
to
answer,
because
there
are
over
1300
Burbank
residents
who
have
signed
our
virtual
petition
at
change.org,
backslash,
91504
United
and
over
100,
who
prefer
to
sign
the
written
petition.
These
1400
Burbank
residents
each
have
different
concerns,
while
I
can't
do
just
as
tall
of
them.
I
want
to
share
a
few
with
you
tonight.
N
One
neighbor
is
really
concerned
about
the
disruption
to
the
designated
riparian
sites
that
she
shares
that
share
a
boundary
with
Horace,
Mann
and
Saint
Francis
construction.
There
will
have
dire
consequences
in
the
flora,
fauna
and
animals.
The
Fisher,
Canyon
and
Cabrini
Canyon
home
have
copies
of
the
Wetland
mitigation
plan
for
both
Fisher
and
Cabrini
Canyons.
If
anybody
is
interested
another
neighbor
on
Scott
Road
right
past
Keystone
remembers
her
home
flooding
with
sewage
when
they
were
constructing
the
homes
above
lemur.
N
She
fears
that
there
have
not
been
sufficient
upgrades
to
the
infrastructure
in
the
hillside
that
the
development
will
resurface.
Those
issues
yet
another
neighbor
shared
that
he's
a
survivor
of
an
active
shooter
attack
and
because
of
that
he's
enrolled
his
kids
in
Saint
Francis,
because
the
neighborhood
as
he
says
it,
flies
under
the
radar.
But
that
will
change
if
you
add
30
units
per
acre
of
land
and
if
that
happens,
he
will
move
his
kids
out
of
that
school.
B
B
Clarifying
the
final
period
of
public
comment
is
for
three
minutes,
because
these
are
not.
These
are
not
items
we
can
act
on
tonight.
They
are
just
within
the
jurisdiction
of
the
board.
We've
announced
that
we've
announced
that
two
meetings
in
a
row
excuse
me
we
did
not.
We
did
not.
No,
no,
we
did
not.
This
is
not
changed.
B
This
is
not
a
changed
item.
The
final
pop-up
comment
period
has
always
been
three
minutes,
so
thank
you.
Please
stop
calling
out.
This
is
your
first
warning.
Miss
markarian
go
ahead.
Thank
you.
O
A
O
The
second
is:
Burbank
has
committed
to
the
development
of
8
000
housing
units
between
now
and
2035..
Have
you
forecasted
what
that
means
for
busd's
student
enrollment
numbers?
Third:
is
Perkins
Eastman,
aware
of
the
horsemen
site
being
a
designated
very
high
fire
severity
Zone
by
Cal
Fire?
Is
this
a
consideration
in
their
feasibility
study?
O
Fourth,
on
January
7th
2020,
the
City
of
Burbank
imposed
significant
restrictions
on
individual
homeowners
about
Horsemen
that
are
not
imposed
on
other
Burbank
residents
because
of
the
very
real
concern
over
wildfires.
If
you
take
a
look
at
the
first
tab
at
the
bottom
of
the
highlighted,
paragraph
I
want
to
read
one
line
of
it
quote.
The
hillside
area
within
the
fire
zone,
which
includes
the
R1
zone,
is
in
an
area
with
unique
circumstances
and
challenges
not
faced
by
other
residential
neighborhoods
because
of
the
location
and
topography
of
the
area.
O
O
Seven,
why
is
Horseman
the
only
busd
property
being
evaluated
for
housing
and
Workforce
housing?
Eight?
Why
isn't
the
Horseman
site
being
evaluated
for
anything
other
than
housing
and
Workforce
housing?
Nine
we've
received
conflicting
information
regarding
whether
the
existing
educational
structures
at
Horsemen
are
part
of
the
feasibility
study
for
housing
and
Workforce
housing.
Can
you
please
clarify,
and
the
last
question
is,
do
you
expect
the
entire
facility's
master
plan
to.
B
E
E
We
recognize
respect
that
is
within
your
discretion,
to
delay
the
study
session
regarding
the
development
of
high
density
housing
at
Horace
Mann,
but
please
recognize
and
respect
that
is
our.
It
is
with
our
discretion
to
come
to
these
meetings,
to
express
our
questions
and
concerns
regarding
this
matter.
So
again,
I'm
a
concerned,
citizen
I,
live
in
the
hillside
area.
E
B
E
The
land
use
elements
in
the
Burbank
General
plan,
2035
support
the
concepts
of
balance
in
the
community,
the
idea
that
small
town
character,
something
that
the
mayor
said
that
we're
not
going
to
have
anymore
apparently
Econo
economic
prosperity
and
sustainability
do
not
have
to
come
at
the
expense
of
one
another,
but
rather
can
coexist
together.
Achieving
this
balance
will
propose,
manage
future
growth,
strengthen
and
diversify
the
economy
and
protect
burbank's,
neighborhoods
and
quality
of
life.
Furthermore,
it
goes
on
to
stay,
save
and
policy.
E
1.3
maintain
and
protect
burbank's
residential
neighborhoods
by
avoiding
encroachment
of
incompatible
land
uses
and
public
facilities.
Policy
1.7
says
ensure
that
Building
height
and
intensity
near
single-family
residential
neighborhoods
is
compatible
with
that
permitted
in
the
neighborhood
policy.
2.8
further
states
to
support
the
development
of
urban
Agriculture
and
Community
Gardens
in
public
and
private
spaces
that'd
be
a
great
idea
for
the
back
of
that
Horseman
area.
A
policy
3.3
maintain
a
healthy
balance
between
burbank's
urban
settings.
That's
why
we
moved
here
and
it's
Suburban
I'm
I
mean
Suburban
setting.
Sorry.
G
E
By
avoiding
Urban
scale,
residential,
dense
densities
and
intensities
in
in
inappropriate
locations
and
recognizing
advantages
of
denser
development
at
appropriate
locations,
then
they
then
it
goes
on.
I
mean
there's
so
many
pages
of
this.
This
2023
plan
for
burbank's
General
plan,
but
it
also
encourages
citizen
interest
and
participation
in
Open,
Space,
Management
and
development.
E
This
is
about
talks
about
conservation
policies,
involve
Community
groups
and
the
identification
acquisition
and
management
of
Natural
Resources
areas
Recreation
and
then
it
goes
on
to
say
and
again
prohibit
development
that
jeopardizes
or
diminishes
the
Integrity
of
sensitive
or
protected
plant
and
animal
communities
and
I
know
this,
because
we
have
a
lot
of
animals
coming
down
right
now.
I
have
a
raccoon,
that's
a
raccoon
mother,
that's
actually
living
in
the
down.
E
In
my
you
know,
a
space
of
my
under
space
of
my
house
and
I
can't
kick
her
out
and
actually,
when
I
call
Burbank
animal
shelter,
they
can't
do
anything
either
other
than
me
hiring
somebody
and
spending
a
lot
of
money
to
get
them
out.
So
just
know
that
that's
a.
B
Problem.
Thank
you.
Our
next
speaker
is
Susie
Becken,
followed
by
Mel
kilman
Mr
kelman
go
ahead.
Max.
Thank
you.
Go
ahead,
go
ahead.
P
Good
evening,
I'm
Susie,
back
and
I'm
here
tonight,
tea
Unite
with
my
neighbors
and
protect
the
Burbank
Hillside
from
high
density
housing
development
at
the
Horace
Mann
school
site.
P
I
also
recognize
and
respect
that
it's
in
within
your
discretion
to
delay
the
study
session
regarding
the
development
of
high
density
housing
at
Horace
Mann,
but
please
recognize
and
respect
that
is
within
our
discretion.
To
come
to
these
meetings,
to
express
our
questions
and
concerns
regarding
this
matter,
I
am
asking
you
to
connect
with
us,
listen
to
us
and
partner
with
us.
P
Please
listen
with
interest
and
true
commitment
to
understand
when
others
are
speaking
rather
than
thinking
about
your
response.
While
we
are
speaking,
I
have
lived
in
my
great
neighborhood
here
in
Burbank
on
Buena
Vista
Street.
For
48
years
my
children
attended
the
Burbank
public
schools
and
yes,
over
the
years,
the
hillside
in
my
residential
neighborhood
has
grown
with
additional
housing.
P
P
The
Wildfire
risks
create
a
significant
health
and
safety
risk
for
all
of
us.
Please
do
not
consider
impacting
the
community
in
a
negative
manner.
Together
we
can
preserve
the
Burbank
Hillside.
You
know
my
walking
buddy,
who
happens
to
be
out
here
and
I.
We
are
walking
and
knocking
on
doors
of
homes
in
our
neighborhood
and
the
majority
of
residents
are
not
even
aware
of
your
approved
contract
Amendment
with
Perkins
Eastman.
P
The
residents
were
eager
to
sign
the
petition
to
stop
the
development
and
they
would
step
out
onto
their
porch
and
they
would
want
to
engage
in
meaningful
conversations
with
us.
You
know
stories
are
the
heart
of
data.
Remember
that
one
I
encourage
the
Burbank
Unified
School
Board
to
be
transparent
with
the
community
all
the
time.
P
B
B
A
Q
Q
The
school
board
is
a
business,
yes,
it's
kids,
but
the
five
people
sitting
there
should
be
responsible
for
the
work
side,
meaning
the
money
side
of
the
business.
You
are
a
disaster,
you've,
let
10
million
dollars
go
and
we-
and
you
gave
us
this
week's
like
oh
I'm.
Sorry,
we
missed
it.
No,
you
five
should
be
watching
the
financials.
I
know
you're
a
domestic
lady.
Q
You
you
don't
know
probably
business
somebody
in
a
government,
somebody
in
government,
somebody
in
government
I'm,
not
sure
what
you
do
you
people
are
safe
because
you
know
you
got
a
job.
We
who
used
to
run
businesses
the
first
responsibility
from
the
top
u5
is
financial.
How
could
you
let
10
million
dollars
disappear
for
two
years.
Q
Is
there
an
answer?
No,
because
you
didn't
do
your
job,
that
we
need
to
have
people
who
will
do
the
job
I've
placed
in
front
of
the
five
of
you,
a
piece
of
paper
and
I.
Think
the
five
of
you
should
sign
a
resignation
tonight
and
let's
get
people
in
here
who
will
be
responsible
for
what
the
City
of
Burbank,
the
kids
of
Burbank
and
the
people
of
Burbank
really
deserve,
which
is
people
that
care
about
the
business
not
being
smart
and
happy
and
worried
about
whether
a
fence
gets
up
or
not?
It's
a
business.
Q
Businesses
run
on
economics.
You
have
millions
of
dollars
which
you
have
not
taken
care
of.
It's
real
simple!
You
deserve
to
go
all
five
of
you
think
about
it.
What
have
you
done
to
rectify
this
problem?
You
had
a
superintendent,
you
didn't
take
care
of,
and
10
of
19
principles
have
left
the
district
I
didn't
hear
anybody
getting
involved
in
that
everything
that's
been
done
has
been
done
quietly
in
your
rubber
step
to
the
folks
sitting
here.
That
is
not
your
job.
Your
job
is
to
ask
questions.
Q
B
R
I'm,
a
resident
of
Burbank
I'm,
a
homeowner
business
owner
I
run
a
Counseling
Clinic
in
Burbank,
and
my
kids
have
grown
up
in
Burbank
and
come
to
through
the
schools
here.
I've
supported
for
the
past
15
years,
I've
been
very
involved
with
the
with
schools
every
year.
In
some
part,
volunteering
providing
financial
help,
whatever
it
is
and
for
the
most
part,
I've
always
been
very
supportive
of
all
the
decisions
you
guys
make.
R
R
I
just
came
from
living
in
high
density,
housing
and
I
can
totally
understand
the
concerns.
That
is
that
they
have
and
to
make
a
quick
recent
safety
fires,
the
focus
on
education.
It's
the
concern
that
why
are
we
investing
money
on
Housing
Development
when
I
mean
I've
witnessed
the
the
decline
in
even
programs
in
education
and
that's
why
I
volunteer
my
time
with
the
schools
while
I
work,
my
part-time
job
and
the
impact
and
the
natural
habitat?
R
S
Good
evening,
members
of
the
board
I'm
here
to
to
address
the
Horseman
development
high
density
development
first
off
I,
endorse
the
comments
that
have
been
made
previously
about
this
development.
Secondly,
the
point
that
I
want
to
focus
on
is
the
fact
that
this
development
is
located
and
I'm
going
to
use
the
language
that
you
used
in
the
code,
a
very
high
fire
hazard
severity
Zone,
which,
if
you
look
at
the
Cal
Fire
map,
which
you
can
find
online
lists
as
Scott
Road
up
Horace
Mann,
is
within
that
zone.
S
Okay,
basically,
the
stated
policy
of
the
State
of
California
is
that
in
these
types
of
zones,
low
density
is
encouraged
due
to
to
health
safety
and
fire
concerns.
This
development
is
inconsistent
with
that
stated
policy
now.
The
second
thing
you
need
to
be
aware
of
is
that
the
code
section
that
you're
relying
on
okay-
if
you
look
at
the
back
of
it,
I'll
just
read
it
and
my
eyes
are
terrible.
The
the
legislature
finds
and
declares
that
section
one,
and
then
it
talks
about
the
code
section
as
a
matter
of
Statewide
concern.
S
S
Basically
it
trumps
it
okay,
so
you
have
a
situation
where,
if
you
look
at,
you
have
two
code
sections
with
Statewide
concerns,
but
one
code
section
that
deals
with
severe
severe
High
fire
zones.
Okay,
Trump
say,
and
what
this
Board
needs
to
consider
is
the
safety
factor
of
authorizing
a
high
density
development
in
an
area.
That's
also
is
also
designated
in
high
fire
zone
and
as
a
matter
of
public
policy
in
this
state,
low
density
is
encouraged
in
those
types
of
zones.
S
Last
I
will
provide
you
with
a
little
bit
of
irony,
the
city,
the
city
of
Los,
Angeles
city
council,
is
currently
considering
a
provision
that
would
prevent
development
in
mountainsides
to
protect
wildlife.
S
B
T
Good
evening,
I
know
you've
seen
me
here
before
my
name
is
Cheryl
Williams
Corey
I
live
at
cotton.
Kenneth,
Road
I
came
and
spoke
here
a
couple
months
ago
about
this
subject:
kind
of
imprompt,
because
I
just
realized.
It
was
happening
that
night
in
the
interim
I
went
to
a
Burbank,
Unified
School
District
meeting
with
a
small
group
of
people
at
that
point
in
time,
and
they
told
us
there
were
three
sites
that
were
being
considered
for
this
not
to
be
agitated
not
to
get
excited.
We
took
it
at
face.
T
Value
I,
went
back
and
calmed
down
some
of
the
people
in
the
area
that
were
over
over
zealous
about
it.
Shall
we
say
then
I
find
out
two
weeks
ago,
we're
just
kidding,
there's
only
one
site,
that's
being
evaluated
and
that's
Horus
man,
that's
frustrating
and
challenging
for
us,
because
we
we
are
giving
everybody
the
benefit
of
the
doubt
and
expect
the
same
for
us
at
this
point
in
time.
There
are
a
number
of
things
going
on,
but
ultimately
you've
heard
from
so
many
of
us.
T
We
need
your
help
and
support
in
looking
at
this
project.
What
is
it
trying
to
accomplish
and
what
would
it
really
do
from
where
I
live?
In
the
last
two
decades,
I've
seen
Three
Fires
from
my
balcony,
where
I
literally
could
almost
jump
off
and
swing
on
what
looks
like
a
Southwest
Airlines
that
is
going
to
drop
the
fire
over
the
hill.
My
my
brother-in-law
came
and
stayed
with
us
that
lives
at
the
very
top
of
the
hill
because
they
take
over
his
house
as
the
fire
station.
T
When
those
fires
hit
will
the
fire
department
that
is
so
amazing
and
does
such
a
good
job?
Will
they
be
able
to
get
up
there
in
Aid
us?
Where
were
their
priorities
go
and
when
you
have
that
much
dense
housing
altogether?
Does
it
make
any
sense
to
do
that?
A
woman
spoke
in
our
group
and
said
that
she
remembers
when
the
fire
took
place
a
few
years
ago,
the
last
one,
the
big
one
when
the
firefighters
knocked
at
her
door
and
told
her
she
had
to
evacuate
like
all
of
us.
T
She
had
her
stuff,
packed
and
ready
to
go.
There
was
one
big
problem.
She
looked
around
at
a
lifetime
of
memories
and
her
father
on
a
ventilator
and
sent
a
message
to
her
kids,
who
were
playing
right
away
and
said:
I
can't
leave
dad
I
have
to
stay
here
with
him,
no
matter
what
it
is.
If
it
was
hard
to
get
him
out,
then
what
are
the
odds
of
that
happening
post
this?
If
you
think
about
this,
what
we're
really
asking
for
is
we
have
to
trust
each
other.
T
We
have
to
trust
you
guys
to
help
us
and
make
this
community
what
it's
supposed
to
be.
We
don't
expect
it
to
stay
the
same
way
forever.
We
live
in
the
real
world,
but
please
consider
our
concerns.
Don't
disregard
them
as
just
nothing
in
the
scheme
of
things.
If
this
goes
through
and
becomes
a
reality,
it's
a
nightmare
project
for
that
community
and
for
a
number
of
things
that
already
happened.
T
There
there's
higher
crime,
there's
racing
up
and
down
the
street
all
the
things
we've
talked
about
before
animals
and
all
that
goes
with
it,
give
us
the
opportunity
to
continue
to
have
that
fabric
of
community
that
we
all
so
much
desire
and
want
here
in
Burbank
and
convince
all
of
us
why
it's
a
great
thing
to
stay
in
Burbank
for
the
charm
and
everything
it's
always
been.
Thank
you
for
your
help.
I
appreciate
it.
B
C
I'm
not
going
to
speak
about
horse
man.
Sorry,
okay,
I,
gotta,
think
a
few
things
here.
I
want
to
I've
been
going
over
the
last
couple
weeks
here.
In
my
mind,
one
is
about
the
accounting
error,
but
I
can
meet
with
Mr
Cat.
While
it's
separate
I
don't
need
to
bring
it
up
in
public.
If
it's
it's
not
important.
C
C
Another
one
is
I
know
you
just
went
to
payroll
for
11
months.
I'm
gonna
go
thinking
real
fast,
though
even
for
Monterey
but
I
know
people,
especially
younger
teachers.
They
really
want
the
12
months
and
the
reasons
why
I've
heard
that
we
couldn't
do
it.
One
was
because
El
you
know,
because
lake
is
like
a
well
heart
District
does
it
and
well
then
I
said
I
was
told
that
heart
district
is
not
in
LA
county.
C
What
the
number
two
is
well,
because
we
don't
work
in
July
or
June
heart
doesn't
work
in
July
or
June.
So,
and
it's
right
here,
I
have
it
out
it's
right
here
in
there,
like
the
bargaining
agreement,
how
they
can
do
it,
so
it
is
possible
to
do
which
also
goes
to
another
thing
about
attracting
people,
because
I
heard
you
guys
talking
about
it.
C
I've
heard
some
ideas
that
I
want
to
share
with
one
or
two
of
you
that
maybe
we
could
do
I
know
some
private
costs
money,
but
maybe
in
the
long
run
might
be
worth
it,
and
one
of
those
is
Maybe
have
a
way
of
working
with
people
with
student
loans,
so
how
to
pay
them
off
or
there's
a
lot
of
things.
Nea
has
a
person
who's
an
expert
on
this
and
that
there's
so
much
stuff
that
you
know
I
I
go
into
three
of
the
sessions
and
still
there's
too
much
to
eat
up.
C
I
want
to
thank
you
for
the
safety
thing.
That's
been
a
really
big
concern
at
our
school
because
of
the
opening
every
50
minutes,
open,
Gates
and
I'm
glad
they're
coming
on
board.
I'm
glad
you're
getting
the
students,
IDs
I,
think
I'm
excited
about
and
we've
got
cameras
too.
So
that's
it's
like
exciting.
The
last
thing
is
school
starts
and,
as
a
history,
teacher
I
can
admit
it
is,
is
I
want
to
once
again
I
want
to
make
sure
that
we
have
your.
C
You
have
our
backs,
because
when
we
start
talking
about
history,
especially
California
standards
talk
about
things
that
people
come
up.
What
are
you
talking
about
gay
history
for
well,
that
is
a
law
in
the
state
of
California,
and
you
know:
I
I,
just
pulled
out
a
hat,
I
mean
there's
a
lot
of
other
things.
I
could
talk
about
the
Tulsa
Massacre
things
like
that.
You
know
and
we're
not
Florida
so
I,
but
I
want
to
make
sure
because
I
remember
a
couple
years
ago.
C
F
Yes,
sir
I
want
to
begin
my
comments
by
saying
that
I
fully
recognize
your
right
to
come
in
and
to
express
your
concerns
and
I
respect
that
and
I
am
listening
and
I'm
listening
very
carefully.
So
I
can
understand
your
perspective.
F
I
did
receive
a
handout
that
has
the
questions
that
were
read
at
the
podium
from
Miss
markarian,
so
we
will
work
on
getting
those
answers
for
you
as
quickly
as
we
can
and
to
Mr
Milady.
You
do
not
have
to
worry
about
that.
You
will
be
supported.
J
Thank
you
to
all
the
speakers.
Mr
Milady,
if
you're
teaching,
California
State
Standards
I
got
your
back
100
percent.
Thank
you
for
your
time
and
for
coming
down
and
have
a
great
school
year.
Is
this
the
time
we
get
to
mention
things
happening
too?
Is.
B
B
J
Of
it,
it's
real,
quick,
September,
1st
Friday,
Burbank,
High
School
115th
anniversary
celebration,
starting
at
four
o'clock.
There's
some
really
great.
What
do
you
call
them?
They've
they've,
implemented
and
redone
the
opening
area
in
front
of
the
auditorium
to
reflect
the
veterans
that
have
gone
through
Burbank,
High,
School
and
recognizing
them
there'll,
be
lots
of
historic
and
exciting
things
to
see,
there's
table
class
signups
and
there's
a
car
rally
and
food
and
a
football
game
so
come
out
join
us.
Let's
celebrate!
Thank
you.
I
Know
she
didn't
even
get
there.
She
didn't
even
get
there
good
evening.
Thank
you.
It's!
It's
always
good
to
have
a
lot
of
speakers
and
to
hear
from
all
of
you.
I
want
to
especially
think
I
think
it
was
Mr
valdeo
who
was
talking
about
the
conflict
between
the
between
the
two
laws,
potentially
like
that's
really
useful
information
right
and
I
certainly
hope
that
Perkins
Eastman
is
doing
that
as
part
of
the
facilities
assessment,
but
I
do
think
that
kind
of
new
information
is
really
helpful.
I
I
also
wanted
to.
There
was
one
other
thing
on
Horace
Mann.
Oh,
it
was
mentioned
a
number
of
times
that
we've
delayed
the
the
study
session.
The
study
session
just
has
not
been
scheduled
yet
because
we
don't
have
anything
to
study
I
think
we
have.
We
are
going
to
the
first
place,
we're
going
to
schedule.
I
It
is
I
believe
in
our
administrative
Affairs
committee,
which
we
have
on
the
calendar,
but
I
don't
know
that
we
have
which
committee
meeting
that's
going
to
be
at,
but
that
is
a
committee,
that's
chaired
by
myself
and
Dr
arkanian.
We
would
love
for
you
to
come
to
that
when
we
are
ready
to
talk
about
the
facilities,
the
kind
of
initial
draft
and
some
of
the
feedback
that
Perkins
Eastman
actually
will
be
seeking
from
the
community
at
that
point,
and
then
Mr
Milady.
I
Absolutely
we
have
your
back
I
hope
you
I
hope.
You
know
that,
and
actually
I
was
only
able
to
get
over
to
Burbank
High
last
year
after
I
was
sworn
in
during
like
teacher
or
open
house
night,
so
I
would
love
to
come
to
visit.
I
Your
classroom
tell
me
the
most
controversial
day
to
come
and
I'm
there,
for
you,
I
believe
that
and
I
loved
your
your
ideas
about
loan
like
loan
forgiveness
like
is
there
is
there
something
that
we
can
do
to
help
teachers
there
I
think
there's
also
potentially
some
ideas,
as
we
were
talking
about
teacher
pipeline
around
like
teacher
residence
and
really
helping
people
build
their
career
in
in
Burbank,
unified
and
I
know
that
our
new
director
of
HR
or
assistant
superintendent
of
HR
is
going
to
be
a
great
help
in
trying
to
problem
solve
some
of
these
things.
I
So
thank
you
all.
As
always
for
coming
with
ideas
and
to
the
residents
of
91504,
thank
you
for
coming
and
thank
you
for.
Thank
you
for
your
information.
A
H
H
I
know
as
a
board
We
Stand
United
on
this
issue,
our
admin,
Stand
United,
our
interim
superintendent
attendant
stands
United,
you
don't
have
anything
to
worry
about
and
if
there
are
things
that
come
up,
if
you
have
concerns
with
parents,
please
reach
out
to
Dr
paramo
or
Miss
cuseo,
and
you
know
they'll
they'll
work
with
you
and
also
to
your
principal
and
your
APS.
This
I
mean
okay,
that's
a
different
conversation
then,
but
just
know
that
you
have
unwavering
support.
H
We
are
going
to
teach
our
our
students
what
they
need
to
know.
B
Thank
you
very
much,
thank
you
to
everybody
who
came
down
and
tonight
Mr
Milady.
Yes,
yes,
yes,
you
know,
I
I,
think
it's
important.
We
teach
history.
B
The
state
standards
often
create
social
conflicts,
and
these
moments,
when
the
reality
is,
is
that
we've
got
to
write
somewhere
what
history
means
and
and
that
can
cause
flare-ups.
So
that's
established
by
the
state.
We
are
responsible
and
we
take
a
constitutional
oath
to
both
the
United
States
Constitution
and
the
state
constitution.
As
we
uphold
that
you
bet,
we
will
have
your
back
and
any
teachers
back
who
yeah,
unfortunately
sometimes
has
to
teach
things
that
are
uncomfortable.
B
So
thank
you
to
the
neighborhood
who
came
down
tonight.
We
are
expecting
a
report
back
in
December.
We
did
not
delay
anything.
We
are
not
going
to
have
time
in
each
agenda
to
talk
about
this.
You
can
come
down
and
see
speak
at
each
item.
At
the
end
of
each
meeting
we
invite
you
to
again.
B
There
have
been
node
kind
of
delay.
We
are
waiting
for
the
feasibility
element
to
come
back,
so
we
can
understand,
and
by
the
way
you
know
we're
hearing
new
ideas
right
for
Concepts
right.
It
went
from
nothing
at
all
to
now
at
least
I
hear
you
know
a
Native
Garden,
so
this
is
workable
like
and
and
again
I.
Don't
think,
there's
any
decisions.
B
Yes,
we
talked
about
housing
and
by
the
way,
I
made
a
joke
a
few
meetings
ago
that
we
went
from
180
units
of
Housing
and
I
said:
maybe
it's
only
30.
and
now
it's
30
units
of
housing.
Again
we
are
looking
at
stop
interrupting.
This
is
your
second
warning,
Miss,
markarian
and
again
I.
Give
you
your
time
to
speak
and
during
my
time
to
speak,
you
choose
to
interrupt
me
last
meeting.
B
You
chose
to
insult
me,
so
it's
really
I'm,
trying
and
and
I
want
to
make
sure
we're
doing
right
by
what,
by
that
property,
I
hear
about
the
neighborhood
concerns
that
are
in
place.
This
means
a
lot.
This
is
helpful.
This
helps
me
understand
where
you're
coming
from
under
you
know,
issues
with
infrastructure.
Things
like
that,
we're
going
to
see,
but
again
we're
not
delaying
anything.
We
are
waiting
for
data
to
come
back,
so
it
can
go
through
committee
and
we
can
hear
it
in
December.
B
That
is
when
we
will
have
information
and
not
just
conjecture
and
not
just
a
new
version
of
events.
Every
meeting
we
are
doing
our
best
to
get
to
a
real
report
for
you
to
give
feedback
on
we're
not
rushing
through
things.
I,
don't
want
to
keep
repeating
this
so
from
now
on
at
these
board
comments,
it's
not
that
I,
don't
care,
it's
just
that.
B
We've
got
other
things
to
work
on
and
from
now
on,
I
do
care,
and
if
you
want
to
interrupt
me
again,
go
ahead,
but
it
doesn't
change
who
I
am
and
it
doesn't
change
what
I
believe
and
you
know
what
believe,
what
you
want.
I
care
about
this
community
great
example
for
our
kids.
Sir
with
that
we
are
adjourned.
