Description

If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
Okay
call
to
order
the
meeting
of
the
cable
planning
board
5
30
february
1
2017.
A
C
Thank
you,
larry
cody.
I
live
in
caribou.
I
live
two
driveways
away
from
this
location
and
if
it
wasn't
for
this
newspaper
article
that
was
given
to
me,
I
would
never
would
have
found
out
that
this
was
happening
when
you
get
into
rural
areas.
I
think
you
want
to
change
your
notification
from
what
you
do
downtown
caribou
to
the
outskirts,
because
there's
no
way
for
anybody
to
find
out.
What's
going
on,
I
don't
know
how
much
background
in
marijuana
there
is
in
the
city
of
caribou.
C
C
C
C
C
I
have
seen
doctors
that
do
nothing
but
prescribe
my
water
five
minutes
of
meeting
a
brand
new
patient.
They
issue
a
prescription
depending
what
section
of
southern
california
they
were
in,
is
that
prescription
in
five
minutes
costs
anywhere
from
two
to
four
hundred
dollars?
That's
the
beginning
of
the
problem
and
it
grows
from
there
and
it
gets
worse
the
amount
of
tests.
C
C
No
one
has
less
than
two
and
a
half
acres
and
it
was
on
private
streets
a
few
years
up
there
and
lo
and
behold,
state
of
california,
really
seen
their
laws
all
the
time
there
was
marijuana
up
there
being
grown
being
distributed
so
on
and
so
forth.
I
built
out
of
there
before
the
price
of
my
house
crashed.
C
D
C
C
C
C
If
you
were
to
drive
a
commercial
truck,
you
can't
get
a
job
without
being
drug
tested,
and
you
must
submit
to
at
their
will
any
time
secondary
and
more
drug
testing.
It's
that
bad
there's
no
need
of
it
and
there's
no
need
in
a
residential
neighborhood.
I
know
there's
businesses
out
there
on
round
one,
but
there's
a
lot
of
housing.
There's
a
lot
of
people
living
close
by
and
that
is
going
to
create
nothing,
but
future
problems.
E
C
C
E
C
E
F
Mr
chairman,
I
think
it
would
be
wise
to
to
put
this
email
that
boston
received
from
other
neighbors,
at
least
into
the
record.
A
I
agree
the
letter
that
is
being
referred
to
is
from
gary
raymond
of
gary's,
auto
sales
and
service,
and
he
writes
stating
that
he
is
opposed
to
having
a
medical
marijuana
dispensary
and
that
he
owns
the
property
to
the
south
west
and
north
of
the
proposed
site.
E
There
are
certain
requirements
in
a
hearing
such
as
this.
That
would
be
what
the
board
will
render
its
decision
upon.
Public
sentiment
or
public
opinion
isn't
necessarily
what
the
foundation
of
a
decision
by
the
planning
board
should
be,
and
I'd
like
to
read
the
case.
That's
brought
versus
town
of
georgetown
from
1981..
A
City
staff
has
gone
through
the
application
and
given
us
comments-
and
I
find
my
recollection
serves
me-
well
the
two
two
or
three
issues
remaining
to
satisfy
the
acting
code
enforcement
officer,
current
city
manager.
No
I'm
just
a
city
manager,
I'm
not
the
code,
enforcer,
okay,.
H
Sure
I
think
it'd
be
best
for
the
planning
board
to
go
through
the
list
here,
I'm
happy
to
read
it
through
it.
If
you'd
like
me
to
go
ahead
and
the
planning
board
can
make
comments
as
they
wish
on
each
heading
area,
heading
areas
are
exactly
what
we
have
to
go
through
and
making
sure
it
complies
with
the
local
ordinance.
So
the
first
one
is
conformance
with
comprehensive
plan.
The
topic
is
not
the
topic
of
medical
marijuana
is
not
discussed
in
the
comprehensive
plan.
Seth
feels.
D
H
Board
doesn't
have
to
take
those
they
can
object.
The
findings
will
actually
be
the
planning
boards.
H
Traffic
for
traffic,
it's
unknown,
how
much
extra
traffic
this
site
might
cause,
given
that
it's
on
route,
1
staff
fields,
traffic
is
not
a
large
concern.
However,
when
the
daycare
was
still
operating,
their
staff
heard
concerns
about
people
turning
into
the
location
with
other
traffic
at
high
rates
of
speed.
This
is
an
area
that
should
be
monitored
in
conjunction
with
the
cable
police
department
and
main
dot.
H
Site
access
staff
believes
this
does
meet
site
access
criteria,
parking
and
vehicle
circulation.
There
was
nothing
submitted
with
the
application
for
staff
to
evaluate
whether
or
not
this
criteria
is
met.
The
ordinance
states,
the
following
medical
marijuana,
dispersed
dispersing
facilities
must
provide
adequate
off-street
parking
on-site
at
one
parking
space
per
every
150
square
feet
of
interior
space.
H
Each
parking
space
shall
be
a
minimum
of
nine
feet
wide
by
21
feet.
Long
based
on
the
property
tax
records,
the
square
footage
of
the
building
is
1296
square
feet
which
will
require
9
parking
spaces
based
upon
the
lack
of
information
provided
by
the
applicant
staff
does
not
feel
this
criteria
has
been
met.
H
D
H
This
is
not
applicable
in
the
situation.
Sanitary
sewage,
based
upon
the
hhe
200
form
submitted
with
the
application
staff,
believes
the
criteria
isn't
met
water
based
upon
the
water
quality
reports
submitted
with
the
application
staff,
believes
it's
been
met,
emergency
vehicle
access,
the
site
has
adequate
emergency
vehicle
access
and
the
criteria
has
been
met.
Waste
disposal,
the
dimensions
of
the
utility
closet
are
not
provided,
but
it
appears
the
location
could
accommodate
the
required
space
for
the
recycling
containers
buffering.
H
It
does
appear
that
buffering
is
in
place
on
this
site
already
natural
areas
as
the
site
has
already
developed.
The
criteria
is
already
not
applicable,
exterior
lighting.
There's
nothing
submitted
with
the
application
for
staff
to
evaluate
whether
or
not
this
criteria
has
been
met.
Exterior
lighting
comprises
spotlights
with
motion
sensors,
covering
the
full
parameter
of
the
build
of
the
facilities
required
as
per
the
ordinance
storm
water
management.
The
site's
already
developed
and
the
criteria
has
been
met,
erosion
control
and
buildings.
H
The
site's
been
developed
criteria
has
been
met,
existing
landscaping
as
the
site's
been
already
developed.
This
contribute
criteria
is
not
applicable
infrastructure,
as
the
site
has
already
developed.
The
criteria
is
not
applicable.
Advertising
features
based
upon
the
signed
permit
application
that
was
submitted.
This
criteria
has
been
met,
design
relationship
to
site
and
surrounding
properties
based
upon
the
information
submitted
staff.
Please,
the
proposed
development
provides
a
reasonably
unified
response
to
the
to
the
design
constraints
of
the
site
and
is
sensitive
to
nearby
developments
by
virtue
of
the
location,
size,
design
and
landscape
of
buildings.
H
Driveways
parking
areas,
storm
water
management
facilities,
utility
storage
areas
and
advertising
features.
So,
as
such
staff
believes,
the
criteria
is
met,
scenic
vistas
and
areas.
This
is
not
applicable
utilities
sites
already
developed,
so
this
criteria
has
been
met,
mineral
exploration
has
been
met
and
the
general
requirements
would
include
the
requirements
for
medical
marijuana
facilities.
H
The
applicant
states
that
are
in
compliance
with
this-
and
this
will
be
checked
before
the
final
certificate
of
occupancy-
would
be
issued.
The
video
video
surveillance
capable
of
covering
the
entire
perimeter
of
the
facility
interior
and
all
plants
cultivated
within
the
facility,
the
video
surveillance
system,
shall
be
operated
with
continuous
recording
24
hours
a
day
seven
days
a
week,
and
such
recordings
of
surveillance
shall
be
retained
for
a
minimum
duration
of
90
days,
the
applicant
states
they
can
accommodate
this
requirement
in
the
medical
marijuana
dispersing.
H
A
I
H
H
A
Austin
in
the
package
is
an
email
from
mr
trudell
to
you.
I
think,
addressing
some
of
the
issues
that
there's
their
logo
that'll,
be
on
the
side.
A
Answering
some
of
the
missing
items
does
what
they
provide
to.
You
satisfy
the
information
that
was
missing.
H
H
J
And
you
are
oh
sorry,
my
name
is
chad
up
around
the
operating
system.
J
Sorry
about
that
I
will
sign
in
if
there's
a
board
going
around,
but
on
the
first
one
the
parking
issue.
A
Could
you
be
at
the
podium
for
that
week,
so
the
chat.
J
Number
operator
visiting
audience
comparatives
providing
some
missing
information
in
our
application.
This
first
one
lays
out
the
parking
spaces
it's
drawn
to
scale.
It
shows
10
spaces
marked
out.
There
is
room
for
more
and
we
have
plenty
room
to
expand
it
if
we
ever
had
to.
But
this
should
satisfy
that
requirement.
Oh,
I
can
get
more
information.
It
was
everything.
J
And
the
second
piece
of
material
that
was
missing
is
actually
directly
my
fault.
It's
the
exact
same
diagram
you
guys
had
before.
There
are
little
symbols
on
the
show
where
the
exterior
lighting
is.
I
just
I
did
not
mark
them
as
exterior
lighting
without
a
key.
I
can
understand
why
that
didn't,
but.
G
F
A
Your
exterior
lighting
covers
360
degrees.
Is
it?
I
believe
I
thought
I
mentioned.
Was
your
plans
to
leave
the
lights
on
all
night
every
night,
or
is
this
motion
activated.
J
Operationally
I
prefer
to
leave
lights
on
overnight,
just
because
it
is
a
deterrent
to
any
kind
of
criminal
activity,
but
if
there
are
neighbors
that
would
rather
not
have
lights
on
all
night,
then
there's
no
problem
with
putting
them
on
motion
detectors.
B
B
K
J
Yes,
regular
hours,
hopefully
monday
through
saturday,
tuesday.
A
The
lockable
doors
and
windows
to
include
intrusion
alarms
was
that
addressed
in
the
somewhere
in
the
email
or.
J
If
it
isn't,
I
do
have
a
copy
of
our
estimate
from
our
security
people,
but
all
the
doors
and
windows
do
lock
that
were
there
in
place
before
we
will
be
adding
one
electronic
lock
inside
just
as
access
control
from
one
area
to
another.
F
Well,
it
says
in
your
email
from
the
20th
mr
emperor,
that
fire
and
burglar
alarms
as
well
as
pentecost
will
be
continued
to
be
monitored
by
third
eye
global,
so
they're.
J
J
H
D
A
K
F
A
Can
I
answer
any
questions
or
show
us
it?
Does
anybody
have
any
questions
for
him?
I
think
you
can
have
a
seat
we're
not
going
anywhere.
F
Well,
I
would
make
the
motion
that
we
prove
this
project
with
conditions
and
every
board
member
should
be
allowed
to
add
whatever
conditions
they
have.
The
obvious
ones
are
inspections
by
the
local
and
state
fire
officials
and
final
walkthrough
by
the
co
code
enforcement
officer
and
anyone
else.
I
don't
know
what
would
happen.
A
H
So
the
following
pages
is
a
proposed
ordinance
spanning
recreational
marijuana
dispensaries
our
code
chapter
13,
section
850,
requires
a
planning
board
to
hold
a
public
hearing
on
this.
If
the
ordinance
presented
here
tonight
is
what
the
planning
board
would
like
to
put
forward
we'll
schedule
a
public
hearing
for
this
on
march
1st,
then
it
could
be
forwarded
to
the
city
council
for
introduction
there
on
the
13th
in
the
public
hearing
at
the
council
level,
when
possible
action
could
be
on
march
27th.
H
So
this
ordinance
here
has
been
reviewed
by
legal
mma
legal,
it's
modeled
off
of
the
ellsworth
one
which
the
planning
board
looked
at
last
month.
So.
H
I
don't
have
an
extra
because
an
extra
copy
right
there.
Oh,
we.
A
B
That
we
can,
we
can
look
at
the
ordinance
for
dispensaries
limited
to
one
I
mean
we
need
to.
I
guess
state
limits
at
the
one
yeah,
but.
B
Your
points
and
re-look
at
that
that
whole
thing
that
hasn't
been
done
since
2011.
So
if
I
could,
we
can
look
at
that
again.
Yeah.
A
Okay,
next
item
is
the
chapter
13
rewrite
you
folks
in
the
audience
that
we're
here
for
the
marijuana
things.
If
you
want
to
leave
at
this
time,
you're
more
than
welcome
or
you're
welcome
to
stay
as
well.
Yeah.
A
G
A
Okay,
chapter
13
automobile
radios-
I'm
gonna,
zip
down
through
this
and
ask
for
any
suggested
changes
by
page
number,
anything
on
page
24,
page
25,.
A
A
The
page
27
item
end
as
in
november,
the
hours
of
operation
at
decisive
conform
to
the
time
between
sunrise
and
sunset,
at
caribou,
maine.
A
I'm
there's
a
big
difference
of
sunrise
and
sunset
on
june
20
versus
december
21st,
and
so
I
don't
know
if.
A
F
A
A
Yeah,
you
know
if
noise
abatement
is
a
concern,
you
know,
because
in.
F
F
A
That's
a
day
like
they
get,
I
thought
the
sunrise
to
sunset
may
be
restrictive
in
certain
times
of
the
year,
particularly
the
winter.
Where
you,
you
know,
you
don't
have
as
much
daylight
and
commerce
usually
goes
on
until
5
pm
and
it's
dark
at
3,
30.
A
M
Yes,
sir,
on
the
mobile
homes,
oh
okay,
can
we
re-identify
that
as
manufactured
housing,
somehow
that
stick
to
the
practice
we
went
through
that
a
few.
D
A
F
M
F
M
Yeah,
I
know
the
two
ones
come
in:
they
take
the
wheels
off
and
there's
nothing
underneath
there
right.
Okay,
it's
it's
based
on
the
structure
that
the
residents
are
built
on
mobile
homes.
All
right
as
we
know
them
are
built
on
metal
frames,
all
right.
Your
double
wides
and
your
modulus
are
built
on
wood
and
they
fit
different
criteria
as
far
as
constructions.
H
F
Then
the
ones
that
come
in
usually
from
canada
on
two
or
four
truck
beds
be
considered
modular.
Those.
K
F
I
D
M
A
D
L
F
L
L
If
you
remember
that
in
july
I
came
and
talked
to
you
about
a
couple
of
things.
One
of
them
got
resolved,
maybe
a
couple
months
ago,
which
was
the
zoning
for
someone,
who's
owned
commercial
and
they
had
residential
around
them.
It
was
a
house,
they
had
a
fire
and
then
the
other
one
that
I
talked
about
was
great
terriers
on
arm
coast.
L
Then
he
was
allowed
to
build
on
the
foundation
because
there
was
nothing
in
our
local
ordinance
which,
as
a
even
though
in
our
building
codes,
the
structure
is
anything,
that's
built
or
constructed,
and
I
mean
the
foundation.
Wasn't
there
the
beginning
of
time,
so
it
was
built
or
constructed,
but
because
our
local
ordinance
doesn't
have
that
type
of
definition.
L
K
K
M
K
M
H
H
F
A
A
H
F
B
This
was
the
one
on
yeah.
D
A
That
yeah,
I
didn't,
have
a
fence
right.
So
are
we
gonna
take
this
out
and
make
reference
to
whatever
the
state
we'll
make
sure
that.
H
Reads
an
outdoor
play
area,
as
required
by
the
state,
should
be
provided
for
daycare
facilities
not
be
located
in
the
front
yard
must
be
located
in
the
side
or
rear
yard
zone.
A
H
K
M
A
I
just
didn't
understand
why
banning
the
front
yard
you
know
and
how
you
defined
the
front
yard?
Well,
it's.
A
F
A
I
A
A
A
H
I
know
fees
are
always
a
hot
topic
for
playing
board
and
I
didn't
make
any
changes
there,
but
I
didn't
want
to
point
out
that
there
is
a
fee
listed
under
sea
hit
towards
the
top
of
the
page.
If
that's.
A
L
The
one
in
the
last
year
would
be
neil
griffith's
solar
farm
on
the
vampire
room
he
had
to
obtain
a
land-use
criminal.
H
L
F
A
A
H
Change
you
could
write
it
in
such
a
way
where
the
council
could
amend
the
fee
structure
from
time
to
time
it
would
have
to
go.
I
mean
they'd
have
to
approve
it
sure.
Well,.
H
It
is,
are
we
looking
for
transparency
so,
like
there'd
have
to
be
a
public
hearing
before
such
a
fee
increase
were
to
happen.
K
L
A
A
L
A
A
F
L
I
A
Don't
want
to
you,
don't
want
to
keep
something
in
there
tied
to
the
value
of
the
I'll,
make
it
a.
L
A
H
So
the
fee
for
an
appeal
is
90,
I'm
wondering
if
that's
enough,
we
pay
25
for
each
board
member
advertising,
the
newspaper
there's
100
bucks
or
more
now,
with
bangor
daily.
How
many.
A
How
many
board
members
are
we
there's
five?
So
you
got
125
225,
plus
the
bangor
daily
225.
A
F
Feeling
you
don't
want
to
make
it
so
high.
Is
that
people
think
they're
being.
D
A
A
H
A
And
further
down
under
the
assistant
city
manager
is
deleted
right.
A
This
okay,
anything
else.
Okay,
so
that's
fine!.
A
Page
51,
I
have
a
question
on
item
six.
Second
line
on
the
page.
All
matters
shall
be
decided
by
a
roll
call
vote.
I
don't
believe
we
do
roll
call.
H
H
Aim
so
you
can
see
who's
voting
yes
or
who's
going
down
where,
if
it's
yay
or
nay,
sometimes
it
can
get
lost
in
the
hearing
and
all
of
the
votes
that
are
recorded
in
the
minutes
show
whose
voting
he
has
and
who's
voting
now.
A
Well,
I
mean
I've
been
at
the
state
legislature
where
they
do
a
role
called
rap
and
they
call
everybody's
name,
yay
or
nay.
Right,
and
you
know
they
go
right
down
the
line,
everybody
one
at
a
time
and
I'm
thinking
that's
not
how
we
do
it
so
we're
going
to
add
or
show
our
hands
whatever
or
do
we
just
yes.
A
Now,
when
you
say
the
format
of
the
agenda,
as
opposed
to,
are
you
referring
to
what
is
on
the
agenda
or
right.
H
F
To
the
second
right
mailed,
why
don't
you
just
change
the
mail
to
transmitted.
D
A
F
K
F
F
A
K
We're
going
to
have
a
public
hearing
with
regards
to
fees,
they're
going
to
come
in
and
state
their
business,
and
it's
ultimately
going
to
come
to
the
council,
whether
they're
going
to
decide
to
raise
the
fees
you
know
or
not.
You
know
they're
just
going
to
use
theirs
as
a
guidance,
but
I
mean
it's
ultimately
going
to
fall
on
the
shoulders
of
the
council,
whether
they
change
the
fee
or
not.
You
know
if,
if,
if
a
building
permit
fee
is
50
bucks
and
the
council
says
well,
you
know
we're
going
to
raise
it
to
75..
K
A
A
You
know
you've
got
to
look
at
all
scenarios.
What
do
other
people
think
or
do
we
want
to
leave.
H
F
L
I
A
H
On
all
the
changes,
yes
trying
to
get
everything
compiled
into
one
nice,
clean,
neat
document,
all
the
work
in
the
past
two
years
trying
to
find
all
those
changes.
I
think
I've
got
all
of
them.
I
think,
is.
