So
this
was
is
the
result
of
the
work
that
the
mobile
home
visor
committee
has
done.
Do
you
want
to
thank
everybody
that
served
on
that?
The
citizens,
the
planning
board
members
and
the
counselors,
so
this
ordinance
will
repeal
the
current
ordinance
that
has
a
number
of
requirements,
including
dimensional
requirements,
row
design,
utility
requirements,
lighting,
solid
waste
removal
and
more
for
the
most
part,
this
ordinance
requires
construction
to
be
done
in
accordance
with
state
standards.
D
So
this
is
the
first
time
the
Planning
Board
is
really
taking
a
look
at
it.
It
was
briefly
discussed
last
night
what
this
is
the
first
time
that
it's
been
being
brought
to
the
board
after
the
completion
of
the
committee.
So
the
committee
can
discuss
this.
We
would
set
a
public
hearing
for
our
next
regular
meeting.
Have
a
public
hearing
at
that
point
in
time
and
from
there
make
recommendations
of
the
council
one
way
or
another.
A
The
only
question
that
I
had
was
on
the
last
page,
with
the
use
of
the
word
shingled,
that
the
manufactured
housing
shall
have
a
shingled,
a
pitch
shingled
roof,
but
then
down
below
under
definitions.
There's
a
the
definition
of
a
pitch
shingled
roof
she'll
have
the
same
definitions
as
set
forth
in
title
30,
AMR
essay
section,
43
58!
Is
that
include
I,
don't
know
if
you
know
if
that
definition
includes
metal
roofing,
it.

A
The
next
step
would
have
been
for
us
to
hold
a
public
hearing
at
our
regularly
scheduled
meeting
a
month.
Now.
Do
we
want
to
schedule
a
public
hearing
if
we
have
a
question
on
on
this
use?
In
other
words,
if
we've
got
to
modify
this
before
we
go
to
public
hearing
than
what
I'm
saying
is
we're
adding
a
month
to
before
we
put
in
for.
D
Here
and
work
to
get
more
information,
if,
if
we
don't
end
up
changing
anything
in
the
ordinance,
we
have
the
public
hearing
wrap
up
here
and
we
don't
change
anything
in
the
ordinance.
We
can
act
on
it
in
March.
If
we
want
to
substantially
change
the
ordinance,
we
would
need
to
have
another
public
hearing,
I,
don't
think
changing.
A
definition
like
this
would
be
considered
substantial
because
the
majority
of
the
ordinance
would
remain
intact
or
after
power.
C
Seems
to
me
there's
a
possibility.
We
might
change
that
one
line
we
might,
we
might
not
I
agree
with
Austin,
it's
not
substantial,
but
there's
likely
to
be
some
changes
as
a
result
of
the
public
hearing.
Well,
maybe
not
even
likely,
but
there
may
be
more
substantial
than
that
I
think
we
should
have.
The
hearing
then
see
what
happens.
Okay,
so
we
might
be
able
to
make
that
modification
next
month
at
the
end
of
the
hearing,
we're
dreaming
or.
A
A
A
C
D
We
begin
to
work
through
the
process
of
rewriting
the
chapter
13.
The
zoning
ordinances
wanted
to
recommend
tonight
that
we
go
through
the
chapter
chapter
13
by
taking
a
section
at
a
time
with
the
goal
of
one
section
per
month,
some
sections
might
take
longer
than
a
typical
meeting
water.
We
might
need
to
have
a
workshop
or,
however,
the
Planning
Board
would
like
to
do
that
section.
One
is
brief
here
for
review
tonight:
I'm
only
recommending
one
changes
can
be
seen
in
red.
Put
your
colors.
Your
copies
are
colored
there
sure,
but.
A
D
An
official
copy
of
the
ordinance
everybody
should
have
an
official
ordinance
if
anybody
would
like
a
working
copy
one
that
you
can
write
on
scratch
up
high
leg
cross
out.
Let
us
know
we
can
issue
a
copy
for
those
purposes
as
well.
So
on
the
following
page
is
section:
one
of
the
only
change
is
the
effective
date,
so
the
ordinances
would
take
effect
and
be
enforced
from
the
effective
date.
Pursuant
to
the
caribou
city
charter.
D
A
D
C
A
It's
my
understanding
is:
if
I
can
we
are
a
legislative
body,
we're
a
municipal
planning
board
is
a
legislative
body
and
the
legislation
we
create
our
ordinances,
and
if
you
take
that
to
the
state
legislature,
level
I
wish
they
had
a
purpose
attached
to
all
of
their
statutes,
because
a
lot
of
times
intention
of
a
statute
gets
totally
lost
when
enforcement
regulations
are
written
and
you
wind
up
with
regulations
that
have
no
bearing
whatsoever
on
the
intent
of
the
statute.
So
I,
like
I,
like
these
purposes,
a
little
bit
of
political
digression.
A
There
any
members
have
any
changes
other
than
what's
been
suggested
about
the
effective
date,
so
you
want
to
stoop
as
good
as
you
bring
them.
D
A
D
I
just
wanted
to
put
this
on
the
agenda
just
so
the
Planning
Board
is
aware.
I'm
sure
you
all
read
in
the
newspaper.
I
think
it
was
the
Republic
rusev
Republican,
first
or
second
edition
of
the
new
year
talking
about
an
independent
living
project
that
was
coming
to
caribou.
Here
were
people
looking
to
build
housing,
senior
housing
for
independence?
D
We've
had
some
conversations
with
the
group.
We
anticipate
that
the
engineer
for
that
or
the
architect
will
be
submitting
some
sort
of
plans
to
go
along
with
that,
because
the
proposed
location
of
the
project
is
within
the
h1
district
congregate.
Housing,
which
this
project
will
be
would
require
a
site
design
review
for
the
planning
board.
So
I
just
wanted
to
give
you
a
heads
up
that
it
is
coming
down
the
pipe
I'll.
D
Let
you
know
when
we
receive
the
application
or
the
for
the
site,
design
review
and
the
plans
that
way
everybody
can
stay
on
top
of
things.
From
the
city
of
standpoint,
we
never
want
to
hold
up
development,
and
so
we
might
need
to
have
a
special
meeting
to
facilitate
the
timetables
that
they'd
be
looking
at,
but
just.
C
C
D
D
D
B
D
C
D
D
So
we
receive
this
site
design
application
from
facilities
Inc
yesterday
they're
proposing
a
project
at
seven
Rush
Street,
where
there
and
office
headquarters
are
it's
in
a
c2
zone
which
is
fine
for
office,
but
they'd
like
to
add
a
apartment
and
roughly
half
of
the
building
or
a
third
of
the
building
that
they're
currently
in
so
adding
a
residential
use
into
a
c2
zone,
require
a
site
design
review
application.
So
the
application
is
huge
night,
as
it
says,
the
Planning
Board
below
to
review
applications.
D
A
A
D
That's
that
would
be
part
of
a
building
permit,
which
is
outside
of
the
scope
of
the
site.
Designer
vu,
hey.
