Cherokee
County
we're
looking
at
the
last
three
years
and
for

research
you'll
see
we
have
been
the
lowest
I,
can't
tell
you
what
everyone's
going
to
do
this
year,
but
they
are
watching
us
they're
watching
each
other.
But
this
is
the
historical
data,
so
we've
been
the
lowest
when
we
maintain
the
5.4.

So
the
City
of
Canton
operates
on
What's
between
the
green
line
and
the
grain
line.
I
have
the
year
2023
there.
Those
are
proposed
rates.
The
county
has
not
determined
that
they
are
going
to
be
at
the
2.8,
although
that's
what
they're
suggesting,
but
it's
it's
a
cautionary
tale
too,
because
the
county,
you
can
see
their
fire
rate
hovers
around
three,
sometimes
it's
above
sometimes
it's
below.
We
take
a
risk
at
substantially
reducing
our
revenues
if
we
lower
our
millage
rate
and
the
county,
we're
not
to
lower
their
fire
tax
rate.

We
did
some
calculations
so
that
the
taxpayers
and
the
council
can
see
what
kind
of
taxes
are
generated
by
the
5.4
million
rate.
This
tax
figure
is
higher
than
previous
years
again,
because
the
fair
market
value
and
tax
assessments
have
increased
you'll
see
this
year.
The
average
for
market
value
of
a
home
in
the
City
of
Canton
is
four
hundred
and
fifty
thousand
dollars
running
through
the
calculations.
That
means,
without
any
exemptions
tax
bill
to
the
City
of
Canton.
Her
homeowner
would
be
972
dollars.

The
tax
bill
is
just
874.80
with
the
5.4
millage
rate,
if
you're
fortunate
enough
to
qualify
for
this
senior
exemption,
you'll
also
be
getting
that
Governor's
exemption
and
that
will
reduce
the
City
of
Canton
tax
bill
to
just
270
dollars
for
a
senior
living
in
the
home.
That
is,
average
price.
Four
hundred
and
fifty
thousand
dollars.

We
had
no
one
sign
up
to
speak
for
the
public
hearing,
so
we
will
close
the
public
hearing
and
open
discussion
to
council
any
questions
for
Mr,
Forester
or
Mr
peppers
all
began
as
usual,
as
asking
first
of
all,
thanking
our
staff
department
heads
for
their
their
initial
work
on
preparing
the
budget
and
and
looking
at
our
numbers.

We
had
our
first
work
session
on
the
budget
this
afternoon
at
three
o'clock,
which
was
open
to
our
citizens,
as
I
mentioned
in
that
work
session,
that
City
of
Canton
our
budget
process
is
totally
open
and
transparent
to
the
public.
So
we
heard
the
council
and
mayor
heard
from
our
department
heads
this
afternoon
what
their
requests
were
for
the
budget
for
2023.

We
heard
our
citizens
heard
at
the
same
time,
so
our
process
is
totally
open.
We're
beginning
the
process,
we're
looking
at
this
we're
looking
at
the
requests,
and
so
this
will
be
a
work
in
progress
as
we
go
through
this
process
through
the
budget,
adoption
and
millage
rate
adoption
through
the
schedule.
There'll
be
two
other
public
hearings
on
the
millage
rate,
and
so
we
we
do
operate
this
process
open
and
transparent,
open
and
openly
and
transparently
as
compared
to
to
others.

I
also
wanted
to
just.
We
always
do
this,
but
ask
Mr
Peppers
to
just
explain
the
millage
rate,
even
though
we're
you
know
at
this
point
proposing
holding
it
steady,
which
again
is
the
lowest
in
Cherokee
County,
one
of
the
lowest
in
the
state
and
the
lowest
in
the
city's
history
for
the
past
seven
years.
I
believe
why
we
have
to
advertise
that
why
it's
advertised
technically
legally
as
a
tax
increase
because
assessment.

So
the
state
of
Georgia
requires
that
a
revenue
neutral
rollback
be
calculated
for
all
local
governments
that
have
a
millage
rate
and
what
that
means
is
that
they
anticipate
that
whatever
you
brought
in
in
property
taxes
last
year
should
be
sufficient
to
operate
in
the
current
year
and
as
such.
If
you
were
collecting
the
same
amount
of
revenues,
what
the
millage
rate
would
drop
to
to
be
able
to
keep
that
same
rate.
It's
called
a
revenue
neutral
rollback,
but
in
recession
years
it's
actually
a
roll
up
to
capture
the
same
amount
of
money.

So
it's
a
flexible
number
that
moves
to
get
the
same
amount
of
cash.
That
was
the
law
that
was
passed
by
the
legislature,
it
it's
kind
of
troublesome
because
it
anticipates
that
you
can
always
do
the
same
thing
every
year,
with
the
same
amount
of
money
and
and
I
I
like
to
equate
it
to
an
average
household.
If
you
went
to
the
grocery
store
last
year
and
purchased
Goods,
if
you
went
to
the
grocery
store
this
year
with
the
same
shopping
list
and
purchase
Goods,
you
might
be
paying
more
for
those
groceries
than
you
did.

Last
year,
and
so
if
you
any
rate
above
that
rollback
is
considered
by
the
state
of
Georgia
to
be
a
tax
increase,
even
though
the
rate
hasn't
changed,
and
so
the
thing
that
that
I
always
try
to
explain
to
City
residents
is
the
city
does
not
assess
property.
That's
a
function
of
the
county.
The
city
can
only
adjust
its
millage
rate.
That's
the
only
thing
we
control
is
that
taxable
rate.
So
if
you
had
held
that
tax
rate
steady
and
the
parcel
lost
value,
they
would
pay
less
in
taxes
than
they
did
in
Prior
years.

When
assessments
go
up,
those
individuals
may
pay
more
in
taxes.
One
thing
that
that
is
important
to
note,
though,
is
that
our
contract,
with
Cherokee
County
for
fire
services
sets
our
payment
to
Cherokee
County,
based
on
the
total
tax
digest
of
the
city.
So
that's
before
any
senior
tax
exemptions
were
put
in
place.

So
if
you're
a
senior
and
you
have
a
home,
that's
valued
at
280,
000
or
less,
you
pay
no
property
taxes
to
the
city,
but
the
city
pays
on
your
behalf
up
to
280
000
for
fire
services,
so
that
has
to
be
subsidized
from
some
other
part
of
the
city's
budget.
So
whatever
you
do
with
the
millage
rate,
it
really
doesn't
matter
our
payment
to
the
county
for
fire.
Services
is
not
based
off
of
our
millage
rate.
It's
based
off
of
our
tax
Digest.

Thank

so
it
is
kind
of
a
complicated
process
and
we
may
or
may
not
know
what
that
that
fire
attacks
rate
may
be
before
we
have.
We
adopt
our
final
mildrade
in
in
budget
we
may
or
may
not.
In
my
correctness,
we
may
or
may
not
know
what
the
the
total
amount
of
a
senior
tax
properties
will
be
in
the
city
when
we
adopt.

So
when
we
run
our
notice,
our
our
journalists
with
a
local
paper,
sent
me
an
email
earlier
this
week
with
a
couple
of
questions.
So
you'll
note,
for
example,
if
you
look
at
the
final
column
on
this,
that
it
shows
net
tax
increase
of
2
million
93
502.

of
that
tax
increase,
a
portion
of
that
comes
from
new
construction.
Not
all
of
that
is
an
increase
in
the
digest,
but
just
because
of
property
tax
assessments
going
up
about
40
to
45
percent
of
that
number
is
from
new
construction,
new
property
on
the
market
or
on
the
digest
this
year
of
the
remaining
piece.
Any
of
that
can
be
appealed
in
the
appeals
process
goes
longer
than
the
city's
budget
and
tax
rate
process.

And
we've
known
from
past
experience
of
the
past
several
years
that
the
senior
tax
number
of
citizens
paying
senior
tax
rate
continues
to
to
increase
substantially
I
mean
I.
Think
in
the
past
it's
been
maybe
10
percent
a
year,
but
I
think
last
year
we
approached
30
percent
of
residents
in
the
city
approximately
paying
or
on
this,
had
the
senior
tax
exemption
close
to
30
percent
of
our
citizens,
which
you
know
great
great
for
them.
So
so
again
we
have
a
lot
of
factors
that
we're
we're
dealing
with
here.

So
again,
we're
starting
the
Baseline
worst
case
scenario
that
we're
holding
our
millage
rate
at
Five
Point,
four
percent.
Again
again,
the
projected
to
be
the
lowest
in
the
county
and
and
again
the
city's
history.
So
that's
that's
where
we're
starting
so
and.

If
I
could
wait
make
one
other
comment,
we
met
all
of
the
Cities,
the
county
and
the
school
district
met
with
the
tax
assessor
back
at
the
start
of
the
calendar
year,
and
so
just
for
the
for
the
public.
They
set
their
assessments
based
on
12
months
of
sales
data
prior
to
the
assessment
start.
So
they
looked
back
12
months
well,
when
the
digest
is
put
together,
you're
already
six
months
removed
from
that
and
then
when
they
convert
that
into
the
file
that
they
send
over
to
the
state
of
Georgia.

The
state
of
Georgia
sends
it
through
an
analysis
process
to
review
what
those
valuations
are
based
on
12
months
of
sales
data,
but
they're
using
12
months
of
sales
data
that
doesn't
match
the
12
months
of
cell
stated
that
the
assessor
used
so
last
year.
For
example,
when
the
tax
assessor
submitted
that
digest
to
the
state
and
the
state
ran
their
numbers.

They
argued
that
the
County
assessments
were
five
percent
lower
than
what
the
sales
had
generated
during
the
previous
12
months
and,
as
we
all
know,
last
year,
the
housing
market
throughout
Cherokee
County
was
crazy.
Home
values
were
constantly
going
up,
sales
prices
were
constantly
going
up.
They
were
looking
at
two
distinct
distinctly
different
periods
of
time
and
they
actually
made
the
county
go
back
through
a
mediation
process
to
review
the
formula
that
the
assessors
were
utilizing.

I
can't
say
that
a
hundred
percent
of
the
change
in
valuations
comes
from
that
process,
but
I
know
that
the
assessors
were
trying
to
use
the
most
current
sales
data
that
they
could
get
when
they
did
their
digest.
So
maybe
they
weren't
looking
back
a
full
12
months.
Maybe
they
were
looking
a
little
bit
closer
to
a
six-month
period
so
that
they
could
have
more
comps
with
what
the
state
would
be
looking
at
this
year.

But
that
is
a
process
that
the
state
controls
and
the
county
controls.
All
we
control
is
that
one
military.

So
again,
that's
that's
what
control
we
have
and,
of
course,
setting
that
Miller's
rate
proving
it
and
then
how
we
apply
that
and
control
it
and
spending
in
in
in
in
terms
of
the
budget
that
we
approve
and
our
budget
again
this
year
will
be
based
on
the
roadmap
and
the
priorities
that
were,
you
know,
originated
from
our
citizens
in
the
roadmap
in
their
priorities.
So
our
budget
police
preliminary,
where
we
started,
is
posted
online.

church

would
affect
the
ability

the
businesses
there

provide

sell
alcoholic
beverages
or
packages.

response

I
believe
Mr
Peppers
has
forwarded
that
to

where
he
emphatically
states
that
it
is
not
a
church,
but
rather
a
social

Cultural

council
meeting

report

much
more

really

lot

hear

the
engineering
department
or
the
utility

believe

know
Council,
as
the
meeting
minutes
reflect
on
file
with
the
city
clerk
Council
adopted
a
diversity,
Equity
inclusion
and
belonging
initiative
that
was
teed
up
by
the
GMA
and
the
city's
Administration
and
members
of
Team,
Canton
and
I
know
that
the
city
manager
is
poised
to
present
an
executive
summary
on
first
consideration
later
this
evening.
A
As
part
of
your
adopted
agenda,
there
are
multiple
different
chapters
within
that
initiative
that
include
elective
and
required
aspects
and
I
would
be
very,
very
grateful
if
Council
would
continue
an
open
dialogue
and
would
continue
to
make
available
through
either
Outreach
or
through
a
committee
or
however,
Council
chooses
to
do
it.

means
whereby
I
and
perhaps
others
within
the
city
can
weigh
in
on
some
of
those
elective
aspect
options,
because
there
are
one
or
two
that
pique
my
interest
substantially.
But
I
know
that
right
now
is
not
the
times,
not
the
place.

two
differences
on
the
map
that
I
noticed
and
they
were
both
on
the
North
End
of
the
city
along
Highway,

appreciate
that
I
know:
there's
not
a
it's,
not
a
big
rush
on
this
and
I
believe.
There's
not
a
huge
discrepancy
between
the
maps.
I
believe
more
than
anything
else,
the
the
new
agreement
lays
out
a
better,
more
definitive
process,
which
I
think
we
all
agree
is
is
a
is
a
good
development
and
we
welcome
that.

You
know
close
going
closer
to
the
airport
and
kind
of
Arab
Etowah
shows
development.
I
know
that
we're
looking
at
possibly
reconsidering.

a
new
vision
for
that
that
previous
master
plan
Community.
You
know
my
general
thoughts

we've
had
some.
You
know
limited
discussion
on
this
and
it's
just
food
for
thought,
as
we
we
contemplate
this
over
the
next
few
weeks.
Is
that
I
think
it'd
be
good
to
have
those
areas
in
there?

don't
think,
there's
any
any
big
disagreement
on
the
county,
whether
we
included
them
or
not,
but
I,
my
personal
preference
would
be
have
them
included
in
the
growth
Bounty
agreement.
That
was
not
be
saying
that
we
would
want
them
in
the
city,
but
just
having
them
in
there.
In
case
there
were
development
projects
that
we
wanted
included
and
in
the
area
you
know
closer
to
the
airport.
You
know,
maybe
an
area
more
appropriate
to
you
know
for
a
lot
of
industrial
corporate
development
that
we
may
want.

know
under
the
CD
codes
we
may
want
more
commercial
versus
some
of
the
residential
development.
That's
happened
in
the
county
that
doesn't
have
a
strip.
You
know
codes,
as
the
city
hat
may
have
again
not
saying
that
we
would
want
those
projects
in
the
city,
but
just
have
the
opportunity
to
to
be
able
to
to
control
that
growth.

In
my
mind,
if
we're
going
to
to
change
this,
since
which,
since
we
do
have
a
Perpetual
one,
now
you'd
better,
not
include
those
areas
and
to
not
include
those
just
so
we
have
the
options
going
forward.
That
was
just
my
initial
General
thought.
No,
no
specifics
there,
but
just
some
observations.

wanted
to
share
on
that
topic.
So
Miss

would
think
that,
with
this
one
with
a
Sunset
date
would
certainly
be
more
appealing
than

one

hope
that

would

more
binding

idea

city

like

grow.

not
minding
on
us
to
grow
this
far,

could

favor

remember

there
have
been
times
whenever
it

very
binding.

think
that

best
part
of
this
update
would
be
the
the
procedural
updates
to
it,

it's
been
needed
for
quite
a
while,

anything
else.

It's
merely
an
administrative
task,

the
more
significant
reasons
for
the
said
amendments
are
to
reallocate
funds
for
capital
expenditure,
sidewalk
and
splashed
funds
for
the
early
retirement
of
the
CBA
2014,
a
revenue
Bond
and
land
Acquisitions
in
the
general
fund
and
I'd
be
glad
to
answer
any
questions.

couple
items
for
you
tonight,
the
first
is
an
update
on
our
abeyance
that
was
put
in
place
on
November
17
2022
regarding
public
hearing
processes
for
applications
related
to
annexations,
rezonings
master
plan,
cloning
condition,
amendments
conditional
use
permits
or
any
other
application
requiring
a
public
hearing
for
residential
projects
for
a
period
of
up
to
12
months.
Since
that
time,
we
have
received
a
presentation,
an
update
from
Thomas
P,
Miller
and
Associates
on
our
housing
study
in
January
of
this
year,
the
transportation
master
plan
was
adopted
in
January
of
this
year
as
well.

The
city's
tax
allocation
District
was
certified
by
the
Georgia
Department
of
Revenue
and
began
in
January
of
this
year.
The
housing
stakeholder
team
participated
in
the
first
of
six
Retreats
as
part
of
the
Georgia
Initiative
for
community
housing
in
March,
Housing
Authority
received
approval
for
nine
percent
funding
for
Tanner
place
in
December,
and
the
down
payment
assistance
program
was
approved
in
June.
Items
that
are
currently
in
the
work
by
staff
include
the
adoption
of
the
growth
boundary
agreement,
which
you
heard
about
earlier
tonight
with
the
Cherokee
County
Board
of
Commissioners.

In
the
last
month,
land
disturbance
permits
were
issued
for
multi-family
developments
at
the
mill
on
Etowah
for
accent,
apartments
at
the
old
Northside
Hospital
side,
on
Hospital
Road
and
for
the
multi-family
development
on
Jackie
Moore
lane.
Those
were
all
projects
that
had
been
previously
approved
in
addition
to
those
permits,
multi-family
development
is
entitled
at
pod.

Great
sky
is
part
of
a
legal
settlement
settlement
with
landever
their
senior
targeted,
Town
Homes.

Staff
will
recommend
denial
of
any
additional
multi-family
product
offering
unless
the
product
is
part
of
a
Redevelopment
project
of
a
mixed-use
plan
development
nature
and
only
recommend
approval
of
those
projects
on
a
case-by-case
basis.

reviewing
our
zoning
table.
The
city
currently
has
20
zoning
categories.

Staff
recommends
reducing
these
through
the
elimination
or
consolidation
of
11
existing
categories.
Those
categories
that
would
be
impacted
include
R15,
R4
or
A6:
neighborhood,
commercial,
General,
commercial,
oipd,
residential
PD
business
office,
PD,
mixed
use
and
pdtnd.
Under
the
recommendation,
R15
R4,
neighborhood,
commercial
and
O
and
I
would
be
eliminated.
General
commercial
would
be
simplified
to
commercial,
with
a
review
of
conditional
uses.

would
be
merged
into
ra8,
and
all
plan
development
or
PD
categories
would
be
combined
into
one.

Lastly,
standards
for
residential
would
be
added
into
the
ort
zoning
category
to
accommodate
these
changes,
staff
recommends
a
city-initiated
zoning
map,
update
and
unified
development
code
amendments
to
trigger
public
hearings
for
the
recommended
updates,
if
approved,
this
would
leave
the
city
with
a
total
of
12
zoning
categories.
If
the
council
is
supportive
of
these
potential
recommendations,
the
public
hearing
could
be
scheduled
for
later
this
summer
and
staff
recommends
that
once
the
action
on
the
zoning
table
and
accompanying
map
is
completed,
the
abeyance
be
repealed.

A
table

zoning
administrator
was
attached
to
the
agenda
and
shows
those
changes
to
that
table
on
entitled
Master
planes.
There
are
a
couple
of
existing
master
planned
areas
that
have
not
many
fights
these
were
initially
planned
decades
ago
and
include
residential
components
and
infrastructural
requirements
that
may
no
longer
be
practical
in
the
current
market
staff
would
recommend
a
city-initiated
rezoning
of
these
properties
to
a
more
practical
zoning
category.

would
not
prohibit
the
current
landowners
from
seeking
a
zoning
change
in
the
future,
but
would
clarify
that
the
city's
desire,
but
would
help
clarify
the
city's
desire
of
development
in
those
areas
as
an
additional
considerations,
staff
did
Identify
some
potential
conflicts
of
zoning
as
it
relates
around
the
central
business
district
of
Canton.
Many
of
these
historic
lots
are
smaller
than
the
zoning
standards
that
are
Place.
Additionally,
in
such
areas,
such
as
the
central
business
district,
the
staff
is
provided
with
oversight
of
setting
standards.

also
an
area
where

exists
and
there
needs
to
be
increased
residential
standards
for
that
zoning.

how
to
best

Redevelopment

those

area

and

use

overlays

be
considered
to
assist

historic

been
working

products

that

need

being

rezoning

small
light
neighborhoods

don't
connect
with
anything

feel

least

reviewing

zoning
table
that,
for
example,
combining
everything
into
plan
development
in
one
category
you
know
what
we
would
like
to
see
in
plan
development
is
that
it's
truly
a
mixed-use
project
that

includes
multiple
types
of
residential,
that
it
includes
commercial,
that
it
includes
areas
for
work
as
well,
that
it's
not
just
oh
we're
going
to
put
some
town
homes
in
an
apartment.

Here
and
call
it
a
plan
development,
because
it's
really
it's-
it's
only
planned
from
the
standpoint
that
that's
what
the
developer
thinks
they
can
build
and
make
a
ton
of
profit
off
of
it
doesn't
really
always
fit

rest

neighborhood.

from
that
perspective,
I
think
it
the
studies,
whether
it's
Transportation
plan
or
whether
it's
the
housing
study
have
basically
said

informed
to
staff.

are
the
types
of
products
that
we
should
be
considering,
but
a
lot

it

things
that
we
already
know.

of
that
middle
ground
fee,
simple
residential,
for
people
to
acquire

getting

more
rental

to
figure
out
how

transition

owner
occupied
product

being
able

scale,
so
that
it's
not

on
the
backs
of
track
builders
to
come
in

that

we

also
lean
on

individuals
who
want

develop
additional

there

families

be

product

afford

Atlanta

Constitution,
where
they
were
ranking.

top
20
counties
in
the
state
of
Georgia

median
income

Cherokee

four
and
we

ahead
of
Cobb
and
we
were
ahead
of
Gwinnett
and
you
know,
and
that's
kind

a
flip-flop
to
the
way
things
were
10
or
15
years
ago.

So
there's
there
is
a
good
income
in
Cherokee
County,
but
unfortunately
I'm
afraid
all
of
our
residents
are
spending
their
income
in
their
home,
trying
to
get
into
housing
in
Cherokee
County
and
don't
have
the
same
flexibility
with
their
income
as
it
relates
to
other
spending
and
investing.
And
so
you
know
if
we
can,
if
we
can
get
some
product,
that's
in
that
300
to
400
range.
That's
well
done,
I
think
that's
positive
for
the
market,
because
there's
not
a
whole
lot
of
that
right
now.

we
can
encourage
some
of
that
plan,
development
to
not
only
include
what
would
be
a
traditional
apartment,
style
rental
product,

also

these
simple
product
in
there
as

looking

whole
four-year
term
doing
one
of
those
things
we've
done
all
three
of
those
things.

think
zoning
is
certainly
like
the
next
big
thing
to
to
Really.

make
our
road
map
really
work.

roadmap
was
created
to

better
citizens
Visions
out
there
to
developers,
so
developers
are
building
to
the
cities
and
and
the
citizens
division
of
what
the
city
wanted.

the
city
wanted

develop.

you
know

developer's
vision
of
you
know
how
they
wanted
to
increase
their
profits.
So
I
think
this
is
our
our
best
opportunity
to

bring
our
zoning
classifications
in
line
with
that,

make
it
match
the
roadmap

spend
a
lot
of
our
time
talking
about
you-
know
the
missing
middle
and
the
workforce.

are
certainly
big
needs
in
the
city,
but
we
also

don't
spend

time
talking
about

have
Missing
estate
homes.

Acre
state
homes
and
we
have
need,

million
dollar
State
homes
in
the
in
the
city

we
want
those
homes
as

we
want
to
look
at
that
full
spectrum
and
and
development
of
that
type.

need
quality
development
at
every
level

think
looking
at
zoning,

a
lot
of
our
city

built
out.

large
Master
communities
took
care
of
a
lot
of
that

a
lot
of
that
off
the
table

looking

what's
left

how
we
can
really
maximize
that
make
it
work
to
our
advantage

not
were
aware
before-

of
you

been
on

for
a

project

up
to

date
to
match
our
road
map,

kind

reality

the
city

now

the
quality
of
development

we're
pursuing,

citizens

getting
their
input
on.

approved

resolution
supporting

at
that
meeting,
I
noted
that
our
staff
would
bring
back
a
list
of
the
program
requirements
as
well
as
a
list
of
how
the
city
is
currently
Meeting.

requirements
ahead
of
submitting
a
final
application
on
May
5th,
we
submitted
our
paperwork
to
Georgia
Municipal,
Association,
notifying
them
of
our
intent

apply

over

past

resource
guide
from

and
accumulating
documentation
to
support
the

are

possible
for

instance,
on
this
one
I
noted
that
our
down
payment
assistance
program
requires
the
applicant
to
have
successfully
completed
a
department-approved
homebuyer
education
program
prior
to
purchasing
a
house
with
assistance
from
the
program.
Potential
programs
include
habitat,
Canton,
Housing,
Authority
or
programs
by
financial
institutions.

So
I'm
not
going
to
go
through
all
of
the
workforce
housing
items
but
in
particular
out
of
the
items
a
through

items
a

are
all
required.
The
city
currently
completes
all
of
those
required
items
and
we
also
do
an
elective
item

which
are
actions
to
increase
Workforce
housing
on
education.

Some
of
the
things
that
we
do,
for
example,
we
have
our
canteen
youth,
Advisory
Board,
we
partner
with
with
the
local
school
board,
to
review
things
like
developments
and
what's
going
on
with
developments
and
their
impact
with
our
school
system,
we
have
literacy
programs
through
things
like
our
partnership
with
the
library
board
through
our
little
Free
Library
program.
As
an
example,
we
have
a
partnership
agreement
with
the
school
district,
so
in
this
particular
item
items
a
through

are
required
in
addition
to
completing
all
of
those
required
items.

We
also
meet
four
of
the
elective
items
in
that
listing
under
health
and
well-being.
There
are
category
metrics
a
through

of
these
some
examples.
The
city
provides
health
benefits
and
health
and
wellness
programs
for
our
employees.
We
have
Partnerships
with
groups
like
The
G,
Cecil,
Pruitt,
Family
YMCA.
We
offer
things
like
the
Canton
Farmers
Market.
We
have
recreational
offerings.
As
a
city,
we
have
an
employee
assistance
program.

have
salt
Community
input
on
things
like
Parks
and
Recreation
all
of
those
fit
within
there
items
a
through

are
required
and,
in
addition
to
those
required
items,
we
also
have
two
of
the
elective
items
also
completed
under
Public,
Safety

restorative
justice.
A
lot
of
this
is
policy
based
for
the
police
department.
So
it's
things
like
having
a
model
use
of
force
policy
and
providing
training.

we

the

were
adopted

been
revised
and
how
training
is
handled
on
each

these

on
an
annual
basis.

addition
to
that,
there
are

things

of

of
these

Community
engagement
programs.

our

make
sure
that
they
were
provided
with
good
customer

things
that
we're
able

we
do

preservation,

and
being
a
part
of
the
Georgia
Initiative
for
community
housing
and
then
there's
the
sectional
Municipal,
Workforce,
Development
and
employment.

particular
item
we
have
items

are

and
of
those

We
meet
all
of
the
required
items
plus
all
of
the
elective
items
under
this
one,
which
include
things
like
providing
diversity
and
Equity
diversity,

initial
inclusion,
training
for
All
City
staff.
How
we
handle
applications
to
our
boards
to
our
citizen
participation,
application.
The
fact
that
when
we
go
to
hire
employees,
we
use
a
blind
application
process.

also
utilize
a
wonderful
item
called
handshake
where
we
provide
information
about
job
hiring
to
live
different
universities
around
the
area.
We've
actually
built
a
partnership
with
some
of
our
historic,
historically
black
colleges
and
universities
through
handshake,
to
make
sure
we
get
information
about
hiring
out
to
them.
We
have
things
like
additional
pay
for
bilingual
workers.
We
do
staff
communication
and
we
also
have
things
like
our
teen
and
young
adult
job
fair.

what
my
request
to
council
would
be
is
to
take
this
document
and
also
pass
it
along
to
GMA
to
review
and
kind
of
give
us
a
cursory
view
of
how
we've
responded
to
each
of
those
items
and
let
us
know
if
we're
missing
anything
or
if
they
think
that
we're
we're
below
a
standard
in
a
certain
area.
Just
so
we
have
that
information
from
the
staff
perspective.
When
we
go
to
apply,
we
have
to
provide
documentation
of
all
of
these
items
and
upload
those
into
the
system.

I
want
to
make
sure
that
we're
on
the
same
page
with
GMA
before
we
handle
that
application.
As
you
know
not
this
weekend,
but
next
weekend
is
the
Georgia
Municipal
association
annual
convention
in
Savannah
I
plan
on
taking
the
document

me
and
cornering
Freddie
Broome
who's
in
charge
of
their
programming
with
the
document
and
say
Freddie
sit
down
with
me.
I
need
to
go
over
this
with
you
and
ask
you.

I
will
tell
you
that
when
they
did
the
initial
webinar
with
communities
looking
at
the
certification,
there
were
three
cities
that
were
participating
at
that
time
and
I
feel.
Like
we're
far
more
advanced
than
the
other
two
are
in
our
application.
I
do
expect
that
we
will
have
an
application
filed
this
summer
for
the
program.
It's
not
quite
clear
what
the
length
of
time
might
be
for
them
to
review
everything.
It's
a
lot
of
documentation,
but
I
am
I'm
very
proud
of
our
staff.
We
sat
down.

handed
out
sections

various
departments
and
said:
come
back.
We've
created,
we've
created
a
file
folder
on
our
on
our
server
for
people
to
dump
information
into
and
categorize
it,
and
so
they've
done
a
fantastic

bringing

and
this
is
just
kind
of
a
brief
report
to
you
of
some
of
those
things.

teased

some

certification
out

released
their
study
on
diversity,
equity
and
inclusion,
and
at
that
time
what
the
conversation
was
with
that
board
was.
You
know
the
board
basically
said.

think
it's
great
if
the
city
applies,
but
we
don't
know
what
process
it's
going
to
be
yet
I
spoke
to
a
couple
of
members
and
and
basically
said
we
have
this
we're
working
through
the
application.
I,
don't
necessarily
know
that.
There's
a
lot
of
question
about
the
work
that
we're
already
doing,
what
would
be
the
most
beneficial
I
think
to
the
city
is
after
we
submit
this
information
once
we
get
certified
at
whatever
level
the
state
feels
like
we're
able
to
certify
at
now.

There's
a
the
great
resource
guide
that
they
created
as
part
of
the
program
also
includes
links
to
different
different
types
of
forms.
So,
for
example,
when
you
get
to
the
section
on
I
think
it's
on
education,
it's
either
an
education
or
Workforce
Development.
They
have
links
to
some
recommended
programs
and
activities.
Well,
one
of
the
links
that
they
have
in
there
is
our
teen
and
youth
resource
job
fair.
So
they
took
our.
They
took
our
event
flyer
and
said:
hey.

Other
communities
really
ought
to
think
about
this
as
an
example,
and
so
for
us
I
think
what
we're
going
to
be
doing
is
sitting
back
down
with
a
program
and
looking
at
all
of
those
particular
items,
basically
digesting
them.
I
think
it's
good,
for
example,
like
Public
Safety,
when
we
get
ready
to
review
that
portion
of
this
application.

That
would
be
a
great
joint
meeting
between
our
Public
Safety
citizens,
Advisory
board
and
the
the
diversity
and
inclusion
task
force
to
specifically
look
at
that
category
and
talk
about
what
we
currently
do,
how
those
processes
look,
what
the
training
looks
like
and
be
able
to
ask
questions
and
figure
out
more
about
how
that
how
that
actually
works
within
the
city,
so
I
kind
of,
in
my
opinion,
I
think
this
will
be
the
process
that
should
really
bring
that
group
back
together
to
assist
the
city
on
a
specific
task
which
I
think
they
they
need.

I
really
enjoyed

eight
years.

something

I

my

team

everybody
on
your
staff
works
very
hard
for
our
citizens
every
day
and
and
sometimes
we
don't
give
them
the
answers
that
they
want
on
certain
things
or
sometimes
there's
a
process
that

follow.

at
the
end
of
the
day
we
read
every
email.
We
look
at
every
phone
call.
We
try
to
respond
to
every
customer
that
comes
our
way
and
try
to
provide
them
with
a
service
that
gets
them.

need

situation
they're
in
gets
them,
gets
them
where
they
need
to
go
and
makes
this
a
better
place
and
I
couldn't

certainly
couldn't
do
it

this
team
they
make
everything
so
much

their

contract

contracts.

years

this
last
one

a
three-year
contract,
and
so
but
part
of
the
contract
requires
a
an
annual
performance
review
period.

little
late
doing

year

and
but
plan
is
to
engage
GMA
in
the
Carl
Benson
Institute
to
to
work
with
us
to
do
a
360
review
for
Mr
Peppers
and
use
that
information
to
to
help
inform
a
performance
evaluation.

give

Peppers
the
feedback
that
he
deserves
on
the
job
that
he's
doing
and
then
take
that
information
work
with
Council
to
give
them
a
performance
evaluation

also
use
that
information
and
consider
contract
negotiations
going
forward.
What

consider
and
we'll
do
that
as
a
process
as
part
of
our
our
budget
process
going
forward?

to
be
able
to
do
the
360
review
with
GMA,
which
is
a
third
party
review
process,
quickly,

45
days
at
most,
so
we're
gonna

soon
as
we
have
that
information
from
them.
We'll
get
a
more
formal
schedule

share
with
you
guys
and
we'll
we'll
do
that,
but
I
just
wanted

bring

everyone's

we're
doing
it
publicly
and
openly
and
of
course
once

when
we

have
anything
to

contracts
