this
morning

delegation

Raleigh

federal
delegation

gone

information
was
spot-on

everyone
had
a
hand.
It
prepared
it
a
special
thanks
again
to
those
that
were
involved.

We
are
federal
lobbyists,
political
governments,

special

special
districts
and
the
public
clients
navigate
the
federal
government,
whether
it
be
taking
advantage
of
opportunities
that
may
occur
at
the
federal
level
as
well.
As
you
know,
helping
you
protect
against
any
fellows
or
any
threats
that
a
a
legislative
effort
or
regulatory
effort
to.

on
you
as
a
local
community,
so
what
we
do
is
we
speak
with
your
staff
and
talk
about
what
the
projects
are,
that
they
working
on
and
figure
out
where
we
can
find
a
federal
Nexus,
where
we
could
find

opportunity

the
federal
government
to
help
you
move
those
projects
forward.

housing
has
been
identified.

priority
you

are
a
block
grant
recipient
of
the
CVG
and
home
funds,
and
you
know
to
ask:
is
we
need
to
make
sure
that
we
have?
You
know
at
least
even
if
not
increased,
funding
for
those
important
programs.
We've.

Various
great
opportunities
on
how
to
fund
programs
around
the
sheltered
populations,
as
well
as
dealing
with
Mental
Health
and
emergency
housing.

Under
water
and
wastewater
I'm
sure
many
of
you
have
heard
of
the
issue
with
these
emerging
contaminants
called
pfas
in
in
drinking
watering.
The
concern
and.

Delegation
really
understand
the
impact
it
isn't,
having
only
locally
transportation,
working
with
your
NPO
on
the
linked
transit
system
under
Information
Technology,
making
sure
that
we
have
adequate
broadband
service
in
all
areas
of
Burlington
and

We
also
very
closely
follow
any
policy
relative
to
robbing
employment,
so
I
want
to
make
sure
that
you
are
understanding
what
funding
opportunities
are,
as
well
as
the
policy
issues
which
may
impact
on
you
located
working
with
Parks
and
Rec
on
the
city,
Citywide
Greenway,
as
well
as
identifying
funding
for
the
Western
Recreation
Center,
the
police
department,
one
of
the
priorities
and
I'll
talk
about
this
in
a
little
bit
also
with
the
greenway,
is
for
to
upgrade
the
CAD
RMS
system
and
finding
funding
opportunities
to
help
to
phrase
some
of
those
local
costs.

know
the
chief
is
going
to
talk
to
you
all
about
the
fire
department's
assistant,
firefighter
Grant
application
for
SCPA,
fcbas
or
equipment
to
help
the
the
firefighters
breathe
carrying
the
event
of
an
emergency.
So
we're
here
to
support
that
effort
as
well
as
we
possibly
can.

You
know
there
are
limited
opportunities
to
fund
large
infrastructure
projects,
so
we
want
to
make
sure
that
we
continue
to
support
the
preservation
of
tax
exempt
municipal
bonds
and
the
reinstatement
of
Advance
refunding,
which
essentially
means
if
you,
if
you
have
a
mortgage
and
you're
locked
in
at
a
certain
grade.

Refinance
your
mortgage
when
you
have
a
taxes
and
Municipal.

And
you
there
is
a
lower
rate
now
after
the
2017
tax
law,
if
you,
if
you
actually
refinance
a
taxes
at
Municipal
bond
for
a
lower
rate,
included
the
taxes
on
status
of
that
on.
So
we
want
to
reinstate
Advanced
refunding,
which
allows
you
to
to
refinance
one
time
during
the
life
of
the
loan
and
then,
of
course,
monitoring
any
other
policy
changes,
Federal
agency
rules
and
regulations
that
may
impact
the
city
and
help
you
weigh
in
on
those
changes
with
not
just
the
federal
agencies,
but
with
your
delegation.

So
you
know
if
they
don't
hear
from
you
on
how
a
certain
issue
impacts
you.
They
won't
know
how
to
help
you
respond.
So
one
of
the
again
thinking
about
funding
public
communities
as
as
Rachel
mentioned
earmarks,
are
back.
They
revive
the
process
of
earmarking
and
fiscal
year
2022,
so
we've
gone
through
two
cycles
so
far,
and
we
I
think
are
very
well
positioned
with
some
great
potential
projects
to
and
get
funding
through
the
appropriation
process.

Mentioned
so,
for
example,
there
is
a
a
program
called
the
pop
law
enforcement
Technology
Program
under
the
Commerce
Justice
science
Appropriations
Bill,
and
that
funds
projects,
like
the
upgrade
to
your
CAD
RMS
system.
One
thing
to
to
note,
however,
it
is
even
though
this
is
sort
of
a
it's,
a
it's,
a
it's
a
multi-jurisdictional
and
multi-agency
project,
but
the
cops
law
enforcement
Technology
Program
would
only
pay
for
the
police
portion
of
that
project.

Just
so
you're
aware,
and
then
of
course,
one
of
the
the
priorities
that
have
also
been
identified
is
the
Springwood
Davidson
green
way,
and
the
transportation
and
Appropriations
bill
is
a
perfect
fit
under
there's
a
program.

Transportation
priorities
and
that
would
be
a
very
good
fit
under
the
transportation,
Appropriations
Bill
and
then
there
are
also
some
downtown
streetscape
improvements
that
have
been
identified
as
a
potential
priority,
and
we
have
two
opportunities:
two
different
programs
for
which
we
could
get
earmarked
funds
what's
great
about
these
projects,
and
that
might
not
be
the
final
list.
That
is,
you
know,
you're
pulling
from
multiple
districts,
so
you've
got
congresswoman
fushi
who
it
will
be
participating
in
the
inter
marketing
process
and
congresswoman
Manning,
who
also
participates
in
the
intermarking
process.

So
there
are
some
of
these
projects
touch
both
or
one
or
the
other,
so
we're
sort
of
spreading
it
out
there.
Senator
Tillis
also
does
participate
in
the
Appropriations
process.
I
am
I'm,
pretty
certain
that
Senator
revived
will
not,
and
as
a
member
of
the
House
of
Representatives
and
your
member,
he
didn't
put
forth
any
projects
through
for
earmarks
and
actually
introduced
to
build
a
permanently
fan.

This
is
it's
a
process
that
will
we
do
not
have
clear
guidance
yet
on
how
this
process
is
going
to
work
for
fiscal
year,
2024
and
22,
each
House
member
could
submit
10
requests
and
23
it
was
15..
We
don't
know
what
it's
going
to
be
in
24..
There
were
no
such
restrictions
in
the
Senate.

Typically,
the
each
office
sends
out
information
that
they
want
to
gather.
So
we
put
those
forms
together,
working
with
your
staff,
making
sure
everything
is
easily
transmittable
from
the
the
your
member's
office
to
the
appropriate
subcommittee.
So.

the
beginning
of
March,
or
at
least
as
soon
as
we
hear
from
the
the
house
incident
Appropriations
committees
what
their
process
is
going
to
be

assume.
A
lot
of
the
questions
that
were
asked
on

forums

be
the
same
this
year.
So
Rachel
has
that
information,
and
we
can
certainly
start
Gathering
that
once
you
identify
the
Project's
final
products
that
you
want
to
pursue,

think
there's
some
great
stuff
on

think
we're

great
year
of
promoting
Burlington's
priorities
at
the
federal
level.
I
understand,
congresswoman
Sushi
will
be
there
for
a
tour
on
February
21st,
which
is
fantastic.

relationships,
like
you
all,
have
with
the
rest
of
your
delegation
so
this
morning,

I
think
that's

we
follow

delegation,
for
example

emerging
contaminants
and
the
pfos
issue.
They
will
have
already
known
that
that

priority

was
included

your
federal
agenda.

Appropriations
requests
to

or

pass

2020,
we
quoted
these
items
and
they
came
back
about
595
000,
we've
reported
them
again:
January
2022
and
it's
near
a
million
dollars,
959
000
man

same
number
of
air
packs.
This
is
a
90
coverage
rank
request
and
the
city
will
be
required
to
call
share
10
of.

it
cost
me
a
hundred
thousand
dollars.

is
due
by
February
the
10th
and
we
will
have
notification
of
this
grant
by
April,
30th
or
thereafter.
My
ask
today
is
to
be
added
to
the
percentage
in
it
tomorrow

proceed
forward
with
the
submission
of
this
grant.

was

additional
work

on

asking
to

this

request

a
property
owner.
The
address

this

for
a
commercial
connection

server
commercial
use

accordance

the
utility
connection
request

These
requests
for
for
commercial
connections
have
to
be
considered
by
city
council.

That's
not
recommending
this
connection
and
I'll
explain
why
this
property
is
located
outside
of
the
city's
corporate
limits
and
outside
of
the
etj.
So
there
are
no
zoning
controls
or
development
regulations
associated
with
this
property.
The
area
is
adjacent
to
residential
uses
and,
as
you
are
aware,
the
city
is
only
approved.
Connections
for
residential
or
duplexes
along
this
line.
You've
seen
requests
in
this
area
before
annexation
is
not
an
option
here,
because
the
property
is
located
closer
to
Elon
and
and
this
connection.

want

provide
an
update
to
for
you
regarding
our
fiber
connection
between
Greensboro
and
Burlington.

This
is
the
pathway
that
still
is
going
to
be
the
same
pathway
between
us
and
Them
and
them,
and
the
difference
of
what's
changed.
Now
is
they're
asking
us
we're
going
to
go
ahead
and
enter
into
a
30-year
agreement,
lease
versus
owning
the
fiber
pathway.
The
benefits
for
this
is
that
we
will,
while
we
will
not
own
the
pathway,
it
is
a
30-year
lease
and
we
have
no
responsibility
as
far
as
repair
or
maintenance
on
that
fibrally
and
the
big
one
is
which
is
cost.

It's
going
to
be
I'll
show
you
on
a
slide
coming
forward,
but
also
I
wanted
to
show
you
real,
quick
on
the
pathway.
This
is
a
breakout
of
how
the
along
the
splice
point
or
on
the
halfway
we'll
put
in
splice
points
and
at
each
of
these
locations,
you'll
have
the
ability
of
other
municipalities
for
being
able
to
splice
in,
for
example,
Sedalia
wizard
fire
stations.

What
have
you
that's
an
opportunity
for
us
to
still
lease
this
fiber
out
to
these
municipalities
as
well,
but
the
primary
focus,
or
the
reason
why
we
initially
were
doing
this-
was
for
the
Emergency,
Services,
backup
and
Disaster
Recovery.
That's
still
going
to
be
the
main
focus
for
this
connection.

Last
year
we
gave
this
number.
This
would
be
the
cost
to
actually
have
the
fully
loan
Pathway
to
include
the
equipment
to
install
it
on
both
ends
with
the
lease
option.
It's
gone
down
that
hundred
fifty
thousand
dollars,
and
as
I
mentioned,
we
won't
have
any
costs
for
the
repair
or
maintenance
of
this
connection.

It
also
gives
us
the
ability
for
a
911
backup,
which
we
do
not
have
that
capability
at
this
time
it
provides
a
secondary
path
or
secondary
connection,
which
today
we
have
a
microwave
connection
for
our
radio
communications
with
Guilford
Metro
9-1-1.
This
will
actually
provide
a
more
stable
connection
and
then
the
plan
would
be
to
use
the
microwave
connection
as
the
backup.

go
ahead
to
proceed
with
working
with
staff
on
the
lease
agreement.
We
would
like
to
present
that
to
you
on
March
work
session
and
because

then
also
possibly
a
budget
amendment
as
needed
for
the
build
out

apartment
pathway.

is
some
commentary
more
information,
but
hopefully,

straightforward?
This
goes
back
to
an
item
in
2000,
I,
guess
15.
When
we
was
thinking
and
planning
to
link
transits.
Oh
we're
going
to
be
a
new
option
for
the
community
for
public
transportation
act,
as
we
all
know,
has
been
that
option
for
many
years.
So
staff
did
discuss
this
we're
going
to
have
a
fixed
route
system
in
our
area.
Of
course,
active
was
provided
as
his
own
purpose
to
us.

At
that
time
we
talked
about
matching
folks
that
when
General
Harper's
trips,
these
are
nothing
else,
but
general
purpose
I
want
to
go
to
Walmart
I
want
to
go
to
the
barbershop.
I
want
to
go
shopping.
These
have
nothing.
This
discussion
has
nothing
to
do
with
any
other
trip
or
contracts.
This
is
just
general
purpose.
Inside
of
civil
rights,
the.

At
that
time
was,
it
makes
sense,
and
it's
more
efficient
and
more
more
less
cost
for
a
link
to
provide
those
trips
for
that
person
that
wants
to
go
now.
Yes,
they
would
have
to
walk
to
a
bus,
stop.
It
would
not
be
door-to-door
service
that
never
materialized.
We
didn't
get
heavy
deep
into
that.
At
that
time
we
were
trying
to
get
the
fixed
route
started.
You
know
some
of
you
may
recall
that
was
not
really
a
barrier,
but
we
identified
that
as
being
the
best
way
to
operate
going
forward.

what
comes
back
to
that
over
seven
years
into
Lake
Transit,
with
the
focus
of
being
inside
the
city
limits,
we
will
provide
all
those
general
purpose
trips.
Also,
if
someone
does
have
does
have
a
medical
condition,
we
have
our
Paratransit.
That
is
adorable.
So
if
someone
has
a
medical
certified
condition,
we
will
pick
them
up
door-to-door
inside
the
city
limits
and
take
them
to
wherever
they
need
to
go.
So
we
can
serve
that
trip
as
well.

So,
as
far
as
the
trips
go
inside,
the
city
limits
link
Transit
can
provide
those
I'm
not
saying
that
everyone's
going
to
continue
getting
your
door
service
I'll
be
real
clear
about
that.
It's
a
general
purpose
trip
we're
not
going
to
come
to
either
one
pick
you
up.
We
will
coordinate
with
you
to
get
to
a
bus,
stop
and
take
you
to
wherever
you
can
look
at
it
and
that
fix
right
up
on
six
days
a
week.
You
know
five
went
out
to
the
entire
city,
so
it
opens
up
that
accessory.

we're
asking
tonight
is
that
you
consider
a
resolution
that
actually
gives
consent
to
active
required
to
do
that
in
the
general
statute.
We
didn't
do
that.
We
were
part
of
active
when
it
started
in
2002,
there's
no
real
consent
of
service
or
any
type
of
identification
of
who
does
what
again
there
was
no
other
option
in
the
community.
So
there's
no
discussion
about
that
at
the
time.
So
what
would
again
like
you
to
consider
is
is
allowing
link
to
provide
all
those
trips
inside
the
city.
Limits
acted
to
no
longer
provide
the
general
purpose.

Senior
Transport
would
still
be
yes,
the

contract
that's
in
place,
I
believe
they
have
a
contract
with
ptrc
Piedmont
drivers.

senior!

still

We're

about
general
purpose.
Reservation
call
up
want
to
go
to
you
know
just
keep
playing
Walmart
any
place
like
that
in
general.

any
other
trips

we
keep
that
ptrc
contract

place
for
seniors
and
all
the
other
trips
that
active,
historically
has
provided
book
house.

going
back
10
years
ago,
or
so
I
was
involved

that
board,
actually
chaired
the
group
for
a
couple
of
years:
DSS
trips,
the
elderly,
disabled
trips,
to
anything
that
they
have
with
assisted
living
facilities,
don't
contract
all
that
just
kind
of
stays
the
same
and
as
normal,
but
for
lack
of
a
better
word.

and
to
to
dig
a
Little
Deeper,
you
know
that
that's
the
concept
and
the
the
main
thing
is
the
finances,
the
cost
of
trip,
the
efficiency
of
providing
those
general
purpose
trips,
using
that
graph,
almost
two
to
three
times,
is
what
an
electric
Transit
trip
would
be
for
that
general
purpose.
So
it's
starting
to
heat
away
at
the
ability
funding
public
transportation.

as
you
know,
there's
five
agencies
that
use
that
that
funding
Grant,
that
that
that's
very
important,
but
in
general,
as
you
just
said.
Yes,
it's
something
that's
going
to
happen
in
the
urban
areas.
City
Limits

Burlington
for
just
general
purpose
trips,
my
fitness,
but
in
the
very
beginning
it.

was
realistic
that
you
know
with
the
transit
system
like
we
have.
You
know
people
just
getting
picked
up
at
their
home
unless
they
have
special
needs
and
it
was
always
trying
to
address
the
number
of
bus
stops
that
we
could
walk
to
a
bus
stop
and
make
a
trip
to
wherever
they
may
want
to
get
go
and
get
back
to
and.

so
sure,
if

that's
across
the
country

this
is
nothing.

is
the
way
it

I
think
we

not
trying
to
certainly
cause
anybody
any
hardships

only
way

process
will
work
on
the
financial
side
and

continue

provide
services
throughout
a
consistent
basis.

referencing

about
some
criminal
activity

her
concern

community
was

dumping

over
in

had

officers

liberals

experience
with
about

more
immediately

to
wait
for
that
curve
to
catch

with

onboarding
and
hiring
is
well
on
their
way
