three
children

we
started
out

cherokee
county
over
in
hickory
flat,
and
I
didn't
think
I
would
have
to
qualify
the
type
of
person
I
am
before
I
go
forward
with
what
I
want
to
tell
you,
but
I

want

qualify
it
by
telling
you
that
when
we
built
our
home
in
cherokee
county,
we
lived
on
both
sides
of
us.
There
were
some
poor
communities
and
we
went
in
and
built
and
happily
lived
there
for
13
years
and
they
were
there
when
we
moved
in.

were
there
when
we
left
and
we
loved
it
and
we
loved
the
community.
So
this
is
what
I'm
going
to
talk
to
you
about
is
not
about
poor
people
living
in
our
community,
and
I
just
want
to
make
that
really
clear
and
I'm,
like,
I
said,
I'm
not
a
public
speaker,
so
I
hope
you'll
bear
with
me.
I'm
just
going
to
read
from
this,
so
you
don't
focus
on
my
poor
speaking
skills
and
just
listen
to
what
I
have
to
say.

So,
I'm
here
to
talk
about
what
I
learned
recently,
which
is
called
the
initiative
that
the
canton
has
the
city
of
canton
has
undertaken
for
both
accessory
dwelling
units
and
affordable
work,
housing,
the
accessory
dwelling
units
I
had
never
heard
of
called
adus
and
again
the
affordable
work
housing.
As
I
said,
I've
lived
here
for
a
long
time.
I
love
this
area,
maybe
for
different
reasons
than
you
guys
do,
but
I
love
it
because
traffic
is
light,
it's
a
small
town
feeling
people
are
nice
and
crime
is
low.

Housing
also
was
spacious,
and
that
was
something
that
we
really
wanted.
We
came
from
illinois.
We
were
on
top
of
each
other.
When
we
had
our
windows
open
at
night.
We
could
hear
our
neighbors
cough.
We
didn't
want
that
again
for
our
community
for
our
children
and
that's
why
we
chose
this
community.

I'm
not
opposed
to
change,
and
I
love
what
you
guys
have
done
with
the
downtown
area
of
canton.
You've
done
an
excellent
job,
it's
a
beautiful
city
and
it's
attracting
a
lot
of
people,
and
I
love
that.
I
do
feel,
though
it's
my
obligation
to
find
out
more
about
your
plans
for
the
housing
initiative
initiative
and
to
find
out
really
if
it's,
if
it's
about
meeting
a
growing
need
or
if
we
are
trying
to
change
our
beautiful
town
into
something
many
of
us
may
not
want.

think
we
have
a
say
and
from
where
I
am
standing
here
today.
This
project
seems
to
have
been
brought
forth
and
is
moving
forward
without
most
of
us
even
knowing
about
it.
So
I
have
some
questions
now,
one
of
them
my
husband,
has
graciously
answered
for
me,
but
I'd
like
to
come
back
to
it,
and
that
is
what
study
was
done
with
regard
to
the
need
for
lower
income
housing,
and
I
would
ask
you,
as
a
council,
why
are
we
just
finding
out
now?

know
you
have
meetings
and
I
apologize
that
most
of
us
are
working
and
we
can't
attend
a
lot
of
these
meetings,
but
no
one
in
laurel,
canyon
or
or
solei
or
maybe
even
big
sky,
seem
to
know
about
this,
and
I
think
it's
very
important
if
you're
going
to
make
a
decision
like
this,
that
impacts
the
entire
community.

need
to
get
the
word
out
so
that
that's
a
question
that
I
had
how
much
affordable
housing
are
we
lacking
right
because
you
know
you've
obviously
done
a
studying,
but
what
is
our
goal
and
when
do
we
say
enough?
Is
enough?
Like
we've
reached
our
goal,
and
the
last
thing
that
I
have
a
question
on
is:
will
this
expand
out
to
cherokee
county?
Are
we
focusing
just
on
the
city
of
canton?

So
now
I
didn't.
Do
a
study
as
fancy
as
the
one
that
you
guys
did
mine
comes
for
free,
okay,
but
I
was
looking
at
some
of
the
statistics
and
comparing
the
cities
that
we
know
and
love
around
us,
which
are
woodstock,
alpharetta,
acworth,
kennesaw
and,
of
course,
canton
in
2010,
from
2000
to
20
2020
canton's
population
per
square
mile
increased
by
45
percent.

If
you
compare
that
to
woodstock
alpharetta,
akworth
and
kennesaw,
there's
a
huge
difference:
woodstock's
increase
was
similar,
but
only
31
percent
alpharetta
was
14.
Kennesaw
8
acworth
had
less
than
1
that's.
In
10
years
we
had
the
highest
growth
in
our
city
and
then
those
people
that
live
there
obviously
found
desirable
home
or
they
wouldn't
be
here.
The
median
value
of
homes
in
our
city
is
just
26
of
our
medium
income.
That's
really
important
because
you
say
we
don't
have
affordable
housing.

our

median
housing.

So
from
the
statistics
now
that
come
free,
we
have
this
beautiful
town
that
has
tremendous
has
had
tremendous
growth,
but
we've
maintained
our
balance
of
median
prices
to
median
median
income.
We've
prevented
crime
from
soaring
and
the
beautiful
thing
is.
You
can
get
to
your
house
from
your
house
to
a
cvs
in
just
a
few
minutes,
not
a
half
hour,
45
minutes.
If
you
live
in
woodstock,
they
can
attest
to
that
we've
built
and
are
building
several
new
apartment
buildings.

We
have
several
new
55
and
older
buildings
going
in
near
riverstone
and
the
citizens
of
the
community
just
granted
monies
in
the
last
couple
of
years
to
build
a
brand
new
high
school
for
cherokee
high.
What
about
that
land?
If
the
city
has
strong
evidence
to
support
the
need
for
affordable
housing,
then
why
not
utilize
that
land
for
a
project
to
accommodate?

You
know
affordable
housing
for
working
class,
as
you
say
now,
the
elephant
in
the
room,
this
create
creative
initiative
is
interesting
enough.
The
people
that
know
anything
about
this
in
laurel
canyon-
and
it
is
a
few
refer
to
these
as
cottages-
keep
in
mind
that
branch
concepts
whom
you've
hired
to
design
these
structures
is
planning
on
some
of
them
to
be
as
small
as
300
square
feet.

Is
it
so
that
certain
groups
of
people
can
come
in
from
the
cities
of
atlanta
and
come
live
in
canton?
Mayor
grant?
Sent
to
me-
and
I
asked
him
about
these
structures-
and
he
said:
don't
you
want
to
have
a
nurse
or
a
police
officer
living
next
to
you?
The
fact
is
mayor
grant.
I
do
have
nurses
and
police
officers
living
next
to
me,
they're
all
around
our
community
and
in
fairness
to
answering
his
question.

There
are
not
many
nurses
or
police
officers
who
want
to
live
in
a
300
square
foot
dwelling
and
to
keep
it
in
perspective.
That's
about
the
size
of
a
hotel
room.
I'm
almost
done
right.
I
mean
we've
all
been
to
a
holiday
inn
they're
about
300
square
feet.
I
don't
see
how
that's
giving
a
quality
of
life
to
someone
coming
here
to
put
one
or
two
people
into
a
300
square
foot
dwelling.
So
again
I
ask
what
is
this
really
about?

Statistically,
we
don't
need
this
kind
of
housing
or
the
city
of
canton's
initiative,
we're
doing
pretty
alright
ourselves.
The
last
10
years
show
that
the
growth
and
how
well
we
have
fared
and
we've
done
well.
So
some,
though,
think
that
the
residents
of
big
sky
solei
in
laurel
canyon,
three
of
the
larger
communities
in
the
city
of
canton,
while
they
think
we're
entitled
a
famous
president,
thought
that
the
sub
suburbs
were
a
little
entitled
and
that
the
president
initiated
something
called
the
affh
affirmatively
furthering
fair
housing.

He
wanted
to
change
the
dynamics
of
the
suburbs
and
make
them
more
like
the
cities
we
left
behind.
I
don't
know
if
that
is
the
silent
agenda
here
in
this
beautiful
community,
but
I
ask
every
council
person
to
realize
that
laurel
canyon,
big
sky
and
soleil,
yes,
we
do
make
up
a
very
large
voting
base.

It's
one
thing
to
attract
people
to
move
here,
but
with
the
largest
growth
in
the
last
10
years,
compared
to
those
cities
around
us,
do
we
really
need
to
make
it
more
attractive?

ask
you
to
reconsider
your
plans
or,
at

very
least,
give
the
residents
of
canton
the
opportunity
to
vote
on
this
initiative.

have
the
right
and
quite
honestly,
should
not
even
have
to
ask
for
this
request.

regards

the
four
percent
program
that
they're
hoping
to
apply
for
some
funding.

west
main
pedestrian
corridor

did
receive
a
cost
estimate
on
that.
Please
keep
in
mind
that
that
cost
estimate
does
include
underground
utilities,

fairly
pricey
without
doing
the
underground
utilities.
It's
right
at
about
600
to
700
000
for
the
fourth
concept.

version
four
has
a
10
foot
sidewalk.
On
the
south
side,
there
is
a
westbound
one
lane
with
angled
parking.
It
does
require
us
to
obtain
a
little
bit
of
additional
right-of-way
on
that
north
parcel.

though
it
will
remove
the
sidewalk
on
that
north
side
as
well,
but
we
we
felt
that
having
the
larger
sidewalk
on
the
one
side
was
sufficient.

trees

downtown

and
landscaping.

cost

of
utilities.

not
a
grant
program,
there's
not
a

They
won't
do
it
at
no
cost,
but
they
would
do
financing
of
that.

the
goals

from
that
standpoint

we
would
want
to
make
sure
is
that

concept
is
what

city

talking

our
utility
partners
on
what
that
concept
might
look

goal

can't
afford
to
do
that
on

project

change
order
to
expand
the
plant
from

mgd
to

mgd

construction
has
progressed,
and
we've
gotten
more

more
into
it.

are,

electrical
discrepancy,
changes
and
everything
that
wasn't
included
in
the
original
change
order.

have
met
at
nauseum
with
the
contractor
electrical
sub
engineer
engineers
electrical
sub,
to
go
over
all
these
changes
and
to
come
to
an
agreement
on
the
cost
for
the
materials
and
installation
to
for
two
phases.
Part
the
first
one
is
to
go
from
six
to
seven
and
the
second
part
of
it
is
to
address
these
similar
changes
that
are
affected
in
the
phase.

is
some
scheduling,
issues
that
we're
still
working
through
we're
going
to
have
meetings
similar
to
this
these
ones.
We
had
the
electrical
side
to
go
over
this.
The
scheduling
and
look
at
the
contractor's
schedule
see

we

modify

and
there's
also.
There
may
be
some
more
changes
on
the
electrical
side
for
phases.

we
haven't
really

efforts
on

first

affairs
received

funding
from
the
woodruff
foundation

goal

that
funding
was
to
set
aside
dollars
to
create
a
revolving
loan
fund
for
historic

downtown
areas
across
the
state
of
georgia.
And
so
there's
there's
a
procure
peculiar
clause
in
the
state
constitution.

Financing
to
businesses,
but
authorities
can
be
a
conduit
for
that,
and
so
the
downtown
development
revolving
loan
fund
was
set
up
at
dca.
They
make
loans
available
to
projects
those
projects,
basically
search
out
the
loan
funds.
So
if,
if
a
business
wants
to
open
in
the
city
of
canton
and
they're
doing
renovations
of
historic
building-
and
they
come
to
the
city,
we're
going
to
point
them
to
dca's
loan
fund,
they
have
to
make
the
application
it's
all
underwritten
through
dca,
it's
all
based
on
personal
guarantees
and
their
own
underwriting.

department
of
community
affairs
is
comfortable
with
the
loan.
Typically,
what
would
happen
is
the
project
would
go
to
their
traditional
bank.
They
would
receive
the
funding
for
the
construction
through
a
construction
loan.
Once
the
project
is
completed,
the
state
comes
in
and
buys
a
portion
of
that
construction
loan
at
a
lower
interest
rate.

So,
from
a
from
a
process,
standpoint
dca
requires
that
the
funds
go
through
a
downtown
development
authority,
the
downtown
development
authority.

a
resolution
supports
the
project.
The
city
provides
information
to
the
state,
making
sure
that

project

zoned
for
where
it's,
where
it's
going
to
be
located,
it's
going
through
any
hpc
processes,
and
things
like
that
several
years
ago,
the
state
of
georgia
added
another
layer
to
the
to
the
concept.

said,
we
want
a
resolution
of
support
from
the
mayor
and
council
of
that
city,
because
in
a
town
in
south
georgia
that
won't
be
named
their
downtown
development
authority
approved
a
project
did
not
run
it
by
the
council
after
the
project

funded.

a
lot
of
backlash
about
the
project
and
so
they've
added
that
additional
layer.
The
dda
has
done
everything
they
have
to
do
in
the
process.
This
is
just
your
resolution
supporting
the
dda
going
after
those
on
behalf
of
atomic
biscuit

closing

a

that
I
sent
to
each

speaking

a
potential
fall
retreat
of
the
council,
as
you
had
requested,
basically
in
in
receiving
the
responses
that
we
received.
Council
wants
to
continue

our
traditional
schedule,
which
is
a
half
day
full
day
half
day.

what
we're
going
to
be
doing
is
we're
going
to
be
sending
you
a
couple
of
specific
dates
with
that
schedule
in
mind
for
you
to
look
at
for
your
calendars
once
we
land
on
a
date,
then
we
will
try
to
land
on
the
location
if
we
are
unable
to
land
on
the
location
in
athens.
Knowing
that
the
fall
is
also
college
football
season,
we
will
then
look
at
a
different
location,
but
keep
it
to
those
same
dates.

months
after
we
entered
into
a
contract
with
advanced
disposal,
they
were
purchased
by
waste
management,
and-
and
so
when
I
started
here
in
2015,
we
had
been
with
waste
management
for
20
years.
We
were
having
some
customer
issues
with
pickups.
We
went
out
to
bid
in
when
we
went
out
to
bid.
We
had
four
companies
that
bid
on
waste
services.

The
previous
bid
that
we
had
advanced
disposal
was
the
low
bid.
Two
of
the
companies
had
never
serviced
any
communities
with
nearly
the
accounts
that
we
had
and
were
also
higher
on
their
bids.

There
was
a
town
hall
meeting
that
was
held
with
the
sanitation
committee.
Back
in
january
of
this
year,
we
determined
to
move
forward
with
a
request
for
proposals,
most
requests
for
proposals
that
the
city
does
or
anywhere
from
30
to
60
days.
Sanitation
is
a
longer
request
for
proposals,
because
we're
basically
asking
those
companies
to
come
review.
Current
operations,
review
information
about
our
billing
review
information
about
our
tonnage
reports
and
things
like
that
and
give
them
time
to
respond.

did
receive
those
responses
in
the
spring
of
this
year,
sat
back
down
with
the
sanitation
and
at
the
time
we
only
had
two
bidders
that
responded
to
the
bid,
waste
management
and
waste
pro
in
the
bids
we
set
out
several
different
scenarios
for
that
service.
One
scenario
was
keeping
the
service
as
it
currently
is,
which
means
that
the
city
bills
for
the
service
and
that
technically
the
city
is
the
customer
on
the
account
and
that
we
provide
that
service
to
residents
through
a
third
party.

tell
you
that
in
the
90s
and
early
2000s
back
up
in
the
90s,
the
city
did
its
own
sanitation.
In
the
2000s
we
went
with,
we
went
with
waste
management,
late
90s,
early
2000s.
When
we
originally
went
with
waste
management,
we
had
two
rates.
We
had
a
garbage
rate.
We
had
a
recycling
rate
around
2007
2008
recycling
was
absorbed
into
the
sanitation
rate
for
the
city.

At
that
particular
time,
the
city
was
receiving
a
credit
from
our
sanitation
provider
for
those
consumable
goods
that
were
recycled
as
they
were
selling
them
back
to
the
open
market
open
market.
At
that
time
was
we
were
selling
those
goods
overseas
to
china.
Basically,
we
were
moving
recycling
from
the
us
into
other
into
other
avenues
over
the
last
decade
that
credit
had
started
to
shrink
and
eventually
it
was
disappearing,
and
so
the
last
time
we
went
to
bid
prior
to
this
current
bid,
we
were
told
by
our
bidders
we're
providing
you
bids
for
sanitation.

That
includes
recycling
costs,
okay,
and
so
our
rate
at
the
time
was
in
1850
a
month
for
the
current
for
the
current
rate
cycle.

We
have
some
residents
that
don't
recycle
with
the
city
because
they
have
a
special
way
that
they
like
to
recycle.
They
take
their
materials
either
to
our
single
stream,
recycling
at
ridge,
road
or
they
take
their
materials
to
one
of
the
two
county,
recycling
centers
at
blaylock
road
or
near
hopgood.

When
we
went
through
that
process,
the
goal
was
to
keep
sanitation
services
as
close
to
the
current
rate.
As
possible
so
moving
to
waste
pro,
we
were
able
to
provide
sanitation,
standalone
services
for
18
dollars
and
24
cents
a
month
for
a
resident,
that's
less
than
the
current
18.50
a
month.
There
is
an
additional
cost
for
recycling.

will
tell
you
that
across
the
metro
area,
when
I
talk
to
other
city
and
county
managers,
sanitation
is
the
service
that
makes
them
want
to
quit
more
than
anything
else,
and
part
of
the
reason.
Part
of
the
reason
is:
is
that
one
it's
being
hit
more
on
the
labor
side
than
just
about
any
public
service?
That's
being
offered
and
two
there
are
fewer
companies
that
are
providing
that
service
as
as
a
business
model
now
so
moving
forward.

Additionally,
we
will
continue
to
offer
glass
recycling
at
the
ridge
road
facility.
None
of
the
carriers
will
do
curbside
glass
recycling,
so
that
is
the
service
that
we
offer
as
a
city.
I've
been
asked

some
residents.
Well,

you
adding
on
a
franchise
fee
for
the
carrier
that
franchise
fee
goes
to
offset
our
ridge
road
facility?
So
our
current
carrier
is
not
doing
bulky
item
pickups
at
the
curb
the
city
of
canton
will
offer
residents
a
one
time
per
month.

someone
not

ability

has
been
transmitted.

can
be

doctor's

whatever

They

make
sure

that's

we

had
some
issues
with
transition
already
our
current
provider.

we

carts
in
the
city
and
another

000
recycling,
carts

we're

carts
over
a
two-week
period.
We
have

and
we

to
take
out

old
cards.

happen

the
third
week
of

transition

issues

party

job
for
our

vendor

carts
will
be
cleaned
up
and
then
repurposed

management's

metro
atlanta,

does
not
want

current
vendor

third
party
vendor
picking
up
damaged
carts
because

they're
paying
to
have
a
damaged,
cart,
hauled
off
cleaned
up
redistributed.

sanitation
committee

worked
on
this

over
a

multiple
public
input
meetings

remind
our
residents
that
we
put
out

e-newsletter
twice
a
month
from

city

canton
that
has
all
this
kind
of
information
in
it.

If
you
did-
and
I
think
I
think
it's
been
a
little
surprising
as
a
signing
up
to
serve
on
city
council-
is
something
that
this
team
especially
has
just
really
changed
the
energy
in
the
city
from
where
it
was
the
last
20
and
30
years,
and
you
know
the
reasons
that
we
did
this,
so
we
could
have
an
entertainment
district,
so
we
could
have
public
art,
so
we
could
have
an
economic
development
and
tourism
department,
so
we
could
focus
on
jobs
and
salaries
and
housing
initiatives
and
be
cognizant
of
careful
growth
in
our
city.

many
of
us
thought
about
sanitation.
I
don't
think
I
know
that
it's
something
that
city
staff
thinks
about
and
a
few
people
have
already
mentioned
it,
but
I
think
that
it,
it
would
be
helpful
and
we
will
take
whatever
feedback
we
get
and
we
are
glad
to
help
people
and
it
is
part
of
our
job
and
we
love
it
very,
very
much.

it's
just
if
people
could
just
remember.

regular
person

everybody

will

residents,

treat
us

special

just
as
a

like
everyone
else

canton

flushing

same
toilets.

curb

the
city
and

not
trying

people's
lives

you
anticipate
any
supply
chain
problems
as
a
result
of

already

them

the
containers
are
basically
the
same
size,
so
the
difference
is
going
to
be
the
color
of

lid
between
recycling
and
sanitate
and
and
traditional
sanitation,
and
so
that's
also
a
benefit
to
keeping
those
carts
the
same
as
it
gives
them
the
opportunity
if
they
need
to
change
out
lids
based
on
the
needs
of
the
customer
or
what
goes
on
with
volume.

makes
it
a
lot
easier.
We
will
be
staging
those
carts
at
ridge
roads.

what
will
be
happening
is
rearing
the
third
party
provider
brings
carts
in
they'll,
be
staging
them
at
ridge
road
as

deliver
them
out
to
the
residents,

the
local
staging
will
be

some
containers
after
the
initial
deploy
goes
out
so

somebody

vacation

years
ago,
because
it's
not

communities
around
us
that
have
deregulated
sanitation
service
and
you
can
choose
and
pick
who
you
want.
That
leads
to
some
issues.
Issue
number
one
is
now,
instead
of
having
the
one
truck
from
the
one
vendor,
that's
coming
around

street,
your
neighborhood
once
a
week
to
pick
up
garbage
that
spills
fluid
on
the
road
or
that
loses
part
of
a
load
on
the
road.

a
second
can,
because
you
got
too
much
garbage
or

in
this
particular
scenario,
where
waste
pro
will
do
the
billing.
They
will
notify
us
when
they
have
to
go

can

a
consumer

have
an

coroner

some
issues

They
were

city
really
has
no
issue

jurisdiction

but

worked
with

great
conversations
