recommendations

limit

inspections

those
properties
on
sensitive
Lakes,
hungry
Lake

remaining
West
Basin

Charlotte
Lake,
which
were
identified
in
previous
years,
but
not
inspected
in
2023
and
focus
on
record
management.
Enforcement
of
2022
deficiencies
in
public
education,
questions
or
comments,
seeing
none
all
those
in
favor
any
opposed
carried.

add
a
few
things
sure
I
I've
spent
most
my
day
today
dealing
with
enforcement
issues
to
deal
with
this
program,
I
sent
about
40
letters
out
a
few
weeks
ago,
but
I've
got

lot
of
people
asking
for
exemptions.

Then
I've
got
the
other
side,
the
Lake
Associations,
on
the
other
side
that
are
looking
for
more
enforcement,
so
it
it's
it's
a
difficult
program
for
me
to
enforce.
When
you
know
I've
never
been
to
these
sites.
A
lot
of
people
are
telling
me
they're
only
using
a
you
know,
10
liters
per
day
for
a
kitchen
sink,
and
they
they
don't.
They
feel
that
a
thousand
dollar
cost
for
a
permit
is
excessive
for
the
amount
of
water
they're
using.

Unfortunately,
the
building
code
is
is
black
and
white,
that
no
water
shall
discharge
to
the
surface
of
the
ground
and
in
in
the
future.
If,
if
Council
feels
strongly
that
this
program
should
continue
at
300
inspections
per
year,
I
would
think
that
would
justify
a
full-time
employee
to
administer
the
program
because
we
still
haven't
got
the
up-to-date
records.

know
if
the
Mississippi
Rito
septic
system
office
does
part
eight
for
the
township.

resources
to
do
re-inspection
in-house
if
left
mandatory.
So
my
question
is:
are
we
going
to
be
Consulting
with
the
Mississippi
Rito
office
to
see
if
they
would
be
willing
to
do
it
and
what
the
cost
would
be
versus
the
cost
of
hiring
someone
to
do
it
in-house
ourselves,
so
that
we
have
some
comparison.

price

we

it

for
the

procure

supply

delivery

half
ton
truck
with

closing
date

30th
2023
and
whereas
two
bids
were
received
both
within
the
2023
budget.
But
bidders
were
unable
to
provide
an
exact
delivery
date
and
estimated
between
three
and
six
months
for
delivery.

whereas
the
Public
Works
manager
Center
request
to
both
bidders
for
a
quotation
for
a
truck
that
met
the
Core
specs
of
the
original
tender
but
could
be
delivered
in
the
month
of
April.
And
whereas
the
Public
Works
manager
has
received
reviewed
all
bids
and
recommends
that
the
second
submission
received
from
James
Braden
Ford
be
accepted.
As
the
successful
bidder.

Now,
therefore,
be
it
resolved
that
Council
award
James
Braden
Ford
as
the
successful
bidder
in
the
amount
of
fifty
six
thousand
five
hundred
thirty
four
dollars,
excluding
HST
for

purchase
of
one
half
ton
truck

described

truck

in
the
tender
second
submission,
and
further
that
the
Public
Works
manager

authorized
to

obtain
a
purchase
order

years,
we've
heard
that
you
want
to
keep
the
fleet
all
the
same
type
of
truck,
because
it
makes
it
easier
for
the
mechanics
and
for
parts
and
repairs
so
I
realize
it's
about
price
here,
but
what
changed
your
mind
in
changing
from
all
chefs
to
going
to
afford
this
time?
If
that
makes
sense,
yeah.
I
Three
Madam
I,
already
counselor
Gowdy,
the
half
ton
truck,
is
kind
of
an
outlier
from
the
rest
of
the
fleet.
It's
used
for
the
office
staff
for
public
works,
and
then
it
retires
as
a
winter
patrol
truck.
So
the
other
Chev
trucks
that
we've
got
are
three
quarter
ton
or
one
ton
trucks,
and
it's
a
lot
of
the
plow
equipment
that
can
be
kind
of
shared
amongst
the
trucks,
as
we
have
plow
breakdowns.
But
this
truck
was
kind
of
an
outlier.
I
It's
we
figure,
get
a
half
ton
better
on
fuel,
it's
going
to
be
mostly
driving.
It'll
won't
do
much
towing
or
anything
like
that.

one
question
I
had
was:
did
we
have
a
discussion
with
whole
lawn
care
in
regards
to
the
fact
that
they
were
the
lowest
bidder
on
all
the
con,
all
the
contracts
and
we're
only
successful
with
two,
and
why.

asking
certain
contractors
questions,
it's
got
to
be
fair
with
the
other
contractors,
but
I
have
had
a
discussion
with
the
contractor
just
to
make
sure
that
if
he
were
award
at
all
four,
if
he's
confident
that
he
could
have
the
equipment
and
manpower
to
complete
those
contracts
and
he's
he's,
got
some
good
strategies
and
makes
us
feel
confident
that
he
could
couldn't
I,
don't
I'm,
not
confident
that
he
could
do
all
of
them.
I
He
is,
but
we
we
feel
that
the
two
out
of
the
four
is
something
that
we
feel
comfortable
with
letting
him
try.

for
the
Kennebec
District
that
Kennebec
tree
and
Lawn

thought

again.

They've

contract

their
family
for

least
seven
years
and
they've,
always
if
you're
basing
your
bid
on
partially
on
product
and
reliability,
they've
not
had
complaints,
and
it
seems
unfair
for
them
to
lose
it
over
a
five
dollar
difference
and
as
a
Township
I
think
we
should
be
supporting
our
own
local
businesses
and
Kennebec.
Train
lawn
is
a
local
business.
The
company
that's
been
awarded.

is
not
even
from
Central
front
and
act
or
from
South
Frontenac,
and
finally,
the
carbon
footprint
should
be
considered
because
the
winning
bid
is
located
65
kilometers
away
from
where
the
work
would
be
done
in
Kennebec,
district
and
Kennebec
train
line
is
it's
in
their
backyard.
Basically,
so,
for
those
reasons,
I'd
like
it
to
be
considered.

Through
your
marriage,

cleggs,
it's
an
excellent
point.

would
support
that.
If
council
did
as
well,
but
I
would
like,
if
we're
gonna
shift,
one
I
think
we
should
look
at
shifting
more.
We
try
to
go
off
price
best.

could
unfortunately
cadaback

Lawn
was
actually
the
third
place
bidder
for
that
contract.

They
were
five
dollars
within
the
next
contractor
I
understand,
but
they
were.
They
were
actually
third
place
compared
to
whole.
But
I
understand
what
you're
saying
this
is
a
tough
one.

As
you
can
see
the
way
the
prices
came
in
it's
a
very
tough
decision
and
and
the
hardest
part
is
that
we
had
the
contractors
that
did
all
four
areas
last
year,
just
in
in
our
opinion,
did
phenomenal
so
and
I
understand,
with
J
J
Landscaping
not
being
from
the
township,
but
they
they
utilize
workers
from
our
Township
and
and
they
hire
they
subcontract
people
from
our
Township.
I
So
it's
not
necessarily
always
just
driving
all
the
way
from
Sydney,
so
that
makes
it
even
more
difficult
and
especially,
we
feel
J.
Landscaping,
didn't
really
did
a
really
good
job
in
those
two
contracts.
Last
year,
so
I'm
open
to
more
discussion
on
this
for
sure
we've
got.
We
want
to
support
new
local
businesses,
we're
we're
excited
to
work
with
whole
lawn
care
for
sure
a
little
a
little
hesitant
to
give
them
all
four
and
unfortunately
we
we
really
liked
working
with
Hamilton's
carpentry
and
J
J
as
well.

So
maybe
maybe
other
counselors
will
have
more
input
on
that,
since
there
was
some
more
hands
up.

as
