Discussion,
all
in
favor,
unanimous
public
hearing
concept,
plan,
review
of
a
site,
design
application
from
Eastern
the
rustic
RSU
39
to
construct
a
new
school
for
grades
pre-k
through
8.
We
will
declare
the
public
hearing
for
this
open
at
5:30.
1
p.m.
anybody
here
to
speak
regarding
this
site
design
application
for
the
new
school
building.
Please
step
up
with
a
microphone
and
state
your
name.
A
C
My
name
is
Allen
Cunningham
I
am
architect
and
principle
of
PDT
architects
in
Portland
Maine
I'm
here
tonight,
representing
the
project
on
behalf
of
the
architects
and
I,
also
have
one
of
our
consultants
here,
Daren
stairs
from
Stantec
with
a
site
civil-
and
there
are
folks
here
also
from
RSU,
39
and
so
I
can
kind
of
present.
But
we
give
an
overview
of
the
project.
Since
we
last
met,
we've
had
a
number
of
meetings,
continual
meetings
actually
with
the
Department
of
Education
we've
submitted
to
DEP.
C
We
have
met
with
the
Department
of
Transportation
we've
advertised
for
a
clerk
of
the
works.
You
might
have
seen
that
in
the
paper,
so
we're
looking
for
a
clerk
of
the
works.
Applications
are
due
the
21st
of
this
month,
I
believe
and
then
we'll
do
interviews
after
the
first
of
the
year.
The
clerk
of
the
works
will
be
a
full-time
position.
They'll
be
located
here
on
site,
they'll
have
their
own
trailer
in
office.
There
will
be
our
eyes
and
ears
on
a
day-to-day
hour-to-hour
basis.
C
C
C
It
has
been
a
drive,
his
Glenn
Street.
There
will
be
two
new
multi-purpose
fields
here.
Central
office
building
is
pretty
much
blind.
We'd
have
a
couple
play
areas
here:
the
access
that
comes
through
here
off
the
play
areas
crossing
here
that
comes
over
to
the
existing
Wellness
Center
relocating
Teague
Park
over
here
the
ball
field
concessions
community
building
is
going
to
be
located
here.
C
Tennis,
courts,
basketball,
courts,
parking
and,
let's
see
here
and
then
coming
down
here
on
the
lower
portion
of
the
school,
where
the
middle
school
is
now,
which
will
you
can
turn
into
a
parking
lot.
We're
going
to
keep
the
existing
service
building
biomass
building
is
going
to
be
located
here
in
this
corner.
C
A
D
A
D
D
A
E
D
D
A
D
C
C
Right
now,
it's
all
apparent
traffic
and
car
traffic
and
drop
out
tracking
traffic
exits
back
out
onto
one
screen,
and
this
will
be
two-way
for
service
vehicles
in
four
of
the
wood
chips.
If
you
will
he'll
come
in
like
this
back
in
and
go
out
like
this,
that's
usually
on
the
off
hours
with
the
vehicular
car
traffic
will
come
out
on
to
glens
people
in
Surrey.
My.
A
C
A
G
A
A
A
A
E
Just
money
and
here's
the
thing
you're
gonna
have
people
come
off:
Glenn
and
they're.
Gonna
drop
the
kids
off
in
that
parking
lot
and
they're
gonna
walk
through
there,
they're
gonna.
Do
it
I
mean
everybody's
in
a
hurry.
They
don't
want
to
have
to
worry
about
Bennett
Drive,
they're,
just
gonna
drive
in
parking
lot,
drive
right
back
out
and
go
back
up
and
go
back
over
line
now.
E
A
A
There's
such
a
line
at
the
end
of
Sperry
drive,
especially
everybody,
trying
to
get
there
Tim
Horton
coffee
in
the
morning,
but
then
the
school,
the
the
police
department
in
for
me
that
the
majority
of
the
people
in
mind
Tim
Hortons,
are
school
teachers
who
are
going
to
be
going
to
that
parking
lot.
So,
hopefully,
they'll
they'll
be
going
in
on
you
know
in
and
out
on,
Bennett
Drive
and
they're,
not
going
to
congest
Glen
Street.
So.
G
H
C
C
D
B
A
D
F
F
F
D
D
A
D
C
D
C
A
Single
camera
that
you
have
yeah
the
single
camera
that
we
have
is
not
aimed
at
your
that
your
prints
as
far
as
going
through
the
interior
floor
plan
and
as
Bob
just
said-
that's
not
our
issue
anyway.
Okay,
that's
up
to
the
school
officials.
We're
just
concerned
about
traffic,
I
am
site
design
and
a
proper
drainage
and
I'm
sure
you've
got
it
all
covered
and
are
my
only
concern
was
sperry
Drive
intersection.
A
C
C
C
Folks
move
into
the
school
okay,
then,
then,
taking
down
the
middle
school
building
a
new
parking
lot
and
then
finally,
the
Teague
Park
School
will
be
the
last
phase.
After
the
middle
school
goes
and
or
at
least
that's
the
thinking
right
now
and
teeth.
Park
will
then
move
and
then
teeth
brocco
come
down
and
do
rest
aside
where
you.
C
A
So
school
is
going
to
be
in
school,
going
to
be
in
session
in
new
building
before
the
parking
lot
is
built
yes,
and
so,
where
might
people
be
parking
during
that
particular
phase,
because
you've
got
teachers,
you've
got
students,
you've
got
all
kinds
of
traffic
coming
in
the
middle
school
is
still
standing,
there's
no
parking
lot.
There.
D
F
C
Yeah,
we're
still
I
think
was
still
kind
of
finessing
the
phasing
a
little
bit
with
fencing
and
utilities
and
the
whole
parking
staff
parking.
This
is
probably.
A
E
C
C
A
D
A
A
C
C
E
E
D
A
F
F
D
F
F
Want
some
clarification
on
at
least
the
biomass
building
was
both
a
surprise
and
oh
good
I,
like
the
direction
of
that,
but
I
didn't
see
it
coming.
I
I
must
have
missed
a
meeting
where
it
was
mentioned.
Concerning
that,
though,
I
also
noticed,
after
looking
pretty
hard
that
there's
a
ten
thousand
gallon
oil
tank
next
to
it.
So
you
do
have
oil
backup
in
case
biomass
doesn't
work
out
for
some
reason.
Okay,
that's
kind
of
been
an
issue
around
here
around
these
parts
right
having.
G
D
D
F
G
F
A
C
G
D
F
D
G
D
D
F
F
C
Know
the
way
we
used
to
do
these
in
years
past
with
DEP,
they
used
to
be
called
the
tension
ponds
and
they
did
hold
water,
okay,
but
the
whole
thinking
about
water,
quality
and
quantity
management
has
changed
and
we've
been
moving
more
towards
filter
areas
that
are
basically
filters
they
drain
and
they
they
deal
with
a
runoff.
So
this.
A
D
D
We
aren't
taking
an
advantage
of
it
is
developed
now
and
we
do.
The
DEP
does
reduce
the
amount,
because
it's
it's
currently
it's
developed
and
there's
no
treatment.
So
we
tally
up
the
school
existing
schools,
existing
parking
lots
and
we
a
little
table
we
follow
and
we
can
reduce
the
amount
of
treatment
we're
still
providing
involved.
One
thing
we
could.
A
C
Park
is
gonna,
get
located
across
the
street,
so
we're
not
going
to
have
a
little
concession
building
and
we
have
located
a
future
splash
pad
and
another
element.
That's
off-site.
There
is
going
to
be
the
storage
building
that
sits
out
here
in
the
middle
there's
a
little
garage.
That's
going
to
get
relocated
back
here.
So
those
are
all
those
components
that
will
private
e
park
get
replaced.
D
There's
a
fire
lane,
we've
placed
behind
the
school
and
it's
20
feet
wide,
but
it's
we
did
that
12-foot
behave
with
four-foot
gravel
shoulders
on
each
side,
the
fire
department's
fighting
back
and
it
will
be
gated
on
both
ends.
We
have
allowed
for
pedestrians
to
get
to
get
around
the
game.
You
know
I
think
the
plan
is
for
kids
at
the
end
of
the
day
to
be
allowed
out
this
this
main
corridor
and
they
can
go
out
and
you'll
be
read:
striped
crosswalk
there
I
think
there's
a
flashing
beacon.
There
is
open.
D
D
D
B
D
G
G
D
C
Well,
I
was
just
yeah,
we're
gonna
replace
the
lighting
over
there.
It
won't
be
the
exactly
the
same
configuration
with
an
amount
of
lights
that
you
have,
because
we
have
new
lights,
but
without
they'll
be
LED
up
all
the
lighting
on
on
the
school
site.
Rsu
39
will
be
LED
lighting,
both
outside
and
inside
the
building.
So.
D
C
We
may
carry
that
as
an
alternate
because
you
don't
have
LED
lighting.
Now
the
the
state
has
said
they'll
are
they're,
gonna
take
Park
and
replace
it
in
kind.
Led
lighting
is
more
expensive,
okay,
so
we're
you
know
we
potentially
are
going
to
carry
an
alternate
and
when
the
prices
come
in,
if
everything
looks
good,
that's
you
know
you
might
be
able
to.
Obviously
you
know
or
the
city
or
we
may
be
able
to
take,
that
out
of
the
local,
the
local
portion
of
the
contingency.
C
C
We
have
another
estimate
done,
which
is
going
to
be
due
pretty
quick
here
to
make
sure
that
everything
is,
is
go
meet
with
a
and
get
approval
from
the
Department
of
Education
and
then
we'll
be
out
to
bid
it's
an
open
bid,
selection
process
it
takes
about
takes
about
five
to
six
weeks
to
go
through
the
bid
process,
we're
pre-qualifying
general
contractors
right
now.
So
it's
trying
to
drum
up
interest,
get
general
contractors
interested.
C
D
C
F
A
A
A
F
C
F
C
D
E
D
A
Yeah,
it's
28
days
to
the
11,
we'll
have
to
go
to
you.
Should
we
move
it
to
the
18th?
Well,
that's
what
I
think
we
need
to
do
yep
yeah!
If,
if
we
we
need
to
move
this
to
the
18th
of
January
or
we
kick
it
back
to
February,
which
is
that
a
problem
for
you
guys,
it
probably
is
going
to
create
a
delay
or
but
then
I'm,
not
anticipating
a
negative
vote,
I
mean,
but
the
the
ordinance
is
required
30
days
between
the
concept
and
the
final.
So
when
would
that
early
is
the.
C
B
B
A
Yeah
yeah
because
I
we
don't
know,
what's
gonna
come
in
January
and
by
having
delayed
it
could
trigger
a
delay
for
from
that.
Whatever
came
to
us
in
January,
so
he's
1,
February
8,
and
if,
if
you
think
of
something
after
today
that
says
no,
we
really
need
to
go
to
the
18th.
Just
let
the
city
office
know,
and
we
will
plan
out
February
8.
B
D
B
D
F
E
A
Has
come
out
of
retirement
for
us
and
I
thank
them
personally
for
that
I
I
personally,
think
it's
a
shame
that
people
will
retire
too
young
in
this
world,
because
they
usually
have
a
wealth
of
information
that
they
can
still
pass
on
to
for
the
benefit
of
society,
and
Steve
has
done
just
that,
come
out
of
retirement
and
given
up
his
expertise
and
helped
us,
and
we
are
very
appreciative
of
your
having
done
that.
Steve
thank.
A
A
A
G
F
G
E
F
E
When,
when
what
the
issue
was
when
I
went
down
to
that
training,
what
was
her
name?
They
spoke
probably
for
a
good
15,
20
minutes
on
having
a
separate
email
from
like
a
work,
email
or
anything
like
that.
So
that
way,
if
any
records
were
subpoenaed,
they
could
come
from
a
specific
email
and
your
own
personal,
you
know,
would
it
be
subpoenaed
or
your
company's
email
would
be
subpoenaed.
There's
no
like
that.
E
So
I
I'm
Earley
made
the
suggestion
geez,
you
know
if
we
could
and
I
think
it's
three
dollars
and
fifty
cents
a
month
for
an
email
through
the
city
I'd
be
willing
to
pay
that,
quite
frankly,
just
for
peace
of
mind,
but
it
would
be
nice
to
be
able
to
have
any
city
council.
Has
it
and
maybe
that's
the
perks
of
being
elected,
but
you
know
I,
don't
see
what
planning
I.
F
F
A
The
thing
that
I'm
thinking
right
now
is
I
I,
don't
I
mean
the
email
address
that
you
have
for
me.
As
far
as
his
body
is
my
office,
okay,
and
so
that
would
bring
in
everything
to
do
without
my
business
into
potential
life
and
you
have,
as
required
by
the
government,
a
separate
email.
Should
anybody
wish
to
file
a
grievance
against
my
business
and
so
I
have
a
grievance
at
email
there's.
Never
these,
maybe
I,
use
that
one
for
this
business
yeah.
