protection
for
wisdom
and
for
insight
and
as
they
adjudicate,
the
affairs
of
our
city
just
help
them
to
keep
you
fourth
and
foremost

the
wisdom,
the
love
and
the
justice
and
the
mercy
that
we
need
to
have.
And
so
we
are
asking
all
of
these
things
this
evening
and
thanking
you
again
and
we're
asking
this
in

man
who
walks

store
and
they're
selling
bananas
for
a
dollar,
and
he
says
they're
selling
bananas
across
the
street
for
50
cents
and
the
store
owner
said
well.
Why
don't
you
go
over
there
and
buy
a
me
said
because
they're
out,
he
said
well,
if
I
was
out,
I'd
be
selling
them
for
10
cents
apiece,
which
leads
me
to
this
question
of
our
blanket
contractors.

a

problem
for

This
has
been
a
problem:
we've
had
with
the
blanket
contracts
for
many
years
they
get
bid
and
the
fellows
that
bid
them.
They
do
the
work
it
takes
them
a
while
to
get
to
them
because
they're
going
for
the
jobs
that
pay
them
more
during
the
summer
season
when
they
can
maximize
their
returns
during
the
summer.
At
one
point,
the
city
changed
the
way
we
operate
and
we
hired
a
full-time
employee
to
do
nothing
but
run
a
Congaree
crew
and
do
all
of
our
blanket
concrete
work.

rebut
we
rebid
these
blanket
contracts
every
year
and
our
experience
with
the
blanket
contractors
has
been
similar.
Sometimes
we
can
get
one
to
be
a
little
more
responsive
than
another
one,
but
it's
always
very
similar.

they've

job
to
go,
do
say,
pour
a
foundation
at
a
house
or
a
large
commercial
job.
They're
gonna
go
take
care
of
that.

we're

run
into
the
same

front

On
Sunday,
the
17th
was

end

season.

there
was
statements
sent
out
to
the
property
owners.
The
problem
is,
is
the
people
that
lease
those
properties
don't
always
get
that
notice,
and
so
we
probably
need
to
not
only
send
it
to
the
property
owners,
but
also
pass
them
out
in
person
to
the
businesses,
those
notices,
an
ID.

and

rolled
around

chief
Adams
this
afternoon,
a
little
bit
thinking
working
with
traffic
issues
that
we
might
be
facing.

with
UDOT.

and
there's
a
positive,
doesn't

It's
really
concerned
about
traffic
flows?
We
think
the
weekdays
are
going
to
be
manageable,
but
we
think
weekends
are
going
to
be
just
crazy
with
traffic
and
so
talk
to
chief
Adams
about
he
said
that
they're
providing
an
officer
and
billing
the
church
for
the
for
that
added
over
time
and
and
shift
for
the
top
of
Kolff
Drive
by
the
temple
to
direct
traffic.
But
we
might
also
need
an
officer
to
direct
traffic
on
highway
56
in
Cole,
where
we
don't
have
a
lighter
for
that
left
turn.

to
have
an
officer
to
block
traffic
only
eastbound
on
56
and
allow
that
left-hand
turn
to
get
some
cars
up,
Cole
drive
and
then
and
he's
going
to
do
some
direct.
We
don't
know
what
we're
gonna
have
they're
gonna
release
ticket
sales
first
of
October,
so
we'll
kind
of
get
an
idea
how
much
flow
we're
going
to
have.
But
that's
just
something
I
wanted
to
talk
to
the
council
about.

we
might
need
to
request
that
from
the
police
department
to
help
us
with
traffic
control
there.

coming
Saturday
is
the
downtown
Main
Street
clean
up
Saturday
morning
from
8
to
10
will
be
a
road
closure.
There
very
much
appreciate
the
help
we've
got
from
the
police
department
from
Public
Works
and
various
staff
who
are
helping
with
that
road
closure
with
supplies
and
everything
and
our
volunteers
ready
to
go
committee.
Members
asked
if
I'd
just
make
you
aware
and
if
you
haven't
got
a
flyer
yet
I've
got
some
copies.

a
couple
of
the
changes:
the
original
contract
was
four
year
contract.
We
switched
that
to
a
year
two
year
contract
and
the
reason
we
did.
That
is
because
we
switched
the
taxing
districts
where
we're
gonna
pull
these
numbers
from
to
the
water
district
instead
of
the
Cedar
Valley
history.
A
couple
reasons
we
did
that
one
is
it's
easy
for
the
county
to
be
able
to
pull
those
numbers
up
instantly
every
year.
That's
something
they
have
to
do.

Anyways
and
second
reason
was-
is
because
the
percentage
difference
you
know
what
we're
really
aiming
for
the
percentage
difference
was
so
minimal
that
it
really
gave
us
the
same
result
so
because
we
did
that
and
because
we
can
pull
those
numbers
so
quickly
that
you
decide
to
change
it
to
a
year
to
year.
So
it's
going
to
be
a
little
more
accurate
for
all
the
parties
involved,
but
that
was
really
the
main
formula
change.

other
thing
is
there's
some
dollar
amounts
that
were
talked
about
in
council
that
have
changed.
There
was
some
inaccurate
information
given
to
us
by
the
county
that
included
pieces
of
property
impaired
on
and
stuff
like
that,
so
we
went
through
and
that's
what
drove
us
down
to
that
district
area
and
clean
that
up.
So
it
changed
the
numbers
a
little
bit,
but
it
wasn't
very
severe.

leisure

and
would
like
to
give
a
quick
report
on
the
half
marathon
that
happened
on
September
9th.
We
had
a
little
rain
that
morning,
but
we
were
undaunted.
We
had
883
finishers
in
the
half
marathon
and
38
in
our
trail
run,
and
we
we
just
felt
like
it
was
awesome.
It
was
like
the
rain,
didn't
even
exist
and
an
end
up
being
a
great
day.
We
do
have
some
signs,
some
a-frame
signs
that
we
used
for
the
half
marathon,
that
you're
more
than
welcome
to
use
there.

can
be
velcroed
on
and
can
have
driving
instructions,
and
so
I
think
I
have
about
seven
of
those
that
we
could
use
for
any
kind
of
directional
service.
Also,
one
to
point
out
wait:
wait
arm.
Our
parks
manager
has
been
working
to
get
the
interchanges
going.
We've
done
the
north
interchange
that
was
completed
last
week,
the
South
interchange
now
there's
just
a
few
cleanup
items
there.
Roumanian
that
looks
pretty
good.
The
middle
interchange
will
start
a
probably
take
all
week,
starting
on
Monday.

have
a
crew,
a
local
crew,
that's
going
to
be
working
with
with
them
from
the
some
prisoners,
basically
to
come
out
and
help
and
and
get
that
in
tip-top
shape.
So
want
you
to
be
aware
that
we
other
Leisure
Services
advisory
board
meeting
this
afternoon.
A
lot
of
good
ideas
were
discussed,
and
so
just
one
give
you
an
update
on
that
event
also
want
to
thank
you
for
the
route
cycling
agreement.
They
were
very
excited
to
come
and
start
doing
some
filming.

were
going
to
come
this
weekend,
but
we
understand
there
might
be
some
some
wind
and
the
higher
elevations
and
maybe
even
some
snow.

we'll
see
how
that
goes?

then
our
next
big
event
will
be
the
high
school
mountain
biking
championships.
The
state
championships
they're
asking
for
a
hundred
parking
stalls
out
of
three
peaks.
So
we
know
it'll
be
a
significant
mountain
biking
event
that
will
happen
on
November
4th.

fire

had
a
friend
who

electric
spark
let
her
field
on
fire
and
as
they
drove
to
their
house,
they
saw
a
plume
of
smoke

about
the
fire
department
is
already
there
and
took
care
of
it,
and
she
was
very
appreciative.

a
new
office
in
charge
of
two
important
programs.
One
will
be
to
offer
community
education
classes,

hasn't

done

a
while.
These
will
be
non-credit
classes
like
cooking
classes,
canning
and
preservation.

be
more
social,
engaging
the
other
will
be
professional
development,
which
will
be
classes
like
computer
science
management,

then
our
other
component
in
our
office
is
community
on
the
go
which
offers
residents
low-cost
trips
to
London.

just
sold
out
our
trip
to
Normandy
without
Christmas
in
London,
coming
up
in
a
trip
to
Peru
next
year.

fundraiser

scout

competition

four
individuals

no
concern

criminal
history
on
any

those

there
was

discussion

potential

donor

wasn't
listed
and
there
may
be
some
work
that
needs
to
be
done

that

them

residential

across

of
them
are
within
school
districts.

of

the
street
from
an
LDS
Church,
so
I
find

hard
to
understand
why
100
feet
plus
is
excluding
me
from

what
I'm
trying
to
do.
We
have
brought
our
vapor
production
sales
down
to
a
minimum,
since
the
appeal
start
and
I
was
told,
I
was
going
to
lose
my
license.

try
to

vape
customers

stores

closing

force
them

go

items
sold

that

small
business

continue

allow

to
do

industry

up

a
year
ago
is

dollars.

close

door
and
sell

t-shirts,

difficult
to
do

told
that
the
law
was
made
for
the
that
35%

which
is
an

mark.

hit

small
merchandise
store
like
myself.

was
made
for
larger
stores
like
Family
Dollar
Lynn
Smith's
Mavericks,
where
they
sell
a
hundred
thousand
dollars
worth
of
cigarettes,
but
they
sell
five
hundred
thousand
dollars
with
a
gasoline
and
soda
pop
I
can't
meet
those
kind
of
things
so.

his
big
hip
vapor
was
the
name,
that's
right,

that
bells
been
rough

so
that
presumption
is
now
made

tobacco
specialty
store
so

refight

change
location

they
can
show
by
two
consecutive
counting
periods
that
they're
under
the
35%
gross
profit.
So
because
that
bells
been
around,
we
can't
go
back.

the
city

you're
a
tobacco

held
himself
out
to
the
public
as
being
big,
hip,
vape
and
MMA
apparel,
and
that
was
part
of
how
he
marketed
his
business
and
what
he
sold
to
the
general
public.
So
we
presumed
that
he
was
gonna,
be
a
tobacco
specialty
shop.
The
35
percent
thresholds
been
there
the
whole
time.
We
changed
the
rules.

books,
adult
situation,
everything
else.

that's
fine

across
the

said

the
last
year,
the
state
itself
is
licensed.
Thirteen
more
vape
shops
in
Salt
Lake
area,
with
no
consequence
at
all.

our
art
clientele
are
tired.
Of
going
into
stores
are
being
they're,
going
to
be
forced
to
go
in
stores
that
they
find
unappealing.
You
guys
the
vape
industry
is
not
going
to
go
away.
We
want
to
offer
at
that
high-end
location
that
you
know
that
our
customers
have,
that
comfortable,
feel
it's
your
parents
and
your
children
and
your
aunts
and
uncles
that
are
coming
into
my
store
to
try
to
quit
smoking
cigarettes
and
it's
working
by
going
somewheres
else.
So
you
know
they're
gonna
go
back
to
tobacco.

a
location,
cuz
I
know
I've
seen
one
open
up
in
the
Providence
Center
during
this
time
period,
because
I
understand
your
lease
was
going
to
expire
in
eight
months
or
something
and
I
don't
know
if
you've
renewed
your
lease.
Is
it
a
matter
of
not
wanting
to
pay
the
price
for
another
lease
or
is
there.

I

I
sell,

jewelry

couple

have

the
north
end
of
town
next
Jairus
truck
stop

dilapidated
building
on
a
half
acre
piece
of
property.

measurement
door-to-door
to
the
Calvary
Chapel
was
the
problem.
It
measured
1,200
feet.
It
sits
on
a
25,
acre
commercial
piece
of
property,
so
they're
disclosing
as
what
I
assume
the
whole
piece
of
property,
because
the
Calvary
Chapel
sitting
in
the
middle
of
it.
So
they
we
they
got
about.
Six
hundred
almost
seven
hundred
feet
from
property
line
to
property
line
did.

doors
closed,

customers
are
gonna,
go
someplace
else,
they're
gonna
continue
to
bathe
and
I
encourage
them
to
do
so.
She's
gonna
be
a
great
day
for
a
couple
other
vape
shops

town,

they're
gonna
increase
their
sales
dramatically,
and
that
is
the
problem
today
was
with
you
know
some
people
in
this
room

you

good
thing
for
them,
but
I
would
ask
that
you
reconsider.
