contest

Winners
and
all

entrants
will
be
revealed.

December

giving
everyone
in
the
community

chance

visit

decorated
homes

businesses

invited

input
on
the
Burbank
Civic
Center
project

a
series
of
community
meetings.
Each
meeting
will
provide
a
project
overview
with
opportunity
for
sharing
ideas,
concerns
and
input
on
areas

focus,

new
library,
the
new
open
space,
housing
parking,
Transit
traffic
and
sustainability.
Two
in-person
meetings
will
be
held
tomorrow.

The
Burbank
police
department
will
host
an
anonymous
gun,
buyback,
drive-through
event
for
City
of
Burbank
residents
in
the
rear
lot
of
the
Burbank
police
and
fire
headquarters.
The
goal
of
the
event
is
to
reduce
the
availability
of
unwanted
firearms
in
the
community
by
providing
an
opportunity
for
the
safe
and
Anonymous
disposal
of
guns.

Thank

much
mayor,
telemantes
and
of
the
city
council
members
I
am
so
excited
about
this
partnership.
It
is
so
thrilling
to
me
when
a
group,
like
the
cultural
arts
commission,
comes
together
with
the
animation
Guild,
with
the
parks
and
rec
department
and
with
the
Burbank
animal
shelter
to
do
something
pretty
special.
We
have
some
slides,
I
believe,
oh,
are
they
up?
No,
there.
I
You
go
next
slide
now
the
animation
Guild
reached
out
to
us
a
few
months
ago
for
a
public
way
to
celebrate
their
70th
anniversary
and
they
wanted
to
involve
their
animators
and
create
them
creating
a
mural.
Together
with
the
Parks
and
Rec
Department
folks,
we
toured
some
City
spaces
and
looked
for
places
that
the
artists
could
get
involved
in
and
many
of
the
artists
are
animal
lovers
themselves.
So
when
we
found
the
empty
wall
at
the
animal
shelter
there
you
go,
it
was
a
done
deal
next
slide.
I
Many
of
the
artists
were
with
us
as
we
celebrated
their
work,
as
well
as
the
partnership
with
the
animation
Guild
and
when
you
think
about
it.
70
years
ago,
the
animation
Guild
played
a
part
in
the
foundation
that
led
our
city
to
be
known
as
the
media
capital
of
the
world.
They
were
supporting
artists
in
this
growing
animation
business
12
years
before
Gary
Owens
coined
the
phrase
beautiful
downtown
Burbank
on
Laugh-In
right
in
1968.
I
Nickelodeon
came
here
in
1998
Cartoon
Network
in
2000,
but
the
guild
has
been
here
in
Burbank
since
1952.,
and
so
we
are
grateful
to
celebrate
with
them
and
grateful
for
the
murals
that
were
a
draw
for
so
many
members
of
the
community
to
visit
the
animal
shelter
and,
of
course,
come
and
check
out
the
pets
right.
So
to
that
end,
we're
excited
to
share
that
four
dogs,
one
puppy,
four
cats,
seven
kittens
and
a
guinea
pig
were
adopted
during
this
special
discount
adoption
period,
foreign.
I
So
this
is
a
partnership.
That's
really
worth
celebrating
we're
excited
that
Kristen
Smith
and
her
team,
including
Brenda
Castaneda
and
Lizette
Rojo,
who
now
oversee
the
animal
shelter
through
the
park
and
rec
department.
Partnership
have
already
made
the
animal
shelter
a
brighter
and
more
beautiful
place
with
thanks
to
the
animation
Guild.

most

all,
I
really
do
want
to
draw
attention
to
the
animation
Guild
for
reaching
out

making
their
Vision
a
reality
and
a
wonderful
way

pay
tribute

70
years

part
of
the
creative
fabric

Park
area
of
Griffith

habitat
restoration
project.

so
we
have
some

and
I

this

just
an
informational.
How
I
just
press
this
part?
Okay,
okay,
so
for
our
LA
River
ecosystem,
restoration
project,
it's
a
partnership
between
City
of
La
and
Army
Corps
of
Engineers,
and
this
ecosystem
restoration
project
takes
a
look
at
11
miles
of
the
LA
River
as
it
flows
through
the
urban
part
of
La,
Burbank
and
other
cities.
The
LA
River
itself
is
51
miles,
but
we're
just
looking
at
the
ecosystem
restoration
of
11
miles
within
the
urban
part
of
the
Watershed.

So
our
planning
report
what
we
call
the
Chiefs
report
was
finalized
in
2015.
It
was
a
few
years
ago.
Some
of
you
may
remember
that,
but
we
received
the
new
start
construction
funds
from
Congress
this
year,
so
our
planning
phase
was
done,
but
this
year
we
will
received
funding
from
Congress
to
move
into
design
and
construction.

So
the
LA
River
ecosystem
project
goals
are
to
restore
lost
habitats
which
are
river
habitats,
riparian
Marsh
Wetlands.
It
is
also
to
increase
habitat
connectivity,
we're
looking
at
avian
species
and
other
species
within
or
around
the
river,
and
also
to
increase
passive
Recreation,
which
is
compatible
with
habitat,
so
we're
looking
at
Trails,
pedestrian,
Trails
or
other
Trails.
So
please
do
ask
me
questions
as
we
go
along
or
as
you
see
fit,
so
this
kind
of
just
shows
that
why
is
wetlands
and
marshes?

Important
we've
lost,
90
percent
of
them
and
restoring
it
in
an
urban
environment
becomes
even
more
important,
because
this
is
a
very,
very
rare
ecosystem
throughout
the
world
and
also
within
Southern
California,
and
so
these
are
the
11
miles.
I
was
talking
about.

We
have
divided
these
11
miles
into
eight
sub-reaches,
where
we
are
right
now
near
polywalk.
Park
is
reach
one,
so
we're
like
on
Ground
Zero.
We
start
from
here.
So
that's
going
to
be
a
pilot
project
which
we
are
starting
on
this
year
as
we
receive
funding
from
Congress
as
I
mentioned,
and
then
we
make
our
way
through
downtown
LA
and
right
by
the
latc
yard.
So
it's
going
to
be
happening
in
phases
as
we
move
along
and
the
passive
Recreation
just
shows
our
network
of
trails
that
we
hope
to
connect
and
build.

this
is
the
reach
one.
As
I
was
talking
about
the
poliwog
park,
we
will
be
doing
phase
a
of
it,
which
is
approximately
20
acres,
a
little
bit
north
of
the
freeway
and
south
of
the
freeway,
and
it
is
within
the
footprint
of
City
of
Burbank.

You
know,
connect
some
equestrian
and
pedestrian
trails
to
other
trails
as
well.
As
you
know,
we
will
do
some
structural
work,
but
it
won't
be
a
lot.
It
will
be
fine
grading
for
swales
for
water
retention
so
that
we
can
promote
plants
native
plants,
riparian
communities
and
I.
Think
that's
what
the
scope
of
the
project
is.

we
are

this

next

was
looking

So
we
have
started
our
site
investigations,
this
December.
So
from
December
1st
to
end

December,
we

Geotech
exploration,
we
need

water
there

groundwater.

we
take
on
any
sort
of
design,
we
will
be
doing
preliminary
design
early
next
year
and
then
we'll
award
a
contract
for
completing
design
and
construction
late
next
year.

is
to
separate
them,

we
move
further
along
into
preliminary

dining
in

lots.
My
name
is
Patricia
Rivera,
my
husband
Carlos
and
I
own
Tequila's,
Cantina
and
Grill.
We
are
also
part
owners
of
Morrison.
Our
partner
David
is
here
also
both
are
located
in
Magnolia
Park.
We
want
to
thank
the
city
council
for
allowing
temporary
parking
lot
patios
these
past
few
years.
It
has
been
a
Lifeline
two-bit
for
our
businesses.

It
is
our
understanding
that
staff
is
recommending
a
year
extension
and
conductive
study
of
potential
and
more
permanent
conversion
of
private
parking
lots
for
dining,
assuming
the
extension
is
granted.
Today
we
are
requesting
that
restaurant
owners
that
are
stakeholders
in
this
study
have
an
opportunity
to
be
active
participants.
We
believe
we
can
provide
valuable
information
to
make
it
Equitable
and
equitable
study,
while
being
sensitive
to
our
neighbors
permanency,
would
make
more
sense
for
business
owners
as
well
as
a
community.

are
a
few
points
that
I
would
like
to
emphasize
today.
Covid-19
is
part
of
life
and
will
always
and
will
remain
a
threat
to
restaurants,
especially
if
we
don't
have
an
outside
patio,
according
to
CDC
vaccine,
somewhat
managed
covet,
but
it's
not
eradicated,
as
business
owners
covet
forced
us
to
to
be
more
Innovative
and
creative,
despite
Rising
costs
and
expenses.

The
patio
has
also
enabled
us
to
rehire
all
employees.
They
have
been
able
to
support
their
family
by
providing
food
and
shelter.
Many
of
our
employees
had
two
jobs
in
which
some
of
those
restaurants
were
unable
to
survive
the
pandemic.
We
have
been
able
to
provide
employees
with
more
hours
and
job
security.
Most
of
our
customers
prefer
to
dine
in
our
outside
patio.
Many
customers
won't
even
consider
dining
inside
the
restaurant,
especially
when
there
is
an
increased
number
of
covet
cases
after
much
Financial
loss
due
to
the
pandemic.

They
increased
sales
also
increase
sales
tax
that
we
pay
to
the
City
of
Burbank.
We
are
aware
that
parking
spaces
have
been
affected.
We
have
ensured
that
we
have
proper
handicap
parking.
We
are
willing
to
explore
this
area
with
the
city
post
covet
many
city
regulations,
including
parking
requirements,
may
not
fit
the
perfect
box
as
they
did
before
the
pandemic,
as
restaurant
owners
have
adjusted
and
figured
out
ways
to
maintain
their
business
as
afloat.
Perhaps
this
city
would
consider
amending
some
regulations
that
are
more
realistic
for
businesses
and
the
Burbank
Community
as
a
whole.

Canes
of
public
nuisance,

the
reason

that
they're
in
public
nuisance
is
they
basically
turned
our
neighborhood
into
their
parking
lot
and
why?

do
we
believe
that
in
our
neighborhood
is
that
their
streets,
their
parking
lot,
is
way
too
small
for
the
traffic
that
it
incurs
still
to
this
day
and
and
as
such,
they're
armed
armed
security
guards
tell
their
clientele
to
drive
around
the
block
to
try
and
find
a
spot
and
when
they
do
that,
they
speed
around
our
through
our
streets
to
get
so
to
get
back
in
line
and
back
in
Olive.

they

told

can't
go
in
line,
and
then
they
go
around
the
block

speed
bumps
haven't

effect

report

didn't
do
anything

too

clientele
eat
their
food
in
our
neighborhood.

doing

traffic
mitigation,
the
ticket,
does
doesn't
work
and
so
they're
they're
eating
their
food
and
when
they're
done
eating
their
food,
they
dump
their
trash
in
the
middle
of
our
streets,
which
they
did
this
morning.
You
know
again
so

Asian
Keynes
knows
that
they
are
a
nuisance.
Why
else
do
they
have
armed
security
guards
to
manage
their
traffic,
and
why
do
they
also
have
to
have
staff
pick
up
their
trash
daily
in
our
neighborhood,
which
they
do
a
very
mediocre
job
also
tally.

Rand
had
to
get
a
security
guard
as
well
to
manage
the
Raising
Cane's
traffic.
So
two
businesses
have
to
get
security
guards
to
manage.
The
business
I
mean
is
that
what
we
want
in
Burbank
is
a
these
businesses
that
need
security
guards
to
manage
their
clientele.
It
doesn't
seem
like
a
great
situation,
so
if
these
two
businesses
had
to
hire
security
guards
to
manage
their
business,
it
should
not
be
hard
for
you
to
believe
all
the
complaints
that
you've
we've
voiced
over
the
last
six
months.
Over
six

been
coming
up
here
and
having
these
complaints,
so
over
190
Burbank
residents
have
signed
a
petition
for
you
to
declare
Raising
Canes
of
public
nuisance
immediately.
Please
add
an
agenda
item
on
the
January
city
council
meeting
to
vote
to
declare
Raising
Cane's
of
public
nuisance.

The
chamber
is
in
favor
of
extending
the
in-street
dining
parklets
that
allow
for
expanded
outdoor
dining
to
restaurants
by
providing
communal,
dining
areas
throughout
downtown
we're
also
in
favor
of
the
outdoor
dining
in
private
parking
lots,
which
has
been
a
proven
Lifeline
for
restaurants,
like
the
New
Deal
Tequilas
and
the
Morrison,
to
name
a
few.
These
efforts
were
put
into
place
during
the
pandemic
to
help
the
restaurants
pivot
during
lockdown,
by
providing
resources
and
temporary
solutions
to
allow
them
to
keep
their
doors
open.

If
even
at
limited
capacity,
estimated
projections
show
that
it
will
take
small
businesses
and
restaurants
a
minimum
of
five
years
to
fully
for
full
economic
recovery.
So
it's
important
that
we
band
together
to
continue
to
set
them
up
for
ongoing
success.
We
want
restaurants
to
feel
that
Burbank
is
a
business
friendly.
City
and
that
our
actions
speak
louder
than
words.

understand
that
tonight's
request
is
to
keep
the
door
the
outdoor
dining
open
through
the
end
of
2023,
but
would
also
like
to
explore
the
possibility
of
making
this
a
permanent
option
for
these
six
restaurants.
They
are
key
stakeholders
and
have
already
invested
thousands
and
thousands
of
dollars
to
make
the
outdoor
dining
experience
an
extension
of
their
restaurants.
Not
only
do
the
customers
love
it,
but
they
have
been
able
to
hire
additional
employees
due
to
the
expanded
footprint.
Last
I
would
like
to
address
the
Burbank
Hospitality
association
annual
report.

report
highlights
the
accomplishments
of
the
t-bid
and
the
great
work
the
organization
has
done
to
increase
tour.
The
tourism
and
economy
of
Burbank
and
for
Optics
I
serve
on
the
board,
a
BHA
and
I'm
very
connected
with
their
priorities
and
continue
to
be
impressed
by
the
collective
board
led
by
Marian
ham,
zoyan
and
the
community
development
team.

nuisance
you've

there

issues
with
it

and
the
only
place
that
has
bollards
in
front
of
the
restaurant
to
prevent
people
from
turning
left
is
Raising.
Canes
you've
had
to
close
off
a
street
because
of
the
traffic
and
the
issues
that
they've
caused.
The
parking
on
our
street
has
not
been
alleviated.

The
traffic
restrictions
are
until
10
o'clock
at
night,
but
nothing
happens
after
five,
so
we're
still
being
inundated
by
traffic
from
Raising
Canes
and,
like
he
said,
the
speed
bumps
haven't,
slowed
people
down
that
much
they've
learned
that
they
can
the
faster
they
go
the
smoother
it
is,
so
they
continue
to
speed
down
our
street
and
they
continue
to
eat
in
front
of
our
houses
with
their
cars
idling
they
throw
their
trash
in
our
street
and
in
addition
to
that,
the
city
has
allowed
them
to
use
the
that
portion
of
Orchard
as
part
of
their
drive-through
restaurant,
increasing
the
number
of
cars
idling
in
the
neighborhood,
instead
of
forcing
them
to
be
out
on
the
street
in
Olive
and
keeping
that
exhaust
away
from
the
houses
they've
now
brought
it
into
the
neighborhood.

seating

apparently
the
only
issue
with
my
restaurant
is
the
smell
of
the
garbage,
so
I
just
wanted
to
address
that
potential

on
to
say
that
the
temporary
closure
has
decreased

vehicle
volume
on
South
Orchard
Drive
to
pre-restaurant
levels.
I
disagree
with
these
findings.

fact,
the
data
shows
that
in
particular

South
Orchard,
Drive
traffic
volume
and
speed
has
actually
increased
When,
comparing
January
and
November
data.
When
you
compare
Tuesday
Wednesday
Thursday
data
from
both
January
and
November
period,
there's
actually
an
increase
of
770
cars
average
per
day
during
Raising
Cane's
business
hours,
and
both
cars
are
speeding
with
the
number
of
cars
exceeding
the
speed
limit,
increasing
by
21
cars
per
day.
On
average,
the
number
of
feeders
is
even
higher
on
Friday
and
Saturday,
but
there's
no
comparison.

Raising
Cane's
business
hours
and
volume

speeders
rather
than

reflect

impact
of
this
business
on

with

The
measures
were
installed
by
mid-october
parking
enforcement
began
on
the
preferential
parking
District
after
the
restaurant
opened.
The
community
expressed
concern
and
those
are
kind
of
in
three
main
buckets
commercial
parking
in
the
residential
zones.

on
neighborhood
streets
and
drive-through
encroachment
onto
the
residential
portion
of
Orchard
staff
observe
these
issues
and
obviously
we
heard
from
the
community,
and
we
reckon
staff
recognized
that
the
status
quo

not
resolve
itself.
Therefore,
staff
proposed
the
three
measures
to
directly
address
these
issues
so
for
commercial
parking,
the
corresponding
measure
was
the
permit
parking
program
for
speeding
on
neighborhood
streets.
It
was
the
speed
humps
on
Southeast
place
and
for
the
drive-through
encroachment
onto
South
Orchard
Drive.
It
was
a
temporary
road
closure.

main
parking
concern
was
that
Raising
Cane's
patrons
parked
on
the
residential
portions
of
Orchard
and
reefs
and
walked
up
to
get
their
meals
and
then
walked
back,
sometimes
staying
eating
in
their
and
eating
in
their
cars.
The
community
shared
this
feedback
and
staff
observed
it
as
well,
especially
during
the
first
months
of
operation.

address
this
concern
is
a
permit
parking
program
and
the
result
was
a
slight
reduction
in
parking
utilization

collected
parking
utilization
data
before
Raising
Canes
went
in
after
it
went

measures,
the
two
streets
with
the
most
observed,
Patron
parking
were
Orchard
and
Reese
in
the
data
show
a
decrease
during
Peak
evening
business
hours
on
both
during
midday
hours,
there
was
an
increase
on
Reese
and
a
slight
decline
on
Orchard
and
a
note
on
the
parking
data
collection.

reflects
that
businesses

Olive
are
eligible
to
park
in
the
neighborhood
consistent
with
the
Burbank
municipal
code
and
permit
programs,
city-wide

council
approved
the
allocation
of
29
permits

previously
parked
on
Reese
or
Orchard
staff,
contacted
these
businesses
to
gauge
their
interest
in
parking
permits,
and
five
businesses
opted
to
receive
them.
The

permits
were
allocated
proportional
to
the
overall
need
that
they
stated.

to

pickup

complaint

heard
about
the

Olive
has

Burbank
PD
has
to
enforce.

with
any
traffic
measure,
there
is
a
balance
of
benefits
and
drawbacks
staff
certainly
understand
the
inconvenience
of
having
to
divert
to
other
streets
in
order
to
access
Orchard
both
for
residents
of
Orchard
and
for
residents
of
the
neighboring
streets.
But
the
alternative
that
existed
before
posed
a
major
disruption
to
the
neighborhood
as
well.

of
weekly
patrons
is
decreased
according
to
Raising
Canes
by
30
percent
from
the
opening
in
June,
and
these
are
kind
of
at
regular
intervals,
and
they
expect
it
to
decrease
even
more
once
other
nearby

Cane's
locations

additional
time
to
observe
these
measures.
Data
may
show
that
the
additional
effects
become
less
significant,
as
people
become
more
familiar
with
the
parking
requirements
in
Burbank
and
as
enforcement
continues
to
ramp
up.

the

instituted

parking

we

gave
some
time

community

adjust
to
the
new
parking
conditions
and
prohibitions.

for

violations
with
the
motor
officers
out

are
not
seeing
the

on

right

introduction
to
an
amendment
to
one
of
our
existing
ordinances.

Earlier
this
year,
the
Burbank
Police
Department
presented
before
this
Council
a
request
to
procure
parking
enforcement
service
provider.
That's
going
to
work
in
collaboration
with
our
current
existing
parking
control
and,
in
essence,
if
we're
going
to
create
a
hybrid
service
model
for
the
City
of
Burbank,
a
request
for
proposal
was
published.
Then
the
BPD
is
currently
in
the
procurement
process
to
identify
and
select
a
qualified
vendor,
as
the
city
attorney's
office
has
already
spoken
on
and
touched
on.

This
approach
has
been
taken
by
other
Charter
cities
such
as
Glendale
and
Pasadena,
there's
actually
a
long
list
throughout
the
state
of
California
of
Charter
cities
that
have
done
this.
The
agreement
to
use
this
option
will
be
presented
to
city
council
before
any
approval
is
made
or
before
any
type
of
implementation
of
a
third
party
vendor.

All
of
this
will
be
brought
for
us
before
city
council
again
in
this
amendment,
that
we're
proposing
for
this
BMC
section
is
also
on
a
pills
option
to
be
developed
and
provided
as
part
of
the
citation
process
and
which
is
already
outlined
in
this
proposed
amendment
that
if
that
was
to
the
ability
to
do
the
first
level
appeal
process
of
a
parking
citation
is
to
be
handled
by
a
third
party
vendor.
Currently,
there
is
no
proposal
to
do
that.
It
stays
within
the
Burbank
Police
Department,
with
our
staff.

this
is
just
thinking
down
the
road
should
that
become
an
option.
This
is
outlined
in
this
amendment
to

ordinance
moving
forward.
This
will
assist
us
with
bringing
in
qualified
enforcement
services
on
a
consistent
basis

extended
hours
of
operation
into
the
later
evening,
and
this
will
address
persistent
parking
problems
and
areas
of
concern
to
the
community,
such
as
I
think,
we've
already
heard
from
our
residents.

are
areas
of
concern
with
persistent
parking
problems
and
we're
looking
to
address
that
specifically
through
this
process,
I'm
here
to
answer
any
questions
as
I
mentioned.

in

and
we
can
start
using
them
because
they're
long
overdue
they're
needed,

we
have
heard

PCOS
Staffing

is
run
down.

off

our
actual
working

think
it's
down

one
handful,

close

more
flexible

our

sanitization

should
control
the
odor
more
so

thinking
of

address
the
resident's.
Concerns
is
just
to
do
an
enclosure
and
even
on
less
than
a
dozen
restaurants
are
using
that.
If
it's
something
that
would
work
to
help
our
residents
emerge
from
the
pandemic.

it

not

appropriate
for
Council
to
discuss
one
particular
business

the
situation
at
that
one
particular

to

direct
staff
to
conduct
the
study
on
the
conversion
of
these
private
parking.

conversation
about
the

the
economics
of

on

assuaged

their
concerns

could
potentially
happen
downtown.

conversation

think
is
really
important
with
the
property
owners,

business
owners

of

colony
