A
Okay,
all
right
on
to
public
hearings,
we're
having
a
preliminary
review
of
a
site,
design,
application
from
pioneer
realty
to
regrade
land,
to
accommodate
storage
of
building
material,
22
washburn
street
tax
map,
31
lock
105..
D
C
E
A
A
G
A
C
No.
Actually
I've
had
this
property,
for
I
think
about
30
years,
and
I've
been
thinking
of
what
the
heck
to
do
with
it.
It's
just
a
big
field
used
to
be
a
potato
field.
I've
looked
down
there
and
I
thought
well.
Maybe
I
could
raise
some
hay.
Maybe
I
could
raise
some
potatoes,
it's
too
small
for
any
that
type
of
stuff.
I
talked
to
some
of
the
farmers
and
20
acres,
not
enough
to
bring
any
equipment
in
or
do
anything
thought
about.
C
Having
a
a
solar
farm
down
there
30
years,
I've
been
thinking
of
what
the
heck
to
do
with
that
and
it
really
isn't
anything
to
be
done.
Nobody
wants
to
build
a
house
down
there
because
you
have
to
drive
clear
down.
You
know
down
on
lee
street
in
there
it's
just
not
a
very
popular
place
of
town,
the
property.
Next
to
me,
heading
south
is
zoned.
C
Your
map
says
r2a,
but
we
know
that's
three
now
right
because
that's
just
woods
too,
but
I
I've
kept
my
part
mowed
with
bush
hog,
kept
it
down
so
anyway,
this
past
winter,
I
was
in
arizona
and
we
went
horseback
ride
and
I
thought
gee
wouldn't
be
nice
if
we
had
horses
there
on
that
piece
of
property
and
I
had
bought
that
apartment
house-
I
don't
know
if
you
guys
remember:
there
was
a
yellow
apartment
house
there
that
the
base
I
think
had
built,
and
it
was
an
eyesore.
C
I
didn't
realize
it
was
asbestos
on
the
outside.
It
might
have
been
a
different
story,
but
so
I
had
to
get
that
cleaned
up.
Anyhow,
I
had
that
piece
of
land
back
in
my
mind
I
was
thinking.
Maybe
that
is
enough
land
there
to
have
a
horse.
I
know
better
now
that
wasn't
big
enough
for
a
horse,
but
anyhow
I
called
penny
at
that
time.
I
said
penny:
can
I
put
a
horse
there
on
my
property
and
she
said
yeah
I
think
so
should
be
okay,
so
I
never
thought
much
more
of
it.
C
So
I
kind
of
gave
up
the
idea,
although
I
still
wanted
to
do
it
well,
richard
and
betty
lamb
had
horses
and
it
was
out
at
rick
taggett's
place
and
his
barn
fell
down
and
they
had
to
move
their
horses
out
with
the
amish
and
a
couple
of
horses
were
not
getting
treated
well
out
there
because
they're
a
little
more
timid
and
it
was
just
a
little
bit
of
feed,
and
so
they
were
getting
kind
of
pushed
away
from
the
feed
and
they
were
ready
to
die
and
richard
said
geez,
I
you
know,
I
really
need
a
place
and
I
said
well,
you
know
I
do
have
this
property,
you
know
I've
had
for
30
years,
and
maybe
I
could
rent
some
of
that
to
you
and
I
said:
do
I
get
to
ride
the
horses?
C
You
said
write
them
all.
You
want,
because
you
know
who's
going
to
exercise
five
horses.
So
I
thought
that's
here's
a
marriage
made
in
heaven.
He
gets
to
put
his
horses
down
there.
I
get
to
ride
them
and
he's
going
to
pay
me.
So
I
thought
that
was
great,
so
we
moved
them
on.
They
removed.
Two
initially
because,
like
I
said
they
were
going
to
die,
they
were
in
really
bad
shape,
so
we
put
them
on
that
little
piece
where
the
apartment
house
was
and
then
we
started
planning
to
you
know.
C
How
are
we
going
to
do
this,
where
we're
going
to
put
them
and
there's
a
sewer
line
that
runs
right
through
the
middle
of
that
property,
which
is
kind
of
another
problem?
How
are
you
going
to
build
on
a
sewer
line?
It's
a
city
sewer
line.
The
city
did
not
have
an
easement
to
that
when
I
surveyed
it
so
once
the
allen
hitchcock
says,
oh
sure
we
do
no,
we
didn't
so
anyway.
I
said:
well,
let's
get
one
done
so
now.
C
C
There's
no
water,
there's
no
nothing
down
there,
there's
no
electricity,
so
all
he
could
do
was
haul
water,
and
so
he
was
getting
his
motor
home
filling
that
up
with
water
and
bringing
it
to
the
site
and
dumping
the
water
into
the
bins
for
the
horses,
and
I
think
that's
when
penny
came
by
and
saw
here's
horses,
here's
a
motorhome
what
is
going
on
and
that's
when
I
became
to
realize
that
you
know
this
is
zoned
r1.
C
I
was
on
city
council
in
83.
I
should
have
known
better
until
I
should
have
looked
at
the
zoning
map
myself,
but
I
didn't-
and
I
just
in
the
back
of
my
mind,
thinking
here,
I'm
sitting
in
a
pasture
that
should
be
a
pasture.
You
know
wises
owned
our
one
and
I
think
at
your
last
meeting
you
discussed
it
and
maybe
the
problem.
Maybe
I
heard
it
wrong,
but
I
thought
phil.
C
You
said
that
why
is
he
doing
this
and
then
coming
to
see
us
after
the
fact-
and
I
appreciate
that
I
certainly
wouldn't
have
done
it.
Had
I
known
that
it
was
our
one
I
wouldn't
have
done
it.
That
way.
I
told
richard
and
betty
no,
I
got
to
get
a
rezone
first
and
but
they
those
people
have
nowhere
to
go.
I
mean
they've
been
all
around.
There
is
no
place.
It's
four
hundred
dollars
a
month
to
board
a
horse.
You
know
he's
renting
my
field,
10
acres
for
150,
I
mean
it's
a
no-brainer.
C
It's
a
nice
place,
the
neighbors,
the
bulliers
offer
to
let
them
run
a
hose
from
their
house
out
there
for
the
water.
The
other
neighbor
is
mrs
white
she's
in
a
nursing
home
in
presque
isle,
and
I
talked
to
alan
willy,
whose
wife,
charlotte
less
her
mother-
and
he
said
she
does.
She
doesn't
have
any
problem
with
that.
So
there
are
only
really
two
neighbors
involved
other
than
me
route
1
or
the
access
highway,
and
I
think
it's
green
meadows,
development
or
something
it's
like.
C
C
That's
correct
a
butt's,
a
piece:
that's
already
r3,
it's
not
spot
zoning.
It's
it's
already
part
of
right
next
to
an
r3
thing
and
like
I
say
I
I'm
sorry
that
I
didn't
come
to
see
you
first,
maybe
my
misunderstanding.
When
I
talked
to
penny
and
probably
should
have
followed
up
with
her
before
I
did
anything,
but
I
just
had
to
back
my
mind
that
it
was
okay
and
apparently
it
wasn't
okay,
but
that's
how
the
how
it
played
out
and
that's
why
I'm
here
today.
C
F
C
C
D
E
F
B
Yeah
I've
got
I've
got
some
concerns.
I
mean,
as
I
said
at
the
last
meeting,
the
fact
that
the
only
reason
why
this
is
brought
before
us
is
because
you've
got
a
letter
at
that
time
when
it
was
brought
before
us.
There
was
no
semi-permanent
structures
out
there
and
I
believe
there
were
only
two
horses.
I
believe
there's
currently
now.
Five
horses
and
there's
two
temporary
structures
out
there.
B
So
you've
continued
to
expand
right
on
something
that
we
haven't
approved
yet
right
and
then
the
fact
that
you
just
said
that
you're
running
it
to
to
richard
land
for
150
a
month
is
going
to
change
this
from
a
personal
use
into
a
commercial
use
because
you're
getting
this
profit
yeah.
So
there's
other
issues
that
are
going
to
have
to
come
before.
We
can
even
think
with
regards
to
resulting
that.
C
B
But,
but
your
this
emergency,
that's
created
by
them,
isn't
doesn't
necessarily
need
to
be
our
priority.
I
mean
I'm
not
trying
to
be.
You
know
a
stickler
or
anything
like
that,
but
you
know
we
have
a
process
that
we
need
to
go
through
right,
that
I
think
we
need
to
adhere
to
and
if
we
keep
jumping
and
moving
things
around
when
we're
working
on
trying
to
rezone
areas
as
a
whole
yep,
you
know
I
I
I
think
that
we
just
need
to
wait
until
we
have
everything
rezoned
before
we
do
anything
with
this.
E
C
B
D
So
if
the,
if
it
is
rezoned
into
the
r3
bill,
would
then
need
to
have
a
right
because
he's
still
not,
in
compliance
permission
or
at
least
a
review
from
the
planing
board,
to
say
that
yes,
livestock,
renting
the
land
for
for
a
fee
is
acceptable
and
then,
as
long
as
bill's
presentation
meets
the
review
criteria,
the
board
is
then
charged
to
approve
that
unless
there's
something
that
doesn't
meet
the
review
criteria.
Well,
what
are
the
review
criteria?
I
don't
want
any
surprises.
There.
G
D
C
C
E
If
I
think,
if,
if
it
seems
like
logical
to
rezone
it,
we
should
skip
over,
try.
C
F
C
A
C
C
A
A
G
Hello,
I
came
before
the
planning
board
on
june
8th
to
discuss
an
issue
about
a
property
that
was
willed
to
me
on
robert
street.
This
property
is
currently
vacant.
It
is
a
two-story
apartment,
building
that
my
aunt
and
uncle
owned
for
decades.
G
It's
current
on
taxes,
it's
empty
because
I
tried
renting
and
that's
really
not
not
a
fun
thing
to
do
so.
What
I've
decided
I'd
like
to
do
with
this
property
is
to
be
able
to
operate
a
dog
grooming
business
from
the
bottom
floor.
Only
upstairs
would
be
used
as
storage
I've,
I'm
almost
through
the
process
of
purchasing
an
existing
business
in
presque
isle,
which
has
been
there
since
1996,
and
I'd
really
like
to
bring
that
business
to
caribou
it's
going
to
increase.
You
know,
traffic
flow
throughout
the
city.
G
This
is
an
appointment
only
business,
so
it's
not
going
to
affect
any
neighboring
properties
on
the
robert
street
area.
For
those
not
really
familiar
with
robert
street
mill
park,
which
is
right
on
collins
pond
is,
is
right
there.
So
right
now
it's
currently
zoned
r1
and
according
to
what
I've
researched
the
r2
zone
is
typically
for
areas
containing
multi-family
apartment
dwellings.
G
Right
now
there
I
from
my
last
count.
There
are
only
three
single-family
dwellings
that
I'm
aware
of
in
the
robert
street
and
caribou
street
area
so
and
mine
is
included
in
that
two
of
the
three
properties
that
are
are
surrounding
me
are
also
apartment
dwellings,
as
is
mine,
there's
one
single-family
residence
near
me.
G
I've
discussed
with
those
owners
of
that
residence
and
they
have
no
issue
with
me
doing
what
I
need
to
do
with
my
property.
So
again,
I'm
in
the
you
know
I'm
in
full
training
swing
of
things
right
now
everything
is
moving
forward.
G
Unfortunately,
I
kind
of
have
some
time
constraints
which
I
did
discuss
at
the
june
8th
meeting.
My
closing
is
still
scheduled
for
roughly
around
october
1st.
So
when
I
close
on
the
business,
I
need
to
be
able
to
move
all
of
my
business
equipment
to
my
new
location.
I'd
really
like
my
new
location
to
be
on
a
property
that
I'm
already
paying
taxes
on
that
is
empty.
I'd
really
like
to
be
able
to
bring
this
business
to
caribou,
I
believe
in
supporting
my
community.
G
I
was
born
and
raised
here,
and
so
I
came
to
the
board
in
june
to
discuss
you
know
my
next
steps
get
some
advice
on
what
I
need
to
do
and
from
what
I
also
see
our
two
zone
for
pet
grooming,
specifically
according
to
the
land
use
table,
only
needs
planning
board
approval,
but
because
I'm
currently
in
an
r1,
my
hands
are
kind
of
tied,
and
I
know
that
you
know
a
lot
of
people
might
say
you
know
this
is
a
complex
issue
for
me.
I
look
at
it
as
a
very
small
business
appointment.
G
G
You
know
people
come
in
drop
off
an
animal,
the
animal
stays
about
two
hours
so
for
two
hours,
people
are
hanging
out
in
the
community
they're
going
to
go
banking
they're
going
to
go
to
local
eateries
they're,
going
to
go
shop
locally,
that's
going
to
assist
characters
tax
base.
G
I
completely
respect
that.
I
really
do
but
again
because
of
my
time
constraints,
I'm
getting
a
little
nervous
about
you
know.
Is
this
going
to
happen
for
me
by
the
time
I
need
to
close
in
my
business,
and
this
is
my
livelihood.
This
is
my
you
know
this
is
my
income
and
I
really
I
need
to
know
the
next
step.
So
I'm
asking
for
advice
again
from
the
board.
A
G
G
On
the
east,
the
east
end
of
robert
street
is
is
commercial
one
right
now,
which
is
about
150
feet
away
from
my
property
and
again,
as
I
said,
you
know,
multi-family
dwellings
according
to
the
ordinances
are
are
two,
but
yet
mine
is
an
r1.
When
the
majority
of
properties
there
are
yeah
so.
A
G
A
B
Well,
it
says
commercial,
you
shall
include
the
use
of
lands,
building
structures
other
than
the
home
occupation,
the
intent
of
which
is
to
result
in
activity,
production,
income
from
buying
and
selling
your
services
or
goods,
exclusive
rental
and
residential
buildings
and
dwelling
units.
That's
the
definition
of
commercial
use.
G
B
I
understand
you
know
the
time
constraints
for
you.
I
do,
but
I
just
I
have
issues
with
spot
zoning
stuff
because
that's
basically
what
we
well
that's
what
the
intent
was
before
before
before
the
suggestion
was
made
that
we
changed
the
whole
area
into
an
r2.
But
it's
still
it's
still
a
commercial
use.
G
A
The
current
things,
the
only
the
only
one
that
makes
sense,
is
putting
r2
over
there
and
making
that
okay,
because
you
can't
put
c1,
which
would
mean
no
single
family
dwelling
units
right
that
place.
That
area
is
all
mixed
juice
right
now,
as
it
stands,
it's
it's
mixed,
even
though
we
don't
have
that
as
a
land
use.
A
E
So,
under
under
the
zoning
thing,
they've
got
pet
grooming
as
a
distinct
operation
from
a
home
occupation
right
and
then
under
r2.
It
just
requires
planning
board
approval.
Yes,.
