have

number
on
the
financial
report
and
some
of
may
just
have
been
things
that
I
missed
here,
going
through
a
trail
room
reserved,

sixty
thousand
dollars
in
there
and
the
last
time
we
bought
a
groomer
gary.
We
didn't,
we
use
all
the
money
we
had.

And
again,
I
guess:
when
I
looked
at
it
and
I
looked
at
what
our
expenses
were
for
fire
and
ambulance
for
the
month,
we're
191
thousand
dollars,
and
even
with
that
figure,
there's
no
workman's
comp
in
there
there's
no
fuel
costs
in
there.
There's
no
training
costs.
There's
no
electricity,
there's
no
building
maintenance.
None
of
those
things
have
been
expensed
at
all
yet
and
we're
at
191,000
and
when
I
look
at
the
revenue,
our
actual
revenue
for
the
month
is
about
a
hundred
and
forty
five
thousand.

we
were
going
to
get

more
money
through

thousand
dollars
a
month
here,
we're
talking
three
quarters
of
a
million
dollars
by
the
end

hard

get

this
comes

we
ought
to
wait
a
week
until
we
approve

Part
of
the
approval
council
gave
to
mr.
burr
going
to
buy
back
his
tax
acquired
property,
the
council
expressing
he
needed
to
remove
the
building
and
the
property
needed
to
be
removed
by
July.
First,
the
minutes
read
the
house.
When
the
plan
was
when
the
property
was
on
the
list
be
removed
under
slum
and
blight,
it
would
have
been
all
the
all
the
buildings
on
the
property
for
my
discussions
with
mr.
Burgoyne.

understood
that
it
would
have
only
been
the
house,
not
the
garage
to
be
removed
from
the
property,
so
we
need
some
clarification
from
the
council
as
to
what
the
council
wanted
to
be
removed
and
authorized
a
consent
agreement
to
be
signed
accordingly
and
a
quick
claim
deed
can
be
approved.
Once
the
consent
to
game
is
signed,
everybody
should
have
received
pictures.
It
looks
like
some
of
them
have
them
here.

Place
the
investment
committee
met
on
februari
second,
discuss
the
city's
investment
policies
and
making
the
recommendations
or
changes
to
the
policy.
Most
of
the
changes
to
the
policy
will
allow
for
more
options
for
city
funds
to
be
invested.
It
removes
the
stricter
requirements
that
the
city
policy
previously
had
and
requires
a
city
to
simply
follow
the
state
standards
which
are
less
stringent.
So
the
policy
with
the
changes
are
on
the
following
pages:.

The
council
is
aware
we
need
to
update
the
parking
lot
organ.
It's
the
new
ordinance
proposed
ordinance
it
on
the
following
pages
language
to
be
removed,
as
in
strike
two
language
to
be
added,
as
underlined,
there
are
only
two
change
changes
here:
the
first
change
to
eliminate
references
to
the
parking
lot
at
65
herschel
street.
The
second
change
is
to
clarify
and
modify
the
name
of
seven
hats
drive
to
the
head
straight
north
park.

also
the
owner
of
one
of
the
office
buildings
in
the
in
the
downtown
area
and
I
just
have
just
a
few
brief
remarks.
You
don't
see
me
very
often
at
these
meetings
and
usually
I'm
kind
of
at
odds
with
the
city,
but
today
I
think
I
can
say.
Congratulations.
I
think
it's
a
wonderful
bit
of
news
that
we
have
that
we're
going
to
improve
our
business
economy
in
the
town
with
the
introduction
of
sight.
Don't,
like
that's,
think,
that's
fantastic,
so
parking
is
a
good
problem
to
have.
I

My
concern
is
that
and
of
course,
under
the
downtown
mall
area
every
day,
and
there
are
times
and
then
there,
r
more
than
a
few,
that
we
don't
have
enough
parking
parking
tends
to
be
in
scarce
supply
at
times
not
not
every
day,
but
it
happens.
So
my
concern
is
with
the
herschel
lot
and
any
other
lots
in
the
downtown
that
would
be
removed
from
basically
the
public's
ability
to
park.
There
is
do
we
create
pressure
and
the
other
wats
that
the
other
lots
may
not
be
able
to
maintain.
I
There
is
space
in
the
downtown,
wats
I
think
to
to
take
a
lot
of
this
extra
parking,
but
we
may
come
to
a
point
where
we've
got
to
be
creative
and
think
about.
How
do
we
add
other
parking
for
the
public
if
we're
going
to
take
100
spots
out
so
I
just
throw
that
out
there
for
you
guys
to
think
about,
as
you
decide
whether
to
change
the
ordinance
and
pull
the
Herschel
lot
out
of
the
parking
area.

there
a
plan
to
put
some
language
in
place
and
those
needs
so
that,
if
that
business
entity
doesn't
continue
in
in
the
building
and
doesn't
need
that
parking
area
to
have
that
revert
back
to
the
city
to
again
become
public
parking
again?

don't
know
if
that's
been
discussed,
but
I
would
think
that
would
be
something
to
think
about
just
to
protect
the
city's
interests
in
the
future.

that's
my
comments.

Ultimately,
we
want
to
have
partnerships
in
Caribou.
We
want
to
see
care,
grow.
I
was
born
and
raised
here
in
caribou,
so
we
know
that
it's
a
lot
of
stress
on
the
city
but
I
think
when
ATX
was
here
is
even
more
stressed
by
them
not
having
their
own
parking.

I've
been
talking
to
Dave
sleeper
and
a
few
other
of
the
guys
already
like.

can
we
work
with
you
and
I
would
send
that
out
to
every
business
owner
in
downtown
that
site
else
here
to
stay,
because
we
want
the
economy
in
caribou.
We're
not
going
to.
You
know
Canada
we're
not
going
to
New
York
we're
not
leaving
you
know.
We
knew
that
being
out
on
the
base
was
a
struggle
and
that
our
best
option
would
be
to
come
to
caribou.
But
parking
is
a
huge
issue
and
being
a
55,000
employee
company
parking
is
one
of
the
major
major
productions
for
them
to
come
here
so
without
parking.

accept
the
ordinance
as
presented

conjunction
with
that
I'd
like
to
see
counselor
McDonough,
take
the
highway
and
protection
committee
and
take
this
another
step
and
take
a
look
at
some
of
the
other
stuff
in
here
that
addresses
some
of
my
concerns.

the
caribou
City
Charter
requires
an
ordinance
to
convey
to
authorize
the
go
to
convey
or
authorize
the
conveyance
of
land
owned
by
the
city.
Pursuant
to
that
requirement,
the
ordinance
on
the
following
pages
ordinance,
2
2015
series,
is
being
presented
here
tonight.
I
recommend
the
council
introduced
the
ordinance
tonight
and
a
public
hearing
be
scheduled
for
a
meeting
to
be
held
on
February
23rd.
We
did
not
originally
have
a
meeting
scheduled
for
that
night.

However,
the
council's
requested
a
workshop
for
that
night
already
having
a
meeting
to
discuss
this
ordinance
and
holding
the
workshop
after
that
meeting
would
accommodate
both
that
evening.
The
council
feels
the
owners
should
be
acted
upon
more
quickly
on
the
23rd.
The
Charter
requires
only
a
seven-day
advance
notice
of
the
public
hearing.
That
means
the
council
could
hold
a
special
meeting
as
early
as
the
18th
I.
Don't
think,
that's
completely
necessary,
I.
Think
working
with
February
23rd
is
a
doable
timeline.

Following
pages
the
nuisance
property
ordinance
of
the
planning
board
has
been
working
on
for
several
moons.
The
board
took
a
lot
of
time
to
go,
released,
ordinates,
solicited
feedback
from
residents
and
landlords
over
the
past
several
months
and
has
voted
to
pass
the
sword
and
sound
of
the
council
with
a
recommendation
for
passage
at
the
public
hearing
on
februari.
Fourth,
no
members
of
the
public
spoken
regards
to
the
ordinance
certain.

This
would
allow
the
city
to
better
protect
the
health,
safety
and
welfare
of
the
residents
of
the
city
of
caribou,
but
reducing
the
recurrence
of
nuisance,
conduct
and
dwellings
that
disturbs
the
peace
and
tranquility
of
others.
So
the
ordinance
is
on
the
following
pages
tonight.
The
council
may
introduce
the
ordinance
we
can
schedule
a
public
hearing
for
it
for
our
next
regular
meeting
or
on
the
twenty-third
of
the
counselor
wish,
and
the
council
can
act
on
it
at
that
point
in
time.
