Totally
blew
my
mind:
Cartwright
Elementary
School
District
governing
board
meeting
regular
meeting
with
executive
session
for
January
26
2023..
Let
the
record
reflected
as
507
pm
and
our
meeting
is
in
session
for
the
record.
We
do
have
governing

Anna
linabathia

in
the
governing
boardroom.
Thank
you,
Mr

for
being

and
we
also
have
governing
board
vice
president
Ms
Denise
Garcia.
She
is
participating
electronically
via
telephone
this
evening
and
myself
Marissa
Hernandez
board
president
present
in
the
boardroom.

Thank
you
item
four.
Is
our
adoption
of
agenda
and
I'd
like
to
make
a
motion
for
approval
of
tonight's
agenda,
as
presented
at
the
Cartwright
Elementary
School
District
regular
governing
board
meeting
with
executive
session
of
January
26
2023
do
I
have
a
second
second.
E
F
G
B
Thank
you
Mississippi
for
the
second
motion
made
by
myself,
Mr
Hernandez
second
by
governing
board
member
abathia,
and
we
will
do
a
roll
call
vote.
Ms
bethia.
How
do
you
vote
I.
H
B
B
A
Good
evening
Madam
president
Dr
Aguilar
Lawler
governing
board
members
executive
team
and
those
in
the
audience
and
on
YouTube.
It
is
with
a
great
pride
that
I
announced
that
Miss
Donna
Harrisburg,
president
of
the
Arizona
Alliance
vision
and
hearing,
is
today's
recipient
of
the
car
ride.
Award
of
Excellence
after
Sheena
news
story
on
our
immigrant
and
Refugee
program,
Ms
Harris
chose
to
offer
card
right,
Elementary,
School
District
the
opportunity
to
Pilot
a
brand
new
Lions
Club
School
based
program.
A
G
So
today
we
we
are
here
at
the
Cartwright,
School
District
and
the
family
liaison
room,
and
we
are
giving
eye
exams
for
the
children
and
it
will
be
an
Acuity
test
and
also
an
actual
eye
exam,
and
if
the
children
need
or
if
the
child
needs
a
prescription,
they
do
need
glasses.
Then
we
will
provide
them
with
glasses.
Up
to
about
80
percent
of
vision
is
80
of
learning
is,
is
visual,
so
it's
really
important
for
them
to
have
a
good,
Head
Start.
How
do
you
think
they'll
help
you
in.
D
I
C
D
E
Really
excited
that
the
kids
are
able
to
get
glasses
today,
because
it's
going
to
completely
affect
their
learning
trajectory
they're,
going
to
be
able
to
see
the
board
they're
going
to
be
able
to
do
their
work
more
successfully.
A
lot
of
our
kids
here
today
speak
at
least
two
different
languages,
so,
besides
doing
that,
they
can
actually
physically
be
able
to
see
so
the
teachers
are
very
excited
about
this
administrators
are
very
excited
about
this.
A
G
Thank
you
very,
very
much.
Thank
you,
madam
president,
and
board
members.
I
wanted
to
thank
you
so
much
for
giving
the
Lions
Club
the
opportunity
to
come
here
and
provide
this
service
to
your
children
and
I
hope.
It's
going
to
be
one
of
many
many
other
functions
that
we
can
provide
to
your
schools
I'm
very
proud
to
accept
this
for
it
and
thank
you
very
much.
B
B
Our
adopted
rules
of
parliamentary
procedure
provide
for
a
consent
agenda
listing
several
items
for
approval
of
the
board
by
a
single
motion.
Items
listed
under
the
consent
agenda
have
gone
through
a
review
and
recommendation
process.
Documentation
concerning
these
items
has
been
provided
to
all
board
members
in
the
public
in
advance
to
assure
an
extensive
and
thorough
review
items
may
be
removed
from
the
consent
agenda
at
the
request
of
any
board.
B
B
F
B
K
Thank
you
board,
president
members
of
the
governing
board
executive
leadership,
team
principal's
audience
and
those
watching
on
YouTube
I'm,
going
to
pass
the
presentation
over
to
our
Deputy
superintendent,
Jeff
strotman
who's
going
to
report
on
a
declining
enrollment
and
how
we're
going
to
provide
budget
efficiency
moving
forward
next
year.
J
Thank
you,
Dr
Aguilar,
Lawler
Madam,
president
members
of
the
board
executive
team.
The
reason
for
the
presentation
I
want
to
give
a
few
introductory
comments.
We
intend
to
have
a
Target
issuance
of
contract
this
year,
a
Target
date
of
that
for
the
next
governing
board
meeting,
which
is
February
9th.
J
So
at
that
board
meeting
we
will
be
doing
just
those
employees
who
are
under
an
annual
contract
obligation
rather
than
work
agreement,
so
those
would
be
are
certified.
What's
usually
called
our
certified
employees,
teachers,
psychologists,
counselors,
those
types
of
individuals.
In
addition,
our
administrators,
we
intend
to
roll
contracts
out
on
that
date
to
administrators
as
well.
J
So
looking
at
our
administrative
team
with
declining
enrollment
and
budgetary
fiscal
impacts,
you
know
we're
talking
about
trying
to
increase
efficiencies
and
so
forth.
So
that
is
why
we're
presenting
it
at
this
board
meeting,
because
the
intention
is
at
the
next
board
meeting,
you
will
actually
see
a
request
for
authorization
to
issue
the
contracts
that
positions
we're
going
to
discuss
during
this
presentation.
Okay,.
J
J
Second,
we
have
trying
to
increase
efficiencies
in
our
work
and
decision
making
by
restructuring
a
few
of
the
roles
and
responsibilities
and
Reporting
organizational
structure.
So
I'll
explain
that
in
a
little
more
detail
and
then
last
obviously
just
strictly
monetary
savings
through
a
reduction
of
payroll
expenses.
So
there's
a
kind
of
the
primary
goals
we
set
out
to
look
at
in
reorganizing
what
you'll,
see
and
and
I
should
preface
too
what
you'll
see
here
is
primarily
what
we
refer
to
as
our
district
office
and
support
administrative
positions.
J
J
Okay,
so
to
summarize,
what
you're
going
to
see
and
some
of
the
changes
and
then
I'll
do
a
little
bit
deeper
dive.
One
thing
is
a
restructuring
of
position.
Deputy
superintendent
of
Human
Resources
will
fall
back
to
assistant
superintendent
of
Human
Resources,
along
with
that,
a
little
bit
less
responsibility
and
Less
Direct
reports.
J
J
J
We
would
like
to
read
title
to
the
assistant
superintendent
of
construction
and
capital
assets
that
will
fit
a
little
bit
of
a
restructuring
of
that
position
as
well
and
also
will
allow
for
a
shifting
of
some
of
that
position
funding
into
bond
funds.
Last
year
for
the
current
year,
it
was
approved
to
have
a
construction
project
manager
position
that
we
had
for
a
while.
J
The
Director
of
Business
Services
will
become
Executive
Director
of
Business
Services
part
of
that
restructures
again,
we'll
do
a
little
deeper
dive
here.
This
is
a
summary,
but
some
of
the
stuff
under
the
deputy
superintendent
of
HR
is
going
to
go
back
to
Under.
The
Umbrella
of
supervision
of
the
CFO,
so
there'll
be
a
little
bit
of
added
responsibilities
on
that
department
and
workload.
So
that's
the
reason
for
that
increase
in
in
title
role.
J
There,
food
service
and
District
Operations
will
report
up
through
the
CFO,
rather
than
the
current
reporting
through
the
deputy
superintendent
of
HR.
J
And
Safety
and
Security
will
report
up
through
the
deputy
superintendent
of
educational
and
Family
Services,
rather
than
current
reporting
through
the
deputy
superintendent
of
HR.
Part
of
that
is
better
collaboration
with
safe
schools
and
SEL
staff
that
are
currently
housed
under
educational
services,
so
those
their
paths
cross
and
they
need
collaboration.
J
J
There
is
a
net
reduction
of
one
FTE
of
an
assistant
director
or
classified
administrator
position,
and
that's
approximately
135
000
of
total
salary
and
benefits,
cost
reduction
net
Savings
of
approximately
20
000
by
the
reorganization
and
reclassifying
of
roles
and
responsibilities
and
position.
Titles.
If
I
went
back
to
the
prior
slide,
you
saw
some
that
were
being
elevated
and
some
that
were
being
decreased.
J
and
again
140
000
for
that
construction
management
to
to
move
into
Bond
funding,
and
so
the
net
total
of
all
those
added
up
is
approximately
eight
hundred
thousand
dollars.
J
So
to
show
you
what
it
looks
like
in
an
org
chart
for
the
various
departments,
first
of
all,
looking
at
the
very
highest
level,
this
is
the
superintendent
and
what
we
refer
to
as
a
superintendent's
cabinet.
So
the
the
high
executive
level
positions
again.
To
recap:
what
you'll
see
is
a
change
from
this
year.
What
you're
looking
at
is
projected
423-24.
What
our
request
will
be
so
I'll
explain
to
you
the
difference
really
two
changes
here:
the
direct
reports
to
the
superintendent.
J
Again,
the
deputy
superintendent
of
HR
will
be
retitled
to
assistant
superintendent
of
HR
executive
director
of
public
relations
rather
than
just
director
of
public
relations
and
in
a
slight
title
and
role.
Change
for
the
executive
director
of
school
leadership
will
now
include
special
services,
help
as
well.
J
So
what
I've
done
on
the
next
several
slides
is
basically
looked
at
the
next
level
down,
so
these
would
be
all
the
Departments
for
the
direct
reports
to
the
superintendent.
J
J
Under
that
direct
report,
you
have
an
assistant
superintendent
of
ed
services,
that's
no
change,
executive,
director
of
safe
schools
and
social,
emotional
learning,
no
change
administrator
of
District
Safety
and
Security.
That's
the
change
I
mentioned
that
that
currently
reports
up
through
my
level
of
supervision
that
will
fall
under
ed
services
is
the
recommendation.
J
I
won't
read
them
all
to
you
there,
but
I
do
want
to
know
at
the
the
next
level
down
the
director
level.
That
is
where
we
are
seeing
the
3.2
FTE
reduction
in
director
level
positions
that
number
of
directors.
If
I
showed
you
a
side-by-side
comparison
of
this
year's
org
chart
versus
what
we're
projecting
for
next
year.
J
C
J
Yes,
sorry
I'm,
sorry
you'll
see
under
the
direct
executive
director
of
safe
schools
and
social
emotional
learning
assistant
director
of
child
welfare,
welfare
and
attendance
that
that
will
help
with
truancy
issues,
attendance
issues,
we've
heard
from
the
governing
board
some
concerns
with
that,
and
we
share
those
concerns.
We
know
to
raise
academic
achievement.
The
kids
have
to
be
here
to
learn
so
that
position
will
be
targeted
to
try
to
assist
with
those
type
of
initiatives.
J
The
next
Department
I
have
is
the
Chief
Financial
Officer
Department
again,
this
is
another
direct
report
up
to
the
superintendent
you
can
see
there.
We
have
the
assistant,
superintendent
of
construction
and
capital
assets
falling
back
under
this
department
that
currently
reports
up
through
the
executive
or
I'm.
Sorry,
the
deputy
superintendent
of
HR.
B
J
J
We
would
not
again
not
be
replacing
the
position
that
was
on
the
org
chart
for
this
year,
that
went
vacant,
which
is
the
construction
project
manager.
J
J
There
is
we
we
currently
have
an
administrator
for
employee
benefits,
that's
a
classified
administrator
position
and
we
will
have
either
an
assistant
director
or
classified
administrator
for
recruitment
and
in
retention
that
might
appear
to
be
an
ad.
But
it's
it's
really
not.
We
have
a
tosa
in
that
position.
Now
that
we
are,
we
are
paying
extra
time
to
work
over
the
summer
because
we
can't
we
can't
be
without
recruit
recruitment
efforts
in
the
summer
months
as
we're
in
teacher
shortage
and
so
forth,
so
net
wash
budgetary.
J
It
won't
have
a
negative
budgetary
impact.
It'll
just
be
a
12-month
different
structuring
of
the
position.
J
Executive
director
of
public
relations-
again,
that's
a
change
from
director
of
public
relations
reports
directly
to
the
superintendent.
Under
there
you
have
a
multimedia
coordinator
and
an
administrate
classified
administrator
of
communications
and
public
relations.
J
J
J
That
position
will
provide
some
additional
support
to
the
director
of
special
services
special
education,
but
that
will
be
sort
of
a
joint
supervision
that
that
still
shows
a
New
York
chart
under
ed
services
as
well,
so
that
position
of
director
of
special
services
will
report
both
to
the
assistant
superintendent
of
ed
services
and
we'll
get
additional
supports
from
this
department
as
well.
J
So
then,
lastly,
you
know
just
to
summarize
what
were
our
goals
here?
The
first
goal
we
stated
was
relieving
increased
pressure
on
the
mno
budget
due
to
declining
enrollment.
And
yes,
we
checked
that
box,
better
efficiencies
of
work
and
decision
making
with
the
restructuring
of
roles,
responsibilities
and
organization
organizational
structure,
and
we
believe
you
know
we're
also
going
to
be
a
little
more
efficient
in
who
reports
to
who,
by
some
of
that
restructuring
and
then
to
summarize
again,
the
monetary
savings
and
net
of
approximately
800
000..
B
B
You
I
only
have
one
question:
maybe
two
sorry,
fellow
governing
board
members,
everyone
in
attendance,
superintendent,
executive
team
cabinet,
everyone
on
YouTube,
I,
realized
I
hadn't
done
that
in
a
while.
So
my
apologies,
one
of
the
questions
was
just
out
of
curiosity.
B
J
So
go
back
to
I'll
go
back
to
that,
so
you
can
visualize
it
whoops
I
think
I
went
too
far,
okay.
So
what
we
currently
have
here
is
Deputy
superintendent
of
HR
and
within
the
HR
department.
That
reporting
structure
is
an
executive
director
of
HR
and
a
director
of
HR.
J
The
the
conversation
around
that
was
right
now
under
that
supervision.
I
do
a
lot
to
help
support
construction
facilities,
safety
and
those
other
things.
So
in
shifting
that
over
to
the
CFO,
this
department
now
should
be
able
to
function
with
an
assistant,
superintendent
level
and
two
director
levels
rather
than
executive
director
and
director.
B
Of
I
was
just
curious
if
one
I
don't
have
any
issues
with
the
org
chart
in
the
reorganization.
I
was
just
curious
if
we
already
had
one
that
was
specific
to
certified
and
one
that
was
specific
to
esps
or
if
now
we
have
now
this
next
school
year,
we're
going
to
have
that
to
make
sure
that
we're
providing
support
you
know
more
equitably
and
having
one
person
focus
on
the
certified
in
one
person
focusing
on
the
esps.
So
you
don't
like
cross
lines
and
you
know
sometimes
life
gets
busy
and
you.
J
Yes
and
no
I
would
say
we
currently
function
with
this
type
of
delineation
in
theory,
but
in
practice
we
get
a
lot
of
collaboration
and
cross
functions
between
the
two
individuals
that
are
in
those
positions.
Right
now
so
I
will
say
this:
it's
not
uncommon
in
HR
departments
in
the
school
realm
to
have
that
type
of
delineation
of
certified
and
classified
and
having
a
clearer
line
of
delineation
yeah.
B
I
think
it's
good
I
was
just
curious.
It's
really
just
a
curiosity.
Factor
I,
don't
remember
seeing
org
charts
previously,
so
this
is
really
nice.
I
just
wanted
to
point
out
that
I
do
I
know
that
the
board.
Sorry,
first,
let
the
record
reflect
governing
board
member
Miss
Lydia
Hernandez
joined
the
meeting
at
5
35
pm.
Thank
you.
Miss
Garcia.
C
H
Okay,
thank
you
for
letting
me
be
a
part
of
this
meeting
yeah.
We.
B
Right
and
then
let
the
record
reflect
governing
board
vice
president
Garcia
has
left
the
meeting
at
5
38..
Thank
you.
Sorry
about
that.
B
B
I
don't
have
any
other
questions.
That
was
just
my
curiosity.
It's
a
good
idea
and
then,
of
course
they
could
collaborate.
You
guys
don't
have
to
hear
all
that.
Sorry
I
just
think
it's
a
good
idea,
the
org
chart
in
general,
but
to
have
them
separated,
of
course,
there's
going
to
be
some
overlap,
but
it's
nice
to
make
sure
that
they
each
have
their
own
support.
B
L
Thank
you,
madam
president,
Phil
abort
numbers,
Dr,
Lawler
and
executive
team
and
those
in
the
audience,
and
those
watching
is
this
just
primarily
focusing
on
on
just
the
human
resources.
L
J
We
intend
to
offer
out
our
contract
renewals
at
the
next
government
board,
member
on
February,
9th
to
just
our
administrative
and
our
certified
staff,
and
so
in
preparation
for
that
we
have
some
restructuring
reorganization
of
the
district
office,
administrative
team,
and
we
did
that
with
the
three
goals
you
see
on
the
screen
here,
of
relieving
some
pressure
on
the
mno
budget,
trying
to
get
some
savings
and
trying
to
get
some
better
organizational
structure.
J
Efficiencies
of
who
reports
to
who,
and
so
we
came
with
a
net
Savings
of
eight
hundred
thousand,
that
comes
from
a
reduction
of
4.2
FTE
of
positions,
directors
and
one
assistant,
director
and
so
yeah
we'll
say,
get
feel
free
to
ask
questions
that
it
came
in
late,
that
the
whole
presentation
is
attached
to
the
board
agenda
and
if
you
have
individual
questions,
I'd
be
glad
to
speak
to
you
between
now
and
and
February
9th
feel
free
to
to
reach
out
to
me
and
I'll
explain
the
changes
to
you.
J
B
Thank
you,
Mr
shrapman,
the
other
thing
just
really
quick.
There
would
be
no
changes
to
the
school
site,
just
the
district
office.
Thank
you.
K
All
right,
thank
you
board,
president
members
of
the
governing
board,
my
team
principals
audience
and
those
viewing
on
you
team
I
do
YouTube.
I
do
have
a
few
celebrations.
K
First
of
all,
I'd
like
to
thank
thank
you
Donna
and
the
Lions
Club,
and
all
the
volunteers
who
spent
their
time
screening
and
gifting
our
Scholars
with
the
brand
new
glasses.
So
thank
you
again.
That
was
so
amazing.
K
And
I
I
know
I,
don't
think
she's
here,
but
I
do
want
to
say
thank
you
to
Krista
who's,
just
she.
She
worked
so
hard
with
our
unique
populations
and
wants
to
give
them
as
much
as
she
can
so
I
do
want
to
thank
her
as
well.
For
coordinating
this
congratulations
to
spit
Tommy
steam
school.
They
were
recently
awarded
a
grant
for
a
thousand
dollars
to
be
used
to
purchase
physical
equipment.
K
In
addition,
250
of
their
scholars
in
grades
four
through
six,
were
invited
to
attend
a
private
event
at
the
Super
Bowl
experience
held
in
the
Phoenix
Convention
Center
Scholars
will
have
private
access
to
the
Super
Bowl
experience
on
February
8th
and
will
also
receive
shirts
and
lunch
at
the
event.
Yay.
That's
exciting.
K
Janet,
are
you?
Are
you
there?
You
are
you
going
yeah
fun
fun
I'd
like
to
thank
Dr
Medrano
and
the
American
Heart
Association,
because
it's
part
of
a
safe,
clean
water
in
Arizona.
K
They
are
awarding
our
district
fifteen
thousand
dollars
to
purchase
additional
water
bottle
filling
stations.
So
thank
you.
The
week
of
February
6
through
the
10th
is
national
school
counselors
week.
I
just
want
to
publicly
thank
our
counselors
for
all
the
work
that
you
do
in
supporting
our
Scholars,
our
parents,
staff
members.
I
know
our
principals
can't
live
without
you,
I
don't
know
if
you
can
see
them,
but
they're
they're
nodding.
That
is
absolutely
we
just
are
know.
Our
schools
are
better
because
of
you.
So
congratulations
to
our
counselors.
K
This
week,
councilwoman
Betty
guardado
visited
Desert,
Sands
8th
grade
social
sciences
classrooms
and
spoke
to
our
eighth
grade
scholars
in
person
and
on
Zoom
across
the
other
eighth
grade
classes
in
the
district.
These
are
the
scholars
who
are
participating
in
Project
citizen
I
just
want
to
thank
principal
Clark
and
all
the
other
principals
and
the
ed
services
specialist
Andrea
Barrera.
For
making
this
happen,
it
was
really
great.
K
I
had
an
opportunity
to
attend
and
there
is
a
video
that
Brock
and
team
created,
and
it
was
it's
awesome,
so
I
hope
that
you
can
catch
that
today
was
balloon
day.
So
I
want
to
thank
ed
services
and
all
the
principals
for
keeping
it
confidential
and
quiet
and
attending
the
balloon
Day
celebration.
We
got
to
surprise
our
newest
national
board,
certified
teachers
and
the
newly
recertified
national
board
of
teachers.
It
was
really
fun,
seeing
the
surprise
reactions
and
they
worked
so
hard
and
they
were
very
humbled,
but
they
were
very
excited.
K
B
J
Thank
you,
madam
president,
members
of
the
board,
Dr
Aguilar
Lawler,
don't
want
to
bore
you
with
rereading
what's
attached.
This
was
a
drop
from
asba
asba
of
some
additional
recommendations
for
revisions
to
our
board
policy
manual.
There
really
is
only
one
policy
change
in
here
that
requires
first
and
second
reading
by
the
board.
The
rest
are
recommended
changes
to
exhibits
and
regulations,
but
they
are
offered
here.
So
you
are
aware
of
what
we
intend
to
make
as
revisions.
J
These
revisions
are
all
related
to
either
new
statutory
regulations
or
some
statutory
guidelines
or
regulations
related
to
federal
guidelines
and
the
policy
itself,
that's
being
changed,
is
related
to
some
federal
guidelines
directly
related
to
how
we
have
to
educate,
foster
care
children.
So
it's
just
to
update
that
policy.
This
is
for
first
reading.
I
would
invite
you
to
look
at
the
policy
advisory
that
is
attached
to
the
board
agenda
item.
B
F
F
Unfortunately,
so
far
and
I
know
now
that
board
member
Lydia
Hernandez
has
a
lot
of
you
know
personal
interaction
with
this.
Now
with
our
aggregate
expenditure
limit
and
understands
the
rules,
what
needs
to
happen
in
order
to
make
sure
that
we
don't
have
to
resolve
result
in
drastic
measures
to
make
sure
we
cut
20
million
dollars
out
of
our
budget
between
now
and
June
30th.
F
So
this
is
a
beautifully
written
resolution
that
asks
the
legislature
and
the
governor
to
waive
the
limit.
Once
again,
the
limit,
as
we've
stated
before,
is
a
very
Antiquated
formula
and
what's
caused
the
major
driving
force,
and
this
issue
was
the
loss
of
the
exemption
of
the
sales
tax
related
to
proposition
301.
F
F
So
this
is
why
we're
here
again,
hopefully,
hopefully,
the
voters
will
be
asked
to
act
on
this
in
fiscal
in
in
November
of
2024
to
either
fix
it
get
rid
of
it.
I
mean
we've
got
to
do
something,
but
this
is
going
to
be
an
issue
that
the
legislator
has
to
address
this
year
and
next
school
year.
So
that
would
be
three
years
in
a
row
that
we're
dealing
with
this
issue
in
this
particular
year.
F
The
legislature
before
they
before
they
sign
a
die
had
promised
that
they
would
come
back
and
and
fix
this
after
the
elections
in
November,
because
they
were
still
seated,
they
could
have
been
called
for
a
special
session
that
we
were
promised
that,
and
that
did
not
happen
and
I
am
I,
do
believe
that
it
will
be
waived.
There's
always
never
a
guarantee,
but
can
you
imagine
the
chaos
that
it
would
cause
to
actually
start
with?
Some
of
us
modes
districts
would
actually
do
is
start
summer.
Vacation
in
March
I
mean
that's
the
reality.
F
F
That's
that's!
Never
something
that
we
want
to
to
say
over
and
over
and
over
again,
but
it
is
a
reality.
So
we've
talked
about
furlough
Fridays.
You
know
starting
March
1st
everybody
takes
a
day
off
on
Friday,
nobody
works
and
then
that's
just
a
non-paid
non-work
day
going
into
our
reserves.
F
F
Does
anybody
have
any
questions
on
the
aggregate
expenditure
limit?
I
will
say
that
I
saw
a
report
today
from
guppy
Mack
that,
even
though
the
the
aggregate
expenditure
limit
it
really
affects
the
theoretically
affects
the
entire
fiscal
year.
You
don't
know
until
close
to
the
end
of
the
fiscal
year.
What's
going
to
happen,
so
that's
in
essence,
like
a
70
cut
of
your
second
semester
budget,
you
were
fined
first
semester
now
second
semester
going
to
cut
by
about
70
percent
and
that's
that's
huge.
K
Board
president
members
of
the
governing
board
audience
my
team,
those
watching
on
YouTube.
This
is
very
serious.
It's
already
going
to
be
February.
We
are
planning
on
February
9th
to
bring
a
presentation
of
how
we
would
have
to
eliminate
20
million
dollars
from
our
budget.
I
know
Victoria
shared
some
ideas,
but
we
would
have
to
we're
going
to
share
that
with
the
governing
board
in
February.
K
B
Thank
you,
Dr
Aguilar
Lawler.
Thank
you
also,
Ms
Ferrar
for
the
presentation
of
information,
any
questions
from
the
governing
board.
B
All
right.
Thank
you.
Ladies.
It's
I
do
have
a
question.
I
have
two:
it
was
furlough
Fridays
and
a
hiring
freeze,
but
there
was
one
thing
in
between
that.
What
was
that
one.
B
Using
the
freezer,
okay,
you
know
why
I
didn't
remember
it,
because
that's
the
last
thing
we
want
to
do
besides
furloughs,
because
for
low
Fridays
that
would
affect
everyone
in
our
population.
Every.
B
B
B
C
B
I
Good
evening,
Madam
president
governing
board
members
Dr
Leanne,
Aguilar,
Lawler,
executive
team
and
audience
members
I
would
like
to
provide
a
brief
update
on
the
question
brought
forward
by
our
governing
board
member
habathia
on
the
topic
of
sexual
harassment,
training
that
is
being
offered
to
scholars
in
the
Cartwright
School
District.
The
matter
of
sexual
harassment
is
addressed
in
the
student
handbook
that
parents
and
students
review
and
sign
every
year
when
incidents
of
sexual
harassment
Arise
at
a
school.
I
Our
school
counselors
work
with
school
administrators
to
equip
Scholars
with
age-appropriate
information
and
also
to
provide
the
necessary
interventions
or
Consequences
for
the
students.
In
certain
circumstances,
counselors
have
met
with
individuals
with
small
groups
or
classrooms
in
order
to
provide
students
with
the
information
they
need
to
feel
safe.
I
While
we
might
see
this
as
more
of
a
middle
school
concern,
we
recognize
that
younger
students
may
also
be
impacted.
It
makes
sense
to
continue
to
equip
our
Scholars
with
information
and
tools
to
help
them
address
sexual
harassment.
If
the
issue
arises
during
their
school
career,
the
topic
of
sexual
harassment
is
addressed
in
Cartwright
District
policies,
ACAA
acaa-r
and
exhibit
ACA
e.
I
H
Right
ahead,
Mr
bethia!
Thank
you.
Madam
president.
Fellow
board,
members
Dr
Lawler
executive
team,
those
in
attendance.
Thank
you,
Mr
Pena,
not
so
much
a
question.
You
know!
Thank
you
for
the
for
the
information.
Well,
I!
H
Guess
it
is
a
question,
then
what
is
what
is
something
that
we
can
do
as
far
as
a
district
as
far
as
like
putting
in
place
instead
of
having
to
react
right
with
the
with
our
scholars
in
a
situation
as
far
as
like
punishment,
or
you
know
what
the
disciplinary
actions
may
be.
H
You
know
steps
that
we
can
take
ahead
to
kind
of
just
keep
our
Scholars
and
our
district
educated
on
on
these
matters
before
it
ever
escalates.
Are
we
are?
Are
we
open
to
doing
some
sort
of
trainings
with
our
with
our
Scholars?
I
Miss
abathia,
a
Madam
president
governing
board
members,
Dr
Aguilar
Lawler
executive
team,
so
we
have
been
to
be
fair.
We
have
been
sort
of
reacting
and
seeing
it
as
a
middle
school
issue
over
the
years
and
to
your
point,
I
think
we're
in
that
discussion
now
very
aware
very
much
in
our
radar
about
how
to
be
proactive.
The
the
conversation
that
comes
up
obviously
is
being
age
appropriate
with
our
children,
so
that
is
a
bit
of
a
challenge
and
what's
working
well,
is
the
small
group
conversations
the
scl
curriculums?
I
H
H
As
far
as
like
what
kind
of
resources
we
can
bring
in
as
as
board
members,
maybe
having
parent
conversations
as
well
like
bringing
two
groups
together
so
that
way
parents
are
aware
of
what
their
comfortability
is
and
what
is,
as
a
district
are
doing
to
meet
those
standards
for
them,
but
for
all,
but
also
for
us.
I
B
H
Right
ahead,
thank
you.
Madam
president.
Fellow
board,
members
Dr
Lawler
executive
team.
Those
in
attendance
I,
was
wondering
what
we,
what
kind
of
supplies
do
we
offer
for
those
of
our
Scholars
and
our
staff
that
menstruate
there
is
a
program.
That's
out.
There
called
go
with
the
flow
that
provides
free
resources
to
schools
and
for
like
work,
workplace
and
stuff
and
I
was
wondering
what
we
already
do
to
support
that.
H
As
far
as
handing
out
supplies
I
know,
I
would
just
go
to
like
the
nurse's
office
and
get
things,
but
as
far
like,
how
do
our
nurses
get
those
supplies,
and
what
do
we
do
as
a
district
to
help
help
with
that.
B
B
B
.0384
for
discussion
and
consultation
to
receive
legal
advice
from
the
attorney
or
attorneys
of
the
governing
board
related
to
employee
compensation
into
the
early
longevity
program
related
to
resignation
of
a
governing
board,
member
and
vacancy
of
the
member's
position
and
regarding
pending,
contemplated
or
threatened
litigation.
So
I
move
for
approval
to
convenient
into
executive
session
under
Arizona,
revised
Statute
38-431.0383
and
38-431.0384
at
the
Cartwright
Elementary
School
District
governing
board
regular
meeting
with
executive
session
for
January
26
2023.
do
I
have
a
second
second.
B
Thank
you
Miss
Hernandez,
so
we
do
have
a
motion
made
by
myself,
Mr
Hernandez,
a
second
by
governing
board
member
Lydia
Hernandez,
and
we
will
do
our
roll
call
vote
Miss,
Lydia
Hernandez.
How
do
you
vote?
Thank
you,
Ms
Hernandez,
governing
board
member.
Thank
you.
Mr
bethia
Ivory
as
well,
and
the
motion
carries
let
the
record
reflect.
It
is
603
PM.
We
are
exiting
our
regular
session
and
moving
into
executive
session.
Thank
you.
B
B
B
All
right
good
evening,
everyone
let
the
record,
reflect
it,
is
7
06
pm
and
we
are
resuming
our
regular
session.
So
this
evening
we
are
in
our
item,
one
governing
board
resolution
regarding
the
early
longevity
program.
Compensation
and
I
would
like
to
make
a
motion
to
recommend
approval
of
a
governing
board
resolution.
Regarding
the
early
longevity
program.
Compensation
at
the
Cartwright
Elementary
School
District
regular
meeting
with
executive
session
for
January
26
2023
do
I
have
a
second
thank
you,
Miss
Hernandez.
B
We
do
have
a
motion
made
by
myself,
Marissa
Hernandez
and
a
second
by
governing
board
member
Miss
Lydia
Hernandez
and
we'll
do
our
roll
call
vote
Miss
Hernandez?
How
do
you
vote?
Thank
you,
Miss
Hernandez,
governing
board
member.
How
do
you
vote?
Thank
you,
Mr
bethia
Ivory
as
well,
and
the
motion
carries
with
that.
We'll
move
on
to
item
number
two
item:
number
two
is
our
resignation
and
vacancy
of
governing
board.
Member
I
would
like
to
recommend
that
we
accept
I'm.
B
Sorry
I
would
like
to
make
a
motion
