that
we
have
been
submitted
to
the
city-
and
I
guess
first
of
all
dennis
if
you
want
to
give
us
a
little
bit
of
background
of
what
you're
used
to
with
tips
and
how
they
operate
and
what
they're
used
for
and
and
then
we'll
have
some
discussion
for
here
and
about
the
one
that
has
been
presented
to
the
council.

I
don't
know
if
you've
had
a
chance
to
review
the
email
I
sent
out
a
couple
weeks
ago,
that
kind
of
outlined
tax,
increment
financing
and
provided
some
graphs
in
the
next
or
a
scenario
of
somebody
that
comes
in
and
and
wants
to
build
something
new
tax,
increment
financing.
It
is
a
it's
a
tool,
one
tool
in
a
box
of
many
tools
that
the
city
can
use
to
help
economic
development
within
its
within
its
borders
and
really
what
you're
looking
at
is
you're,
not
creating
new
taxes,
you're,
not
implementing
new
taxes.

It's
you're,
just
looking
at
what
value
is
going
to
be
added
to
the
city
by
this
particular
proposal.
You
know
whatever
it
may
be
and
then
being
able
to
look
at.
What's
the
difference
in
taxes
that
we're
getting
now
on
that
piece
of
ground
versus
when
that
thing
gets
built,
and
do
we
want
to
to
use
the
scary
term
earmark
those
additional
taxes
that
will
come
in
from
that
new
development
toward
benefiting
the
city?

The
city's
economic
development
plan,
its
goals,
its
infrastructure
to
help
spur
on
additional
economic
development,
and
that,
in
a
sense,
is
what
tax
increment
financing
or
tiffs
does
it
allows
you,
as
a
council
to
to
set
aside
some
of
these
funds
either
for
infrastructure
development
that
can
help
new
businesses
come
in,
which
might
be
widening
of
roads
putting
in
or
you
know,
helping
put
expand,
sewer
lines,
water
lines,
street
lights
it
could
even
go
to
as
far
as
enhancing
of
sidewalks
and
beautification
of
areas
and
landscaping.

You
know
they'll
throw
out
fifty
thousand
dollars
in
in
taxes
after
their
business
is
built
and
operating,
and
that's
fifty
thousand
dollars
of
taxes
that
the
city
would
not
get
if
they
didn't
come,

so

city

willing

remit
or
give
them
some
credit
back
for
those
dollars
for
a
period
of
time.
Out
of
that,
fifty
thousand
dollars
does
the
city
interested
in
giving
them
back.

thousand
twenty

help
offset
some
of
those
relocation
costs
or
operational
costs
in
the
first
couple
years
of
their
business.
That's
those
credit
enhancement
agreements,
and
so
again,
it's

state
law

council

lot

leeway

considering.

out
an
email
to
all
the
town
and
city
managers
in
maine
and
asked
for
some
input,
and
I
got
one
response
from
our
neighboring
community
of
presque
isle
and
they
sent
me
over
a
what
was
it
an
8-10
page
document
that
outlines
their
policies
as
a
city
for
how
they
would
utilize
tif
dollars
and
with
respect
to
retail
establishments
they've
they
very
specifically
state.
We
will
not
use
tiff
dollars
for
retail.

It
really
comes
down
to
you
as
a
as
a
council.
What
what
goals
you're
trying
to
achieve?
What
you
want
to
accomplish
are
there
other
bigger
fish
that
you're
trying
to
attract
some
of
those
dollars
could
go
towards,

this
just
a
you

what
it's
a
brand
new
business
we
want
to
support
all
businesses
in
any
way
we
can,
and
what
way
do
we
want
to
utilize
this
tool.

records
and
he
put
it

we

kind
of
interest
at
the
library

the
library
are
in
line
with
the
city
council
when

economic
development

city
manager.

there
are

very
good
grants
out
there
and
one.

shot
at

foundation.

foundation

money

museums,

societies
or

center,

in

workshops

grant
to
start

small
business
resource
center

workshops

caribou
community.

but
this
city
has,
as
you
know,
potential
and
I
come
from
southern
maine,
so
I
used
to
work
with
the
heart
of
biddeford
took
biddeford
a
very
long
time
to
come
out
of
its
slump,
different
situations

from
here,
and
they
are
same
concepts
workshop
small
business.
You
know,
library
is
very
big
on
that
down
there.
They
have
a
lot
of
mills,
and
so
they
convert
their
meals
into
small
businesses.

now,
after
I
had
to
say,
it's
been
probably
two
decades
there
and
my
husband
owned
a
small
business
in
biddeford
too
a
bookstore.
It's
amazing
how
that's
turned
around
it's.
It
takes
time,
but
you
have
to
plant
the
seed,
so
the
library
can
certainly
help
by
planting
seeds,
and
so
I
think
this
is
a
program
that
I
can
work
along
with
christina,
since
I
think
it's
interesting
to
see
essentially
for
the
library
to
support
the
community
small
businesses,
so
it
I'd
like
it
to
be
a
collaborative
grant
so
that
we
write
it
together.

gives
us

better
shot
of
getting
that
grant
and
probably
more
money
too.

idea
