I
am
the

the
homeowner
who
hand
delivered
a
letter
to
each
council
member
regarding
issues
with
short-term
rentals?
The
letter
was
a
compilation
of
concerns
for
myself,
my
husband
and
several
Cape
Creek
neighbors.
Some
are
who
some
of
whom
are
here
tonight.
We
regret
missing
the
recent
meeting
discussing
short-term
rentals
and
hope
that
you'll
be
willing
to
consider
the
following
perspective.

There
is
a
short-term
rental
adjacent
to
my
backyard
that
advertises
occupancy
of
24
people.
This
is
a
party
house
and
the
parties
often
get
loud
and
disturbing.
A
few
examples
of
the
issues
we
have
encountered
are
loud:
music,
with
explicit
lyrics,
both
during
the
day
and
well
into
the
night,
inappropriate,
behavior
and
public
nudity
police
that
are
called.
Tell
us,
there's
nothing.
They
can
do
the
fire
pit,
often
Burns
unattended,
for
long
periods
of
time,
even
in
Fire
season.

Some
of
us
have
repeatedly
contact
The,
Rental,
Management
Company,
who
tell
us
they
will
handle
it,
but
nothing
changes
and
the
cycle
repeats.
One
neighbor
actually
received
a
cease
and
desist
letter
from
the
management
company
lawyer
for
calling
the
police
regarding
excessive
noise
and
bad
language
late
at
night.
We
feel
left
with
nowhere
to
turn
some
of
us
have
school-aged
children
who
we
cannot
let
use
our
backyard
or
pool
while
these
parties
go
on.
One
teenager
playing
basketball
in
his
driveway
was
taunted
and
mocked
by
a
group
of
intoxicated
renters
watching
him.

These
are
just
a
few
examples.
We
feel
our
community
needs
to
have
some
recourse
when
parties
at
rental
houses
get
out
of
control.
A
quick
search
of
local
news
websites
detail
frightening
escalations
such
as
shooting
at
a
rental
property
in
Paradise
Valley,
a
drug
busted
at
a
short-term
rental
in
Tempe,
an
Old
Town,
Scottsdale
morphing
into
bachelor
party
destination,
just
to
name
a
few
and
I
can
provide
links
to
some
of
these
news
reports.

Cave
Creek
is
experiencing
rapid
growth
and
we
are
concerned
that
these
big
party
houses
will
propagate
and
ravage
the
community
that
we
love
the
right
of
landlords
to
use
residential
property
as
a
business
should
not
supersede
the
right
of
homeowners
to
have
a
quality
of
life.

sort

this
is
very
close
to
the
short-term
rental
thing.
It's
a
close,
kissing
cousin
of
this
situation,
so
I
thought
it
would
be
a
good
time
to
raise
it

Moving
in
that
the
house
is
more
of
a
profit
Center
or
income
producing
unit
than
it
is
a
house
I've
reached
the
first
specifically
to
some
of
the
other
uses
that
are
now
being
rented
out,
such
as
running
your
driveway
out
running
your
stable
out
running
your
pool
out
running
your
dog
run
out
and
in
my
case
I'm
caught
referring
to
renting
out
your
yard
for
camping.
There
is
a
site
called
hip
camp.
We
have
two
of
them
in
the
town,
Cave
Creek.

Now,
where
people
can
go
to
an
international
website,
sign
up
to
camp
at
somebody's
house
and
they
can
set
up
a
tent,
they
can
set
up
an
RV
there's
also
two
others
called
dirt
and
Boondocks,
which
the
only
ones
showing
up
in
Cave
Creek
are
the
County
campground
in
the
Stardust
trailer
park,
which
I
would
expect,
because
those
are
kind
of
made
for
that
I.
Don't
expect
it
where
I
moved
in
thinking,
I
had
a
quiet
neighborhood
with
people
living
their
lives.

Staff
has
been
notified
about
this
I,
don't
know
if
it's
proceeding
or
not
proceeding,
I,
don't
know
if
you
guys
know
about
it,
but
again,
because
this
is
closely
related
to
the
short-term
rental
thing
where
we
now
have
people
who
come
in
for
one
night,
two
nights
three
nights
again
in
an
RV
in
a
camper,
it's
advertised
as
they
can
take
up
to
six
people.
If
they
don't
have
a
camper,
they
can
use
a
tent.
They
do
not
provide
any
facilities
other
than
possibly
water.

if
they
want
to
use
the
bathroom,
they
can
set
up
a
camping
tent
in
the
backyard
which
is
just
lovely
for
The.
Neighbors
so
I'm
just
pointing
out
that
this
is
probably
not
an
ancillary
use
of
the
house
if
this
isn't
kids
camping
in
the
backyard.
This
isn't
your
relative
coming
over
for
three
days
and
needs
somewhere
to
park
their
RV.
This
is
camping
in
the
neighborhood.

I
didn't
really
prepare
anything
tonight.
It's
kind
of
last
minute,
but
I
am
here
about
the
short
term
rental
problems
in
our
neighborhood.
There
is
the
large
house
behind
us
that
is
advertised
for
24
people.
I
We
have
a
shared
driveway
and
they
often
get
lost
and
come
in
our
driveway.
For
instance,
Saturday
night
they
came
in
hit
one
of
our
Boulders
and
left
their
rear
tail
tail
light
all
over
the
driveway.
They
tend
to
leave
out
the
garbage
cans
for
four
and
five
days
at
a
time
they
have
three
garbage
cans.

The
there
is
another
short-term
rental
across
the
street
and
up
one
house
from
us
and
I
do
believe
that
another
one
on
the
corner
is
now
being
marketed
as
an
Airbnb.
I
The
partying
is
very
intense
and
it's
very
loud
noise
all
night,
especially
on
weekends
and
quite
bothersome.
You
know
and
I
wanted
to
come
here
and
support
the
neighborhood
and
hope
that
some
kind
of
enforcement
or
laws
that
can
be
enforced
are
put
into
place
to
to
at
least
curb
the
noise
level
of
the
partying
limit,
the
number
of
people
or
I'm
not
sure
what
can
be
done.

last

approving

authorizing
the
mayor
to
execute
opioid
settlement
funds
agreements
with
Teva,
t-e-v-a,
Allergan,
CBS,
Walgreens
and
Walmart,
and
an
intergovernmental
agreement
with
Maricopa
County.
Regarding
opioid
settlement
funds,
distribution
presented
by
the
town
manager,

Nationally
there
was
the
the
Attorney
General
authored,
a
memorandum
of
understanding
that
was
signed
by
every
government
in
the
state
that
required
the
the
cities
and
towns
to
work
together
to
agree
to
settlement
and
by
working
together,
inducing
the
opioid
defendants
to
contribute
more.
They
weren't
inclined
to
offer
settlement
proceeds
if,
indeed
there
are
a
number
of
cities
or
towns
were
left
out
of
the
mix,
and
so
two
years
ago
you've
already
approved
the
first
set
of
settlements.
This
is
the
second.

approving
this
tonight,
we
will
notify
the
manager
will
execute
tonight
and
get
and
get
the
settlement
agreements
to
all
these
defendants,
allergen,
CVS,
Walgreens
and
Walmart,
so
that
settlement
proceeds
can
then
start
flowing.
They
will
primarily
flow.

will
flow

go
to
the
state
and
some
percentage
then
comes
to
local
governments
that
are
all
dispersed
through
the
counties.

for

some

really
excited
about
this
item,
and
this
is
pretty
and
and
of
course,
our
utilities.

the
smile

his
face
and
this
is
presented
by
Sean
Cruz
weissner,
who
is
our
utility
strict.

Mayor
vice
mayor
council
members,
so
this
is
a
request
to
purchase
a
third
spare
pump
for
the
ranch
Miami
station.
It
was
back
in
August
of
2021
that
we
actually
started
replacing
the
pumps
that
were
at
the
unit,
so
we
got
approval
to
buy
two
pumps
at
the
end
of
2021.
We
purchased
one
made
sure
it
worked,
and
then
we
purchased
the
second
one.
So
it
was
installed
by
December
of
2021..
We
were
able
to
use
our
fiscal
year.
Twenty
two
dollars
to
actually
make
that
purchase.

We've
held
off
on
purchasing
spare
pumps
is
because
the
end
of
last
year,
last
fiscal
year
we
didn't
think
we
had
the
funds
to
do
that
and
we're
looking
forward
to
the
end
of
this
fiscal
year,
and
we
think
we
do
have
the
funds.
The
reason
we
want
a
third
pump
is
because
if
either
the
two
pumps
go
out
of
service,
it's
not
going
to
be
easy
for
us
to
get
a
replacement,
and
this
lift
station
is
sort
of
critical
to
our
operation.

It's
one
of
three
list
stations
that
we
do
have
we
ironically
have
we
have
spare
pumps
for
the
other
two
sites
this
this
one
does
not
have
a
spare
pump.
So
what
if
it
were
to
go
out,
we
wouldn't
have
a
we'd
have
to
go
back
to
the
vendor,
and
hopefully
they
didn't
have
one
that
would
would
meet
the
requirements
just
specifically
because
it's
a
high
head
type
of
sewage
pump.

that's
why
it
took
us
a
while
to
find
it
back
in
2021
and
it
has
been
working
very
good,
knock
on
wood
that
it's
been
working.
Fine.
Our
biggest
problem
at
the
lift
station
now
has
been
things
like
wet
wipes
and
other
things
being
thrown
into
the
list
into
the
collection
system
which
are
clogging
the
instrumentation
at
the
site.

But
the
pumps
themselves
are
working
fine,
so
we
went
through
last
year
without
any
overflows
at
this
site
for
the
first
time
since
I've
been
here
and
again
that
we've
added
a
lot
to
the
capacity
of
the
site,
and
this
will
get
us
going
for
the
next
several
years
with
a
spare
so
we're
looking
to
make
a
purchase
with
James,
Cook
and
Hobson.
They
are
the
local
supplier,
flight
pumps.
The
other
two
pumps
are
flight
pumps.

We
want
to
match
the
same,
not
only
the
local
supplier,
those
types
of
flight
pumps,
but
we
want
to
get
the
same
pump
that
the
exist
that
matches
the
existing
unit
so
that
they
fit
in
the
same
slot
and
they
have
the
same
electrical
loads
and
they
all
function
the
same.
So
it
meets
the
talents
criteria
for
a
sole
source
purchase.
So
with
that
I
can
answer
any
questions,
but
again
we're
just
looking
to
get
a
third
pump
for
this
site
that
we
could
keep
it
handed.

goal
will
be
we'd
rotate
every
six
to
six
months
to
a
year
when
we
rotate
one
out,
get
it
serviced
and
put
the
new
one.
In
we
do
annual
servicing
and
all
our
our
lift
station
pumps
and

pumps

the

wastewater
treatment
plant.
So
during
that
time,

we'll
that's
when
we'll
probably
rotate
it
in
and
keep
so
it's
not
just
going
to
sit
on
the
Shelf
but
we'll
bring
it
in
and
out
so
any
answer.

We've
been
dealing
with

find
sometimes
rags
in
this
system.
So
there's

all
kinds
of
things,
but
anything
besides
toilet
paper,
which
will
dissolve
in
the
waste
stream,
gets
clogged.

that
our
staff
are
having
to
remove
that
from
our
wet
Wells,
because
the
configuration
is
such
that
we
can't
put
screenings
Upstream.
So
it
becomes
very
staff
intensive
with
the
recent
bike
week.
We
actually
we
got
caught
because
we
were.
We
were
surprised
by
the
amount
of
material
that
was
put
in
the
collection
system
that
weekend,
so
our
staff
got
called
out
for
an
emergency
to
remove
the
material
that
was
on
the
sensors
in
the
pump
and
the
wet
well
so
yeah.
