I
just
had
different
things
about
when
he
had
his
dealership
staff
had
no
issues
with

dealership
across

street.
He
had
his
paperwork
from

state.
He
had
a
certificate
of
occupancy.
I
He
has
filled
out
a
site
design
review
application
because
before
when
he
had
his
dealership,
it
was
zoned
rc2
out
there,
so
he
didn't
need
to
come
to
the
planning
board.
Staff
could
sign
off
on
it,
but
now
that
the
zoning
has
changed
from
our
c2
to
our
three
now
it
needs
to
come
to
the
Planning
Board,
which
is
why
we're
here.

guess
the
major
thing
one
of
the
things
we
always
look
at
with
a
change
of
use
if
it
is
hooked
up
to
a
private
septic
system
instead
of
the
public
sewer
is.

it
adequate
for
the
use
that's
proposed?
So

last

there
is
the
current
most
current
septic
design,
but
you'll
notice.
There
are
no
signatures
from
our
plumbing
inspector
on
that.
So
this
week
we've
been
trying
to
get
to
the
bottom
of
that
to
find
out
if
this
new
system
was
actually
installed
or
not.

is
a
note
on
there

says
that,

also
says
that
at
a
minimum,
the
site
evaluator
felt
that
a
second
tank
should
be
installed.

spoke
with
Stephanie
I've
spoke
with
April
Karen
who's,
the
listing
agent
to
see
if
she
had
any
correspondence
from
the
owners
to
see
if
they
knew.
If
something
was
installed,
you'll
see
the
permit
was
issued
in
November,
which
is
not
the
ideal
time
to
be
installing
subsurface
wastewater
disposal
systems.

So
we
looked
to
see
if
maybe
the
next
year
it
was
installed.
We
can't
find
anything
out
about
it.
April
Karen
came
to
my
office
this
morning
right
at
8:00
to
say
she
had
talked
to
the
owner.
Who
said
that
dick
st.
Peter
installed
it
I
called
dick
I,
don't
even
know
if
I
should
go
to
all
this
trouble,
but
anyway,
I
was
trying
come
to
you
with
some
kind
of
answer.
I
Dick
said
that
he
had
not
done
any
work
there.

only

remembered

Bob.

slab,
so
he
doesn't
know
of
what
was
done
there.
So
I
also
tried
to
determine
so
that
I
could
give
it

plumbing
inspector
to
see
if
what

system

designed

shop
was

gallons
per

was
sufficient.

found
in

subsurface
rules
didn't
seem
to
address
it
unless
it's
in
some
code
that

plumbing
inspectors
can
understand.

in

of
cars
you

licensed

contracting

the
work

to
be

compliance

state
law

car
dealer

has
to
have

repair
facility

400

feet
and
tools
there.
He

clearly
meets
that
requirement
in
the

know

guys
I've
ever
been

the
back
to
that
building,
but
in
the
back
of

garage
there's
another
place
off
to
the
in
the
back
that
would

utilize
as
his
office
space,

they
would
not

house
at
all.

septic
design
he's
not
there
wouldn't
be.
People
are
coming
in
buying
a
car,
signing
paperwork
and
leaving,

he

clearly
meets
the
requirements
for
the
400
square
feet

the
repair

all
the
work

he's
not
gonna,
be
changing
oil
he's
not
going
to
be
doing
any
of
that

location.

to
have

nice
shiny
car
sitting
on
a
lot
going
to

different
facility

inspection

to
a
different
facility.
If
something
working,
something
a
break
needed
to
be
changed,
none
of
that
would
be
taking
place.
That
I'm
aware
of
that
he's
stating
at
that
place.

it's
simply
moving
what
he
had
at
dodos
across
the
street
to
the
tuinal
he
moved
away.

additional
a
couple
additional
bedrooms
and
a
bathroom
on
second
floor
of
building
part
of
the
expansions
whenever
structure
would
dwell
leak
as
one
additional
bedroom
added
to
it.
The
state
now
considers
that
a
major
expansion
of
the
internal
plumbing
system
being
that
it's
90
gallons
per
day
per
bedroom,
the
design
factors
for
septic
systems
somewhere
in
the
last
few
years
and
that
I'm
a
little
fuzzy
on
this.
This
is
2009
prior
to
the
implementation
of
the
state's
definition
that
one
bedroom
was
a
major
expansion.

were
allowed
to.
Let
people
pull
a
plumbing
permit
and
in
a
building
permit
and
expand
their
dwellings,
one
bedroom
without
any
additional
paperwork.
So
if
you
had
a
3
bedroom
home,
you
wanted
to
do
an
addition.
I
put
a
fourth
bedroom
home
on
it
that
was
considered
a
minor
expansion
up
until
the
states
changed
and
change
was
back
around
2009,
so
the
owners
of
the
property
at
that
time
came
in
being
that
they
were
expanding
and
adding
like
a
hair
shop
downstairs
on
the
south
end
of
the
building.

site
now
even
for
a
single
bedroom
addition
they
need
to
visit
the
site.
The
system
is
not
failing.
It's
working
perfectly
well,
but
in
order
to
get
that
one
bedroom
expansion,
the
house
now
appears
to
be
a
four
bedroom
house.
What
used
to
be
a
three,
so
the
design
has
to
be
done
and
that
design
needs
to
be.
What
is
the
registry
saw
potential
next
new
owner
when
they
are
doing
their
due-diligence
of
looking
into
the
property
when
they
go
to
the
registry,
to
get
a
copy
of
the
deed.

also
going
to
be
notified
that
the
house
does
not
actually
have
a
system
properly
sized
for
what
the
most
appears
to
be.
He
needs
a
way
that
it's
a
heads
up
to
the
next
owner
that
you're
buying
a
four-bedroom
house

only

three-bedroom
size
septic
system.

though

it
could
be
being
that
they
came
in

the
permit

layout
goes,

reviewed
that
Public
Works
has
reviewed
it.

no
concerns
with
the
police
departments
reviewed.

overall
impact

change

going

multi-family
development,

units

recommend

criteria

can't
