suggested

boiler
systems

in
attendance
as
well,
and
he

provided

letter

us
basically
indicating
it

difficult

put
the
pellet
boilers
back
into
operation.

we've
found
out
is
that,

building
codes,
we
can't
just
replace
the
boilers
that
are
here
even
if
we're
putting
in
propane
boilers,

can't
just
replace
them.
We
actually
have
to
have
an
energy
audit
of

building
to
make
sure
that
the
boilers
that
are
getting
installed
meet
efficiency
codes,
and
so
we've
put
out
a
request
for
companies.
That
would
be
willing
to
give
us
a
bid
for
the
energy
audits
and
we'll
be
able
to
bring
that
back.

is

these
are
three
properties
that
went
out
to
public
bid.
Earlier
this
year
there
were
no
bids
on
the
properties
which
now
gives
us

opportunity
to
offer
them
out

anybody.

interested

policy

tax
required
property
indicates
that
the
manager
is
able
to
negotiate
for
the
sale
of
these
properties,
but
I
cannot
offer
anything
less
than
the
minimum
bid
amount
that
was
requested
earlier
in
the
year.

garnier

offering
the
basically
the
outstanding
taxes
and
fees
amount
of
48.89,
and
so
that
that
one
would
require
the
council
to
accept
that
minimum
bid
amount
or
that
amount,

willing

property
received

offer
from
edward
gervais
and
he's
offering
800,
which
is
the
minimum
bid
amount
for
the
property
at
19
katahdin.

concerns

the
council
authorize
them
or
approve
of
the
games
of
chance
with
these
organizations.

maintained
great
relationships
with

landowners

using

lands

trails

wintertime

wise

city
to
acquire
the
actual
easements
for
those
trails,
so
that
becomes
even
less
of
a
concern
in
the
future,
but
for
right
now
we
feel
that
we
could
pull

000
from
there.

almost

dollars
in
a
fund,
titled
recreation,
non-appropriate
special
projects,
again,
funds
that
have
just
been
sitting
there,

collins
pond
restoration
fund

is
about

feel
if
we
can
maybe
pull
ten
thousand
out
of
there
for
this
project.

don't
wanna,
use
all
of
those
funds
right
now,

we
anticipate
there
will
be
some
expense
in
twenty

The
parking
lot
here
at
city
hall,
both
for
the
police
station
side
of
things
and
the
admin
there's.
There
is
still
additional
funding
in
there,
but
looking
at
next
year
and
trying
to
put
some
more
funds
in
there
for

fire
station

as
doing
some
maintenance
work
on
the
library
parking
lot,
which
is
in
need.

also
some
other
parking
lots
in
the
downtown
area
that
we
know
we
will
need
to
maintain
in
the
future,
but
as
far
as
having
the
funding
to
move
forward
now
with

splash
pad
project,
we
feel
we
could
pull

thousand
dollars

fund
and
apply
it
toward
the
splash
pad
so
polling.

stripping
them
entirely
of
what
was

there,

necessarily
anticipating
paying
these
back
into
the
reserves,
but
again
over
time

build

projects
come
out.

we
presented

the
list

properties
that
were
at
risk
of
being
foreclosed
upon
due
to
unpaid
taxes
in

2018
or
having
not
paid
their
2018
taxes
fully

risk

being
foreclosed
upon
and
on
the
agenda.
Tonight
we
are
requesting
that
the
council
consider
waiving
the
foreclosure
for
these
unpaid
taxes
on
a
small
number
of
the
properties.

currently
55
properties
that
are
at
risk
for
foreclosure.
Many
of
those
do
you
have
the
spreadsheet
in
your
council
packet,
so
you
can
see
which
ones
generally
we
feel
comfortable
with.
Some
of
those
we
recognize
would
be
strategically
beneficial
for
the
city
to
acquire,
if
possible,
and
that's
maybe
because
of
their
location
near
a
gateway
location
or
to
help
with
the
future
trail
access
or
even
a
road
issue
that
we
may
be
dealing
with.

as
we've
gone
through
the
list,
there
are-
and
this
is
on
the
front
page
or
the
front
memo
in
your
packet
on
page
53.
There
are
one
two
three
four
eleven
properties
that
tonight.
We
would
recommend
that
the
council
waive
the
foreclosure
on
these
are
you'll,
see
also
that
we
are
recommending
that
the
taxes
be
abated
for
some
of
these
properties.

chance
that
these
property
owners
can

these
properties
back
if
they
had.

fact,
some
of
these
properties.
The
owners
may
come
in
before
the
23rd,
which
is
roughly
the
maturity
date
on

liens,

off
some
of
these.

those
cases,
we
would
send
the
the
lien
foreclosure
because
of
having
paid
the
taxes
off,
but
as
far
as
tonight,
we're
simply
looking
or
recommending
that
these

approved

waiving

foreclosure

tax
liens.
