historic
preservation
awards
for

The
calvert
county.
Historic
district
commission
has
organized
the
presentation
of
the
annual
historic
preservation
award
since
1989,
with
one
exception
for
the
2021
due
to
the
covet
pandemic.

The
historic
preservation
award
recipient
for
2022
is
olivet
united
methodist
church
project
award,
refurbishment
of
stained
glass
windows,
edition
of
columbaria
and
garden
improvements
from
the
nomination
around
2019,
the
trustees
of
olivet
umc
addressed
the
obvious
need
for
cleaning
and
preservation
of
the
historic
stained
glass
windows
of
the
sanctuary.
The
15
windows
are
original
from
the
1912
construction.

They
include
some
interesting
historical
information
in
the
lower
portion
of
each
window.
Six
windows
have
the
statement
presented
by
with
individuals
names.
Nine
windows
have
the
statement
in
memory
of
with
individuals
names.
The
earliest
date
of
birth
mentioned
on
the
glass
is
1839
and
the
latest
date
of
death
is
mentioned
is
1910..

Sorry
1911..
The
surnames
are
well
known
in
southern
caliber
county,
especially
of
course
in
the
history
of
olivet
and
lusby.
The
windows
are
cleaned,
re-glazed
and
wooden
framing
on
the
outside,
painted
and
now
are
protected
with
plate
glass
on
the
outside.
Generous
gifts
from
the
congregation
allowed
the
project
to
be
completed.
Additionally,
the
cemetery
committee
and
trustees
arranged
for
a
three
columbaria
to
be
added
to
the
historic
cemetery.

Preparation
for
this
edition
was
coordinated
with
the
calvert
county
planning
and
zoning
department.
The
olivet
garden
guild
has
created
more
beauty
in
the
garden
areas
of
the
church
grounds.
Two
important
factors
which
guide
the
work
are:
a
focus
on
native
plants
and
a
plan
for
stormwater
management.
The
gardens
were
given
by
were
given
a
bay
wise
award
in
2021
by
the
calvert
county
master
gardeners,
a
program
of
the
university
of
maryland
extension,
fiscal
impact,
none
staff
recommendation
present
the
2022
historic
preservation
award
and
recognize
the
contribution
made
by
the
recipient
for
your
benefit.

workday,

processes

manual

staff
to

wanted

set
out

direction

the
purpose

accordance
with
what
was

advocacy

respect
for
calvert
county
veterans.

presentations
we
have
received
to
date,

presentations

about
us
reaching
out
to
see
where
we

form
connections,
learn,
maybe
adopt
best
practices,
see
where
needs
are
it's
part
of
the
listening
mode.

early
stages

our
group,
we
have
received
informational
presentations
by
calvert,
hospice
carroll,
county
veteran
affairs
services
that
one's
particularly
important,
because
that's
a
mature,
long-standing
group,
we
thought
we
might
be
able
to

learn
a
few
things
there
early
that
might
inform
some
of
our
direction.

a

well
done
presentation
by
two
other
members
who
came
down
christmas
in
april,

greenwell
foundation,
and
we
had
our
very
own
secretary
of
the
maryland
department
of
veterinary
affairs.
George
owens
come

speak

us,
and
that
was
again
immensely
valuable.
He
let
us
know
what
the
state
was
doing.
Moreover,
we
were
able
to
get
to
meet
him
face
to
face,
show
him
what
we
were
trying
to
do
right
setting
out
to
do
so.
Those
are
some
of
the
community
early
community
connections.

have
made
we've
also
worked
in
inter
and
interest
state
to
also
reach
out
make
relationships
again
see
where
we
can
listen
and
learn
right
out
of
the
gate
to
inform
our

direction.

a
steward

get
those
programs
directed
in
the
right
way

large
stakeholder
engagement
effort,

similar

group
came
up

idea
of
doing
a
survey
to
listen
and
elicit
the
needs
of
our
county's
veteran
population,
so
our
survey
was
launched
in
february
of
22.
We
closed
it.

Most
frequently
identified
needs
of
our
survey:
access
to
va
benefits
and
services,
mental
health,
slash,
medical
care
came
up
frequently.
Transportation
came
up
frequently
to
va
medical
facilities,
legal
resources
and
quality
of
life
concerns
now
we're
fortunate
as
a
as
a
county
and
as
a
population.
I
think
that
we
are
able
to
live
the
way
we
do
here.
I
think
we
have
a
a
sort
of
an
insulated.

To
on
that
slide,
please
I'm
assuming
transportation
is
a
huge
huge
issue.
It
is,
is
that
hitting
about
every
survey
that
comes
back
and
and
where
and
what
is
the
biggest
thing
it's
just
out
of
the
county,
I
mean

seems
like
most,
those
facilities
are
like
dc
and
things
of
that
nature
is
there
not
any
type
of
access
to
any
type
of
transportation?
Currently,
for
that
is
that
what
you're
finding.

lot

facilities

dc

other
places

we
maryland
does
have
bus
routes
and
whatnot
to
get
folks

metro
or
uber
to
get
to
the
actual
facility.

it

a
pretty
cumbersome
process,
especially
if
you're
not
used
to
taking
or
uncomfortable
taking
those
forms.

if

other
jurisdictions

concerns

the
tri-county
veteran
affairs
discussions

those
bigger

you

the
transportation

They've
negotiated

they've
raised
that
to
the
state
levels
and
done
what
they
needed
to

budgetarily.

I
think
for
us,
it's
probably
a

resource

product
created
it

revise
the

resources

the
veterans

coordinating

immensely

get

these

and

broadcast

we'll

trying

navigate

that
system
is

level

how
we

simplify
that
for
our
vets

are
particularly
to
their
asses.

immense

of

least
topically
people
can
get
sort

the
right
direction
and

once
you've

them

hook

think
you

conversations

you
don't

and
the
va
facilities
here
in
maryland
are
working
on
that,
so
that
women
have
better
access
and
information
concerning
the
va
process

from
the
out,
I
was
injured
in
vietnam,
so
things
have
totally
changed
and
and
the
perspective
for
the
women
veterans
now
is
because
they
served
on
the
battlefield.

they're,
pilots,
they're
captains
of
ships
that,

I
was
in
that,
wasn't
allowed
so
the
whole
demographics
of
the
female
veteran
now
has
changed
so
and
that's
information
that
we
need
to
gather
and
get
out
to
the
female
veterans.

early

and

and
participate
in
the
2021
veterans

members

lot

that

legion
to
speak

being
at
these
events
is
huge

our
community

the
county,

we
need
to
continue
that
going
forward.

supported

momentum

county

discounted
transit,

veterans.

even

smallest

discounts,
as
you
alluded,
commissioner

are.

tough
problems
and
they
get
very
personal

quickly

those
come
down
to
budget.
So
even
a
modest
discount
here
or
there
all
of
those
again
are
helpful
and
then
we
establish
a
dedicated
email
so
that
we
can
receive
traffic
and
and
in
a
a
single
point,
so
we
can
distribute
it
from
there,
but
that
way
the
public.

the
discounted
transit,
fair,
we

represented
the
commission
at
the
four
counties
council
for
veterans.

prince
george,
st
mary's
and
charles
and
prince
george
county
was
blown
away
by
that
discounted
fare
and
they

implement
calvert's
example
in
their
own
county
to
get
their
veterans.

next
steps.
So
so
far,
we've
talked
about
getting
ourselves
established,
getting
up
off
the
ground,
some
early
traction
and
momentum,
and
some
accomplishments
next
steps,
because
we
are
looking
forward
and
we
want

move
forward
in
a
meaningful
way
like
to
recommend
borah
county
commissioner
support
for
the
following
initiatives:
expanded
local
tax
credits
for
veterans,
less
than
100
percent
disabled
for
anyone.

The
catch
is
they
put
it
on
the
counties
to
implement
these
as
their
property
tax
credits
and
they
range
for
different
levels
of
disability
and
also
for
surviving
spouses.
So
what
we
want
to
do
over
the
next
you
know
year
or
so
is
work
with
the
county
administrators,
the
county,
attorneys,
the
finance
and
budget
departments.

create
a
series
of
proposals
for
your
consideration
to
see
how
we
can
implement
some
or
all
of
these
tax
credits
in
a
smart
matter,
doing
the
analysis
and
provide
those
to
you
to
get
a
better
understanding
and

really
help
those
veterans.

you
said,
commissioner
hart,
you
know
the
911
generation,
those
who
came
in
around

or
after
9
11
to
serve
their
country
after
we
were
attacked
we're
out
over
20
years
now.

lot
of
those
folks
are
retiring
and
they've
known
nothing
but
conflict,
and
I
think
it's
important
that
we
ease
their
transition,
especially
in
a
place
like
calvert,
where
it's
a
great
place
to
raise
a
family
and

american
dream
of
home
ownership
is
still
something
that
we
depend
on
here
and
to
ease
that
transition.
So
they
can
create
some
stability
here
in
calvert
county
as
they
leave
service
and
settle
their
families.

think
it's
important,
so
we're
gonna
work
hard
to
get
that
in
front
of
you
here
in
the
next.

six

eight
months
over
the
course
of
the
next
year
and
on
the
second
bolt
there.
This
is
something
that
we
became
aware
of
not
too
long
ago.

national
association
of
counties
is
come
up

this
initiative

operation
green
light

veterans
and
we've
seen
this
across
the
state
and
across
the
country
for
different
initiatives.

it's
you

the
governor's
mansion
being
lit
up
in
yellow
and
blue
for
ukraine
or.

initiatives
across
the
country
and
what
this
is
is
the
same
approach
where
it's
lighting,
the
the
county
government
buildings
in
green
and
also
calling
on
citizens
in
the
county
to
put
a
green
light
bulb
at

front
door

up
to
veterans
day
and
we're
working
with
the
the
different
departments
in
the
county
to
get
those
resolutions
to
you
for
consideration.

we
probably
can
we
do
that

calvert

we're

on

highlight.

county
over
the
course
of
a
week

public
media
social
media
spots
as

vast
majority

veterans

not
retirees,

retirees
spend

career

service

they
have

ability

learn

processes

about
the
programs
more
about
everything
else.
They
still
have
the
ability

bases

do
different
things
and
have
a
closer
knit
to
the
military
community
that
taught
them
so
much.

are
the
retirees.
The
vast
majority
of
veterans
are
not
the
vast
majority
of
veterans
serve
less
amount
of
time
like
myself,
and
I
spent
a
decade
and
a
half
to
two
decades,
trying
to
figure
out
how
to
navigate
the
va.

from
the
time
that
I
got
out
of
the
service
I
called
up
va,
I
said
hey.
I
want
to
get
benefits.
Denied
call
them
up
a
year
later
want
to
get
va,
benefits
denied.
We
had
a
change
in

president
changed

president
changed
that
process.
Quite
a
few
years
ago,
I
called
up
on
a
sunday
filled
out
the
application
monday.

was
welcomed
into

va
system,
so
the
va
has
really
come
a
long
way
in
the
last
six
plus
years,
and
many
counties,
including
ourselves,
are
blessed
to
have
an
amazing
talent
of
people
like
yourselves
that

starting

realize
that
for
decades
generations,
even
the

people,
the
volunteers,
have
been
told,
volunteer,
come
out.

service

we'll

back

navigate

impossible

help

with

appointment

doctor.

part

means
a
lot

people

allowing

be

part
of

wearing

hat
with
the
ribbons
on
their
head,

themselves

have

same

see

entitlements

have
things

they've,
earned

they're
all
part

community

just
need

break

young

duty
to
become
a
veteran,

they're
considered
a
veteran

that's
one
of
the
things
that
we
can
help
put

start

just
one
year
and
I
think
you,
when
you
brought
up
a
good
point,
it's
the
building
blocks
you're
doing
today
for
going
forward

we're
now
generational

folks
that
are
going

there's

approached
about
three
months
ago
by
a
member
of
the
private
bar
asking
me
whether
or
not
I
was
interested
in
supporting
the
expansion
of
those
services
and,
of
course,
I
indicated
my
whole-hearted
support.
We
have
talked
to
judge
chanley,
judge,
saunders.
I've
met
with
the
public
defender's
office
and
a
number
of
players
in
the
court
system
to
determine
what,
if
anything
we
can
do,
and
one
of
the
one
of
the
things
that
keeps
cropping
up
is
the
difficulty
we're
having
identifying
veterans
as
they
enter
into
the
court
system.

right
now
rely
upon
private
council
to
tell
us
whether
or
not
a
defendant
in
the
system
is
a
veteran
and
we
found
that
that
is
hit
or
miss.
We
miss
out
on
so
much
so
I've
written
to
chief
judge
morrissey
of
the
district
court
and
asked
him
if
he
would
be
willing
to
include
on
the
initial
screening
application
when
people
come
into
the
system.

they're

start

people
and
identifying
services

next

voted
direct
staff
to
distribute

amendment
for

were
reviewed
by
the
planning,
commission
and
staff
was
directed
to
schedule,
move
forward
with
a
joint
public
hearing
with
the
board
of
county
commissioners.
That's
where
we
are
today.

just

add
a

the
use

assisted
living
facilities

is
one
of
our
review
agencies

plan

they

able
to
weigh

However,

don't
know
that
there's
specific
criteria
for
ems
services-

are
addressing
with
the
update
to
the
adequate
public
facilities
regulations,
but
that's
not
in
effect
today.

public
safety
is

agency
list,
so
they
receive
the
text
amendment
and
can
provide
comments
through
the
process
if
they
have
any.

they'll
be
independent,
living,

units
assisted
living

and
this
was
from
their
conceptual
site
plan.

faith,
thinking
that
this
was

permitted

started
the
process
when

that
this

bit
of
review
left
through
the
technical
evaluation

will
have
to
go
to
the
planning
commission
for
a
review
and
approval.

think
there's
ample
time
to
evaluate
your
questions
for

that's

negative

just
think
that
it's

extremely
valid
point

know
how
time
sensitive
this
is.

they,
they
started
the
project.
They

concept
plan,
thinking
that
it
was
a
permitted
use.

an
error
on
our
website
which
we're
trying
to
correct.
We
do
feel
that
it
fits
into

the
surrounding
districts.
Certainly,
this
is
something
you

don't
know
what
authority
public
safety
has
at
this
time
without
updating
the
adequate
public
facilities,
but
it
will
be
addressed.

to

addressed
early
on

sure
those
earlier
boards
walked
out
of
there
with
an
understanding

have
this

seen,

then
are
we
going

set
ourselves
up
for
the
same
situation

forward.

we
have
the
the
history
lesson,

think
it's

important

there

a
real
understanding

the
same
discussion,

september
with
a
work
session

ordinance,

then
you

have
another
opportunity
at
the
public
hearing

ordinance
to
determine
whether
or
not
you're
going

all
their

it's
back

personal
responsibility.

community
and

abbreviated
presentation

one

you've
seen

so
chapter
57
of
the
county
code
of
ordinances
authorizes
the
historic
district
commission
to
designate
historic
districts
throughout
the
county.
First
historic
district
was
designated
in
1974,
it's
named
patuxent
manor
and
the
most
recent
historic
district
is
pre-preston
on
patuxent,
which
was
designated
in
2019
throughout
the
county.
There
are
95
historic
districts
and,
as
you
can
see,
they're
fairly
well
distributed
across
with
certain
concentrations
in
the
areas
you
might
suspect,
particularly
along
the
patuxent
lower
marlborough.

The
current
guidelines
were
adopted
in
20
2001.
The
information
in
them
is
dated
it's
not
particularly
user
friendly
2001.
We
did
not
have
the
same
use
of
technologies
that
we
do
today
and
the
same
reliance
on
wireless,
in
particular.
I
The
format
of
it
was
not
particularly
user
friendly.
It
was
at
the
time,
but
again
it's
not.
For
current
days
there
have
been
changes
in
preservation.
There
have
been
changes
in
materials,
we
use
updated
materials
that
are
lighter
weight
that
are
less
expensive
and
still
serve
the
purpose
of
historic
preservation
and
retaining
the
look
and
feel
of
a
historic
property.

The
revised
guidelines
are
updated.
They
have
a
more
user-friendly
format,
one
of
the
things
that
we
preferred
was
having
a
definition
of
terms
directly
in
the
front
so
that
it
made
it
easier
to
understand
what
various
things
meant,
and
we
address
a
lot
of
the
things
that
just
were
not
there

years
ago.
So,
accessibility,
alternative
materials,
technology
and
climate
threat
mitigation.

As
far
as
the
process
goes,
the
board
of
county
commissioners
moved
to
initiate
the
process.
The
planning
commission
moved
to
agency
comment.
There
was
adequate
legal
notice
and
this
evening
we'll
have
the
joint
session
with
the
planning
commission
and
the
final
step
will
be
adoption
of
the
resolution.

just
is
there
any
substantive
points
that
have
been
addressed
or
modifications
to
guidelines
per
se.

largely
they
remain
in
the
same
part
of
it.

would
say
that
the
main
differences
are
a

modern
format,

usable
format
and
then
also
the
integration
of
newer
technologies,
newer
materials.

anything,
I
would
say
it's
actually
a
benefit,
because
if
you
look
at
a
lot
of
what

years
ago
would
satisfy
the
historic
preservation
needs,
we
have
modern
materials
now
that
are
less
expensive,
that
are
less
heavy
that
are,
are
you
know
better
for
for
an
average
person
we?
These
are
our
citizens
who
are
doing
our
preservation
work,
and
so
anything
that
facilitates
that
we
try
to
encourage.

adopted
a
resolution
in
1989
intending
to
maintain
the
order
and
decorum
of
the
governmental
process
a
copy
is

The
ethics
commission
has
asked
that
we
remind
speakers
of
public
comment

lobbyists

who
seek
to
influence
public
policy
and
lobbyists
who
must
register
in
advance.

first
want

say
thank
you
for
your
discussion
this
morning
on
veterans
as
an
oif
veteran
10
years
in
the
national
guard,
I
can
attest
that
it's
very
difficult
to
get
in
and
out
of
the
va
for
services,
as
you
begin
to
distribute
the
second
half
of
that
18
million
dollars
in
arpa
money.

I
hope
that
you
guys
are
looking
at
things
like
the
calvert
alliance
against
substance
abuse,
the
ladies
of
charity,
saint
anthony's,
and
north
beach,
that
are
part
of
a
patchwork
of
food
insecurity,
safety
nets
in
calvert
county.
They
rely
on
donations
and
volunteers
to
put
food
and
backpacks
for
kids
and
they
need
a
new
building
up
there
in
north
beach.
I
hope
you
look
at
the
one
room
schoolhouse
down
there
across
from
rooms,
island
road
there.
They
do
great
work,
keeping
the
history
of
coward
alive
and
they
rely
on
donations
and
over
the
pandemic.

have
not
had
as
many
donations
as
they
need.
The
coward
alliance
against
substance
abuse
does
great
work
to
keep
kids
safe
and
adults
safe,
and
they
need
help
doing
that.
So
I
hope
that,
as
you
start
distributing
that
money,
you
reach
out
to
other
nonprofits
or
make
a
process
available
for
them
to
reach
out
to
you,
because
I've
spoken
a
lot
of
them
recently
and
they
didn't
know
that
it
was
an
option
to
ask
the
county
for
money.

rooms
on

friday
and

grand
opening

jake's
parents
started
that
business
about
40
years
ago
and
up
until
right
now,
they've
been
operating
off
a
couple
wagons
and
have
upgraded
to

building.

attended
malcolm
funds
funeral.

was
greatly
attended
and
you
know
just
us.

just
a
sign
of
the
impact
that
malcolm
had
on
the
community,
the

of
people
that
showed

respects,

we're
going
to
miss
malcolm
and
his
participation
in
community
efforts
also
went
to

week
we

always
meet
with
the
secretary
of
transportation
for
maryland.
To
talk
about
the

state
won't
do
that
without
federal
support,
and
so,
but
we
keep
it
on
the
list,
because
it
is
a
vital
transportation
issue
for
us
and
saint
mary's
county.
We
also
talked
about
road
improvements
to

that
they

aware
of,

while
they
wouldn't
well,
they
wouldn't
commit.
They
did
say
that
they
do
have
some
funding
and
that
they
will
make
some
progress
on
some
of
those
projects.

not
on
their
list
currently,
but

think
that

we

told
it's
probably
maybe
less
than

million
dollars

do
that,

on
the
technology
that
we

and

they
need
to
do

we
meet

we
heard
at
that

good
opportunity

venues
in

for
the
