job
creation
is
anticipated

be
up
to
30
federal
chemical
industry,
jobs,
34,
point
million
dollars
in
investment

the
construction
is
anticipated
to
start
in
the
second
quarter
of
this
year.

the
economic
impact
of
projects
such
as
these
very

To
other
petrochemical
projects
in
the
area,
so
we

two

the
recommendations.

rationale
for
consideration
today
is
that,

industry

job
creation,
capital
investment
and,
more

integrated
potential
for
this,
this
project,

produces
derivatives

going
to

appealing

siding
in
the
area
with
respect

biofuels
and
the

lot

integrated
potential

court

chambers

at

as

little
bit

background
on
the

texas
water
development
board,
flood
infrastructure
fund
that
we're
working
under
and
2019
the
texas
legislature
basically
created
the
flood
infrastructure
fund
program
and
that
they're
managing
this.
Your
application
to
that
fund
is
in
the
first
round
of
applications
in
the
state
of
texas
that
were
actually
submitted.

submitted
a
final
invitation
in
december
and
were
approved
in
december
2020
to
be
funded
for
the
study
and
and
then
basically
engaged
in
entered
in
contract
with
the
county
freeze
and
nichols
in
the
county
and
around
march
of
2021,
and
basically
sort
of
kicked
this
thing
off
and
and
have
been
following
the
steps
along
the
way.
What
the
what
we
are
doing
for
you
guys
is.
Basically
it's
a
flood
risk
reduction
study.
The
way
the
flood
infrastructure
fund
program
works
is
it
has
four
categories
you
guys
are.

What
we
think
is
causing
the
flooding
problems
that
you're
seeing
across
the
study
area
today
and
then
for
us
to
move
into
the
next
phase
of
the
study,
which
is
to
basically
identify
conceptual
projects
that
you
could
implement
if
funding
existed
or
what
have
you
to
try
to
resolve
or
solve
some
of
those
existing
flooding
problems.

basically,
where
what
we
will
have
at
the
end
of
this
is
a
list
of
projects
that
the
county
could
implement
and
that
will
feed
into
another
texas
water
development
board
ongoing
program
right
now,
which
you
might
have
heard
of
called
regional
flood
planning.

program
where
the
texas
water
development
board
is
basically
identifying
kind
of
a
statewide
flood
plan
projects
that
need
to
be
implemented,
and
so
the
recommendations
from
this
study
will
actually
feed
into
that
and
and
be
queued
up
for
funding
from
from
the
another
state
source
as
well.
So
I'm

to

of
this
and
kind
of
where

is
with
this
study.

very
localized

the
ground
eyewitness
stories

the
kind
of
flooding
people
are
seeing.

super
important
for
us
because
it
helps
us
make
our
existing
conditions
model.

right
now,
our
baseline
conditions
model.
It
helps
make
that
model
more
accurate
because
it
gives
us
very
localized
granular
on
the
ground
data
about
what
people
are
seeing.
So
it's
super
important
to
the
accuracy
of
the
study
before
we
move
into
proposed
projects.

and
just

as
a
follow-up,
I
mean
that
I
just
think
they're
doing
an
outstanding
job
and
we,
when
we
talk
through
the
process
with
the
water
development
board,
they
they
were
very
excited
about.

know
this
being
a
comprehensive
project,
that's
going
up
into
liberty
and
even
talking
about
how
we
envisioned
some
of
the
possibilities
projects.

forward

both
west
side
and
eastside
projects.

development
board
seemed
like
they
were

great
projects
already
look
forward
to
the
end
process,
where
you

we
could
potentially
gain
that
grant
money
for
for
building

these
things

reducing
flood
risk
for
chambers
county.

it

because
it

our
current
status,
where
we
are
and
touch
a
little
bit

detail

of

things
being
talked
about.

as

mentioned,
the
main
project
overview
is
to
identify
existing
flood
hazards
across
our
entire
study
area,
which,
as
they
mentioned
as
a
good
chunk
of
chambers
county
and
as
well
as
liberty,
county
the
study
areas
in
total
about
990
square
miles,
which
is
a
very
large
study
area.
We
cover
roughly
440
square
miles
of
chambers,
county,
primarily
all
the
populated
areas.
We
don't
go
into
the
analog
national
wildlife
refuge
area.

little
benefit
to
studying
that
area
for
flood
reduction
projects
and
cut
that
area
out
to
save
some
of
the
modeling
time
and
effort
all
right
and
then
does
it
go
over
to
harrison.
There
is
a
small
section
right
in
terrace
county
about
five
to
eight
percent
of
the
study
areas
within
harris
county
because
of
cedar
bayou
cedar
body.
Watershed
is
the
dividing
line
between
liberty,
chambers
and
harris
counties,
and
so
to
account
for
all
the
flow
coming
into
cedar
from
the
harris
ivey.

project

to

briefly

go

timeline,
it's
a
very
large
study
area

a
lot
of
objectives,
and
so
our
is
also
a
somewhat
long
project.

is
to
have
this
wrapped
up
by
september.

everything
there's
some
interim
deliverables
that
we'll
provide
so
I'm
going
to
step
through
each
of
these
five
objects.

as
we
go
like
they
mentioned.

kicked
out
the
project
march
2021
and
we've
been
so
we've
been
working
for
almost
a
year
now,
so
we
started
off
just
establishing
where
we
actually
do
want
to
do.
The
study,
the
level
of
detail
for
certain
study
areas,
there's
areas
in
both
counties
that
benefit
more
from
additional
zooming
in
on
the
problems.
There's
other
areas,
you
can
zoom
out
a
little
bit
and
save
some
effort,
while
still
getting
a
good
result
in
the
area
issue.

we
started
and
that
took
place.
Last
year,
we've
completed
that
we've
moved
on
from
that.
So
one
of
the
key
things
that's
the
water
development
board
requires
is
studying
what
they
call
whole
hub:
tens,
which
is
a
usgs
destination
watersheds.

in
this
map
you
can
see
in
the
purple
lines
we
have
what
they
call
huck
tens,
which
are
large
watersheds.
So
we've
got
the
cedar
bayou
one,
the
trinity
old
river
watershed
white's
turtle,
bayou
double
bayou
spin,
the
top
those
are
the
main
full
hot
pins.
We're
studying!
So
that's
that's.
Why
we've
extended
up
into
liberty
county?

can
even
imagine,
as
you
can
see,
how
those
watersheds
all
travel
through
there's
things
that
we
can
do
in
liberty
county.
That
will
also
benefit
chambers
county.
Just
as
the
water
doesn't
care
about
the
county
line,
it
will
move
where
it
wants
to
move.
So
our
goal
is
to
holistically
study
the
study
area
and
prove
things
for
everyone.

study
on
the
primary
value
only
for
me
from
long
quarry,

through
some
of
the
subdivisions
that
we
have
in
the
project.
As
corey
mentioned,
we
have
several
partners
partnering
with
the
county
on
this
study,
so
mom
bellevue
is
the
largest
partner
and
we
also
have
the
city
of
dayton,
the
city
of
liberty,
wc
id5,
also
up
in
liberty
county.

is
the
study
area
broken
into
three

This
is
what
we've
kind
of
worked
out
with
cost
sharing
with
the
city
of
mount
bellevue
and
the
other
study
partners
to
contribute
to
various
parts
of
the
the
local
chair
red
study
area.
That
is
what
frieza
nichols
is
doing.
That's
what
that's
the
area
we're
studying
b
in
blue
is
the
study
area
that
the
consultant
for
city
mont
was
responsible
for
that
includes
the
other
part
of
cedar
bayou
and
basically
things
that
go
through
the
city
of
long
belt
and
then
study
area

is
once
you
get
it's.

Basically,
cotton
and
hackberry
values
as
you
get
south
of
I-10,
you
get
out
of
mont
bellevue,
but
that
war
originates
from
there,
so
that
area
will
be
cooperating
very
closely
with
that
consultant
to
make
sure
everything
they
do.

we're
aware
of,
and
they'll
they'll,
be
working
on
existing
condition,
we'll
be
working
on
proposed
as
that
period.

several
coordination
meetings,
we've
done
the
storm
where
we
actually
have
one
layer
today
talking
about
so
we're.
The
final
outcome
of
this
study
is
one
combined
proposal.
This
is
just
a
little
bit
how
the
work
is
split
up,
but
overall,
the
county
is
the
one
in
agreement
with
the
water
development
board
and
there'll
be
one
final
proposal
when.

we
wanted
to
make
sure
we
gather
as
much
of
that
information
as
possible.
So
we
don't
redo
anything
just
walk
through
a
few
of
our
data
collection
activities.
Thus
far,
so
we
want
to
gather
everything
from
can
from
previous
flood
events.
High
water
marks,
inundation
boundaries,
stage
boundaries
from
earth,
state
hydrograms,
watermarks
anything
we
can
get
that
says
how
high
the
water
was
and
when
it
was
there,
we
can
use
to
help
calibrate
our
existing
condition
models
and
that
makes
them
more
accurate.

So,
like
I
said,
we've
also
been
coordinating
with
county
and
other
consultants
about
gathering
previous
drainage
studies
started
gathering
record
plans
from
txdot
counties
from
the
cities.
So
we
can
plug
in
bridges
culverts
things
that
affect
how
water
moves.
Through
these
streams,
everyone
has
a
bridge,
they
don't
like.

One
kilowatt
drainage
project
is
a
big
one
that
we
want
to
include
so
we're
working
with
corey
to
make
sure
we
incorporate
those
updates
and
how
that
drainage
will
work
into
our
study
and
then,
finally,
whatever
we
can't
get
from
other
studies
or
plans
or
survey
or
basically
other
people
we'll
be
doing
some
survey
on
important
crossings,
picking
up
cross
sections
of
some
of
the
more
significant
values
to
make
sure
we
can
properly
model
those
crossings
and
then
for
smaller
items.

this
is
this

more
just
a
status
update
on
what
we've
done
so
far.

existing
condition
has
three
major
components:
we've
got
establishing
the
existing
condition,
hydrology
we're
just
saying
where,
just
when
it
rains
how
much
water
is
there,
where
does
it
go
and
then
hydraulics,
which
is
the
actual
modeling
of
the
streams
and
saying
how
high
does
the
water
get?
Does
it
flow
from
this
stream
over
to
this
stream?

That
sort
of
thing
and
then
finally,
one
of
our
main
deliverables
of
the
existing
edition
is
existing
condition,
inundation
maps,
as
you
can
see
where
we
see
flooding
and
various
types
of
effects,
so
I
just
want
to
step
through.
So
you
can
see
some
of
the
work
we've
completed,
so
existing
conditions
is
in
progress
right
now,
we've
completed
the
hydrology
component.
We
finished
that
in
december
and
we're
now
into
the
hydraulics
component,
which
will
be
completed
in
april
end
of
april
early
may
this
year.

So
2024
obviously
sounds
very
far
away,
but
that's
that
allows
us
time
to
finish
the
existing
conditions
this
year
and
then
get
into
a
year's
worth
of
modeling
of
proposed
projects.
So
there's
an
interim
deliverable
in
the
existing
condition
that
we'll
be
providing
probably
around
the
end
of
this
year.
That'll
include
those
existing
condition,
maps
and
models
that
can
be
used.

So
there's
a
few
things
I
wanted
to
just
kind
of
touch
on,
so
you
can
see
what
we've
done
for
the
hydrology
portion.
We've
taken
a
methodology
we've
used
recently
in
harris
county
to
better
optimize
the
amount
of
flow
you
get
out
of
certain
areas,
it's
based
on
the
area
itself.
So
that's
why
I'm
calling
sub
basins
here
you
see
all
these
little
small
areas,
we've
delineated
each
of
those
areas
to
outfall
to
a
particular
point.

So
we
split
up
the
county
into
one
one
to
five
square
mile
basis,
depending
on
the
level
of
detail
we
were
searching
for
so
obviously
there's
more
more
risk.
We've
focused
on
a
higher
level
of
detail,
so
you
see
smaller
submasons
and
more
populated
areas
on
the
west
side
of
the
county
in
dayton
and
liberty,
and
here
near
parts
of
double
value.
Q
The
next
component
that
goes
into
our
hydrology
is
looking
at
conveyance.
How
does
water
actually?
What
path
does
it
have
to
get
out
of
those
sub
areas?
So
the
next
important
that
is
looking
at
one
the
actual
pass
and
then
what
is
the
ability
of
that
path?
So
we
look
at
it?
Is
it?
Is
it
a
concrete
line,
drainage
channel?
Is
it
a
natural
drainage
way?
Is
it
was
it
dug
out
10
years
ago
and
hasn't
been
maintained,
and
so
it's
got
trees
growing
in
it.
Q
Now
all
those
things
affect
how
quickly
that
water
will
move
through
that
system.
So
that's
another
thing:
we
look
at
to
determine
how
how
quickly
that
water,
the
hydrograph,
will
peak
and
then
are
the
most
familiar
components,
kind
of
hard
to
see
on
the
screen.
It's
also
in
the
packet,
it's
probably
easier
to
see
breaking
out
the
the
whole
study
around
the
various
land
uses,
and
these
are
these
are
not
land
uses
in
the
in
the
planning
sense.
These
are
land
uses
related
to
drainage.
Q
So
when
we
say
land
use
for
drainage,
we're
looking
at
how
does
that
land
drain
most
commonly
so
for
the
majority
of
the
area
it
is
going
to
be
considered.
Undeveloped
means
it
has
small,
minor
ditches
or
small
soils
that
direct
water,
but
there's
no
major
storms
through
sewer
infrastructure
or
major
roadside
ditches.
Those
are
different
categories
that
we
do
break
out,
so
we
have
curb
and
gutter
storms.
Here,
we've
broken
out
for
some
of
the
cities.
Q
We
have
open
space
grade
which
primarily
focuses
on
golf
courses,
parks
things
that
are
clear,
so
they
are
basically
grass,
but
they
are
also
purposely
great
as
a
drain,
a
certain
way
rather
than
just
land
that
is
in
its
natural
state,
because
you
have
undeveloped
land,
that's
draining.
You
have
a
lot
more
ponding
a
lot
more
surface
storage
than
you
have
when
you
actually
start
going
in
grade
lands
that
drains
a
certain
way.
Q
And
the
last
thing
that
goes
into
our
hydrology
component
is
the
soil
itself.
You
can
see
on
this
man
there's
a
lot
of
pink.
That
is
our
soil
type
d,
which
is
basically
clay.
Soil,
probably
not
surprising
to
anyone.
There's
a
lot
of
clay
soils
throughout
the
entire
study-
everybody,
especially
in
most
of
chambers,
county
there's,
there's
scattered
pieces
of
more
sandy
loamy
soil
through
the
trinity
river
basin.
But
for
the
most
part
it's
heavily
focused
on
clay
soil.
Q
So
that's
another
thing
that
goes
into
when
it
rains
how
much
runoff
is
there
more
clay,
your
soil,
the
less
infiltration
you
have,
the
more
runoff
you
get.
So
we
take
all
that
information.
We've
completed
this
task
and
we've
moved
on
to
putting
that
into
a
hydro
hydrologic
model
and
it
takes
the
area.
It
takes
all
those
other
parameters
we
talked
about
and
it
puts
them
into
an
equation
that
gives
us
the
ability
to
plug
in
a
rainfall
and
get
runoff
out
of
it.

So
you
can
see
on
the
right
that
graphic
that
shows
this
is
a
synthetic
storm.
We've
applied
is
a
typical
design
storm.
It
has
a
certain
distribution
of
the
rainfall
and
it
generates
a
certain
runoff
hydrograph.
So
that's
the
amount
of
flow
this
one
that
particular
sub
basin's
about
three
square
miles
and
it
produces
about
1100
cfs
at
its
peak.
So
the
shape
of
that
hydrograph
is
important
because
it
also
determines
how
quickly
does
that
run
off
peak?
How
fast
does
it
move
through
the
channels?

So
that's
that's
part
of
the
project
we
have
completed
up
to
this
point
minus
the
tweaks
that
we'll
make
for
calibration
when
we
get
into
further
refinement,
because
right
now
I
have
a
synthetic
storm
plugged
in
there,
but
we'll
also
be
calibrating
too
for
sure
hurricane
harvey
and
tropical
storm
of
melda.
So
we
have
rainfall
that
we
can
pull
radar
rainfall
from
the
national
weather
service
that
we
can
plug
in.

We
can
get
fairly
accurate
about
four
kilometers
by
four
kilometer
cells,
but
it's
it's
better
than
just
you
know
one
or
two
gauges
scattered
throughout
the
county,
so
we
can
get
a
pretty
high
resolution
rainfall
across
the
mall
and
plug
that
in
and
then
we'll
calibrate
the
known
flooding
sources,
the
brown
floating
materials
provided
us
with
good
calibration
data
for
those
two
storms.
So
we
can,
we
can
see
I'll,
get
this
house
flooded
and
it's
estimated
to
about
this
level.

can
look
at
our
mall
and
say
how
close
are
we
and
we
can
tweak
our
existing
conditions
to
get
as
close
as
we
can
to
matching
all
those
events,
then,
just
just
a
little
bit
of
a
preview.
This
is
a
very
preliminary
inundation
map
of
the
west,
four
double
buy-in
and
you
can
see
this
is
there's
a
lot
of
water
everywhere.
I'm
sure
you're
well
aware
campus
is
very
flat.
County
water
tends
to
spread
when
it
gets
high.

is
an
example
of
what
we'll
be
providing
when
we
get
into
the
final
existing
condition
phases.
This
is
a
preliminary
100
year
inundation
map
for
the
westport
built
by
you.
So
that's
that's!
What
we're
working
on
now
we're
going
through
calibrating,
adding
structures,
refining
how
the
streams
look
adding
in
the
symmetry,
so
we
can
get
the
full
depth
of
channels.
Things
like
that!

state

them,
so
that's
one
thing:
collaborate
with
study
partners
to
include
projects
that
you
already
have
in
mind.
We
can
look
at
identification
of
focus
areas
so,
as
we
see
areas
that
are
flooded,

areas

zoom
in
on
and
do
some
additional
fine
detail
and
proposed
conditions
and
look
at
come
up
with
new
ideas.
Regional
detention,
channel
improvements,
detention
bases
some
proactive
planning
in
certain
areas.
These
are
all
things
that
we
can
look
at
in
a
proposed
condition.
So
it's
a
very
back
and
forth
part.

just
say
this
is
what
we
think
you
should
do.
We
want
to
know
what
does
the
county
have
in
mind?

do
you
think
citizens
wouldn't
appreciate
having?
So
that's
a
very
collaborative
process
that
we
have
in
public
meetings
and
being
constant
communication,
especially
with
corey
norton,
bridge
and
samantha.

so,
let's
just
summarize
what
I
said
there
we'll
be
developing
a
list
of
conceptual
projects
that
can
be
used
to
reduce
future
blood
risk,
current
surgeries
by
gathering
public
information
feedback,
doing
that
proposed
condition
modeling.
So
the
final,
durable
bad
section
is
basically
a
ranked
list
of
these
are
the
projects
we
think
are
most
useful
that
you
should
look
at
building
as
soon
as
possible.
Some
of
them
may
be
further
out
into
the
future.

something
you
don't
need
until
this
area
starts
to
develop,
but
if
we
can
proactively
plan
for
how
to
drain
that
area,
we
can
cut
off
some
of
the
problems
we
see

certain
areas
now
and
then

top

two
ranked
projects
we'll
have
some
additional
modeling
to
get
them
further
to
actual
special
design
phase.

could
be
moved
into
a
primary
engineering
report
fairly
quickly.

what
this
question
is
referencing
kind

on
the
west
side,

we

inner

drainage
kind

tributary
to
I
guess,
hackberry
kind
of
drains
through
from
mcadams
coming
on
through
making
it
down
to
hackberry,
goes
through
several
subdivisions
and
leads
to
quite
a
few
issues,
and
so
that
was
a
potential
project
that
we
submitted
recently.

concern

gill

luckily
we've

not

roadway

alternate
and

gonna
increase

bridge

bump

to

discussion

traffic
signals
potential

that
intersection
and

city

the
school
district
are
going
to
take
the
lead
on
that.

been

us
taking

lead
on
the
one
at
1409.

started
discussions
with
txdot.
I've
got
a
tentative
meeting
set
up
next
week
with
city
of
bellevue
and
txdot
to
do
some
coordination
depending
on
y'all's.

decision

we've
you

I
believe,
there'll

extra
money
left
over
in
the
the
bond
for
this
project,
and
so
it's

to
you
know
utilize
that
if
y'all
desire

fact

we

going
to

budget

judgment

the
county's
going
to
be
installing
that
traffic
signal
that
txdot
will
oversee
and
maintain
after
we
get
it
up.

think

unless
the
city
desires
to

it,

city

taken

other

signals
within
the
city
of
mont
bellevue,
which
is
not
the
norm
for
a
city

their

txdot,

own
signals.

pays
them

stipend
to

that
and

for
