From YouTube: Burlington City Council Special Meeting June 19, 2022
Description
Due to technical issues, this recording is audio only.
A
B
Good
evening,
everyone
this
time
I'll
call
the
special
meeting
of
the
burlington
city
council
to
order
called
and
properly
noticed
pursuant
to
burlington
city
code,
section
2-18
a
for
the
purpose
of
considering
the
appointments
to
the
2022
advisory
boards
and
commissions.
This
time
we'll
call
on
our
city
clerk,
beverly
smith,
the
code
of.
C
B
A
motion,
and
a
second
all
in
favor
signify
by
any
opposed
our
next
name
is
unfinished
business.
City
council
will
consider
reappointments
of
the
2022
advisory
boards
and
commissions
at
this
time,
we'll
recognize
our
public
information
specialist,
john
vernon,
to
assist
and
help
us
work
through
this
process.
John.
Thank
you
mayor.
D
We
are
here
to
do
the
annual
appointments
to
the
city's
advisory
boards
commissions.
We've
had
a
lot
of
wonderful
applications
and
I
hope
that
I've,
given
you
everything
you
can
to
make
your
appointments.
I'm
here
to
help.
However,
I
can.
B
So
everyone
should
have
an
updated
copy
and
then
we
had
we
had.
Applicants
come
in
throughout
the
last
couple
of
weeks.
Three
weeks
and
john
had
forwarded
those
to
us
and
then
we
got
an
updated
list.
I'm
assuming
everybody
received
that
list.
So
if
it
would
be
all
right
with
council,
we'll
just
go
through
john's
list.
Is
that
good
with
everyone,
since
we
really
have
no
no
protocol
for
in
what
particular
order
so.
B
B
Just
the
one:
okay,
all
right,
that
was
a
clarification
point.
I
wanted
to
be
sure
that
I
had
so
that
helps
us,
maybe
with
moving
some
folks
around.
So
the
one
reappointment
request
was
from
lisa
kirkpatrick,
and
that
would
be
the
only
one.
F
I
I
think,
I'd
like
to
make
a
motion
that
we
reinformed
that
mr
patrick.
B
G
B
Next
one
is
a
community
police
advisory
team.
Our
cpat
has
eight
vacancies,
so
there's
quite
a
bit
there
and
I
think
that's
largely
from
the
way
we
staggered
everything
when
we
launched
the
committee
is
that
right,
john
and.
H
That's
nevaeh
white.
H
G
B
A
So,
mr
mayor,
if
we
do
the
reappointment
to
ms
watlington
that
gives
us
three
of
the
eight
is
that
correct.
H
B
E
B
Would
be
nevada,
white,
michael
trollinger
and
rose
white
linton's
that
beat
three
is?
Did
I
miss
one?
Oh,
that.
B
E
G
I
But
the
charter
indicates
that
it
doesn't
have
to
it's.
I
think
it
was
15
to
20..
So
just
so
you
know
the
charter
doesn't
indicate
that
every
spot
has
to
be
filled.
F
I
I
D
F
D
E
I
I
think
I
was
getting
a
question
and
I
talked
to
john
briefly
about
it
and
I
had
a
thought
about
it.
In
other
words,
you
know
it
would,
while
it
would
be
preferred
to
fill
these
different
categories,
but
in
the
event
that
we
do
not
receive
applications
that
we'll
just
pull
from
the
pool
that
we
have.
You
know
to
complete.
You
know
the
cpap
board.
You
know
I
mean
really
if
we
can't
find
somebody-
and
somebody
applies
for
it
and
they're
really
interested.
I
think
it'd
be
good
to
consider
them.
E
So
I
don't
know
that
we
may
at
some
point
we
may
want
to
change
the
charter
to
say
that,
but
you
know,
but
you
raise
a
good
point.
Harold
is
that
you
know
do
we
have
to
have
to
are
we
bound
by
these
categories
and
I
think
we
need
to
build
in
a
little
flexibility
in
that
charter,
just
to
say
in
the
event
that
applications
are
not
received,
the
city
council,
you
know,
can
consider
those
that
that
apply.
You
know
to
serve
on
the
cpap,
something
along
those
lines.
E
C
C
Just
share
that
probably
the
last
three
meetings
we've
had
the
company's
really
taken
alternate
policy
review.
They
had.
They
were
working
on
some
projects
that
weren't
coming
to
fruition
and
at
my
request,
and
that
particular
request,
we
really
have
just
started
feeding
them
policies
as
we
write
them
and
get
their
feedback,
and
that
seems
to
be
going
very
well.
D
You've
got
six
you're
appointed
and
there
are
three
remaining
seats
I
mean
I
can't
remember.
Are
we
looking
for
a
fake
person.
I
I
Point
where,
when
you
look,
you
know,
when
you
look
to
fill
the
the
seats
and
you've
got
interested
parties
and
you're
struggling
to
find
that
specific
criteria,
it
does
become
a
challenge.
I
know
you
guys
are
doing
it
too
or
you're
reaching
out
to
specific
populations,
and
we
are
too
and
we're
choosing
advertising
based
on
the
needs
that
we
need
and
it
still
can
be
challenging.
B
B
B
Do
we
have
on
all
this
dude
we've
got
white
as
the
youth
representative,
michael
trollinger,
rose,
wadlington,
joshua,
lopez,
dorothea,
rosencrans
and
prudence
lane.
Is
that
right?
That's
what
I
have
okay
at
least
two
spots.
So
if
we
had
candidates
that
met
the
criteria
of
the
charter,
we
could
slide
them
into
those
other
two
spots.
B
B
So
that
takes
care
of
c
packs,
everybody.
B
So
next
is
historic:
preservation.
Commission
we've
got
two
vacancies
there
mike.
B
Mike
would
be,
he
would
probably
I
think
he
would
serve
on
that.
Yes,
yeah,
okay,.
B
D
G
B
Def,
let
the
existing
board
stay
intact
until
the
standards
are
all
done,
because.
G
F
B
Think
that's
the
case.
I
don't
think
we
missed
anything
all
right,
so
we'll
defer
that
one
until
september
after
the
after
the
public
hearing
and
see
where
we
go
with
the
standards
in
general
next
item
is
the
library
committee
there's
one
vacancy
there.
B
B
B
A
With
a
library
yep,
I'm
fine
with
logan
cathy
said
everybody.
B
H
B
Not
very
well
that's
a
fact,
so
that's
the
only
one
in
that
category
is
that
right,
john.
G
B
B
B
B
B
C
B
E
F
You
know
I've
met
him
a
couple
times
he's
young
he's
got
he's
a
professional
person.
Also,
an
entrepreneur
he's,
I
think,
has
interest
in
the
city
may
not
be
what
everybody
agrees
with,
but
I
believe
on
pnz
you
you've
got
to
have
people
who
really
want
to
be
on
it.
That's
a
tough
one.
B
Let's
just
take
a
vote
now
all
right
and
we'll
continue
our
slave,
so
those
that
would
be
in
favor
of
charles
beasley,
as
are
for
the
full
board
richard
parker's
reappointment
in
charles
beasley,
as
the
second
appointment
signified
by
I.
Those
opposed
no
okay
so
guys
have
that.
B
G
F
E
And
he's
our
incoming
chair
he's
chair
our
leg,
so
okay
sounds
good.
B
B
Merida
smith
requested
and
meredith,
I
don't
know,
meredith
well,
she
is
a
neighbor
of
mine.
I
know
she's
asked
she's
wanting
to
get
involved.
She
was
a
applicant
for
she
requested
several
boards.
I
think
she
just
wants
to
get
involved.
I'd
love
to
see
her
included
in
something.
B
And
then
last
is
traffic
commission
there
are
two
vacancies.
There's
no
reappointments
there
is
that
right,
john.
B
I
know
ryan
spattachini's
in
an
application.
I've
had
opportunity
to
work
around
on
several
things
out
at
mcintosh
at
the
lake.
I
know,
nolan's
worked
with
him,
he's
very
involved
out
there.
He
seems
to
be
engaged.
I
know
he
actually
sent
tony
an
email
about
the
ned
at
the
berlin
athletic
stadium.
Yes,
he
did
so.
E
E
G
B
B
B
F
F
I
mean:
is
that
even
a
consideration
here
going
forward,
I
mean
it's,
they
might
know
them
frankly
a
lot
of
times
we.
This
is
all
these
people,
we
don't
know
application,
but
if
they
have
a
if
they
have
a
preference.
I
wonder
if
they'd
be
good,
to
be
able
to
contact
that
department
here
to
make
sure
that's
exactly
what
you
know.
They
know
what
they're
asking
for.
G
B
I'm
looking
for
that
application,
mod.
B
B
G
B
So
if
we
go
down
through
these
abc
board,
the
consensus
was
lisa
kirkpatrick
burlington
housing
authority,
it
was
patrick
mills,
cpat
was
nevada.
White
michael
trollinger
rose,
watlington,
joshua
lopez,
dorothea
rosencrans
and
prudence
lane
historic
preservation,
we're
going
to
postpone
until
the
hpc
standards
public
hearing
a
library
committee
is
the
reappointment
with
logan
savage
dnz
was
by
council
boat,
richard
parker
and
charles
beasley
recreation
and
parks.
John
maynard
james,
reed
and
billy
johnson
tree
and
appearance
liz
whale
and
meredith
smith.
B
Is
that
what
everybody
has
yep?
Okay?
So
that's
the
slate
to
fill
our
boards
and
commissions,
with
the
exception
of
historic
preservation?
Is
there
a
motion
to
accept
that
asleep
motion
to
accept?
Is
there
a
second
second?
I
have
a
motion
and
a
second
all
in
favor
signify
by
I.
I
any
opposed
all
right.
So
that's
our
slave.
Does
that
get
us
all
good
all
right!
So
that's
all
we
have
on
the
agenda
for
for
this
special
meeting.
B
Is
there
a
motion
to
adjourn
so
move
all
in
favor
signify
by
all
right,
we're
jeremy.
