crime
event.

some
great
ice
cream
took
my
daughter
and

cousin,

day,
but
the
ice
cream
was
amazing.

Well,
second,
on
October
15th
Sunday
October
15th
at
Burbank
High,
the
Kiwanis
Club
will
be
hosting
a
Bike
Rodeo.
This
is
something
that
we're
actually
a
an
outside
organization
is
going
to
come
in
put
it
on
I've,
been
working
with
Captain
Cornelius
and
we're
gonna
they're
going
to
actually
facilitate
it.
We
would
kind
of
host
it
meaning
those
of
us
here
in
the
Quantus
club.

We
will
also
be
supplying
bicycle
safety
equipment
for
children,
we're
going
to
try
and
get
some
from
Costco
we're
also
their
service
through
the
California
Nevada
Hawaii
foundation
for
children's
protection
of
youth
protection.
We're
going
to
try
and
get
some
so
the
children
will
all
leave
with
a
an
enhanced
sense
of
safety
on
on
a
bicycle.

This
morning,
I
did
a
ride
on
with
Sergeant
Canalis
of
the
traffic
and
to
see
the
for
school
safety
subcommittees.
A
couple
of
things
that
have
been
were
brought
up
from
both
School
parents
and
things.
Schools
have
not
regained
valet
parking
that
they
did
prior
to
covet
and
to
make
the
situation
a
little
worse.
More
than
half
of
our
principles
have
been
replaced
since
covet.

So
some
of
the
principals
weren't,
even
here
when
there
was
a
valet
parking
system
in
place
just
driving
around
today,
with
little
to
no
effort,
we
could
see
the
double
parking.
We
could
see
fuel
parked
in
red
all
the
things
that
I'm
sure
the
police
spend
the
first
two
weeks
of
school.
Accentuating
that
that's
not
going
to
happen.
We
talked
about
Alternatives,
even
like
possibly
valet
parking
in
the
olive
Park
parking
lots
across
street
from
Disney,
so
that
it's
off
the
street
but
I
think
it's
something.

On
it
yeah
report,
okay.
Additionally,
he
pointed
out
the
difficulties
with
the
new
law
on
jaywalking,
one
of
the
pieces
of
paper
he
gave
me
said
that
in
2022
was
a
all-time
high
for
pedestrian
deaths
in
the
city
of
Los
Angeles,
and
the
contributes
it
to
that
law
and
almost
on
cue
driving
down
the
street.
A
woman
stepped
in
front
of
a
well-marked
police
car
didn't
even
notice.
It
dropped
something
and
bent
over,
and
only
when
the
car
was
almost
hovering
over
her.
She
looked
up
and
realized.

So
it's
an
issue
and
it's
not
just
the
children,
it's
not
just
the
parents,
it's
it
seems
to
be
a
universal
problem
that
our
traffic
division
is
dealing
with
and
last,
but
not
we
had
a
wonderful
evening
on
National
Night,
Out,
Captain
Cornelius
did
a
wonderful
job
of
speaking
with
people
and,
in
my
opinion,
establishing
trust,
and
in
one
case
after
a
few
minutes,
the
gentleman
came
up
with
the
idea
has
had
a
special
needs
son
and
he
asked
us
for
help
with
and
Miss
what
was
with
us
was
asked
us
for
help
with
how
we
could
possibly
identify
special
needs.

program

was

well
attended.

got
to
travel
to
different
block
parties
in

community,
which

fantastic
way
for
people
to
meet
each
other
and
as
well
as

night
for
the
Department
people
to
communicate
and
listen
to
what
people
have
to
say
about
what's
going
on
in
their
community
and
how
they
feel
about
their
City
and
and
specifically
the
police
department.
It's
just
a
wonderful
evening.

worked
very
well

city,
I
watch
a
number
of
videos
on
YouTube
and
some
sometimes
they're,
police,
videos
and
I,
see
a
number
of
policemen
are
involved
and
they're
investigating
something
and
they
mute
their
body
cameras,
and
it
doesn't
sit
well
with
me
that
police
officers
have
the
ability
to
mute
the
body
cameras
while
they're
actively
investigating
some
something.
That's
official
business
I'm,
not
interested
in
hearing.

It
suggests
they're
hiding
something,
and
you
know
what
really
should
be
done
is
they
should
not
have
the
ability
to
mute
and,
if
you're
concerned
about
it,
you
can
redact
it
later.
If,
if
there's
something
and
I
know
that
the
police
department
has
unions
and
mous
and
all
kinds
of
things,
but
it
transparency
is
Paramount.
Okay,
so
I'll
leave
that
now
I've
been
the
victim
of
crimes.

friend

business
owner

he's
gotten
checks,
non-sufficient
funds,
small
amounts,
maybe
fifty
dollars.
Sixty
dollars
he's
gone
to
the
police.
You
know
who
who's
doing
it.
The
police
won't
help
you.
They
say
it's
a
civil
matter
so
and
there's
a
difference
between
stop
payment
and
non-sufficient
funds.
I
understand
the
difference
now,
if
I
go
over
a
few
seconds
here,

with

won't
help,

you

One

Commission
meeting
on
e-bikes
wow.
That
was
absolutely
fantastic.
Thank

very

Commissioners
that
asked
for
that.
I
think
that
that
was
very
insightful.

Nine
out
first
time
took
my
father-in-law
Chuck
and
my
wife,
and
it
was
wonderful
to
see
the
majority
of
the
Commissioners
there.
So
thank

very
much

the
police
department
for
putting
on
a
wonderfully
successful
event

I
applaud
them
for
all
that
they
did.
The
other
part
of
this
of
my
comment
to
the
commission
is
the
freedom
to
walk
act.

I,
remember
listening
to
and
seeing
the
presentation
by
and
I
do
apologize
and
forget
the
person
who
did
it
and
but
I
do
remember
that
police
chief
Albanese
did
say
that
this
act
will
result
in
more
deaths
and
I.
I
do
recall
that
this
is
the
most
deadly
year
so
far
for
pedestrian
deaths
in
the
city
of
Los
Angeles.

If
the
commission
can
do
something,
I
would
ask
this
that
you
make
a
recommendation
to
council
to
do
something.
Do
a

to
the
assembly
person.

know
it
was
assembly,
member
ting,
but
you
can
do
an
assembly
member

Advocate
as
a
commission
to
the
council

say
this
is
not
beneficial
to
the
community

Burbank

Would
ask
you

take
that
initiative

follow
through
on
that

very
well

the
community

Burbank.

My
name
is
Steve
Mayer
I'm,
here
to
speak
about
an
85
year
old
man
who
has
been
a
42-year
resident
of
Burbank.
His
name
is
Mike
Bishop.
A
year
ago,
February
Mike
lost
his
wife
and
life
partner.
Dusty
brandell
Dusty
was
a
beloved
figure
in
Burbank
who
was
inducted
in
the
Nascar
Hall
of
Fame
in
May.
Mike
was
hospitalized,
followed
by
an
extended
stint
in
rehab,
where
he
remains
temporarily.
D
Imagine
Mike's
surprise.
When,
on
July
6th
he
learned
that
the
realtor
for
the
owner
had
changed
the
locks
of
his
Pass
Avenue
house,
claiming
abandonment
in
your
hands
as
an
information
bulletin
issued
last
year
by
Rob
anata,
the
California
attorney
general.
Please
permit
me
to
summarize
and
read
excerpts
to
all
police
Chiefs
in
California
sheriffs,
Law,
Enforcement,
Officers,
sometimes
called
to
disputes.
Warlocks
are
changed.
To
quote
these
are
so-called
self-help
evictions
that
are
not
merely
civil
matters.
They
violate
California
criminal
and
civil
laws.
D
A
tenant
can
only
be
removed
after
there
has
been
a
court
judgment
and
a
written
position
has
been
issued.
The
removal
can
only
be
done
by
a
County
Sheriff
anyone
who
is
trying
to
evict
a
tenant
through
self-help
eviction.
To
quote
this
is
not
only
a
civil
matter,
but
a
criminal
matter,
so
law
enforcement
should
intervene
to
enforce
law
the
and
stop
self-help
evictions.

The
bulletin
describes
the
violations
of
various
penal
codes
that
are
misdemeanors
that
occur
through
self-help
evictions.
It
also
cites
a
civil
code
that
prohibits
the
landlord
from
moving
attendance
belongings
into
the
yard
or
Street.
Yet
that
is
what
they
did
to
Mike's
Walker,
placing
it
by
the
trash
cans.
They
did
this
to
an
85
year
old,
fully
disabled
veteran
last
month,
I
provided
the
same
information
bulletin
to
the
city
council.
I
was
surprised
that
the
police
department
apparently
did
not
take
any
action
to
protect
Mike.
D
This
is
the
perfect
case
to
send
a
very
public
message
to
all
landlords
that
locking
out
a
resident
in
Burbank
is
wrong.
On
page
two
of
the
third
bullet
point,
it
clearly
directs
police
officers
to
quote
instruct
them
the
landlords
to
allow
the
victims
back
into
their
homes.
Instead,
through
his
forced
evictions,
Mike
lost
belongings
in
the
thousands
being
on
fixed
income.
Retaining
a
private
attorney
is
not
possible,
and
non-profit
legal
firms
are
only
taking
one
in
10
cases,
but
legal
nonprofits
do
not
handle
lockouts.

One
of
my
concluding
remarks
was
to
the
council
as
to
Mike.
He
needs
help
now,
whether
it
be
from
the
city
attorney
or
the
police
chief
clearly
misdemeanors
have
occurred.
So
the
ending
question,
in
light
of
all
the
proceeding,
did
the
police
department
take
any
actions
to
prevent
any
prevent
any
legal
lockout,
and
if
not,
why
not?

not
going

let
that

the

commission
meeting
we
learned
about
the
different
labels
and
stickers
and
things
that
are
supposed
to
be
on
there
to
tell
you
the
capabilities
of
your
bike.

went
home
and
looked
at
mine,
and
none
of
them
were
there
and
I
went
back
to
the
manufacturer's
page
and
I
couldn't
find
any
of
that
information.
So
it's
still
the
book
of
The
Wild,
Wild
West
and
thank

say,

our

really
happy

is
that
we

currently
working

have
a
couple

subcommittees

hoc
subcommittees

currently
actively
working,

the
purpose
of
those
subcommittees
is
to
be
able
to
take
a
deeper
dive
into
some
of
these
issues.

small
group

point

the

agendizing
bringing
that
back

we
may

necessarily
be
able

address
something
immediately
because
it
needs
to
be

concern

the

about
the
Department's
transition
to
encrypted
radio.
Transmissions

able
to
get
some
information

the
department

kremens.

effectiveness

a
moving
Trend
happening,

encrypt
coding
right
now,
part

the
issue,

that
there
is
criminals,
are
using
radio
frequencies
and

radio
broadcasts
to
be
able
to
kind
of
know
where
to
go?

signals

critical

piece
for
Public
Safety,

recent
years,
the
City
of
Burbank
has
seen
an
increase
in
catalytic
converter
thefts.
This
is
not
just
a
local
issue.
It's
increasing,
regionally
and
nationally.
According
to
the
U.S
Department
of
Justice
1600
catalytic
inverters
are
stolen
per
month
in
the
state
of
California
accounting
for
nearly
40
percent
of
catalytic
converter,
thefts
Nationwide
back
in
2019
68
catalytic
converters
were
reported,
stolen
year-to-date,
the
cities
seen
235
stolen.

That's
not
always
possible
for
everybody,
but
if
you
have
the
option
to
park
in
the
driveway
or
in
a
position
where
there's
not
much
space
on
either
side
of
your
car,
they
need
a
little
bit
of
space
to
get
in
there
and
usually
put
in
a
jack
floor,
jack
or
a
car
jack
to
get
under
the
car.
So
if
there's
not
enough
space
there
or
the
ground
is
soft,
it
makes
it
a
little
bit
more
difficult
for
folks
to
steal
your
catalytic
converter,
the
Toyota
Tacoma.

The
Etch
A
Catch
program,
if
you're
familiar
the
department,
has
put
out
several
bulletins
on
this
topic.
I
believe
you
all
have
probably
seen
them.
One
of
the
bulletins
that
you
may
have
seen
is
the
Etch
A
Catch
project,
where
several
mechanic
or
muffler
shops
have
partnered
with
us
and
for
free.
If
you
take
your
truck
or
car
to
the
mechanic
shop,
they
will
Etch
A
identifiable
number
on
their
either
your
license
plate
or
a
driver's
license
number
some
sort
of
number.

That
is
visible
on
the
converter,
that
if
we
come
into
contact
with
that
converter,
we
have
an
Avenue
for
which
to
contact
the
rifle
owner
of
the
catalytic
converter,
which
I'll
talk
about
here
in
a
minute
and
then
the
see
something
reports.
Something
I
can't
tell
you
how
many
times
we've
taken
a
report
and
we
go
talk
to
either
the
victim
or
a
neighbor
or
family
member,
and
they
say
you
know
what
it's
real
funny
at
three
o'clock
in
the
morning.

I
heard
some
really
really
loud
grinding
noises,
but
I
didn't
call
the
police,
police
and
sure
enough,
you
know,
is
their
neighbor
getting
victimized
or
even
themselves.
Getting
victimized
so
if
you
hear
some
loud
noises
at
three
in
the
morning,
because
what
these
folks
are
doing
is
literally
using
a
reciprocating
saw
or
Sawzall
to
cut
off
the
metal
in
two
locations
on
your
vehicle
and
it's
making
quite
a
bit
of
Racket.
O
So
if
you
hear
something
like
that,
we
encourage
folks
to
give
us
a
call,
the
police
department's
absolutely
going
to
respond
to
that,
and
one
of
the
ways
we
catch
folks
in
the
ACT
is
obviously
for
somebody
calling
us
when
they
are
in
the
act
of
doing
the
the
crime
investigative
challenges,
so
I
oversee,
as
you
know,
the
investigations
division.
We
get
a
lot
of
these
reports,
as
you
saw.
The
numbers

more

it's
not
just
one
person
or
two
people.
You

you
typically
have
a
driver
and
then
a
suspect
gets
out.
He
does
his
deed
and
gets
back
in
the
car.
What
we've
noticed
is
there's
multiple
Vehicles
involved.
They
will
work
together.

They
have
radios,
as
you
heard,
about
the
radio
channel
we've
caught
them
listening
to
our
radio
channel.
So
they
know
that
whether
we
are
coming
or
how
we
were
responding
tactically,
so
it
becomes
very
challenging
they
will
oftentimes
block
streets
and
it
becomes
difficult
for
police
cars
to
get
in.

Geographically
we're
challenged
not
only
in
this
crime
but
in
all
crimes,
we're
so
close
to
the
five
freeway
that
if
a
crime
is
committed,
you
saw
one
of
the
heat
Maps
where
the
crimes
are
committed
near
the
freeway
folks
are
jumping
on
the
freeway
right
after
the
crime
has
taken
place.
So
it
makes
it
difficult
to
to
catch
these
folks.

Also,
the
Etch
A
Catch
program,
like
I,
mentioned,
without
any
sort
of
identifying
marks
on
the
catalytic
converters.
We
catch
people
that
have
these
converters
in
their
possession,
but
we
cannot
Trace
them
back
to
an
actual
victim.
The
City
attorney
and
the
district
attorney
generally
are
not
going
to
file
cases
against
individuals
that
are
in
possession
of
these
devices.

If
we
do
not
have
identifiable
victim
that
will
come
to
court
and
testify
that
that
converter
belongs

them,
and
this
person
didn't
have
a
lawful
possession
of
my
catalytic
converter
and
finally,
quite
frankly,
when
we

catch
people,

victim.

consequences
to
being
caught
and
convicted

playing
out
to
being

possession
are
essentially
next
to
next
to
zero.

jail
time
behind

getting

being
released

on

citation

by
the
judge,
and
