academic

Children

Families
in
Arizona.
Through
this
organization,
Cartwright
was
granted
transportation
and
tickets
to
the
power
of
expression
at
the
European
theater.

of
our
third
graders
and
staff
attended
this
event
about
four
months
ago.

negotiations

discouraged

the
loss

the

I've
been

and
done
a
very
similar
presentation,
so
I'll
just
kind
of
get
right
into
it.

terms
of
the
audit
summary
heinfeld
meech,
we
are
your
external
Auditors,
just
as
a
reminder.
We're
hired
through
the
competitive
procurement
process
and
the
fiscal

audit
was
the
fifth
and
final
year
of
the
last
awarded
contract.
So
that's
where
we
were
with
respect
to
that.

There
are
certain
Communications
that
are
required
to
happen
between
the
Auditors
and
the
those
charged
with
governance,
so
in
other
words
the
governing
board
and
some
of
that
information
is
included
in
this
presentation
as
well
as
there
was
a
letter
that
was
provided
to
you,
so
you
have
it
all
in
written
format
as
well.

But
you
know
in
terms
of
the
audit,
as
Ms
Farrar
mentioned,
you
know
there's
a
lot
of
time
that
passes
between
when
you
approve
the
AFR
and
now
there's
also
a
lot
of
time
that
passes
from
when
we
started
audit
procedures
until
the
date.

You
know
tonight
that
we're
actually
doing
the
the
presentation,
so
we
started
last
April
and
that
started
with
the
engagement
letter,
which
outlines
the
terms
of
our
agreement
and
what
we're
responsible
for
what
management
is
responsible
for,
and
then
we
perform
a
variety
of
procedures
throughout
the
the
time
period
until
we
are
arrived
at
now,
I'm
happy
to
report
that
the
reports
were
all
issued
within
the
required
timelines
for
submission
for
all
of
those
kinds
of
to
meet
to
meet
filing
deadlines.
But
you
can
see
the
actual
timeline
of
kind
of
that.

The
the
bulk
of
the
audit
work
happens,
sort
of
over
the
summer
months
and
then
in
the
fall
time
frame.
There
are
four
different
reports
that
are
issued.
I'll
talk
about
each
one,
a
little
bit.
Oh
now
see
now
I'm
just
messed
up
there
we
go.
So
we
talked
a
little
bit
about
the
communication
to
governance,
there's
also
the
annual
comprehensive
financial
report.
There
is
a
single
audit
reporting
package
and
the
uniform
system
of
financial
compliance
questionnaire.

So
all
of
that
information
is
included
in
your
packet
and
has
been
provided
to
you
in
terms
of
the
scope
of
audit
Services.
We
are
hired
to
perform
an
audit
in
accordance
with
generally
accepted
auditing
standards
in
the
United
States.
Also
we're
required
to
perform
the
audit
in
accordance
with
uniform
guidance
standards
which
that
governs
governs
all
of
your
federal
grants,
and
then
we're
also
required
to
complete
that
uniform
system
of
financial
records
compliance
questionnaire,
which
is
the
state
rules
and
regulations
that
you're
required
to
follow.

The
board
and
Management's
responsibility
is,
of
course,
to
establish
guidelines
and
procedures
and
internal
controls
to
prevent
those
types
of
things
from
happening
in
terms
of
the
actual
financial
statements
I
want
to
let
you
know
there
was
a
new
accounting
standard
that
was
implemented
during
this
fiscal
22
audit,
and
that
was
with
respect
to
leases
so
long-term
agreements,
both
as
a
lessor
and
as
a
lessee.
So
there
is
an
explanatory
paragraph
in
the
auditor's
opinion
that
just
says
that
there
was
a
new
standard
that
was
implemented,
but
it
doesn't
constitute
a
modification
of
opinion.

There
are
several
estimates
that
are
included
in
the
financial
statements,
so
Capital
assets
are
recognized
over
the
life
of
the
asset.
That's
one
of
them
there's
also
some
estimates
for
receivables
that
are
due
from
other
agencies
and
individuals
and
organizations,
and
so,
if
necessary,
allowances
for
any
uncollectible
amounts
would
have
been
estimated
by
management
and
included
in
the
financials
and
then,
of
course,
there's
also
some
estimates
as
they
relate
to
the
state
pension
plan.

So
Arizona,
State
Retirement,
makes
a
lot
of
assumptions
and
those
end
up
in
your
financial
statements
as
well,
so
I'm
happy
to
report
that
there
were
no
audit
adjustments
that
I'm
required
to
tell
you
about
tonight.
So
that's
good
news
as
part
of
our
audit.
We
also
do
perform
and
provide
non-audit
services,
and
what
that
is
related
to
is
the
actual
preparation
of
the
financial
statement.

So
we
take
your
books
and
Records
and
then
we
gather
additional
information
from
you
and
we
kind
of
translate
them
from
you
know
the
the
AFR
basis
and
and
what
it
looks
like
on
the
AFR
into
this
this
format
and
includes
the
financial
statements
and
the
notes,
and
then
we
also
assist
with
the
preparation
of
the
sifa,
which
is
the
schedule
of
expenditures
of
federal
Awards
and
the
data
collection
form.
So
that's
related
to
that
uniform
guidance
requirement
that
I
was
talking
about
earlier.

Lastly,
in
terms
of
the
other
required
Communications,
we
had
no
disagreements
with
management
over
Financial,
Accounting
or
other
reporting
matters,
so
that
is
good
news,
so
we
think
management
for
for
being
agreeable
and
and
doing
a
good
job.
There,
management
also
signs
off
that
they
provided
the
required
representations
that
are
necessary
for
us
to
conclude
the
audit
and
then,
in
terms
of
our
responsibilities,
we
are
responsible
for
making
sure
that
we
follow
our
professional
guidelines
regarding
Independence
and
ethical
requirements,
and
so
heinfeld
meech
has
done
our
part
with
respect
to
that.

Just
some
highlights
in
case
you
want
to
look
at
page
numbers
of
the
you
know
the
the
ACT
What's
called
the
act
for
the
annual
comprehensive
financial
report.
It
is
very
lengthy.
You
can
see
it
goes
up
to
164
pages,
so
I've,
given
you
some
page
numbers
that
you
might
want
to
look
at.

Of
course,
I
think
the
most
important
is
page
22,
which
that's
our
audit
opinion,
which
was
unmodified,
and
so
that's
good
news
and
bless
you
and
the
the
unmodified
opinion
is
what
what's
referred
to
as
a
clean
opinion.
So
that
means
no
material
misstatements
in
the
financial
statements.
So
there's
some
other
page
numbers.
If
you
wanted
to
direct
your
attention
to
a
variety
of
different
things,
but
a
lot
of
a
lot
of
numbers
and
data
in
this
particular
report
and
then
moving
on
to
the
single
audit
reporting
package
I've.

Given
you
a
few
page
numbers
page
10
is
sort
of
the
culmination
it's
like
a
recap
of
everything
that
was
done.
It's
called
the
schedule
of
findings
and
question
costs
and
there
were
no
significant
deficiencies
or
material
weaknesses
that
were
reported
with
respect
to
internal
controls.
We
did
have
a
deficiency
that
was
reported
over
the
federal
programs,
and
so
the
federal
programs
that
we
looked
at
this
year
included
What's
called
the
education
stabilization
fund,
which
you
all
refer
to
as
Esser.

So
we
were
required
by
the
federal
government
to
audit
that
Federal
program.
We
also
audited
the
Child
Nutrition
program,
which
is
your
you
know:
free
and
reduced
lunch
breakfast
summer,
feeding
programs.
So
we
audited
that
program
and
then
new
this
year
we
audited
the
what's
called
emergency
connectivity
fund
program,
and
that
was
a
new
program
that
came
out
of
sort
of
like
the
the
it's
an
organization
called
USAC,
which
also
provides
e-rate
funding
to
school
districts.
So
that
was
a
new
federal
program.

In
particular,
it
provides
for
a
lot
of
technology
for
students
to
use
at
home
connectivity.
You
know
in
terms
of
hot
spots
things
like
that,
so
that
was
a
new
program,
so
it
was
required
to
be
audited.

The
finding
that
we
had
was
related
to
something
that's
referred
to
in
the
federal
government
is
called
Davis
bacon,
which
essentially
just
means
if
you
are
using
federal
dollars
to
do
any
kind
of
major
construction
or
remodeling
that
type
of
thing
that
you're
required
to
pay
prevailing
wages,
and
it's
not
something
that
school
districts
are
typically
doing
because
school
districts
are
not
typically
involved
in
using
federal
dollars
for
any
type
of
construction
type
projects.
However,
in
this
you
know
world
that
we
live
in
with
the
the
Esser
funding
they're.

The
last
document
is
called
that
usfr
compliance
questionnaire
that
I
talked
about,
and
so
this
is
this
is
the
state
document
it's
about
30
pages
long
and
it
puts
out
a
whole
lot
of
different
questions.
The
Auditors
have
to
design
tests
to
be
able
to
answer
the
questions
either.
Yes
or
no,
and
essentially,
if
we
answer
no,
then
it
means
you
are
non-compliant
with
that
requirement.

This
is
where
we
deal
with
a
lot
of
people
even
outside
of
the
finance
office,
so
we
talked
to
people
out
at
the
school
sites,
and
you
know
people
who
manage
fixed
assets
and
information,
technology,
student
attendance
and
Student
Activities,
and
so
this
is
where
you
know,
we
kind
of
get
to
see
like
sort
of
all
over
the
district,
the
different
things
that
the
district
has
in
place
in
terms
of
making
sure
that
you
have
compliance
so
wrapping
up
I
know
it's
a
lot
of
information,
but
it's
incredibly
important.

for
district
management
to
be
able
to
hear
the
results
of
the
audit,
but
I'd
like
to
just
you
know,

Miss
Farrar

everybody

dealt

was
incredibly
helpful

nobody
likes
to
be

school
resource

sros
regular
attendance
is
crucial
for
Learning
and
academic
achievement
because
it
allows
Scholars
to
fully
engage
in
the
learning
process
and
not
miss
out
on
important
content
and
interactions
with
teachers
and
classmates
when
scholars
attend
classes
regularly,
they're
more
likely
to
stay
on
track
with
the
curriculum,
understand
the
material
better
and
are
able
to
participate
in
discussions
and
activities
that
contribute
to
the
understanding
and
growth.

Furthermore,
attending
class
regularly
also
helps
Scholars,
develop
important
study,
habits
and
time
management
skills
that
will
serve
them
well
throughout
their
academic
careers
and
Beyond
them
by
consistently
showing
up
to
class
and
engaging

the
learning

build
the
discipline
and
work
ethic
needed
to
succeed

encourage

many
great
activities
taking
place

school
sites

promote
positive
attendance
and
recognize
these
Scholars,
and

just
some
examples.

stated
previously,
in
October
governing
board
meeting
update
executive
director
Mr
Raul
Pena,
ensure
we
ensure
training
is
provided
to
attendance,
clerks
and
assistant
principles
that
is
robust
and
informative.
This
year
we
have
seen
an
improvement
in
our
record
keeping
for
attendance
and
tardies
in
comparison
to
previous
years.

Once
again,
I
appreciate
the
opportunity
to
respond
to
a
question
from
our
governing
board.

about
the
role
of
our
school
resource
officers
in
supporting
School
attendance
and
truancy
prevention,
as
reported
previously
by
Mr
Pena
in
his
October
governing
board,
meeting
update
the
school's
safety
grants
we
currently
have
in
place
to
fund
our
school
resource
officers
are
focused
heavily
heavily
in
addressing
school.
Safety
needs
attendance
or
truancy.
Initiatives
were
not
an
area
of
need
identified
in
the
Grant
application,
therefore,
resulting
in
our
current
sros,
not
focusing
in
this
area.

Since
truancy,
initiatives
were
not
an
area
identified
as
a
need.
Our
school
resource
officers
do
not
officially
work
in
the
area
of
attendance
and
truancy.
However,
sros
are
permitted
to
engage
five
percent
of
their
time
in
other
duties,
beyond
the
scope
of
their
work
related
to
the
school
safety
Grant.

Our
school
administrators
work
with
our
sros
and
some
of
the
sro's
duties
may
vary
depending
on
each
school's
need,
as
I
stated
earlier.
There
is
five
percent
of
the
work
the
SRO
can
work
on
outside
of
the
scope
of
the
grant.
But
again,
currently,
the
main
focus
of
our
school
resource
officers
is
of
school
safety
and
campus
security.

shootings

resources
for
schools
to
purchase,
stop
the
bleed
kits

classrooms
and
provides
another
level
of
training
for
staff
members
when
it
comes
to
massive
trauma
incidents.

90-minute
training
scheduled

instructors
provide

practice

this
gives
us
it's
a
very
humbling
experience,
and
it
gives
us
great
joy

be
able

do
something
for
you

let
you
know

important

inspiring

amazing

how
greatly

every
one
of
