Description
Burbank Police Commission Meeting - April 20, 2022
A
C
C
C
They
are,
we've
tested
it.
Okay,
you
may
proceed
chair.
B
Issues
with
some
verizon
customers,
if
you
have
an
issue,
please
either
try
an
alternate
phone.
B
All
right,
we
have
a
a
committee,
that's
working
on
self-evaluation.
B
And
I
believe,
is
there
anybody
here?
That's.
B
On
that,
commission,
I
guess
not
so
we'll
have
to
move
on,
and
then
we
also
have
the.
F
G
You
so
I
just
wanted
to
make
sure
that
folks
know
about
a
really
great
program
offered
by.
G
And
you
know,
the
purpose
of
the
program
is
to
etch
a
kind
of
unique
number
onto
the.
G
To
be
stolen,
and
so
you
know
I
took
advantage
of
the
program
last
time
it
was
available.
G
A
less
appealing,
easy
option
for
theft,
and
so
I
just
want
to
make
sure
people
know
about
that.
G
There
are
a
couple,
you
know,
auto
shops
that
are
kind
of
partnered
with
the
department
that
will.
G
Sure
that
folks
from
the
department
could
share
more
information
about
that.
G
And
then
also
just
a
note
that
we're
still
awaiting
the
traffic
safety
data,
so
no.
G
B
I
believe,
that's,
I
believe,
that's
everything
we
have
there
now
on
to
oral
communications.
B
B
All
right
that
makes
the
commission
response
to
public
comments
very
short.
D
For
the
march
16th
minutes.
B
Do
we
have
a
everybody
got
a
copy,
and
we
have
anybody
would
like
to
motion
for
an
approval.
G
I'll,
second,
that
and
commissioner
frozen
seconded
all
those
in
favor,
say
aye.
B
Aye
aye,
mr
chair,
I
do
want
to
remind
you
because
we're
doing
the
meeting
on
zoom.
B
Go
down
the
list
here,
commissioner:
faroozin,
do
you
approve
the
minutes
for
the
last
meeting?
Yes,.
B
H
H
H
A
bit
of
experience
in
the
area
of
what's
really
important
is
the
rules
surrounding
drone.
H
H
H
H
E
High
up
in
the
in
the
burbank
mountains,
both
of
which
are
very
inaccessible,
which
required.
E
Incident
that
was
in
the
in
the
video
that
was
shown
was
at
a
time
when
our
airship
was.
E
Unavailable
and
some
of
our
local
airships
were
also
unavailable
to
respond,
so
we
were
able.
E
To
use
our
drone,
we
were
able
to
fly
it
for
a
good
period
of
time
until
we
were
able
to
locate.
E
One
of
these
lost
hikers
that
was
up
on
the
hill.
Some
of
the
advantages
that
you
could
see.
E
That's
pretty
much
it
for
at
least
those
two
incidents
kind
of
just
showing
the.
E
H
Aerial
vehicle
also
synonymous
with
drone.
All
those
things
are
synonymous,
so
you
may
hear.
H
The
terms
used
to
have
a
drone
or
a
suas
there's
no
pilot
inside
the
vehicle.
Obviously,.
H
Complete
an
exam
that
is
made
by
the
faa
under
part,
107
of
the
federal
aviation
regulations.
E
E
H
Hundreds
of
images
of
a
scene
and
measure
them
precisely
down
to
you
know
fractions
of
an
inch.
H
Crime
scene,
documentation
very
similar
to
the
traffic
scene,
documentation
the
missing
persons.
H
What
is
going
on
with
the
fire
from
altitude?
We
can
do
that
much
more.
H
H
H
On
and
this
next
photo,
this
is
the
drone
night
sun,
not
from
our
helicopter,
from
about
75
feet.
H
Above
the
terrain
there,
this
night
sun
will
shone
that
light
on
there.
That
really
helps
with.
H
H
In
this
example,
we
had
a
call
of
an
armed
man
in
the
verdigo
mountains
and
we
used
the
drone.
H
So
either
the
officers
on
scene
or
the
sergeant
or
the
watch
commander
will.
H
That
was
our
entire
cost
for
the
last
fiscal
year.
It's
extremely
quiet.
H
Ceilings
our
helicopter
is
very
limited
if
the
cloud
deck
comes
below
a
certain
altitude.
H
H
With
the
drone,
so
every
23
minutes
that
thing
needs
to
come
back.
We
need
to
replace
the
battery.
H
H
H
H
The
burbank
airport
creates
a
lot
of
challenges
for
obvious
reasons.
It's
close
to
the
airport.
H
Here
in
burbank,
almost
every
deployment
we
have
has
some
sort
of
connection
to
the
burbank.
H
H
H
And
new
technology
is
addressing
some
of
this
adsb,
which
is
essentially
the
radar.
H
Satellite
based
radar
pretty
soon
the
drones
are
gonna,
be
required
to
have
that
which
will.
H
H
That
needed
a
bottle
of
water.
We
theoretically
here
coming
up
pretty
soon
in
the
next
year
or
so.
H
If
we
purchase
another,
the
bigger
drone
we'll
be
able
to
put
a
water
bottle
onto
the
drone.
H
Line
of
sight
requirement
potentially
may
change.
So
that's
my
presentation.
B
B
E
Out
they're,
no
bigger
than
your
laptop,
so
pretty
small,
excellent,
excellent.
The
you
have
special.
E
They
are
under
certain
circumstances
there
they
have
to
deal
with
the
same
exact
rules
that
we.
E
Have
to
deal
with
at
least
being
in
compliance
with
the
faa,
so
they
would
need
to
get
approval.
E
E
B
The
things
that
made
me
think
is
when
we
have
a
an
emergency
fire
or
something
on
the
hillside.
E
Authorized
in
the
area-
and
there
is
federal
or
laws
through
the
faa
that
do
prohibit
that.
H
Helicopters,
water
dropping
or
surveying
you're
going
to
have
a
flight
restriction.
B
Is
the
is
the
video
that
is
taken
categorized
the
same
way
as
a
body
cam
where
it's
it's.
H
Exactly
the
same
fashion
as
all
the
other
video
or
photographic
evidence,
we
have
all
right
and
so.
B
That
could
be
possibly
available
through
freedom
of
information.
At
some
point,
it's
available.
H
Just
like
any
the
rules
of
any
other
evidence
that
we
we
collect-
okay,
great
great,
thank
you.
B
Commissioner
ellman,
thank
you,
commissioner.
Chapman
kind
of
question
about
kind
of
the.
F
Logistics,
it
seemed
to
me
with
the
videos
of
flying
in
the
hills
that
you
have
to
maintain.
F
H
H
Drone
is
deployed
at
you
know
one
of
the
mesas,
for
instance
up
there,
where.
H
F
B
G
G
You
said
that
was
stood
first
certificate
of
authorization,
and
so
I'm
just
wondering.
H
H
What
burbank
is
in
it's
the
second
highest
surface
area
protected
in
the
fa
system
for
airspace.
H
H
Us
the
approval
or
don't
if
they
decide
that
it's
not
a
necessary
use
and
is
that
you.
G
H
Surface
area
so
airspace,
for
example,
that
would
be
more
protected
or
have
more
requirements,
would.
H
Be
like
lax
or
san
francisco,
you
know
those
are
bigger
airports,
much
bigger
space
around
the.
H
Airport
much
higher
is
protected
by
the
faa,
doesn't
allow
other
things
to
get
in
the
way.
G
And
my
thank
you
that's
helpful
and
then
for
my
second
question,
I'm
wondering
you
mentioned
one.
G
Of
the
use
cases
was
around
large
assemblies
of
people,
and
I
think
the
christmas
tree
was
one
of.
G
Lighting,
maybe
it
was
one
of
the
examples
and
I
I
missed
the
other
example,
but
I'm
just
wondering.
G
G
Large
assemblies
happening,
you
know
every
week
in
burbank,
and
so
I
was
just
wondering
what's.
G
H
H
Threats
potential
threats
and
if
it
would
be
a
useful
tool
for
us
to
monitor,
what's
going
on.
H
H
H
For
the
tree
lighting
ceremony,
we
generally
flew
the
drone
over
the
buildings
over
our
building.
F
I
I
Making
this
presentation
really
interesting
to
learn
about
this
program
and
very
interesting.
I
Super
interesting,
I
know
that
in
your
presentation
you
also
mentioned
that
right.
I
Now
it's
it's
not,
you
know
a
replacement
for
helicopters
per
se,
but
it
does
seem
like.
I
There
are
potential,
you
know,
broader
use
cases
for
drones
in
the
future,
given
improvements
in
the.
I
I
You,
how
do
you
kind
of
see,
drones
and
their
use
growing
or
evolving
within
bpd's
usage
of
them.
H
The
burbank
airport,
so
we
can't
just
launch
on
a
whim
because
we
think
it's
a
necessity.
H
Upon
us,
the
closer
we
get
to
the
airport
by
blocks
literally,
you
know
one
block
could
make.
H
H
H
I
I
The
past
few
years
that
you
can
share
in
terms
of
improving
the
drone
program
and
how
you
deploy.
I
The
drone
sure
at
this
point
the
technology
is
continuing
to
improve
every
you
know
just
like
any.
H
H
H
H
H
Higher
flying
lower
flying
this
way
or
that
way
or
our
communication
with
the
ground
units
is
a.
H
I
Great,
thank
you
excellent.
Oh
commissioner
ellman
you
have
one
more
question.
F
Yes,
thank
you
very
impressed
with
the
program
and
thank
you
for
making
the
presentation.
H
At
on
4th
of
july,
the
issue
is
they're
going
up
everywhere.
So
it's
not
that
we
don't
know
that
the.
H
But
it's
a
matter
of
finding
and
getting
to
the
people
that
are
shooting
them
off
before
the.
G
Video
that
you
shared
the
hiker,
it
said
that
the
hiker
was
experiencing
a
mental
health
issue.
G
G
It
was,
but
I
was
just
wondering
you
know
if
you're
aware
that
that's
the
situation
versus
the.
G
Other
haiku,
who
maybe
was
just
physically
injured,
you
know
how
does
that
impact
the
operation.
G
Are
there
special
considerations
to
not
further,
you
know,
endanger
that
person
or,
or
you
know,.
E
B
B
All
right
we're
going
to
move
on
here.
B
With
regard
to
the
commission
duties
as
outlined
in
the
city
charter,
I
believe
mr
ellman
had.
F
Charter
review
committee
has
been
created
if
you
read
the
charter.
F
B
Commission
commissioner
frozen
yeah,
you
know
I
I
looked
again
at
the
the
five.
There
are
five.
G
Broad
enough,
you
know
that
they
do
cover
the
initiatives.
I
think
that
we.
G
G
Maybe
lacking
their
other
than
there
are
some
police
missions
in
larger
cities
right
that
have.
G
Subpoena
power
or
are
involved
in
disciplinary
processes
and
things
like
that,
but
I
don't.
G
Think
that
that's
necessarily
you
know
what
that
there's
a
you
know,
groundswell
of.
G
Support
for
that
here
in
burbank
and
I'm
not
hearing
a
a
lot
of
support
for
that.
G
F
As
a
commission,
we
feel
whatever
abilities
and
rules
we
operate
in
are
just
fine
with
us.
F
Or
we
feel
there
should
be
a
change
or,
but
I
just
think
feedback
is
good
for
any
committee.
B
Charter
member
to
attend
one
of
our
meetings,
miss
o
would
that
be
a
problem.
B
That
would
like
to
be
raised
at
the
am
I
if
I'm
correct
at
the
charter
committee,
for.
B
Our
police
commission,
but
mr
elleman,
you
seem
to
think
that
there
is
something
there.
You
know.
F
B
Commissioner
lou,
do
you
have
any
comments?
Yeah,
I
think,
broadly,
I
I
agree
with
commissioner.
I
I
don't
have
any
concerns
with
that
in
terms
of
acting
on
these,
these
five
points
potentially.
I
I
You
know
incorporating
the
commission,
then
the
commissioners
more
into
that
into
that
process,
but.
I
Take
this
language
and
build
in
more
kind
of
concrete
steps
to
accomplish
them.
B
Commissioner
frozen
did
you
have
a
comment
there?
Okay,
I
I.
B
I
don't
think
anybody
here
has
attended
nicole,
yet
or
perhaps
commissioner
elleman.
B
Compared
to
burbank
is
much
more
significant
as
far
as
authority.
B
To
investigate
issues
and
to
present
their
conclusions,
burbank's.
B
Reviewing
maybe
a
couple
of
local
police
commissions
and
see
where
we.
D
D
And
in
many
cases
it's
been
how
you
use
them.
Some
commissions
have
been
more
effective.
D
D
D
B
Off
our
agenda
for
this
evening-
and
it
mentions
that
there's
discussion
and
then
potential.
B
D
D
B
Do
we
have
a
timeline
of
where
the
charter
committee
is.
F
F
D
And
liaison
you
know,
or
specifically
to
our
council
liaison
about
what
your
ideas
are.
If
you.
D
D
Language
and
think
that
it's
sufficient,
letting
them
know
that
as
well,
one
doesn't
preclude.
D
B
Commissioner
frozen
yes,
this
is
a
question
for
you,
chair
chapman,
I'm
just
wondering.
G
Since
you
mentioned
specifically
the
changes
for
the
pasadena
police
commission,
I
was.
G
Just
wondering
is
there
anything
that
you
saw
there,
that
you
felt
would
would
be
appropriate
or.
B
From
miss,
oh,
is,
that
is
something
is
maybe
something
that
we
might
be
able
to
table.
D
Can
bring
it
up
there
if
you
want
to
bring
back
this
item
at
a
future
meeting
either
the
next.
D
D
D
D
D
D
Need
to
look
at
the
whole
picture
is
my
point,
but
for
today's
purposes,
if
you
are
done
discussing.
B
I
I
think
you
make
some
excellent
points
there.
As
far
as
the
differences
in
the.
B
Makeup
of
their
structure
as
as
well
as
their
purpose
in
other
communities.
B
B
Years
well,
mr
allman,
you
can
confirm
that
it's
something
that
we
would
be
looking
at
for
future.
B
G
Five
responsibilities
or
powers
laid
out
in
the
charter,
then
there
is
also
information.
G
We
are
not
this
isn't
the
moment
to
discuss
the
pieces
that
are
in
the
municipal
code,
but.
G
And
you
know,
obviously
the
charter
commission
may
not
need
the
feedback
around
the
municipal
code.
G
B
I'm
looking
at
to
see
if
there's
any
other
comments
coming
here.
B
Going
back
miss,
oh
yes
or
no
do
we
need
to
have
a
vote?
If
we
decide
a
table?
No,
you
don't
need
to.
D
D
D
D
Comment
all
right.
Well,
I
think
I
think
tonight
that
we
were
looking
at
specifically
with
the.
B
G
It
to
another
date,
and
I'm
just
wondering
if
we
want
to
expand
when,
when
we
reagenize
this
item,.
G
G
G
G
Who
you
know
apply
for
the
commission
things
like
that,
so
to
me
those
two
pieces,
you
know.
G
I
think
they
fit
together,
so
it's
kind
of
maybe
I
apologize
for
not
reading
this
earlier.
G
Mostly,
my
question
is,
if
you
know
wondering
how
you
all
feel
about
that
about
expanding.
G
The
discussion
to
include
both
those
pieces
and
then
to
you,
know
and
then
two
my
suggestion.
B
Commissioner
liu,
I
just
want
to
clarify,
is
it
that
we
want
to
introduce?
I
guess
I'm
not
hearing.
G
You
know
correct
me:
if
I'm
wrong,
we
will
have
to
propose
a
new
agenda
item
for
next
month
or.
G
Around
this
discussion
again
at
the
end
of
this
meeting,
can
we
say
a
discussion
and
potential.
G
B
Then
we
will
go
ahead
and
do
that
table
the
discussion
until
our
next
meeting.
B
Good
with
you,
sharing
yeah,
okay.
B
B
J
J
J
J
Plan
moving
forward
into
the
coming
months
for
the
next
90
days,
past
may
3rd
and
after
that
we'll.
B
Make
sure
the
the
city
council
has
already
instituted
this
correct?
Did
they
go
to
an
hour.
B
J
That
you
have
the
right
depending
if
we
had
some
major
nationwide
incident.
We
had
a
large
agenda.
J
J
Commission
that
night,
okay,
excellent,
is
there
any
questions
or
comments
by
our
commissioners.
K
What's
going
on
and
provide
some
other
commentary,
I've
appointed
captain.
K
Coming
back
to
chambers
and
what
what
that
looks
like.
So
in
the
event
that
there
is.
K
And
this
actually
impacts
of
ford
boards
that
meet
in
the
chambers.
Then
it
is
televised.
K
K
K
In
the
seat
per
the
brown
act
and
miss
o,
if
we
misspeak
please
correct
us,
okay,
thank
you.
J
J
J
J
D
C
Thank
you
chief,
so
the
the
city
staff
coupled
with
the
city
council,.
K
So
that
the
public
is
able
to
participate
in
council
and
commission
sessions,
so
there
is
a
lot.
K
B
Was
this
a
this
process,
something
that
we
needed
to
take
a
vote
on?
No,
we
just
this
is.
K
What
the
city
manager
has
urged
us
to
do
by
way
of
city,
council,
okay,
okay,
okay,
sorry
and
just.
K
A
report
I
just
thank
rose
and
lisaco.
They
did
a
a
a
great
job
as
far
as
some
reporting.
K
K
K
K
For
kind
of
transparency
and
early
warning
you're
looking
at
either
july,
12th,
19th
or
26th.
K
Some
other
notable
events
that
are
on
the
horizon
april
27th.
We
are
going
to
have
a.
K
K
K
K
All
of
the
fire
department
has
the
rigs
and
activities
police
has
all
their
vehicles.
I
think.
K
Going
to
be
on
may
17th
when
we
have
muffins
with
met
so
instead
of
coffee
with
a
cop.
K
K
Be
at
the
miracle
bakery
which
is
at
15
29,
north
san
fernando
and
lastly-
and
this
is
some
good.
K
Community
academy,
so
that's
going
to
be
june,
2nd,
is
when
the
is
that
the
application
process.
K
B
F
K
K
Were
able
to
complete
the
race
and
finished
in
the
top
ten
and
again
very
proud
of
them,
but
it.
B
Do
we
have
we
have
our
list
of
pending
items
for
future
agenda
items.
K
K
K
You
want
to,
but
to
to
optimize
on
what
you
want
to
do,
I'm
just
throwing
it
out
there
and
miso.
K
May
want
to
weigh
in
excellent
all
right.
Isn't
everybody
in
agreement
for
our
next
meeting
that.
G
Chief,
the
the
chief
suggested
that,
because
of
the
items
and
the
probable
time,
involvement.
B
For
next
meeting,
we
have
the
tabled
discussion
that
we
had.
We've
got
a
discussion
on
the.
B
Meh
presentation
we've
got
the
self-evaluation
coming
up
in
may
and
nicole,
nicole,
nicole.
Yes,.
B
Review
business
cards
and
what
I
would
like
to
do
with
that
item
agendized
item
is
to
agenda.
B
B
B
Does
anybody
else
have
any
other
suggestions
for
future
agenda
items
commissioner
frozen.
D
The
discussion
is
enough:
I
clearly
understand
what
you
want
so
we'll
agendize
it
accordingly.
