A
B
Name
is
Russ
Levesque
I
used
to
own
Dotel's
Market,
which
is
directly
across
from
where
I
bought
the
building
or
I'd
like
to
open
up
put
my
arm
be
Auto
Sales
back
across
the
street
I
lived
here
for
ten
years.
Only
in
dodos
market
and
I
always
kept
clean
cars.
I
never
kept
a
junky.
It
was
always
always
nice
stuff
sitting
out
there
and
I
won't
be
doing
any
mechanical
work.
There
I'm
gonna
be
sending
all
that
out.
A
B
A
A
D
C
A
E
A
You
would
need
to
make
the
final
decision
I.
Think
I,
don't
think
anything
is
going
to
change.
I
mean
Penny's
done
a
very
good
job
at
providing
us
all
kinds
of
information
on
this
other
than
we'd
have
to
take
a
few
minutes
to
go
down
through
the
criteria,
but
I'm
sure
we
can
do
that
unless
there's
objection
by
members
of
the.
E
D
G
A
A
D
A
A
So
yes,
for
open
space
sewage,
you
got
septic
system
to
to
to
tell
okay,
yes,
water's
source
as
well
he's
okay,
emergency
vehicle
access
fire
department
can
get
in
and
out
of
there
with
their
larger
trucks,
waste
disposal
would
be
I'm,
not
sure
if
that's
applicable
in
this
case
I,
don't
believe
it
yeah,
no
buffering
yep.
So
that's
a
yes
natural
areas,
yes
exterior
lighting.
B
H
I
A
Of
the
concerns
that
we
tried
to
be
aware
of
in
recent
years
is
what
they
now
call
light
pollution,
where
your
yard
light
is
illuminating,
the
guy
across
the
roads
living
room
and
it's
interfering
with
his
watching
TV.
And
so
you
know,
we
want
to
make
sure
that
people's
lighting
is
down
cast
on
their
property,
not
projecting
sideways
into
the
neighbors.
A
A
C
A
A
A
A
A
D
A
Okay:
okay,
we'll
jump
down
the
staff
report
home
up
home
occupation,
application
from
Patty
horrible
for
the
Thistle
shop,
design,
antique
restoration
at
26
garden
circle,
icy
patio
Dave
here
welcome
I
spoke
with
penny
prior
to
the
meeting
and
Steve,
and
my
I
was
asking
why
these
are
just
applications,
as
opposed
to
have
been
removed
immediately
into
the
preliminary
site,
design,
review
and
I
guess.
One
of
the
issues
was
the
timing
were
supposed
to
advertise
these
to
the
public
for
14
days
prior
to
any
public
hearing
notice
and
I.
Guess
that
that
was
not.
A
We
can
get
it
on
time
for
that,
and
so
the
only
thing
I
believe
that
we
can
do
with
this
is
to
push
it
to
next
month.
Next,
one
meeting
of
this
body
for
the
preliminary
design
review
and
seeing
is
what
we
we
just
moved
a
preliminary
into
a
final
guess.
We
can
talk
about
whether
we
want
to
do
that.
More
often,.
A
A
J
D
D
A
G
A
A
You
for
that
consideration
for
informing
us
of
possible
conflict
of
interest,
and
this
is
the
same
situation
as
the
missile
shop.
Application
was
not
received
in
time
to
notify
the
public
or
the
butters,
and
so
this
requires
a
motion
to
move
to
public
hearing
of
the
coronary
review
of
a
site,
design.
K
A
K
L
First
time
I
came
was
in
June
I've
been
here.
This
is
the
fourth
time
what
I'm
asking
now,
because
the
process
seems
to
have
at
some
point
it
stalls
along
the
way
I'm
wondering
if
there's
some
type
of
a
waiver
or
consent
agreement,
or
something
because
I've
been
told
by
denise
that
the
zoning
issue
for
that
entire
location
will
be
finalized.
December
11
I
believe,
is
what
Tomi
so
once
that
is
zoned
as
an
r2.
It's
currently
r1
once
is
zoned
r2.
As
of
December
11th
I'm
wondering
from
that
point
forward.
L
Is
there
some
type
of
a
waiver
because
I've
put
off
my
business
closing
it
was
supposed
to
be
down
October
1st
I
pushed
it
to
the
day
after
Thanksgiving.
I
really
can't
push
it
anymore.
Just
wondering.
Is
there
something
that
I?
Can
you
guys
can
I
mean?
I
only
need
Planning
Board
approval
to
operate
a
dog
grooming
business
from
this
location
once
it's
in
our
to
zone,
so
I
know
I've
clarified
that
several
times.
So
at
this
point,
I'm
just
asking?
A
A
D
A
I
A
Add
that
I've
had
discussions,
we've
had
discussions
with
the
new
city
manager
about
streamlining
our
process
because
it's
not
been
the
fastest
mmm-hmm
process
around
and
do
not
want
to
be
the
cause
of
businesses
not
being
able
to
get
up
and
running
in
town.
Unfortunately,
in
the
meantime,
were
legally
strapped
with
the
process
that
we
have.
D
L
We
thought
we
did
too,
but
I
couldn't
confused
when.
D
K
C
K
A
D
A
A
L
A
L
A
H
A
Mean
I'm
thinking
worst
case
scenario
is,
you
might
never
be
able
to
bring
it
to
caribou
you'd
have
to
operate
it
in
the
Prescott,
which
we
want
you
to
bring
it
to
caribou
mm-hmm.
You
know,
it'd
just
be
I,
mean
I'm
playing
devil's
advocate
here
from
a
point
of
view
of
if
the
council
for
some
reason
now,
the
council
meeting
on
the
11th
is
a
public
hearing.
I.
K
K
K
D
D
K
L
Like
I
said,
she's
already
been
extremely
patient,
that's
about
as
far
as
I
can
push
it
with
her
I
can't
I
can't
hold
her
up
indefinitely
she's,
leaving
the
state
she's
in
the
process
of
selling
your
property.
So
it's
kind
of
put
me
in
a
rough
spot.
We,
you
know,
like
I,
said:
I
expected
this
to
kind
of
be
finalized,
and
it's
just
I'm
really
stuck
at
this
point.
L
F
D
A
D
E
D
E
A
I
E
D
E
C
I
A
E
H
E
K
A
D
C
For
the
sanctimony,
the
design
review
for
flippity
doo
dog
grooming
and
that
ain't
close
this
little
shop,
design
in
the
antique
restoration,
Paul,
Morgan's,
89,
XS,
89,
Bar
and
Grill
and
rest
with
it,
I
already
did
with
this
and
I
can
just
confirm
tonight,
somewhere
else
and
I,
guess:
yeah.
Sorry,
the
sober
house
on
five
minute
drive
as
well.
I
will
second.
G
A
M
M
Right
so
Allen's
way
is:
we
are
an
established
LLC,
we're
a
recovery,
support
home.
We
we
recently
lease
the
building
on
five
Bennett
Drive,
it's
a
very
supported
system.
What
we're
doing
it's,
it's
a
residential
home
and
it
has
a
little
office.
You
guys
are
probably
familiar
with
that.
Everybody
goes
by
at
five
times
a
day
right,
so
that
we
have
that
we
do
have
the
house,
which
is
different
than
normally
what
he's
done
with
the
property
before
they
did
some
renovations
to
the
house.
We
lease
the
house
and
the
office
space
being.
M
Yeah
so
inside
inside
that
house
what
what
the
idea
is
to
have
a
group
of
seven
guys
and
it's
a
men's
house,
it's
a
it's
seven
guys,
they're
gonna
live
in
this
house
and
they're
just
going
to
live
there
they're
their
tenants,
they're,
not
clients,
they're,
not
they're,
not
obligated,
under
any
circumstances,
to
provide
or
were
not
obligated
under
any
circumstances
to
provide
any
kind
of
services
to
them.
The
only
service
they
have
is
their
renting
the
house
and
they
each
contribute
their
share.
M
They
rent
the
house
I
pay
the
bills
with
the
money
they
live
there.
So
it's
a
residential
house,
it's
not
a
boarding
house
which,
which
is
kind
of.
Why
we're
here
right,
because
it
kind
of
falls
under
your
explanation
for
what
a
boarding
house
is
under
Maine
state
law,
sober
houses,
don't
fall
under
boarding
houses,
sober
houses,
they're
a
little
bit
different.
M
There
they're
explained
as
a
family
because
a
family
is
defined
in
the
rental
system,
is
a
group
of
people
with
the
same
similarities
and
goals,
and
that's
what
these
guys
are:
they're
all
trying
to
stay
sober,
and
by
doing
that,
you
know
they're
outside
obligations
to
iops
meetings,
whatever
that
they
do
for
their
program,
their
doctor's
appointments.
Whatever
is
none
of
our
business.
We
stay
out
of
that.
M
The
only
thing
that
we
do
is
provide
them
a
safe
place
to
live
and
a
chance
to
get
back
on
their
feet,
get
a
job
here
in
Caribou
and
get
on
and
just
prove
to
the
two
that
people
do
get
better.
We
are
supported
by
lots
of
organizations
that
carry
supports
us.
Ahc
supports
us
life
by
design,
supports
us,
so
we're
really
doing
well
and
in
yeah
the
court
system.
Chief
Kay
Hagan
is
really
a
good
supporter
of
ours.
M
Darryl
Crandall
is
a
really
good
supporter
of
ours.
We
will
have
people
coming
from
all
aspects
of
heuristic
County
into
this
house,
hopefully
stay
as
long
as
they
can
get
a
job
in
Caribou
and
maybe
stick
around
people
that
are
in
recovery.
Like
myself,
as
almost
four
years,
clean,
really
work
hard,
I'm,
a
full-time
student
I,
take
16
credit
hours,
I
have
a
3.9
GPA
I'm
on
PT
K,
which
is
the
Honor
Society
I
work
at
a
MHC
and
now
I'm
working
on
this
silver
house.
M
So,
like
we
work,
really
really
hard
and
try
to
get
back
into
the
community.
I
live
here
in
caribou
now,
so
it's
really
important
that
I
provide
this
kind
of
service.
I
mean
I,
use
drugs
here
and
caribou
for
a
long
time.
So
so
for
me,
it's
like
giving
back
to
where
I
took
from.
So
it's
really
important,
I
think
for
the
community.
It's
very
well
known.
It
is
getting
a
lot
of
attention.
I've
had
guys
from
Lewiston
call
me
today
and
want
to
get
in
this
house,
and
people
from
all
over.
The
state.
M
M
My
real
issue
is
obviously
the
fire
thing
right
is
the
fire
the
fire
deal
with
the
fire
marshals.
As
a
boarding
house,
we're
gonna
have
to
put
a
thirty
thousand
dollar
sprinkler
system
in
there
all
kinds
of
stuff
that
we
can't.
We
can't
afford
as
a
rental
residential
home,
all
I
have
to
do
is
change
the
fire
doors
and
that's
and
that's
in
the
front
door.
So
that
way
they
walk
on
their
way
in
they
close
on
their
own
those
kinds
of
things
which
is
rarely
cost-efficient.
M
We
put
a
lot
of
money
into
this
to
try
to
get
this
to
go.
I
didn't
understand
the
planning
board
situation
I'm
from
Easton,
so
we
don't
have
these
kinds
of
things.
So
this
is
new
to
me
and
I
was
like
man.
I
wish
I
would
have
known
sooner.
I
would
I
got
in
here
a
lot
sooner,
because
we
really
want
to
get
people
in
it
and
really
want
to
get
them
back
into
the
community
working
hard.
It's
not
a
moneymaker.
M
We're
not
the
the
Allens
way
is
just
a
way
to
support
funding
as
it
comes
in
we
are.
We
are
an
LLC.
So
if
someone
donates,
we
need
to
claim
that
you
know
or
whatever
and
in
vice-versa
we
use
the
money
that
the
guys
pay
for
for
rent
to
pay
the
bills.
So
they
don't,
because
if
you
put
a
bunch
of
addicts
in
a
room
and
try
to
tell
them
to
pay
the
bills,
they're
not
gonna,
do
it.
So
in
a
way
we
pay
the
bills,
they
pay
the
one
payment
to
us.
M
A
J
I
M
A
I
M
Have
trees
Stewart
we
have
Susan
Collins
who's,
really
supporting.
This
really
wants
this
to
happen,
not
necessarily
habit,
but
in
there
you
know
in
Susan's
hometown
so
like
for
her.
It's
a
big
deal
to
have
this
kind
of
service
actually
come
here
this
and
it's
completely
new
to
care,
but
it's
completely
new
to
any
town
in
Aroostook
County.
So
it's
it's
a
little
bit
different
than
than
when
I
looked
at
the
list.
You
know
we're,
you
know,
planning
boards
and
CEOs
and
whatnot
and
I
get
to
the
boarding
houses.
I.
M
Guess,
like
you
know,
that's
tough
because,
like
that
really
almost
eliminates
this
service
in
a
way,
so
I
was
really
really
hoping
to
get
it
on
the
residential
kind
of
it's
at
the
apartments,
because
that's
what
it
is
everywhere
else
in
the
state
and
that's
an
opening
individually
instead
of
under
an
agency,
makes
this
happen
much
faster
and
it
makes
them
feel
like
they're
not
connected
with
that
organization.
It
really
makes
them
you
know,
makes
makes
addicts
feel
like
they're
doing
it
on
their
own.
E
E
E
E
I
J
F
M
M
J
M
Their
rules
oversee
our
rules,
so
in
a
way
like
whatever
their
rules
or
obligations
are
to
the
state
is
great,
and
the
idea
of
you
know
having
open
communication
with
the
police
station
is,
if
there's
something
that
does
happen
in
reality.
That
will
be
the
case.
You
know,
like
that's.
That's
the
case
that
we
have
a
very
close
contact
with
them,
so
they
we
have
that
great
contact
I'm
there
three
times
a
day,
then
in
and
whatnot,
so
people
it'll
be
seven
tops,
but
rarely
we'll
have
seven
there
altogether.
A
D
M
J
J
J
M
N
A
A
M
J
H
M
I
A
F
M
G
M
It
wouldn't
happen,
I
mean
you're,
talking
thirty
thousand
dollars
and
we're
not
a
non-profit.
So
we
just
can't
take
that
would
be
money
that
we'd
have
to
call
in
taxes.
I
have
the
application.
I
was
waiting
to
kind
of
have
this
meeting
first
before
I
threw
it
in
there
and
they
come
back
and
say
we
need
all
that
stuff
from
the.
A
A
M
Say
a
guy,
that's
exactly
what
it
is:
yeah
we're
the
landlord's,
that's
exactly
what
it
is
and
they
just
have
to
follow
the
rules
of
the
landlord
and
if
still
they
don't
follow
the
landlord
rules
and
they
get
kicked
out.
They
have
all
the
same
rights
as
a
renter
does
in
this
state.
No
different,
usually
though,
in
this
case,
if
someone's
using
and
that's
usually
why
they
get
kicked
out
they're
not
going
to
hang
around
fifteen
or
another
six
guys
that
aren't
using
they're
gonna
go
back
out
on
the
streets
and
do
their
thing.

J
J
D
A
M
You're
you're
on
really
that's
that's
the
idea,
but
really
what
we
really
wanted
to
do
is
try
to
explain
what
it
is,
because
there
is
nothing
that
really
really
explains
it.
If
we
had
to
guess
it's
the
closest
possible
thing
to
a
boardinghouse,
as
you
guys
have
listed,
however,
most
of
the
rest
of
the
the
houses
in
the
state
fall
under
single

So,
as
you
may
have
heard,
we're
getting
a
new
school
here
in
Caribou,
so
at
your
next
meeting
in
December.
Oh,
we
still
have
that
one
yeah,
so
you'll
probably
still
have
to
meet
in
December,
because
PD
and
t
architects
I,
don't
think
we'll
have
enough
time
to
review
what
they're
submitting
which
we
should
receive
on
Monday
they're
going
to
be
sending
their
plans,
but
we'll
figure
that
out
later
now.
A
D
E
I,
here's
what
I
came
to
talk
about
PD
and
T
is
working
on
the
new
school
project
in
Caribou
and
they
will
be
submitting
their
site
plan
application
and
they
wanted
to
know
if
the
fee
for
the
site,
design
application
is
going
to
be
waived.
Now
the
council,
the
council,
did
make
a
motion
to
waive
all
the
fees
with
regard
to
the
school
and
as
far
as
I
know,
that
would
include
this
fee,
but
I
guess
I
would
just
like
complete
clarification
before
I
tell
them.
Yes,
your
fee
is
waived.

I
E
E
What
is
it
you
want
me
to
do
when
people
come
in
and
their
stuff
doesn't
fit
neatly
on
your
land-use
table,
because
I
feel,
like
you
made
me,
look
very
foolish
tonight
because
I
brought
people
here
under
the
pretense
than
they
needed
to
talk
to
you
about
their
business
and
they're
left
thinking
well,
this
was
we
could
have
had
people
in
here
four
days
ago,
because
she
told
us
we
had
to
come
to
the
Planning
Board
and
we
didn't
have
to
come
to
the
Planning
Board.
So
what
does
anyone
we
do
in
the
future?.
D
A
D
F
And
this
brings
it
to
a
public
forum,
so
things
that
aren't
typical
or
things
that
haven't
been
applied
for
in
the
past.
It's
it's
No,
so
it
brings
it
to
the
Planning
Board
and
to
the
Community
Rating
that
the
minutes
of
the
meeting
reported
so
that
if
there
is
something
out
of
the
ordinary,
it's
a
red
flag
for
the
planing
board
to
go
to
work
on
that
particular
project.
And
if
it's
a
negative
idea,
the
Planning
Board
can
go
to
the
council
and
ask
the
council
it's
the
moratorium.

It
was
just
there
was
a
lot.
There
was
a
lot
and
I
think
having
separate
emails.
That
was
the
big
thing
for
me.
It
was.
It
was
just
interesting
to
see
what
other
communities
do,
because
we
don't
have
that.
Many
shoreline
here,
not
like
down
south
by
heart,
were
places
like
that
there
shorelines
a
little
different
and
what's.
