From YouTube: Annual and Regular Board Meeting 01-09-23
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
B
A
Yeah
they've
got
okay.
Can
you
hear
me
now?
Okay,
first
of
all
good
evening,
everybody
and
welcome
to
the
Caldwell
School
Board
School
District
Board
of
Trustees
January
meeting
before
we
start
I
would
like
to
remind
everyone
that
we
conduct
our
meetings
according
to
the
district
values
of
respect,
dignity,
honesty,
responsibility
and
teamwork.
So
first
I
wanted
to
say
that
this
is
a
a
public
meeting.
A
This
is
a
trustee
meeting,
so
we
have
you
know
just
so
much
capacity
we
do
have
available
streaming
and
so
for
those
that
are
outside
they
can
watch
while
we're
streaming.
We
also.
A
That
is,
that
would
be
through
Facebook,
okay
and
then
I
also
wanted
to
state
that
I
see
some
folks
that
have
posters
and
that's
great.
We
appreciate
your
ability
and
your
willingness
for
your
to
exercise
your
freedom
of
speech.
However,
please
do
not
hold
them
up
if
you
wish
to
hold
them
up,
you
may
stand
in
the
back
or
on
the
side.
A
We
just
don't
want
you
to
block
any
of
the
other
patrons
of
you
or
be
able
for
them
to
participate
in
the
meeting
and
then
what
I
also
wanted
to
say
is
in
keeping
with
these
values.
Here
are
the
rules
of
our
board
meetings,
so,
first
out
of
respect
to
all
of
our
patrons
trustees
and
staff,
interruptions
to
our
business
will
not
be
tolerated.
A
A
With
this
being
said,
I
would
like
to
go
ahead
and
do
have
the
Madam
clerk.
Do
a
roll
call.
B
A
And
at
this
time,
I
would
like
to
call
I
would
like
to
have
everyone.
Please
stand
for
the
Pledge
of
Allegiance.
A
All
right,
please
no
disruptions,
please
no
disruptions
and
the
next
item
on
our
agenda.
Madam
clerk.
If
you
could,
please
read
the
meeting
Amanda
meeting
postings
and
yes,
please
Madam.
F
Chair
Christina
and
trustees,
I
request
the
approval
of
the
board
annual
and
regular
board
reading
amended
agenda
posting
for
Monday
January
9th
2023.
The
amended
agenda
was
posted
today,
January
9th
2023
at
3
20
PM.
The
original
agenda
was
posted
on
Friday
January,
7th
2023
at
5
25
PM.
The
agenda
was
posted
at
these
locations,
the
school
district
website
and
the
Caldwell
district
office.
A
Okay,
thank
you
so
I'd
like
to
inform
the
public
that
the
contents
of
the
meeting
or
the
agenda
have
not
changed.
We
have
just
rearranged
a
couple
of
things,
but
the
contents
are
all
there
and
so
at
this
time,
I
would
like
to
ask
for
the
approval
I'd
like
to
ask
for
a
motion
for
the
approval
of
board
meeting
amended
agenda
posting
Madam.
D
A
B
A
Aye
any
opposene
okay
motion
carries
and
then
our
next
item
on
the
agenda
is
our
annual
meeting
and
it's
our
our
abort
reorganization.
So
as
the
acting
chairperson
I
would
like
to
declare
the
present
board
organization.
A
Yes,
thank
you.
Yes,
okay,
so
if
you
could
please
it
would
be
our
annual
approval
of
minutes.
That's
our
action
item.
A
If
you
could
I
would
like
to
ask
for
a
I
would
like
to
ask
for
a
motion
for
the
approval
of
meeting
minutes.
A
And
those
were
the
the
minutes
for
December
12th
2022..
Second,
okay,
we
have
a
second
a
first,
a
motion
in
a
second
I'd
like
to
any
further
discussion
trustees.
B
A
Opposed,
nay,
okay,
approval
of
meeting
minutes
has
passed
all
right.
So
now
we
have
our
annual
meeting,
like
I
said
as
the
acting
chairperson
I
declare
the
present
board
organization
dissolved
and
appoint
superintendent
French,
as
acting
chairperson
to
commence
the
board
reorganization.
Thank.
G
You
evening
we
are
going
to
first
ask
I'll
first:
ask
for
nominations
for
chairperson
of
the
board
I'm
calling
for
nominations
for
chairperson
of
the
board.
C
Superintendent,
franchise
move.
We
have
Maricela
passina
as
chair
of
the
Caldwell
School
Board.
G
B
G
E
Chair
I
nominate
Travis
Manning
as
the
vice
chairman
of
the
Caldwell
School
Board.
A
B
A
Opposed,
nay,
okay,
but
the
vote
carries
and
Travis
Manny
will
be
our
vice
chairperson
for
this
next
coming
year,
and
then
our
I
would
like
to
ask
for
the
next
nomination
would
be
for
treasurer.
So
I
would
like
to
call
for
a
nomination
for
treasurer.
A
Okay
hearing
none
I
would
like
to
close
the
nominations
and
call
for
a
vote.
All
those
in
favor,
please
say:
aye
any
opposed
name.
Okay,
the
new
nominee
for
the
new
treasure
is
trustee,
Manuel,
godina
and
then
I
would
now
like
to
call
for
nominations
for
board
Clerk.
A
Hearing
none
I
would
like
to
ask
for
a
vote
for
board
Clerk.
A
And
I
would
like
to
ask
for
a
vote
all
those
in
favor.
Please
say:
aye
aye.
B
A
A
Okay,
thank
you.
Any
other
nominations.
A
A
Right
so
we
will
have
a
new
substitute
clerk
as
our
board
clerk
is
Cheryl
Sanderson.
Thank
you
and
okay.
So
now,
at
this
time,
I
would
like
to
read
the
regular
board
meeting
schedule
for
the
the
year
2023
up
to
2024..
A
So
just
so
everybody
knows
the
board
has
to
set
a
time
date
and
place
for
the
regularly
scheduled
monthly
meetings,
and
so
this
past
year
the
meeting
has
been
had
been
scheduled
for
the
second
Monday
of
each
month
at
7
pm,
beginning
the
business
meeting
procedures
at
the
Caldwell
district
office,
1502
Fillmore
Street.
If
we
maintain
this
same
schedule,
the
following
dates
will
be
the
same
also,
so
they
would
be
the
second
Monday
of
each
month
at
7,
pm
and
folks.
A
A
This
is
all
we
need
for
any
organization
meeting.
So
after
that,
then
I
am
ready
to
call
this
meeting
to
order,
and
at
this
time
I
would
like
to
ask
for
the
superintendent
report
Dr
French
thank.
G
You,
madam
chair
and
trustees,
just
one
item
to
remind
everyone
of
that.
We
will
be
sending
out
a
survey
to
parents
of
the
Caldwell
School
District
students
regarding
start
times.
We've
talked
about
that
for
a
year
now,
so
we're
we're
just
sending
the
survey
will
go
out
tomorrow
and
so
that
parents
can
give
input
on
the
school
start
times
for
secondary
and
Elementary
students.
A
I
Good
Madam,
chair
and
trustees
today,
I'll
be
speaking
on
like
a
little
Caldwell
High
School
update
from
where
we
left
off
before
a
break.
I
So,
where
we
left
off
was
we
presented
me
and
I'm
part
of
the
student
council
we
presented
on
our
blizzard
week,
so
this
blizzard
week
it
was
a
little
different
than
most
of
them
as
past
few
years
have
been,
but
Within
part
with,
like
the
Caldwell
High
School
and
the
sports
and
Athletics,
we
were
able
to
offer
two
free
games
to
all
of
our
students
for
dressing
up
and
following
our
themes,
we
were
able
to
make
a
little
modification
to
our
Christmas
bowl
and
give
some
do
some
shopping
and
giving
for
families
in
need,
and
then
I'll
talk
about
some
future
plans
that
we
have
coming
up
at
Caldwell,
High,
School.
I
Okay,
so
with
the
free
games,
we
we're
able
to
do
a
home
boys
game
in
a
homes,
girls
game.
I
I
It
was
canceled
due
to
some
like
Caldwell
policies.
We
wanted
to
remain
safe,
the
whole
time
and
it
was
originally
planned
to
be
at
the
Flying
M
down
at
Indian,
Creek
Plaza,
but,
like
student
council,
does
we
already
had
a
backup
plan
in
case
of
this
happening,
so
we
were
able
to
fundraise
at
the
games
and
fundraise
during
lunches
to
still
raise
money
for
those
families
in
need.
We
accepted,
or
thankfully
got
many
donations
by
reaching
out
to
our
community
and
got
many
gifts
to
those
families
in
need
from
the
angel
tree.
I
That
was
in
the
Caldwell
High
School
office
and
families
were
able
to
go
and
pick
up
an
angel
and
bring
the
present
back
with
the
angel
attached
and
give
back
to
our
community.
I
So
the
the
turnout
of
all
of
this
was
that
student
council
alone
raising
from
donations,
brought
in
from
other
students
reaching
out
to
people
in
their
Community,
was
600
and
outside
donations
of
games
and
lunches,
and
all
of
that
was
8,
43
and
then
items
doing
many
items
were
donated
from
the
angel
tree.
We
were
thankful
enough
to
get
a
micron
donation,
so
Micron
donated
many
toys
for
kids,
and
that
was
a
great
thing.
I
A
former
Caldwell
High
School
teacher
adopted
a
whole
family,
so
they
gifted
they
wrapped
and
did
everything
for
that
family.
Some
local
businesses,
which
we'll
name
exactly
for
like
they
want
to
remain
anonymous,
we're
thankful
and
they
donated
some
money
and
some
gifts
and
gift
cards.
So
we
could
give
to
those
families
we
accepted,
or
we
got
a
Food
donation
and
families
were
able
to
pick
up
all
those
donations
and
those
gifts
in
time
for
Christmas
this
year.
I
So
what
we
all
accomplished
was
we
were
able
to
adopt
six
families
this
this
Christmas
and
were
able
to
give
three
families
a
Christmas
dinner.
We
raised
about
1
443
for
gifts
and
essential
needs.
We
received
donations
from
the
angel
tree
and
then
donations
from
businesses
to
give
back.
Many
were
specific
on
where
they
wanted
to
go,
whether
it
was
gift
cards
for
those
families
or
presents
for
the
kids
they
they
knew
where
they
wanted
their
money
to
go.
I
I
But
we
rock
in
rocking
chairs
for
12
to
like
14
hours,
and
we
do
that
same
raising
money
for
our
cause
week,
which
will
be
the
next
week
roughly
February
13th
to
17th,
and
that
is
where
the
Caldwell
High
School
will
pick
five
causes
to
to
help
and
support
and
raise
money
for
each
of
those
causes
we'll
at
the
end
of
the
week,
we'll
have
an
assembly
where
we'll
have
our
Locks
of
Love
and
donate
hair
and
donate
the
funds
to
those
causes
that
each
class
chooses
and
then
we'll
like.
I
We
did
for
State
we'll
have
our
Regional
Conference
in
March,
where
we'll
hope
to
bring
more
Awards
back
to
Caldwell
High
School,
okay,
okay,
that
is,
that
is
pretty
much
all
I
have
for
now,
I
hope
to
present
next
month
and
more
about
our
cause
week,
because
that
is
one
of
our
our
bigger
assemblies
at
CHS
and
yeah.
Thank
you.
Thank.
A
Okay,
and
so
tell
me
how
many
families
was
it
that
we
that
you
folks
were
the
student
council
was
able
to
help
it.
I
Was
about
six
families
but
like
the
office,
helped
us
raise
enough
money
and
like
help,
do
the
presence
and
the
rapping,
because
that
does
take
a
lot
of
time
to
help
probably
a
little
bit
more.
But
our
rough
estimate
that
student
council
mainly
helped
us
was
six
okay.
A
I
Yeah
each
each
class
has
well
I
can't
even
say,
has
a
roughly
five,
because
some
have
like
eight,
but
some
will
have
like
four
like
just
enough
to
fill
your
positions
and
have
a
few
representatives
to
support
your
class
and
help
with
fundraising
and
like
when
we
do
tailgates
they'll
help
set
that
all
up
for
us.
Okay,.
J
Good
evening
good
evening,
Madam
chair
trustees
and
Dr
French.
So
this
is
the
Canyon
Springs
update.
J
So
we
had
left
off
at
our
winter
assembly
and
the
first
group
of
students
you
see
up.
There
are
the
students
of
the
month.
They
have
worked
really
hard
to
get
to
the
position
they
are
and
the
second
student
you
see
is
Maya
who
had
earned
the
most
credits
she
earned
up
to
five
or
six
credits.
J
J
So
we
had
left
off
also
with
Nacho
the
naughty
elf
and
his
adventures
are
listed
down
below,
so
he
was
the
Snowman.
He
was
on
a
basketball
court.
He
did
all
sorts
of
things.
We
are
looking
forward
to
do
this
again.
We
had
lots
of
fun
doing
this
and
we
are
looking
forward
to
doing
more
activities
during
for
the
rest
of
the
year.
J
J
J
So
this
was
one
of
our
students
that
had
earned,
like,
like
I,
said,
like
the
most
credits
and
they're
being
announced
every
every
day
with
how
they
are
being
earned,
and
we
congratulate
them
and
give
them
more
motivation
for
them
to
keep
getting
their
credits
and
get
closer
to
graduation
there
are.
J
There
are
teachers
that
are
pushing
their
students
in
a
different
way
where
they
are
encouraging
them
to
like,
for
example,
in
my
class
we
had
done
a
Pom-Pom
thing,
where
every
time
you
earned
a
credit
or
no
not
under
credit.
Sorry,
you
did
a
task
you
would
put
in
the
the
Pom-Pom
in
the
jar
and
then,
once
you
fill
up
your
little
jar,
you
would
fill
up.
You
would
empty
the
little
jar
into
the
big
jar
and
then
that
big
jar
was
our
class,
get
together
thing.
J
J
J
This
event
will
center
around
the
importance
of
literacy.
It
would
be
open
to
community
parents,
students
and
other
educators.
J
Students
will
be
showcasing,
will
be
showcased
and
we
hope
to
have
more
students
perform
like
they
did
last
year
and
I,
don't
know
if
you
guys
had
remembered
how
I
said
that
I
had
performed
that
dance
that
you
guys
thought
were
really
cool.
Well,
I
am
up
there.
J
A
You
Abigail
I
I.
You
know
we're
excited
about
that
stuff,
that's
going
in
at
Kane
and
Canyon
Springs,
High
School,
and
just
for
those
that
are
here.
We
have
two
high
schools
here
in
Caldwell,
our
school
district
and
one
is
our
called
the
high
school
and
the
other
one's
at
Canyon,
Springs,
High
School,
and
so
that's
why
we
have
two
representatives
from
both
schools
to
come
and
to
come
to
the
meeting.
A
Keep
us
abreast
of
what's
going
on
with
our
schools,
with
the
teach
what
the
kids
are
up
to
and
if
they
have
any
any
concerns
that
they'd
like
to
bring
to
the
board.
You
know
we
always
ask
for
their
input,
so
we
appreciate
your
time.
Abigail
trustee.
Do
you
have
any
comments
for
Abigail?
Any
words
I've
always
done
anything
Madam.
H
Chair
I've
got
a
question:
yes,
so
I'm
curious
about
the
the
in
it
to
win
it
or
earn
it
earn
it
to
win
it.
Is
that
announced
like
throughout
the
day,
or
is
there
like
one
time
every
day
that
they
do
it.
J
It
depends
sometimes
we
as
soon
as
we
get
our
credit
we'll
be
like.
Oh,
this
person
got
a
credit
or
sometimes
we'll
be
like
okay.
Yesterday,
these
certain
students
won
a
credit,
so
we'll
announce
them
the
next
morning,
and
then
we
would
just
congratulate
them.
We
have
had
two
or
three
students
finish
all
of
their
credits,
so
we
usually
give
them
a
little
speech
throughout
the
the
sorry,
the
announcements
that
we
have
in
the
morning.
J
We
have
announcements,
I
think
last
week,
a
lot
of
kid
or
not.
Last
week,
the
last
week
we
were
in
school.
I
saw
that
a
lot
of
kids
did
push
it.
We
got
up
to
some
students
got
up
to
three
credits
in
one
day,
so
that
was
really
exciting
to
see
because
it
was
if
it
wasn't
me
who
announced
them,
Miss
hutala
would
announce
them
and
then
the
kids
would
be
so
excited,
and
you
know
it
was
it
just
pushed
the
kids
to
like
you
know
this
semester.
A
A
So
we
have
the
consent
agenda.
That
was
we
will.
This
is
to
continue
the
business
that
we
have
here
at
the
at
the
school
as
our
school
board
meeting,
and
so
at
this
time,
I
would
like
to
the
board
I'd
like
to
explain
that
the
more
the
board
may
take
action
to
approve,
deny
amend,
modify
or
postpone
action
of
any
of
the
items
listed
below,
and
so
at
this
time
I'd
like
to
ask
for
emotion
to
approve
all
of
the
following
items
by
a
single
vote.
A
B
A
Opposed
Nate,
okay!
Thank
you
very
much.
That
consent
agenda
item
is
passed.
Okay
and
so
the
next
item
is
if
we
were
to
have
had
an
item
pull
from
the
consent
agenda.
This
is
where
we
would
speak
towards
that
and
we
don't
have
any
so
now.
At
this
time
we
will
be
starting
our
Patron
input,
so
Vice,
chair
Manny.
If
you
could
give
us
just.
C
Mad
I'm
sure
I
do
I
would
I
do
have
some
thoughts
that
I'd
like
to
share
before
we
begin
patreon
input
as
we
approach
the
the
patreon
input
portion
of
our
meeting.
I
would
like
to
take
a
few
minutes
and
clarify
a
few
things
in
this
regard.
The
Caldwell
school
board
and
District
have
a
long
history
of
allowing
public
and
patreon
input
at
its
school
board
meetings.
C
Some
Idaho
school
boards
do
not
take
public
input
directly
from
patrons
during
school
board
meetings.
A
Caldwell,
School
Board
does
and
we're
happy
that
we
do
that.
Some
school
boards,
even
one's
right
next
to
Caldwell,
do
not
post
the
board
packet
of
materials
for
the
public
to
view
in
its
entirety,
but
the
Caldwell
School
Board.
C
So
so
why
would
the
Caldwell
school
board
and
District
allow
for
Patron
input
during
its
board
meetings?
Why
would
the
college
school
board
and
District
post
the
board
packet
of
materials
digitally
for
the
world
to
see
on
its
website?
Why
would
the
board
and
the
district
post
the
text
of
all
the
proposed
draft
policies?
The
answer,
because
this
is
your
school
system-
Caldwell
Public
Schools-
is
just
that
it
is
public
and
the
public
you,
parents,
Patron
staff,
kids.
C
C
You've
all
had
a
chance
to
grab
a
copy
of
the
meeting
agenda.
Meeting
agendas
are
by
the
hallway
that
you
came
in
sitting
on
the
table
there.
So
hopefully
you
were
able
to
do
that.
I
apologize
to
those
of
you
who
regularly
attend
our
board
meetings
and
know
how
school
board
meetings
run,
but
I
just
want
to
review
a
few
things
so
that
we
are
all
on
the
same
page,
figuratively
and
literally
again.
C
If
you
have
not
grabbed
a
copy
of
our
agenda,
please
please
feel
free
to
do
so
or
you
can
go
online
to
caldwellschools.org
and
locate
the
agenda
that
way
for
those
interested
in
attending
tonight's
meeting
regarding
policy
of
3281,
gender
identity
and
sexual
orientation,
I
hope
you
have
had
a
chance
to
grab
a
copy
of
the
draft
policy.
3281
also
found
on
the
table
with
the
meeting
agendas
there,
as
you
as
you
came
in
copies
of
all
other
draft
policies,
can
be
found
on
tonight's
online
agenda.
C
C
Excuse
me,
as
we
proceed,
I
want
to
make
sure
that
everyone
understands
how
policy
making
in
the
Caldwell
School
District
works
and
has
worked
for
years.
The
Caldwell
School
Board
is
bound
by
state
and
federal
laws,
state
and
U.S
constitutions,
the
State
Board
of
Education
idap,
a
rule
and
other
legal
precedents
for
those
who
may
not
have
attended
many
of
our
school
board
meetings
or
who
have
not
attended
a
public
meeting
in
a
while.
This
may
or
may
not
be
a
review
for
you.
C
So
again,
I
apologize
in
advance,
I
request
your
patience
for
a
couple
more
minutes.
You
will
notice
on
the
agenda
under
policy
development
towards
the
end
of
tonight's
agenda,
that
there
is
a
place
for
proposed
policies,
there's
a
place
for
first
reading
of
policies
and
a
place
for
second
reading
of
policies.
C
So
just
a
quick
explanation
about
each
of
these
proposed
policies
are
posted
so
that
the
public,
the
board
and
the
District
staff
know
what
policies
are
percolating
sort
of
marinating.
If
you
will,
they
are
policies
likely
to
come
up
for
a
first
reading
in
the
months
ahead
and
sometimes
for
various
reasons.
Proposed
policies
don't
move
to
a
first
reading
for
a
long
while
sometimes
proposed
policies
or
polls
entirely
and
never
make
it
to
a
first
reading.
That
proposed
policies
is
a
place
for
the
public
to
review
and
provide
input.
That's
why
we
put
them
there.
C
C
So
for
those
of
you
who
may
be
looking
for
the
board
to
discuss
proposed
policies
this
evening,
it
is
the
board's,
long-standing
procedure,
practice
and
protocol
to
not
come
comment
on
proposed
policies.
You'll
notice
that
proposed
policies
are
listed
on
the
agenda
as
information.
Only
on
the
agenda
should
a
proposed
policy
move
to
a
first
reading.
C
This
happened
with
policy
3281,
gender
identity
and
sexual
orientation
back
in
November.
The
board
wanted
more
clarification
on
this
policy
as
it
relates
to
the
law.
If
you
want
to
review
that
specific
board
Workshop
meeting,
you
are
in
luck
here
in
the
Caldwell
School
District
the
records
we
record
all
of
our
board
minis.
So
you
can
go
watch
the
video
of
that
November
28th
2022
meeting
with
the
board
discussing
this
policy
and
again
this
meeting
occurred
on
November,
28
2022.
C
So
nearly
two
months
ago,
the
board
discussed
with
District
legal
counsel
and
it
begins
at
about
minute
3607.
If
my
notes
are
correct.
So
thank
you
to
many
of
you
who
have
provided
written
input
on
policies
that
are
sitting
in
the
proposed
policy
portion
of
our
agenda
or
for
first
and
second
readings
as
well.
So
whether
you
are
sitting
here
this
evening
at
the
district
office
or
you're
reviewing
this
meeting
online
know
that
the
Caldwell
School
Board
is
in
listening
alone.
That's
why
we
have
proposed
policies
so
that
we
can
hear
from
the
public.
C
We
are
we
post
proposed
policies,
as
I
mentioned,
in
order
to
be
transparent
and
to
get
feedback
from
all
of
you.
So
again,
thank
you
to
many
of
you
here
who
have
possibly
emailed
the
board
feedback
or
have
otherwise
spoken
to
or
communicated
with
trustees
on
any
policies
that
are
sitting
in
the
proposed
policies.
Section
know
that
the
board
may
choose
to
give
more
away
to
emails
or
comments
from
people
who
actually
live
within
the
current
Caldwell
School
District
boundaries.
C
If
we
wait
email
input
as
the
as
the
same
from
anywhere
in
the
United
States
or
from
around
the
world,
it
would
defeat
the
idea
of
local
control,
which
local
public
schools
are
locally
controlled,
with
citizens
elected
by
its
School
District
patrons
who
live
within
the
school's
boundaries
to
carry
out
the
policy
making
and
other
duties
as
outlined
by
Idaho
state
law
and
District
policy.
Some
of
the
emails
that
we've
gotten
recently
about
proposed
policies
could
be
from
California
or
Canada.
C
We
simply
do
not
know
sometimes
when
an
email
just
has
a
first
name
on
it.
No
mailing
address
where
exactly
it's
coming
from
so
regardless
know
this
that
each
board
meet
each
board.
Member
reads
all
of
the
emails,
and
we've
had
a
lot
the
last
few
days,
as
some
of
you
know,
wherever
wherever
they
may
come
from
every
single
one,
whether
you
reside
in
Caldwell
or
Canada,
the
Caldwell
school
board
and
districts
Prides
itself
in
its
professionalism.
So
I
want
to
assure
you
that
the
school
board
reads
your
emails.
C
C
The
first
reading
of
policies
is
where
the
board
weighs
in
more
directly.
It
continues
discussing
and
asking
questions
and
expressing
their
views
about
the
policies
based
on
the
conversations
and
the
research
the
board
members
have
done
independently.
The
first
reading
of
policies
is
where
the
board
is
continuing
to
gather
feedback
from
the
public
and
all
stakeholders
and
talk
about
the
policies
in
open
meeting
policies
move
from
a
first
reading
to
a
second
reading
after
the
first
reading
has
been
approved
by
a
majority
of
the
school
board.
C
In
our
case,
we
have
a
majority
of
three
out
of
five,
obviously
at
a
regular
board
meeting,
which
this
is
board.
Policies
are
only
Advanced
at
a
regular
meeting
of
the
board,
so
the
second
Monday
of
each
month.
Those
are
the
regular
meetings.
The
board
does
not
normally
Advance
policies
at
board,
workshops
or
special
board
meetings,
only
in
sorts
of
emergency
sorts
of
situations
and
those
are
rare
again
board
policies
go
through
first
and
second
readings
at
the
regular
monthly
board
meetings
on
the
second
Monday
of
each
month.
C
So
I
just
want
to
be
clear
on
that
long-standing
procedure.
Once
a
policy
moves
to
the
second
reading
and
passes
by
a
majority
vote
of
the
board,
it
becomes
the
policy
for
the
district,
but
districts
District
policies
are
regular,
regularly
reviewed.
There
are
hundreds
of
District
policies,
all
of
them
posted
online,
but
they
are
all
reviewed
and
updated
as
the
laws
are
updated
as
the
needs
of
the
district
dictate.
C
C
We
also
get
policy
updates
from
our
District's
legal
counsel.
Sometimes
we
get
policies
from
the
district
policy
committee.
Sometimes
policies
come
at
the
suggestion
of
board
members
of
The
District
administration
and
sometimes
the
district
researchers
and
borrows
policies
from
other
Idaho
school
districts.
So
to
sum
up,
policies
begin
and
proposed
policies.
Eventually,
many
of
those
proposed
policies
move
into
a
first
reading.
At
some
point.
C
So
as
it
pertains
to
policy
3281,
the
the
policy
on
gender
identity
and
sexual
orientation
that
came
from
our
schools
administration
at
the
administration
wanting
to
know
how
to
best
deal
with
our
students,
so
that
that's
that's
the
impetus
for
that
policy
that
has
has
come
our
way.
It
is
important
to
have
Community
dialogue
and
discussion
on
important
issues
facing
our
Public
Schools.
C
We
actually
wish
that
this
sort
of
dialogue
would
happen
more
often
that
more
parents
living
in
our
school
district
boundaries
were
engaged,
that
even
more
students
were
engaged
in
what
happens
in
their
Public
Schools.
So
we're
so
happy
to
have
our
our
two
student
Representatives
here
this
evening.
The
Caldwell
School
District
belongs
to
all
of
those
who
are
living
within
its
district-wide
boundaries,
as
we
may
listen
to
concerns
this
evening.
C
Finally,
let
us
all
recognize
what
the
issues
are
where
the
issues
come
from
and
then
respond
with
measured
solutions
to
the
challenges
and
opportunities
that
we
face
in
our
schools.
It
is
imperative
that
we
examine
the
issues
in
our
schools
with
a
careful
eye,
ear
and
hearts
and
first
seek
to
understand
the
issues
before,
and
this
is
be,
then
this
is
important
before
we
seek
to
be
understood.
Community
dialogue
is
just
that
it
is
dialogue.
Dialogue
requires
active
listening
by
all
parties
along
with
sharing
personal
viewpoints.
C
We
need
to
talk
with
each
other
and
not
just
at
each
other.
True
dialogue
in
a
Democratic
Republic
like
ours,
requires
courteous,
listening,
research-based
decision-making
and
respectful
conversation.
A
Thank
you,
okay,
so,
let's
see
I
just
want
to
make
sure
I
wanted
to
read
some
rules
and
protocols
for
the
public
input,
and
so
first
of
all,
we
will
take
public
comment
for
no
more
than
one
hour.
So
we'll
note
the
time
we
do
have
a
other
information
that
we
have
to
go
over
so
and
so
at
this
time
we
will
prioritize
the
Caldwell
patrons.
A
So
those
that
live
in
the
Caldwell
school
district
will
be
the
ones
that
speak
first
and
the
rules
and
protocols
for
public
input.
It
will
be
that
the
name
will
be
called
in
the
order
appearing
on
the
request
to
participate
form.
So
please
choose
one
spokesperson:
if
more
than
one
person
is
planning
on
speaking
to
the
same
subject,
others
can
submit
a
written
testimony.
Please
come
forward
to
the
microphone
to
present
here
and
state
your
name
and,
of
course,
the
city
of
your
residence.
A
So,
like
I
said,
we
will
be
calling
first,
those
folks
that
live
here
in
the
Caldwell
School
District.
Each
person
will
have
the
four
for
a
maximum
of
three
minutes
and
then
we'll
have
trustee
Butler
at
my
far
left.
He
will
give
a
warning
when
we'll
do
a
two-minute
warning
and
then
a
one
minute
warning
and
then
he'll,
let
you
know
when
your
time
is
up,
and
so
please
do
not
exceed
your
time
limit.
A
We
ask
that
there
be
no
applause
or
any
calling
out
during
or
after
a
presentation,
please
face
and
address
the
board,
not
the
audience
so
be
respectful,
do
not
personally
attack
or
address
board
members,
District
administrators
staff,
District
staff
or
audience
members.
If
you
would
like
to
give
the
board
more
information
and
time
permits,
please
reduce
your
concerns
to
written
form
and
send
them
to
the
board
Clerk
and
Vice,
chair,
Manny
or
vice
chair.
A
Yes,
Manning
has
given
you
that
information
for
our
clerk,
Kaylee
Cheney,
and
please
note
that
you
must
include
your
name
address
and
your
telephone
number.
So
if
anyone
chooses
to
not
to
follow
this
protocol,
we
will
give
you
a
warning
and
then,
if
it
continues,
we
will
end
the
public
input
and
either
recess
the
meeting
or
we
will
adjourn
so
what
all?
What
we
also
want
to
state
is
that
we're
trying
to
make
time
for
everyone
who
lives
in
the
school
district
to
participate
in
this
portion
of
our
meeting.
A
So
if
somebody
has
already
stated
we're
too
the
same
word
that
you're
wanting
please
you
know,
if
you
have
something
new
to
add,
you
may
do
so
and
if
not,
then
you
know
if,
if
it's
something
that
somebody
has
already
stated
we're
just
trying
to
make
be
able
to
make
time
for
all
those
that
would
like
to
speak.
Okay,
so
at
this
time
we're
gonna
do
I
have
a
Beverly
fish.
Where
do
you
live
ma'am?
A
So
I'm
going
to
Tin,
Fish,
okay
and
you
live
also
outside
of
the
okay
and
and
like
I
said.
If
we
have
time
we'll
go
through
these
okay
and
then
I
have
a
Rebecca
Johnson.
A
Okay,
do
you
live
in
the
cultural,
School,
District,
okay
and
so
we'll
move
on?
I
have
Patricia
Daniel,
okay
and
ma'am
Caldwell
yep?
Okay,
if
you
want
to
come
up
to
the
podium.
A
And
then
just
please
state
your
name
and
then
and
then
your
Patron
input.
K
So
good
evening,
everyone
I
apologize
for
my
for
for
my.
How
can
I
say
speech
my
second
language?
Yes,
but
do.
K
H
Doing
our
time-
and
he
will
start
at
the
time
after
you
do
your
name
and
address,
so
we
will
do
that.
K
This
is
about
the
gender
identity
and
fluent
fluidity.
Yes,.
K
K
We
have
been
granted
the
he
met.
I,
don't
know
how
to
say
this,
but
it's
about
the
Constitution.
We
all
have
our
Constitution
and
we
should
just
support.
We
should
read
yeah.
Thank
you
is
a
constitutional
constitutional
right
of
the
parents
to
raise
their
children
with
their
own
moral
values
and
without
the
imposition
of
alternate
lifestyles
of
instruction
in
educational
system.
K
This
is
an
attack
on
God
and
family.
The
educational
system
has
become
a
pawn
for
destroying
our
children,
Christian
culture
and
the
the
to
guarantee
freedoms
in
our
Republic.
It
will
destroy
the
state,
our
society
and
the
nation.
If
we
don't
stop-
and
one
last
thing
that
I
want
to
say
is
like
everyone
must,
wake
up
to
this
destruction
of
a
family,
Children
and
Youth,
our
Christian
culture
and
the
destruction
of
the
United
States
of
America,
our
Republic,
our
Constitution
and
our
freedom.
K
It's
kind
of
how
forced
to
us
to
change
it.
Our
society
and
we
as
a
family
as
a
Believers,
we
are
not
going
to
be
allowed
that
no
in
our
state,
which
is
Idaho,
we
are
conservatives
and
we
don't
want
anybody
to
come
here
and
impose
ideas
towards
to
us
and
especially
to
our
children's.
We
are
free
to
raise
our
children
the
way
that
we
wanted
to
do
it
not
imposition,
but
no
one.
Thank
you.
Thank
you.
I'm.
A
Okay,
thank
you.
Miss
Patricia,
appreciate
it:
okay,
the
next
person
Rodriguez,
do
you
live
in
the
Caldwell,
School,
District,
okay
and
then
I
have
Jennifer
Courier.
Do
you
live
in
the
Caldwell,
School
District,
okay,.
A
I
have
next
Tammy
dittenberg.
Now
do
you
live
in
the
Caldwell,
School
District?
Okay,
please
come
forward.
L
Policy
complies
with
federal
law,
executive
guidance
and
case
law
on
the
book
some,
since
the
early
1980s
policy
is
intended
as
a
model
policy
for
school
trustees
to
adopt
some
of
the
most
politically
conservative
districts
in
Idaho,
including
the
Bonneville
and
Teton
districts,
adopted
nearly
identical
policies.
More
than
five
years
ago,
as
of
today,
more
districts
in
the
state
have
adopted
the
policy
than
haven't
and
no
bad
thing
happened.
L
My
understanding
of
the
recommended
policy
is
that,
after
mountains
of
research
and
legal
review,
it
is
the
model
policy
deemed
appropriate
for
Idaho.
Schools
promulgation
by
individual
districts
serves
the
purpose
of
providing
guidance
to
students.
Educators
staff
and
parents
on
what
can
and
must
take
place.
L
It
is
clear
that
you
are
here
to
represent
and
protect
all
students,
not
just
the
ones
with
loud
parents,
not
just
the
ones
with
conservative
parents,
not
just
the
ones
of
means,
not
just
the
ones
with
stable,
loving
homes,
not
just
the
athletes
and
not
just
the
straight
binary
size,
gender
ones,
all
of
them
seeking
after
the
greater
good,
is
not
for
the
faint
of
heart.
It
takes
courage
and
I've
appreciated
the
courage
that
this
board
has
displayed
on
a
regular
basis.
L
L
A
M
For
the
record,
America
is
a
constitutional
republic,
not
a
democracy,
so
I
was
very
angry
and
had
planned
on
expressing
that
anger.
But
after
some
more
thought
and
some
prayer
I
feel,
a
different
approach
would
be
more
successful.
M
However,
as
good
as
your
intentions
may
be,
this
is
not
the
case.
No
person
can
truly
become
another
gender.
Yes,
they
can
dress
like
another
gender.
They
can
identify
as
another
gender.
They
can
even
get
surgery
to
try
and
be
another
gender,
but
the
truth
is
they
will
never
actually
be
another
gender.
M
This,
Is,
Why,
We,
Shouldn't
support
these
policies
in
general,
and
now
I
will
speak
to
why
we
shouldn't
allow
these
particular
policies
being
suggested
into
our
schools.
Imagine
you
are
a
young
female
shy
feeling
awkward
about
your
growing
body,
a
body
that
should
be
kept
innocent
and
private,
and
your
school
has
allowed
a
biological
male
to
undress
in
the
same
locker
room
as
you
exposing
all
his
parts
to
you,
how
incredibly
uncomfortable,
and
not
only
that.
But
how
do
we
gauge?
Where
do
we
draw
the
line?
M
So
now
boys
know
if
they
claim
they
identify
as
a
girl.
They
get
to
dress
and
undress
with
the
girls
leaving
our
female
children
exposed
to
Predators
I'm,
very
unsure
of
how
anyone
could
think
this
is
a
good
idea
because
it
is
clearly
very
problematic.
Please
do
not
adopt
these
policies
as
they
are
harmful
to
every
child
involved.
A
A
State,
your
name
and
your
place
and
your
address
please.
N
Good
to
go
yes,
so
just
a
few
comments
on
the
proposed
policy
number
three,
two
one.
N
There
were
many
comments
made
by
folks
prior
to
me
that
I
will
Echo
in
particular
Brittany
Gish
and
also
our
first
Speaker
I'm.
Sorry,
but
I
can't
remember
her
name.
N
First,
it's
unclear
where
this
policy
was
initiated
and
where
the
language
in
the
policy
actually
came
from.
It's
concerning
that
the
board
has
begun
to
create
this
policy
without
parental
involvement,
especially
in
light
of
the
fact
that
there
is
language
within
the
proposed
policy
that
goes
against
parental
rights.
N
N
There
are
many
reasons
why
myself
and
the
community
do
not
support
this
proposed
policy.
You
have
heard
some
and
I'm
sure
you
will
hear
more
this
evening
for
myself.
N
I
I
also
speak
from
my
husband
he's
not
he's
not
able
to
be
here
tonight,
but
we
do
not
want
our
children
being
forced
to
be
in
a
position
where
they
are
uncomfortable
or
where
their
privacy
is
violated
and
the
fact
that
a
person
can
have
male
or
female
genitalia,
but
have
the
delusion
that
they
are
of
the
opposite
of
what
they
in
fact
are
raises
serious
mental
health
concerns
as
well
as
serious
as
a
result,
serious
safety
issues.
A
Juliana,
Jolly
or
I'm
sorry
is
it.
Is
it
Juliana,
jolly
okay,
if
you'd
like
to
come
forward,
please,
yes,
and
you
live
in
the
Caldwell
School
District.
A
A
Okay,
so
we'll
come
back
to
you:
okay
I
have
is
it
prison,
Fest,
Festa,
Brian,
okay
and
sir?
Do
you
live
within
the
Caldwell
School
District?
Okay,
come
on
forward,
sir.
O
O
Thank
you
good
evening.
Thank
you
for
the
opportunity
to
speak
to
you
tonight.
I
am
a
civil
rights
and
constitutional
law
attorney.
I
am
the
co-founder,
and
vice
president
of
we,
the
Patriots
USA,
a
non-profit
public
interest
law
firm
that
is
now
headquartered
in
Caldwell.
We
file
lawsuits
against
those
enacting
policies,
mandates
and
laws
that
are
unconstitutional.
We
have
lawsuits
from
New
York
to
California.
O
O
We
teach
our
children
that
a
boy
is
a
boy
and
a
girl
is
a
girl
and
that
God
created
only
two
of
them
male
and
female
created
he
them.
Thank
you,
okay.
That
is
what
we
teach
our
children,
but
if
you
have
a
teacher
so
much
as
saying
never
mind
the
bathroom,
a
locker
room
issue,
if
you
have
a
teacher
so
much
as
saying
to
another
student
in
the
classroom,
not
my
my
son,
even
another
student,
that
that
is
a
girl,
we're
gonna,
call
that
boy
by
a
girl's
name
and
a
girl's
pronoun.
O
What
you
are
doing
is
you
are
now
teaching
him
a
religious
belief
that
is
in
opposition
to
my
own
religious
beliefs,
my
family's
religious
beliefs,
okay,
just
as
if
you
sent
to
a
student
sitting
next
to
my
son,
that
Jesus
is
not
the
son
of
God
that
would
not
be
allowed.
That
is
an
opposing
religious
belief.
So
this
is
a
government-sponsored
religion
that
is
being
imposed
in
the
classroom.
O
This
policy
violates
the
free
exercise
of
religion,
clause
of
the
First
Amendment,
as
well
as
the
establishment
of
religion
clause
of
the
First
Amendment,
and
it
also
violates
the
Free
Speech
Clause,
not
this
policy
necessarily,
but
but
policy
number
4105,
because
you're
seeking
to
further
restrict
the
ability
of
these
people
to
speak
at
your
meetings,
there's
a
lot
of
things
that
are
in
that
policy
that
violates
the
First
Amendment.
So
thank
you.
O
A
A
P
P
I
was
very,
very
upset
when
I
found
out
that
this
was
going
on
I
breathed.
All
my
kids,
through
Caldwell
I,
have
lived
here
since
1970.,
and
it
it
really
bothers
me
that
here
they
can
come
up
with
all
this
junk
we're
to
teach
the
children
period,
Reading,
Writing,
arithmetic,
science,
government,
that's
what
you're
supposed
to
be
doing.
We
don't
have
time
for
this.
Other
foolishness.
P
So
I'm
looking
at
it
this
way,
Governor
little
today
said:
oh,
we
got
a
whole
bunch
of
surplus
Surplus
money,
so
he
says:
oh
well,
we'll
put
a
big
share
toward
education.
P
He
said
education,
not
all
this
other
stuff,
so
my
view
is
then,
since
we've
got
all
that,
then,
let's
put
in
separate
bathrooms,
if
you're
going
to
have
a
problem
we'll
put
in
a
new
school
if
you're
having
a
problem
and
if
that'll
take
down
a
little
bit
of
surplus
and
furthermore
we
can
just
otherwise
we
just
close
the
regular
school
some
it
can
be
done,
it's
been
done.
A
Okay,
the
next
person
we
have
is
Imelda
Reed
Miss
Reed.
Do
you
live
within
the
Caldwell
School
District?
Okay,
thank
you.
Come
on
now,
oops.
Q
First
of
all,
I'd
like
to
thank
you
for
this
opportunity
to
speak,
especially
considering
not
every
District
allows
that
I'm
a
former
employee
of
Caldwell
School
District.
In
fact,
I
was
a
teacher's
aide,
just
right
down
the
hall
at
Fort
kindergarten,
when
this
was
a
elementary
school
I'm,
a
parent
and
a
grandparent.
My
children
attended,
Caldwell
schools,
I
have
a
son
who
graduated
and
I
became
a
counselor.
I
worked
in
a
Valley
View
School
District
for
19
years,
we've
lived
and
Caldwell
for
39
years
and
I
vote
and
pay
taxes.
Q
So
I'm
going
to
take
a
look
at
the
policy
for
a
minute.
First
of
all,
it
talks
in
section
one
definitions,
1.1
sexual
orientation.
It
talks
about
identity,
gender
identity
as
a
school
counselor.
I
know
that
children's
identity
is
transitory
as
they
grow.
They
identify
with
different
things
at
different
points
in
their
lives
and
I.
Think
it's
a
crime
to
encourage
them
to
settle
in
on
one
thing,
just
because
it
happens
to
be
the
mode
of
the
of
the
day.
Q
Q
How
is
the
majority
of
the
girls
in
the
restroom
or
the
locker
room?
How
are
they
going
to
feel?
Are
they
going
to
feel
like
they're
in
a
safe
environment
when
they
encounter
someone
exposing
themselves?
Q
That
does
not
look
like
a
girl,
that's
they're
not
going
to
feel
safe,
and
we
need
to
think
about
their
rights
as
well,
especially
when
you
think
about
in
section
four
school
trips,
if
they're
put
in
a
room
with
that
person
that
could
be
very
traumatic
for
that
person
and
the
activities
under
3.1
or
three-point
school
activities,
I
just
don't
think
it's
fair
for
the
girls.
Q
I
want
to
look
at
I
was
speaking
with
another
person
who
is
here.
Oh
time
is
up,
oh
okay!
Thank
you.
It's
such
a
complex
problem.
Yes
thank.
A
You
we
appreciate
your
input.
Thank
you,
okay,
and
at
this
time,
I
would
like
to
I
know
that
we
have
three
kids
that
want
to
divide
their
time
up
in
the
three
minutes,
and
so,
if
I
could
ask
for
Nicholas
Mendez,
Kelsey,
Smith
and
Ali
passina
to
come
up
and
speak.
Please,
and
if
you
just
come
up
and
and
state
your
name
and
would
like
to
have
you
state
your
name
and
your
address,
and
then
whoever
would
like
to
speak.
First
may
do
so,
and
you
have
three
minutes.
Each
okay.
A
R
P
S
We
already
clarified
what
that's
about,
because
we've
been
talking
about
it
for
a
while
now
and
what
this
policy
is
for
is
so
that
a
student
who
is
transgender,
May
comfortably
use
the
restroom
cater
to
the
gender
they
identify
most
with
during
school
hours
and
how
any
student
may
not
be
prohibited
from
attending
any
school
activity
based
on
their
gender
or
Identity
or
sexual
orientation.
S
The
transitioning
student
will
be
allowed
to
work
out
a
plan
with
parents
and
staff
to
to
make
them
as
comfortable
at
school
as
possible.
This
planning
team
will
help
sort
out
everything
as
thoroughly
and
as
fitting
as
possible.
If
there
is
a
concern
of
students
not
being
truthful
to
quote,
enter
whatever
restroom
at
whatever
time.
That
is
not
the
case.
T
A
U
My
name
is
Kelsey
Smith
and
I
live
on
oahe
Lane
speaking
on
policy,
3281
I
believe
that
opening
restroom
use
the
transgender
students
is
imperative
to
having
a
nurturing
environment
for
all
students.
I
would
like
to
begin
by
introducing
the
term
transgender
as
an
umbrella
term
for
everyone
who
identifies
with
a
different
gender
than
they
were
assigned
at
Birth
alongside
it.
Cisgender
is
a
term
for
people
who
identify
with
the
gender
they
were
assigned.
U
It's
called
the
Kobo
school
district
has
policies
that
prevent
a
student
from
being
harassed
or
bullied
regardless
of
gender
identity
policy.
3200
States
directly,
all
students
within
the
Kabul
School
District
are
entitled
to
enjoy
the
rights
protected
by
the
federal
and
state
constitutions
and
laws
for
persons
of
their
age
and
maturity
in
a
school
setting.
Students
should
exercise
these
rights
reasonably
and
avoid
violating
the
rights
of
others.
Students
who
violate
the
rights
of
others
or
violate
Kabul
School,
District
policies
or
rules,
will
be
subject
to
disciplinary
measures.
U
This
is
all
students
and
applies
to
bullying
or
harassment
that
may
not
even
correspond
with
gender
identity.
Secondly,
accommodations
to
to
a
transgender
student
is
not
special
treatment.
It
is
to
respect
them
as
people
and
their
identity.
Often
transgender
people
are
cautious
to
use
the
restroom
locker
room,
dorm
rooms,
housing
Etc
offered
to
them
because
of
harassment,
humiliation,
while
chinese-based
Necessities.
There
are
multiple
cases
of
transgender
men
and
women
struggling
to
feel
like
they
can
use
the
bathroom.
In
an
interview
conducted
by
Frontiers,
a
sociology
company
that
posts
their
interviews
online.
U
They
spoke
to
a
trans
woman
named
Maria.
She
shared
one
of
her
most
alienating
moments.
She
says
at
the
restroom
door.
The
security
guard
came
to
me
and
asked
me
for
my
documents.
I
replied
why
he
said
you
know
why
I
replied,
I,
don't
know
so.
I
went
to
the
bathroom
with
my
friend
and
I
suddenly
realized
that
the
bathroom
is
being
evacuated.
I
was
alone.
He
sat
a
cleaning
woman
into
the
bathroom
and
asked
everyone
to
leave.
U
That
was
the
biggest
humiliation
I
went
through
in
my
whole
life
and
believe
me,
I've
been
quite
humiliated.
This
leaves
our
transgender
children,
which
are
which
are
very
well
still
a
part
of
our
future
feeling.
They
are
seen
as
a
threat
and
share
similar
disheartening
experience
and
are
even
attack
four
times
more
than
their
cisgender
counterparts.
As
Told

V
My
name
is
Nicholas
Mendez
and
I
live
on
Compass
way,
I'm
a
firm
believer
that
all
students,
and
not
only
the
Cardinal
School
District
but
across
the
whole
world,
deserve
to
be
treated
with
respect,
no
matter
their
sexual,
sexual
orientation,
gender
identity
and
gender
expression.
If
a
policy
like
policy
3281
is
not
passed,
that'll
be
in
refrigerant
on
the
basic
human
rights
of
some
of
Caldwell
students,
lgbtq
plus
students
will
feel
heavily
less
welcome
in
the
school
district.
Give
policy
3281
is
not
passed.
V
V
Additionally,
there
was
a
73
decrease
in
suicidal
feelings
among
transgender
Youth
and
non-binary
youth
if
they
are
shown
gender
affirming
care.
These
results.
The
results
amongst
the
black
transgender
youth
in
the
US
revealed
21
left
school
due
to
instances
of
harassment.
The
results
show
that
by
welcoming
lgbtq
plus
students
and
giving
them
simple
rights,
like
all
other
students,
their
chances
of
depression
and
suicide
decrease,
and
they
are
more
likely
to
not
drop
out
of
school.
When
you
help
and
support
lgbtq
plus
students,
you
get
a
return
via
their
support
and
their
help.
V
If
this
policy
is
not
passed,
they
will
become
more
likely
to
show
no
respect
for
the
school
district
and
its
people.
They
might
even
feel
pushed
to
harm
and
hurt
the
school
district,
which
is
something
a
student
should
not
even
be
thinking
of
a
powerful
statement.
I
want
to
share
is
the
struggles
that
you
might
not
experience
yourself
do
not
mean
they
do
not
exist.
Many
of
us
here
identify
with
the
gender
that
we
were
assigned
up.
Earth
or
feel
attraction
to
the
opposite,
gender.
V
This
might
make
you
feel
like
lgbtq
rights
are
not
a
problem
or
something
you
should
worry
about,
but
that
is
far
from
the
case.
We
should
be
fighting
for
the
rights
of
all
people,
even
people
that
are
different
from
yourself.
We
as
a
school
district
should
be
fighting
for
the
equality
of
all
students
in
the
Colorado
School
District.
It
is
followed,
immoral
and
wrong
to
be
treating
some
of
our
students
here
in
Colorado,
such
as
respect
and
inhumanity,
allowing
lgbtq
plus
students
to
use
the
bathroom
that
fits
with
their
gender
be
treated.
V
How
they
want
to
be
treated
and
be
shown.
Basic
respect
should
not
be
something
I
should
be
here
standing
fighting,
for
it
should
be
something
that
is
already
established
when
you
learn
that
they
are
human,
just
like
everyone
else.
The
main
point
I
want
to
get
across
is
that
we
need
to
show
kindness
and
respect
to
everyone,
no
matter
their
differences.
A
district
that
chooses
to
nurture
care
for
and
look
out
for
its
students
is
a
district
that
will
be
successful.
Thank
you.
A
We
don't
take
questions
during
patreon
input.
Thank
you.
A
No
at
this
time
we
have
Kathy
sorry
there
is
no
dialogue
between
the
audience
and
the
board.
So
at
this
time
we
have
Kathy
Nelson
Kathy.
Do
you
Kathy?
Do
you?
Is
there
Kathy?
Okay?
Are
you
a
patron
of
the
Calder
School
District?
Do
you
live
within
the
cultural,
School
District?
Okay,
thank
you.
Come
on
up.
A
Thank
you.
Okay,
do
you
want
to
state
your
name
and
and
your
address
your
District
address.
W
A
W
Live
at
2307,
stringa,
Lane,
Caldwell,
Idaho,
okay,
I
just
want
to
say
good
evening
and
I
oppose
32.81
I
want
to
start
out
by
reading
Genesis
127.,
and
it
says
so:
God
created
man
in
his
own
image
in
the
image
of
God.
He
created
him
male
and
female.
W
So
as
we
can
sit
here
and
hear
that
there
was
only
two
genders,
that's
it
there's!
No!
A
hundred,
there's
no
50!
There's
no
20,
there's
only
two,
which
is
male
and
female,
and
you
cannot
change
that.
No
matter
how
hard
you
try!
Your
DNA
will
always
come
back
you're,
either
a
male
or
you're
a
female
second
off
you
take
God
out
of
schools.
This
is
what
happens
so
if
God
can't
be
in
schools,
this
should
not
be
in
schools.
Also.
Thank
you.
Teaching
is
for
Reading,
Writing
and
arithmetic.
W
P
W
There
you
go,
okay,
go
ahead
and,
lastly,
I
want
to
read
Mark
9
42,
but
whoever
causes
one
of
these
little
ones
who
believe
in
me
to
stumble.
It
would
be
better
for
him
if
a
millstone
were
hung
around
his
neck
and
he
were
thrown
into
the
sea
and
I
want
to
tell
you
something:
everybody
is
going
to
answer
to
God
one
day,
you're
not
going
to
escape
it
in
any
way.
A
You
want
to
state
your
name
and
just
that
you
live
in
Caldwell,
okay,.
T
I,
don't
think
that
it's
right
for
a
boy
who
feels
like
he's
a
girl
to
change
in
the
same
room
as
the
girls,
because
it
wouldn't
make
us
all
feel
very
uncomfortable,
changing
with
a
boy
in
the
room
and
I,
don't
think
that
they
should
be
allowed
in
the
same
bathrooms
as
the
girls,
because
I
make
everybody
feel
very
uncomfortable
to
be
using
the
bathrooms
with
a
boy.
That's.
A
Thank
you
for
the
input
we
appreciate
it.
Thank
you.
Okay.
Next
we
have,
we
have
a
bill
Sperry,
sir,
do
you
live
within
the
Calder
School
District?
Okay,
come
on
up,
sir.
X
You
have
done
something
that
we
in
the
Christian
Community
have
tried
for
years
to
do
and
that's
to
come
together
with
one
voice,
and
you
have
allowed
us
that
opportunity
policy
3281
allows
students
to
dictate
to
Educators
how
they're
to
be
treated
based
on
deeply
felt
positions
that
are
subject
to
change
from
one
day
to
the
next
policy.
3281
promotes
gender
confusion.
X
X
Policy
3281
goes
to
goes
against
the
very
judeo-christian
value
system
upon
which
our
society
is
built.
The
erosion
of
this
system
has
caused
irreparable
damage
to
our
students.
Mental
illness
is
at
an
academic
excuse
me.
Epidemic
rates
among
the
Youth
of
this
nation
and
Caldwell
is
certainly
keeping
up
with
the
average.
X
X
You're
opposing
the
will
of
a
very
small
minority
upon
those
of
us
us
with
opposing
moral
standards.
As
a
member
of
the
Christian
faith
and
as
a
leader
in
this
community
I
have
no
expectation
of
your
adherence
to
the
principles
clearly
contained
in
the
pages
of
the
Holy
Bible
I.
Do,
however,
expect
and
demand
strict
adherence
to
the
founding
documents
of
this
nation,
the
United
States
Constitution
and
its
foundational
document.
The
Declaration
of
Independence
addresses
governmental
structures
and
how
they
are
to
be
held
in
check
by
the
people
whom
they
govern.
X
When,
in
the
course
of
human
events,
it
becomes
necessary
for
one
people
to
dissolve
the
political
bans
which
have
connected
them
with
another
and
to
assume
among
the
powers
of
the
Earth,
the
separate
and
equal
station
to
which
the
laws
of
nature
and
Nature's
God
entitle
them.
A
decent
respect
to
the
opinions
of
opinions
of
mankind
requires
that
they
should
declare
the
causes
which
impel
them
to
the
separation.
A
Okay,
and
at
this
time,
I
would
like
to
call
I
would
like
to
call
Senator
Chris
trachel.
If
you
want
me
to
come
up,
please.
R
Before
my
time
starts,
I
want
to
just
address
the
rules
that
you
guys
put
forward.
For
instance,
you
said
you
can't
criticize
employees
or
anything
like
that.
The
Supreme
cruel,
the
Supreme
Court
ruled
back
in
1983
that
any
government
public
forum
which
this
is
this
is
an
official
form.
Anybody
can
say
whatever
they
want,
and
that
includes-
and
they
specifically
said
this
in
the
case
criticizing
School,
District
employees
and
the
board.
So
by
telling
them
you
can't
you're
violating
all
these
people's
First
Amendment
rights.
B
R
How
it
goes
so,
insurance
with
a
2019,
Fairview
Avenue
first
I
want
to
talk
about
policy
2520
about
the
curriculum,
I'm
hoping
it's
just.
Some
oversight
put
in
there.
According
to
Idaho
law,
33-512.
R
One
half
of
the
curriculum
committee
has
to
be
made
up
by
parents,
not
a
quarter,
so
you
guys
need
to
go
back
and
check
that
that's
Idaho
law
and
then
on
top
of
that,
as
well
you're
striking
out
the
part
that
says
that
you're
not
legally
responsible
for
providing
the
materials
and
stuff
like
that,
I
like
to
point
out
also
33-512
section
three.
You
are
legally
to
provide
materials
to
the
school
children
and
the
school
boards.
So
why
you
guys
are
starting
that
out.
R
I
don't
know,
but
you
are
legally
responsible
for
Idaho
Statute
now
to
get
onto
the
exciting
part
of
32.80
I'd
like
to
discuss
last
time.
I
came
here
as
a
parent,
but
I
don't
get
afforded
that
right,
because
people
like
to
attack
me
and
use
my
official
position
instead.
So
I'm
here
on
my
official
position,
you
under
Idaho
law
are
required
to
maintain
the
morals
and
health
of
all
the
students.
R
How
can
you
do
that
when,
like
that
little
girl
came
up
here
and
said,
and
you
allow
a
male
to
use
a
female
bathroom
you're,
going
to
put
all
of
their
moral
health
and
safety
at
risk?
And,
like
I,
told
you
before,
you
will
face
litigation?
You
call
that
a
threat
I'm
telling
you.
That
is
what
will
happen.
It's
already
happened
in
several
States
and
there's
already
been
rulings
on
it.
R
So
before
you
waste
taxpayer
money
before
you
put
a
kid
In
Harm's,
Way,
You,
better,
throw
this
policy
out
and
not
even
consider
I've
got
the
floor.
Miss
Casino!
Will
you
please
listen
to
me,
sir
yeah?
You
claim
you
want
people
to
follow
the
rules,
but
you
break
the
rules
left
and
right.
Last
month
you
allowed
two.
