parks

plan.

county

adopted
guidelines
for
conduct
for

at
public
hearings

detailed
in
resolution
6-8-9.

preservation,
parks
and
recreation
plan
started
back
in
august
of
21
and
continued
on
with
work
sessions
and
this
presentation
being
provided
in
june
of
2022
to
both
the
planning,
commission
and
the
board
of
county
commissioners
for
any
further
comments.

breaks
down
the
calvert
county
profile,
current
population,
as
based
on
the
2020
census,
along
with
our
median
age,
household
income,
household
value
and
average
household
size.

far
as
satisfaction
in
regards
to
parks
and
recreation
services,
we
had
a
58
percent
of
invite
respondents
rated
their
satisfaction
as
a
four
to
a
five
with
the
average
rating
of
3.6
indicating
some
need
for
improvements
in
some
areas.
As
far
as
future
needs.

So
when
the
respondents
participated
in
the
survey,
the
types
of
participation
in
activities
is
relayed
on
the
screen.
What
they
participated
in
most.
You
can
see
that
the
three
areas,
the
gray,
is
the
overall
survey
participants.
The
blue

the
invite
participants
and
then
the
open
link
is
in
the
orange.

So
the
importance
of
agricultural
and
land
preservation
was
a
top
priority
for
the
community,
as
you
can
see,
protecting
environmentally
sensitive
areas,
wetlands
floodplains
and
steep
slopes
from
developmental
impacts
had
a
very
high
percentage
of
four
and
five
respondents.
There
were
very
low
overall
in
the
one
and
two
responses
on
any
of
the
questions.

So,
with
this
survey
we
also
did-
or
with
the
the
plan
itself,
we
did
look
at
the
level
of
service
of
of
the
access
to
recreational
facilities,
so
there
were
many
maps
in
the
the
entire
plan.
This
is
one
that's
pulled
out
to
indicate
the
estimated
drive
times
to
parks
and
recreation
facility.
It's
a
little
hard
to
see
on
the
map,
but
you
can
see
in
the
different
colors,
whether
it's
greater
than
15
minutes
zero
to
five
minutes
or
five
to
15
minutes
to
a
parks,
recreation
facility,

percent

the
county
is
over
a
15-minute
drive

any
parks
and
recreation

So
with
that,
when
we
worked
with
our
consultant,
we
looked
at,
they
made
recommendations
for
goals
and
objectives
on
how
to
achieve
what
the
community
is
looking
for.
As
far
as
the
next
five
years
for
the
land,
preservation
parks,
recreation
plan
and
what
we
came
up
with
with
the
assistance
of
our
consultant.
Barry
dunn
was
these
four
goals
to
improve
and
enhance
existing
calvert
county
parks
and
recreation
facilities
and
amenities
continue
and
improve
programming
and
natural
resource
opportunities
within
existing
and
future
parks.

areas
continue
to
look
for
opportunities
to
develop
new
facilities
and
amenities
and
improve
and
strategize
organizational
efficiencies
and
the
next
few
slides.

it's
quite

bit,

are
the
objectives
that
we
will
be
working
on
through
the
next
five
years
to
try
and
make
as
best
use
as
possible
of
this
land
preservation
parks
and
recreation
plan.

trails

we

we
also
develop
access
to
some
of
our
waterways,
some
of
our
creeks,
better
access
to

patuxent,
perhaps
there's
potential
for
a
tourist
uptick,
because
who
wouldn't
want

hike

calvert,

paddle
on
the
patuxent
river
hunting
creek.

considering
of
public
comment
and
taking
action
on
the
proposed
text.
Amendment
the
planning
and
zoning
staff
received
a
text
amendment
request
from
the
department
of
economic
development
economic
development
staff
requested
this
text
amendment
be
pursued
to
permit
assisted
living
within
solomon
subdistrict
d-1.

amendment

be
consistent
with
the
descriptions
of
the
types
of
uses
for
the
solomon's
talent
town
center.

keep

calver
county
zoning
ordinance

hard
copy

our

This
is
the
second
viewing

the

guidelines
are
currently
dated.
They
were
never
designed
for
online
use.
It
was
these
are
21
years
old,
most
people
nowadays
access
information
via
pads
via
other
things,
and
we
wanted
a
document
that
was
going
to
be
more
tech
friendly.

we
wanted
a
document
that
was
more
user-friendly.
Additionally,
there
have
been
changes
in
approaches
to
the
field
of
historic
preservation.
There
have
been
changes
in
materials
and
there
have
been
changes
in
technology
things
like
alternative
energy
and
how
that
could
work
with
historic
preservation.
We
wanted
a
document
that
would
capture
these
new
items.

The
revised
guidelines
are
more
user
friendly
with
definitions
directly
in
the
front
of
the
document,
which
we
believe
makes
it
more
approachable
document
to
use,
and
it
also
includes
the
items
such
as
accessibility,
alternative
materials,
technology
and
climate
threat
mitigation.

As
far
as
moving
for
the
process,
the
board
of
county
commissioners
moved
to
initiate
the
planning
commission
moved
to
agency
comment.
Adequate
time
was
provided
for
legal
notice
at
the
the
board
of
county
commissioners
move
to
a
joint
session.
This
joint
session
and
the
purpose
of
this
joint
session
is
partially
to
adopt
these
as
the
historic
district
design
guidelines.

reached
out
several
times
the
historic
commission

damages.

raise
these
to

higher
profile
and
ensure
that
any
future
work
done
on
the
site
is
consistent
with
the
best
archaeological
research
and
that
is
done
appropriately
and
that
we
don't
damage
the
record
that
calvert
county
historic
district
commission

shown
for
these
types
of
sites
to
be
sparse,
narrow
or
non-existent.
So
I
want
to
just
bring
that
up
to
everybody's
attention
and
hope
that
that
site
is
is
really
cared
for
well
in
the
future.

particular
piece

property
that
we
have
in
our
neighborhood.
But

big
thing

historical
preservation,
historical
preservation.
That
means
a
lot
to
me.
Everybody
seems
to
have
a
different
idea
of
what
it
means
to
them.
To
me.

It's
been
sitting
there
vacant
for
60
years,
nobody's
done
anything,
and
you
know
everybody
drove
past
it
every
day
and
then
all
of
a
sudden,
we
came
home
from
work
one
day
and
all
the
trees
were
gone
and
then
it
just
everybody's
going
what
and
then
after
the
trees
were
gone
then
they
came
in
and
they
they
did
a
survey
and
found
out
that
they
had
cut
trees
down.
They
just
came
in
and
cut
trees
down.

So
I
don't
know
what's
going
to
happen
with
this
thing,
but
but
that's
what
I'm
concerned
with
is
historical
properties,
I'm
all
for
preserving
history.
After
what
we're
witnessing
in
the
last
couple
of
years
in
this
country,
I'm
not
particularly
a
happy
camper
about
watching
american
history
disappear
and
being
rewritten,
I'm
not,
and
and
this
this
piece
of
property
in
particular
to
have
somebody
come
in
there
and
just
take
a
bulldozer
and
bulldoze
the
history.

I
have
a
real,
a
real
issue
with
the
trustees,
because
I
want
to
know
why
an
organization
with
billions
and
billions
of
dollars
didn't
do
something
with
that
property
in
a
60-year
period.

it

the
guiding
document
that
should
plans
ever

historic

will

conform

these
guidelines
apply
to
every
historic
district.
The
changes
in
them
were
really
meant
to
address
the
changes
that
have
just
happened
more
broadly,
whether
they
be
materials
so
on
and
so
forth.
That
have
happened
since
the
previous
adoption
over
20
years
ago.

One
of
the
reasons
I
believe
that
that
was
not
done
is
because
this
was
not
changing
word
by
word.
In
other
words,
it
would
have,
it
would
have
been
a
bloodbath
if
we
had.
This
was
literally
gutted
re-put
together
a
lot
of
the
wording
updated
to
reflect
current
wording
and
a
lot
of
the
format
designed
to
be
more
usable
in
in
a
virtual
online
setting
substantively
there
there
really
weren't
any
changes.

had
this

that
it
was
open

would
say
in
regards
to
development.
There
is
effectively
no
change
its
impact
to
historic
district
owners.
I
only
see
as
a
benefit,
because
in
the
past
21
years
there
have
been
development
of
materials
and
again
also
alternative
energies
that
were
not
addressed
under
these
under
the
previous
guidelines,
and
these
newer
materials
are
often
more
affordable,
more
durable
and
they
still
achieve
the
look
and
feel
of
historic
materials,

are

acceptable

as
the
effect
on
what
can
be
developed
and
what
can't
be
much
like
other
forms

preservation,
I'm
a
big
fan
of
rural
preservation
because,
in
my
mind,
world
preservation
is
historic,
preservation
and,

purpose
of
the
historic
preservation
is
to
keep
it.
And
the
purpose
of
these
guidelines
is
to
inform
historic
district
owners
of
what
changes.
If
they
do
make.
It
are
permissible
what
are
not
permissible.

It
informs
the
historic
district
commission
when
they're
reviewing
historic
area
work
permits
as
to
whether
or
not
it
is
in
line
not
only
with
this.
But
this
document
is
based
on
national
standards,
on
secretary
of
st
secretary
of
interior
standards
for
rehabilitation,
so
as
far
as
what
it
permits
and
what
it
doesn't
permit,
there's
no
real
changes
in
effect
that
what
it
permits
from
for
the
exterior
it
only
regulates
exterior
it
it.
That
is
a
limiting
factor.
It
limits
what
people
can
do.

has
actually
happened.
I
would
say
in
two
phases.
First,
the
guidelines
should
be
available
to
the
historic
district
owners
it's
available
for
them
to
refer,
and
there
are
sections
on
on
archaeology
on
doing
archaeology
prior
to
changes
to
the
land.

Again,
if
they're
going
to
do
an
addition,
if
there's
going
to
be
any
ground
disturbance,
then
it
does
give
the
process
that
process
is
normally
contacting
me
and
I'll
go
out
as
an
example
I
usually,
and
if
it
doesn't,
if
they
haven't
gotten
that
information
through
the
guidelines,
we
get
it
through
the
permitting
process.

Yes,
sir,
it
is,
it
is
often
the
entire
parcel.
However,
in
instances
we
have
instances
where
we
have
historic
resident
or
sorry,
we
have
historic
tobacco
barns
that
are
on
the
same
parcel
as
a
not
historic
domestic
single-family
home.
In
those
cases,
they
usually
elect
to
put
the
barn
in
preservation.

Yeah
we
would
have
to
go
through
almost
all
of
these.
All
of
these
are
would
already
have
forms
maryland
inventory
of
historic
properties
forms
on
file
with
the
maryland
historical
trust,
that's
usually
a
starting
point,
but
the
maryland
the
the
his
the
maryland
inventory
of
historic
properties
is
purely
for
informational
research
value.
It
is
not
a
regulatory
designation,
so
while
it
does
note
that
it
is
a
historic
property,
it
doesn't
place
any
restrictions.

No,
we
all
the
historic
districts
that
I
can
think
of
are
historic
districts
designated
because
of
a
physical,
something
that
is
there
even
in
the
case
of
a
cemetery.
A
cemetery
is
a
landscape
feature,
so
that's
physical
above
ground.
O
However,
we
generally
expect
that
whenever
you
have
a
historic
district,
there
are
going
to
be
aspects
within
it,
which
is
why,
whenever
historic
area
work
permit
is
issued,
that
includes
ground
disturbance.
It
also
includes
at
least
some
level
of
monitoring
by
myself
at
a
minimum.

Well,
in
the
instance
of
a
neighboring
property,
I
there's
not
an
authority
within
the
ordinance
that
I
know
of
overlays
in
other
jurisdictions,
where
the
overlay
extends
to
adjoining
landowners,
and
that
is
not
the
case
with
the
historic
district
ordinance.
So
what
I
would
have
is,
I
would
have
the
ability
to
review
when
it
came
through
the
permitting
process,
and
then
it
would
depend
on
things
like
if
it
were
in
a
town
center,
where
I
would
have
a
different
ability
to
either
restrict
or
request
or
require
in
most
cases
it's
a
request.

And
then
it's
that's.
That's
the
right
of
the
landowner
to
provide
access
or
not.

The
wording
of
the
chapter
57,
the
historic
district
order
ordinance,
is
if
they
are
significant,
historic
and
that
has
been
interpreted
by
the
historic
district
commission
to
apply
to
historic
plantings.
In
other
words,
if
there
were
a
line
of
boxwoods
that
went
along
a
driveway
or
something
like
that,
that
lent
themselves
to
the
historic
character
of
the
in
that
case,
that,
yes,
that
would
require
historic
area
work
permit.
If
that
answers
your

ordinance
does
also
provide
that
when
a
county
permit
comes
through
so
if
the
retreat
removal
would
require

county
