regarding
the
approval
of
the
2022
land
preservation
parks
and
recreation
plan.
The
county
has
adopted
guidelines
for
conduct
for
conduct
at
public
hearings
as
detailed
in
resolution
6-8-9.

this
is
a
presentation
that
both
the
planning,
commission
and
the
board
of
county
commissioners
have
seen
previously
the
process
and
schedule
for
this.
2022.
Land
preservation,
parks
and
recreation
plan
started
back
in
august
of
21
and
continued
on
with
work
sessions
and
this
presentation
being
provided
in
june
of
2022
to
both
the
planning,
commission
and
the
board
of
county
commissioners
for
any
further
comments.

We're
actually
looking
at
some
further
surveying
to
to
see
what
the
community
is
looking
for
as
far
as
better
communication
as
they
like
getting
the
activity
guide
and
they
use
the
activity
guide,
but
would
like
our
communication
to
be
better
as
far
as
the
the
quality
of
life,
the
importance
of
quality
of
life,
the
invite
respondents,
rated
agriculture
and
land
preservation
very
high
at
4.3,
and
above
and
it's
very
important
to
the
community.
To
maintain
our
current
amenities,
followed
by
new
trails
and
recreational
opportunities.

when
the
respondents
participated
in
the
survey,
the
types
of
participation
in
activities
is
relayed
on
the
screen.
What
they
participated
in
most.
You
can
see
that
the
three
areas,
the
gray,
is
the
overall
survey
participants.
The
blue
is
the
invite
participants
and
then
the
open
link
is
in
the
orange.

So
the
importance
of
agricultural
and
land
preservation
was
a
top
priority
for
the
community,
as
you
can
see,
protecting
environmentally
sensitive
areas,
wetlands
floodplains
and
steep
slopes
from
developmental
impacts
had
a
very
high
percentage
of
four
and
five
respondents.
There
were
very
low
overall
in
the
one
and
two
responses
on
any
of
the
the
questions.

So,
with
this
survey
we
also
did-
or
with
the
the
plan
itself,
we
did
look
at
the
level
of
service
of
of
the
access
to
recreational
facilities,
so
there
were
many
maps
in
the
the
entire
plan.
This
is
one
that's
pulled
out
to
indicate
the
estimated
drive
times
to
parks
and
recreation
facility.
It's
a
little
hard
to
see
on
the
map,
but
you
can
see
in
the
different
colors,
whether
it's
greater
than
15
minutes
zero
to
five
minutes
or
five
to
15
minutes
to
a
parks,
recreation
facility,

So
recurring
themes
that
we
saw
through
all
of
the
the
conversations
in
the
the
surveys
itself.
We
we
asked
for
individual
responses
to
some
of
these
items
as
well.
There
was
a
importance
in
improving
connectivity,
greenways
trails
and
multi-use
paths
renovating
and
improving
existing
facilities
in
parks
and
addressing
deferred
maintenance,
address
aging
infrastructure
balance,
rule
character
of
the
county,
with
development
of
facilities
and
amenities,
improved
communications,
increase,
natural,
open
and
green
space.

So
with
that,
when
we
worked
with
our
consultant,
we
looked
at,
they
made
recommendations
for
goals
and
objectives
on
how
to
achieve
what
the
community
is
looking
for.
As
far
as
the
next
five
years
for
the
land,
preservation
parks,
recreation
plan
and
what
we
came
up
with
with
the
assistance
of
our
consultant.

purpose
of
tonight's
public
hearing
is
to
review
and
to
discuss
the
proposed
text,
amendment
22-01
to
permit
assisted
living
facilities
within
the
d-1
sub-district
of
the
solomons
town
center.
Hopefully,
then,
we
will
follow
with
receiving
and
considering
of
public
comment
and
taking
action
on
the
proposed
text.
Amendment
the
planning
and
zoning
staff
received
a
text
amendment
request
from
the
department
of
economic
development
economic
development
staff
requested
this
text
amendment
be
pursued
to
permit
assisted
living
within
solomon
sub-district
d-1.

Adopting
this
text
amendment
would
be
consistent
with
the
descriptions
of
the
types
of
uses
for
the
solomon's
town
center.
Subdistricts
d1
is
described
as
designated
primarily
for
mixed
use,
as
is
subdistrict
d3
to
the
south,
to
the
north
are
subjects,
districts,
d2
and
d3,
designated
primarily
for
residential
uses
and
subdistricts

reason
we're
doing
this
text
amendment
they
moved
forward
in
good
faith,
thinking
that
this
was

permitted
use,

that's
how
the
use
charts
were
shown
on
the
calver
county
website.

was
an
error.
We
keep
the
official
copy
of
the
calver
county
zoning
ordinance
in
hard
copy
in
our
office
and
it's
not
a
permitted
use.
So
somehow
a
mistake
got
made
on
our
website,
so
they
proceeded
when
that
mistake
was
discovered.
They
requested
through
economic
development,
to
have
this
text
amendment
so
that
they
could
complete
their
project.

Also,
we
wanted
a
document
that
would
be
more
user
friendly.
Additionally,
there
have
been
changes
in
approaches
to
the
field
of
historic
preservation.
There
have
been
changes
in
materials
and
there
have
been
changes
in
technology
things
like
alternative
energy
and
how
that
could
work
with
historic
preservation.
We
wanted
a
document
that
would
capture
these
new
items.

As
far
as
moving
through
the
process,
the
board
of
county
commissioners
moved
to
initiate
the
planning
commission
moved
to
agency
comment.
Adequate
time
was
provided
for
legal
notice
at
the
the
board
of
county
commissioners
moved
to
a
joint
session.
This
joint
session
and
the
purpose
of
this
joint
session
is
partially
to
adopt
these
as
the
historic
district
design
guidelines.

have
not
had
a
chance
to
review
the
changes
to
these
design
guidelines,
but
I
would
like
to
share
some
recent
concerns
about
some
impacts
to
a
local,
historic
district
site
in
our
neighborhood.

Trees
have
been
cleared.
Some
of
those
trees
landed
on
the
structure
of
the
ruins
which
are
designated
as
part
of
the
historic
site.
Percolation
tests
were
conducted
with
heavy
machinery
using
backhoes
right
on
the
site
of
these
historic
areas.
It
turns
out
that
some
of
these
doing
research
on
this
found
out
it
shows
that
the
historic
schoolhouse
was
underneath
one
of
these
areas
where
the
percolation
test
pits
were
dug.

We
just
want
to
continue
to
raise
these
to
at
a
higher
profile
and
ensure
that
any
future
work
done
on
the
site
is
consistent
with
the
best
archaeological
research
and
that
is
done
appropriately
and
that
we
don't
damage
the
record
that
calver
county
historic
district
commission
has
shown
for
these
types
of
sites
to
be
sparse,
narrow
or
non-existent.
So
I
want
to
just
bring
that
up
to
everybody's
attention
and
hope
that
that
site
is
is
really
cared
for
well
in
the
future.

attention

this
particular
piece
of
property
that
we
have
in
our
neighborhood.
But
my
big
thing
is
historical
preservation,
historical
preservation.

a
lot
to
me.
Everybody
seems
to
have
a
different
idea
of
what
it
means
to
them.
To
me.

It's
been
sitting
there
vacant
for
60
years,
nobody's
done
anything,
and
you
know
everybody
drove
past.
It
every
day
and
then
all
of
a
sudden,
we
came
home
from
work
one
day
and
all
the
trees
were
gone
and
then
it
just
everybody's
going
what
and
then
after
the
trees
were
gone,
then
they
came
in
and
and
they
they
did
a
survey
and
found
out
that
they
had
cut
trees
down.
They
just
came
in
and
cut
trees
down.
I
won't
get
into
that
detail
and
then
then,
to
even
get
even
further
into
this
thing.

After
what
we're
witnessing
in
the
last
couple
of
years
in
this
country,
I'm
not
particularly
a
happy
camper
about
watching
american
history
disappear
and
being
rewritten,
I'm
not,
and
and
this
this
piece
of
property
in
particular
to
have
somebody
come
in
there
and
just
take
a
bulldozer
and
bulldoze
the
history.
If
we're
going
to
preserve
the
history,
let's
preserve
the
history,
but
I
still
have
a
question
for
the
trustees
at
the
methodist
church.

concerned

st
john's
chapel
road,
which

a
goat
path.

a

I
just
wanted
to
find
out

I
brought
this
up
in
a
meeting
in
april
right
here
in
this
room
and
out
of
this
so-called
historical.

as
far
as
as
the
act
of
historic
preservation,
it
doesn't
change
it.
Those
it
will
become
the
guiding
document
that
should
plans
ever
come
through
that
are
requiring
of
a
historic
area
work
permit.
They
will
have
to
conform
with
these
guidelines,
but
these
guidelines
apply
to
every
historic
district.
The
changes
in
them
were
really
meant
to
address
the
changes
that
have
just
happened
more
broadly,
whether
they
be
materials
so
on
and
so
forth.
That
have
happened
since
the
previous
adoption
over
20
years
ago.

One
of
the
reasons
I
believe
that
that
was
not
done
is
because
this
was
not
changing
word
by
word.
In
other
words,
it
would
have,
it
would
have
been
a
bloodbath
if
we
had.
This
was
literally
gutted
re-put
together
a
lot
of
the
wording
updated
to
reflect
current
wording
and
a
lot
of
the
format
designed
to
be
more
usable
in
in
a
virtual
online
setting
substantively
there
there
really
weren't
any
changes.

do
believe
we
presented
it.
It
was
attached
to
every
agenda
that
it
was
on.
So
when
it
went
to
the
planning
commission
it
was
on
their
website
agenda.

could
click
on
the
document

it

county

presented
it
you
could
click
on
the
document
and
review
it.

I'm
glad
you
asked
that
question
I
would
say
in
regards
to
development.
There
is
effectively
no
change
its
impact
to
historic
district
owners.
I
only
see
as
a
benefit,
because
in
the
past
21
years
there
have
been
development
of
materials
and
again
also
alternative
energies
that
were
not
addressed
under
these
under
the
previous
guidelines,
and
these
newer
materials
are
often
more
affordable,
more
durable
and
they
still
achieve
the
look
and
feel
of
historic
materials,
and
they
are
now
acceptable
that
they
just
didn't
exist
21
years
ago.

However,
as
far
as
the
effect
on
what
can
be
developed
and
what
can't
be
much
like
other
forms
of
preservation,
I'm
a
big
fan
of
rural
preservation
because,
in
my
mind,
world
preservation
is
historic,
preservation
and,
and
the
purpose
of
the
historic
preservation
is
to
keep
it.
And
the
purpose
of
these
guidelines
is
to
inform
historic
district
owners
of
what
changes.
If
they
do
make.
It
are
permissible
what
are
not
permissible.

It
informs
the
historic
district
commission
when
they're
reviewing
historic
area
work
permits
as
to
whether
or
not
it
is
in
line
not
only
with
this.
But
this
document
is
based
on
national
standards,
on
secretary
of
st
secretary
of
interior
standards
for
rehabilitation,
so
as
far
as
what
it
permits
and
what
it
doesn't
permit,
there's
no
real
changes.

file

the
maryland
historical
trust,

usually

starting

inventory
of
historic
properties
is
purely
for
informational
research
value.
It
is
not
a
regulatory
designation,
so
while
it
does
note
that
it
is
a
historic
property,
it
doesn't
place
any
restrictions.

in
the
instance
of
a
neighboring
property,
I
there's
not
an
authority
within
the
ordinance
that
I
know
of
overlays
in
other
jurisdictions,
where
the
overlay
extends
to
adjoining
land
owners,
and
that
is
not
the
case
with
the
historic
district
ordinance.
So
what
I
would
have
is,
I
would
have
the
ability
to
review
when
it
came
through
the
permitting
process,
and
then
it
would
depend
on
things
like
if
it
were
in
a
town
center,
where
I
would
have
different
ability
to
either
restrict
or
request
or
require
in
most
cases
it's
a
request.

Ordinance
is
if
they
are
significant,
historic
and
that
has
been
interpreted
by
the
historic
district
commission
to
apply
to
historic
plantings.
In
other
words,
if
there
were
a
line
of
boxwoods
that
went
along
a
driveway
or
something
like
that,
that
lent
themselves
to
the
historic
character
of
the
in
that
case,
that,
yes,
that
would
require
historic
area
work
permit.
If
that
answers

required
a
county
permit,
the

ordinance
does
also
provide
that

a
county
permit
comes
through
so
if
the
retreat
removal

require
county
permit,

that
would
be

routed
