So,
as
requested
by
the
board
we
were
presenting,
they
proposed
a
caer
ordinance
here
tonight.
The
ordinance
simplifies
the
process
and
lessens
the
burden
for
people
looking
to
open
a
daycare
in
caribou
to
state
already
places
a
lot
of
strenuous
regulations
on
people
in
this
room.
I
feel
the
regulations
are
not
for
care,
but
we
don't
need
to
add
on
to
those.
So
the
proposed
ordinance
is
on
the
following
pages.

A
Back
to
the
first
thing
that
was
questioned
by
Michelle
on
the
on
the
opening
paragraph
on
page
for
the
fact
that
we're
striking
out
the
date
of
the
last
passage
of
this
and
we're
inserting
simply
you
know,
operating
prior
to
the
passage
of
this
ordinance,
then
that
tells
me
we're
not
putting
a
date
anywhere's
and
somebody
reading
that
is
going
to
think.
Okay.
When
was
this
past
I'm
gonna
have
to
do
some
research
go.
A
Thank
you
and
going
back
to
the
same
question
again
on
the
deleting.
The
halls
must
comply
with
all
building
plumbing
life,
fire
safety
and
health
codes
that
might
be
redundant
to
what
the
fire
marshal
is
going
to
do,
but
I
mean
I,
I
question
taking
it
out,
I
mean
the
fact,
or
is
it
or
is
the
whole
objective,
to
eliminate
all
redundancy
that.
C
C
F
E
B
G
Because
we
didn't
have
one
to
begin
with,
and
some
of
the
things
that
were
observed
even
after
these,
outside
agencies
had
been
through
we're,
probably
less
than
desirable,
based
on
code
and
things
of
that
nature.
So
that's
probably
why
you
see
that
particular
statement
in
that
American
and
ask
them,
because
we
take
in
some
cases
a
residential
property
and
you're
turning
it
into.
G
A
G
G
A
H
The
woods
I
looked
online
to
see
if
I
could
find
a
list
of
guidelines
for
what
they
need
for
for
daycare
and
I
mean
I
couldn't
find
anything
that
would
list
out.
Okay,
you
gotta
have
this.
It's
got
to
be
here
so
I,
don't
know.
If
there's
a
document
we
can
reference,
as
far
as
saying
you
know,
must
meet
state
of
Maine
health
care,
require
you
know,
or
day
care
requirements.
G
So
that
that
portion
of
his
job-
yes,
you
know
we
have
done
Human,
Services
I-
think
from
the
way
that
it
sounds
to
me
that
making
sure
that
you
have
your
promise
certificates
ready
to
provide
for
the
customers
the
needs
that
they
had.
In
other
words,
you've
got
to
have
that
number
of
people
for
X
number
great.
F
G
G
I
G
I
A
A
A
A
C
C
Have
to
be
nicer,
no
this!
This
is
being
brought
to
the
board
tonight
to
review
discuss.
We
would
need
to
have
a
public
hearing
which
we
would
schedule
for
our
next
meeting
and
after
that
point
in
time
we
would
vote
or
after
the
public
hearing
we
would
vote
on
it.
So
really,
this
is
kind
of
the
first
look
to
see.
C
If
there's
any
big
changes,
if
there
is
we'll
make
those
take
it
to
a
public
hearing,
if
there
isn't
we'll
still
take
it
to
a
public
hearing
and
the
Planning
Board
can
still
make
changes
after
that
time
or
after
the
public
hearing,
so
planning
board
would
still
have
a
month
to
review
the
information
from
the
state.
Okay,.
I
But
if
you
set
it
up
just
just
said
non-compliance
with
any
of
this
stuff
is
going
to
resolve
the
revocation.
Then
look
that
I
think
it's
on
the
code
enforcement
officer
to
bring
it
in
front
of
the
council
or
somebody,
and
that
would
operate
like
a
hearing.
There's
your
opportunity
to
be
her
and
you'll
notice
and
you're
good
to
go
all
the
way
around.
So.
C
H
And
I
think
on
that
section
above
it
under
inspections,
there's
the
second
one
from
the
bottom.
It
says
no
portion
of
the
daycare
facility
shall
be
located
within
300
foot
distance
from
any
potentially
hazardous
land
use
I
mean
what
are
we
going
to
define
is
potentially
hazardous
land
use
because
I
think
miss
black
stones
is
a
budding
a
farm
area
behind
it.
I
don't
know
what
the
distance
was
from.
Like
you
know,
I
mean
at
what
portion
are
they
going
to
deem
the
daycare
facility
the
outside
play
area?
If
it's
in
the
back
I
mean?
H
H
I
H
H
But
because
I
mean
you
could
tie
that
back
into
yeah,
it
may
be
within
300
feet,
but
now
ties
into
the
part
where
you
know
we're
getting
rid
of
the
fence
area
requirement.
On
our
end,
even
though
DHS
has
said
it
safe
and
a
little
Johnny
runs
300
feet
away
from
the
little
lady
out
the
data
field.
He
goes
because
she
may
not
be
able
to
keep
up
with
him
when
he
takes
off
on
a
dead
run.
So
I.

C
Before
us
tonight,
on
the
next
step
in
the
chapter,
13
rewrite
is
the
shoreland
zoning
ordinance
majority.
This
ordinance
is
based
upon
the
model
ordinance
proposed
by
the
Department
of
Environmental,
Protection
or
dep.
They
have
fairly
strict
standards
for
what
they
want
to
say.
They
also
encourage
communities
to
make
the
ordinance
their
own.
However,
we
can't
really
loosen
any
of
the
restrictions.
Any
changes
we
do
make
you
this
ordinance
wouldn't
need
to
be
submitted
to
EP
for
their
approval
as
well.
C
There
were
links
there
for
anybody
that
was
interested
in
reading
the
dep
guidelines
and
the
additional
information
on
shore
land
zoning,
so
our
ordinance
is
fairly
close
to
what
the
state
requires.
There
are
a
few
differences
that
I
highlighted
our
minimum
lot.
Standards
in
section
15
are
a
bit
more
stringent
than
DEP
required
standards.
References
to
tidal
waters
are
not
in
our
ordinance,
as
it
doesn't
apply
to
your
caribou.
There
are
a
few
options
the
city
has,
as
it
relates
to
the
timber
harvesting
we
finished
shoreland
zone.
C
I
would
encourage
the
planning
board
to
keep
that
with
the
state
for
their
enforcement
not
put
that
on
the
city
and
our
ordinance
does
not
discuss
hazard
trees,
storm
damaged
trees
and
dead,
trees,
exemptions
to
clearing
in
vegetation
removal
requirements
or
revegetation
requirements.
I
don't
believe
we
need
this
as
it
would
all
be
included
in
what
the
state
enforcement
for
timber
harvesting
is,
because
our
ordinance,
because
our
ordinance
models
so
close
to
the
state
model
I'm
not
proposing
any
changes
to
what
we
have
already
adopted
and
the
ordinance
is
on
pages
8
through
47
I.
E
A
I
looked
at
section
15
on
page
19,
where
you
say
that
our
min
a
lot
size
is
a
little
bit
more
stringent
and
we're
using
40,000
and
60,000
square
feet,
given
that
an
acre
is
43
thousand
five
hundred
and
sixty
feet.
I
think
that
you
know
saying
that
the
minimum
lot
size
has
to
be
at
least
eight
or
nine
tenths
of
an
acre
I
think
that's
amply
small
I
mean,
and
so
the
fact
I
don't
know
what
the
state
requirement
is
compared
to
our
forty
thousand.
A
D
A
C
A
D
E
E
G
E
C
The
zoning
table
says
that
home
occupations
are
approved
by
the
code
enforcement
officer.
This
one
will
be
a
home
beauty
salon.
The
table
says
is
proved
by
the
code
enforcement
officer,
but
the
ordinance
itself
refers
to
the
Planning
Board
as
reviewing
the
information
so
I'm,
looking
for
guidance
from
the
planning
board
as
to
our.
B
H
A
G
A
A
G
E
C
G
C
C
Good,
so
that
the
table
says
that
it's
code
enforcement
officer
approved
in
the
ordinance
that
says
that
the
requirements
you
know
she'll
be
satisfactory
satisfactorily
demonstrated
to
the
planning
board
before
permits
issued
and
those
requirements.
Are
it
only
employees
residents
of
the
dwelling
it's
within
the
whole
leader
within
the
principal
or
accessory
structure?
No
more
than
fifty
percent
of
the
total
square
footage
everybody
has
to
stay
on
the
first
level,
clients
I've
seen
the
first
level
those
types
of
things
that.
A
C
Okay,
the
other
thing
I
had
for
the
board
the
currently
it's
a
home,
the
property
at
192,
high
street.
It's.
C
So
highest
rates
Bennett
drive
it
curves
up
it's
right
down
here.
It
orders
the
cc2
it's
currently
zoned,
as
our
are
two
on
two
sides.
It's
bordered
by
c2.
We
have
a
person,
that's
interested
in
potentially
buying
that
place
and
putting
a
business
there
they're
wondering
if,
if
the
Planning
Board
would
be
okay
with
rezoning
that
parcel
of
land
to
a
CTA
still.
C
A
C
F
C
H
A
C
F
F
E
H
C
H
C
A
A
A
Like
the
other
thing,
too,
going
back
to
the
question
about
traffic,
my
understanding
is
the
state
has
to
approve
I
mean
when
I
built
my
house
on
on
washburn
street.
There
was
a
driveway
there
and
you
know,
and
I
talked
to
the
state
and
I
said
why
do
I
need
your
approval
for
a
new
driveway?
This
is
because
the
old
driveway
was
for
potato
field
for
farming
operation.
You
have
different
gifts,
we
have
to
approve
the
new
use
or
we
can
shut
you
down
so
I
think.
If
there's
a
traffic
deserve,
that's
the
state
route.
A
B
A
B
E
D
C
No
absolutely,
but
I'm
not
hearing
anything
that
would
be
a
flat-out,
no
no
cell,
now
on.
