condolences

the
loss
of
County
Staples,
Charlie
Busey

business
office
of
the
County
Administrator
requests
to
pause
and
re-evaluate
equivalent
dwelling
unit,
edu
audit
results
and
billing
an
edu
is
an
allocation
of
capacity
assigned
and
permitted
by
the
state
for
each
water
system
and
each
wastewater
treatment.
Plant
Capital
connection
fees
are
charged
for
capacity
allocation
to
public
water
and
sewer
systems.
One
edu
equals
eighteen
thousand
gallons
of
water
per
calendar
quarter
or
approximately
200
gallons
of
water
per
day.

The
Department
of
Public,
Works
water
and
sewage
division
wsd
authorized
an
edu
audit
under
the
authority
of
resolution,
32-16
approved
September,
27,
2016
of
commercial
and
residential
properties
connected
to
the
County's
Water
and
Sewer
infrastructure,
an
edu
audit
reviews,
water
use
over
a
certain
time
period
and
reevaluates
actual
water
consumption.
The
recent
wsd
edu
audit
was
between
April
1st
2020
and
March
31st
2022.
During
this
audit
process,
220
residential
customers
and
87
business
customers
were
determined
to
be
using
capacity
in
excess
of
120
percent
of
their
current
allocation.
A
In
evaluating
recent
customer
inquiries,
wsd
has
identified
a
correlation
between
increased
use
and
capacity
on
County
systems
and
public
who
may
have
been
working
from
home
during
the
the
pandemic,
because
the
enabling
resolution,
States
quote
specific
quarters
of
consumption,
may
be
excluded
in
determining
the
quarterly
average
number
of
gallons
when
unique
circumstances
exist.
That
may
affect
this
determination.

billing
that
was
directly
related
to
the
audit
and
recently
distributed

to
reassess
the
audit
results
to
capture
capacity

Parks
and
Recreation
currently
has
prioritized
funding
for
this
cycle
to
the
replacement
of
the
tennis
courts
at
Cove
Point
Park
on
September
13
2022,
the
bocc
approved
the
submittal
of
the
Grant
application
for
this
project
on
November
16
2022,
the
Maryland
Board
of
Public
Works
approved
the
Grant
application
for
the
Cove
Point,
Park
tennis
and
pickleball
courts
project
and
the
amount
of
seven
hundred
thousand
dollars
with
no
match
required.
The
bocc
voted
and
closed
the
record
and
requested
staff
return
after
10
days
to
request
approval
and
sign
the
related
budget
resolution.

Calvert
County
Sheriff's
Office
fiscal
year
2023
local
agency
License
Plate
Reader
Grant,
the
Maryland
Department
of
State
Police
MSP,
announced
the
creation
of
a
new
grant
program
created
by
Governor
Larry
Hogan
and
supported
by
the
Maryland
general
assembly.
This
grant
program
consisted
of
5
million
dollars
to
be
awarded
only
to
local
and
Municipal
law
enforcement
agencies
for
the
purchase
of
License
Plate
Reader
systems.
A
Lprs
the
sheriff's
office
currently
utilizes
LPR
technology,
LPR
data
information
may
be
used
for,
but
not
limited
to
Crime
analysis,
criminal
investigations
and
to
Target
vehicles
on
a
quote
hot
list,
end
quote,
which
include:
wanted
persons,
stolen
vehicles
and
Amber
silver
alerts.
The
total
Grant
amount
awarded
to
the
Calvert
County
Sheriff's
Office
is
199.
A
973.
MSP
will
distribute
awarded
funds
to
grantees
on
a
reimbursement
of
expenditures
basis
when
proof
of
delivery
and
payment
is
received.
The
budget
adjustment
will
increase
the
fiscal
year,
2023
adopted
budget
by
199
973
dollars
after
discussion,
staff
recommended
the
budget
adjustment
and
the
bocc
closed
the
record
and
adopted
and
enacted
the
resolution
approving
the
budget
adjustment.
Proclamation
project
Echoes
30-year
anniversary
recognition
in
1992,
the
ecumensial
Council
of
Calvert
County
formed
a
task
force
to
start
a
homeless
shelter.
A
The
ecumensial
council
for
the
homeless
by
1993
project
Echo
Inc
was
incorporated
as
a
501c3
non-profit
and
opened
a
16-bed
emergency
shelter
for
individuals
and
families
experiencing
homelessness.
Their
current
38-bed
facility
opened
in
2010,
providing
not
only
bed
and
meals
but
also
a
clean,
safe
and
family-friendly
environment
for
residents
to
help
stabilize
their
life
and
benefit
from
supplemental
programs
which
encourage
personal
growth
and
Independence
project.
A
Echo
has
been
providing
these
services
to
our
community
for
30
years
and
deserves
a
recognition
for
their
contributions
and
the
great
impact
they
have
on
the
lives
of
those
who
have
utilized
their
services
over
the
past
three
decades.
The
bocc
expresses
sincere
gratitude
for
the
outstanding
work
that
project
Echo
does
for
the
citizens
of
Calvert
County
radon
gas,
Awareness
Month,
recognition
radon
is
an
odorless
colorless,
naturally
occurring
radioactive
gas
found
in
Maryland
radon
is
the
second
leading
preventable
cause
of
lung
cancer.
A
The
U.S
Environmental
Protection
Agency
estimates
that
radon
causes
about
21
000
cancer-related
deaths
in
the
United
States
per
year,
with
2
900
of
those
deaths
occurring
among
people
who
have
never
smoked
the
Calvert
County
Environmental
commission
would
like
to
raise
awareness
of
the
dangers
of
radon
gas
and
educate
the
public
that
testing
their
homes
is
the
only
way
to
know
if
a
radon
problem
exists.
Testing
is
easy
and
inexpensive.
If
elevated
radon
levels
are
found,
the
problem
can
be
easily
abated.

selected

the
January
2023
Employee
of
the
Month
appointment

of
the
County
Administrator

boards
and
commissions
nominations

year

evaluates
the
appointment
of
its
members
to
various
boards
and
committees
that
require
a
representative
from
the
bocc
or
their
designee.
This
evaluation
historically
follows
the
selection
of
the
board's
officers
and
the
Maryland
Association
of
counties.

the
changing
flood
risks
in
Calvert
County
was
awarded
a
seventy
five
thousand
dollar
Grant
and
aim
to
support
the
development
of
a
model
using
the
most
recent
climate
data
to
demonstrate.
The
increasing
participation-induced
flood
risk
for
Calvert
County
and
inform
storm
water
management,
design,
Calvert
County,
Detention
Center,
Edward,
J,
Brin
Memorial
Justice
assistant,
grant
program,
Award
of
88

to
be
allocated
toward
operating
expenses.
Staffing
urine
analysis,
screenings,
electronic
monitoring
equipment,
program,
supplies
and
training,
department
of
planning,
zoning,
historic
preservation,
tax
credit
of
nine
hundred
and
sixty
dollars.

consent
items
were
adopted
as
presented
in
Old
business
Department
of
Finance
and
budget
proposed
property
tax
credit
for
Veterans.
As
a
follow-up
to
the
presentation
given
on
August
23
2022
by
the
Calvert
County
Veterans
Affairs
commission,
CC
vac,
the
CC
vac
has
asked
the
bocc
to
consider
expanding
local
tax
credits
for
veterans
less
than
1
hundred
percent
disabled.
The
bocc
instructed
staff
to
work
with
the
CC
vac
to
explore
options
and
Associated
costs.

The
CC,
vac
and
finance
and
budget
proposed
an
annually
certified
quote
level
and
quote
system
for
disabled
veterans
and
gold,
star
surviving
spouses
who
have
an
annual
adjusted
gross
income
under
one
hundred
thousand
dollars
level.

veteran
and
surviving
spouses,
not
remarried
100
percent
lifetime
tax
credit
level,

to
99
percent,
disabled
veteran,
only
50
lifetime
tax,
credit
level,

to

boccc
provides

preservation,
homeowner
fire
rescue
and
law
enforcement,

veterans
tax
credit
could
average
1.17
million
with
a
10-year
cost
of
11.72
million
using
the
estimated
participation
rate,
the
veterans
tax
credit
could
average
1.95
million
with
a
10-year
cost
of
19.54
million,
using
a
100
participation
rate.
If
authorized
the
veterans,
tax
credit
would
reduce
general
fund
revenues
in
addition
to
the
tax
credits
already
provided
estimates
would
be
refined
during
a
public
hearing
on
any
option
selected.

forward

bocc
approved
a
motion
to
schedule
a
public
hearing
on
all
four
levels
of
tax
credits
for
veterans
and
gold,
star
surviving
spouses
for
additional
feedback
prior
to
proceeding
with
a
resolution,
new
business
office
of
the
County
Attorney
requests
for
State
legislation.
Each
year,
Calvert
County
government
staff
presents
a
list
of
legislative
requests
for
the
bocc
to
consider
presenting
to
the
general
assembly
in
Annapolis
to
better
support
our
community,
because
commissioner
Counties
have
those
powers
specifically
granted
to
them.

low
sap
line
of
duty
death
benefit
from
six
thousand
dollars
to
ten
thousand
dollars.
Allow
the
bocc
to
give
a
cost
of
living
benefit
increase
for
all
qualified
individuals
to
correspond
with
percentage
afforded
to
County
Employees
annually.

discussion,

bocc
approved
proceeding
with
this
legislative
request,
request
number
three
Public
Safety,
slash,
Animal
Control
division
is
requesting
changes
be
made
to
the
current
rabies
reporting
requirements
so
that
citizens
can
report
exposures
to
animal
control.

Parks
and
Recreation
is
requesting
an
amendment
to
the
Maryland
annotated
code,
tax,
General,
article
modifying
language
pertaining
to
Gaming

The
county
receives

electronic
gaming
to
increase
from
4
to
6
percent.

approved,
proceeding
with
the
legislative
request,

is
requesting
authority
to
create
a
local
preference

the
county
to

a

in
the
procurement
of
goods
and
services.

for
the
state's
attorney
to
appoint
the
County
Attorney
to
enforce
civil
citations.

the
board
of
County
Commissioners
to
act
on
behalf
of
the
president
upon
written
delegation
of
authority
from
the

or
the
removal,

president.

Attorney

regulate
the
solicitation

regarding
public
roads
for
