We're
sitting
at
about
ten
and
a
half
percent
of
our
projected
revenues
for
the
year.
So
when
you
figure
twenty
five
percent
of
the
way
through
the
year,
we've
only
got
ten
and
a
half
percent
of
our
revenue.
You
might
think
that
looks
a
little
bit
bleak,
but
the
reality
is
almost
90
percent
of
our
revenue
comes
after
tax
commitment.

last
three
years
and
really
every
year
we
have
a
drawdown
of
all
of
our
finances.
We
generally
hit
a
low
point,
the
middle
to
the
end
of
July
when
people
start
getting
their
tax
bills
and
start
paying
their
taxes,
and
we
have

first
part
of
October
is
when
we
start
to
see
the
biggest
influx
of
money
in
the
2019
hour
was
our
highest
out
of
the
last
three
years.
We
were
just
under
six
million
dollars
that
we
had
as
far
as
the
cash
on
hand.
The
low
point
was
in
2019.

There
are
some
days
when
we
see
over
380,000
dollars
going
out
the
door
with
expenses,
and
so
we
were
monitoring
things
very
closely
in
2019
to
make
sure
we
didn't
expend
all
of
our
cash
flow
and
have
to
tap
into
our
tax
anticipation,
note,
which
the
council
approved
last
year,
and
you
can
see
that
our
trend
is
is
downward.
But
it's
you
know,
on
average,
with
what
we
were
doing
for
the
last
three
years
as
well,
and
so
financially
we're
still
sitting
where
we
feel
we
ought
to
be.

We
know
there's
a
lot
of
concern
about
how
colvett
is
maintained
is
going
to
affect
revenues
across
the
state.
Then,
what's
going
to
happen
with
that,
and
so
we
anticipate
that
we'll
hit
the
state
revenue
sharing
wine
that
comes
to
us,
we'll
just
continue
to
monitors
closely
we'll
have
this
cash
flow
chart
in
your
packet
each
month
with
the
financials,
so
we
can
get
a
better
idea
of
where
we're
sitting
and
of
course
it
is
the
council's.

to
modify
the
expense
budget
if
need
be
as
the
year
progresses
and
we'll
just
continue
to
report
monthly

this
situation

time
comes,

administration

back
expenses
and

What
the
company
said
we
would
save
is
turning
into
reality
that
we
are
actually
going

save
a
hundred
thousand
dollars

I
think
we
ought
to
discuss
that
as
an
expense
item
of
adjusting

can
sit
put
in
the
savings
and
having
a
rainy
day
count

reserve

the
discussion
about
the
city's
bid
process
and
the
formulating
of
the
preference
to
local
bidders.
You
are
good
processes
as
reference
that
limestone
has
a
2%
local
preference,
meaning
that
bids
are
received
on
a
project
and
the
low
bid
comes
in,
say,
a
hundred
thousand
dollars
and
the
local
vendor
is
only
two
percent.
Above
that,
then
the
town
could
have
exercised
their
rights
under
a
local
preference
to
still
choose
the
local
vendor,
even
though
they
were
not
the
low
bidder
and
so
I've
looked
at
some
different
options.

They've
been
some
discussion
of
those
flat
rates
if
you
had
a
just
a
flat,
2%
rate
on
all
bids.
Obviously
that
starts
to
build
up
over
time
is
if
the
bids
get
much
larger,
and
so
one
of
the
questions
is,
is
there
a
cap
to
how
much
of
a
local
preference
you
might
want
to
give
or
is
a
flat
rate?
Something
you
want
to
look
at.
Another
option
would
be
to
have
an
adjusting
rate,
maybe
a
lower
amounts.

a
higher
local
preference
and
then,
as
the
dollar-
and
you
know,
you
can
reduce
that
lower
or
reduce
that
percentage
of
preference,
so
that
you're
not
providing
as
much
in
your
council
packet
I
provided
three
options
just

kind

This
is
strictly
a
policy
preference
matter,
and
so
the
council,
you
can
do
what
you
like.
With

The
discussion
that
that
I
provided
there
was
a
question
from
NMA
of
how
they
see
these
local
preference
things
they're.

local
preference
provision
in
the
in
the
state
constitution
itself,
or
not
the
Constitution,
but
in
the
state
regulations,
there's
not
a
percentage
of
preference
from
the
state,
but
they
do
say
if
all
things
are
equal
and
it's
a
Maine
bitter
compared
to
a
non
Maine
bitter,
they
would
go
with
the
Maine
bitter,
obviously
they're,
depending
on
the
funding
sources
that
we're
using
to
go
out
for
a
bid.
If
it's
a
big
major
project
and
we're
using
state
dollars
or
federal
dollars,
they
have
procurement
procedures
that
we
have
to
follow.

So
again,
I've
provided
three
options
for
consideration
in
the
council
packet,
one
is
to
say
if
it's
a
bid
less
than
$10,000,
that
there
would
be
a
2%
preference
given
projects
$10,000
to
the
Willian
would
be
a
1%
preference
plus
$100
for
projects
over
1
million
dollars.
The
premise
would
be
half
of
a
percent
plus
$5,100.

additional
amounts
is
just
so
that
if
you
were
to
graph
the
preference
curve,
the
preference
is
consistent
across
you
don't
have,
for
instance,
if
you
were
to
say
that
the
project,
if
you
followed
that
2%
curve
up
to
90
or
to
$9,999,
yet
that
$200
preference,
but
if
you
don't
have
the
1%
and
the
10,000
again
with
$100
on
the
1%
to
only
$100
or
preference
on
the
$10,000
bid.
So
it's.

Another
option
is
a
little
more
scientific
and
just
having
a
straight
formula,
something
that
covers
you
from
from
a
zero
dollar
bid
up
to
a
five
million
dollar
bid,
but
also
setting
a
cap
yeah
nothing
over
fifty
thousand
dollars

a
preference
they
can
up
that
$50,000.
Obviously,
that's
something
that's
for
debate
for
you
as
a
counsel
is
a
fifty
thousand
cap
or
is
a
forty
thousand
thirty
thousand.

Where
is
your
comfort
level
as
far
as
setting
a
local
preference
under
a
formula
method,
this
particular
formula
is
set
up
so
that
you
do
have
a
lot
more
preference
at
the
low
levels.
If
you
went
out
for
bid
safer
t-shirts
and
you're
looking
to
buy
twenty
two
shirts
and
five
bucks
at
shirt,
$100
bid
a
local
preference
under
that
formula,
you
actually
could
get
a
20%
preference
would
be
$20
on
a
hundred
dollar
bid.

it's
not
something
that
is
huge.

three
options,
so
that
you
could
see
what
the
little
bit
preference
amounts
to
in
those
different
options,
it
really
is
up
for
the
council
for
discussion
with
you
how
you'd
like

look

it

far
as

maxes

or

is
drafted
such
that
most,
the
council
decides
which
option
you'd
like
to
pursue.
We
can
insert
that
language
into
the
resolution
and
adopted
the
resolution

any
preferential
element
will
be
second
to
a
determination
of
offered
goods,

responses
or
other
factors
determined
to
be

a

for
the
council
to
recognize
at
least
with
this
award
of
recognition,
the
volunteer
efforts
of
individuals.
Last
year,
you
may
recall,
we
dominated
I,
think
individuals,
the
intent
of
the
spirit
of
America
Foundation,
as
we
recognize
a
group
or
individual
for
their
efforts.

certainly
bring
back
at
other
times
other
individuals
for
similar
recognitions,
but
it's
recommended
that
the
council
kept
one
individual
or
group
of
individuals
to
be
presented
with
this
award
this
year.

paints
out
of
Portland
was
thirteen

seal
process
and
if
I

last
year
we
stopped
chip
sealing
because
the
stone
was
wet
and
I
might
say
that

great
move,

campground
Hill
Road,
those
rocks
are
everywhere
but
on
the
road
and
those
rocks
did
not
stick
to
the
asphalt
I
thought
then
that
we
would
then
do
roughly
double
the
Maya,
because
we
didn't
do
it.
Last
year
we
were
going
to
take
that
money
for
chip
CO
and
put
it
away,
and
then
we
would
do
this
year's
chip
seal.

there's
people
whether

chip
seal

pave
in
the
country
that
wasn't
where
I
was
going

sure
that

people

skip

year

whetstone

wanted
to
make
sure
we
got
caught
up
with

program

2020

do

same
road
miles,

sealed

hot

go

reasoning
being
that
the
reserved
money

money

put
into
the
Rhodes
Reserve
account,
which
we
anticipated
going
to
chip
seal,
we
didn't

additional
influx

money

that
same
account

North
Main
Street
project,
and

rather

chip
seal
money
going
to
chips
hill
in
the
country,
it's
in
the
reserve
and
would

utilized

repaving

work
it

This
is
one
of
those
issues
that
I
wanted
to
have
placed
on
the
agenda.

there's

one
issue
that
I've
taken

the

but
it
came
up
later

did
put
this
one

wanted

this

rolled

First
of
all,
the
budget
process
has
many
components.
You

operating
budgets

city.

capital
improvement
budgets
in

city.

have

school
budget.
The
county
budget
comes
in.

viewed

so
we
batted
around
different
ideas
and
up
came
an
idea
of
giving
each
employee
a
$500
bonus.
We
were
warned
that
we
shouldn't
make
it
a
policy
right
off
the
bat
that
we
should
work
through
it.
Thus
the
name
stimulus
package.
It's
a
one-time
deal
we'd
like
to
make
it
appalled.

can
only
speak
as

make
it
a
policy

any
money
left
over
at
the
end
of
a
budget
year.

our

plant
paid

importance
of

having
a
local
business

our
community

was
unique,

the

process

September,
where,

charter
playing
supposed
to
the
contact,
well
I'm
supposed
to
put
together
a
report
for
the
council.
That
shows
where
we're
at
3/4
of
the
year
through

budget
and
what
our
expenses
are,
what
their
projected
to
be
and
October
1st
these.

To
then
present
to
the
council
view,
as
a
council
then
have
30
days
to
review
that
budget
and
to
finalize
that
by
December
15.
So
that's
when
the
council
has
to
approve
the
expense
and
capital
budget
for
the
next
year
by
January,
31st
of
the
actual
fiscal
year
and
calendar
year
is
when
the
final
expense
and
capital
budget
is
basically
packaged
and
presented
to
the
citizens.
For
for
them
to
know
what
was
passed.

There
are
several
public
hearings
or
public
forums
that
take
place
in
the
fourth
quarter
of
the
preceding
budget
year
that
the
public
can
come
and
express
opinions
and
thoughts
about
the
budget.
The
by
April
30th
is
when
I
have
to
present
some
income
projections
to
the
council
for
the
year
by
charter.
That's
not
voted
upon
by
the
council.
It's
just
presented
to
you
as
an
information
piece
and
then
by
the
end
of
May.

to
come
down
this,
the
request
has
been
to
look
at
how
was
the
budget
previously
handled,
and
would
we
consider
going
back
to
that
same
process
under
the
old
Charter?
The
manager
was
to
present
to
the
council
a
capital
budget
three
months
before
the
expense
budget,
and
so
that
fell
roughly
the
end
of
October.

One
of
the
one
of
the
positive
elements
of
the
old
budget
I
would
point
out
is
that
the
capital
requests
actually
will
start
in
October,
but
don't
get
approved
for
for
another
four
months.
That's
prime
bidding
time
for
capital
projects
is
in
the
winter,
and
so
we
would
be
able
to
see
the
first
of
November.

We
want
to
get
bids
on,
go
out,
get
those
bids
and
buy
the
first
part
of
February
to
be
able
to
awards
and
have
actual
numbers
rather
than
just
capital
projections
and
then
going
out
to
bid
for
those
items
in
both
processes
under

old
Charter.
There's
no
reference
to
engaging
the
department
heads.
That's
a
process.
I
would
continue
to
do,
even
if
we
don't
incorporate
that.

there
are
the

commitment

1st

July
and
the
finance
would
have
that
all
mapped
out
as
to
why
they're,

interest
starts

any
process

were
in
the
lien

on

last

commitments

affects
