A
All
right
good
morning,
everyone,
joe
silvia's-
not
here-
I
did
not
know
until
this
morning,
so
I
don't
have
my
time
all
that
stuff.
He
always
told
me
I
needed
to
wear
a
tie.
I
started
to
get
his
rainbow
time
back
there,
but
that
didn't
pan
out.
So
this
is
the
regular
meeting
of
chambers
county
commissioner
court
on
tuesday
the
ninth
day
of
november
9
30
a.m.
It
is
9
31
a.m
in
the
county
courtroom
with
interwack
texas.
B
B
A
A
C
Everybody
morning
I
appreciate
the
the
time
and
the
opportunity
to
come
and
visit
with
y'all.
My
name
is
martin
gonzalez.
I
am
the
new
district
engineer
for
the
beaumont
district
with
txdot.
Like
you
mentioned,
I
I
took
the
place
of
chad.
C
Boney
we'll
definitely
miss
him,
but
he
had
an
opportunity
to
go,
be
a
district
engineer
back
in
the
bryan
district,
which
has
been
his
home
for
a
long
time
so
very
happy
for
him
very
proud
of
him,
but
we'll
continue
to
do
great
things
in
the
direction
that
he
started
us
out
in,
and
so
I'm
just
here
to
introduce
myself
to
y'all
and
just
make
sure
that
feel
free
to
reach
out
to
myself
or
anybody
in
my
staff
with
me.
C
It's
also
sarah
duprey,
our
public
information
officer
who,
who
is
definitely
very
well
informed
on
all
of
our
projects
and
can
provide
updates
as
needed
as
well.
But
I
look
forward
to
establishing
a
very
good
working
relationship
with
chambers
county
and
look
forward
to
the
projects
that
are
to
come
so.
A
C
Absolutely
yeah,
if
I'd
be
happy,
if
you
all
want
to
reach
out
to
my
assistant,
tammy
duhonks,
you'll
schedule,
appointments
and
I'll
be
happy
to
meet
with
each
of
you
individually.
Thank.
F
Project
quite
a
bit
of
my
voice,
so
thank
you,
judge,
commissioners
for
giving
me
a
couple
moments.
I
also
want
to
say
hello
to
sarah
dupree,
because
I
call
you
all
the
time
and
she's
very
good.
She
gets
back
with
me.
They
tommy
man,
and
I
appreciate
it
very
very
much
anyway,
when
we
were
here
last
week
we
had
the
ground
opening
of
the
groundbreaking
of
the
anawaan
ball
fields.
A
lot
of
people
talked
to
to
me
a
lot
about
the
ball
fields.
F
First
of
all,
commissioners
they're
very
grateful
very
grateful
that
they're
having
a
new
ball
fields,
baseball
fields,
very,
very
grateful.
They
appreciate
it,
but
one
thing
that
they
had
mentioned
at
the
very
beginning
is
that
they
would
have
wanted
to
have
input
and
how
some
of
the
fields
were
designed
and
the
complexes
were
designed
and
I
went
well
when
I
saw
jeff
chapman
with
pbk
last
week.
F
I
asked
him,
I
said:
did
you
meet
with
any
of
the
parents
or
anybody
that
has
to
do
with
the
youth
sports
association
for
any
of
the
bar
fields
regarding
designs?
And
his
comment
to
me
was
no
comment
which
was
very
disappointing
because
he's
getting
paid
a
lot
of
money
to
design
these
ball
fields
and
the
feeling
out
there
is
it's
not
very
often
you
know
that
you
are
are
giving
the
community
brand
new
ball
fields
and
when
you
are,
they
would
like
a
little
bit
of
input.
F
It's
like
hiring
a
builder
to
design
your
house,
and
then
he
designs
it
how
he
wants
to
without
asking
you.
So
it's
not
too
late.
It's
not
too
late.
I'm
asking
y'all
to
reach
out
to
pbk
to
talk
to
the
people
who
have
a
vested
interest
in
these
ball
fields
because
their
children
use
them.
It's
not
cookie
cutter,
and
I
asked
him
I
said:
is
it
just
cookie
cutter
for
different
designs
and
ball
fields
and
he
said
they're
all
exactly
the
same
again
everybody's
want.
F
You
know
grateful
that
they're
having
a
new
complex,
but
they
would
like
some
input
on
how
the
the
fields
are
designed,
how
many
fields
that
need
what
kind
of
fields
you
know
pony
league,
phil,
softball,
etc.
So
again,
pbk
he's
making
a
lot
of
money
off
this
this
county
on
the
design.
Please,
please
ask
him
to
meet
with
the
people
in
this
community
whose
children
will
be
using
these
fields.
F
The
other
thing
I
wanted
to
ask
you
about
is
judge
is
on
the
consent
agenda.
There
are
three
things
on
this
again
consent
agenda
that
are
very
concerning
to
me:
items
number
20,
33
and
37,
and
there
was
no
backup
in
the
packet.
There
was
absolutely
no
backup
in
the
packet.
So
I'm
going
to
ask
you
now,
with
the
consent
agenda
comes
up
that
who's
ever
building
maintenance.
F
A
A
Personnel
especially
consider
2022
chambers,
county
pto,
pay
time
off
policy.
I
think
this
will
be
our
new
hr
director.
G
Miss
chelsea
crane,
mike
fisher's,
so
currently
chambers
county
has
a
vacation,
personal
and
sick
leave
policy.
The
new
ptl
pto
policy,
if
approved,
will
replace
the
vacation,
personnel
and
half
of
the
sick
leave
policy.
So
with
that
the
sick
leave
policy
will
stand
alone.
However,
in
I'm
proposing
to
change
the
max
to
120
hours,
it
is
currently
240.,
so
half
of
that
will
be
lumped
into
the
pto
and
the
other
half
will
stay
with
the
sick
leave.
G
Also
employees
can
only
use
the
sick
leave
after
five
consecutive
days
off
due
to
an
illness.
Employees
will
still
earn
eight
hours
per
month
until
they
reach
the
120
cap,
so
hopefully,
by
five
days
off.
We
are
already
talking
about
fmla
anyway,
so
we
would
know
what's
going
on,
but
that's
the
big
changes
for
sickly.
G
G
There
will
be
a
no
carryover
request
due
to
the
ongoing
rolling
balance,
so
that
will
help
hr
out
as
well.
So
we
won't
have
to
keep
up
with
carryovers
or
anniversary
dates.
The
lose
it
by
date
is
no
longer
an
issue
as
well.
So
those
are
the
major
changes
for
the
pto
policy.
G
A
G
That's
not
the
way
I
was
hoping
it
would
work
due
to
it
being
an
on
rolling.
There
is
no
real
need
to
change
everybody's
anniversary
date
to
1-1,
because
when
their
anniversary
date
hits
it,
it
will
stay
there,
nothing's
going
to
drop
off,
it
will
stay
there.
Whatever
they
have
in
the
bank
is
still
theirs.
A
A
In
my
opinion,
I
thought
we
were
going
to
a
january
to
december
date,
so
it
at
the
end
of
that
year.
There
is
no
rollover.
I
mean
the
first
year
was
going
to
be
kind
of
hectic
because
your
anniversary
david
hit,
if
you
had
vacation,
then
you'd
get
your
other
vacation
so
it'd,
be
it
kind
of
compounded
that
first
year,
but
I
mean
correct
me
if
I'm
wrong,
because
I
didn't
realize
we
were
not
going
with
that
process.
I
Yeah,
so
I
think
sorry
so
originally,
because
the
first
thought
was,
you
know
on
vacation
stuff,
so
I'm
a
september
one
anniversary
day
so
september
one.
I
would
get
my
lump
sum
on
vacation
right
there
and
then
I
have
until
the
next
september
views
on
vacation.
I
So
I
think
the
original
idea
was
that
we
would
keep
the
same
policy
at
first
and
then
move
everyone
to
a
january
one
anniversary
date.
So
then
you
have
everyone
will
get
their
vacation
day
one.
You
have
a
whole
year
to
spread
like
vacations.
How
you
want
to
that
was
the
original
thought.
You
know
we
just
talked
about
for
a
few
couple
months,
trying
to
figure
out.
How
do
we
do
that
in
encode?
How
does
that
work
process
wise?
I
I
One
county
paco
had
a
really
good
policy,
it
was
a
p2
and
I
think
he
was
mentioned
before
in
court
a
few
times,
but
nothing
real
serious
about
it,
and
so,
when
we
talked
through
it,
it
didn't
make
sense
to
move
everyone
to
a
general
one
with
the
pto,
because
it
doesn't
really
affect
that
whole
lot.
Some
you
know
vacation
dump,
you
would
get.
You
start
accruing
a
pto,
every
paycheck
and
your,
but
your
anniversary
date
only
matters
when
you
change
your
your
pto
rate.
I
So
between
you
know
one
and
zero.
So
now
with
new
employee
comes,
they
still
start
accruing
pto.
So
they
don't
wait
one
full
year
to
get
it
and
then
I'm
sorry.
I
thought.
I
A
Now
yeah,
I
understand
that
yeah,
but
I
mean
I'm
gonna,
ask
the
chief
and
heather
to
wait
on
this
here,
because
during
our
negotiation
with
the
sheriff
association,
what
the
sheriff
and
the
chief
brought
to
us
was
part
of
our
negotiations.
Is
that
out
of
that
contract
now
or
is
that
in
that
contract?
Now.
I
J
It's
out
well,
if
I'm
understanding
here
correctly
now
it
was
used
or
losing,
and
that's
why
the
lump
sum
was
a
problem
for
us,
because
everybody
had
to
burn
it
all
or
lose
it.
But
now,
if
it's
going
to
be
a
rolling
policy,
the
most
they
would
ever
lose
would
be
88
hours
or
12
hours,
whatever
they
approve
that
month,
that's
not
going
to
cause
a
big
problem
for
us
and.
G
K
K
G
Well,
they
are
but
they're,
not
so
currently,
chambers
county
has
a
sick
leave
policy
that
has
a
max
of
240..
So
I
split
that
120
goes
into
the
pto
pot
and
the
other
120
stays
with
the
sick
leave
policy
itself.
So
the
only
thing
that
really
changes
with
the
sick
leave
policy
as
it
stands
now
is
the
max
as
well
as
they
have
to
have
five
days
worth
of
pto
consecutively
before
they
can
dip
into
the
sick
league
pool.
A
H
E
G
Well,
the
accrual
dates
whatsoever
won't
be
changing
at
all,
so
whatever
their
full-time
date
is
that's
their
accrual
date,
it
will
just
on
one
one:
whatever
they
have
in
the
pot
will
be
lumped
together.
Anything
over
there
max
will
dump
into
the
sick
leave
and
then
from
there
on,
they
will
start
accruing
it
bi-weekly
until
they
reach
their
cat
based
on
their
years
of
employment.
E
G
I
G
L
She's
been
here,
she
hasn't
been
here
a
year,
she's
only
been
here
11
months,
she
started
january
1
of
this
year,
come
january,
1
of
next
year,
she's,
not
getting
anything
she's,
not
getting
her
lump
sum,
because
she
doesn't
get
it
until
she
accrues
it.
How
is
that
how's?
This
transition?
Gonna
go.
That's
just
my
concern.
G
L
Just
seems
like
she's
getting
ripped
yeah
she's,
not
getting
anything
for
basically
two
years
yeah
right
yeah
she
doesn't,
but
in
our
current
policy
she
would
get
two
full
weeks
january
one.
But
now,
with
this
proposed
policy,
she
would
only
get
eight
hours
or
whatever
the
breakout
is
january
one.
She
it's
gonna,
take
her,
however,
long
to
accrue
technically
what
she's
earned,
because
she's
already
been
here
a
year.
K
I
Yes,
so
that's
correct,
yeah,
that's!
That
was
a
thing
that
got
brought
up
with
an
issue
that
we
couldn't
really
figure
out
to
transition.
You
know
in
a
seamless
way
for
those
new
employees
that
have
been
here
for
less
than
a
year,
they're
about
to
come
up
to
their
anniversary
day
at
camera
one.
So
one
thing
we
did
talk
about
was
you
know
at
least
the
first
people
who
are
gonna
get
their
their
vacation.
D
I
You
know
we'll
kind
of
I
think
work
with
those
kind
of
people
that
okay,
if
they
had
a
plan,
if
they
had,
they
were
had
playing
vacations
for
the
two
weeks.
You
know
that
we
we
wouldn't
let
them
hang.
You
know
we
would
work
with
them
and
say:
okay,
you
can
borrow
a
little
bit,
but
you
will
have
to
pay
it
back
when
these
are
you.
E
E
My
train
of
because
we
have
been
really.
D
A
I
E
E
J
They
have
to
prorate
all
of
us
we've
all
that
we've
been
here
over
a
year.
We've
already
earned
that
lead
track.
You
could
burn
your
entire
years
worth
of
lead
and
get
yours
on
your
anniversary
date,
but
if
you're
proposing
that
in
where
you're
only
going
to
start
earning
money,
you've
lost
a
whole
year's
worth
of
leave.
Potentially,
for
instance,
you
lose
in
nine
months
yeah.
You.
A
J
J
G
D
A
D
A
A
A
committee
and
or
whoever
you
want
to
call
it
to
get
in
with
it
and
come
up
with
something
that
those
people
is
in.
Writing
that
they're
not
going
to
lose
your
account.
Okay,.
D
A
Just
write
it
into
the
policy:
how
you
do
the
transition
yeah
write
it
in
there
because
I
mean
and
back
when
we
were
negotiating
the
sheriff's
office
association.
I
didn't
want
no
one
to
lose
time.
That's
not
a
big
deal,
I
mean
people's
already.
They
need
to
get
it
and
then
move
forward
with
the
new
vacation.
J
A
A
P
George,
yes,
where
I
was
asked
by
the
judge
to
find
someone
else
to
help
us
with
the
purchase
of
the
property
for
the
justice
center
running
up
to
a
timeline
here
and
tnp
has
been
doing
work
for
us.
They
were
already
shooting
about
eight
or
nine
months
ago,
they've
been
a
real
good
working
professional
service
that
that,
maybe
mr
combs
can
add
to
this.
They
bring
a
lot
of
resources
and
they
can
meet
our
timeline.
It's
not
it's!
You
see
the
price
tag
there.
It's
not
going
to
be
cheap
and
pas.
P
Who
is
doing
this
for
us,
is
out
of
out
of
pocket
they're,
no
longer
really
working
on
this
side
of
town,
because
the
one
person
they
had
has
left
the
company.
So
you
have
what
you
have
in
front
of
you.
The
one
thing
I
do
apologize
to
you
all
for
is
that
I
gave
you
the
wreck
this
morning,
yeah
it's.
We
try
very
hard
to
make
sure
that
everything
goes
on.
The
court
has
a
wreck
and
a
pie,
so
you
see
where
the
funds
are
going
to
come
from,
and
this
is
a
tax
note.
P
2016
tax
note
expenditure
and
whatever
y'all
need
to
ask.
P
We
did
we
sat
down
with
them
last
two
weeks
ago
and
we
did
tell
them.
We
want
everything
done
humanly
possible
by
november
of
this
coming
year.
2022.
D
L
I
wasn't
sure
if
the
if
captain
harris
would
be
here,
it's
just
an
audit
over
the
inmate
commissary
account.
I
think
the
sheriff's
office
agreed
with
everything
except
one,
which
I
see
his
side
and
he
sees
mine.
They
have
to
do
what
works
for
them.
It's
just
best
practices,
so
that
was
it
and
they
needed
to
go
out
for
bids
for
the
actual
commissary
vendor.
They
need
to
go
every
five
years
according
to
the
local
government
code,
and
so.
L
A
O
So
this
is
something
that
commissioner
combs
and
I
have
been
working
on
at
southlands
is
divided
by
a
ditch
on
either
side
and
so
they've
asked
for
an
easement,
so
they
can
build
a
bridge
so
that
people
can
go
from
one
side
to
the
other
of
the
subdivision.
Thank
you.
A
A
It
is,
they
have
a
rec
center
swimming
pool
and
rec
center
that
they're
putting
in
in
section
number
three
and
it's
divided
by
the
county's.
What
we
call
dc,
ditch
part
of
the
kilgour
regional
drainage
project.
D
A
J
R
Okay,
so
this
was
has
been
on
the
last.
Q
Few
courts,
the
discussion
and
I
guess
consideration
portion
was-
was
left
off
of
the
last
one.
However,
we
have
discovered
that
there
is
a
utility
on
this
piece
of
property
and
trinity
bay
and
road
and
bridge
has
been
in
discussion
on
exactly
I
guess,
on
ways
of
mitigating
that
issue.
I
see
brad's
in
there
brad.
You
want
to
just
discuss
it
some
further.
Yes,.
M
Yes,
I
spoke
with
diane
newsome
in
trinity
bay
conservation
district.
They
have
a
lift
station
or
force
main
rather
in
the
easement
on
the
right-of-way
and
they're,
not
comfortable
moving
forward
with
any
further
talks
until
they
can
kind
of
firm.
This
thing
up,
it's
my
recommendation
that
we
table
is
until
trinity
bay,
they're
on
board
obviously
have
a
they're
a
very
loud
voice
and
it's
a
big
concern.
So,
yes,
that's
my
that's
my
recommendation.
We.
S
Oh
brad
summed
it
up:
we
do.
We
have
a
two
inch
sewer
force
main
in
that
right
way
and
if
you
do
abandon
it
or
whatever,
we
would
need
some
kind
of
legal
documents
easements
and
to
go
before
our
board,
so
that
we
can
get
him
to
maintain
that
if
there's
any
issues
with
it
and
also-
and
it
actually
runs
through
that
easement
goes
under
the
ditch
and
over
to
pancho.
So
and
it
serves
several
people
there.
So
I
would
need
to
take
that
to
the
board
and
get
our.
A
Q
A
Okay,
we'll
move
on
to
3.4
discussion,
consider
recurring
atlas
14
from
all
development
within
chambers,
county
corey,.
Q
Q
14
been
quite
a
bit
of
discussion
on
this,
we
are
currently
under
atlas
14
requirements
inside
the
baytown
etj,
which
handles
which
covers
most
of
our
industrial
area
on
the
west
side,
and
in
addition,
the
city
of
baytown
has
already
gone
to
atlas.
14.
city
of
bellevue
has
already
gone
to
atlas.
14.
harris
county
has
gone
to
atlas,
14.
Q
I
talked
with
alan
sims
previously
with
lja
in
his
experience.
Basically
dealing
with
several
entities
around
our
our
region,
orange
county
is
currently
discussing
moving
to
atlas
14..
He
was
aware
that
brazoria
and
fort
bend
also
has
already
gone
to
atlas
14..
Q
Q
We
are
today
so,
of
course,
and
the
reason
that
individuals
are
doing
this
is
because
we
recognize
that
in
the
future,
it's
going
to
be
required
that
we're
at
atlas
14
for
us
to
acquire
grants
on
the
current
studies
that
are
being
done
in
discussions
even
on
the
current
fif
water
development
board
that
we
are
currently
under
with
frieza
nate
nichols
and
cobb
finley
with
bellevue
we,
we
are
utilizing
some
atlas,
14
and
harris
county
city
of
houston
actually
requested
from
the
board
that
even
for
this
study
that
individuals
that
weren't
utilizing
atlas
14
would
be,
you
know
not
considered
for
the
the
dollars.
Q
Ultimately,
that
didn't
occur.
They
allowed
it
to
to
move
forward,
but
it
is
the
I
mean
it
is
the
way
the
future
is
going
to
happen.
It
uses
the
latest
rainfall.
In
fact,
just
seeing
noticing
text
out
there,
txdot
has
already
moved
to
atlas
14
statewide
so,
like
I
said
we're
doing
it
in
part
of
the
county.
Q
You
know
it
would
be
simpler
if
we
just
move
to
it
across
the
board
there,
there
obviously
is
effects
to
it.
We've
tried
to
you
know,
move
to
certain
aspects
of
atlas
14
to
help
protect
residential
development
over
the
last
two
years.
Q
Certainly,
trying
to
you
know,
set
higher
elevations
for
residential
development
based
on
what
we
anticipate
the
future
100
year.
Floodplain
to
be
that
that
kind
of
ties
back
to
atlas
14.,
but
that's
kind
of
the
basics,
could
answer
other
questions
that
y'all
might
have.
Q
Okay,
so
atlas
14
basically
uses
a
higher
rainfall
total
on
for
the
most
part,
the
24
hour
event.
It
goes
from
13
and
a
half
inches
of
rainfall
to,
I
think,
18.1
over
a
24
hour
period,
which
means
larger,
existing
and
proposed.
You
know
rainfall
totals
discharge,
so
it
affects
both
the
discharge.
Essentially,
detention
ponds
are
going
to
be
larger
is
is
the
main
effect.
A
But
technically
chambers
county,
most
of
everything,
east
of
the
river,
is
in
trinity
bay
conservation
district
and
I
know
you
did
talk
to
james,
but
since
he's
here
today
you
know
technically
they
have
authority
over
detention
and
stuff
within
their
district.
So
are
y'all
adopting
atlas
v!
14!
S
Yeah
I
spoke
with
corey
about
it
and
I'll
be
taking
it
to
the
board.
To
discuss.
I
mean
we
don't
from
my
standpoint
as
we're
speaking.
I
don't
have
a
problem
with
it,
primarily
because
of
the
funding
issue.
If
we
do
apply
for
any
grants
now,
we'll
obviously
have
to
go
with
atlas
14.
and
it
says
pretty
well,
you
know
across
the
board.
That's
what
everybody's
going
to.
I
think
and
I'm
sorry
I
was
on
my
phone.
S
The
detention
ponds
may
have
to
be
expanded
and
we
work
with
the
county
on
that.
So
yeah,
I'm
I'm
good
with
it
from
our
point.
But
again
you.
A
We
we
have
had
some
conversations
with
some
of
the
developers,
and
one
thing
that
corey
hadn't
mentioned
that
he
can
weigh
in
on
is
anyone
that
already
has
a
project
submitted
to
the
county
will
be
grandfathered.
It
will
only
be
for
new
projects
that
have
not
been
yet
been
submitted
to
the
county
for
approval.
E
B
A
A
H
A
A
Q
In
process,
of
course,
1409
is
we're.
Getting
close,
I've
been
getting
quite
a
few
questions
on
the
north
section
tommy.
We
we've
been
talking
with
txdot
they're
close
on
that
punch
list.
Q
We
anticipate
next
week
real
close
to
around
the
16th
17th
around
the
end
of
the
week,
essentially
being
done,
I
txdot
I
it.
I
think
we'll
be
done.
It's
just
going
to
be
a
matter
of
txdot,
giving
us
the
approval
on
on
the
punch
list.
Q
Q
The
bridge
is
in
the
process.
We
we
had
a
little
bit
of
an
issue
that
we're
working
with
txdot
now
on
resolving
on
on
the
bridge.
They've
been
good
at
helping
us
so
that
we
can
move
forward
on
that,
but
we're
still
in
process
on
that.
Q
So
hopefully,
we'll
have
the
the
signals
and
all
the
illumination
everything
on
the
roadway
portion
done
like
I
said
we're,
hoping
that
the
actual
roadway
be
open
to
the
traveling
public
before
thanksgiving
completely
bought
off
on
the
project
sometime
in
december,
so
that
we
can
start
collecting
the
reimbursements
from
txdot
on
the
roadway
and
then
on.
The
bridge
sometime
around,
I
believe
september,
to
october
of
next
year,
would
be
the
time
frame,
they're,
moving
they're,
making
good
progress
on
it.
At
this
point,
we're.
J
Q
Making
good
progress
on
our
other
projects
with
kilgore,
of
course,
is
hot
and
heavy
moving
forward
on
that
acquiring
the
right-of-way.
We
actually
have
the
90
construction
plans
due
this
week.
Q
We
will
have
that
reviewed
and
back
to
the
consultant,
anticipating
moving
to
a
bid
in
february
of
this
coming
year,
probably
starting
around
sometime
the
end
of
march.
Q
So
with
about
a
12-month
time
frame,
I
don't
think
we've
pinned
down
the
actual
months,
but
something
along
those
lines
and,
of
course,
that
project
is
anticipated
to
widen
the
existing
section
of
kilgore
between
146
and
99
to
a
four-lane,
divided
raised
median
concrete
pavement
and
extend
the
section
east
of
99
as
a
two
lane
on
over
to
3180,
pretty
close
to,
in
fact
just
south
of
the
existing
hackberry
in
the
storage
buildings
right
there
at
that
location,
we've
worked
with
txdot
already
to
approve
a
warrant,
a
traffic
signal
that
would
be
on
3180
at
that
location
and
we'll
be
working
with
them
to
ensure
that
everything
meets
requirements.
Q
That
roadway
will
tie
in
across
the
canal
to
needlepoint
north-south
and
on
over
to
99
and
then,
as
it
goes
across
99
we'll
be
acquiring
right
away
to
move
traffic
over
to
3180
eventually,
but
we
will
already
have
the
right
of
way
established.
Hopefully
we
can
get
that
all
those
details
worked
out
with
the
current
property
owners.
Q
We
also
intend
for
that
roadway
to
have
a
connection
to
legends
bay,
which
would
come
out
and
give
them
kind
of
a
back
entrance,
and
we
anticipate
the
type
3180b
across
and
adjacent
to
lakeside
in
it
to
have
a
traffic
signal
which
would
help
give
some
gaps
in
traffic
along
3180
and
help
with
traffic
coming
out
of
legends
bay
to
give
them
a
signalized
access
point
to
help
with
safety.
Q
Other
roadways.
I
have
a
change
order
on
here
for
an
extension
of
needlepoint
change
order
for
that
cowboys
asphalt
project.
I
heard
gloria
mentioned
that
earlier.
I
will
talk
about
it
a
little
bit
now
and
if
y'all
have
further
questions,
we'll
talk
about
it
more,
but
essentially
needlepoint
we've
been
working
with
hpp
over
the
last
year
and
a
half
or
so
in
realigning
its
current
location
where
it
did
tie
into
the
ramp
of
99.
Q
It
only
allowed
really
one-way
access
going
south
down
to
565.
This
realignment
will
tie
into
565
near
the
canal
and
should
allow
two-way
free
access
between
565
and
ih-10.
Q
We
we
think
that
will
be
a
huge
asset,
as
the
current
free
access
point
at
kilgore
in
99
will
become
a
tolled
location
once
txdot
opens
up
the
new
99
facility
sometime
in
the
spring,
so
we
anticipate
this
to
be
a
large
event,
a
large
non-event,
but
a
large
point
of
access,
ingress
and
egress
off
of
565,
and
that
would
be
also
until
we
get
the
565
grade
separation
project
completed
with
text
dot
they
they
are
currently
scheduled.
To
have
that,
I
think
in
2324
time
frame.
Q
Q
Well
then,
currently
we
are
evaluating
roadways
throughout
the
county,
for
should
be
bringing
you
a
plan
for
what
road
and
bridge
will
be
working
on
as
far
as
road
projects
should
be
bringing
that
to
court
next
month,
so
that
you
all
have
a
good
basis
of
all
the
work
that
we'll
be
working
on
next
year.
A
Q
Yes,
sir,
so
we
we
currently
have
a
thoroughfare
plan,
that's
running
with
hgac,
which
should
help
develop
main
thoroughfares
that
need
to
be
further
improved,
widened
or
even
new,
complete
routes
that
need
to
happen
throughout
the
county.
We
anticipate
well
that
has
happened
in
the
past,
but
we
didn't
do
a
great
job
of
protecting
that
right
away,
so
some
of
those
have
disappeared.
Q
I
think
this
is
just
something
that
we
need
to
be
able
to
utilize
as
a
tool
that
would
help
us,
hopefully
establish
right-of-ways
and
protect
those
corridors
for
the
future
chambers
county,
obviously
growing
at
a
quick
rate.
A
Q
A
lot
of
discussion
and
there's
you
know
this
was
initially
came
on
when
we
had
the
the
industrial
discussion
that
came
on,
especially
along
you
know,
beach
city
in
2354,
the,
and
how
in
this
industry
would
affect
you
know
existing
residential
areas,
and
you
know
we
went
ahead
and
added
that
for
commercial
as
well.
Q
Industrial
is
at
50
feet
commercials
at
20
feet,
but
I
think,
as
you
know,
it
moved
along.
Obviously,
there's
been
quite
a
few
variances
and
requests
and
we
recognize
that
obviously
there's
a
difference
there.
My
recommendation,
I
mean
this
is
up
for
discussion.
Q
Certainly
I
think
the
the
the
real
challenge
with
commercial
would
be
where
there's
existing
residential
areas-
and
you
might
you
know
I
I
don't
know
you
know
there
is
no
zoning,
so
you
could
end
up.
You
know
in
a
quiet,
neighborhood
and
you
could
end
up
with
a
bar.
Q
You
know
right
next
door,
you
know,
or
you
know,
a
an
rv
park
or
a
huge
truck
stop.
Those
would
all
be
commercial
which
obviously
you
know
if
it
that
showed
up
next
door
to
you
could
be.
You
know
a
little
bit
intrusive.
So
the
idea
is
how
to
be
fair,
you
know
and
allow
some
you
know,
businesses
develop,
but
not
completely
it
but
still
protect
the
you
know
that
residential
zone
that
happens
to
be
next
to
it.
So
I
would
in
kind
of
looking
at
it.
Q
I
I
think
you
know
the
the
areas
that
would
be
you
know.
Maybe
dumpsters
you
know
need
to
be
screened.
Lighting
needs
to
be
planned
to
be
less
intrusive
in
in
some
of
those
instances.
I
know,
there's
been
like
gas
stations
that
have
shown
up
that
had
you
know
360
degree,
you
know
movement
around
it,
a
truck
stop
or
something
like
that.
You
have
some
real
heavy
lights
that
shine
into
backyards,
and
you
know
that's
where
bedrooms
and
stuff
are
at
and
you
know
all
of
a
sudden.
Q
You
can't
get
rid
of
the
light.
You
know
they're
trying
to
block
that
off.
So
you
know
that
would
be
an
issue
and
I
would
say
you
know.
Basically,
we
maintain
the
screening
adjacent
to
existing
homes,
but
the
rest
of
it
could
be
eliminated.
A
Have
any
comments
on
that
for
corey
yeah?
I've
talked
to
corey
and
natalie
and
all
a
lot
about
this,
and
you
know
the
attempt
when
we
got
started,
was
really
for
industrial
and
then
we
started
getting
in
commercial,
but
you
can't
fit
all
commercially
in
one
bag.
You
know
we
got
one,
one
size
fits
all
and
one
size
doesn't
fit
all
and.
A
So
I
mean
you
know:
what
do
we
do?
We
got
to
be
flexible,
but
you
know
like
you're
talking
about
retail
type
or
office
buildings
and
stuff.
You
don't
want
to
screen
that
from
the
road,
because
you
want
the
visibility.
I
mean
that
that's
what
you
pull
it
into
now,
you
want
landscaping,
you
want
it
to
be.
A
You
know,
and
the
noise
and
the
lights
and
stuff
coming
off
of
it
can
be
so
that
kind
of
stuff
we
need
to
continue
to.
You
know,
protect
against,
and
the
heavy
industrial
is
going
to
need
a
lot
more
work.
What
I
think
we
need
to
do
is
work
on
this
a
little
bit
more
corey
and
come
back
with
some
more
detail,
type
suggestions
and
try
to
take
away
the
one-size-fits-all
but
recognize
the
different
types
of
commercials.
A
Q
B
A
I'll
be
more
than
happy
to
work
with
you
on
it
and
sounds
like
commissioner
gore
is
pretty
involved
in
it,
I'm
fine
with
it
yeah.
We
can
work
with
you
with
corey
of
our
industrial
partners
or
whoever
also
I
mean
it's.
D
A
A
So
whenever
you
want
to
set
up
a
zoom
b
for
whatever
cory
archimedes
will
be
miss
hawthorne,
cones
and
myself.
H
A
You
natalie
you're
coming,
but
we're
going
to
table
3.6
and
bring
it
back
for
full
discussion,
3.7,
discuss
and
consider
approval
reduction
of
thoroughfare
setback
requirements
along
565
and
state
highway,
146
to
3180
to
50
feet.
That
includes
any
development
improvements.
Q
Okay
and
this
kind
of
goes
back
to
reference,
what
heather
hawthorne
was
mentioning
earlier.
We
recently
found
that
without
an
affidavit
moving
forward
that
goes
to
the
public
record
that
it's
a
little
bit
harder
for
some
of
these
developers
to
find
regulations.
So
we've
gone
back
to
the
books.
Actually,
we've.
I
got
a
copy
of
a
couple
of
those
affidavits.
Q
Now
we're
going
to
be
working
on
drawing
those
up
and
getting
those
over
to
heather's
office
so
that
we
can
get
that
stuff
filed
properly,
we'll
work
with
heather
on
this
but
yeah.
Currently
we
have
a
50,
I
mean
I'm
sorry,
100
foot
on
565
for
between
146
and
3180,
and
this
kind
of
reference
back
we've
been
working
with
txdot
on
the
565
project
for
quite
some
time
to
establish
the
route
and,
to
you
know,
come
up
with
the
need.
Q
Everybody
understands
the
issues
that
we
have
on
146,
with
the
the
amount
of
accidents
that
occur
on
that
location
and
the
amount
of
commercial
development.
That's
along
that
that
route,
it's
just
so
squeezed
down.
We
that
roadway
needs
to
be
widened
and
txdot
has
done
a
great
job.
Q
You
know
moving
south
from
basically
the
county
line
in
through
the
houston
district,
going
on
down
into
almost
a
texas
city
establishing
that
as
a
freeway,
but
it
dumps
off
into
chambers
county
as
just
a
conventional
four
four-lane
roadway,
there's
not
much
right-of-way,
and
we
just
wanted
to
try
to
maintain
that.
We
didn't
have
those
kind
of
issues
as
we
move
through
this
565
corridor.
So
we
moved
to
restrict
a
hundred
feet
each
side
on
on
this.
Q
D
Q
Q
R
Okay,
sorry
so
yeah,
so
that.
Q
Current
contract
on
that
hpp
has
is
to
do
the
subgrade
base.
Ditch
work,
the
realignment
work
up
to
the
top
pavement
surface
on
that
first
part
of
the
roadway
coming
from
565
going
north.
That
works
its
way
about
halfway
up
to
kilgore,
and
then
it
ties
into
the
existing
roadway
on
needlepoint.
Q
The
new
roadway
that
they're
constructing
is
actually
wider
than
our
existing
facility
up
there.
So
our
crews
went
in
there
and
did
some
widening
on
the
roadway.
The
existing
roadway
up
to
kilgore
the
existing
contract
that
we
already
have
with
cowboy
is
once
hpp
is
done
with
the
realignment
which
we
anticipate
should
be
within
the
next
week,
or
so
I
talked
to
mark
briggs
with
hpp
earlier
and
he
doesn't
have
a
hard
deadline,
rain
back
and
forth
a
little
bit,
obviously
affecting,
but
we're
really
close,
but
some
sometime
before
the
end
of
november.
Q
Certainly
they
should
be
handing
that
over
to
the
county,
and
then
we
already
have
the
contract
in
place
for
cowboy
asphalt
to
do
the
overlay
of
this
facility,
which
is
our
part
of
the
agreement.
So
what
I'm
asking
for
in
this
change
order
is
to
go
ahead
and
extend
that
work
up
to
kilgore
to
provide
a
consistent,
safe
surface
that
would
be
similar
to
what
we
have
on
this
other
facility,
all
the
way
up
to
kilgore.
Q
This,
I
believe
he
is
okay.
Is
he
in
the.
P
Sir
and
again
change
order
to
the
contract
again
trying
to
finish
this
job,
get
this
road
open
and,
at
the
same
time,
every
time
we're
going
out
for
bids
right
now.
It
is
amazing
the
amount
of
the
the
increase
in
what's
going
on
and
cowboys
are
willing
to
do
this
work
for
that
amount.
I
think
it's
fair
to
the
county
that
we
do.
This
will.
P
A
Q
Right,
it's
a
pass
through
from
what
it's
going
to
cost
him
to
get
that
material.
As
we
know,
I
mean
asphalt.
Acp
basically
follows
the
not
exactly,
but
it
kind
of
follows
what
you
see
at
the
pumps,
and
so,
if
you
look
at
when
this
bid
to
to
going
out,
obviously
you
can
anticipate
that
prices
are
going
to
be
on
the
increase.
A
R
D
Q
I
have
talked
with
freezing
nichols,
cobb
finley,
I've
talked
with
mont
bellevue
and
and
billy
and
billy,
and
I
have
talked
as
well
so
this
is
for
the
inner
local
agreement,
we've
kind
of
gone
back
and
forth
from
basically
back
in
july
through
september,
and
been
trying
to
pin
down
those
details.
B
Q
Basically,
we
are
in
verbal
agreement
on
what
this
interlocal
needs
to
come
up
with,
but
I
need
nathan
to
rewrite
it
and
you
know
for
formal
approval.
So
I
would
recommend
that
we
approve
that
billy.
The
judge
and
I
work
with
nathan
brandmart
for
an
agreement.
That's
agreeable
to
city
of
mont
bellevue
and
to
the
county
for
the
judge's
signature.
A
Good
okay
austin
is
right
here.
U
Can
you
hear
me
now?
Yes,
ma'am
sorry,
I
hope
I'm
not
echoing
too
bad.
Let
me
see
if
I
can
find
somewhere
quiet,
okay,
so
this
is
for
this
is
our
third
bid
for
the
hancomer
wastewater
treatment
plant.
As
you
guys
remember,
we've
had
some
issues
with
bidding
kind
of
questions
about
who
we
should
award
to
versus
not
award
two
so
on
and
so
forth.
U
So
we
came
to
this
third
bid.
We
only
had
one
person
respond,
mk
constructors.
We
have
worked
with
them
in
the
past
and
have
had
a
positive
experience,
so
we're
okay
with
working
with
them
again.
The
issue
is
that
they
are
a
little
bit
over
our
budget
of
400
000
and
by
I'm
sorry
of
2
million
and
some
change
by
about
600
000,
but
we
have
some
options
that
we
can
work
around
that
with.
U
Yes,
sir,
so
that's
not
that
item
isn't
on
the
agenda
today.
It
will
be,
but
basically
we
had
can
we
had-
or
you
guys
had
agreed
to
consider
three
projects
for
trinity
bay,
one
being
a
4.5
million
dollar
expansion
of
the
wastewater
treatment
plant,
which
you
know
obviously
is
like
most
likely
not
going
to
be
funded,
but
you
guys
had
agreed
to
consider
two
smaller
projects,
one
being
a
four
super
main
expansion
and
the
other
being
a
lift
station,
valued
at
about
eight
hundred
and
fifty
thousand
dollars.
U
So
my
recommendation
is
that,
instead
of
doing
those
two
projects
we
give
them,
we
agreed
to
provide
the
six
hundred
thousand
dollar
overage
to
ensure
that
this
project
gets
completed,
and
then
we
provide
no
extra
money
beyond
that
to
tbcd
from
arbor
funds.
Okay,
so.
U
A
A
There's
gonna
be
anything
else.
I
mean
that's
a
concern
as
well
right,
yeah,
absolutely
elaborate
on
any
of
that
I
mean.
U
Sure
I
don't
think
that
anything
would
pop
up
if,
if
an
overage
did
pop
up,
tbcd
would
have
to
be
responsible
for
that
they've
already
obligated
362
000.
I
think
I
see
james
standing
there.
I
they've
already
obligated
362
000
to
pay
a
portion
of
it
and
any
overage
beyond
this
640
000.
I
think
they
would
be
responsible
for
paying.
For
I
don't
know
if
james
wants
to
speak
on
it.
S
Yes,
just
to
I,
I
guess
for
y'all
to
consider
and
what
we
had
discussed
and
and
you
and
I
had
discussed
taking
the
850
000
that
you
were
going
to.
Let
us
have
for
the
two
projects
if
we
could
pay
the
overage
out
of
that
850
000
and
then
apply
the
difference
between
that
and
the
850
to
the
force
main
going
there.
S
A
U
U
Yes,
sir,
so
today,
all
that
we're
asking
you
guys
to
do
is
officially
approve
mk,
constructors
and
award
the
bid.
No
contract
will
be
executed
until
you
guys
approve
it.
Of
course,
you
know
I
like
to
give
you
guys
final
say
on
everything
I
do
but,
like
I
said
today,
all
we're
asking
for
is
that
you
guys
approve
it,
and
then
we
can
start
working
on
identifying
what
we're
going
to
do
for
the
overage.
How
we
proceed
with
that.
H
U
U
So
they
are
contributing
362
thousand
dollars.
That
was
this
kind
of
all
happened
before
you
came
on
board,
commissioner
hammond,
but-
and
it
was
before
james
as
well.
Originally
we
looked
at
doing
a
plant,
that's
about
double
the
size
of
what
we
finally
settled
on,
and
it
would
have
been
a
much
larger
financial
contribution
from
tbcd.
U
There
was
a
different
board
at
the
time
and
after
a
lot
of
conversations,
it
was
whittled
down
to
0.3
mgd
and
at
0.3
mgd.
In
our
budget
there
was
an
overage
of
362,
000
and
tbcd
agreed
to
pay
that
those
funds
are
already
in
an
escrow
account
if
I'm
not
mistaken,
and
unfortunately,
because
of
the
way
the
market
is
because
of
supply
shortages.
That's
where
the
600
000
is
coming
from.
O
A
U
Yes,
sir,
so
the
the
treasure
u.s
treasury
is
tasked
counties
specifically
because
we
received
our
allocation
directly
from
the
treasury
with
responding
to
covid19,
as
we
see
best
and
also
to
offset
any
government
shortages
and
funding.
So
we
would
be,
it
would
be
an
allowable
expense
to
move
forward
like
we're
discussing.
Should
you
guys
choose
to
do
that
at
a
later
date,.
A
And
another
thing
is
out
of
the
large
spending
bill
that
was
just
passed
by
the
house,
approved
the
1.2
trillion
dollars.
It's
my
understanding
that
about
10
is
expected
to
come
to
texas,
a
large
portion
of
that
is
supposed
to
go
towards
wastewater
type
and
infrastructure
improvements
over
the
state.
So
I
would
expect
more
funds
to
be
coming
in
soon.
U
Yes,
sir,
so
infrastructure
projects,
roads,
water,
sewer,
waste,
water
and
broadband
will
be
included
in
that
as
well.
U
I
expect
it
that
we'll
actually
receive
a
direct
allocation
similar
to
what
we've
received
through
arpa
next
spring.
Realistically
so
another
six
months
or
so
government
moves
slow.
We
all
know
that.
U
I
haven't
seen
the
guidelines,
yet
it's
a
possibility,
although
I
don't
necessarily
expect
that
to
be
the
case.
A
S
S
Right
and
obviously
you
know
again,
we
appreciate
everything
that
the
county
is
doing
and
commissioners
working
with
us
on
on
getting
this,
because
you
know
we
need
that
capacity
out
there
for
the
sewer
plan.
The
developers
are
coming
across
the
river
much
faster
than
we
anticipated.
So
we
appreciate
your
assistance
in
that
good
news
is
your
tax
basis
going
up.
H
Yes,
sir,
so
final
question
where's
this
point,
three
mgd
put
you
all
at
as
far
as
providing
service
for
everybody,
considering
the
expansion
coming
this
way,
we.
S
Will
be
at
capacity
with
this
0.3
and
engineers
are
here
that
can
back
me
up
on
that.
I
guess.
But
yes,
it's
not
going
to
put
us
above
capacity,
we're
still.
S
We're
going
to
have
to
look
at
to
meet
the
needs
out
there
and
we're
also,
in
fact,
we're
meeting
with
developers
this
afternoon
got
a
meeting
next
week
with
some
new
developers
and
trinity
bay
is
also
working
with
our
attorneys
and
engineers
on
a
capacity
fee
to
have
developers
participate
in
these
calls
to
expand
our
services.
So
you
know
we're.
A
Help
that
all
the
discussion-
okay,
yeah
all
in
favor,
pose
motion
carries
okay,
5.2
discussion.
Consider
approving
the
hop
fund
grant
contract
you
for
watching
through
december
31st
2020.
U
Okay,
so
you
know
over
the
past
couple
months,
we've
talked
pretty
extensively
about
the
hot
phone
program
and
we've
been
working
on
revising
it,
and
one
of
the
requirements
that
is
currently
in
place
and
will
remain
in
place
is
the
quarterly
reports
which
there's
another
item
in
consent
about
that,
and
I
mentioned
to
you
guys
that
we've
really
had
a
challenge
with
getting
these
organizations
to
submit
their
quarterly
reports
on
time,
if
at
all,
robbie
has
done
an
amazing
job
with
that
she's
actually
worked
really
hard
over
the
last
month
and
for
the
first
time
ever,
every
single
organization
that
received
hot
funds
turned
into
in
their
quarterly
reports.
U
But
in
the
process
of
that
she
was
evaluating
contracts
and
determined
that
marshfest
had
indicated
in
their
application
and
contract
that
their
program
period
was
january,
1
to
june
30th
of
2021.
U
Just
for
your
reference,
the
contract
states
that
the
program
period
is
the
only
time
that
an
organization
has
to
extend
or
expend
the
funds
that
they
receive
through
the
county.
So
marshfest
received
fifteen
thousand
dollars
and
has
only
expended
about
two
thousand
dollars
out
of
that
amount,
which
is
obviously
not
very
much,
unfortunately,
their
contract
period
or
their
program
period,
which
they
determined
expired
on
june
30th.
U
So
when
we
started
working
through
this,
we
tried
to
figure
out
what
our
options
were
per
the
contract.
If
the
contract
is
not
extended,
marshfest
is
required
to
return
all
unspent
funds
to
us.
We
do
have
the
option
of
a
contract
extension.
That's
up
to
you
guys
what
you
do
if
you
choose
to
allow
them
to
do
that,
I
did
draft
and
got
ashley
to
help
me
with
the
contract
extension.
U
U
So
when
we,
when
I
talked
to
tammy
what
she
told
tammy,
is
the
chamber
executive
there
in
winnie
and
they
run
marshfest
similar
to
how
anawac
runs
gator
fest,
but
tammy
told
me
that
when
they
applied
for
the
funds,
they
requested
15
000
with
the
intention
of
doing
the
full
event
and
then
due
to
covid.
They
were
not
able
to
do
that.
So
their
event
was
scaled
back
substantially
and
that's
why
they
did
not
expend
their
funds.
U
They
had
intended
to
spend
the
funds
to
promote
next
year's
event,
which
will
be
scaled
back
up
to
the
large-scale
event
again
and
just
had
not
gotten
around
to
it,
and-
and
that
was
the
conversation
that
we'd
had.
I
let
them
know
that
they
were
currently
out
of
compliance
and
in
violation
of
their
contract
and
could
no
not
spend
any
funds
moving
forward
until
you
guys
decided
to
either
extend
their
contract
or
reclaim
those
funds.
So
they
are
aware
of
that.
U
A
You
know
what
it
sounds
like
to
me,
though
it
sounds
like
we're,
saying:
okay,
you
got
13
000
left,
we'll
give
you
60
days
to
spend
it
or
45
days.
It
sounds
like
we'd
just
be
throwing
money
out
the
window,
that's
really
not
doing
any
good.
I
you
know,
I
don't
get
it
they
advertise,
they
got
to
have
a
planned
way
to
advertise
for
their
festival,
which
is
why
they
come
to
us
on
january.
1.
sure-
and
I
agree
with
that-
you're
really
accomplishing
it
to
say,
spend
this
money
by
the
end
of
the
year.
U
I
don't
know
how
I
don't
know
how
to
put
it
nicely.
It
would
be
more
palatable,
and
I
think
you
know
where
I'm
going
with
that
without
I
just
don't
want
to
ruffle
too
many
feathers.
I
tend
to
be
more
harsh
than
most
people
think
that
I
should
be.
My
initial
thought
was
reclaim
the
funds,
but
I
don't
know
that
that's
if
they
can
use
the
funds
appropriately
and
help
with
next
year's
festival.
A
Yeah
I
mean
I
think
that
they
could
go
ahead
and
sign
contracts
with
their
advertising
people
and
their
billboard.
People
go
and
get
them
funds
distributed
or
ready
to
distribute.
I
hate
to
punish
someone
because
everybody's
going
through
a
lot
with
the
covet,
and
everything
like
that.
I
mean
when
they
do
come
back
in
asking
for
funds
for
next
year.
I
think
we
can
take
that
into
consideration.
So.
U
Sure-
and
the
other
thing,
I'm
sorry
to
interrupt
your
commissioner.
The
other
thing
that
I
will
say
in
their
defense
is
that
the
way
the
program
was
structured
beforehand
did
kind
of
people,
because
you
could
only
apply
a
certain
number
of
days
in
advance
of
your
event,
and
it
gave
you
a
very,
very
short
window
of
time
to
expend
those
funds.
U
Now
I
don't
think
that
the
county
should
be
responsible
for
footing
the
bill
for
any
event
or
festival
or
economic
development
activity
that
happens,
and
so
I'm
not
sure
what
happened
there
and
if
they
didn't
plan
to
expend
the
funds,
I
definitely
think
they
should
have
communicated
with
us
my
office
specifically
along
the
way
that
hey
we
scaled
back
our
event.
We're
not
going
to
need
the
funds.
Would
it
be?
Okay
if
we
promoted
next
year's
festival
and
at
that
point
we
could
have
worked
with
them.
U
So
I
certainly
think
that
was
a
failure
on
their
part
to
keep
the
lines
of
communication
open.
But
I
I
will
say
in
their
defense
the
way
the
program
was
set
up,
did
kind
of
organizations.
C
U
A
U
E
So
samantha
when
you
say
that
there's
a
a
window,
of
course
being
the
gutter
fresh
chairman
contracts
are
made
months
in
advance.
So.
D
E
U
So
it's
about
60
days
in
advance.
This
is
the
old
program
we
have
revised
this
program
so
that
people
will
have
more
time
to
spend
their
funds
but
the
old
program.
It
was
60
days
in
advance.
Now
that
being
said,
most
events
and
organizations
planned
for
that
in
their
annual
budget
and
when
they
wrote
contracts
with
whoever
they
were
spending
the
money
with
be
it
a
music
promoter,
a
billboard
company,
an
advertising
agency.
They
let
those
people
know
that
in
advance
that
they
wouldn't
receive
payment
until
they
receive
their
hot
phones,
and
so
they
planned.
U
A
Yes,
any
other
questions
from
the
quarter
of
entertainment
motion.
H
H
U
Yes,
sir,
that's
a
big
issue
that
we've
had
and
that's
why
we
revamped
the
pro
the
program
and
then,
in
your
content,
section.
I've
got
a
section
on
or
a
document
suggesting
a
penalty
schedule
for
people
who
don't
follow
guidelines
because
it
is.
It
is
a
major
issue
and,
like
I
said,
this
is
the
first
month
ever
that
we've
had
every
single
organization
that
received
funds
actually
submit
their
quarterly
reports.
And
again
that's
a
hundred
percent
due
to
robbie
she's
had
to
send
three
responses
before
three
emails.
Before
before
we
received
those.
H
D
A
U
Yes,
so
this
is
pertaining
to
the
texas
water
demand
development
board,
flood
infrastructure
fund,
county-wide
drainage
study
that
we've
been
working
on
for
a
long
time.
This
is
actually
kind
of
an
easy
one.
The
water
control
district
in
liberty,
county
wcid
number
five
is
has
offered
to
give
us
50
grand
to
protect
to
help
offset
our
the
county's
match
associated
with
this
program,
and
all
they
want
is
access
to
the
records
once
we're
done
so,
basically,
they're
just
helping
us
carry
those
funds,
and
then
we
share
our
data
with
them.
U
Once
we
finished
the
project
so
easy
peasy,
I'm
really
excited
to
have
them
on
board
and
it's
good
for
the
county.
A
A
U
You
guys
have
got
to
be
getting
tired
of
me
with
all
my
agenda,
so
this
is
for
the
texas
department
of
housing
and
community
affairs
community
community
resiliency
program,
it's
something
I
talked
to
about
either
last
quarter
the
court
before
it's
a
really
great
and
very
unique
program,
because
it
allows
for
brick
and
mortar
construction,
which
almost
never
happens
anymore.
So
we
went
through
the
procurement
process
to
find
both
a
grant
management
firm
and
an
architecture
and
engineering
firm.
That's
the
next
item.
This
particular
item
is
for
grant
management.
U
We
had
a
single
applicant
and
it
was
public
management
inc
which
is
patrick
wilcher's
company.
I
talked
with
george
and
the
review
committee
and
we
felt
very
comfortable
moving
forward
with
selecting
patrick,
because
we
have
such
a
great
working
experience
with
him.
So
that's
what
this
item
is
about.
U
B
U
So
this
is
the
second
half
of
that
other
item
to
hire
an
architecture
and
engineering
firm.
This
is
a
firm
that
I
haven't
worked
with
in
the
past,
but
cory
has
worked
with
them
and
george
had
really
great
things
to
say
about
them.
They've
got
experience
in
constructing
government
buildings,
civic
complexes,
fire
stations,
things
like
that,
which
is
more
than
likely
the
type
of
building
that
we'll
be
constructing,
and
again
we
had
a
single
source.
A
U
One
of
the
good
things
about
this
program
is
originally
the
deadline
to
submit
your
application
was
the
30th
of
this
month,
which
would
have
been
extremely
tight,
but
they
did
extend
the
deadline
through
january,
so
we've
got
a
little
more
wiggle
room
to
have
some
more
in-depth
conversations
and
I
think
that's
going
to
be
important
to
finding
the
best
project
and
the
best
use
of
these
funds.
And
again
this
program
is
unique
because
it's
a
zero
match
program.
U
Three
hundred
thousand
dollar
minimum
to
five
million
million
dollar
maximum,
absolutely
no
match,
which
is
unheard
of,
especially
for
a
brick
and
mortar
grant,
which
you
almost
can't
find
anymore.
So
it's
a
really
great
program,
I'm
very
excited
about
it.
U
H
A
N
A
D
E
A
A.M.
You
man,
second
goodbye.
Second,
mr
hammond,
okay,
any
further
discussion,
it's
not
all
in
favor
all
right
and
oppose
motion
carriers,
5.7
considering
public
hearing
on
november
23rd
2021
on
proposed
adoption
of
guidelines
in
criteria
governor
chapter
3,
312
tax,
writing
agreements
with
the
chambers
county.
N
Thank
you,
commissioners,
as
required
by
statute,
the
chapter
312
of
the
texas
tax
code
units
of
government
have
to
select
and
choose
to
continue
participating
in
the
tax
abatement
programs,
and
so
it
has
to
be
done
within
the
context
of
a
public
hearing.
So
the
request
is
to
conduct
a
public
hearing
on
november
23rd
to
review
and
update
guidelines
and
accept
recommendations
for
changes
to
the
guidelines
for
their
name.
A
N
Yes,
the
the
guidelines
would
be
presented
for
review
and
approval
at
that
time.
Okay,
do
you
have
them
already
now?
No,
no
yeah!
By
that
time,
it
will
be
presented
that
largely
the
recommendations
that
are
going
to
be
made
will
reflect
changes
that
the
court
has
expressed
over
the
last
couple
years.
N
Specifically
inventory
estimate
stipulations
right:
job
creation,
some
context
regarding
speculative
development
for
spec
buildings,
a
specific
reference
for
reinvestment
zone
renewal
statute
requires
that
reinvestment
zones
be
reviewed
at
the
end
of
their
term,
but
there's
no
specific
reference
in
the
policies
to
address
that
and
we're
going
to
have
that
and
then.
Lastly,
the
school
equalization
tax
issue
has
to
be
specified
with
respect
to
what
constitutes
the
county
tax
rate
and
what
constitutes
the
school
equalization
tax
context.
P
No
sir,
I
saw
this
on
the
agenda,
but
if
you
want
to
add
a
park
I
would
suggest
tabling
and
making
sure
the
verbiage
is
all
the
same.
That
way
I
can
advertise
it
correctly.
A
What
needs
to
be
done
to
the
boat
wrapping
that
way?
It's
very
potholes
everywhere
the
parking
lot
and
everything
okay,
so
I
think
we'll
table
this
here,
bring
it
back
to
the
next
quarter.
Okay,
you
might
want
to
take
a.
E
So
I
have
sent
you
all,
unfortunately,
for
bass
or
council
on
redistricting
is
in
five
meetings
right
now,.
E
So
I
sent
you,
we
were
hoping
that
he
and
I
finished
everything
on
sunday
afternoon
and
then
I
thought
he
was
going
to
send
what
he
had
the
maps
and
whatnot
to
red
wilbur
so
that
we
could
print
them
on
our
big
printer
and
have
her
that
didn't
happen,
and
he
was
in
other
commissioner
sports
that
meet
on
monday
yesterday.
E
E
Yeah,
let's
do
a
little
fyi,
so
we
can,
when
we
take
our
break,
that
we
can
kind
of
get
things
settled
and
and
then-
and
I
have
no
problem
for
anything
if,
if
the
press
would
like
them
as
well
appreciate
each
other,
all
right.
A
Okay,
okay,
it
is
10,
I
mean
11
12
a.m.
We
will
take
a
break
and
come
back.
A
E
A
short
very
short
time
period
of
working
on
redistricting
and
and
the
reason
it
was
a
shorter
period
than
that
is
because
the
legislature
we
had
to
wait
for
the
legislature
to
finish
their
plan
before
counties
could
start
their
plan.
E
So
really
this
has
been
a
lot
of
work
in
a
short
period
of
time.
Let
me
start
with
the
ideal.
Deviation
in
numbers
is
the
maximum
destination.
Let
me
just
back
up
a
little
bit
further
county.
Commissioner.
Precincts
are
determined
when
you
have
the
total
population
by
the
census,
and
you
divide
it
by
four.
Our
total
population
this
year
is
46
571.,
so
dividing
that
population
by
four
is
where
you
get
your
ideal
population
of
11
643
people
per
county.
Commissioner.
E
The
I
the
maximum
deviation
that
can
be
department
of
justice
is
10.
The
ideal
max
of
the
ideal
deviation
is
obviously
anything
under
5,
so
with
very
minimal
changes.
Thank
goodness,
our
maximum
deviation,
as
presented
in
the
maps,
is
4.84
percent.
E
I
have
included
the
racial
ethnic
worksheet
for
you
to
see
each
each
commissioner's
precinct
broken
down.
You
can
also
see
each
commissioner's
precinct
on
voting
age
of
each
commissioner's
precinct,
and
the
lovely
thing
is
that
it's
truly
very
equally
spread
out
precinct
1
ethnic
racial
is
25,
2,
24.1,
3,
25.5
and
four
24.7,
so
bingo
we
hit
the
mark.
E
E
Our
county
has
on
the
west
side
of
the
trinity
river,
more
population
than
on
the
east
side
of
the
trinity
river.
So
in
order
to
compensate
that,
commissioner,
because
of
commissioner
precinct
two
already
was
coming
across
the
trinity
river,
we
expanded
the
precinct
two
to
run
more
parallel
to
I-10
and
come
south
and
also
in
redistricting.
We
had
to
keep
in
mind
that
we
wanted
to
keep
city
limits
intact.
E
That's
very
helpful
when
you
have
elections
so
very,
very
little
change
to
commissioners
precincts
three
and
four
and.
E
Anybody
that
knows
that
southern
part
of
our
county
knows
it's
very
limited
in
population
and
probably
doesn't
have
a
lot
of
chance
of
developing
so
our
deviations,
and
that
and
that's
really
the
key
point
in
redistricting-
is
that
we
keep
it
equal,
try
to
have
one
vote
per
representative.
E
You
know
so
that
everybody's
got
an
equal
vote
and
our
deviations
came
out
to
precinct
one
commissioner
precinct
one
is
at
1.49,
commissioner
precinct
2
is
negative,
2.72,
also
realizing
the
crazy
amount
of
growth
right
now
in
that,
in
that
precinct,
precinct
3
is
over
2.11
and
precinct.
4
is
under
5,
just
a
tad
of
89.
E
So
with
that
being
said,
we
also
then,
after
we
really
took
a
hard
deep
look
at
commissioner's
precincts.
Then
of
course
we
went
to
the
jp
plan
and
the
jp
plan
follows
what
you
all
had
advised
and
adopted
last
commissioner's
court
of
expanding
jp5,
so
that
it
would
be
a
little
more
equitable.
E
Once
you
combine
jp
precincts
two
and
three,
so
we
went
back
to
the
map
and
added
jp5
area
to
follow
that
commissioner's
precinct
line
as
well.
E
E
There
was
a
piece
of
land
cut
out
to
follow
the
commissioner's
precinct
done
10
years
ago,
and
evidently
it's
been
a
disaster
for
them
for
10
years.
So
we
made
sure
that
that
with
that
change
was
made.
The
consequence
of
that
change,
though,
means
that
that
new
piece
of
area,
in
that
what
I
keep
calling
the
sharks
to
is
that
that
has
to
become
a
new
voting
precept.
E
E
So
not
a
public
hearing,
our
attorney,
mr
bass,
was
going
to
be
able
to
zoom
in
if
you
had
any
questions
like
I
said
before,
we
broke
he's
in
five
commissioners
court
meetings
as
we
speak,
and
so
now.
E
E
E
Bass
and
I
left
because
I'm
a
country
girl-
I
know
my
north
south
east
and
west,
and
so
when
we
were
working
on
this
map.
I'd
say:
no,
you
gotta
go
north,
no
go,
go
east
go
go,
he
said
not
a
lot
of
people
in
this
state
know
north.
F
D
E
But
I
believe
that
the
public
will
be
happy
with
this
after
discussing
later
with
leaders
around
the
county
that,
I
believe
everybody
is
seems
to
be
satisfied
with
the
commissioner's
lines
for
sure
and
the
shanky
ones
as
well.
E
I
will
make
one
other
note
that
I
will
be
talking
to
trinity
bay's
counsel
after
this
meeting
they're,
not
on
the
same
deadline
that
we
are
on,
but
I'm
going
to
visit
with
them
about
being
able
to.
I
I
don't
know
if
it's
possible
or
not,
but
seeing
if
we
can
clean.
L
E
E
For
that
we
tried
desperately
that
piece
right
there
that
sharks,
2
is
1200,
and
so,
commissioner,
we
we
tried
every
which
way
to
keep
it
so
that
you
that
precinct
would
not
have
to
come
below
interstate
10.,
lauren
and
aaron.
We
all
sat
and
watched
while
he
hit
census,
blocks
to
figure
it
out.
D
B
D
E
D
E
And
that
development
is
legends
bay
down
to
the
apartment
complex
there
at
hackberry,
and
so
it's
very
small
geographic.
E
I
believe,
without
just
on
total,
no
sleep
recollection
that
it
is
five
three
five.
E
Yeah
and
so,
and
keep
in
mind
commissioners
that
and
when
we
finish
this
and
we'll
have
it
finished
for
a
total
adoption
of
the
next
court,
then
we
will
have
all
the
new
election
precincts
as
well.
So
we
already
know
from
past
april
that
8
and
10
need
to
be
split
and
adding
another
box
or
commission
election
precinct
for
that
area
that
we
are
helping
the
jps
out
on
so
by
next
court.
We
will
have
now.
A
Heather
I've
got
a
question
on
that
same
same
picture
you're.
Looking
at
with
the
sharpstooth
coming
down
from
precinct
3
into
precinct.
2.
we've
got
precinct
4
bulging
up
in
the
precinct
2
there
with
just
a
little.
It's
mostly
marshland,
that's
filling
in,
but
then
then
you
got
that
little
bubble.
That's.
A
D
B
H
A
I
know
we
had
miss
rachel
heisler
that
wanted
to
speak
actually
since
heather's.
Here
I
got
a
question
on
an
item
number
18
header,
the
faa
forum.
O
D
A
T
Good
morning
my
name
is
rachel
heisler
and
I
just
had
a
couple
of
questions
concerning
some
items
on
the
consent
agenda.
So
I
will
be
starting
with
a
number
20
approve
the
addition
of
a
new
community
building
additional
400
parking
spaces
and
access
drive,
including
additional
architectural
and
engineering
fees,
materials
testing
not
to
exceed
the
budget
of
seven
million
dollars
in
or
in
addition
to
previously
authorized
funding.
T
And
so
my
question
is
this
jumped
out
at
me
whenever
I
was
going
over
the
agenda
because
it's
on
the
consent
agenda
rather
than
a
regular
agenda
item,
and
since
I
have
been
attending
commissioner's
court,
I've
heard
you
all
discuss
plenty
of
projects
that
were
less
than
seven
million
dollars
on
the
regular
agenda.
So
I'm
wondering
why
it's
on
the
consent
agenda,
rather
than
just
a
regular
agenda
item
itself
up
for
discussion
and
then
my
next
question
is:
is
the
previously
authorized
funding
that
is
referenced
here?
T
Is
that
the
certificates
of
obligation
that
were
issued
earlier
this
year?
And
then
where
is
the
additional
funding
for
this
project
and
then
also
item
number
21,
900
000
for
parking
spaces
and
item
number
37?
Another
900
000
for
parking
spaces,
so
a
total
of
8.8
million
dollars.
Where
is
this
funding
coming
from.
A
A
Okay,
here
comes
all
right.
I
will
lead
to
okay,
so
we
took
care
of
item
number
18
item
number
20.
I
know.
A
20,
I'm
sorry
yeah
20..
Actually
I
was
a
little
surprised
also
when
I
saw
that
on
the
consent
agenda
and
well
even
more
surprised
for
seven
million
dollars.
A
What
if
we
have
discussed
this
and
I'll,
let
mike
you
know
if
you
want
to
elaborate
on
that
a
little
bit,
but
that
is
for
the
a
community
building
in
baytown
and
all
we're
really
improving
right
now
or
always
should
be
approving,
is
just
simply
the
architectural
not
for
the
project
and
the
seven
million
dollars.
The
way
this
is
written
would
have
been
a
cap
of
seven
million.
A
You
know
mike,
and
I
both
think
that's
probably
much
more
than
we
really
need
to
spend,
there's
still
some
discussions
as
to
whether
we
would
just
do
the
exact
same
building
that
we're
building
somewhere
else.
If
we
do,
we
can
actually
get
a
discount
on
the
architectural
down
to
four
percent
from
three
from.
A
I
believe
so
yeah
I
mean.
K
So
number
one:
I
agree
with
you
that
that
it
shouldn't
have
been
probably
on
consent,
but
what
we're
trying
to
do
is
I
was
trying
to
give
you
big
numbers
for
these
projects
kind
of
a
not
to
exceed
type
numbers,
so
we
could
get
rolling
with
the
design
part
of
it
more
than
anything
else,
and
I
wanted
to
make
sure
that
you
had
an
understanding
that
we
can
bring
those
numbers
down
just
like
we
did
the
rest
of
the
numbers.
But
you
know
it's
like
the
900
000
parking
areas.
K
K
But
I
don't
know
any
of
that
until
I
start
getting
the
information
from
the
site
and
understanding
a
little
more
about
it,
getting
with
corey
about
hey.
Where
will
this
water
go?
Can
we
get
it
away
from
the
site
and
and
save
the
money,
but
I
didn't
want
to
bring
it
to
you
without
including
some
money
in
there.
So
if
we
do
have
to
build
some
kind
of
storm
drainage
to
get
the
water
out,
so
all
right.
A
But
as
far
as
the
money
for
item
number
20,
it
is
not
a
co.
It's
not
in
ceo
that
money.
We
do
have
money,
that's
381
money
that
we
can
do
the
engineering
we'll
have
to
debate
more
where
we
actually
get
the
construction
money
from
it
is
a
building
that
we
know
we
have
to
build
and
it's
getting
soon.
So
we
didn't
want
to
get
the
architecture
going.
K
K
K
A
F
Gloria
romer
managing
editor
publisher
of
the
savory
speaking
number
20
and
the
cassette
agenda
is
very
poorly
written
because
it
doesn't
say
where
the
new
community
building
is.
It
doesn't
say
that
it's
part
of
the
baseball
complex
that
has
already
been
approved.
That's
why
I
brought
that
agenda
item
up
because
who
knows
you
know
what
this
is
and
again
there
was.
There
was
no
backup
information
in
the
packet
regarding
it.
So
my
question
is
the
funding
for
the
baseball
field
has
been
approved,
approximately
five
million
dollars.
F
F
Okay,
so
the
whole
complex-
I
guess,
with
the
four
baseball
fields
that
have
already
been
approved
for
approximately
five
million
dollars
and
then
with
the
new
community
building
is
going
to
be
seven
million
dollars
and
the
400
parking
spaces
are
part
of
that
extra
two
million
dollars
for
I'm
confused-
and
I
it's
just
very
poorly
explained
here
in
in
the
agenda
item
and
then
going
back
to
what
we
want
to
talk
about
also
in
number
37
about
120
parking
spaces
not
to
exceed
the
budget
of
900
000.
F
In
addition
to
the
previously
authorized
funding,
which
is
approximately
5
billion,
I
don't
know
what
I
would
like
commissioners
and
and
judge
is
to
explain
you
know
to
actually
explain
what
this
means.
How
much
you
know
this
900
000!
Is
it
in
addition
to
the
5
million
already
allocated,
it
is
very,
very
poorly
identified
or
defined
in
the
agenda
items.
A
K
A
This
is
added
to
it
I
mean
we
have
some
cushioning
built
in.
I
believe
aaron
can
clarify
where
the
money
is
coming
from.
A
So,
and
can
I
make
ask
the
question
of
mike
on
21-37?
Oh,
you
can't
afford
me
yeah,
mike
on
the
on
the
parking
on
those
that
was
left
off
of
the
original
bid
for
a
specific
reason.
I
believe-
and
it
was
later
added
back.
K
We
have
been
working
on
the
anawac
project
since
back
when
grant
smith
was
here
and
originally
the
design
was.
We
were
going
to
buy
the
property
to
the
south
of
those
ballparks
and
we
were
going
to
build
parking
the
entrance,
and
we
were
also
going
to
build
since
we're
going
to
build
the
new
jail
and
justice
center.
We
were
going
to
move
this
library
over
to
that
property,
so
we
included
the
new
library.
K
The
new
library
had
a
historical
section
in
it
for
for
all
the
historical
stuff,
the
driveway
for
the
whole
place
and
the
main
entrance
to
the
fields.
K
K
K
Well,
we
have
to,
and
and
and
with
the
judge,
I
kept
saying
what
about
the
parking.
What
about
the
parking-
and
he
said
well,
our
new
road
administrator
is
going
to
come
on
board,
let's
wait
and
talk
to
him
and
then
it
took
a
month
and
a
half
and
it's
like
what
are
we
going
to
do
about
the
parking?
What
are
we
going
to
do
about
the
parking?
And
finally,
we
just
have
to
do
something
or
we're
not
going
to
have
any
parking
when
the
fields
are
ready.
K
A
K
A
H
H
A
A
A
I
The
savings
yeah-
I
don't
know
so
like
when
I
look
at
the
budget.
What
I
look
at
is
whatever
videos
are
have
been
encumbered
and
used,
says
right
now.
I
know
there's
about
600
or
seven
thousand
dollars
in
this
analytic
project
line.
I
don't
know
about
whitney
because
there
hasn't
really
been
any
activity
for
that
project.
Yet
so
I
can't
tell
how
much
is
left
over
just
because
the
I
don't
think
this
construction
stuff
has
been
there
yet.
So
I'm
not
sure.
K
K
H
V
We
really
do
need
to
turn
the
engineering
loose.
Currently,
we
don't
have
any
topography
on
the
proposed
area.
We
need
to
see
how
this
is
going
to
tie
in
what
we're
going
to
have
to
do.
I
do
agree
with
mike.
I
think
we
can
sheet
drain
it,
but
I
mean
we
really
do
need
to
turn
pbk
loose
and
and
get
some
some
great
elevations
out
there
and
see
what
what
exactly
we
can
do
this
is
it
anawa.
H
A
Okay,
so
I'll
entertain
emotional
number
21
approve
the
additional
of
120
parking
spaces
for
internet
baseball
complex,
including
additional
architectural
engineering
fees,
survey,
material
testing,
utility
relocation
not
to
exceed
budget
900
000.
In
addition
to
previously
authorized
funding-
and
you
can
make
your
motion
on
that
commission.
J
A
A
A
A
Impose
motion
carries
so
now.
We
will
through
executive
session
that
concession
of
the
island's
reconciliation
may
include,
but
not
limited
to
africa,
section
on
the
texas
government
code
personnel,
section
551.074
consultation
with
attorneys
section,
551.071
deliberation
of
rural
property,
section
551.072
deliberation
regarding
security
devices
and
security
audits,
we'll
take
number
20.1,
discuss
and
consider
personnel
issues.
20.2
discussion
consider
doing
purchase,
slash
sale
of
real
property
and
20.3
discussions
here.
The
school
equalization
tax
to
executive
session,
as
well
as.
A
A
D
A
A
So
I
don't
know,
judge
is
up
to
you.
There
are
various
applications
on
frontier
yeah.
I
I
I
would
say
the
table
read
that
three
I'd
suggest
we
do
that
and
then
take
action
on
1930.,
okay,
we're
going
to
table
3.3
and
we
will
move
to
consent,
agenda
19.30
and
approve
various
applications
for
front
chicken
and
patients
with
utility
construction
in
the
county
right
away.
I'm
gonna
clean
emotion
on
that
young
judge.
A
I
would
make
a
motion
that
we
deny
the
applications
and
ask
frontier
to
resubmit
with
the
correct
addresses
and
information
on
the
application
motion.
