live
in
rent
in
downtown
burbank,
quite
near
city
hall,
as
I
understand
you're
about
to
discuss
the
legal
implications
of
defying
state
law
on
housing
construction.
It
is
absurd
and
unconscionable
that
we've
come
to
this
point.
The
law
is
unambiguous.
We
are
talking
about
replacing
a
disused
commercial
garden
and
several
defunct
businesses
with
badly
needing
badly
needed
housing
and
years
of
signs
and
data
show
that
adding
housing
and
shortage
is
the
best
way
to
hold
down
costs
for
everyone.
