E
B
Thank
you,
Mr
Alban,
I
I
have
one
question
for
clarity:
real
quick
for
the
camp
registration
I
know
this
Saturday
is
this
for
summer
days.
That
also
include
all
the
specialty
and
Sports
Camps,
or
is
that
that's
a
separate
date
just
just
want
to
make
sure
that's
clear.
E
They're,
both
on
the
same
date,
the
summer
days
like
mentioned,
you
had
to
complete
the
pre-registration
process
that
starts
at
9
00
a.m
same
day,
starting
at
1
pm
is
all
the
sports
and
Specialty
accounts
registration
for
Burbank
residents,
and
then
the
21st
is
just
open
registration.
If
you
missed
the
pre-reg
for
summer
days
or
non-residents,
are.
B
Able
to
board
member
yourself
thank.
D
You
do
we
have
a
time
on
this,
bringing
extravaganza.
F
B
Fantastic,
thank
you.
Seeing
we
have
no
presentations
today,
I'm
going
to
turn
it
over
to
miss
Garcia
for
Department
director
report.
It's.
F
Alien
and
board
members,
there
are
two
updates.
We
want
to
provide
the
board
this
evening.
First
I
want
to
provide
the
board
with
an
update
on
the
how
the
Parks
and
Recreation
Department
specifically
weathered
the
storm
that
we
experienced
back
the
weekend
of
February
24th
through
the
26th.
F
F
We
all
know
that
the
region
Southern
California,
has
experienced
multi-year
droughts
and
we
know
that
that
has
not
been
good
for
our
trees,
as
people
have
been
very
diligent
in
water,
obeying
adherence
to
the
water
restrictions
and,
unfortunately,
with
that
some
of
our
Parkway
trees
aren't
receiving
as
much
water
as
they
should.
So
one
thing
is
we're
working
on
messaging
that
so
watering
trees
is
important.
You
can
still
water
your
trees,
regardless
of
the
of
the
drought
there's
just
somewhere.
F
You
know
some
some
ways
on
how
to
do
it
and
make
sure
that
you
do
deep
root
watering
so
that
that's
one
one
aspect
of
it.
The
other
part
was
the
intensity
of
of
the
rain
in
such
a
short
period
of
time,
I
believe
the
City
of
Burbank
received
about
eight
inches
of
water
as
part
of
this,
this
one
single
storm
that
coupled
with
severe
winds.
F
So
during
a
specific
period
of
time,
where
we're
the
vast
majority
of
the
trees
failed.
The
winds
were
at
about
30
miles
an
hour
with
gusts
of
up
to
60
miles
an
hour.
So
we
believe
that
all
those
factors
played
into
why
we
experienced
such
a
high
number
of
tree
failures
again
Burbank
had
the
very
much
mature,
Urban
Forest,
and
it
just
it
was
everything
that
I
mentioned
was
just
too
much
for
some
of
our
trees.
F
What
we
have
been
doing
since
two
two
weeks
ago,
since
we
experienced
that
we
are,
are
evaluating
the
causes
and
taking
a
much
more
proactive
approach
with
our
Urban
Tree
Forest,
and
knowing
that
the
changing
climate
and
the
maturity
of
Retreats,
we
really
need
to
be
a
little
bit
more
proactive
so
that
what
we're
doing
is
we're
looking
at
a
potential
reforestation
of
some
of
these
mature
trees,
which
would
essentially
be
the
removal
and
replacement
of
some
of
these
mature
trees.
F
We're
still
evaluating
that,
putting
together
a
plan
and
proposal,
and
it
would
be
we'd,
be
seeking
approval,
a
funding
approval
through
the
budget
process,
and
it
would,
you
know,
be
anywhere
from
a
year
to
two
years
to
do
this.
Complete
this
specific
reforestation.
We
were
happy
to
to
provide
the
board
with
additional
information
once
we
have
that
plan
in
place
and
put
it
on
the
agenda
for
further
discussion.
F
The
other
thing
that
another
facility
that
experienced
some
damage
was
to
build
golf
course.
So
de
Bell
there
was
a
Mudslide
at
hole,
eight
again
that
evening
of
February
24th
with
the
intensity
of
the
rain
and
that
mudslide
impacted
holes.
Two
three
and
eight:
what
we
have
done
so
far.
Is
we
fenced
off
that
area
of
the
hill
and
rerouted
our
golfers
away
from
that
slope
for
everybody's
safety,
I'm?
F
The
erosion
has
been
contained
unless,
of
course,
we
have
another
major
storm
which
we're
crossing
our
fingers.
We
don't,
but
the
water
has
been
temporarily
rerouted
from
the
affected
Area
Parks
and
Recreation
staff,
Public
Works
staff,
Touchstone
staff
and
some
contractors
have
met
and
discussed
some
potential
repairs
and
what's
going
to
be
needed
at
this
time,
we
are
I
we're
looking
at
the
repairs
to
include
rerouting
some
irrigation,
and
that
would
be
an
in-house
fix
just
to
to
until
we
hopefully
get
funding
to
redo
the
entire
irrigation,
replace
that
irrigation.
F
At
the
the
front,
nine
holes
we're
looking
to
build
a
protective
firm,
which
would
then
divert
water
to
other
areas
of
that
hill,
so
that
that's
one
area
that
was
compromised
will
not
be
that
primary
source
of
of
receiving
all
that
water.
That
slope
will
be
filled
with
soil.
The
soil
will
be
compacted
we're
looking
at
reducing
the
angle
of
the
slope
by
building
Terraces
and
we're
also
going
to
be
cleaning
out
the
baronca,
the
Barranca,
since
it
did
receive
a
lot
of
mud.
So
with
that
those
are
the
tentative
plans
to
repair
again.
F
It
can
certainly,
you
know,
understand
the
concerns.
I
know
that
a
couple
of
the
board
members-
that's
a
you
guys,
are
golfers
and
in
that
facility
we've
done
a
lot
of
work
to
really
improve
that
facility.
So,
of
course,
we
want
to
make
sure
that
we
protect
it
and
make
sure
it's
a
safe
course
that
people
can
enjoy.
So
that
is
one
update,
I,
don't
know.
F
D
Quarters
if
it
is
saturated
now,
you
know
I'm
just
concerned
about
safety.
I,
don't
care
about
I!
Don't
care
about
the
golf
course
I!
Don't
care
about
I,
don't
care
about
any
of
those
things!
I
worry
about
safety.
Someone
goes
out
there
and
says:
oh
my
Ball's
over
there
I
can
go,
get
it
because
I'd
be
that
guy
I
worry
about.
F
So
I
I
am
not
an
expert,
but
I
I
can
assure
you
that
safety
is
absolutely
absolutely.
F
What
of
course,
everybody's
going
to
be?
You
know
focusing
on
that
on
that
particular
portion
of
of
the
golf
course
that
Hill,
the
fencing
that
has
been
put
up?
It's
definitely
keeping
folks
away
from
that.
Well,
we're
going
to
be
monitoring
it
and
again
I'm
trusting
the
team
of
of
our
professionals
to
look
at
that,
and-
and
they
will
deem
you
know,
make
those
recommendations
of
what
what
they
believe
is
necessary.
F
I
will
say
that
that
area
that
where
we
did
have
the
erosion
that
was
a
primary
area
of
where
water
from
above
was
coming
down
so
clearly
by
rerouting
by
building
that,
oh,
my
gosh
by
redirecting
that
and
building
that
berm,
we
don't
anticipate
any
further,
but
any
further
continue
damage,
but
absolutely
that
that
Hillside
is
very
saturated,
which
is
something
that
is
going
to
take
a
couple
of
months.
For
that
to.
D
B
F
F
We
have
a
very
you
know,
aggressive
tree
maintenance
program
by
which
it's
a
six-year
cycle,
so
I
I
can
tell
you
that
we
take
that
very
seriously
and
while
our
priorities,
obviously
with
safety,
we've
cleared
sidewalks
cleared
roads,
there's
still
a
lot
of
work
to
be
done
to
to
clear
some
of
the
damage
in
our
parks
and
Facilities,
which
will
be
getting
to
that
tree.
F
Then
it's
still
there
and
then
we
will
be
replacing
that,
unfortunately,
that
part
of
that
playground
was
was
damaged
on.
B
F
Has
been
checked
we
again
doing
working
with
within
all
of
our
resources
and
I
don't
want
to
get
into,
even
though
there
isn't
an
attorney
here.
I
I
can
kind
of
hear
in
the
background.
We
don't
want
to
get
into
full
discussion
happy
to
talk
to
bring
this
back
if
you'd
like.
F
G
Thank
you,
director
Garcia
members
of
the

the
board
on
any
matter
related
to
The,

B
In

A

have
been
received
for
callers.
Please

to
lower
the
volume
on
your
TV
or
computer
and
take
your
phone
off
speaker
when
you
deliver
your
public
comment
at
this
time.
We'll
begin
with
in-person
comments.
Do
we
have
any
in-person
comments
at
this
time?
We
do
not
do
we
have
anybody
on
the
phone
in
queue.
B
In
that
case,
we
will
move
on
to
the
next
item
on
the
agenda.
Do
we
have
any
written,
Communications,
Miss
Garcia,
no.
B
B
All
right
in
that
case,
then,
let's
move
on
to
the
to
the
fun
stuff
we'll
get
into
new
business
I'd
like
to
introduce
Miss
Amanda
Landry
from
the
Community
Development
Department
planning
division.
We'll
present
an
update
on
the
media,
District
specific
plan.
H
Hi
good
evening
may
I
have
the
presentation.
Please.
H
So
my
name
is
Amanda
Landry
I'm,
a
senior
planner
in
the
Community
Development
Department
planning,
Division
and
I'm.
The
project
manager
for
the
media
District
specific
plan
update
I'm
also
have
a
team
of
planners
and
Consultants
working
with
me.
One
of
them
is
here
with
me
tonight:
Joseph
pangilinan,
we're
doing
this
project
in
conjunction
with
a
Southern
California
Association
of
governments
also
known
as
skag,
because
this
has
a
regional
implications.
H
H
H
So,
due
to
its
ideal
location
in
the
region,
the
media
district
is
also
a
major
entertainment,
sorry,
employment
center
for
the
city
and
the
region.
We
see
just
under
70
000
people
come
into
work
in
the
media
district
and
we
see
of
the
people
that
live
in
the
media.
District
just
2
000
a
little
over
2
000
go
out
to
work
and
of
the
people
that
live
and
work
in
the
district.
It's
just
under
400
people.
So
this
jobs
to
housing
imbalance
has
serious
implications
to
traffic
and
housing
availability.
H
So
what
is
a
specific
plan?
So
a
specific
plan
is
a
formal
planning
document
that
the
city
prepares
for
a
targeted
area
in
the
city
that
both
implements
the
city's
General
plan,
goals,
policies
and
actions
and
creates
targeted,
objective
standards
to
effectuate
the
vision
for
that
particular
area
for
how
that
area
will
grow
and
develop
over
the
next
15
to
20
years.
H
So
why
are
we
updating
the
media
District
specific
plan
at
this
time?
Well,
the
state
of
California
and
the
region
and
Burbank
itself
are
facing
a
shortage
of
Housing
and
there's
a
great
demand
for
additional
housing
opportunities
and
the
media.
District
specific
plan
is
over
30
years
old
and
doesn't
have
a
lot
of
goals
and
policies
and
objective
standards
that
help
facilitate
the
development
of
housing.
H
So
with
our
partners
at
skag,
we
are
taking
a
look
at
this
plan
to
see
how
we
can
remove
some
of
the
barriers
to
development
of
housing,
streamline
the
Housing
Development
process
and
introduce
clearer
objective
standards
so
that
the
district
looks
and
has
an
urban
form
that
reflects
the
city's
desire
for
what
that
area
will
look
like
in
the
future,
and
it's
really
important
for
us
from
the
planning
world
to
look
at
objective
development
standards,
because
the
state
of
California
has
made
available
to
developers
a
whole
set
of
streamlining
processes
where
they
can
come
to
a
city
and
request
the
city
to
review
their
project
through
the
streamlined
review
and
through
the
streamlined
review,
we
can
only
enforce
those
objective,
Development
Centers
we
have
in
the
book
and
the
media.
H
H
Through
our
specific
plan
update
process,
we
have
been
looking
at
Recreation
open
space
and
Park
and
Recreation,
because
the
district
is
adjacent
or
it
will
soon
include
the
Johnny
Carson
park
that
is
near
the
Johnny
Carson
Park
Creek
and
the
LA
River,
as
well
as
several
other
city
parks,
Griffith,
Park
and
equestrian
trails
and
communities
there's
opportunity
to
create
better
ways
to
access
these
resources.
Through
the
specific
plan
update.
H
District
specific
plan,
specifically,
we've
heard
that
a
lot
of
residents
find
it
difficult
to
travel
to
Johnny
Carson
Park
from
their
neighborhoods
from
both
within
the
district
and
on
the
edges
of
the
district,
and
they
find
it
difficult
to
travel
because
the
it's
a
sort
of
a
hostile
pedestrian
environment,
fast-moving
traffic
crosswalks,
are
a
little
bit
uneven
or
not
clearly
marked
the
store.
Frontages,
don't
present
like
a
very
welcoming
environment.
H
So
that's
what
they've
noted,
but
they
want
to
access
the
park
by
foot
and
we've
also
heard
that
residents
want
to
see
more
green
and
open
space
to
incorporated
into
development.
That
comes
in,
and
we've
heard
from
the
public
that
they'd
like
to
repurpose
a
soon-to-be
decommissioned
substation
for
open
space.
H
So
as
we
continue
with
our
specific
plan,
update
we're
going
to
be
looking
at
different
strategies
where
we
can
address
some
of
the
public
comments
and
study
where
we
need
additional
public
amenities
or
where
amenities
need
Improvement
and
look
at
strategies
where
we
can
get
these
improvements
from
developers,
but
also
give
them
sort
of
an
incentive
to
give
us
those
benefits
through
some
sort
of
just
exchange,
such
as
increased
development
opportunity.
For
the
provision
of
these
amenities.
H
This
fifth
round
of
public
Outreach
is
focusing
on
showing
the
public
and
walking
them
through
our
proposed
draft
regulations,
making
sure
everyone
understands
and
has
the
ability
to
provide
meaningful
comments
on
those
regulations
and
during
this
fifth
round,
we'll
also
be
doing
a
third
neighborhood.
Walkabout
we've
done
two
so
far,
but
we'll
be
doing
a
neighborhood
Walkabout,
which
is
a
walking
tour
on
a
weekend.
So
we
can
accommodate
more
people's
schedule
who,
who
can't
typically
come
during
the
week
when
we've
had
our
other
neighborhood
walkabouts.
H
So
if
you
would
like
to
or
if
anyone
is
interested
in
participating
in
the
upcoming
activities
related
to
the
media,
District
specific
plan,
I
encourage
them
to
visit
our
project
website,
which
is
at
www.burbankmediadistrictsp.com.
H
Where
you
can
see
all
of
our
prior
documents
and
information
and
recordings
of
other
meetings
that
we've
had,
we
encourage
people
to
attend
our
neighborhood
walkabout
and
our
fifth
Workshop,
and
then
we
also
encourage
the
public
to
participate
in
our
upcoming
public
hearings
related
to
the
media.
District
Pacific
Plan
update
it'll
be
going
to
the
Planning
Commission
for
a
recommendation
to
the
city
council
and
then
the
city
council
for
their
formal
adoption,
and
we
anticipate
this
will
be
going
starting
in
summer
2023.
H
B
I
Thank
you
so
much
curious.
What
is
your,
what
has
your
communication
been
like
for
the
to
the
community
as
far
as
like
all
the
events
I
actually
live
in
the
media,
District
and
I
feel
like
I,
haven't
really
I
I
haven't
really
heard
about
like
the
walking
tours
or
any
of
the
the
public
Outreach.
So
I
was
just
curious
about
that
communication.
Yes,.
H
We
had
a,
we
have
a
pretty
robust
program
and
I'm
very
sorry,
I'll
make
sure
to
get
your
contact
information.
So
we
can
include
you:
we've
had
our
consultants
in
our
Communications
and
Outreach
team
go
door
to
door,
we've
put
up
posters
and
flyers
and
Banners
some
of
them
in
the
public
right-of-way.
We
have
an
email
blast
that
we
use
through
the
cities,
social
media
and
e-notify
program.
A
H
That
has
been
going
out.
The
city
council
has
been
making
announcements
during
their
public
hearings
and
meetings.
We've
done
mailers
as
well.
We
did
three
mailers
postcard
Millers.
We
sent
out
close
to
5
000
mailers
each
time,
and
then
we
have
also
put
up
information
at
all
the
libraries
in
the
City
of
Burbank.
So
so
we've
had
this
I'm.
Very
sorry.
We
we
know.
D
H
I
can
give
a
little
bit
more
of
a
detailed
description
of
a
conversation.
I
had
just
last
Friday
with
a
resident
who
lives
just
north
of
the
telario
development
and
he
and
his
family
like
to
go
to
the
park,
but
they
have
to
go
through
a
very
sort
of
winding
path
through
the
media
District
to
get
to
the
park
they
have
to
cross
several
major
streets
and
those
streets
are
very
busy
almost
freeway
speed
traffic.
H
They
have
to
cross
the
freeway,
which
has
some
very
low
guard
rails
and
it
doesn't
feel
safe
for
him
or
his
family.
So
they've
talked
about
how
that
condition
feels
and
then,
when
they
walk
along
the
storefrontages
or
the
building
frontages
and
the
media
District
itself.
It's
not
very
welcoming
because
there's
lots
of
solid
walls,
not
a
lot
of
trees
or
green
space
in
the
public,
right-of-way
and
again,
that
just
didn't
feel
very
welcoming
to
them
and
that's
a
lot
of
feedback
we're
getting
over
and
over
and
that's
something
we
hope
to
address.
H
H
Most
of
the
people
that
we
have
been
in
touch
with
who've
been
participating
in
this
I
mean
we
went
on
the
walking
tour.
We
heard
this
from
everyone
who
was
on
the
walking
tours.
We.
D
H
Because
we
walked
through
the
district,
we
did
the
Burbank
Toluca
Lake
area,
that
portion
of
the
district,
and
then
we
did
the
area
closest
to
Talaria,
and
it
was
people
commented
about
that
that
condition.
Okay,.
I
I
will
just
say:
I
I
am
I
walk
that
area
I
mean
I'm,
not
walking
now,
but
when
I
can
walk,
I
walk
that
area
daily
and
I
will
say
the
intersect
that
Olive
Riverside
intersection
is
pretty
I
mean
it's
scary.
My
husband
has
gotten
almost
gotten
hit
several
times
at
that
intersection
and
just
yeah
I
would
say.
I
The
guard
rails,
especially
like
down
Hollywood
Way,
seems
to
have
a
higher
fencing,
I
guess
but
like
down,
Olive
I
I
do
feel
a
little
bit
uncomfortable,
sometimes
walking
just
because
the
rail
is
so
short
and
you
are
going
over
that
freeway.
So
yeah
I
kind
of
I
understand
totally
where
those
comments
are
yeah,
so
this
is
very,
very
appreciated.
Thank
you.
Thank
you.
B
J
Good
evening
secretary,
Missourian
and
board
members,
my
name
is
Brenda
Castaneda
and
I'm
the
animal
shelter
superintendent.
Thank
you
so
much
for
having
me
here
this
evening.
It's
my
pleasure
to
give
you
an
overview
of
the
animal
shelter
services
and
also
provide
you
with
an
update
on
the
transition
and
the
benefits
that
were
realized
since
we
transitioned.
J
Okay,
so
the
transition
became
official
July
of
2022.
We
transitioned
from
the
Burbank
Police
Department
to
the
parks
and
recreation
community
services
division
and
the
animal
shelter
staff
has
worked
closely
with
Chris
Smith,
who
is
deputy
director,
who
oversees
community
services
to
ensure
that
this
transition
would
go
smoothly
for
the
staff
and
also
for
the
community
members
that
are
served
by
the
animal
shelter
and
I
am
happy
to
report
to
you
that
the
transition
has
gone
extremely
well.
J
It
was
absolutely
well
received
by
the
animal
shelter
staff
and
by
the
community,
so
our
goal
was
to
ensure
that
the
community
did
not
feel
a
difference
due
to
the
transition
and
if
they
have
felt
a
difference,
I
would
say
they've
just
seen
improvements,
so
it
has
gone
very
well
the
benefits
that
were
realized
by
the
transition
we
will
be
seeing
throughout
this
presentation.
J
Okay,
so
as
an
overview
of
the
services
provided
by
the
shelter
first
off,
we
do
handle
animal
registrations
for
dogs,
cats
and
horses
in
the
city.
We
also
provide
animal
adoptions
for
dogs
and
cats
and
we
adopt
out
rabbits
guinea
pigs,
hamsters,
you
name
it.
We
pretty
much
have
it
at
the
animal
shelter
we
educate
the
public
on
several
animal
related
topics
such
as
spaying
and
neutering,
and
also
various
Animal
Care
topics,
and
one
of
the
major
topics
that
we
educate
residents
on
is
coyote
hazing.
J
J
But
always
you
want
to
keep
an
eye
on
your
pets
to
make
sure
that
you're
watching
them,
because
ultimately
they
would
be
defenseless.
You
know
if
they
did
come
across
a
coyote,
but
that
is
what
we
focus
on
trying
to
teach
residents
that
type
of
thing
and
then,
in
order
to
accomplish
that,
we
recently
put
out
lawn
signs
throughout
the
city.
You
may
have
seen
some
of
them.
We
switched
out
our
signs
to
show
The,
Parks
and
Recreation
branding
so
they're
nice
new
signs.
J
We
also
put
up
bus,
shelter,
posters-
you
may
have
seen
those
as
well
and
they
have
QR
codes
on
them
so
that
people
can
go
on
to
the
dedicated
website
which
is
coyotehazing.com
so
I
know.
That's
an
important
topics.
I
wanted
to
make
sure
to
get
that
information
in
there
for
you
in
February.
We
recently
began
to
offer
low-cost
vaccine
clinics
to
the
public.
That
is
something
that
we've
never
had
the
opportunity
to
do
before.
J
J
And
if
I
didn't
mention
returning
animals
to
their
owners
is
one
major
thing
that
we
do
as
well,
so
we
have
a
lost
and
found
site
24
pet
connect
that
can
be
utilized
by
the
community
to
record
when
their
animal
has
been
lost
and
it
will
automatically
email
them
to.
Let
them
know
that
an
animal
that
matches
their
description
that
they've
put
into
the
system
comes
into
a
local
shelter.
J
We
also
provide
a
low-cost
pet
euthanasia
option
for
Burbank
residents
and
we
work
closely
with
the
Los
Angeles
County
veterinary
Public
Health
Department
to
monitor
zoonotic
diseases
such
as
rabies
and
West,
Nile,
Virus,
and
also
mirroring
typhus,
and
the
way
that
we
are
able
to
assist
with
that
is.
We
submit
sick
wildlife
and
also
deceased
animals
for
testing
to
their
facilities,
and
another
thing
that
we
do
is
we
enforce
animal
related
laws
in
the
city,
so,
on
this
slide,
you'll
see
on
the
left.
J
J
J
So
while
they
are
patrolling
identified
problem,
Parks
they're
looking
for
these
types
of
violations
that
I
just
mentioned
and
they're
also
now
enforcing
the
no
smart,
no
smoking
policy
at
the
parks
as
well
so
they're
helping
with
that.
Also
as
part
of
these
patrols,
the
Animal
Control
Officers
have
also
been
able
to
identify
signage
that
could
be
modified
at
the
parks
to
better
assist
in
these
problem
areas.
J
So,
for
example,
we
have
had
people
that
may
close
a
tennis
court
allow
their
dogs
to
run
free
in
the
tennis
court
or
in
the
Baseball
Fields
as
well.
They
use
them
as
an
off-leash
dog
park.
So
these
types
of
things
we
try
to
Rectify
by
putting
better
signage
up
as
well
as
the
no
smoking
signage
as
well.
We
we
suggested
additional
signage
be
placed
for
that.
J
Also,
their
patrols
have
been
very
helpful
and
we've
seen
a
decline
actually
in
the
violations
that
I
had
discussed,
which
is
great
because
it
means
that
it's
working,
so
that's
awesome,
so
our
Animal
Control
Officers
also
inspect
local
pet
shops,
boarding,
kennels
and
Stables,
and
they
also
assist
police
on
fire
whenever
necessary.
If
they
have
animals,
you
know
in
the
course
of
their
duties,
they
may
need
to
have
some
animals
either
controlled
or
removed
from
a
home
that
that
happens
often
so
standard
calls
for
service,
in
addition
to
the
ones
I
mentioned.
J
Normally,
what
they'll
do
is
they
will
pick
up?
Stray
animals,
sick
or
injured
Wildlife.
They
respond
to
dog,
bites
dangerous
and
vicious
dogs.
We
handle
animal
cruelty
investigations
as
well
neglect
investigations,
barking
complaints
is
another
big
one
and
checking
on
the
number
of
animals
kept
in
a
residence.
As
you
are
limited
to
four
dogs
and
cats
in
the
city.
That's
combination.
J
J
Of
course
we
aim
for
compliance,
but
should
we
need
to
go
that
route
we'll
have
that
option
and
our
Animal
Control
Officers
are
also
available
for
emergency
calls
after
hours
and
those
types
of
emergency
calls
would
be
injured.
Animals
dog
bites
vicious
dog
issues
and
then
helping
the
police
on
fire
again.
If
something
comes
up
in
in
those
hours
late
hours,
the
animal
shelter
is
also
available
to
take
animals
from
residents
during
natural
disasters.
So
when
we
had
the
fires
in
the
hill,
we
were
able
to
take
in
some
animals
and
help
people
as
well.
J
Okay,
so
on
this
slide,
you
see
our
newest
animal
control
officer,
Eric
Lozano.
He
was
hired
in
December
of
2022
and
this
additional
position
is
actually
being
funded
for
the
first
three
years
through
a
California
Department
of
Justice
Grant,
which
Parks
and
Recreation
received
in
November
of
2021..
J
The
nice
thing
about
having
our
new
ACO
work
and
evening
shift
a
later
shift
is
that
he'll
also
be
able
to
respond
to
calls
in
the
evenings
which
will
provide
will
allow
us
to
not
have
to
call
out
on
ACO
just
to
handle
calls
after
five
between
five
and
eleven
we're
thinking.
So
that
will
be
helpful
as
well.
J
Okay
on
this
slide
on
the
right
side,
you
see
most
of
the
staff
members
of
the
animal
shelter
and
as
part
of
the
transition
we
were
able
to
upgrade
two
positions.
We
were
able
to
upgrade
our
part-time
admin
analyst
position
to
full
time,
and
we
were
also
able
to
revise
one
position,
which
was
a
police
technician
title
and
moved
it
to
a
senior
clerk
position.
J
We
were
able
to
combine
the
two
part-time
veterinarian
positions
to
one
position
and
we
added
an
intermediate
clerk,
which
was
super
helpful.
We
also
added
a
part-time
veterinary
technician,
which
we
are
in
the
process
of
recruiting
for
so
we're
hoping
that
position
will
also
be
able
to
help
us
with
the
vaccine
clinics,
and
we
would
like
to
offer
them
on
the
weekends,
if
possible,
and
also
with
a
spay
neuter
voucher
program
that
we
are
looking
to
create
here
sometime
this
year.
J
On
this
slide,
you'll
see
two
of
our
Animal
Control,
Officers
and
they're
here
to
model
our
new
polos.
The
transition
obviously
called
for
new
uniforms
for
the
Animal
Control
Officers,
and
so
they
display
the
department
brand.
Yet
they
still,
we
feel
they
still
look
professional
and
yet
approachable
and
also
comfortable.
That
was
very
important
for
us,
so
we
feel
that
we
accomplished
all
that
in
these
designs,
and
another
thing
I
wanted
to
mention
is
that
the
Animal
Control
Officers
will
be
utilizing
soon.
J
Hopefully,
body
worn
cameras,
they
will
be
getting
rid
of
their
Pumas,
which
is
audio
an
audio
recorder,
so
they
will
be
hopefully
in
the
next
month
or
so
be
able
to
start
using
their
body,
worn
cameras.
J
Now,
on
this
slide
here
you
see
our
new
designs
on
our
V
on
the
shelter
vehicles,
so
these
designs
designs,
as
you
can
see,
and
if
you
haven't,
had
a
chance
to
see
them
in
person,
please
stop
by
and
take
a
look
at
the
Vans,
but
they
are
very
eye-catching,
as
you
can
see
very
modern
and
they
promote
on
the
sides
of
the
vehicle's
animal
services
and
instead
of
animal
control,
which,
which
is
what
we
used
to
have
in
the
past.
J
J
J
On
this
slide
here,
you
see
our
four
beautiful
new
pet
themed
murals
that
were
painted
on
the
side
of
the
animal
shelter
wall
near
our
dog
kennels,
and
these
were
painted
by
the
animation
Guild,
and
this
was
done
in
partnership
with
the
Burbank
Cultural
Arts
Commission,
and
this
was
done
to
celebrate
the
animation
guilds
70th
Anniversary.
So
they
donated
their
time
to
paint
these
beautiful
murals.
And
if
you
have
a
chance
to
come
by
and
see
them
I
highly
recommend
it.
You
walk
by
them
and
instantly.
J
And
there
are
two
Capital
Improvement
projects
scheduled
to
be
completed
at
the
animal
shelter
here
on
this
slide,
you'll
see
where
the
first
one
will
go,
and
that
will
be
shade
sales
that
will
be
placed
on
our
kennel
building
to
cover
our
kennel
cleaning
area
and
also
shade
will
also
be
put
over.
The
dog
kennels
on
the
outside
runs
to
give
them
more
shade
whenever
they
wish
so
they'll
be
able
to
either
lay
in
shade
or
get
some
sun.
J
The
second
capital
Improvement
project
is
our
kennel
flooring,
so
this
is
the
inside
of
our
kennel
shown
here
and
what
we'll
be
doing
here
is
we
will
be
getting
a
commercial
epoxy
flooring
inside
the
kennel,
which
will
provide
a
clean
floor
that
will
cover
the
holes
that
allow
water
to
sit
in
the
kennel
and
that's
just
a
kind
of
a
breeding
ground
right
for
disease.
When
you
let
things
like
that,
sit.
So
we're
really
looking
forward
to
getting
that
done,
and
it
will
also
bring
some
color
into
the
kennel.
J
J
The
other
thing
that
we're
doing
to
the
kennel
is
we
have
a.
We
have
changed
one
kennel
door,
so
this
door
on
the
left
is
the
new
kennel
door
that
we're
utilizing.
It
is
a
tempered
glass
door
on
the
right.
What
you
see
the
that's
the
standard
door
that
we
have
on
all
the
dog
kennels,
so
this
door,
we're
hoping
works
out
and
are,
if
it
does,
we
would
like
to
replace
all
the
kennel
doors
to
give
it
a
more
modern
feel
and
just
a
less
jail-like
feel.
J
J
We
had
to
completely
do
our
website,
which
is
pictured
there
on
the
left,
and
we
just
get
a
lot
of
exposure
under
Parks
and
Recreation
they're,
constantly
pushing
out
our
social
media
and
sharing
our
posts,
so
it
we
have
learned
so
much
from
them
and
they
are
just
so
supportive
and
actually,
while
I'm
here
I
will
just
give
a
shout
out
to
Tony
Rodriguez,
who
is
awesome
and
just
helps
us
constantly,
never
says
no
or
I'm
busy.
So
thank
you.
Tony
I.
B
Have
a
quick
question
since
we're
marketing
yeah
is
that
is
that
okay,
so
we've
got
a
tour
of
the
animal
shelter
during
our
Park
tour
a
few
months
ago,
which
was
great
because
it
was
eye-opening,
I
mean
and
I
think
part
of
it
for
me:
I'm,
not
a
pet
owner,
so
I'm
not
fully
engaged
in
like
the
animal
world.
I
guess
I
can
help
you
with
that
yeah
I'm
sure
you
can
but
I
think
me.
B
I
was
thinking
animal
shelter
and
when
I
think
of
that
I
was
just
think
a
place
where
animals
are
housed,
I,
think
of
a
building.
But
when
I
got
there,
I
realized
just
how
much
you
guys
actually
do,
as
evidenced
by
your
presentation
with
the
amount
of
services
you
provide
so
I
guess
my
question
is
I:
have
a
marketing
background.
So
that's
what
I'm!
Thinking
of
this
is.
Your
bands
are
promoting
themselves
as
animal
services,
but
the
department
or
I
guess
not
the
department.
Whatever
you
want
to
call.
B
It
is
animal
shelter
and
so
I
think
of
shelter
as
like
the
physical
building.
But
is
there
a
way
to
like
make
it
Burbank
animal
services
and
shelter
that
way
you
kind
of
have
like
a
more
well-rounded
I
guess
vernacular
representation
of
what
it
actually
is,
because
when
I
think
of
Burbank
animal
shelter
I
just
think
of
that,
oh
it's
just
a
place
where
there's
animals
I
have
no
need
for
I,
don't
know
where.
B
But
if
his
Services
I
feel
like
all
these
other
things,
and
especially
with
the
marketing
tools,
you
guys
have
at
your
disposal,
it's
a
little
bit
more
representative
of
all
the
things
you
do
like
I
didn't
even
know
you
guys
do
like
all
the
animal
registrations
and
I
wouldn't
have
thought
of
that.
Maybe
someone
who's
a
real
into
pets
may
might
know
that.
B
J
We
had
that
just
yeah,
we
weren't
sure
which
way
to
go.
We
used
to
have
like
I
mentioned
before
animal
control
on
the
Vans,
and
so
we
thought
well,
that's
not
really
what
what
we're
doing
anymore
either.
So
we
thought
that
animal
services
was
a
better
kind
of
catch-all
right
for
everything
that
we
do.
J
Not
only
do
we
do
only
enforcement
that
I
mentioned,
but
we
also
have
a
full
service,
shelter
right,
like
I
discussed,
so
we
felt
that
animal
services
would
kind
of
better
capture
that,
but,
like
I
said
we
and
in
fact
the
next
slide
I'm
going
to
talk
about
the
life-saving
efforts
that
that
we
have-
and
we
certainly
do-
promote
adoptions
constantly.
J
So
I
hope
that
on
that
slide,
the
information
that
I
present
will
make.
You
feel
better
about
that
decision
to
have
animal
services
and
just
know
that
that
we're
constantly
promoting
our
animals
on
social
media,
our
volunteers,
are
pushing
them
out,
like
I
said
the
Parks
and
Recreation
is
pushing
them
out
for
us
as
well.
J
F
You
so
much
Brenda
and
excellent
question
secretary
Mr
alien.
That
is
something
that
we'll
absolutely
take
into
into
consideration
and
as
Ms
Castaneda
has
mentioned,
it's
it's
only
been
six
or
eight
months
since
the
transition
and
I
absolutely
foresee
us
continuing
to
make
some
changes
and
have
this
program
evolve.
Animal
Services
is
some
cities,
do
their
animal
control
or
animal
shelter.
B
F
No
excellent
comment
and
there
aren't
any
further
questions.
J
J
Okay,
so
then
let
me
go
to
the
next
slide
here.
So
as
I
mentioned,
so
our
our
life-saving
efforts,
so
we
over
the
last
five
years
have
maintained
an
average
of
90
percent
life-saving
rate,
which
is
which
is
an
excellent
rate
so
to
to
maintain
our
rates
such
as
that
there
are
several
things
that
we
do
so
we,
as
I
mentioned,
we
have
several
adoption
promotions
throughout
the
year.
J
So
we
attend
various
community
events
to
promote
the
animals
that
we
have
available
for
adoption
and
under
Parks
and
Recreation.
We
are
now
luckily
able
to
attend
even
more
events
than
we
did
in
the
past,
which
gets
us
more
exposure
and
we
are
able
to
keep
our
animals
longer
by
placing
them
into
foster
care
when
needed.
J
We
have
an
excellent
veterinarian
and
veterinary
technician
that
take
very
good
care
of
the
animals
and
any
issues
that
they
may
have.
They
are
taken
care
of
by
our
medical
staff,
because
too
many
issues
for
an
animal
could
mean
that
they
may
not
be
able
to
be
adopted
out
or
aren't
adopted
out
as
quickly.
So
it's
very
important
that
that
we
handle
as
much
of
that
as
we
possibly
can.
J
The
medical
staff
also
handles
not
only
routine
veterinary
care,
but
they
they
handle
things
like
upper
respiratory
infections.
They
do
dental
extractions,
they'll
handle
ringworm
dogs
that
have
cherry
eye.
That
surgery
may
be
done.
You
know,
we've
done
amputations
before
it.
It
yeah
like
I
mentioned
before
you
know
the
list
really
does
go
on,
because
if,
if
you
can
get
it
done,
we'll
find
a
way
to
get
the
the
help
that's
needed
for
the
animal.
J
J
He
played
in
the
dogs
playing
for
Life
program,
which
I
will
discuss
a
little
further
in
the
presentation
and
he
also
benefited
from
Medical
Care.
He
had
some
allergy
situation
going
on
so
on
the
right
photo
at
the
top
right.
There
you
see
Bowie,
finally,
getting
adopted
going
into
his
new
home
and
so
happy
he's
even
licking
his
owner
in
the
face.
J
So
we
we
love
to
to
share
that
story
about
Bowie
and
that's
just
one
story,
but
he
this
is
a
great
picture
of
him
and
we
use
them
in
a
lot
of
our
marketing
material.
J
And
then
our
statistics
are
listed
there
for
you
as
well
for
for
last
year.
So
we
had
1196
cats
and
dogs
that
were
received.
We
adopted
out
737
of
those
and
241
of
those
were
returned
to
the
owner.
J
Now,
on
those
things
that
I
mentioned
as
far
as
Medical
Care
and
the
Specialized
Care,
that
we're
able
to
give
to
our
animals
are
really
attributed
to
our
volunteers
of
the
Burbank
animal
shelter.
So
we
are
extremely
fortunate
to
have
their
their
support
and
they
fundraise
for
the
animal,
shelter
and
they're
able
to
fund
several
of
these
specialized
surgeries
and
Specialized
Care
that
the
animals
need.
J
J
They
also
serve
as
foster
parents
for
our
animals,
so
they
will
serve
as
kitten
foster.
Parents,
puppy
foster
parents
and
they
also
Foster
adult
dogs
and
adult
cats
for
us.
So
this
becomes
very
important,
especially
when
we
get
full
and
we
need
to
move
some
animals
out
of
the
shelters
that
we
have
enough
room.
It's
important
for
the
animals,
because
it
gives
them
a
way
to
get
out
of
the
shelter
sometimes
mentally
they
can't
tolerate.
J
Being
in
the
in
that
environment,
so
it
gives
them
some
good
time
away
from
the
shelter
and
gives
them
you
know
what
they
need
to
I'll
say
stay
sane.
You
know
if
you
will,
if
especially
with
a
dog-like
Bowie
who
had
been
there
for
so
long.
You
can
understand
that
he
would
need
some
some
time
away,
so
the
volunteers
also
heavily
promote
our
animals
through
social
media.
J
They
also
pay
for
training
packages
for
our
harder
to
place
dogs
which
encourages
them
to
be
adopted,
because
sometimes
when
you
see
that
a
dog
is
a
bit
unruly,
you
may
be
turned
off
by
that
and
they
provide
something
that
would
be
helpful
to
the
the
new
owner
to
you
know:
give
that
dog
a
try
and-
and
they
take
the
take
the
risk
and
say
sure,
because
I'm
getting
this
training
package
I
can
go
ahead
and
move
forward
so
that
that's
something
that's
super
beneficial
for
us
as
well.
J
J
They
also
manage
the
barn
cap
program
for
the
animal
shelter
which
places
feral
and
semi-feral
cats
into
Barn
homes.
So
if
we
didn't
have
a
program
like
that,
unfortunately,
cats
like
that
are
not
easily
adopted
out,
so
they
would
have
to
be
euthanized
if
we
did
not
have
such
a
program
and
I'll
also
mention
that,
previously
to
having
a
foster
program,
any
neonatal
kittens
that
were
brought
to
the
shelter
without
having
anyone
to
take
care
of
them.
You
know
those
were
also
euthanized,
so
this
program
was
extremely
life-saving
for
the
shelter.
J
The
volunteers
also
run
a
hiking
program
to
take
our
dogs
hiking
at
Wildwood
and,
as
previously
mentioned,
but
certainly
worth
saying
again
because
of
the
support
of
the
volunteers
of
the
Burbank
animal
shelter.
The
shelter
has
saved
thousands
of
lives
and
we
are
deeply
embedded
in
the
community
because
of
their
their
support.
J
Another
thing
that
the
volunteers
have
done
for
the
animal
shelters:
they
they
did
fundraise
to
purchase
a
digital
x-ray
machine
and
a
blood
work
machine
for
the
shelter.
So
their
fundraising
efforts
allow
them
to
maintain
this
equipment.
For
us
and
prior
to
having
this
equipment,
we
used
to
have
to
take
the
animals
out
to
be
x-rayed,
which
is
obviously
costly,
and
it
just
delays
being
able
to
diagnose
what's
wrong
with
them.
So
this
is
invaluable
to
us
and
they
were
able
to
provide
this
to
us.
J
So
on
this
slide,
I'm
going
to
show
you
a
video
of
the
dogs
playing
for
Life
program,
which
is
a
new
program
that
we
implemented
in
May
of
2021,
and
it
came
about
because
during
covid
we
weren't
really
receiving
a
lot
of
volunteers
coming
into
the
shelter
at
some
point.
They
couldn't
even
come
in,
but
we
still
needed
to
socialize.
Our
dogs,
as
you
can
imagine
you
know,
with
having
40
to
50
dogs
in
a
kennel
to
take
them
out
individually.
Is
time
consuming.
J
J
So
the
dogs
are
physically
and
mentally
stimulated
and
they
learn
how
to
prop
properly
play
with
other
dogs
and
younger
dogs,
learn
social
norms
from
the
adult
dogs
when
they're
corrected,
so
our
staff
gets
to
see
how
they
behave,
how
they
interact
with
other
dogs
and
that
information
is
passed
along
to
potential
adopters.
So
this
program
has
really
helped
our
adoptions
and
that
we
used
to
because
we
weren't
aware
of
how
the
dogs
were
with
other
dogs,
we
would
say
must
be
only
dog
if
we
thought
that
they
maybe
wouldn't
do
well.
J
J
So
here
you'll
see
some
projects
on
the
right
hand,
side
that
were
completed
by
Eagle
Scouts.
We
have
an
outdoor
roaming
cat
room
on
the
top
right
in
the
middle
we
have
a
nice
shelving
system
that
was
created
actually
by
a
Girl
Scout
Troop.
They
built
that
for
us
for
a
gold
star
award
and
then
our
fencing
at
the
turtle
pond
on
the
bottom
photo
was
replaced
by
an
eagle
scout
troop
as
well.
J
J
So
the
shelter
also
accepts
monetary
donations,
which
can
be
made
online.
We
have
an
Amazon
wish
list
as
well
for
supplies
that
are
needed
at
the
shelter
and
each
year
we
also
apply
for
several
grants.
We
recently
received
a
ten
thousand
dollar
grant
for
spaying
and
spay
and
neuter
Voucher
Program,
which
I
mentioned
earlier,
and
then
a
five
thousand
dollar
Grant
from
marketing.
So
we
are
looking
to
increase
our
adoptions
with
that
funding.
J
A
J
Laughs,
yes,
so
our
goal
is
to
create
a
commercial
with
this
jingle
I
would
love
to
get
your
help
to
put
it
out.
There.
I
I
will
volunteer
to
to
play
in
this
commercial
as
the
resident
musician.
Thank.
J
B
J
We
do
not
do
any
type
of
capturing
of
coyotes,
like
the
we
will
put
out
Humane
box
traps
for
them
in
problem
areas
like
if
somebody
calls
us
and
says
I
keep
seeing
a
coyote
coming
out
of
a
vacant
home.
We
will
set
up
a
Humane
box
trap
there,
but
I
will
say
this
that
it
they're
very
smart
and
it's
very
difficult
to
catch
them.
I'm,
not
saying
that
we
haven't
caught
them
in
the
past,
but
it's
very
difficult,
but
other
than
that.
That's
essentially
what
we
do
for
controlling.
D
And
and
I'm
not
advocating
that
we
capture
them
the
reason
I
ask
the
questions,
because
I've
had
two
or
three
people
say
to
me.
You
know
there
seem
to
be
so
many
more
coyotes
than
there
were
before
and
they're
concerned,
because
they
have
at
times
seen
them
or
seen
that
there
have
been
packs
and
frankly,
I
walk
my
little
dog
by
Bryce
Canyon
Park
every
night
and
sometimes
I'll
carry
a
golf
club
with.
D
J
So,
as
I
mentioned,
I
mean
it's
very
limited
and
and
they're
difficult,
but
are
we
paying
someone
to
trap
them
with
some
other
type
of
more
aggressive
method?
J
No,
at
this
point,
we're
not
we're
we're
educating
the
public
on
what
they
can
do
to
deter
them
from
coming
on
their
property
to
protect
themselves,
like
you
said
when,
when
you're
walking
and
just
to
be
more
more
Vigilant
because,
like
you
said
they're
here,
right
and
I'll,
tell
you,
though,
like
we
have
this
discussion
a
lot
with
with
the
our
co-workers
and
we
hear
more,
we
may
have
heard
some.
J
You
know
coyote
bite
stories
right
in
the
news,
but
we
hear
more
about
people
getting
like
mauled
by
their
own
dogs.
Then
you
do
like
a
coyote
right.
J
So
I,
don't
you
know,
I,
don't
know
what
what
the
answer
is
for
some
of
these
people,
but
like
we
cannot
do
spinning
and
neutering
of
coyotes
like
I've.
Had
that
question
before,
like,
can
you
do
some
kind
of
birth
control
for
them?
J
J
G
B
Well,
thank
you
appreciate
all
this
great
information
and
very
educational,
and
hopefully
every
resident
gets
a
chance
to
visit
the
shelter.
Please.
B
Thank
you
all
right.
That
concludes
our
new
business.
So
now
we'll
move
on
to
the
consent
calendar.
All
matters
listed
under
the
consent.
Calendar
are
considered
routine
by
Department
staff
and
maybe
enacted
on
by
the
board
by
one
motion.
There'll
be
no
separate
discussion
of
these
items
unless,
before
the
board
votes
on
the
motion
to
approve
the
recommendations,
board,
members,
staff
or
public
request,
specific
items
be
removed
from
the
consent
calendar
for
separate
action,
remove
consent
items
will
be
discussed
separately.
B
B
No
okay!
Okay!
Well
with
that,
we
will
conclude
tonight's
meeting
and
we'll
reconvene
on
April
19
2023
back
here
in
the
council
chambers,
with
that.
This
meeting
is
adjourned.
