Description
April 11, 2019 Planning Board Meeting
A
Caribou
Planning
Board,
open
first
order
of
business
is
all
we
want
at
least
I
want
and
I
trust.
The
members
of
the
ward
want
to
wish
Evan
all
the
very
best.
The
names
run
next
Monday,
which,
how
many
will
this
be
for
you?
Six.

A
A
Okay
carries
minutes
are
approved
next
item
on
the
agenda
is
no
public
hearing
a
use
permit
for
mr.
du
plessis
wants
to
do
automotive,
repair
business
and
565
Van
Buren
before
I
open
the
hearing
I,
what's
already
disturbed
by
some
of
the
pictures
that
I
saw
not
exactly
sure
how
getting
a
permit
to
run
an
auto
business
is
going
to
change
that
I'll
declare
the
hearing
open
it.
A
E
E
There
are
our
vehicles
around,
but
some
of
the
pitchers
disciplined
I've
cleaned
up
since
then.
Move
them
around
got
rid
of
most
all
the
vehicles
that
are
in
my
yard,
right
now,
I'll,
Drive
and
move
a
customer
comes
I
fix
it.
It
goes
another
one
comes
so
I
mean
it's
my
house,
my
wife
gets
mad,
but
I
have
pictures
of
currently
what
it
looks
like.
It's
not
destroyed
the
vehicles.
E
F
G
G
His
wife,
Jodi
de
pusi
and
I
do
get
mad
because
my
ex-husband
was
a
junk
collector,
but
this
isn't
junk.
This
is
things
that
he
works
on
and
if
it's
not
this,
that
they're
gonna
complain
about,
it's
gonna
be
something
else.
That's
gonna
bring
us
down
here.
They
just
look
for
complaints.
This
isn't
our
first
one
and
we're
not
going
anywhere,
so
they
can
complain
as
much
as
they
want
we're
not
going
and
he's
doing
good
with
the
business
he's
bringing
business
all
around
town
because
he
gets
parts
from
local.
I

H
F
J
D
K
E
F
My
part
of
my
concern
is
the
fact
that
is
this:
stemming
from
for
lack
of
a
better
term
somebody
getting
caught
with
their
hand
in
the
cookie
jar
similar
to
what
we
ran
into
with
regards
to
the
violations
with
Bill
Blanchard
on
the
horses.
As
far
as
you
know,
it's
been
addressed,
so
this
is
my
way
of
taking
care
of.
It
is
I'm
gonna,
walk
well,.
H
C
C
J
The
comment
I
don't
see
that
obtaining
a
user
per
minute
or
an
auto
repair
business
solves
the
problem
in
any
way.
The
original
complaint
in
an
ongoing
potential
issue
of
having
a
lot
of
vehicles
around
on
the
yard
and
so
having
a
use
permit
for
auto
repair,
won't
necessarily
relieve
you
of
your
obligation
to
shield
or
offense
those
providing
visual
buffers
and
that
type
of
thing
which
is
covered
in
other
parts
of
the
ordinances.
J
A
K
C
D
C
E
J
It
just
seems
that
planning
board
is
being
asked
to
adjudicate
this
complaint
and
it's
a
notification
that
there
are
a
lot
of
junk
cars
laying
around
the
yard
and
I.
Don't
believe,
that's
the
board's
role!
The
board's
role
is
to
issue
an
audio
issue
of
a
use
permit,
so
we
could
issue
these
permits
for
the
business
and
I.
Don't
see
any
reason
why
we
wouldn't
do
that,
but
we
still
have
to
comply
with
the.
D
J
What
would
be
helpful,
I
think
to
the
board
is
to
have
a
site
plan,
as
is
required
from
the
permanent
application,
showing
you
know
the
location
of
your
buildings,
your
boundary
lines,
where
your
work
areas
are
where
your
storage
areas
are,
where
your
parking
areas
are.
All
of
that,
so
that
we
can
see
that's.
F
Other
part,
this
was
why
I
asked
what
you
had
for
a
dream.
It's
just
that
you
know
you're
draining
to
open
air
and
granted
you
say
you
know
you
don't
have
any
spills,
you
get
methods
in
order
to
keep
it
from
happening
right,
but
in
that
particular
area,
you're,
not
serviced
by
city
water.
So
you
have
the
potential
for
a
runoff
into
somebody
else
as
well.
F
D
J
C
H
J
D
J
C
C
E
F
I
I
He's
sitting
him
out,
I
set
my
back
patio.
All
you
see
is
how
he
helps
a
word.
Not
registered
vehicles.
Anyways
he's
got
a
shitload
back
there
and,
as
Ken
took
pictures
one
time
beyond
his
property
line
out
behind,
he
has
absolute
junk
old
track.
You
know
lawn
tractors
and
staff
and
washer
dryers
and
far
as
his
drain
you
guys
are
talking
about.
It
is
on
his
property
five
feet
from
the
law
property
line,
which
my
brother-in-law
lives
beyond
there.
His
well
is
forty
two
feet
deep.
I
A
I
Okay
and
well,
if
you're
working
in
garage
work,
says
he's
moved
in
there,
but
then
it
gets
me
is
in
the
summertime
you're
trying
to
sleep.
Okay,
okay,
you
window
open,
tell
them
telling
eleven
o'clock
at
night.
You
hear
that
damn
air
compressor
going,
there's
air,
sander
or
pounding.
F
F
L
A
A
J
A
H
H
Of
Transportation,
so
we
we
have
that
document
that
we've
been
waiting
for.
We
have
the
original
site,
design
review
material,
we're
looking
for
with
all
the
updated
drawings
to
consider
the
doors.
There
were
many
concessions
made
the
Department
transportation
and
there
were
the
concerns
that
we
had
regarding
the
the
traffic
flow
in
and
around
the
the
restaurant.
Basically,
so
they
they
changed.
The
parking
configuration
in
the
travel
planes
and
they've
eliminated
the
the
advanced
drive-through
lane.
H
If,
if
you
would
like
and
the
way
I
presented
it
when
I
when
I
forwarded
this
document
out
to
everybody,
is
that
we
can
either
conduct
this
as
a
first
read
where
he
didn't
receive
it
till
late
or
if
you
feel
it's
appropriate,
we
could
act
on
that
tonight.
We
could
actually
complete
our
site
design
review
and
then
we
could
actually
move
on
and
consider
it
a
building
permit
as
well.
H
B
B
F
C
F
F
That
was
that's
part
of
my
concern,
because
you're
gonna
have
an
influx
of
traffic
on
that
particular
area
for
people
who
may
be
leaving
and
then
just
dumping
out
onto
angle.
Snow
removal
is
a
concern
and
given
they've
changed
the
wings
and
the
layout
of
that
I
just
don't
know.
My
concern
is
emergency
vehicle
access
as
well.
It's
not
that
I
don't
want
them
to
come
to
power.
F
What
we
can't
keep
continuing
to
look
at
things,
because
the
way
other
things
have
been
done
in
the
past,
we
need
to
make
sure
that
you
know
it
suits
the
means
based
on
the
ordinances
and
address
those
concerns.
I
realize
they've
made
concessions
and
MDOT
has
made
concessions,
but
that's
just
some
of
the
stuff
I've
noted
that
I'm
concerned
with
for
potential
problems
because
peak
time,
if
you
have
15
cars
in
the
queue
I,
don't
necessarily
know,
there's
enough
room
for
somebody
to
get
a
firetruck
in
there.
F
F
Know
it's
very,
very,
very
tight
and
they
might
see
that
they've
met
their
setback
requirements
with
everything
which
is
perfect,
but
it's
just
it's
that
law
and
being
so
constricted
that
I
see
potential
errors.
I
mean
there's.
There's
problems
at
Tim
Hortons
two
o'clock
in
the
afternoon.
You
know
people
are
backing
into
each
other.
H
D
F
Know
it's
just
but
having
that
dumped
on
to
angle,
that's
fine!
If
it's
been,
if
it's
been
addressed
and
looked
at,
that
it's
not
going
to
dramatically
impact
and
degrade
that
Street
to
any
quicker
than
normal
I'm.
Fine
with
that.
But
part
of
that
is
part
of
my
concern
is
snow
removal
and
the
emergency
vehicle
access
and
I
just
see
problems.
If
we
have
a
winter
like
we
had
this
year
as
I
stated
I
think
if
you
looked
at
McDonald's
of
any
given
point,
their
drive-thru
was
set
up.
F
So
you've
come
down
Pope
to
the
order
station.
There's
like
a
parking
spots
to
the
right
of
the
order
station
and
then
they're
through
traffic.
It
was
to
go
around
there
at
one
point
this
winter
there
was
no
way
for
them
to
have
that
through
traffic.
It
was
a
parking
spots
to
be
able
to
be
used
because
the
amount
of
snow
that
was
there
and
that's
on
a
considerably
larger
lot
size,
but.
K
C
F
K
C
D
D
C
D
C
F
I,
don't
believe
that
there's
nothing
now
I
looked
at
the
line
here,
the
fire
truck
the
fire
truck
or
any
ambulance
which
are
both
wanting
more
than
a
normal
vehicle,
they're,
probably
not
going
to
fit
within
that
area
there,
and
if
you
have
cars
parked
here
about
once,
is
gonna
try
to
come
around
here
and
make
that
swing.
This
is
13
feet
of
this
widened
to
get
from
here
to
here.
But
what
is
it
from
here
to
here?

We
know

have
an
interest
in
doing
the
work.
I
just
think
we
need
them
over
the
long.
Yes,
Thank,
You,
Todd,
I,
agree,
I,
agree
all
right.
So
then
today's
date
is
for
8,
no
11
2019,
and
we
start
on
page
5
of
this
application
or,
however,
the
pages
are
numbered
in
the
packet
with
our
20-something
item
yeah
and
the
board
needs
to
determine.
Yes,
no
we're
not
like
a
look
at
each
of
these,
starting
with
conformance
with
the
conference
comprehensive
plan.

That
question
was
I,
pose
that
question
to
the
person
I've
been
talking
at
at
MDOT.
He's
like
they're
gonna,
extend
the
traveling
and,
on
the
past
up
the
door.
Street
I
said
okay,
this
is
what
the
schools,
not
a
kind
of
open,
till
2020,
don't
get
most
open,
2019
and
he's
like
very
good
question
he's
like
that,
would
have
to
be
in
place
prior
prior
to
the
school
being
open.
They
would
have
to
have
that,
particularly
in
there
for
the
turning
traffic.
A
Emergency

we're
gonna,
see

The
shore
land
zoning
update
is
that
when
we
did
a
review
of
chapter
13
as
we
prepared
it
to
send
it
to
Council,
we
realize
our
Shore
land.
Zoning
map
and
ordinance
is
woefully
out
of
date.
And
it's
the
type
of
thing
that
we
can't
just
sit
down
around
the
table
and
correct
because
it
has
to
be
accepted
by
the
Department
of
Environmental
Protection
I've,
reached
out
to
them
to
the
Department
of
Environmental.
H
F
H
One
caveat
we
noticed
since
then
is
it
is
that
since
we
were
looking
at
our
floodplain
ordinance
and
that
was
accepted
by
the
council's
past
Monday,
we
realized
that
that
the
new
that
the
new
Shore
land
zoning
map
will
actually
include
those
hundred
year,
flood
plains
as
part
of
our
resource
protected
area.
So
we
already
know
the
maps
and
change
it's.
H
D
H
H
A
L
H
The
Comprehensive
Plan
Update,
what
we've
done
is,
is
really
we've
tried
to
make
a
Gantt
chart
and
figure
out.
Okay,
how
are
we
gonna
fit
all
these
a
lot
of
a
lot
of
different
material
to
think
about.
So
this
is
my
attempt
to
do
kind
of
a
spreadsheet
on
how
to
approach
what
we've
done
already,
if
we've
engaged
northern
Maine
Development
Commission
to
help
us
with
our
transportation
in
our
demographics,
which
they
have
money
to
help
us
with,
we
don't
have
to
paying
for
that.
F
H
Which
which
won't
change
so
we
probably
won't,
have
to
go
into
that,
but
if
you
notice
we're
already
behind
the
eight
ball,
how
formats
in
so
we're
we're
looking
at
engaging
some
some
public
forums
and
we've
already
targeted
a
few
a
few
without
economic
development,
maybe
a
friendly
group
people
like
that,
so
we
start
gaining
our
public
input.
What's.
C
H
C
A
H
A
H
D
L
C
L
And
then,
as
we
as
we
go
out-
and
we
have
some
of
these
public
meetings,
we'll
definitely
get
the
public
input,
but
you
probably
already
know
some
things
that
maybe
you
would
need
to
be
updated
or
changed
a
little
bit
based
on
our
current
situation
and
then
now
would
I
think
speed
up
the
revision
process.
Do
we
have
you
know
if
we
have
this
electronically.
K
C
K
C
F
C
A
L
I
think
what
you'll
find
is
that
the
the
goals
and
the
policies
that
the
plan
asserts,
maybe
we
need
to
revisit
those
a
little
bit
or
maybe
there's
some
new
goals
that
we
want
to
try
to
achieve,
and
that's
I
think
where
we
need
to
start
is
looking
at
those
and
and
we've
gone
to
the
public.
With
this,
usually
what
we
do
is
you
know
you
can
lay
out
the
plan
say
this
is
the
top
priorities
that
are
in
the
plan.
Now.
F
F
L
This
is
where
all
the
multi-family
homes
are,
and
we
can
illustrate
that,
and
we
can
start
to
illustrate
how
the
zoning
is
consistent
or
not
consistent
with
uses
and
the
desired
development
in
certain
areas
is
again
consistent
or
not
consistent
with
current
news,
and
that
being
the
case,
how
do
we
modify
the
policies
or
the
goals
of
the
plan
to
either
mesh
or
change?
What
we
were
seeing.
L
C
L
H
C
I'm
not
talking
necessarily,
they
can
house
I'm
talking
about
vacant
lots.
You
know
how
many
vacant
lots
sitting
town
with
water
and
sewer
right
in
front
of
them,
and
you
know
a
developer-
might
be
looking
for
places
to
build
houses
or
apartments
or
something
and
and
if
we
can
entice
them,
go
with
water
and
sewer.
It
already
is
it's
less
costly
for
the
developer
and
it's
more
revenue
for
the
utilities
and.
H
L
L
What's
the
condition
of
the
yard
and
you
and
you
do
create
a
quality
of
use
on
the
property
for
you
for
the
GIS
analysis
so
that
you
can
go
through
and
you
could
have
a
score
that
okay
in
this
neighborhood
those
homes-
yes
they're
residential,
but
the
overall
scores
of
five
out
of
twenty
five
that
begins
to
also
help
us
steer
the
direction
of
okay.
How
do
we
want
to
modify
our
goals
or
our
policies
in
this
neighborhood?
L
One
of
the
things
I've
worked
on
is
in
the
last
community
and
people
where
I
grew
up
was
they
had
specific
neighborhood
plans
you
had,
for
instance,
you
could
take
caribou
and
say
everything
north
of
the
new
bypass.
That's
one
neighborhood!
Well,
what
do
those
residents
want
to
see
for
that
area?
And
you
have
neighborhood
meeting
specific
with
that
group?
Maybe
you
have
one
specific
with
everybody:
that's
east
of
there
are
east
of
the
Aroostook
River.
That's
another
neighborhood.
What
do
you
want
to
see
here?
L
Are
there
any
changes
and
then
maybe
you
break
the
downtown
area
up
into
three
or
four
neighborhoods
and
have
neighborhood
meetings
and
say
how
would
you
for
your
area?
What
are
your
desires
for
the
future
uses
for
parks
and
different
things?
There's
we
can
make
this
course
as
grandiose
as
we
want
to
or
we
can
make
it.
F
A
L
A
C
F
C
C
City
housing
people
chimed
in
because
I
know
that
there's
an
issue
with
lack
of
section,
8,
housing
and
I
think
that's
going
to
become
more
of
an
issue.
As
our
population
gets
older
people
looking
to
get
rid
of
the
lawn
mowing
and
driveway
cleaning
chores
and
looking
to
have
a
nice,
affordable
apartment
and
I,
don't
know
what
could
be
done
to
and
I
don't
know.
L
To
address
that,
in
order
to
make
that
affordable,
you
have
to
do
multi-unit,
it
has
to
be
a
lot
of
multi
units
to
do
take
advantage
of
the
efficiencies
in
the
economics
of
it,
and
so
it
really
gets
down
to
how
do
we
maximize
existing
housing
stock
and
and
make
that
work?
Is
there
a
way
of
refurbishing
that
or
remodeling
that
to
make
more
opportunities
for
affordable
housing,
yeah
a
great
concern,
a
great
issue,
then
I.
C
H
No
subsonic
here
well,
you
have
to
engage
those
companies
that
are
doing
that.
Kind
of
housing
gets
the
city
of
care
who
doesn't
own
any
house
right.
We're
just
do
Section
eight
vouchers,
so
communities
like
for
Fairfield
and
Presque
Isle,
but
a
few
commuters,
actually
will
actually
enter
into
these
agreements
with
USDA
and
Bill.
You
know
these
large
housing,
450.
H
Side
is
pretty
much
that
product
private
interests
if
these
over
and
it's
worked
well
over
time-
we're
definitely
not
at
the
saturation,
because
there's
an
off
there's
need
there
and
there's
a
need
not
only
for
independent
living.
There's
also
a
need
for-
and
you
know
this
for
assisted
health
care
yeah.
It's.
C
J
H
Us
up
there:
okay!
Well,
we
shouldn't
have
a
manager
step
down
because
we're
gonna
talk
a
little
bit
about
chapter
13,
but
that
we
were
set
to
descend,
counsel
and
really-
and
I
mentioned
peer
review
earlier.
It's
important
to
get
other
eyes
on
these
things
when
Dennis
was
preparing
this
document,
Senate
counsel-
and
you
know
this-
that
there
were
some
glaring
issues
with
it
and
so
we're
gonna
conduct.
Another
peer
review
make
sure
we
get
eyes
on
this.
G
H
L
L
It
was
probably
very
early
on
in
the
process
that
that
was
discussed,
and
then
we
went
through
the
process
of
changing
the
zoning
map
and
changing
where
the
mixed
use
zone
was
going
to
be,
which
results
in
that
makes
you
zone
covering
a
large
portion
of
inner
or
downtown
areas
where
the
Lots
are
not
one
acre
in
size.
There.
C
L
F
C
L
What
you're
getting
into
is
the
realm
of
what's
called
form
based
codes,
where
you
simply
say
if
it,
if
it
can
be
parts
if
it
is
landscaped,
if
the
lighting
addressed-
and
it
looks
a
certain
way,
we
don't
care
beyond
that.
Some
cities
are
even
to
the
point.
We
don't
care
what
you
do
inside
of
that
building,
as
long
as
it
again
meets
those
criterias,
they
take
the
land
use
tables
almost
entirely
out
of
their
codes.
L
I'm
not
advocating
for
that,
but
that's
kind
of
what
you're
getting
toward
is,
as
there
are
some
things
that
are
more
important
to
us
in
the
mixed
use
zone
than
other
things.
Do
we
really
care
what
size
of
lot
so
long
as
certain
other
things
are
in
place?
And
the
question
really
is:
are
those
other
elements,
the
parking
standards,
the
landscaping,
the
whatever
you
want
them
to
comply
with?
L
D
C
L
Of
its
just
a
reorganization,
there's
I
was
just
looking
at
one
chapter
tonight
that
dealing
with
loss
and
it
says
that
it's
dimensional
requirements,
but
it
also
has,
within
the
regulations,
things
pertaining
to
height
restrictions
on
the
buildings,
setbacks
and
dimension
requirements
and
access
requirements.
All
in
one
section
that
it
doesn't
match
the
title,
and
so
there's
some
things
like
that.
We
need
to
I,
think,
break
out
and
clarify
and
make
easier
for
the
citizens
to
read
in
the
development
community
to
be
able
to
pick
up.
C
L
I
guess
I
would
also
add
the
the
City
Council
in
their
last
meeting.
They
said
their
main
priorities
for
the
different
departments
in
the
city
and
the
zoning
regulations
and
seeing
those
rewritten
was
was
pretty
high
on
their
on
their
priority
list
and
so
will
will
spend
a
little
more
time.
I'll
spend
a
little
more
time
focusing
on
that.
So
we
can
can
get
that
taken
care
of.
A
J
H
Kind
of
a
weird
weird
time
of
the
year,
what
we're
dealing
with
with
the
only
melting,
snow
and
garbage
popping
up
every
what
about
there's
no
weight
on
people's
roofs.
So
we've
had
a
rash
of
building
collapses,
a
rash
of
complaints,
and
now
we
that
I
ration
Notice
of
Violation
people
that
garbage
all
over
the.
D
H
A
matter
of
fact,
I
shot
for
a
moment
because
it
snowed
again
I'd
really
like
to
go
out
and
snap
a
picture
and
say
this
is
the
problem.
We
just
had
a
blind
violation:
I
had
a
chance,
an
opportunity
to
participate
in
the
County
Emergency
Management
incident
exercise
couple
weeks
ago,
be
the
little
self
service
I
got
my
hands
on
their
state
of
the
art,
GIS
equipment
and
their
nice
big,
large
format,
water
and
scanner.
H
So
I
was
able
really
to
to
participate
in
the
event,
which
was
really
they
got
right
down
into
the
weeds
of
people,
calling
introvert
emergencies
all
over
people
not
being
able
to
leave
their
houses
because
they
were
flooded
in
and
Colin
calls
coming
in
from
all
corners
and
I
spent
really
about
three
hours
populating
their
GIS
system
with
with
data,
because
it
was,
it
was
wisely
so
everything
from
roads
through
to
surface
water,
to
pull
the
launches
to
cell
phone
towers,
so
anything
I
can
reach
out
and
grab
I
grab.
It
put
it
in
here.
H
H
H
Look
forward
to
doing
that
again.
We've
had
an
issue
with
our
local
food
pantry
yeah,
and
this
also
goes
to
code
enforcement
because
the
building
they
were
in
was
severely
distressed
with
the
melting
snow.
They
didn't
have
a
leak.
They
had
water
pouring
in
through
the
ceilings
ceiling,
tiles
collapsing
and
when
I
went
to
check
it
out.
Actually
the
manager
went
over
to
see
see
what
help
with
we
could
lend
them.
We
found
out
the
dire
conditions
at
the
building
by
the
time.
H
B
B
I
L
D
C
H
H
So
we've
been
working
on
the
finer
points
of
not
only
reestablishing
facilities
working
on
the
finer
points
of
coming
up
with
a
lease
for
this
entity
to
live
there
at
60
access
highway,
but
also
realizing
is
to
change
the
uke's,
and
we
have
to
go
through
the
fire
line
and
all
I-10
tails
and
that's
a
six
or
eight
weeks.
It's
a
process.
So
it's
not
going
to
be
a
real
quick
process.
H
Panel,
that
covered
one
two
three
boom,
something
that
came
across
our
desk
this
morning
was
a
small
community
read.
You
might
have
seen
it
on
news,
a
lot
on
the
news
last
night,
but
the
county
was
going
to
do
this
program.
Basically,
it's
it's
to
repair.
I've
been
a
functioning
septic
systems
in
the
rural
areas
or
not
we're
public
utilities
are
available.
It
turns
out
that
it
was
not
the
county.
You
can
apply
for
this
grant.
This
money's
available,
statewide
and
first
thing
this
morning,
8
o'clock.
H
We
have
people
at
the
door
asking
questions
about
how
they
could
get
involved
with
this,
and
the
short
answer
is,
the
municipality
would
have
to
apply
on
their
behalf
for
them
to
participate
in
this
grant
program,
and
so
we're
trying
to
figure
out
the
finer
points
of
that.
That's
that's
happened.
Even
as
we
speak,
we
were
able
to
pull
down
the
guidelines.
We
talked
to
the
people
that
DB
our
building
inspectors
are
both
at
a
workshop.
H
H
H
So
we'll
keep
you
updated
on
that
program
and
see
if
we
can
attract
some
people
and
figure
out
how
we're
going
to
apply
on
their
behalf,
the
caveat
there
is
the
first
deadline:
it's
a
stupid
two-step
process.
The
first
deadline
is
next
Friday,
so
we're
behind
the
eight
ball.
We're
gonna
get
the
word
out.
If
we're
doing
have
any
participants
at
all
LED
streetlights
it's
starting
to
get
exciting
now
or
get
to
the
point
where
we've
done.
Our
inventories
not
only
has
real
terms
down
the
area
inventory.
We've
done.
H
C
L
Identified
locations
for
new
lights
and
they've,
given
us
quotes
for
those
as
well.
Okay,
there's
two
there's
right
next
to
the
library,
so
we
there
was
a
lot
of
concern
from
the
public
safety
about
the
rural
parts
of
the
town,
and
can
we
get
lights
on
the
intersections,
and
so
we've
identified
most
of
those
and
there's
even
places
in
town
where
it
looks
like
we
could
maybe
eliminate
a
couple
lights
and
move
one
right
down
to
an
intersection
and
get
better
visibility.
A
A
H
J
A
A
F
F
J
Or
three
meetings
that
I
attended
since
I
joined
we've
had
requests
coming
in
permits
coming
in
that
were
in
a
an
incomplete
thing
and
I
was
just
wondering:
is
there
something
that
we
could
do
to
our
process
to
ensure
that
we're
not
addressing
incomplete
applications
when
they
come
in?
Can
there
be
a
screen,
my
partner?
That's
my
own
education
prior
to
reaching
the
board.
It
should
be
reviewed
and
made
sure
that
it's
complete
before
it
reaches
the
board.
We
should
not
be
wasting
our
time
on
things
that
haven't
even
been
are.
F
J
J
L
L
A
A
F
The
one
for
Sonya
that
we
looked
at
what's
this
mark
when
we
looked
at
February
for
Sonya
search,
wasn't
complete,
you
know,
didn't
have
you
know
we
asked
for
the
lease
aspect
of
and
all
that
other
stuff
than
that
had
to
happen.
Have
her
come
back
and
I
know
she
was
probably
upset
and
frustrated
that
that
was
the
case.
But
you
know
the
application
you've
got
to
have
export.
